2020/2021 Board and Committee Chairs Appointed For the first time in my 36 years at Scottsdale Ranch, the SRCA Homeowners’ Annual Meeting was held virtually via Zoom webinar software. Overall, the meeting accomplished what it was designed to do which was to elect the new board members and comply with AZ state statute. There were approximately 35 homeowners that joined the meeting and were able to participate during the Q & A portion of the meeting. Matt Metz and Michele Holzman were elected to a two-year term.

Scottsdale Ranch bid farewell to two valued members of the Board of Directors that evening, Mike Breslin and Brian Munson. Both Mike and Brian served on the Scottsdale Ranch Board for the last 6 years. Both members dedicated countless hours to the board and various committees, sharing with us their vast knowledge and expertise of the HOA industry. Fortunately, both Mike and Brian will be continuing on the many committees they had been a part of. Thank you both for your leadership and commitment to SRCA. Board Briefs MAY • Preliminary drawings were approved for the enhancement of the current entryway monuments.

• Board reviewed and approved phasing plan of the reopening of the office and amenities.

JUNE • Nina Munson was appointed to the open seat on the Board of Directors.

• Board officers and committee chairs for 2020/2021 were appointed.

• Property and liability insurance policies were reviewed and approved for 2020/2021.

• Revisions were approved to the security equipment language in the Architectural Guidelines.

• A subcommittee of members from the Architectural Committee and ad hoc committee of homeowners is being put together to revisit the Edison lights rule.

• Adopted a policy for staff to assess fines and appeals of homeowners to come before the board.

• It was decided to not move to Phase 2 of the reopening, keeping the community center, office and amenities closed to the public.

• Staff asked to put together board training for new and existing members.

President’s Message

Well, we certainly live in interesting times. Here in Scottsdale Ranch we share concerns over the pandemic that has affected the entire world. The Board of Directors and staff of SRCA hope you are all staying safe and healthy.

As this message goes to press, we just held our annual meeting.

Because of the coronavirus, it was held “virtually” using Zoom meetings. If you missed that meeting, here’s a brief recap.

• Outgoing board member and President Mike Breslin called the meeting to order, confirmed we had a quorum, and thanked our board members and staff for their fine service over the past year.

• We confirmed that in our recent election, our membership approved the prior year annual meeting minutes, and both candidates running for the board were elected: continuing member Michele Holzman and returning board member Matt Metz.

Mike also explained that since there were only two candidates for three positions, the board will appoint a member to fill the open spot at the next board meeting (more on that later, in this message).

• We had a brief summary of some of the projects at Scottsdale Ranch and a report of the special protocols being used to protect staff, board, and members from COVID-19 exposure.

• Members expressed concerns regarding short-term rentals and on-street parking. Staff are working these issues diligently.

• Our Executive Director Kathe Barnes keeps in touch on a regular basis with the Scottsdale Police Department; there are currently no major issues or concerns.

• We awarded raff le prizes to five members drawn at random from among those who cast a vote in the last election.

Less than a week after the annual meeting, the new Board met and its first action was to select someone to fill the empty position.

We were fortunate indeed to have two of your neighbors express

a willingness to serve. Both of them are long-time residents of Scottsdale Ranch, both are active on SRCA committees, and both have served previously on the Board. Having two able and willing candidates made the selection process a tough one. Ultimately, Nina Munson was selected to serve a two-year term. Welcome back, Nina!

At that same meeting, the Board elected officers from among its own ranks. I am honored to have been selected to serve as president again, along with Michele Holzman as vice president, Barbara Sarwar as treasurer, and Nina Munson as secretary. All board members, including Joe Dawson, Alex Darroodi, and Mark Shimelonis, will serve as chairs or members of several committees.

On a personal note, I want to express gratitude on behalf of our entire Association to Mike Breslin and Brian Munson, both of whom were forced to step off the Board due to term limits. They both served ably and honorably, and I hope both of them will consider returning to the Board in the coming years.

I want to assure our entire Scottsdale Ranch population that protecting our residents, Members, and staff is foremost in the minds of the Board. As we decide on the appropriate protocols for preventing the spread of this terrible pandemic, we will continue to prioritize safety. To that end, we have cancelled some additional social events and are continuing safety procedures at our Community Center and other common areas. We hope you will understand and, like us, eagerly await a time when we are able to return to a lifestyle much closer to “normal.”

Until then, in these stressful times, I encourage you to treat your friends and neighbors with civility and respect; I hope you’ll continue appreciating Scottsdale Ranch for the wonderful place it is; and I also hope you will all remain healthy and safe!

Parking Rules Reminder A common question we receive is why can’t I park on a public street? The SRCA CC&Rs attempt to restrict on-street parking as much as possible requiring residents to use their garage and driveway first before parking on the street. We understand that during this time many residents may be working from home and some may have adult children home from college creating a need for more space. If you are utilizing the space in your driveway and garage for parking and have more vehicles than those spaces allow, please contact Sonja Perez at the SRCA office so we can note your account.

The expectation is to keep vehicles off the street as much as possible even if that means shuff ling vehicles in and out of the driveway and/or garage.

SRCA Compliance FAQs We receive numerous questions about all aspects of the community.

Below are some frequently asked questions regarding compliance rules.

Q: The City rules say you can place bulk trash out 9 days before the scheduled week of pick up, but the HOA say five days. Which is it?

A: The SRCA rules are more restrictive allowing 5 days before the schedule week of pick up for bulk trash to be placed out. The City website even states: If you live in an HOA then please check your comunity’s rules as they may be more restrictive.

Q: My neighbors are putting their trash bin out where it blocks the sidewalk. Is that against the HOA rules?

A: The community documents are silent regarding the placement of trash containers. It is a violation of City code to block the public right-of-way. The City requests the following: • Place your container on the street with wheels against the curb by 5 a.m. on collection days and remove it the same day.

• Keep your container at least four feet from other containers, parked cars, mailboxes and other obstacles that may prevent our crews from picking it up.

Q: The City allows for construction to start at 6:00 a.m. in the summer. My workers started at 6:30 a.m., why did I receive a violation notice?

A: While the City start times are seasonal, SRCA’s rules are not.

Construction and maintenance activities which may interfere with the right of peaceful enjoyment of Neighboring Properties must begin after 7:00 a.m. This rule is enforced year around.

Q: My neighbor’s trees are hanging over the wall into my yard and dropping leave in my pool. Will you send them a violation notice?

A: A majority of rear yard issues between neighbors do not fall under the Association’s jurisdiction, such as the neighbor’s tree shedding debris into a neighboring pool. This is an act of nature and does not constitute a violation. With that said, our office is happy to reach out, as a courtesy, to the neighboring property and make them aware of the situation and request they address it.

Q: I want to remove a tree in my front yard. Do I need to get approval?

A: You do not need approval from SRCA to remove a tree from your yard. Please keep in mind that there is a two (2) tree minimum and replacing a tree does require approval.

Q: Can I drain or backwash my swimming pool into the street?

A: NO!!! Draining into the street is prohibited by the SRCA rules and is in violation of City code as well. If you see a property draining into the street or common area, please contact the SRCA office or contact the City directly at 480-312-8732.

Signage Rules and Regulations We have become aware of an increase in signs displayed on lots throughout the community. We want to take a moment to remind everyone of the sign restrictions in Scottsdale Ranch.

We have seen signs displayed in many ways, including, but not limited to, free-standing signs in yards, displayed in windows, and displayed on homes/fences or garages.

Per Article IV, Section 2(n) of the CC&Rs, only limited and specific signs are permitted to be displayed Visible From Neighboring Property. In general, signs that are permitted include real estate signs, address signs, security signs, and political signs. Please review the sign restrictions in the Rules and Architectural Guidelines on the SRCA website for more details regarding types, numbers, and sizes of permitted signs.

Primary and general elections are coming up this year, and

residents are allowed to display political signs 71 days prior to the election and the signs must take them down 3 days after the election. Political signs are signs that attempt to inf luence the outcome of an election or vote. The primary election is August 4, 2020, so political signs relating to the primary issues/ candidates may currently be displayed and must be removed by August 8. The general election is November 3, 2020, so political signs relating to general issues/candidates may be displayed starting August 25 and must be removed by November 7.

We are asking that every owner and resident take a look at any signs displayed on their Lot that are Visible From Neighboring Property. Any signs that are not in compliance with the CC&Rs and the Rules and Architectural Guidelines must be removed immediately. We have been contacting owners who are not in compliance. Thank you for your cooperation.

End of Summer Landscaping As the heat starts to wind down and we look at our landscape that struggled its way through the summer heat, think wisely about those trees that bring shade.

Many of the trees planted throughout the community were planted 30 or so years ago. Many of these were planted too close to party walls and sidewalks now causing damage or neighbor to neighbor issues with encroachment problems. We are seeing that many people are now having to remove those troublesome trees.

As the SRCA Architectural Guidelines get updated periodically in order to best serve the community as a whole, those relating to landscape get updated as well. Previously, there were no setback rules for planting trees. However, many years back, a guideline was adopted requiring a minimum of 15’ setback measurement from shared walls and/or the inside edge of the sidewalk. This rule came about as trees that were planted too close to shared walls and neighboring properties did damage to property and neighbor relationships. This 15’ setback rule pertains to BOTH front and back yards. Please remember that any trees you plant on your property have to be approved by SRCA and your sub association (if you live in a sub association) before being planted.

If you are bored with your garden beds and most of your plants are matured and not terribly colorful, consider planting some annuals in cheery colors to brighten up your environment. You would be surprised how a few plants here and there will maximize the enjoyment of your outdoor space. At our office, the annuals in the planter outside the entrance are changed twice a year. In the summer, we put in the durable heat tolerant plants that will last through the summer. When summer is over, these annuals are changed out for another colorful annual that is more temperamental regarding temperatures and cannot take the heat of summer.

Enjoy your outdoor space. After all, isn’t that one of the reasons we live in Arizona?

The Landscape in August and September

Just like humans, the landscape is merely trying to survive the hot temperatures and high humidity of August and September. These months typically present damaging monsoon winds and often quick and heavy rainfall. In combination, this can be quite devastating to our landscapes by knocking trees completely down, snapping branches within the canopies of trees and massive erosion gullies in our granite areas.

If we properly prepare the landscapes, we can minimize the damages caused by summer monsoons. Prune trees with heavy canopies by taking some weight off the outer branches to lessen the chance of snapping in high winds. The old school of thought by Arborists was to open the canopies of trees to allow winds to pass through the canopy. The current horticultural practice is to lessen the weight of outer limbs of the tree, which will cause winds to go around the tree due to the strength of the inner and stronger points of connection with the truck of the tree.

You can take advantage of the rains during the monsoon by turning off the irrigation system for 3 days for every .25 inch of rain.

With the additional humidity of August and September, plants will not go through the evapotranspiration process as quickly and retain needed moisture within the plant.

Weeds can be prevalent in our granite and turf areas this time of year. A good pre-emergent program in granite areas to prevent weed seeds from sprouting should have happened in July. In turf, a healthy Bermuda stand will choke out most competing weeds so proper fertilization of turf will help.

During the late summer months, keep new planting to a minimum as October and November are more suitable months to install plants once soil and air temperatures have become more moderate.

Trimming should be kept to a minimum to reduce new foliage from exposure to the hot sun. September should be the last time to fertilize trees, shrubs and turf until later in the fall. If you overseed turf during the fall, start to lessen the water and lower your mower heights in preparation of applying rye seed.

Fall temperatures will soon be here and we all can rejoice in making it through another summer in Arizona. out before the designated dates. Please be patient as the City has all week to pick-up in our area.

Residents, please be considerate of your neighbors - do not put your items

Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

Scottsdale Ranch was first developed in 1984 by Markland Properties, Inc. and Costain Arizona, Inc. As part of the city’s northeast growth plan, Scottsdale Ranch was first purchased in 1978, rezoned in 1979, the first homes were built in 1980, and ranges from one dwelling unit to acre lots, to multi-family units at 16 dwelling units to the acre. SR is located on 1,119 acres and houses a 42-acre, private lake that was developed jointly by Scottsdale Ranch, the City of Scottsdale, Maricopa County and the U.S. Army Corps of Engineers.

Lake Serena is part of the Indian Bend Green Belt System and serves as a control for run-off water from the McDowell Mountains. The water is generated from a groundwater well located on Scottsdale Ranch’s property.

Back to School Safe Driving Tips

There is no doubt that 2020 has been a challenging year for everyone. The effect on schools has been one of the biggest challenges as it has such a profound affect on not only the students, but also their parents.

We are encouraging all motorists to be mindful of school zones and school bus safety upon the re-opening of schools. With the safety and well-being a primary concern, Officers will be monitoring school zones throughout the City of Scottsdale to ensure that motorists are driving in a safe manner. Here are a few safety tips as the school year begins: Tips for Parents: • Follow the Speed Limit – Slow Down! School zones have reduced speed zones so be aware of the posted speed limit at all times. The City of Scottsdale utilizes Photo Enforcement Cameras in School Zones as well as posting Officers in those areas in order to assist motorists in maintaining safe speeds.

• Allow More Time: As the new school year begins, allow yourself more time to get where you are going until you can better gauge the effects of increased traffic.

• Learn the Rules: Schools usually have places for parents to drop-off and pick-up children. Learn the locations of those areas and communicate with your child’s school in order to ask clarifying questions.

• Stop for School Buses: When the red lights are f lashing stop, it

City of Scottsdale Community Notices Important Primary Election Information Scottsdale’s Tuesday, Aug. 4, primary election is the first step toward selecting a mayor and three City Council members in November. Instead of one assigned polling location, voters will have more than 90 vote centers to choose from on Election Day. Vote centers will provide space for physical distancing and will use safety and cleaning measures.

To allow voters time to cast their ballots, polling locations will be open in phases before Election Day. For at least two weeks, up to 60 locations will be open, including in 23 malls and retail facilities across the county. The majority of the vote centers will offer extended hours, including weekends. Some are located near public transportation centers and bus routes.

Yield to Pedestrians: Remember to yield to children/parents in crosswalks…they have the right-of-way.

Carpool: If possible, organize a carpool with other parents to drop-off and pick-up children. This reduces traffic congestion and can save you a lot of time.

Watch out for Crossing Guards: Please keep in mind that they are just trying to keep your kids safe.

Help your children learn and practice the safety rules for walking, bicycling, or riding in a passenger vehicle, school bus, or city bus.

Be a good role model for your children. Always wear a seatbelt, always wear a helmet when bicycling, and always follow pedestrian safety rules.

Tips for Students: • Always buckle up when you’re riding in a vehicle.

• Always wear a helmet and follow traffic safety rules when riding your bike.

• Riding a School Bus: Learn and practice the safety rules for waiting at the bus stop, getting on and off the bus, as well as conduct while riding the bus.

• Walking to School: Learn and practice the safety rules for pedestrians. Always cross at crosswalks, obey all traffic signs, traffic lights, and safety patrol instructions.

• Be a good role model for your younger siblings and friends and help them learn and practice the safety rules.

Scottsdale Libraries are Now Fine Free However, the city will hold patrons accountable by blocking their library card accounts when an item is not returned.

Blocking an account means that the cardholder cannot borrow any other items or use digital services. Overdue materials must be returned or paid for (if lost or damaged) to unblock the account. Virginia G. Piper Boys & Girls Club Set for School Year With New Safety Measures; STEAM Makerspace Buildout Underway New safety measures in place throughout the summer at Boys & Girls Clubs of Greater Scottsdale branches have put the youth development organization in compliance with CDC guidelines and state and local mandates, preparing the Clubs for whatever the new school year may look like.

Prior to check-in, all members have their temperature checked and staff are health screened. Inside the building, staff and Club members wear masks, wash and sanitize hands frequently, and members are encouraged to maintain a healthy distance from one another.

“We have talked to the children about social distancing with every project and program throughout the summer,” said Deidra Nietz, the Virginia G. Piper Branch Youth Development Supervisor.

“Our summer camp attendees have learned new rules about personal space that will help them tremendously this upcoming school year.”

Club staff have marked off areas with tape to indicate safe distances for games and waiting in the Club. Drinking fountains have been blocked off and water bottle refilling stations have been set up.

The Club’s buildings are also sanitized on a regular schedule by a local company that sprays an alcohol mist throughout the building, helping to disinfect every surface kids can touch at the Club.

The Club in Scottsdale Ranch will be the first of the Greater Scottsdale Clubs to receive the STEAM Makerspace Studio buildout. When completed, the Virginia G. Piper Branch will provide a space and programming devoted completely to creating and designing using 3D printers, laser cutters, electronics, and other STEAM-related equipment and activities.

Members at the Club will be able to learn and think about things in new ways in this space. Construction is set to begin shortly, and the space will be ready for kids in the fall.

The increased safety measures and investment in the Club’s future continues to make the Boys & Girls Club an integral part of the Scottsdale Ranch community. The Club has been open in Scottsdale Ranch for 29 years, and while this year is different, it’s still a great time to be a member of the Club.

Boys & Girls Clubs of Greater Scottsdale is bringing investors together for a new initiative led by Ellie & Michael Ziegler, BGCS STEAM Makerspace Founding Partners, to help accelerate STEAM (Science, Technology, Engineering, Arts and Math) learning with state-of-the-art spaces/equipment and programming at each of its branches over the next three years. BGCS seeks to be a leader in the state in preparing members for 21st Century careers
