Board Election Right Around the Corner Whatever your political philosophy, you should exercise your individual right to help choose the people who will lead our government—at the federal, state, and local levels. Casting a ballot is an American right that people in many other countries don’t enjoy.

And, by the way, if you’re a homeowner in good standing, you also have the right to vote in our own association’s board election. Our campaigns aren’t covered by the worldwide media, and we don’t have bumper stickers and buttons, but they are important and do make a difference in your life and how our community is shaped.

Board Briefs November 2021 • Upheld SRCA Architectural Committee’s decision on appeal to board.

This year’s next election will be held in conjunction with our Annual Homeowners’ Meeting which will be on April 21, 2022.

Prior to this time, every homeowner will receive information in the mail in mid-March about the process of how to vote and which of your neighbors has thrown their hat in the ring.

As in previous years, voting will be done electronically. Last year, we rolled out our new Homeowner Portal and mobile phone app where you can access tons of information and vote.

To vote electronically, remember you must be registered on the portal. If you have already registered, no need to register again.

There has been information included on our website, in our magazine and in email blasts on how to register for the portal and mobile app. If you missed it, just call our office and someone can assist you.

The electronic voting process through the portal will remain an easy process with candidate biographies available to review before you vote. As always, if electronic voting is not an option for you or you prefer to vote with a mail-in ballot that option will still be available.

Comprehensive information regarding the options to vote will be mailed to each homeowner the 2nd week in March. Please take the opportunity to participate in the governance of your community. We encourage all homeowners to participate in the HOA election process.

Although Scottsdale Ranch has a diversity of home types, sizes, and styles, our community shares a common purpose – to establish, maintain, and improve our community’s quality of life and property values.

The Association, using your annual dues and the efforts of paid staff and scores of volunteer community members, works hard to achieve these goals. But your staff, board, and committee members can only do so much.

Each and every one of us has an important role to play in achieving a sense of community.

It all starts with civility. We live in a world surrounded by headlines of disease, assaults, gunshots, and disasters; so, it’s easy to suffer from fatigue or allow ourselves to get frustrated and be worked up into an angry state.

That’s when it’s time to take a deep breath, slow down, and remem-

ber that in Scottsdale Ranch, we have so much more in common than we have differences.

We may feel differently about political or social issues, but we are all committed to making Scottsdale Ranch the best place in the Valley to live.

To that end, I encourage all of us to get to know our neighbors on a personal level. That means meeting and talking in person, not in email or Skype or chat. Meeting face-to-face is the best way to get to know each other and to discover our shared values – community; safety; quality of life.

I encourage each and every one of us to get out, to meet and speak with our neighbors, whether they literally be next door or just another Scottsdale Ranch member out walking the neighborhood.

Or better yet, attend one of the many, many social events sponsored by the Association – what a great chance to meet some new people in a fun and happy environment!

If we can get to know each other better, discover our shared values, put aside differences and conflicts, and be polite and civil to each other, we will all feel more at home; safer; more a member of our community.

Let’s celebrate how much we have in common and be more tolerant of each other’s diverse views. All of us in Scottsdale Ranch will be happier and better off for that effort!

Important Information About Assessments

We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2022 Annual Assessment. By paying your annual assessment in a timely manner, you are not only ensuring that Scottsdale Ranch Community Association continues to remain in good financial standing, but you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible.

As you are probably aware, the 2022 Annual Assessment, in the amount of $395.00, was due on January 1, 2022. Invoices were mailed to all homeowners in December 2021. Payment was considered delinquent if not received in our office by January 31, 2022, thus giving homeowners ample time to make a payment without incurring a late fee. A 10% late fee of $39.50 was added to any unpaid accounts on February 04, 2022.

If payment on unpaid accounts is not received by February 28, 2022, interest will be added to the account at the rate of 12% per annum, or $3.95 per month. This fee will continue to be added to unpaid accounts each month until payment is received.

If payment is not received by April 29, 2022, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit.

Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorney’s fees, document recording, and any other fees incurred to collect this debt.

If your annual assessment has not yet been paid, we encourage you pay it immediately or to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. SRCA COMPLIANCE In my role as the Homeowner Liaison for Scottsdale Ranch Community Association (SRCA), people tell me they do not envy my job as my primary role is to perform compliance inspections and contact those who need a reminder of the rules. It is not the easiest job, but it can be rewarding. I meet a lot of interesting people; help resolve issues and I have a role in keeping the community looking good. I am no stranger to working with community associations. I have been in the HOA industry since 2004. My positions have changed over the years from administrative assistant to community portfolio manager to my current role. I will be starting my 6th year at SRCA in March, and I would not want to be anywhere else.

The job of the Homeowner Liaison is a multi-faceted position performing property inspections, responding to matters regarding property, neighbor to neighbor issues and common area landscape matters.

There are 39 neighborhoods with 19 having sub-associations and the Mercado within Scottsdale Ranch. To define these terms; subdivisions are the communities that are only governed by the governing documents of SRCA and are made up of single-family homes. Sub-associations are communities that, in addition to being a part of SRCA, also have their own governing documents and their ow Boards of Directors. The sub-association communities are a mix of condominiums and cluster residential and commercial property but also includes La Privada and Morningside Apartments.

All of these properties (3,939) are inspected on an on-going rotation. Some I visit every few weeks while others might be every 4 – 6 weeks depending on the type of property.

The rotation includes inspections of Lake Serena’s waterfront properties. If there is an issue that arises with a particular property, I will not wait until the next scheduled inspection on the rotation but will investigate the matter as quickly as possible.

For example, if there is an RV in a driveway that has exceeded the 24-hour rule for loading and unloading and I receive a call or an email about it, I will go out and document the violation and address accordingly.

I get a number of calls from residents stating there has been a violation on a property for weeks and they are wondering why it has not addressed. I am not in one community every day or every week but will gladly address the issue if I am made aware of it.

The compliance process can be a slow process at times, and I know that is frustrating to residents. A common misconception is that I can make residents compliant. If a resident decides to ignore notices sent for a violation, I am obligated to follow the compliance policy. If the issue is not cured, it can lead to fines being assessed to the property and/or legal action. Like anything, there is a process, and that process can take time without the cooperation of both parties.

All violations are processed based on federal and state statute, the rules of the community, and the compliance policies. If you receive a compliance notice, the letter will always include the date of the violation, who witnessed the violation, what the compliance issue is, what portion of the governing documents has been violated and a date for resolution. A picture will be included whenever possible.

When notices are sent it is not personal, it is an effort to uphold the rules of the association that all residents make a commitment to abide by when they purchase a home in Scottsdale Ranch. It is my goal to treat everyone fairly and with the professionalism and respect they deserve. To me, compliance is about education and encouragement to adhere to the rules. I am here to help, and I am always available to assist with any issue within my power.

Security Cameras and Security Lighting Are you thinking about installing a security camera, a Ring doorbell or security lighting? Scottsdale Ranch requires a submittal and approval for all security devices(s) prior to installation the same as we require for all exterior changes.

Security Cameras One of the conditions for the approval for a security device is verifying the privacy of neighbors. Homeowners are required to submit the view that will be monitored and recorded. The view being captured shall be that of the homeowner’s property that is installing the camera and public areas only. You can capture the sidewalk and street in front of your house but not your neighbor’s houses. Disclosures are sent to the neighboring properties to notify them of the pending installation and allow them to voice any concerns and make any statements for the review.

Kline Courtyard Project: When we were looking to purchase a new home in 2017, we were drawn to Scottsdale Ranch due to the great location and the larger backyards. At the time, we were trying to start a family and wanted to find our forever home. Upon closing on the purchase of our house in February 2017, we remodeled the entire inside to meet our needs. The following year, we replaced all of the windows and changed out the garage doors, and the year after that installed a new roof. All the while, we knew that at some point we wanted to smooth the exterior stucco. With the COVID-19 pandemic and now raising a young son, in 2020 and 2021 we spent a lot of time outdoors riding bikes and scooters and chatting with neighbors. Several other neighbors on our street had built out front courtyards which provided a great place to congregate safely during the pandemic. We realized that we had a very spacious front yard that could easily accommodate a courtyard as well which would provide an additional gathering space in our home.

We took inspiration from our fellow neighbors to draw up the plans for our courtyard which were submitted to the HOA in May 2021. We worked closely with the HOA to clarify the specifics of the plan before gaining the final approval.

The project kicked off in June 2021 and was completed in September 2021. With COVID, we did run into some delays on materials which caused the project to drag on a little longer than expected. However, the wait was worth it! We love how the courtyard turned out and have enjoyed socializing with family, friends, and neighbors in our new entertaining space.

Security Lighting Security lighting requires a submittal as well as it is also an exterior change. In addition, Scottsdale Ranch abides by the City of Scottsdale’s dark skies rule. We want to keep the night sky full of beautiful stars for you to enjoy at night.

Security lighting requires the fixtures to be a max of 800 lumens/60 watts. Security lighting also is to be pointed downward and, in some cases, shielding is required to maintain dark skies whenever possible.

BRAND NEW YEAR

Spring is around the corner and is the perfect time to reflect on what went well and what may be improved in your landscape. The night-time temperatures are slowly rising, and the danger of overnight frost has passed by mid-February.

The day-time weather is gradually getting warmer and spring blooming plants are starting to show their true colors. Enjoy this time before summer hits us with both fists!

Plants that were dinged by frost can be trimmed back to live wood. Many species like Lantana, Hibiscus, Bougainvillea, Orange Jubilee and Yellow Bells have been hit by frost and can be rejuvenated by mid-February. New growth will begin to emerge once the temperatures gradually increase. Slowly increase water to these plants and fertilize with a balanced fertilizer of nitrogen, phosphorous and potash for improved growth and blooms. A blend of 18-6-6 or Miracle Grow, which is easily found in stores, will provide good results for most plants. Nitrogen, the first number in the blend, will help with leaf development, phosphorous, the second number in the blend, will help with root production and potash, the third number in the blend, is an all-around benefit to the plant.

Turf areas will begin to transition to its’ Bermuda base or if you did not overseed this year, Bermuda will begin to emerge from dormancy. Slowly increase water to turf areas and mow a little lower each week to encourage more sunlight to reach Bermuda and warm the soil. Eventually, Bermuda should be mowed at 1”-1.5” for best results. Fertilize with a balanced fertilizer every 4 to 6 weeks and adjust run times on the irrigation system based on temperatures and rain predicted in the forecast. This past year was one of the hottest and driest years in recorded history for Arizona. It put a strain on plants and trees and increased your water bills to help your landscape survive. Be sure to go through your irrigation system to ensure it is functioning efficiently and delivering water to the intended target. Water is a finite resource that will need to be strictly managed for our landscapes to remain healthy and functional.

Gradually inserting low water use or desert adapted plants into your landscape will help control water usage as well.

Many species introduced from Australia have adapted well to Arizona and add color to your landscapes. More and more local nurseries are carrying these plants in their inventory and will be a welcome addition to your gardens and planter beds.

Hopefully, this winter has been mild enough not to cause major damages to your plants. We look forward to spring, baseball and family visiting while our beautiful weather reminds us why we live here. 2021 cannot be worse than 2020 was, so let us all be thankful we made it through and look forward to better times in 2021 in your landscape and life.

CITY OF SCOTTSDALE COLLECTION SERVICES February 14th & March 14th SCOTTSDALE RANCH IS AREA 3 This Information can be found on the City of Scottsdale’s website at www.scottsdaleaz.gov.

The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Placing items out before this time can result in hefty fines being assessed to your account.

Please be patient as the city has all week to pick-up in our area.

NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

TRASH AND RECYCLING COLLECTION DAYS!!!

Trash and recycling collection days changed for most residents. The primary reason for this day of service change is to improve efficiency and make it easier to process recyclables.

Current trash and recycling routes have not changed in over 20 years and have become unbalanced due to the growth of the city.

Operating more efficiently means the city can balance the size of collection routes to provide more consistent service, preserve the longevity of collection vehicles by carrying the right sized loads and not overload our processing center. These changes will not affect planned solid waste rate increases and should help stabilize future rates.

The new collection schedule is based on the number of homes on a route and the amount/weight of solid waste and recycling collected.

Residents who do not have a change in collection days may see a difference in collection times due to the changes in routes. Trash and recycling containers should be placed on the street with wheels against the curb by 5:00 a.m. on collection days.

Amenities BOYS & GIRLS CLUB Virginia G. Piper Boys & Girls Club Teen Competes for Greater Scottsdale Youth of the Year Title, $20,000 Scholarship Award Tara F., a junior at ASU Preparatory High School, has been named the 202122 Virginia G. Piper Branch Youth of the Year. This month, Tara will compete in round two of the competition against five other teens vying for $20,000 in scholarship money and the title of Boys & Girls Clubs of Greater Scottsdale (BGCS) Youth of the Year.

When Tara began attending the Virginia G. Piper Boys & Girls Club 10 years ago, she discovered her love of the art room— which quickly became the budding artist’s happy place.

“The art coordinator at the time let me stay in the art room all afternoon,” Tara recalls. “She connected me with the National Fine Arts Program, where I ended up submitting several of my art projects that went on to win awards. Because of her encouragement, I won scholarships two summers in a row to attend one of the Scottsdale Artists’ School summer camps.”

Through the years, Tara gained many other skills at the Club.

With programs like Leaders in Training, Junior Staff, and as the Treasurer of the Piper Keystone Club, Tara is preparing for a great future.

“When I clock out from junior staff, I’m exhausted,” she said.

“But it’s the type of exhaustion that comes with knowing I’m doing something meaningful and making an impact. I am being for the kids what the staff were to me. This motivates me to continue to become the best version of myself.”

Youth of the Year is a Boys & Girls Clubs of America program promoting leadership, exceptional academic performance and community service. It starts at the local level, then on to the state and regional levels and finally culminating in the naming of the National Youth of the Year.

Each round of the competition includes essay writing, a speech, and panel interview with community leaders who serve as the judges.

Mercado Spotlight SCOOP AND JOY

My name is Christie Hovorka and I opened my first ice cream shop 10 years ago in Palatine, IL. At the time, I was finishing off my Master’s degree in Criminal Forensic Psychology; however, I knew in my heart, I was meant to follow my dreams of owning an ice cream shop.

From the age of 10, I already had my business plan intact and would constantly tell my parents how “I’m going to own my ice cream shop one day”.

Not only did I open my first one, I also had 5 more to add to that list.

4 years ago, my husband, Drew and I decided we had enough of the freezing winters, and decided to sell the ice cream shops, along with our house to move to sunny Scottsdale, AZ where I became the proud owner of Scoop and Joy.

Our ice cream has 300 premium flavors of Lapperts ice cream.

In addition to scoops of ice cream, we also offer Milkshakes, Speciality Sundaes, Kiddie Sundaes, Banana Splits, Cookie and Brownie ice cream sandwiches.

We serve Fresh Fruit Smoothies with protein powder and many healthy add in options.

We serve Boba Tea and have a rather large menu of drinks.

My mom and dad moved and retired here and are in the kitchen baking up fresh bakery items, daily.

I have a loyal staff and some of my employees have been scooping with me for over 3 years here. We pride ourselves with our amazing customer service.

After 4 years of making families and friends smile at the location off Shea, we knew it was time to relocate our store to a new, and improved location.

I’m at my store 6 days a week so you’ll always see me working alongside with my employees. I absolutely love being present at my store, meeting new customers and seeing my regulars.

I’m proud to announce I found the location of my dreams.

Not only am I surrounded by my favorite restaurants, but this new location is also much more family friendly being new the schools, and dance center.
