A seven member Board of Directors governs Scottsdale Ranch Community Association (SRCA). The Board establishes the basic policies of the Association and oversees the operation of the professional staff while demonstrating values of fiscal responsibility, openness and inclusiveness, legacy and innovative leadership. It is our vision that by basing our decision making on our shared values, new ideas will be implemented, property values and quality of life will be enhanced, residents will feel a stronger sense of belonging, leadership and facilities will be recognized as best in class and Scottsdale Ranch will be the most desirable community in the Valley. SRCA’s Board employs an Executive Director who oversees the administrative, landscape and building/lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement.

President’s Message

You can call it “Thanksgiving in summer” or simply a mis-timed message, but in this edition of the President’s Message I want to give thanks for the many people who make life in Scottsdale Ranch so wonderful.

The great property values and enjoyable quality of life we all enjoy in this community are no accident. They are a result of the individual and combined efforts and skills of so many who contribute.

We have an incredible, customer-focused staff, led by our most experienced Executive Director who, with the help of her staff and many volunteers, keep our facilities top-notch and our social events so much fun. The staff make it possible for us to read and hear about our many events, take advantage of our wonderful facilities for holding those events, keep us fiscally sound and transparent, maintain our assets, and keep our standards so high. The next time you call or drop in to the SRCA office, please express your appreciation for all they do.

Our staff and our board of directors are enabled by the scores of SRCA residents – you and your neighbors – who donate their time and abilities to plan our events and make sure they go smoothly.

They serve on numerous committees including Architectural, Communications, Community Leadership, Election, Finance, Governmental, Lake, Personnel, and Social. It would be impossible for even our able staff to accomplish all they do without the gift of time and input from our membership volunteers.

Your HOA Manager’s Report

Last month, I wrote an article about water conservation practices at your home. In April, SRCA hosted a seminar for our subassociation boards on water conservation. We were fortunate to have Dave Pratt and Cody Wooden from the City of Scottsdale’s Water Conservation Dept. as guest speakers. I have to say the city is heading in the right direction in their efforts to save water and to educate their citizens. They provide free single-family residential irrigation efficiency audits and consultation. They will also tell you about the many rebates that the city has to offer. You can reach the city’s Water Conservation Dept. at 480312-5650 or via email at waterconservation@scottsdaleaz.gov.

Another great program I learned about at this seminar was that Scottsdale has partnered with WaterSmart - a user-friendly website portal where customers can view and manage their water use for their individual water account(s).

All of Scottsdale Ranch has AMI (Advance Metering Infrastructure) data which means that once they register, they can track their daily and hourly water usage, which is very helpful for knowing which time of the day uses the most water, as well as finding leaks. For specific meters, this is a newly enabled automatic feature through the WaterSmart notification system. If you have a single-family residential water account and have an hourly AMI enabled meter, a leak notification will be sent via email or text if the system identifies a use of 10 gallons of water or more per hour for 72 or more consecutive hours.

This exciting WaterSmart feature will notify homeowners of unusual water use and assist them in preventing unexpected, high-water bills.

It is important to note that if you want to have WaterSmart, you must at least register through their Online Bill Pay system. This can be accessed through the Scottsdale eservices online system. Once you are logged into eServices, click on the blue WaterSmart button.

Home & Landscape From Your Homeowner Liaison

STREET PARKING IN SCOTTSDALE RANCH On-street parking is an on-going issue in many Scottsdale Ranch neighborhoods. Some of the complaints are outside the reach of the association rules and into the territory of neighborly etiquette, such as parking in front of a neighboring property on a consistent basis or blocking a neighbor’s mailbox.

Other situations that have been observed are parking over the curb and onto the sidewalk and parking the wrong way on the street, against the flow of traffic. City Ordinance 17-106.3 prohibits parking on a sidewalk, or in the area between the curb and the sidewalk. Additionally, City of Scottsdale Code Sec. 47-46 prohibits the encroachment of a public right-of-way in a manner that interferes with the public use of the right-of-way.

City Ordinance 17-127 prohibits parking the wrong way. These ordinances carry fines by the city if they are violated. For more information, check out the City of Scottsdale website: Statutes, Rules, Ordinances and Codes.

The intention of SRCA’s rules is to keep the streets uncongested and have residents utilize their garages and driveways before parking in the street. Most of the time, residents park additional vehicles on the street because the garage is being used for storage. If this is the case, we ask that residents park in their driveway. Parking on the street decreases line of sight for drivers and pedestrians, which can be very dangerous. When there are vehicles parked on both sides of the street, only one vehicle can pass at a time, and it can impede emergency vehicles.

It is expected that residents will follow the SRCA parking rules and City code and ordinances.

Before any vehicles may be parked on the street, all parking spaces on the Lot or Parcel are located within the Owner’s garage and on the Owner’s, driveway must be used for parking vehicles. At least two covered off-street parking spaces must be provided for each single family detached unit.”

1. All parking is to be on approved paved areas of the Lot or Parcel.

2. No construction equipment will be allowed to be kept or maintained upon the Lot, whether it is located on the Lot or on a vehicle parked upon the Lot. 3. Before any vehicles may be parked on the street, all parking spaces on the Lot located within the Owner’s garage and on the Owner’s, driveway must be used for parking vehicles. In other words, if an Owner has a two-car garage and a two-car driveway, two vehicles must be parked in the garage and two vehicles must be parked in the driveway before any vehicles may be parked on the street.

4. If an Owner lives within a subdivision with more stringent requirements, the Owner must comply with the more stringent requirements of the subdivision in addition to any requirements imposed by the Association.

Parking is usually a point of contention in all communities. If we can be courteous to our neighbors and make an effort to not continuously park on the street, the streets will be less cluttered and safer for everyone.

COMPLIANCE REMINDERS •

To avoid getting a violation letter from SRCA regarding parking, please know the parking rules per the SRCA CC&Rs. LAND USE CLASSIFICATIONS, PERMITTED USES AND RESTRICTIONS (CC&Rs, Article IV, Section 2(w), Page 20) “It is the intent of the Association to restrict On-Street parking as much as possible. Vehicles of all Owners, Lessees and Residents, and of their employees, guests and invitees, are to be kept in garages, carports, residential driveways of the Owner and other designated parking areas wherever and whenever such facilities are sufficient to accommodate the number of vehicles at a Lot or Parcel; provided, however, this Section shall not be construed to permit the parking in the above described areas of any vehicle 6 June/July 2023

RV parking is prohibited except for a Temporary Parking Period that shall not exceed twenty-four (24) hours at any one time. No more than one Temporary Parking Period is allowed in any seven (7) day period.

Dumpsters needed for interior or exterior renovations must be submitted for approval prior and must be parked in the driveway, not on the street. The application form can be obtained on the SRCA website or in the SRCA office.

From Your Architectural Liaison

Solar, Solar, Solar Many homeowners are considering installing solar panels on the roof of their house. People are thinking about their utility bills, wanting to do the right thing for the planet and, of course, investing in their home. There are many factors to consider when pondering solar panels.

Do I need approval from the HOA? The answer is YES. Installing solar panels is an exterior change to your home. All exterior changes require approval before commencement of the installation. Solar submittals require disclosure notices to be sent to your neighbors before review. The neighbors are given 2 weeks to respond. This is not an approval or disapproval; the disclosure gives your neighbors the opportunity to comment on the project before a decision is made. It is the same notification process for other exterior structure altering projects. Please plan enough time accordingly.

What are some of the HOA solar rules? Scottsdale Ranch requires a solar affidavit to be filled out and signed by the homeowner and solar company explaining why solar panels will be installed in visible areas if you are doing so. All exterior solar equipment such as electrical panels, boxes and conduit are required to be painted to match the body of the house they are affixed to. If you are installing solar panels on flat roof sections, in the interest of being a good neighbor, we would request that you increase the parapet around the perimeter of the patio cover to soften the view to neighboring property. The solar checklist that is available on the architectural page of our website https://www.scottsdaleranch.org/plan-myproject-architectural-guide/ will guide you in gathering all the required information for your submittal packet. This is also where you can find all the Architectural Rules.

Where do I begin? This is as easy as searching Solar Rebates on Google to find out what rebates are available for Arizona residents as well as lists of different solar companies. I always suggest that you talk to your neighbors in addition to doing computer research and the math. Ask your neighbors what they like and what they do not like about their solar provider. If you search solar forum Arizona on Google, you will find more information about solar pros, cons, and different companies. The key is research.

How does this affect my value? I have not found any concrete answers to this question. It seems that installing solar is purely a personal choice. They say that the more cohesive the look of your home, the better the value.

will have to spend money on the system to get it up to full production if needed. I am sure this conversation will continue online with many different opinions. As house sale prices fluctuate, so will the answers. If the sale price is related to the solar equipment or not is a matter of interpretation.

How will this affect my neighbors? Not everyone is a fan of solar panels. Especially when the neighbors are the ones that have to look at the solar panels. Imagine being in your garden in the back of your house and having to look at the neighbor’s big panels standing upright on the neighboring roof as you look out over the landscape from your pool. Some homeowners that do not have parapet walls on sections of their flat roofs where the panels will be installed are installing parapet walls to hide the majority of the panels as a courtesy to their neighbors. This is a beautiful way to take your neighbors concerns into consideration. Unfortunately, the panels installed on pitched roof sections cannot be hidden from view as they are laid as a flush mount on the roof tiles.

What if I have to replace my roof? If your solar panels are installed already and you are in need of a roof replacement, you will have to pay to have them removed and re-installed after the roof work is done. You may want to consider replacing your roof before installing the solar panels if your roof is older.

Bits and pieces from homeowners. I have heard feedback from homeowners. Some are happy, some are not, and some have not been able to install solar panels for various reasons.

It seems when making this decision, you will need to first know if you need a new roof or not. If you need a new roof, consider that expense. There is quite a weight load on your roof tiles when installing solar equipment. Some roof tiles are more fragile than others.

Some homeowners have not installed solar because they would have to change their roof tiles first.

Some people say solar saves them money. Some people say solar costs them more money than just paying a regular electric bill.

You will have to do your due diligence to decide if solar is right for you. Then decide which program is right for you. Research solar just like you would research any large expense for your house.

Most importantly, please remember… once you decide to install solar, please reach out to SRCA to learn more about the process for submitting. Or visit our website at www.scottsdaleranch.org and click on “Plan My Project” for all the information and forms. As always, when in doubt submit for approval.

Does this affect my neighbor’s house value? There has been talk that if my neighbor has solar on their roof, I cannot sell my house for top value. There have not been any concrete answers to this question. The answers seem to depend on the perspective of who was writing the article as everyone has a differing opinion.

What if I sell my house? There are many online articles that state pros and cons depending on if the equipment is leased or owned. If your solar is leased, the lease will have to transfer with the sale. If the installed solar equipment is owned and older, then new owners www.scottsdaleranch.org 7

Home & Landscape GOOD NEWS, BAD NEWS

In the first quarter of 2023, Scottsdale received an ample amount of rainfall which provided much needed relief on our irrigation systems but created weed issues throughout the city. Through March, Scottsdale received 4.32” more rainfall than in 2022 and SDL used 1,172,032 less gallons than 2022. That’s the good news! The bad news is weeds have been an issue, but the hot, dry month of June will burn most weed growth. The monsoon season starting in July is the next time for applying pre-emergent to your granite to control summer weed growth.

June is typically the hottest and driest month in Arizona with very low humidity.

Bermuda turf has emerged, and regular doses of fertilizer every six weeks should be sufficient to keep it uniform and green. Run your irrigation system 3 – 4 days per week to try and get water to the root systems of Bermuda which is roughly six to eight inches deep. Take a screwdriver and stick it into the ground, if you can easily penetrate to the handle, you are watering deeply enough to provide the nutrients and water to the root system. Dry spots may appear in turf areas and be sure to check coverage from the nozzles and adjust to provide even distribution to all turf areas. If you develop random dry spots, it is almost always a nozzle issue and not a run time issue. Check nozzles before increasing water times to gain efficiency with your water usage.

Trees will need deep and infrequent water this time of year. The logic is to try and get the root system deeper into the soil and away from the hottest part of the soil at the surface. Shallow watering will encourage the root mass to stay close to the surface and provide little stability during the upcoming monsoon windstorms. Tip prune elongated branching prior to July to help with additional protection from the winds. Desert trees like Mesquite and Palo Verde are susceptible to wind damage if not pruned or watered correctly. Remember, trees are the most asset to any landscape because of the cost to replace like size and species if damage occurs. Proactive watering and pruning can save costly repairs and replacements in your landscape.

Plant material in June and July should be pruned sparingly due to the heat. Focus more on separating competing plants than hard pruning tasks during these summer months. Allow your shrubs to adjust to the higher temperatures rather than stressing them by repetitive pruning. Infrequent pruning will help to save water to shrubs as well. Water plants 3 days per week at an hour if you have drip irrigation.

Summer flower beds will take some attention through June and July. Dead head flowers pinching off spent blooms and keeping the beds weed free will help save water to your beds. If flower beds are adjacent to turf area, be mindful that Bermuda grows laterally and will encroach into the flower bed if not diligently maintained by edging. Look for wilting of the leaves as a sign the flowers need water, but do not overwater as this will cause deoxygenation of the soil which can be just as bad. Only real Green Thumbs should attempt summer annual beds as they will require a lot of hand holding to get them through the summer.

LAKE SERENA BOAT IDENTIFICATION STICKER Attention Scottsdale Ranch Boat Owners: All boat owners on Lake Serena must have a SRCA boating identification sticker visibly displayed on their boat.

If you do not have an identification sticker, you will need to complete a Boat Sticker Application and submit it to the SRCA office to obtain one. You can find the application on the SRCA website at www.scottsdaleranch.org under Local Amenities / Lake Serena / Boating Guidelines.

Car Show Recap Hidden Gems One Friday morning at coffee about a year ago, Kurt Sorensen said to me, after I had purchased a new Corvette Stingray, let’s start an exotic car show for Scottsdale Ranch. That thread of idea turned into our first car show on February 26, 2023 at Scottsdale Ranch Community Center.

It started with our routine walking through a good portion of Scottsdale Ranch in order to get our exercise in and learn about the neighborhood. My wife and I noticed that when some people had their garage doors open, there would be a beautiful car under a thick blanket keeping it, the “hidden gem”, clean and protected. So we started introducing ourselves and asking if we could see the car. All were very proud to talk about their cars so we started asking if they would be willing to show their car in the February car show. So over time we were able to get the number of very unique exotic cars for the show.

In order to get everyone on the same page and to learn more about each of the car owners, my wife, Sally, and I decided to throw a “Meet and Greet” party. With an overwhelming response rate to our invitation, our home was filled with owners, spouses, stories and laughter. All this interaction led to new friendships and great bonding.

Parallel to these activities, Kurt was going through a lot of the logistics including filling out paperwork, recruiting volunteers, assigning volunteers tasks, making sure the car staging was set up correctly, and topping it all off with hiring a model for the show. Other activities like getting the sound system going, setting up the website, putting a 4 hour music playbook together was Jimmy Clark. To finish things off Sally and I hired a food truck and professional photographer.

On Sunday, February 26th it all came together after the rain decided to stop and the sun came out. The cars were staged both for show and for photographing as the public looked on and took pictures as well, like a group of paparazzis. Everyone really seemed to enjoy the Scottsdale Ranch Exotic Car Show including a great variety of cars, music, and food. Success was achieved and the owners would like a repeat performance next year, 2024. See you then on Sunday, March 3, 2024.

Pillars and archways extending above the height of the wall must be appropriate in size relative to the height of the wall, any approved gate, and the property in general. b. To avoid the appearance of monolithic masses, the committee may require courtyard walls be visually interrupted using methods including, but not limited to, openings (with or without inserts such as tiles, metalwork, etc.), height variations, jogs or turns, and/ or other features. Plant materials may not serve as a sole interruption to a large mass because of their temporary nature. c. In evaluating the need for visual interruptions in courtyard walls, the Committee may take into account other factors including, but not limited to, the distance of the courtyard wall from the street, elevation changes on the property, proximity to other structures, etc.

This has been an amazing first year as the principal of Laguna Elementary School. I am so proud of the commitment of the staff for demonstrating quality practices in integrated learning and continuing to earn the distinction of being a Cognia STEM Certified school. For our community we want you to know at Laguna our commitment to STEAM (Science, Technology, Engineering, Arts & Math) movement is surging, and Laguna will have a new STEAM Elective for our 3-5 grade students focusing on “Basic Coding!” Mrs. Diana Davis, the new STEAM teacher, will be shared with Navajo Elementary and Laguna Elementary for the 2023-24 school year. This new elective is one more way of advancing our students by including key components that many employers, educators, and parents have voiced as very important for future economic prosperity. The vision of the Scottsdale Unified School District is “Engaging all students in world-class, future-focused learning.” STEAM” is an educational approach to learning that uses Science, Technology, Engineering, the Arts and Mathematics as access points for guiding student inquiry, dialogue, and critical thinking (https://artsintegration.com/ what-is-steam-education-in-k-12-schools/) Why STEAM education is so important? Using STEAM education results in students taking risks, problem-solving, collaborating, communicating, and working through creative processes, when a problem persists. Laguna has a “Makerspace Lab!” Makerspaces are dedicated areas where students can use hands-on techniques and tools to make something new, discover problems and solutions, and learn how discrete skills and concepts can be applied to real-life.

Laguna is one of a few elementary schools to have a Makerspace.

In addition to being a STEAM school, we would like the community to know that our staff consistently demonstrates a “culture and climate” to serve and support all students by promoting a safe, supportive, and innovative educational experience. For the 2023-24 school year, Laguna will become “A Be Kind School.” This new initiative was supported by our parent community and our staff. Safer Driving Habits - 2023 Point of No Return

Green means go! Red means stop! But what does a yellow light mean? Prepare to stop by slowing down, but if you are too close to the intersection, then continuing through the yellow light at the speed limit is acceptable and advisable. Never speed up to get through and DO NOT run a red light! Remember, Arizona law states that you must stop for a red light BEFORE entering the intersection (which is considered the prolongation of the curb line -ARS 28-645.A3a) Along with the fine, Traffic Survival School is mandatory for anyone who receives this conviction in Arizona.

Water Safety Assessment The Scottsdale Fire Department is reaching out to every home pool owner with a basic reminder to check, fix and maintain their home pool in order to eliminate child drowning.

Every year, there are nearly 100 water-related incidents in Maricopa County alone.

At least half of these incidents involve children and at least half of these events end in fatality. All drowning deaths are preventable and those that occur in your home are where your immediate action can make a difference. Home pool fencing and effective supervision can reduce these tragic drowning deaths to zero immediately.

7. NEVER leave kids in the car

Remember to NEVER leave children, pets or those needing special care in parked cars when the temperature is high - even for just a few minutes!

Exercise outside during morning hours; exercise inside in air conditioning the rest of the day.

9. Check on friends and neighbors

Open windows are a sign that a neighbor could be having an air conditioning problem. Check to make sure they are staying cool.
