From The Board of Directors Our MISSION as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community. All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

Decision Making and Governance in SCOV

by Richard Babin One of the enduring questions concerning governance has to do with the nature of democratic decision making – representative or direct. A representative democracy is one in which representatives, elected by the people, make decisions. There are many examples: US Congress, state legislatures, and the SCOV Board of Directors. In a direct democracy the people make the decisions, i.e., they decide issues by voting on them. Perhaps the best known example of direct democracy is the New England town meeting, what one observer has called “a legislature of citizens, for citizens, and by citizens.” Other examples include referendum and initiative options. The recent petition effort in Oro Valley to allow residents to vote on the town’s El Conquistador Country Club acquisition is a good one, even though the effort failed on a technicality. If it had been successful, Oro Valley voters, not the Town Council, would have decided whether to acquire the property. Governance in SCOV also contains elements of direct democracy. For example: changes to the Association’s Bylaws must be approved by 2/3 of those voting and changes can be proposed by a petition from 10% of the voting units. Changes can also be proposed by the Board. Other examples include the recent vote by Association members to change our official name, the vote to allow the Board to consider entering into a long-term contract for solar energy and the majority approval requirement for the purchase of capital items where the cost exceeds 5% of prior year gross revenues. Curiously, the Bylaws do not require member approval of renovation projects where the cost exceeds a certain threshold, as is true for the purchase of capital items. In fact, in February the Board rejected a proposal to allow members to vote on a Bylaw change that would have established a threshold for renovation projects above which member approval would be required. I plan to revisit this issue in a different context with the hope of being able to provide another opportunity for direct democracy. The New Pro Shop

There has been considerable information disseminated about the new Pro Shop. Most of the information included in this article has been made available to you in one form or another over past months. In no special order, let’s start with the situation that moving the Pro Shop will provide very desirable space for expansion of the Café and the lounge or gathering place. This new area, with a full-service bar, will create several new opportunities, such as quicker service for tennis players, pickleball players, golfers, etc., provide additional space for daily meals, enable more banquets to be held in the restaurant, plus there will be a larger area for entertainment and socializing. The configuration of the new Pro Shop offers several advantages over the existing facility. First, unlike the current Pro Shop where dozens of golfers typically crowd into one small space in front of the counter, the new floor plan encourages flow-through traffic. The vast majority of merchandise will be easily seen, yet out of the way of golfers needing service at the counter. The entry/exit doors and counter will be visible from the Pro’s office. Plus, there will be better storage for merchandise. The location will also be a major benefit, as the Pro Shop will be easily seen when driving into the parking lot. Many visiting/public golfers, who generate considerable revenue for The Views will find the Pro Shop easily. Simply put, the new location will provide an excellent and very inviting window to the golf course that will improve the overall golf experience and is anticipated to result in increased revenue. Last, but not least, the new Pro Shop and the new lounge/ gathering place, that is made possible by the construction of the new Pro Shop, will provide added amenities for your enjoyment and will be one more feature of SCOV that will attract future residents.

With a long summer ahead of me in 2013, I decided to become more connected here at SCOV. I looked into pickleball because I had some friends who played. The sport was active, didn’t take too much time and looked like a lot of fun. Before I had my free lesson, I learned that pickleball is a paddle sport created for all ages and skill levels. It combines many elements of tennis, badminton and ping-pong. It’s played using a paddle and plastic ball on a badminton-sized court with a slightly-modified tennis net. The rules are simple and the game is easy for beginners to learn, but it can develop into a quick, fast-paced, competitive game for experienced players. If you are leaving for the summer, be sure to include regular exercise in your plans. For long drives, stop every two to three hours to walk around and stretch your legs. Are you planning any improvements or changes to the exterior of your home? Whether it will be adding or enhancing walls or fences, replacing windows or doors, painting, coating driveways, large landscaping projects or any number of other projects, homeowners need to bring a submittal to the ARC for approval. The ARC then makes sure the project is in compliance with the Development Standards and the CC&Rs. If a homeowner’s project is not in compliance, it is the duty of the ARC to see if any adjustment can be made that will satisfy the homeowner’s desire and still comply with the governing documents. Julie’s trademark is her pendant dragonfly which dons the necks of many SCOV residents. You may see a whole array of other shapes and sizes of her pendants, earrings and broaches; butterflies, fish, cactus, geckos, peacocks and free-form patterns abound. Julie particularly likes to use dichroic glass. This glass almost takes on a gem-like shimmering quality. Dichroic glass contains multiple micro-layers of metal oxides which give the glass optical properties, reflecting light and color in different directions. Julie also makes greeting cards from Chinese brush paintings her mother painted. “I’ve got these wonderful paintings hanging all over the walls in my home, I thought it might be nice to share these images with others by turning them into greeting cards.” Check into the Gift Shop to see how to become a volunteer or consignor. The Loan Room is a free service for SCOV residents. It is located at the end of the Cart Barn. The Loan Room is open Tuesdays and Thursdays, 8-9 AM throughout the year. Items available for loan are rollaway beds, card tables and chairs, six foot tables, children’s cots, car seats and booster seats for young children, pac-n-plays, high chairs and some toys. Many medical items such as wheelchairs, shower seats, crutches, canes, walkers, etc., are also available. Please visit us over the summer to check out our inventory and to make reservations. Aluminum can donations: deposit empty, rinsed aluminum cans in the box outside the Activity Center kitchen. For safety reasons, do not deposit unrinsed cans which can attract bees. On May 14 we delivered 520 pounds of cans to the recycling center; we received $312, which brings our year-todate total to $2,424 for the CAC.

The Marketing Committee’s three sub-committees (Café, Golf and HOA) worked with staff to develop goals and strategies for the 2015-2016 marketing plan. At our last meeting, members passed a new goal to develop and maintain a strong culture of trust, respect and credibility and provide multiple opportunities for residents to express themselves constructively, to easily get factual and timely information regarding SCOV affairs and have their questions answered. We thank three members of our committee whose terms have expired after three years of dedicated service: Barbara McNeill, Harry Patterson and Christine Takerian. We welcome three new members: Roger Angeloni, Cherry Sand and John Sand for their willingness to serve. Neighborhood Pride

At a recent training session of the NPC, members reviewed summertime reminders to all homeowners in SCOV. •Artifacts, including empty pots, are not allowed in front yards. Pots should be planted with live plants, as artificial ones are not allowed. •Cactus and/or bushes in your yard should not extend over the sidewalk as to be a danger to walkers. •Weeds in cracks of driveways, sidewalks, and where the cement meets the asphalt of the street are the responsi bility of the homeowner to remove. •Trees must be kept trimmed up high enough over the sidewalk as not to injure walkers or block visibility of a stop sign. •Exposed soil, or bare dirt, on your property needs to be covered by rock. •For safety reasons, trim any vegetation blocking numbers on your house, and be sure the numbers are lit and vis ible from the street, day and night. Posse members provide many valuable services to SCOV residents. The most common of these is to notify home owners when their garage doors are open at night. Additionally, the Posse keeps an eye out for any suspicious or unusual activity, in which case they call 911 and an officer arrives typi-

cally in less than four minutes. Recently, a Posse team noticed a gentleman sitting in a chair in his garage with the door open and the light on. When they tried to call him on the home phone they were unable to get an answer. They called 911 and the responding officer discovered the gentleman was deceased. While this was a tragic event and upsetting to the Posse team, it would have been even more tragic had the Posse not been patrolling and the body not discovered until much later. Important Annual Mailing Details

The annual mailing has gone out. Included in this year’s mailing is a letter from our General Manager, an Annual Budget Summary & Report, Dues Payments Options ($1,620 same as last year), golf information and an Age Verification Survey. If you haven’t received anything yet, please contact the Administration Office at 520-825-3711 and let them know. We’ll make sure you get another set of the items. Regarding the Age Verification Survey, it is very important that this document be completed and returned to the Administration Office. As an age-restricted community we are exempt from requirements within the Fair Housing Act. Because of this we are required by the HOPA (Housing for Older Persons Act of 1995) to complete an age survey every two years to document that 80% of the occupied lots in SCOV have at least one individual residing in that lot who is age 55 or older. Now our CC&Rs (Article 4.2.a) tightens the requirement even more by requiring 85% of the homes to be occupied by a least one individual age 55 or over. To document the age of the occupants HOPA allows for a signed Survey & Affidavit of Occupancy to be completed. This is the document you received in the annual mailing. This form is also completed by every new homeowner. So, please take a moment, fill out the form and return it to the office in the envelope provided. Also please mail your dues in the envelope provided with your payment coupon. It is digitally enetered into our system this way. Thank you.

Home Away From Home

When we have guests in our homes we would hope that our guests are tidy. We would not want them spilling coffee all over our carpets, tracking in dirt or crunching cookies into carpets or floor. I also believe that you would not do such things in other people’s homes. When you are in one of the Association buildings I hope you treat it the same as you treat your home. We agree that an accident will occur once in a while. When food/cookie are left on the floor and drinks spilled on the carpet, it is costly as the cleaning company must steam the carpets and scrub floors more often. We ask that you be careful and look around your area when leaving a facility. Please treat facilities in the same way you would treat your home. Box in large print. Friends of the Library It has been an exciting year for FOL (Friends of the Library). Thanks to the generosity of our patrons, our membership drive and fundraisers, we have raised enough funds to not only continue to support the purchase of newly released books and movies, but also to bring our library into the computer age. Monies raised by FOL, in combination with generous financial support from ILR (Institute for Learning in Retirement), will allow the library to computerize its circulation this summer. One of the many benefits of computerizing will be the capability of allowing you to search our database and place materials on reserve from home. Please remember that you may join or renew your FOL membership at any time during the year. Donations at this time are especially appreciated as we work toward our goal to computerize the library.

Walking Posture

If you are hunching your shoulders and looking down while walking, you are reinforcing very bad walking posture habits. Good walking posture is with the head up and eyes forward. This bad posture can lead to low back pain, neck and shoulder pain and doesn’t allow you to take full, complete breaths. It also reinforces the bad sitting posture many of us have from hours in front of the computer. Your time walking should be spent building good posture habits, not contributing to the damage you already do to yourself the rest of the day. Every few minutes throughout your workout, give your shoulders a backwards roll to check that you aren’t hunching them.

There are several different options available. Stop by the Pro Shop for your rate cards. This information is also available on our website. For those of you who enjoy walking and riding the course, please check the times on the signs as we begin earlier throughout the summer and we certainly do not want any conflicts with the golfing traffic. Tuesday’s walking times have changed as we have a 7:30 AM start instead of 11:30 AM.

Superintendent - Michael Kropf The summer months are when most of the activity around the golf course really slows down. The golf groups have ended their seasons, and the seasonal residents have gone home until next winter. However, summer is when the golf course maintenance department is the busiest. Big projects are done, wash repairs are performed, the overseeded grasses are removed and the summer grasses are re-established. The project list on the golf course this summer is as busy as usual. The first project is always to re-grass the fairways following removal of the winter rye grass. This involves applications of chemicals to kill the rye, followed by aerification and topdressing, followed by another chemical to remove the last remaining rye grass and eventually sprigging areas that ended up being bare. The next project is removal of irrigation and grass from the area that used to be where the upper practice green was located. The area is going to be converted to golf cart parking when the new Pro Shop is constructed. The grass and irrigation will be recycled around the golf course in areas that need it. Another project is the completion of the green tees construction. Last summer green tees on #5, 6 and 10 were built, and this year the tees on #4, 11 and 14 will be constructed. During this time the wash on #5 will get reshaped to improve water flow during the monsoons in July. The last project will be the grass traps on #4 between the fairways which are going to be reshaped to improve pace of play through the hole. Golf Advisory

Let’s give Tim Kelley a big welcome as the new Golf Advisory Chair for the 2015-2016 season. Mike is already in the process of preparing the golf course for summer play by plugging the greens and fairways. This process will continue through the month of July. The new green tee-off boxes on the back nine will be under construction this summer and ready to play this fall after over-seeding. The bids are in for the new Pro Shop and construction should start sometime in June or July. The Views Pro Shop should be nearing completion when you return after overseeding in the fall. Please be aware of your pace of play at all times and help your fellow golfers within your group. How lucky we are to play such a beautiful golf course that is managed and maintained so well. The 2015 Club Tournament winners were announced and presented prizes for first through fifth place in each of the flights. The Sun City Vistoso Community Foundation a separate and independent organization from the association established in 1998, provides a means through which tax-deductible gifts may be channeled to support qualified health, cultural, educational and charitable needs of SCOV and surrounding areas. Some changes need to be noted for next year. There were some delays but there are valid reasons for those delays. Also, as stated before, no walk-ups. This is a policy of the shredding company. With so many cars, the danger of walk-up customers being struck by a car is greatly increased. Also, some of the delays were caused because (for security reasons) no documents are allowed on the ground. All documents need to be placed either in the truck and/or company containers by company employees. Only company employees are allowed to handle documents; therefore only one line is allowed in the truck area. This is for increased security. Plastic bags had to be emptied by company employees. So, for next year, the following rules will be published to help speed the process: 1. All documents should be in either paper bags or boxes. No plastic containers. 2. Traffic will only enter from Silverton. SCOV identification will be required. 3. No walk-ups. This is company policy and for security reasons. The hours will be increased from 8:30-11 AM. All those in line by 11 AM will be serviced. Better security helps to protect you from identity theft.

Diamondback Game - Bus Trip

We are off to see the Angels play the D-Backs. Enjoy a luxury bus trip. Great stadium seats with concessions very near or you can order from your seat. This is a fun day at the ball park. If you are new to SCOV, this is a great way to see the D-Backs and not worry about weather since the stadium is air conditioned. Highlights of the Celebrating Hubble Space year were outstanding speakers from the Telescope 25th Anniversary UofA Lunar and Planetary Lab, Steward Observatory including several excellent graduate students, the Planetary Science Institute and the Project Manager of the Large Synoptic Survey Telescope. Members also enjoyed field trips to Mt. Graham in Safford; a UofA day touring Flandrau Planatarium, Mirror Lab and Tree Ring Lab; and a trip to the Mt. Lemmon Observatory. The Astronomy Club also partnered with the Vistoso Cyclists Club to hold a Tour De Stars Star Party in April. The next meeting is October 15. Please feel free to bring a friend or neighbor. Fewer busy bees make for quieter times and members who may have come infrequently during the high season return to enjoy their work in less hectic fashion. The past season saw much work being accomplished by volunteer teams charged with doing the work that makes the club run. Many thanks for this selfless work for us all. We have a clean, organized studio with knowledgeable members who share their skills with enthusiastic newcomers. Artistic freedom abounds and one may even catch a sorry rendition of old Beatles’ songs on just the right day. Orientations will continue to be arranged for interested residents throughout the summer, while those of us who retreat to cooler climates will miss our friends and the camaraderie of the mudders we leave behind. Forty years after his death, the Joseph Pilates system of exercises has never been in such high demand. Fortunately, Sun City offers his mat Pilates classes here twice per week. Now that summer is here, our classes are smaller and more personal. We start out with specific balancing exercises using the dance bar. The most strenuous of the mat routines are modified for those of us with limitations. Many people ask “can the benefits of the Pilates method, which come from the strengthening and stretching exercises we do, really develop the body’s core (our abdomen and back muscles), increase spine mobility and build flexibility?” We all agree that these are the definite benefits achieved by the senior men and women in our classes and can’t be beat. Also, don’t forget about improved balance, muscle tone, stamina and wellbeing. The cost is only $8 per class and annual club dues are $20 pp. Please join us or just stop by and watch. Rehearsals are underway for the Association-sponsored Independence Day concert, Oh, Freedom!, Saturday, July 4, 2 PM, Auditorium. This is a free concert with open seating. Come and enjoy favorite patriotic songs, American folksongs and songs from the Civil War era.

We had 38 Oregonians at our first potluck on April 24. Lots of good food; seeing old friends and meeting new ones. Normally, this time of year you can plan an outdoor event and the day would be sunny and warm. Our little get-together, after our Sunday water volleyball games, turned out to be the coldest and cloudiest day in late April. Not enough hearty souls came to play, but we did meet later to sit in the sun, that finally came out, around the pool deck. Snow on the Catalinas, who would have thought? We shared appetizers and good conversation and wished our seasonal residents members a safe and happy summer. We continue our games, both water volleyball and wallyball, throughout the summer.
