A seven member Board of Directors governs Scottsdale Ranch Community Association (SRCA). The Board establishes the basic policies of the Association and oversees the operation of the professional staff while demonstrating values of fiscal responsibility, openness and inclusiveness, legacy and innovative leadership. Manager’s Report

The curb appeal of our community depends on each resident maintaining his or her property as completely as possible. For those who keep their homes and yards well maintained, the association thanks you for your efforts and good examples. We encourage all residents to pay particular attention to the following maintenance items: • Exterior paint. Paint is a quick and easy way to keep your property looking fresh, new and clean. It will also protect against corrosion, weathering and insects.

• Landscaping. Landscaping is extremely important to our community’s curb appeal.

Please remove dead plants and branches. Keep shrubs properly pruned and f lowers well-tended. Keep yards free of debris. Refresh your granite. Replace the diseased turf with new sod.

• Roofs. Please ensure your roofs are properly maintained and cleaned.

• Driveways and sidewalks. Please repair cracks, pitted or f laking surfaces and other concrete problems. Remove weeds from sidewalk joints and debris from driveways and sidewalks. Do not use driveways for storage or auto repairs.

• Gutters and downspouts. Please keep them cleaned out to prevent overf lowing and f looding.

• Awnings, windows and window screens. Please replace worn or damaged fixtures, and check fittings for stability.

Board Briefs July 28, 2020 Board of Directors Meeting • Approved the contract for Reliable Air Conditioning Inc. to install three air scrubbers and three programmable thermostats in the Community Center and offices.

• Board consensus was that the office and amenities would remain closed.

• The Board voted to postpone the mandatory training for board members for 6 months due to the inability to hold the training in person at this time, due to virus concerns.

• The Board concurred to cancel the board meeting in August and resume for the scheduled September 22, 2020 meeting.

• The Board requested staff to move forward with getting estimates for the build on entryway renovations.

For those of you that are thinking of taking it one step further. If you are planning construction or home improvement projects on your property, remember to follow a few simple steps to ensure you don’t run into problems with neighbors or the association down the road.

• Before construction begins, be sure to obtain a certificate of liability and workers compensation insurance from your contractor that names you as an additional insured entity. This will help protect you.

• Remember, you must submit your plans for any exterior changes, front or back, to the SRCA Architectural Committee before work begins. Call the SRCA office if you are unsure. Checking ahead of time can ensure you are not assessed fines for commencing construction prior to obtaining approval.

THE SRCA OFFICE WILL BE CLOSED THURSDAY, NOVEMBER 26TH AND FRIDAY, NOVEMBER 27TH FOR THE THANKSGIVING HOLIDAY.

• All work must comply with local building, health and safety codes. SRCA is not responsible for ensuring your compliance, nor does the committee’s approval imply compliance with local requirements.

• You are responsible for ensuring that main phone, cable, power and other utility lines sustain no damage from your construction project.

• All work must begin after 7:00 a.m. Please be a courteous neighbor.

• You must arrange to have all project-related debris and supplies removed daily. The property must be kept neat at all times.

Property values are on the rise and everyone can do their part to ensure that continues.

The association commits to keeping the common areas in pristine condition. The board and staff thanks you for keeping our community looking sharp.

From Wikipedia: “When life gives you lemons, make lemonade” is a proverbial phrase used to encourage optimism and a positive can-do attitude in the face of adversity or misfortune.

Lemons suggest sourness or difficulty in life; making lemonade is turning them into something positive or desirable.”

Coronavirus. Novel coronavirus. COVID-19. Pandemic. Selfisolation. Quarantine. Social distancing. Information fatigue regarding this terrible world-wide disease and its effects. These are all proverbial lemons. How can we in Scottsdale Ranch make lemonade?

to catch up on the events of our relatives and former coworkers.

Even our wonderful Scottsdale Ranch staff are doing everything they can. We adapted our SRCA phones so that our employees can safely work from home for part of the week while continuing to serve Scottsdale Ranch residents. Cleaning procedures have been enhance at our offices and Community Center. Most communication with residents is by phone or email, and special arrangements made to ensure safety for the few cases requiring face-to-face contact.

But I’m one of the lucky ones, and I hope you are, too.

I’m impressed that despite the “lemon” of coronavirus, SRCA staff keeps making “lemonade” by continuing to provide the vital services and day-to-day operations necessary to sustain the quality of life and values in Scottsdale Ranch. Although community social events have been necessarily shut down for now, our beautiful Lake Serena is still being maintained, our common areas are still landscaped and serviced, and our association’s bills continue to be paid.

Yes, I miss going to the gym. I miss volunteering at Sky Harbor Airport and at SunSounds. I miss my regular breakfast and lunch meetings with friends and former coworkers. I miss visiting face-to-face with my mom – and the hugs and kisses.

And even though our Scottsdale Ranch board and committees continue to meet with Zoom meetings, I miss the face-to-face interactions and the handshakes.

I am confident that this terrible pandemic will be brought under control soon. I look forward to whatever the new normal looks like. I’m sure it will mean we can return to the gym, again dine out with our friends, and greet each other with handshakes and hugs instead of elbow bumps. We will soon be able to start enjoying life to its fullest again. And I am hopeful all this will be sooner rather than later.

But my wife and I have remained healthy. We’re retired, so our sources of income haven’t been affected. We still have a roof over our heads and we still live in this wonderful community called Scottsdale Ranch.

But until then, I hope you’ll take the extra efforts to keep yourself safe, healthy, and sane – and keep figuring out how to make lemonade.

There is no doubt that every one of us has been affected by all this. At worst, someone you know, or love may have died from COVID-19. Or maybe a relative or friend has contracted the disease and recovered. At the very least, our normal life routines have been interrupted, curtailed, or turned upside down.

We’re trying to make lemonade, as they say. And we hope you doing the same.

I can’t go to the local gym (right here on Scottsdale Ranch), but I do have early morning walks with one of my friends and neighbors. When we walk, we keep our distance from other walkers (and those being taken for a walk by their dogs), but we wave and smile and greet these other people.

We can’t go to all our favorite restaurants. But we do occasionally dine at restaurants that have social distancing protocols, and we often call in take-out orders to bring home.

We can’t hug and greet our friends and family, but we do call 4

2021 Annual Assessment Invoices to be mailed in December

It’s getting to be that time of year so be sure to be prepared if your address has changed! All residents of Scottsdale Ranch will receive an invoice in midDecember as a reminder that the 2021 SRCA annual assessment will be due January 1st.

If your address has changed or you would like your invoice sent to a different address, please contact SRCA staff member Ricki Stamos at (480) 860-2022, or by email at rstamos@scottsdaleranch.org to update the information we have on file. The assessment payments are due January 1, 2021 whether you receive an invoice or not. Please note that any assessments deemed delinquent will be subject to a 10% late fee and will accrue interest at a rate of 12% per annum.

There are a few different ways you can make your payment as we have tried to make paying the annual assessment as convenient as possible for our residents.

You can mail your payment check to the lock box address located at the bottom of the invoice that will be sent out in December (please make sure to write your account number on the check) or you can visit our bank’s website at https://propertypay.cit.com/ where you can pay using an eCheck (no charge) or credit card (fee). You must have your invoice available if you choose to use this method to ensure that your payment is credited to the correct property.

Scottsdale Ranch Community Association Documents Community documents can seem daunting, especially if you have just purchased a home where the paperwork is a mile high.

The community documents are a great read, if you’re into that sort of thing. If you’re not, they can be cumbersome and boring.

All community documents are important but for the day to day basic rules there are only a few places you need to reference. All statements below pertain to the Scottdale Ranch Community Association documents. Document contents can vary from one association to another. Here is the breakdown.

The administrative rules cover anything from landscape maintenance, parking rules to watercraft rules for lakeside residents. SRCA combines these more specific rules with the Architectural Guidelines into one document. These guidelines provide information from regulating the height of walls, setback rules for tree planting to the guidelines for painting your home.

It is really a one stop shop for the day to day do’s and don’ts of the Association.

Covenants, Conditions & Restrictions (CC&Rs) are limits and rules placed on a group of homes or condominium complex by a builder, developer, neighborhood association, or homeowners association. The CC&Rs are the “big Kahuna” of the governing documents. They specify the Association’s authority and obligations and define the rights and responsibilities of Association members (owners). Every owner must abide by all the rules, restrictions, terms, and conditions found in the CC&Rs. If there is anything in another governing document that conf licts with a provision of the CC&Rs, the CC&Rs win (and the conf licting provisions are considered invalid). In Arizona the community CC&Rs are required to be a recorded with the County Recorder.

Because the rules and guidelines can affect how the property in the community is used, a potential buyer should study them and determine whether they can live with them before making a purchase. For example, you might have second thoughts about purchasing in the community if you find out that you cannot store your RV on the property. Current owners should also be familiar with the rules and guidelines and keep up with any changes.

Articles of Incorporation, also referred to as the certificate of incorporation or the corporate charter, is a document or charter that establishes the existence of the corporation.

HOA bylaws are governing guides. Bylaws are about the government of the corporation. They cover things like how often the Association has meetings, how many people are on the board, how often membership meetings are held, what constitutes a quorum, terms of office for the Board of Directors and the powers and duties of the Board.

SRCA Administrative Rules & Architectural Guidelines – The One Stop Shop The SCRA administrative rules stem from the rules contained within the CC&Rs. It is common for an Association to adopt separate, usually lengthier and more specific, “rules and regulations.” The Association has wide discretion to adopt rules and regulations (provided they do not violate any state or federal 6

When changes are adopted by the Board of Directors, the changes are published in various ways to the community.

Changes are announced through the community email blast, website and the SRCA magazine.

Upcoming Holidays Hard to believe it is almost that time of year for holiday decorations. Please keep in mind the timeframe for the placement of holiday lights and decorations.

Holiday lights and decorations may be installed no more than thirty (30) days prior to the identified holiday and must be taken down within fifteen (15) days after that same holiday.

Is it time to paint my house?

When you’re living in a desert climate, your home’s exterior may need repainting more often than you think.

Even though repainting can be a fairly costly investment, repainting every five or six years is less expensive than doing major repairs on the exterior stucco walls of your home.

Here are some warning signs to protect your home.

1. Run a dark towel over the stucco on the south and west sides of your home. If chalky paint comes off on the towel, it’s a sign that you should repaint soon.

2. Check for cracks in your stucco around windows and along your foundation. Before repainting, your painter will need to fill any cracks with an elastomeric compound. In the future, that compound will move with cracks and will help prevent water from seeping through the walls.

3. Look for bare concrete or peeling paint around the foundation as well.

4. Check your wood trim (if you have wood trim) under your roof eaves for peeling.

5. If you have a patio ceiling covered in drywall as many homes do, look for tape seams coming loose, texture crumbling or cracks appearing in the ceiling.

6. Since you’re going to repaint, it would be advantageous to check for problem areas on your outdoor fence walls. If they are covered with stucco, they probably need fresh paint. If the paint on the walls is peeling or bubbling up in some areas, you want to have the stucco repaired. Cracks will need to be filled as well, just as you’re going to do on the walls of the house.

Drop Box If you are someone who does not live in the digital age, do not fret. We have you covered! We have installed a drop box next to the bulletin board near our front door. This drop box is accessible 24 hours a day. Feel free to drop your architectural submittals correspondence for staff.

As of the Printing of this Magazine, the SRCA Administration Office is Open to Homeowners by Appointment Only While AZ is at the moderate stage of the pandemic, we would encourage you, when you can, to continue to use email and phone to communicate with us. Please call the main office number at (480) 860-2022 to schedule an appointment.

Please note that we will have strict guidelines for those residents who must be in the office for those appointments.

Expectations of homeowner/residents making in-office appointments with a staff member: • Face masks must be worn by employee and homeowner/resident at all times during the appointment.

• Appointment to take place in the conference room.

• Prior to confirming an appointment, we will ask the following questions: o Have you traveled out of the state or country in the last 30 days? o Do you or anyone who you reside with have any symptoms of COVID-19? o Has anyone you have come in contact with in the last 30 days been diagnosed with COVID-19?

Office staff will continue to work their regular schedules either from the office or remotely from home and are available via email or phone during normal business hours. We will continue to stagger the number of staff members in the office at any one time.

If you need to send us something, please do so by email or US mail. We also have a permanent drop box which is on the wall by the bulletin board outside of the front office doors. If you have an item that is too large to fit into the drop box, please reach out to the office staff to make arrangements to drop the item(s) off at the SRCA office.

The Community Center is available on a limited basis for board and committee meetings of no more than 30 people.

All clubs, groups and events are tentative.

Normally, this article would be about scalping and over seeding turf this fall. However, due to the crazy year we are experiencing with extreme heat and lack of rain, a proactive view of how we look at our landscapes may be in order. As we know, the cost of water will never decrease and with our extended drought conditions in the West, communities will be forced to choose how much water can be devoted to the landscape. Turf is the largest water user in the landscape, and we will need to be vigilant on how much turf we have and do we need to over seed in the fall. The near future may bring water restrictions and it is best to have these conversations now to be prepared for what may come.

As has been mentioned in the past, the criteria for turf should be functional and aesthetic. If it cannot fit both categories, it should be considered for removal to save water. Turf will use 4 times the amount of water annually than trees and shrubs. Eventually, small decorative, but not functional pieces of turf, will need to be eliminated due to difficulty in watering without runoff. We have all seen water running down the gutters in the street and if followed to the source, many times it will lead to a poorly planned turf patch being overwatered.

There have been large strides in the quality and look of artificial turf.

This may be an option instead of live grass and will save labor, material costs and water. Pet friendly artificial turf can drain well and eliminate pet odors, but we recommend leaving an irrigation system intact to occasionally wet the turf to cool the surface temperatures for dogs’ sensitive paws.

Scottsdale has experienced the hottest and driest May, June, and July in history. Record breaking days over 110 degrees with extraordinarily little to no rainfall has caused the landscape to go into survival mode.

Not only have we had to add more water to our turf areas to keep them green, but our plants and trees have suffered as well. Many species, like Lantana, which normally can handle heat and little rainfall, have been hit hard by the extreme weather. Groundcovers, in general, have suffered because of the ref lective heat from the granite baking soil surfaces and drying leaf material out quickly between irrigations.

We often are asked for recommendations on run times and frequencies on irrigation systems by our clients. While every irrigation system is unique, one thing remains true…deep and infrequent watering is the best for desert plants. The logic is to drive the root mass lower into the cooler temperatures of the soil. Frequent and shallow watering results in roots staying close to the surface where soil temperatures are hottest. Some recommendations on how to set up your irrigation timers during the heat of summer: • • •

Turf – 4 to 5 days per week for 5-10 minutes for pop up heads Turf – 4 to 5 days per week for 25-45 minutes for rotor heads Trees – 3 days per week for 2 hours for drip emitters (be sure the entire root ball is covered) Shrubs – 4 days per week for 1 hour Flowers – check moisture in soil and water to a depth of the root mass (each f lower bed is different based on exposure)

As we have often mentioned, use your eyes to look for stressing in the landscape and adjust accordingly. Stay strong and we’ll make it through the summer.

Mercado Spotlight Voila French Bistro Here it is 5 years now that Jean-Christophe and Ségolène Gros took over Voilà French Bistro!

Looking back … In September 2015, they packed up their lives in France and moved to the United States. After 35 years of restaurant work in France, the couple decided to bring their culinary skills to Scottsdale. Their story started in 2007 when they fell in love with Scottsdale, staying just one night before going to the Grand Canyon. After a couple of years, they decided this was the place for them to live and work with their daughter.

In 2015, their French Dream began. Ségolène manages the f loor and greets their guests in an intimate, yet family friendly atmosphere. You will be seated at a table dressed in white tablecloths, and you can enjoy a glass of wine listening to French music. You will also notice French artists and pictures of famous chefs hanging on a wall. Chef Jean-Christophe keeps his cuisine classic, homemade and carefully presented.

From the onion soup thru Quiche Lorraine passing by the Foie Gras, you will find a true traditional cuisine. He admits that when he arrived 5 years ago, it was frustrating not to find some special ingredients to cook. Now, Chef Jean-Christophe is able

Laguna Eagles are Soaring High Happy Fall from Laguna Elementary School! This year has certainly been a unique start, but still very special for all of our students! We started our year with virtual learning in our homes and we couldn’t be prouder of our amazing students, families, and staff for their hard work, perseverance, and support.

At Laguna, we provided over 450 chromebooks, books, and workbooks to students, so they could continue learning at home. We have always strived to give every student equal access to education and this school year has been no exception. We continued learning through live streaming, small groups, and videos at home. All of our teachers remained connected to their students through individualized attention and help.

Laguna’s mission is still to provide students with a “STEAM,” (Science, Technology, Engineering, The Arts, and Mathematics), focused education. The Arts have always been important to Laguna and we are fortunate to include them on a daily basis at our school. We offer Visual Arts, Music, Orchestra, Band, Drama, and provide Arts Integration in all classrooms. We are especially lucky at Laguna to have the District Lead Elementary Art Teacher and the District Lead Elementary Music Teacher as part of our team. We are also proud to have a Makerspace, Science Lab, Computer Lab, and Discovery Lab at Laguna.

During our time at home, many of us have developed a deepened appreciation for our families and our teachers.

Although our teachers have had the pleasure of seeing their students online, they are eager to see them in person.

We are forever grateful to our families and the entire community for their continued support of our school and our programs. As we begin to embrace our “new normal,” we hope you are staying safe, remaining healthy, and taking care of yourselves. Be sure to wash your hands, drink lots of water, and take time to read to yourself and your family.

As we continue our school year, we’d like to remind everyone to be kind to one another. Do something kind for your neighbor, friend, or family member. Most importantly, be kind to yourself! Kindness is contagious and is one of the four-character traits that we teach at Laguna.

Happy 40th Anniversary Scottsdale Ranch!!

Scottsdale Ranch was first developed in 1984 by Markland Properties, Inc. and Costain Arizona, Inc. As part of the city’s northeast growth plan, Scottsdale Ranch was first purchased in 1978, rezoned in 1979, the first homes were built in 1980, and ranges from one dwelling unit to acre lots, to multi-family units at 16 dwelling units to the acre. SR is located on 1,119 acres and houses a 42-acre, private lake that was developed jointly by Scottsdale Ranch, the City of Scottsdale, Maricopa County and the U.S. Army Corps of Engineers.

Lake Serena is part of the Indian Bend Green Belt System and serves as a control for run-off water from the McDowell Mountains. The water is generated from a groundwater well located on Scottsdale Ranch’s property.

Summer is almost over and it’s time for us to get back outside and enjoy the great Arizona weather. 2020 has been a challenging year for all of us to say the least and has been a reminder of the importance of maintaining physical health.

There are numerous ways to maintain a healthy lifestyle which include: Working out at local gyms, walking/jogging around the neighborhood, cycling, and hiking on one of our many trails. Whatever your preferred activity may be, please keep the following tips in mind when it comes to personal safety: Hiking Trail Safety: 1. Lock your vehicle: Vehicle burglars will often simply walk through the trailhead parking lots randomly checking door handles to see if they are locked.

2. Leave valuables at home: Criminals are well-aware that hikers leave their valuables inside the vehicle while they are hiking. Consider using a backpack or fanny-pack to keep items such as cash, cell phone, and identification safe.

3. Watch out for each other: Be aware of your surroundings as you walk to and from the parking lot. Preventing a crime is a community endeavor so immediately report suspicious individuals to the Scottsdale PD as soon and as safely possible.

Cycling Safety: 1. Always wear a properly fitted bicycle helmet.

2. Ride on the right-hand side of the road.

3. Always ride in the same direction as traffic.

4. Use a bike path if available.

5. If you are riding with others, ride single-file, not side-byside.

6. Obey all traffic signs.

7. Stop your bike at street corners.

8. Wear light/bright colors and ref lective gear when riding at night.

9. Watch out for motorists turning in front of you.

Walking/Jogging Safety: 1. Face on-coming traffic.

2. Cross the street at designated crosswalks.

3. Obey traffic signals.

4. Watch for turning vehicles. Make sure the driver sees you.

5. Walk/Jog on the sidewalk or multi-use path.

6. Wear bright clothing and consider carrying a f lashlight if walking/jogging at night.

7. Walk/jog with a friend whenever possible.

8. Walk/jog in familiar areas but try to vary your routes.

9. Avoid walking/jogging in secluded areas.

Virginia G. Piper Boys & Girls Club Provides Kids with a Constant in Uncertain Times If you were to stand at the door of the Boys & Girls Clubs of Greater Scottsdale Virginia G. Piper Branch, you’d hear this over and over again on any given day: “Mom, why are you picking me up so early?”

The Club has been a part of the Scottsdale Ranch community for 29 years, and in that time, there has never been a year quite like this one. But the one thing that hasn’t changed is kids’ love for the Club.

With the delay of in-person learning for Arizona schools, kids are at the Piper Branch every day on Zoom calls with teachers and working through math assignments with the help of youth development staff.

If you stand at the door of the Club today, many things look different.

There’s curbside check-in, and everyone is wearing masks, but the sounds heard are the same as they have been every year the Club has been open.

You will still hear, “Mom, why are you picking me up so early?”

The job of Club staff has grown to encompass managing video calls, technical support, communicating with teachers and parents about assignments, and organizing login information.

This is in addition to the sanitizing of high-touch surfaces, frequent handwashing, and reminders about social distancing.

But the Club is still the Club.

Once the school day is over, Club members are still getting quality STEM and art programs, fitness time in the gym, and supportive relationships with youth development professionals that are the core of the Club’s mission.

While kids are being increasingly confronted with challenges that even adults struggle to face, the Club remains a place where kids get to be kids. It’s where they get to explore, create, and develop. It’s where they build lifelong friendships and receive encouragement to dream big.
