Association News From The Board of Directors

Our MISSION as the SCOV Board is to lead in maintaining and enhancing the quality of life in Sun City Oro Valley as an active adult community.

All Board minutes, agendas and reports are available online and in the SCOV Library. Board meetings are open to residents.

Different Viewpoints on Spending

by George Williams My second term on the Board is over this month, and I cannot run again for two years. The Community is safe from my contrary voting habits until May of 2015, and maybe much longer, as I don’t remember anyone ever getting elected for a third term.

There are many opinions on how the Association should spend the money collected from our members.

In a general sense, at least in my mind, there are those who want to keep Sun City Oro Valley clean and shiny, repainted, repaired and as comfortable, attractive and affordable as possible. Others want to make our neighborhood one of the leading Age-Restricted Developments in Arizona. Those folks want to have our facilities match or exceed the features of our competitors regardless of the costs to try.

My position, and the reason I’ve run for the Board twice, is that we’ll never be able to match the new larger houses and facilities offered by developers now and in the past few years. No amount of spending on restaurants, landscaping improvements and other additional facilities will enhance our community enough to put us in a leadership position compared to new nearby developments. The best way to maintain SCOV’s desirability is to maintain it well and recognize that we’re a fine place to live, in a great location with affordable dues and solid financial reserves.

With that philosophy, I’ve voted against spending for many of the projects and enhancements that have been undertaken in recent years. I’m often voted down by the other members of the Board six to one. That doesn’t mean I’m wrong and the others are right. It just means that there are more of them than there are of me. I don’t resent my frequent failures to convince the Board that some of these expenditures are unwarranted. I do relish the fact that I can vote against these items and can represent those of you who agree with me. I often think that it’s a very good thing that there are seven of us on the Board. That means that the sensible majority can easily overrule the loose cannon maverick and do what’s best for the Association.

In my defense, the Board should always have at least one stubborn old curmudgeon just to prove that not everybody agrees with them.

Estate Sale Rules Update Most of you may recall that the Association membership voted a couple of years ago to allow estate sales. The parameters of an estate sale as outlined in the CC&Rs are: Estate sales or estate liquidations for the purpose of disposing of a substantial portion of the materials owned by a person(s) who are vacating his/ her/their home due to death or incapacitation.

This CC&R stipulation is subject to rules approved by the Board of Directors. Included in those rules are time of operation parameters, stipulations that only items that are in the home and not items brought into the home may be sold with sign and parking stipulations. Although most of the estate sales have been run well, a few violations of the rules have occurred that resulted in modifications of the rules.

To be more specific, the Board recently approved changing the deposit that must be submitted with an application to hold an estate sale from $250 to $500.

This is a fully refundable deposit as long as the estatesale rules are followed. Violations of the rules can result in retention of some or all of the deposit. Also, the fine for holding an estate sale without approval or a sale that does not qualify for an estate sale (garage sale) has been increased to $500. Obviously, this fine was established to discourage residents from holding garage sales and/or from failing to submit an application and receiving approval to hold an estate sale.

In addition to the above rule and fine changes, the time during which an estate sale may be held was changed from 8 AM–4 PM to 9 AM–5 PM. The reason for this change was that the setup for most of the estate sales begins at least an hour prior to the sale actually taking place. This change should lessen the early morning-hour noise and traffic that occurs which can be disturbing to the neighbors.

So that estate sales can continue in the future please follow the simple rules that have been established.

A good time was had by all at our First Annual Miniature Golf Tournament (see photo) on March 2. There were prizes galore!

Attention seasonal residents. Do you sometimes wonder what happens in SCOV during the months that you are away? If so, there are ways to keep in touch, including having the Tipster mailed to your summer residence. Of course, you can also access the Tipster online, but some people prefer a hard copy. It’s easy to arrange to receive the Tipster by mail. Call Norma Meyers Vistoso Center 917-8065 and ask her about the options available for mailing. After choosing one, you will need to visit the Administration Office to finalize arrangements. There is a small monthly charge for the service, but keeping current on life in SCOV is priceless. And contrary to rumor, there is life in SCOV in the summer.

Aluminum Can Donations: Put those aluminum cans to work for SCOV. Deposit only empty, clean aluminum cans in the box outside the Social Hall kitchen. For safety reasons, do not deposit unrinsed cans which attract bees and may become a hazard. Profits fund the equipment for the Loan Room. Please help us by recycling your aluminum cans but place your trash in your trash containers.

CAC volunteers delivered their seventh can load for the year to the recycling center. 480 pounds netted $297.60, bringing the year-to-date total poundage to 3,400 pounds and the year-to-date revenue to $2,087.60.

The Loan Room has been busy the past several weeks with many people telling us that they weren’t aware of our service. We are located at the end of the Cart Barn and provide short-term loans of tables, chairs, rollaways, cots, children’s equipment and many medical items. Come and visit us, on Tuesday and Thursday mornings from 8-9 AM. The recycling of aluminum cans in our community enables us to purchase medical equipment and other items for the Loan Room in addition to helping fund other groups or projects that benefit Sun City Oro Valley. We have recently purchased golf clubs for children that will be loaned through the Pro Shop, helped fund a new pod for the Wheels for Kids group, repaired and painted the dog park fence and assisted the embroidery group with the purchase of a new machine. Reservations can be made by telephone Mondays, Wednesdays and Fridays 8-9 AM. We look forward to serving you.

Fitness Center Assessment Information

The assessment for the fitness center is payable now, but you have until June 30, 2013 to pay it or make your first installment.

The bill for the assessment will be a part of the annual homeowner billing which will be mailed out at the end of May. However, you may come by the Vistoso Center or mail your payment for the assessment any time before June 30, 2013.

Spring Arrived Spring did get here, and it’s time to make sure those empty pots in front yards are filled with living plants, cactus or flowers. With the rain we had earlier this year, weeds are popping up everywhere. Watch for them while they are small and easy to remove. Wildflowers are allowed in our community until after they finish blooming, at which time they need to be removed.

Please trim any trees or shrubs which overhang the sidewalk or street, as they, too, grew during our winter rains. Remember, no artifacts of any kind are allowed in front yards.

Winter residents should have someone maintain their yards during the summer months, so the home looks cared for while you are away. Be sure to notify Administration of your summer address in case they need to reach you while you are gone. Please continue to take pride in your property even when you are not on site, so that it will look just as nice upon your return as when you left.

We had 138 Posse members, Frequent Flyers who patrolled five or more times during 2012. Their service was recognized at an event in the Social Hall on March 5. Chief Daniel Sharp, OVPD (Oro Valley Police Department), and several of his staff participated.

We are grateful to the OVPD for their participation and their continued, unwavering support of the Posse. Our thanks also go to Dee Bethke for arranging for the food and John Allen for running the video system. We thank all active Posse members who help keep our community safe. Assistant Manager - Robin Coulter Emergencies in SCOV

All ears become alert when sirens sound in our community. Emergency personnel visit SCOV, and the staff has a procedure to follow when dealing with emergencies in SCOV. It’s important to point out that the purpose of our staff is to serve our residents in various ways: serve you in the restaurant, teach exercise classes, issue membership cards, assist with a permit to paint your home, etc. Staff’s purpose is not to handle emergencies. However, that does not keep us from developing procedures when emergencies arise. We will call 911 if you or one of your peers has not already done so.

When emergency personnel arrive, you have the right to refuse treatment. It’s also good information to know that you will not be charged simply because 911 was called and responded.

Your staff will also fill out a form documenting what has occurred on the premises. They will record the facts to the best of their ability. If you refuse to have 911 called, they will ask you to sign the form. It’s a way of keeping us all on the same page, making sure we are all aware of how we respond to emergency situations.

Staff is also required annually to take a class in the use of the AED, (Automated External Defibrillator).

There has been more than one instance where your staff has used this device on residents, and their quick action should be noted.

Some Questions I have Been Asked Lately Do other communities have secure access to their facilities? Yes, members of those communities swipe their cards to enter gym, pool areas, etc.

Will the pool be shut down during the Fitness Center construction? The answer is, from time to time, yes.

Construction can be dangerous. The safety of our residents always comes first. Also, we must make sure our pool is kept clean, and possible debris must be kept out of the pool. At times the pumps will have to be shut down and we must close the pool to keep the water at a safe level. In some cases, weather will be a factor in pool closures.

What is happening with the Monitors? At this time, we Sun City Oro Valley Tipster, April 2013

are reviewing the program. From time to time, especially in the summer, there is less activity in a building and a monitor is not needed all day or at night. Your membership card will allow you to enter a facility if you need to get into a building.

There are many items in review. I ask that you attend the Board of Directors meetings to learn the facts and be informed as to exactly what is going on and to disregard rumors.

WWII is the subject of a new history, Engineers of Victory: Problem Solvers Who Turned the Tde in the Second World War by Paul Kennedy. Other new nonfiction includes Salt Sugar Fat: How the Food Giants Hooked Us by Michael Moss, Future: Six Drivers of Social Change by Al Gore and Naked Statistics: Stripping the Dread from the Data, by Charles Wheelan.

Dave Johnson

The Board has selected Dave Johnson for this year’s Heros Among Us award from among 12 highly-qualified nominees for this honor. Dave, along with his wife Tempe, are the very definition of volunteerism in the support of our community.

For years, Dave has been a faithful member of the Community Assistance Committee, promoting, collecting, sorting, packaging and selling aluminum cans which have brought in thousands of dollars for our community as well as other charitable organizations.

Dave volunteers for all sorts of other less-visible tasks for our community. Among these are collating the Tipster, serving as an ambassador, as a posse member, assisting in parking control and he is a current and past member of many committees. He is an active member of the Computer and Bridge Clubs.

Years ago, when the ladies golf clubs sponsored annual two or three-day golf and bridge outings in Laughlin, NV, they would call on Dave to do some of the heavy lifting. He would fill and deliver ice chests with soda and beer then get golf bags onto the correct carts and properly stage those carts for the shotgun-start tournaments. He played in those golf tournaments even though, by his own admission, golf is not his thing.

Dave Johnson has been a hero among us for years and is richly deserving of this award.

Build Muscle Increase the amount of muscle in your body. For every extra pound of muscle you put on, your body uses around 50 extra calories a day. In a recent study, researchers found that regular weight training boosts basal metabolic rate by about 15 percent. This is because muscle is metabolically active and burns more calories than other body tissue even when you are not moving. Training with weights just three times a week for around 20 minutes is enough to build muscle. Not only will you be burning more calories, you will look better whatever your weight.

Cure for Cancer Golf and Tennis Tournaments

The Views Women’s 9 and 18Hole Golf Clubs and the SCOV Tennis Community participated in our annual Cure for Cancer Golf and

Tennis Tournaments in February.

A variety of fund-raising efforts netted $3,824.58 for the UofA Foundation and Arizona Cancer Center.

Superintendent - Michael Kropf

April is a good time to start warning golfers about the big changes that occur to the golf course every summer. Right now the course is still in great shape with the overseeded fairways, tees and greens looking really green, but the temperatures are starting to get hotter, so the change from winter grass to summer grass is not far away. It is always a real shock to players when the chemicals used to remove the winter grass starts to take effect and the fairways turn from a dark green to a light brown.

The winter grass needs to be chemically removed to eliminate the competition for sunlight, food and water from the underlying Bermuda grass. Any time a plant dies, it turns brown, so the fairways remain this color until the Bermuda grass can green back up. This year there is extra concern with the fairway transition due to the winter being extremely cold. Two years ago, the winter was very cold, and it had a very negative impact on the Bermuda grass during the early parts of the summer, resulting in large bare areas that needed to be repaired.

Similar to last year, the areas in the fairways that are bare will be repaired in May and June. Once these areas recover, the course will be in great condition for the rest of the summer months. Last summer, the course was outstanding from the middle of July until overseeding at the end of September. Just remember, the course will not be in great condition during the transition from winter to summer grass.

The 9-Hole Women’s Golf Club will be celebrating its 25th Anniversary with a tournament and luncheon.

A special thank you to the volunteers from the Loan Center for their generosity. They purchased six sets of junior golf clubs that our residents can borrow when they have young visitors. The Pro Shop will check out the clubs at no cost to you.

Golf rounds and revenues were down in February because of poor weather. Kim Griggs, our Golf Pro, said that with the warmer weather, the course is experiencing more play.

Mike Kropf, our Golf Superintendent, reported that he attended turf classes in Phoenix. He learned more information concerning salts in irrigation water and the effect on grasses. While he said our course is doing well, more will be done to keep The Views one of the premier courses in the Tucson area.

March was a busy month with The Club Championship and warmer golfing weather. The Views Cup will be played April 10 and The Member/Guest Tournament will be played April 17 and 18. Trophies were presented to the flight winners of The Governors Cup at the February 27 Bash.

They will be introduced at the April 24 Bash.

The club will hold its Annual Golf Tournament on the four Thursdays in April. All four days of the tournament will be played on the same nine holes and will be in a handicap/ stroke format. A player’s final score will be low net for the best three out of four scores. There will be either three or four flights depending on the number of players. Cash awards will be paid to the first five places in each flight, plus a trophy to each flight winner. A Burger Bash and awards ceremony will be held after golf on April 25.

Previous club members are invited to become Social Members of the club. Social Members would be entitled to participate with active club members in any of the social activities of the club, including monthly meetings, burger bashes, tournament parties, awards ceremonies, and other social events. On April 2 there will be a general meeting, 4-6 PM, Social Hall/Navajo. At this time we will elect officers for the 20132014 season. Many thanks to Barbara Grunkemeyer and her nominating committee. The slate of proposed officers is posted on the bulletin board.

Feature Imagine If YOU Were In The Circus!

For a few of her teenage years, Nancy B u t le r, o u r neighbor in SCOV, lived a life most other teens her age could not imagine.

The Zoppe Family At age 14 she became a performer in a circus. That’s right, a circus, under the big top, with plenty of action provided by trapeze and animal acts and, of course, clowns.

Her parents had always lived the show-business life, playing theaters, night clubs and fairgrounds; Nancy was with them but not in the act. Her parents joined the Tom Pack Fam- With her parents in costume. ily Circus and soon decided to add a third person to their act. and it was Nancy! They traveled and performed in the heat, the cold, in front of big crowds and no crowds. She made her show business debut and was a peer with the other performers, regardless of age. Nancy even knew the Cisco Kid and Pancho Horse riding performance. when they were there with the circus. The circus often played at fairgrounds and she was able to go on rides free, a very big deal at the time, as some of you will remember.

When Nancy was 16, the family did their last circus show in Washington state. Her parents moved to Hollywood where they went to work for the movie studios. Nancy married at age Skating performance with Pop. 17 and was mother to three children by age 21. Family obligations were a full-time occupation for many years. Eventually she took a job in accounting and personnel, a line of work she continued until retirement.

Right now, the circus years are a pleasant memory she is glad to have. And you, her neighbor, can sit back and share some of Nancy Butler today in SCOV. those memories in these photographs from those years.

Trained and experienced AARP tax counselors will provide free assistance for Federal and Arizona State tax returns at the AARP Information Center, 6700 N. Oracle Road (between Ina and Orange Grove). On February 24, Clyde Cottrell took top honors. Second place went to Larry Peterson, Harvey Prendeville and Don Weed. Tony Kulpa, Harry Plumlee and Rubin Schmidt shared third place. The games were followed by our monthly potluck.

In truth, we will be meeting on April Fool’s Day to discuss Ann Patchett’s State of Wonder with Eileen Rotman as our leader. We will also be finalizing a new reading list to cover June 2013-May 2014. Selections will be chosen from members’ suggestions which are greatly appreciated.

May 6, we’ll review the final book on our current list, Eugenia Kim’s The Calligrapher’s Daughter. Falling into the category of historical fiction, this novel, based largely on the life of the author’s mother, tells a personal story within the context of a country about which most of us know very little—Korea. Hopefully, we will come away with a better understanding about this currently-divided country and the role our own country has played and continues to play in a drama that is still unfolding.

In March, we held our annual snake aversion training done by certified dog trainer, Jay Smith. We also offer Toad Aversion Training after the first heavy rains. The Colorado River toad is highly toxic and a real danger to dogs who are attracted to them. Retesting is also done at training at this time for dogs who have been previously trained.

One way to differentiate between poetry and prose is by the conciseness of the former. For example, A Business Model by Bob Hicok conveys a rather profound message with very few words: “Even martyrs/need help, for who/can nail their right hand/with their right hand to the cross?” This effect is not achieved without a conscious effort that poets often refer to as compression, though the reality may be more like using a surgical knife to remove unnecessary words, phrases and lines to create a leaner, keener poem.
