We thought it would be worthwhile to review what has happened during the 1st Quarter (January through April) in Scottsdale Ranch over the last five years.

Below is a table tracking some key statistics. We’ll offer some observations, but you can make your own determinations.

CLOSED – Of the five years, 2016 and 2017 were the worst performance years. Following 2015 the market, to some degree just held steady instead of increasing.

LIST VOLUME – Again 2016 and 2017 the number of listings decreased as the volume indicates, but a strong rebound was seen in 2018 and continues in 2019 AVERAGE LIST PRICE – You can see that from 2015 through 2017 the average list price seemed to stand still and then increased significantly beginning in 2018 and is climbing steadily in 2019 SOLD VOLUME – Again, it seems that the market seemed to stand still from 2015 through 2017 and then picked up significantly in 2018.

AVERAGE SOLD PRICE – Clearly 2017 was the worst 1st quarter of all five years, although not much worse than the previous two years. Once 2018 rolled around, the 1st Quarter in Scottsdale Ranch became much more like what we’ve been accustomed to.

AVERAGE SALES PRICE VS LIST PRICE – This is interesting. Despite the year it is evident that Sellers and their Realtors have worked together to price properties in keeping with the existing market to price properties very close to what Buyers were willing to pay. This further supported in the next two categories.

AVERAGE DAYS ON MARKET – As you can see, even with well-priced listings, the market will be the market. It appears the market continues to strengthen, and we hope it will continue through the remainder of 2019 and beyond.

Naturally, the market is affected and influenced by many outside socioeconomic factors and there is much going on in our country and the world that will undoubtedly affect the entire real estate market in the Valley and trickle down to Scottsdale Ranch. We will see.

Keeping Pool Water Safe

The Scottsdale Ranch Community Association held its Annual Meeting of its Members and Board Election in April. There were 4 open positions on the board, with 3 incumbents successfully getting reelected and one new member hopping aboard. The board then elected the officers for the upcoming year.

Scottsdale Ranch bid farewell to a valued member of the Board of Directors that evening, Matt Metz. Matt served on the Scottsdale Ranch Board for 6 years, in the various capacities of President, Vice President and Director. During that time, Matt dedicated his time to countless committees such as Architectural, Personnel, Election, Lake and Governmental, sharing with us his vast knowledge and expertise of the HOA industry. SRCA looks forward to Matt’s continued involvement serving the Architectural and Governmental Committees. I want to personally thank Matt for his leadership and commitment to SRCA. It was truly a pleasure.

The SRCA Board has set a clearly defined vision for our organization.

Reaching that vision is a team effort; a team of volunteers, residents and association staff. I look forward to another productive year. The Board of Directors meets on the 4th Tuesday of every month at 4:30 p.m. in the Scottsdale Ranch Conference Room. Meetings are open to the membership. We encourage you to attend.

Bylaw Amendment passed The SRCA membership passed the proposed Bylaw amendment by an overwhelming 93%. This amendment will require current and future board members to attend mandatory board training as established by the HOA. This will ensure that all board members are up on all the latest federal and state laws, legal and insurance trends and provided with the latest tools to help them to meet their responsibilities as a member of the board. Several people asked me what prompted this amendment and, fortunately, the answer was nothing in particular – just the board wanting to raise the bar and always stay educated and ready to serve their members to the best of their ability.

Number of voters increased in 2019 For the second year, the annual election voting was administered by a third-party on-line service. This process continues to be well-received by our homeowners.

The number of people that voted in the 2019 election was 875, up 25% from 2018.

We are pleased that more homeowners are choosing to vote and be of part of the process. Thank you!

President’s Message Your backyard swimming pool may look refreshing, particularly on a sweltering hot day. But if it’s not properly monitored, the water can harbor bacteria, viruses and parasites that can cause what the Centers for Disease Control (CDC) call recreational water illnesses. Instances of these ailments, which include ear and eye infections and respiratory, intestinal and skin diseases, are dramatically on the rise according to the CDC; reported cases have more than tripled in the past 20 years.

If your home includes a backyard swimming pool, hot tub or wading pool, take the following steps to minimize outbreaks of infections: * Be diligent about hygiene. * Change diapered children well away from the pool and its surrounding deck, and make sure all swimmers take frequent bathroom breaks. * Remind swimmers not to swallow pool water and to shower with soap each time they enter or leave the pool. * Don’t allow pets in the water. * Don’t allow anyone who has an infection or illness to enter the pool area. And have a plan—and implement it immediately—if anything occurs that contaminates the water.

Be Aware. Check the water pH and chlorine levels regularly—or have it monitored regularly by a professional pool service—particularly during times of heavy use. The CDC website says the following signs can indicate whether or not pool water is safe: * Water should be clear enough that you can see any painted stripes and the bottom of the pool. * The sides of the pool should be smooth and not sticky or slippery. * A well-chlorinated pool has little odor, while a strong chemical smell indicates a maintenance problem. * Make sure the pool pumps and filtration systems are in good repair and operating as they should.

Be Informed. The chemicals used to sanitize pool water are themselves toxic if used, stored or applied improperly, so make sure you know how to handle them or have a professional pool service do it for you on a prescribed schedule.

Swimming pools are a great source of recreation, exercise and relaxation, and a little vigilance on your part can help ensure that you and your guests don’t get sick.

Important Information about Assessments

If your annual assessment has not been paid or you have not arranged a payment plan, a lien has been filed against your property through the Maricopa County Recorder’s Office. Lien filing/release fees have been added to your account and monthly interest continues to accrue at a rate of 12% per annum.

What does having a lien against your property mean to you? It means that there is a cloud on the title. Typically, the property cannot be sold until the past due amount has been paid in full and the lien has been released. Additionally, having a lien filed against your property could affect your credit.

Should a homeowner’s assessments continue to be delinquent, the account may be turned over to an attorney for collection action without further notice from the association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt.

If your annual assessment is delinquent, we urge you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. If you have any questions regarding this matter, you may contact our Bookkeeper Ricki Stamos at (480) 860-2022. Palm Tree Trimming & Bulk Trash It is crazy to think we are half way through the year already.

The next thing you know I will be talking about holiday lights and decorations.

I would like to discuss an item that arises this time each year, not as fun as the holidays, but it comes each year pretty much on schedule. Yes, you guessed it, Palm tree trimming season!!

Long term Valley residents know mid-June through August is palm tree trimming season. The reason palms are trimmed is because this is the time of year, they grow seed pods and fruit.

We all know this annual event can be messy and unsightly.

I can attest that the calls to the office increase substantially regarding untrimmed palms and the mess they are creating for yards and pools.

Having your tree(s) trimmed after the seed pods or fruit emerges ensures a full year to enjoy a properly trimmed, clean tree. If you have palm trees on your property and have not scheduled trimming with your landscaper or tree trimmer, now is the time to do so. Unless unusual circumstances exist, the expectation is that all palms need to be trimmed by September 15th. If you are unable to meet that goal, please contact our office.

Please keep in mind during trimming season when the bulk trash service is scheduled. If you have your trees trimmed and you are not within the placement and pick weeks, your trimmer/landscaper will need to haul the trimmings away.

You cannot leave them in the street or on your property where they are visible.

Per the SRCA guidelines bulk trash items and landscape debris may be placed, no more, than five (5) days before the scheduled week of pick up. Please see the June -September 2019 schedule below.

Desert in the Summer

As we are well-aware, summer is the most dramatic season in Scottsdale. We experience stif ling heat, higher humidity and the bombastic monsoon storms that can potentially come every evening from mid-July through mid-September. Plants, trees, turf and humans all suffer throughout this time as we try to survive the conditions Mother Nature provides daily for the next several months.

Water is the most valuable resource in Arizona, and we must be vigilant in its’ usage to our plants, trees and turf. Provide irrigation to our landscapes in the most smart and efficient way to maximize the benefits.

The winter rains have allowed us to save water and now is the time to use the banked gallons we have saved. Bermuda turf should be watered to a depth of six inches to provide the roots moisture to thrive during the heat. Push a screwdriver into the soil to see how deep the water is penetrating. If you can get the tool to the handle, the water depth is good. Water four times per week and fertilize your turf every four to six weeks through August with a balanced fertilizer. Use the month of September to start to transition the turf in preparation for over seeding with rye. Bermuda turf needs eight hours of direct sunlight to thrive and if you have trees in turf locations, the Bermuda will be thin at best. Consider removing the turf beneath trees by creating a mulch bed to hold moisture around the tree and eliminate the unsightly turf conditions. It is best to water your turf early in the morning to avoid evaporation during the heat of the day. You can monitor the amount of water provided to your turf by walking across the lawn areas and if your footprints stay depressed, it is a clear sign the grass could use a drink.

Plants will show stress this time of year. Look for leaf wilt and adjust the irrigation accordingly. Plants should be watered three to four times per week for about an hour per run time. Look for dry conditions and check emitters to your plants on a weekly basis. Plants can be watered to a depth of one foot for best results to encourage the root systems downward. This does two things for your plants: encourage the root system to grow to cooler soil temperatures and it will f lush salts through the root zone. Do not trim aggressively during the summer months due to the additional stress it will put on your shrubs.

Trees should be watered deeply and infrequently for the same reasons.

Water your trees once or twice per week for about three hours. If you see the tips of leaves starting to brown, this is a sign of salt damage and you want to increase the length of time you are watering to f lush the salts past the root zones. Thin and corrective prune your trees in preparation of monsoon winds.

Annual f lowers can be difficult to grow in this heat due to their root zones being very shallow and in the hottest part of the soil. Monitor daily and water to avoid wilting. Fertilize with a balanced fertilizer every month for best results.

Most plants are in survival mode and we should be too. Get your lawn and garden work completed in the morning prior to the heat of mid-day and enjoy your afternoon and evenings in the pool with a cold drink. Work safely and smartly during the heat of summer.

Employee Spotlight Meet Harry Evans SRCA Facilities and Lake Team

Like the song goes, Harry was ‘Born in a Small Town’; Washington, Pennsylvania. He and his wife moved to Arizona in 2000. Harry has been a part of the SRCA team for 6 years and his favorite part about working at SRCA is interacting with the residents when he captains the SR pontoon boat rides around Lake Serena and assists them with their setup for their events. Harry is very informative about Lake Serena and loves answering FAQ’s from the passengers.

Our committee does an amazing job addressing the design elements submitted by homeowners for their home projects. We are at a time when many homes on the ranch are updating and doing home improvements. This is a very important time indeed, with new styles, technology and higher quality home elements available. Join us and take an active part in helping your homeowners association as we move into this amazing time in home construction. It is truly exciting indeed!

City of Scottsdale Collection Services Upcoming Weeks of Brush Collection: June 24th and July 29th The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Please be patient as the City has all week to pick-up in our area.

NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

The SRCA Board of Directors has approved a Watercraft Tow Policy to charge $75.00 to homeowners who require their boats to be towed or rescued. This is to cover the cost of SRCA labor and use of equipment. If you are leaving for the summer, please make sure to loosen your dock line. This helps protect your boat and dock in case of another active monsoon season. Also, we’d like to suggest that if you know a neighbor who stays in town for the summer that SRCA can contact in the event we are unable to get a hold of you in regards to your boat, please call the SRCA office at (480) 860-2022 to give us their contact information. Please make sure we have your current contact information such as phone number and email address.

We are now in the heat of the summer, which is a dangerous time here in the Valley of the Sun. As of this writing, the 2018 statistics have not been released, but we know that 2017 had a record number of heat-related deaths. 155 people died in Maricopa County in 2017 due to the heat. The dangers of the summer heat are real and we need to take precautions to protect ourselves.

Those of us that have experienced the brutal Scottsdale summers know the rules, but it’s worth a reminder. Be sure to stay hydrated when outside, even if you are not thirsty. Try to avoid being outdoors during the hottest parts of the day. If you are outside, try to find shade whenever possible. Be sure to wear sun tan lotion and wear a hat, if possible.

As monsoon season moves in, it’s best to be prepared before the storms arrive. Be sure to have f lashlights, batteries and plenty of bottled water. When a storm hits, stay inside. Be aware that lightning can travel through phone lines and metal pipes. Turn off electronics likes TVs and computers or use a surge protector to avoid damage from a power surge from a lightning strike.

Avoid driving during or immediately after a major monsoon storm.

These storms are often accompanied by f looding, downed trees and traffic signal outages. Rest assured that city personnel, including Police, Fire and Field Services, will be out in full force trying to clean up the mess and make things safe again.

Do you want to put your company in front of the Scottsdale Ranch Community?

If you must be out and come across a traffic hazard, such as a downed tree blocking the roadway or a traffic signal out, please call the police non-emergency number, 480-312-5000, to report the issue. You should still call 9-1-1 for emergency situations, such as a downed power line or someone trapped in f lood waters.

A couple of quick reminders about traveling during these dangerous storms. If you come across an intersection where the traffic signals are out, treat it as a 4-way stop. Use caution when entering the intersection, as some people may not realize that they need to stop.

Do not try to cross f looded waters. It only takes a few inches of f lood water to sweep away an automobile. Remember that you can be cited if you drive around barriers to try to cross a f looded roadway.

These monsoon storms can pack a powerful punch that can lead to dangerous driving conditions. Please consider staying out of the storm if at all possible, but if you must go out, please use caution while driving on the treacherous roads. All of us with the Scottsdale Police Department, along with the other city departments, will do our best to get everything back to normal as quickly as possible.

Bill Mack Dedication at Laguna Elementary School

The heavens were smiling down on Scottsdale Ranch’s Laguna Elementary School on April 18, 2019 when almost 150 neighbors, Scottsdale Unified School District administrators, teachers, students, community leaders, neighbors, friends and family gathered to dedicate a tree in honor of Bill and Mack.

Jean Mack is a retired schoolteacher. She taught at Laguna from the day it opened three decades ago until her retirement.

Bill, her husband, who died in 2017, devoted 50 plus years of community service to Scottsdale and our public schools, in a variety of capacities too numerous to recall.

Together, they were tireless and dedicated to the single goal of enhancing the lives of our children in Scottsdale.

Retired Laguna Principal Katie Root recalled stories about the Macks. She said Jean was the consummate teacher and was honored one year as the Charro Teacher of the Year.

Bill visited the school often. Whether he was helping Jean decorate her classroom to keep it current and stimulating, or whether he was rallying community support for Laguna, he was a fixture at school.

Kathe Barnes, Executive Director of Scottsdale Ranch welcomed the celebrants. She commented that Scottsdale Ranch and Laguna Elementary have supported each other from day one and the partnership thrives today.

Dennis Robbins, former City Councilman and current Executive

Director of the Scottsdale Charros and Charro Foundation thanked everyone. Dennis spoke of the importance of long-time relationships and the impact of leadership on our schools and city.

Community Leader, former State Legislator, and former City Councilman Paul Messenger highlighted the Mack’s accomplishments over the past five decades.

Jim Bruner, former City Councilman and County Supervisor said the Macks were the epitome of self less community service.

Longtime family friend Dave Hawkins, who probably has known the Macks longer than anyone else is attendance, saluted his friend and commented that it was fitting that the tree honoring the Macks was within eyesight of the American Flag, since Bill was the ultimate patriot.

Bill’s son David and daughter Carol, along with other family members, joined Jean to celebrate the event and share memories.

The afternoon was full of hugs and joyful tears.
