I need someone to pinch me quick!!! I am having trouble with the fact that we are already at the end of the first month of 2024. A seven member Board of Directors governs Scottsdale Ranch Community Association (SRCA). The Board establishes the basic policies of the Association and oversees the operation of the professional staff while demonstrating values of fiscal responsibility, openness and inclusiveness, legacy and innovative leadership. It is our vision that by basing our decision making on our shared values, new ideas will be implemented, property values and quality of life will be enhanced, residents will feel a stronger sense of belonging, leadership and facilities will be recognized as best in class and Scottsdale Ranch will be the most desirable community in the Valley. SRCA’s Board employs an Executive Director who oversees the administrative, landscape and building/lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement.

All too often I hear from homeowners that their contractors have walked off the job or just disappeared thus halting the project. Finding a contractor who will perform quality work at a reasonable price can be a daunting task. It’s always a good idea to ask for and check references and, more importantly, contact the Better Business Bureau and the AZ Registrar of Contractors to see if there are complaints against a prospective contractor. In addition, the following warning signs can alert you to unscrupulous, disorganized, inexperienced or financially troubled contractors who may deliver broken promises, bad work and blown budgets rather than professional results.

First Impressions: In any business, first impressions are important. How a contractor presents himself and maintains his truck, tools and equipment are good indicators of how well he’ll take care of you and your job. He should look neat and professional, and his vehicles and equipment should be clean and in good repair.

Beware of Low Bids: Price is always an important consideration when selecting a contractor, but don’t let a low price or a special deal blind you to a potential problem—both can be signs that you should be wary. A bid far lower than others may indicate the contractor isn’t experienced enough to know the actual cost of the job or he never intends to finish the work. Disreputable contractors may bid low to secure a contract and then tack on extra charges as the job progresses. It can also mean, it isn’t an apples-to-apples comparison.

Take Your Time: If you are pressured during the bidding process by tactics such as “limited-time offers”, look for a different contractor. Hiring a contractor is not a split-second decision.

A prospective contractor should take his time as well, carefully reviewing the specifications of your job before submitting his bid. If he doesn’t take notes and measurements and make material and labor calculations, or if he simply names a price based on a similar job, he may not be detail-oriented or thorough enough to do a good job.

Only xx% Up Front: While the price may be right, what about the terms of payment? In general, don’t choose a contractor who asks for more than 20 – 30 percent of the total cost of a job up front. While some projects require a large initial payment to cover a deposit for products like cabinets or special-order ceramic tile, it doesn’t apply to commodity materials like roofing and lumber, which a legitimate contractor will usually purchase on account with at least 30 days to pay.

Board Briefs November 2023 • The Board overturned a decision of the Architectural Committee based on an architectural appeal.

• Open House signage guidelines were updated to only allow one sign per corner per agent.

• Aerator blower replacement was approved per the lake aerators.

• The 2024 Meeting dates were adopted by the board.

December 2023 • The Board upheld the Architectural Committee’s decision based on an architectural appeal.

• Recommended CC&R amendment was accepted by the board and will go before the members on the next election ballot.

The SRCA office will be closed February 19th in observance of President’s Day. Beware of Cash-Only Jobs: Finally, a contractor who works on a cash-only basis raises a big red flag. Not only does paying in cash limit your financial recourse if problems arise, the contractor is likely not operating a legitimate business, which includes paying taxes and insurance. Look elsewhere for a professional to perform the work.

Taking extra caution can pay in the end. Good luck with your projects!

Volunteering also provides a sense of purpose and can teach valuable skills or, in many cases, provide an opportunity to share your existing skills with others.

And volunteering is a great way to avoid loneliness, which has become more of a problem in this post-covid, texting/Zooming world.

If you would like to volunteer your time, there are lots of activities right here at Scottsdale Ranch where you can apply your efforts to help the association, your neighbors, and yourself. We have many committees at SRCA made up entirely of people like you who are giving back, remaining active, and making social connections. We are happy to work with you to find a spot where you can contribute.

PREPARING YOUR HOME WHILE YOU’RE AWAY FOR AN EXTENDED PERIOD OF TIME

It seems like our snowbirds just arrived but in a few short months they will be making their way back to cooler weather.

Here are some tips for while you’re away from your AZ home.

INSIDE 3 Unplug all electric appliances, computers, TVs, etc. Then unplug all power strips from the wall.

3 Unplug microwave, stove, dishwasher, clothes washer and dryer.

3 Refrigerator ice maker emptied and turned off. The refrigerator emptied, unplugged, cleaned, doors propped open.

3 Turn off water heater.

3 Consider shutting off water to the house.

3 Forward the mail.

3 Internet modem and wireless router unplugged.

3 Check into Specialist unoccupied home insurance.

3 Keep all security systems activated.

3 Plastic wrap over toilets (to keep any bugs from entering house after water evaporated from bowls).

3 Overflow drains in sinks and bathtubs closed.

3 Run disposal, put baking soda down kitchen drains and place stoppers in sinks.

3 Wood or PVC braces for window and patio door tracks to keep them closed.

3 Place new light bulbs in lamps connected to timers. It is recommended placing timers on three lamps to come on at different times of the day.

3 Remove garage door openers and keys from vehicles in the garage. Put the garage door opener in locked position.

3 Doggie door panels are in place and secured.

3 Store heat sensitive items somewhere else.

3 Place new batteries in smoke detectors.

3 Set Air conditioner at 90 degrees.

OUTSIDE 3 Turn water off to house but leave sprinkler system on.

3 Put new batteries in the sprinkler timer (in case electricity fails).

3 Provide summer address to HOA. Check for correct contact information for emergencies.

3 Contract with landscaper for weed control, trimming and irrigation issues.

3 Contract with pool maintenance company to avoid a green pool.

Dog Waste Pickup Reminder Please ensure your dogs use the common area to relieve themselves and to pick up their waste afterwards. Please be considerate of fellow SR residents and do not let your dogs do their business on a neighbor’s property. Mutt Mitts are available throughout the community for your use. LET THE SUNSHINE IN… THROUGH NEW WINDOWS? As this is an exterior change, you will need approval from the master association (SRCA) and then by the sub association (if you are in a sub association) for all projects. Please do not install new windows without approval. Why? I can tell you stories of how problematic it can be when the wrong windows are installed. How could they be wrong?

Let’s start with colors – most communities allow bronze for windows and doors. Some communities allow white or tan and some allow black. This is not the only consideration. Please read on.

Grids vs non-grids – Do all the windows in your community have grids? Then you will need to have grids on your new windows. If there are some homes in your community with grids and no grids you will probably have a choice.

Window Face Frames – In Scottsdale Ranch as a whole, we only allow the width of a window face frame (visible glass to frame edge measurement) to be a maximum of 3.25”. All communities have a range of allowable measurements. If the homes are closer together such as condominiums, townhomes and zero lot line communities, there needs to be a cohesiveness to the look as a whole.

For example, if your neighbor installs wide frame windows and you install skinny frame windows and your in the same building, it will not only deter from the look of the structure as a whole, it may decrease your property values. If all the windows are different sizes next to each other, it will look haphazard.

If you install unapproved windows with too large face frames, you could get back into compliance by trimming the frames. However, there are horror stories of homeowners trying to have their window face frames trimmed after installation. It can be very expensive, and it may potentially void your warranty. Not to mention the fines one can incur in the meanwhile. Always, always, find out what the rules and requirements are and get approval before you make any modifications.

Reflectivity rating – In Arizona where the sun shines many more days than not, most, if not all windows installed, are reflective. It is important to keep harmful rays from your home. It is also important to not blind your neighbors. Especially in condominium communities where properties are denser. The acceptable light reflection rate for Scottsdale Ranch is 20 - 25%.

Partial window replacement vs. full replacement – A partial window replacement can potentially be approved if the windows being replaced are not visible with the windows that will not be replaced at the same time from any angle. If it is a partial window replacement, usually the remaining windows must be replaced within 2 years.

Reach out to find out what has been approved for your community. I can tell you the colors, materials, and allowable face frame measurements. It’s as easy as an email or phone call.

CommunityLink.

Once you have registered for the online portal, you will now have access to log into the mobile app from your tablet or phone. The CommunityLink app is available to download in both the Google Play Store and Apple App Store on any Apple/ Android devices. Once you have downloaded the app on your phone, log into the mobile app using the same username / password you set up when registering for your homeowner portal account. The same information you see on the online portal version is available in the CommunityLink app, right at your fingertips.

February and March in Arizona may be the best time of year to enjoy the outside and watch your landscape come to life. By mid-February, the danger of frost has passed in the Phoenix area, and you can begin prepping your landscape for the long, arduous months ahead when temperatures can rise into the 100 degree range and above. Proper planning now can save you time and money down the road.

Frost sensitive plants like Bougainvillea, Lantana, Hibiscus and Tecoma species can be trimmed by mid-February when the danger of frost has passed.

Be sure to keep an eye on weather forecasts as February can still have lower than normal temperatures overnight. Generally, full moon evenings have a greater chance of being cold as the lack of cloud cover will allow more heat to escape into the atmosphere. Look for new buds emerging and prune at that point to encourage new growth as the weather warms up. Increase watering schedules and fertilize lightly with a balanced fertilizer to help each plant come out of dormancy.

March is the perfect time to add new plants and trees to your landscape.

Evaluate spacing and plants that may have been damaged through the winter months and fill in the gaps. It is always best to plan, and plant items based on mature growth, so you won’t have to trim constantly to separate plants. Go with the “less is more” approach and choose colors that play off each other for variety and interest in your landscape. Often, the tendency is to overplant which can cause spacing issues as the landscape matures and requires more maintenance to keep plants and trees separated. Realize, each plant and tree are a living organism and is fighting for sunlight and nutrients to thrive so adequate spacing is ideal when planning your design.

Spring is a great time to evaluate your irrigation system as well. Turf, trees, shrubs and flower beds should all have their own individual valves for the best results as each species of plant requires very different watering depths and frequencies. Too often, trees and shrubs are on the same valve which creates issues as the plants and trees mature. Trees need deep watering that would flood shrubs if left on the same valve. Your landscape provider should be able to help you with this and it will save you money and water usage throughout the course of the year.

One of the down sides of this time of year is weed growth in the granite areas of your landscape. Depending on the amount of winter rain we received, the weed growth may be substantial. Use a contact weed herbicide to control existing weeds and apply a pre-emergent herbicide that will help to prevent new weed germination in your landscape. Pre-emergent applications normally are effective for six months so a twice per year application is recommended. Usually, weed growth will occur around existing emitters as they need a water source just like plants. It is best to hand pull weeds when they are entangled with existing plants or trees as herbicides can damage plants if used improperly.

Enjoy the spring season and the emerging color that will flourish in the desert which creates a beauty that hard to match anywhere else on earth.

NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

The SRCA Annual Homeowners meeting and board election is just around the corner being held on March 21, 2024. We encourage all homeowners to participate in the HOA election process.

The Scottsdale Ranch Community Association (SRCA) annual election is being held in conjunction with our Annual Homeowners’ Meeting which will be held on March 21, 2024 at 6:00 P.M. This election is to select members to serve on the Board of Directors. Once again, SRCA will utilize an e-Voting system through our online Homeowner Portal. This year there are three (3) open positions on the Board of Directors.

Comprehensive information regarding voting will be mailed to each homeowner in mid-February.

Please take the opportunity to participate in the governance of your community!!

SRCA Event Liability Waivers!

Last July 2023, SRCA rolled out new event liability waivers which once signed, are now valid while you remain Scottsdale Ranch residents or until a new waiver deemed necessary for any and all events hosted by the association. If you signed and submitted a paper event waiver either onsite at a Scottsdale Ranch hosted event or online through the SRCA website, you have received an email with an attachment which contains a personalized QR code.

Simply save the QR code to your smart phone to be scanned while entering events, or you can print out the QR code attached to the email that you received, and have it scanned upon entrance and quickly pass up the lines. Your QR code will be valid at all SRCA sponsored events.

• All assessment payments were due January 1, 2024, whether or not you received an invoice.

• There was a 30-day grace period providing residents adequate time to make payments, as payments were not considered delinquent until February 01, 2024. All payments received after February 01, 2024 are considered late and have been assessed a 10% late fee of $46.30.

• If paying your assessment after February 01, 2024 please make your check payable to SRCA in the amount of $509.30.

• Starting February 29, 2024, all accounts not paid will be assessed interest at a rate of 12% per annum, per month until the assessment is paid.

• If your payment is not received by April 30, 2024, a lien may be filed against your property.

How to pay your 2024 Annual Assessment When paying by check, please mail your check and the payment coupon attached to the bottom of your statement to our bank lock box in the envelope that was enclosed with the statement to ensure your payment is processed in a timely manner.

(We ask that you do not mail or personally drop off your assessment payment to the association office. This will delay your payment processing.)

The Neighborhood Watch program is made up of citizens and police working in partnership to reduce crimes and improve the quality of life in neighborhoods. Any of the neighborhoods in Scottsdale Ranch can qualify to be in the Neighborhood Watch program. Once a neighborhood is registered as a Neighborhood Watch group, official Neighborhood Watch signs can be purchased for a modest cost and placed throughout the community.

Several Casa del Cielo residents have stepped up to be Neighborhood Watch volunteers including a captain, co-captains, and watchful volunteers. Should an incident or crime occur, the Scottsdale Police can be notified, the information can be provided to the HOA Hotline and residents can be made aware quickly.

It’s Springtime and Lake Serena Awaits You! The Scottsdale Ranch Community Association prides themselves in meeting the continued expectations of the residents that share this community. The positive aspects for all who are living on the lake range from fishing for the children as well as adults to pontoon boating to relax the mind. The next time you take a stroll by the lake, or you are at the SRCA Community Center, peek at the lake.

Another great way to enjoy Lake Serena is to just sit back and enjoy a cruise along our five miles of shoreline while one of our drivers takes you and your guests on the SRCA pontoon boat.

An adult must accompany children.

We ask that, as residents, we cooperate with one another when fishing. Catch and release fishing from the lake is encouraged.

The lake is enjoyed by many people and is an amenity to all.

Water skiing, windsailing, inner tubes or the like is not permitted in the lake. When boating on the lake, all areas (with the exception of docking on another resident’s private dock) are open for enjoyment. However, please be respectful of the lakefront property owner’s privacy. Residents’ homes and dock areas are private property so please do not trespass onto their property. Moreover, vice versa, lakefront owners must be aware that there are no “private” areas on the lake. When boating, review your precautions such as driving on the correct side, your speed or sobriety level. All watercraft must display the proper lighting. All boats launched and docked on Lake Serena must display a Scottsdale Ranch blue and white boat sticker. The boat sticker should be placed in a visible location so that SRCA staff and other lake property owners know that you are a registered boat owner and resident of Scottsdale Ranch. Boat and fishing permits are also required and may be obtained from the SRCA administrative office at no charge.

There are several areas that SRCA has posted “No Fishing” for safety reasons, it is important to obey those rules.

not own lakefront property. Below please find a list of access points that can be used for your enjoyment: o SR Community Center Area - 100th Street/Shea Blvd. to include multiple fishing docks, picnic area, grassy areas, and benches. o Along Shea from 100th Street to Lakeview Drive o Mini-Park area - 99th Street and East Island Circle o Various areas along Lakeview Drive between Shea and Via Linda: 1. Between Unit 8 and the Waterfront 2. Between Landings and Monterey Point 3. Between Charter Point and Heritage Village IV 4. Between Scottsdale Bay Club and Lake Serena Estates adjacent to the SR Park The areas are posted stating that fishing is for SRCA residents only. Again, please remember that children must be accompanied by an adult while visiting the lake. No Swimming, rock throwing, feeding of waterfowl from any easement area or any property maintained by SRCA or an ancillary association. As a reminder, when you do visit these areas, please pick-up your trash and be courteous to the surrounding neighbors.

When you see someone littering or someone using the lake inappropriately, we ask that you call our office. The SRCA Lake Committee also works very hard at finding a balance to keep this lake clean and healthy. With all of this care, we still need your help. Help us by remembering the lake rules and exercising a few social graces as we all share in the usage of our most valuable amenity, Lake Serena.

Feel free to call the SRCA staff and we will be willing to address any concerns you might have. In closing, please be sure you have an SRCA Fishing permit to use our lake areas. Should you need a permit or would like to schedule a pontoon boat rental, stop by the SRCA Administration office and we would be happy to assist you.

Safety Tips for Runners and Walkers It’s that time of year when it’s nice to be outside, which is why it is important to remember these safety tips when running or walking in the community. Familiarize yourself with the route you take and always be aware of your surroundings. It’s always good to keep your eye on vehicles by running/walking against traffic on the designated sidewalk. To further increase awareness, make sure to run or walk in well-lit and well-traveled areas. Also, remember to always have a cell phone, smart watch, or other personal device in your possession to potentially call emergency services if needed. Speaking of technology, make sure to utilize only one ear bud in order to keep your other ear free to listen for potential dangers.
