Board Briefs SEPTEMBER • Board reviewed 6 bids presented for landscape maintenance and accepted the Service Direct Landscape (SDL) proposal with a 3-year price lock.

• Curb numbering specifications were added to the Architectural Guidelines.

Curb painting of house numbers is permitted only with a white background and black lettering. No artwork is permitted.

• Window language was updated for the Architectural Guidelines. Visible glass to frame edge must be no larger than 3.25” maximum.

OCTOBER • The board decided to not proceed with the proposed entryway design modifications due to lack of impact and overall price.

• 2020 Budget was approved where the assessment will be increased 5.3% to $395.

Manager’s Report

As the SRCA Executive Director, I am so proud of our amazing community events and, at the same time, so amazed at how much time it takes to put these events together. Over the last few years, our association staff members have taken our social programs/events to the next level. Both our staff in the office and out in the field put long, hard hours in the days and weeks before and many hours in the day of the event to make them successful. I appreciate all they do day in and day out!

We recently put out a request soliciting a “volunteer” base of residents for our events and were so very excited by the number of residents who stepped forward to assist. If you haven’t already, join us for one of our community events by volunteering. Come have some fun!

Our association is so grateful for the members who devote their energy and enthusiasm to making our community the very best it can be by serving on the board, a committee, and at community events. And, did you know - volunteers help keep assessments down—every hour of volunteer work is an hour of salary the association does not have to pay a service provider.

Doing good may be its own reward, but most volunteers would probably agree that it’s also nice to be recognized for the time, effort, and commitment they put into serving others—particularly in what can sometimes seem to be thankless roles.

As volunteers, your neighbors invest their time in projects that benefit our community. No association can thrive without them, we want them to know that we appreciate their efforts.

Keep an eye open for those that are going above and beyond in your neighborhood or our community, helping the association or others. When you see them, introduce yourself and say Thanks!

Last, but not least, is being thankful for our event sponsors.

Without them, it would be difficult to put on such great programs. Not only do they donate money, some donate their time and energy. A special thank you to Service Direct Landscape (SDL) for always being there as a community partner! We are very fortunate.

President’s Message

Making Exceptions to Rules You know we have rules to preserve the appearance of the community, protect the value of our common property and our individual homes, and make our neighborhood more harmonious for all. What you may not know is that in some rare instances, the association will waive some rules and regulations.

It’s not a decision the board takes lightly. There’s a fine line between upholding the rules and being f lexible as times change and individual issues arise.

If an owner comes to the board and asks us to waive a rule, we consider the individual circumstances, the priorities of fellow owners, whether a precedent is being set and how we’ll document the waiver. The board will carefully review how the rules and restrictions are written and whether there’s any f lexibility.

The association must be very careful about granting waivers so that they don’t set off a domino effect.

Some things, like assessments, will never be up for negotiation. The board may approve payment plans or waive late fees and interest depending on the circumstances, but owners must always pay their share of common expenses.

In general, though, we understand the need to be f lexible when circumstances warrant. We all live in this living, breathing, changing community, and issues aren’t always black and white.

If you think the association should waive or relax a rule, come chat with board members or the manager. We’ll let you know whether it’s something we’ll consider.

SRCA Finance Committee Update

Annual Assessments Due January 1st

REMINDER I would like to take the opportunity once again to introduce myself. I am Brian Munson, current treasurer of the and Board of Directors and the chair of the Finance Committee. This is my second “tour of duty” with the Ranch Board of Directors.

I served as a Director, Treasurer, Vice President and President several years ago. It is my pleasure to be serving once again.

I am happy to report that the Ranch finances are in very good shape on several accounts and we are committed to operate accordingly through this next year. We have been busy and have had some interesting challenges over the past six months. Our committee was presented with the results from a 2018 audit in February of this year by Butler and Associates who reported that SRCA had a good system of financial controls in place and remains in sound financial condition. In June of this year, we met with a third-party insurance analysist who recommended that we stay with our current coverage into the next year.

The SRCA Finance Committee conducts such a review on an annual basis and makes recommendations to the board on how to proceed. In August of this year, the committee reviewed a proposed budget for FY 2020. The committee approved the budget which was then passed on to the Board of Directors for final adoption and was approved. Following a recommendation by the SRCA Finance Committee, the board voted to increase the annual assessment by $20 per year per unit. This will assist the board with future renovations and enhancements of common areas.

Scottsdale Ranch and individual properties have experienced a great deal of damage due to storms in 2018. This has stressed our landscape budget to an extent and Ranch management is addressing much of the damage through insurance claims.

As of September 2019, according to recent financial reports, the Association remains in very good overall financial condition.

The SRCA Annual Assessment is due January 1st What you need to know: • Invoices will be mailed to all property owners in early December.

• Make sure our office has your correct mailing/contact address on file - this is not automatically changed when submitting a change of address to the post office, Scottsdale Ranch must be notified as well.

• Payment is due January 1, 2020, whether or not the invoice is received.

• After careful evaluation, it was determined that an increase of $20 per unit per year was warranted. The Annual Assessment fee will increase from $375 to $395. If you have set up autopay with your bank, please make sure to update the amount due to $395 to ensure that your account does not incur late fees or interest on any unpaid amount.

• You can mail your payment check to the lock box address located at the bottom of the invoice that will be sent out in December (please make sure to write your account number on the check) or you can visit our bank’s website at https:// www.mutualpaypropertypay.com/ where you can pay using an eCheck (no charge) or credit card (nominal fee). You must have your invoice available if you choose to use this payment method to ensure that your payment is credited to the correct property.

• Automatic withdrawal (ACH) is also available. ACH forms are available on the Scottsdale Ranch website at www. scottsdaleranch.org, and in our office; either require a voided check. If you have previously enrolled for ACH, your invoice will indicate so.

• Please keep in mind, the $395 annual assessment is only for the Scottsdale Ranch Community Association (the master association). If you live in a sub-association with management, you may also have a secondary assessment due to them.

Compliance Takes a Holiday?

I want to say happy holidays to everyone, and hope Thanksgiving was an enjoyable time for all. Being seen as the SRCA Scrooge by some goes with the territory and compliance doesn’t stop for the holidays. Some issues seem to be more prevalent around this time of year that I would like to bring to everyone’s attention.

We love seeing all the holiday lights and decorations going up. In my opinion, it is truly a magical time around the Ranch. Please keep in mind the guidelines regarding lights and decorations.

Holiday decorations and lights shall be of reasonable design and magnitude so as not to disrupt neighboring residences and property. Holiday lights and decorations may be installed no more than thirty (30) days prior to the identified holiday and must be taken down within fifteen (15) days after that same holiday.

Seasonal decorative flags must be house mounted below the roof line. Decorations must be maintained in good repair and not be allowed to encroach on neighboring properties. Decorations shall not contain offensive language. No amplified music or amplified sound devices where the music or sound can be heard from outside of the Lot is allowed. Furthermore, installation shall not take place prior to 7:00 a.m. or after 10:00 p.m. Additionally, any blinking lights and music within displays shall not be left on after 10:00 p.m. each evening.

Please remember the time for removal of the lights and decorations is 15 days following the holiday. Inspections for lights and decorations will begin January 20th. Fair warning!!

With the holidays come family and friends visiting and a reminder about parking. Please ensure the residents of your home are utilizing the garage and driveway before parking in the street. The streets will be crowded with visitors so let’s give them room. Additionally, for friends and family traveling across country to spend the holidays in our beautiful weather, there are rules regarding RV parking to keep in mind.

Before any vehicles may be parked on the street, all parking spaces on the Lot located within an Owner’s garage and on an Owner’s driveway must be used for parking vehicles. In other words, if an Owner has a two-car garage and a two-car driveway, two vehicles must be parked in the garage and two vehicles must be parked in the driveway before any vehicles may be parked on the street.

Temporary parking of certain recreational vehicles shall be permitted for the purposes of loading and unloading only. No one may reside in such vehicle or equipment at any time. No part of such vehicle or equipment may obstruct access to any portion of the sidewalk (whether slide outs, storage areas, or any other portions of the vehicle or equipment). Such temporary parking shall not exceed twenty-four (24) hours at any one time (“Temporary Parking Period”). No more than one Temporary Parking Period is allowed in any seven (7) day period. This shall not apply to commercial vehicles, as that term is defined in the Declaration. If an Owner is a member of a sub-association with additional restrictions, to the extent that this provision conflicts with any provisions of those restrictions, the more restrictive provisions control.

The holidays also generate lots of extra bags, boxes and trash.

The last bulk trash pick-up for the year begins on Monday, December 30th with placement no sooner than, Wednesday, December 25th. Please keep in mind that bulk trash is for items that can not fit in the regular trash container.

From Your Architectural Liaison

Architectural potpourri of ideas for sprucing up your home this New Year.

Doors – Many homeowners are changing the entire look of their home by investing in iron entry doors. There are many style combinations to change your home with a less expensive update than hiring an architect. Different ways to change things up are as simple as removing the transom window and installing a tall single door. Adding sidelights or removing sidelights (side windows next to the door) are also popular. Full window doors are also popular these days as well as folding doors/folding glass walls on the patio. These are great ways to bring the outside in.

Windows – Tall windows are also a great way to bring the outside in. These are beautiful but costly as you will need to keep the theme throughout your home. Please note we have updated our Architectural rules for windows. The visible glass to frame edge must be no larger than 3.25”. Installing new windows is a very popular energy-saving upgrade being incorporated by many SR homeowners.

Landscape – Replacing tired overgrown shrubs and refreshing your annuals brings a breath of fresh air and color to your home.

Also, simply replenishing your granite in the garden brings a nice fresh look as well.

Pavers – Brick driveways are beautiful but can be very costly.

You may want to consider changing a simple walkway from the entrance to the driveway with pavers. The concrete will need to be removed to do so but it is a lovely look. Be careful to not

have too many textures or surfaces in the front of your home.

Consistency is the key to elegance. In order to create and maintain harmony and consistency within a property, when choosing materials and finishes (for walls, fences, gates, landscaping, driveways, walkways, and hardscape elements), having many different materials, textures, or designs is to be avoided. The Architectural Committee reserves the right to deny applications which would result in too many different materials, textures, or designs being visible.

Lighting – Old tired fixtures can be changed out for a fresh look. All exterior light fixtures must be complementary in style, material and finish. Count your number of fixtures before submitting. Changing all your fixtures will give a lovely curb appeal and can help with safety and security, an added bonus.

House Color – Many people are painting their homes with lighter colors on the body of the home and painting the trim with a darker color. The lightest colors we have on our Dunn – Edwards Palettes are Pearl Necklace and Vanilla Shake. The brightness increases 50% from the color swatch to the body of the house. If you don’t think the swatch is bright enough, it will be when your home is painted.

All of the above-mentioned items need to be submitted for architectural approval BEFORE you begin the work or order the product. Please Remember… when in doubt submit.

The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Please be patient as the City has all week to pick-up in our area.

NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

Kathe has been with SRCA for 35 years. She began working for the developer of Scottsdale Ranch, Markland Properties, in 1984; and has been serving in the capacity of Executive Director since 1995. Kathe is well informed of issues, both on Scottsdale Ranch and throughout the City of Scottsdale. Her strong background in management, finance and communications is an asset to the Scottsdale Ranch Community Association. Kathe completed a sixyear term on the Community Association Institute (CAI) Board of Directors for the local Central Arizona Chapter, serving as President for two years and Treasurer for one year.

She has served as a member of the CAI Arizona Legislative Action Committee for almost two decades. By earning the professional designations of Professional Community Association Manager (PCAM) and Large Scale Manager (LSM), Kathe has reached the pinnacle of community association management to become a specialist in her field.

Kathe was selected to serve on the 2014 General Plan Task Force for the City of Scottsdale. She also graduated from Class X of Scottsdale Leadership, an organization that develops the future leaders of tomorrow, once serving on their Board and as past Vice President of Finance. She enjoys sports, travelling, staying active and; most of all, spending valuable time with her family and friends.

Fun Facts: • Kathe was born in Yuma, AZ while her father served in the Air Force. Afterwards, her family relocated back to IL. • She loves spending time up north in her RV. • Kathe and her husband raised all boys, and now they are head over heels in love with her beautiful granddaughters who she is fortunate to spend a lot of time with.

“TIS THE SEASON”

We have finally gotten to the Holiday season and it’s time to enjoy the beautiful weather this time of year. The rye grass has germinated and is lush green and the winter annual f lowers are in place until spring.

Time to take it all in and be thankful we live in Scottsdale and aren’t shoveling snow like folks in the Midwest and the Northeast part of the country.

With the cooler temperatures, we don’t have to use as much water for our turf and f lowers as we did during summertime. Rye grass will f lourish with run times of three to four times per week at five minutes per run time. If you see the rye grass turn bluish in color or footprints are evident after walking in the turf, increase run times until the conditions are gone. We normally get supplemental rainfall throughout the winter months and take advantage of the rain by turning off your irrigation controllers for a day or two after each rain.

Fertilize with a balanced fertilizer monthly at light doses to control growth and color of the rye. Fertilize your turf after the first mow to prevent yellowing. Realize that during germination, with all the water being applied, most nutrients have been f lushed through the root zone. Once rye grass yellows, it is doubly difficult to green back up.

The tried and true f lowers for the winter months in Scottsdale are Petunias, Snapdragons and Geraniums. After initial installation, check water daily to the f lowers and keep them moist until established.

Fertilize monthly with light doses of a balanced fertilizer and pinch off the spent blooms to encourage new growth and color.

Most desert adapted shrubs and trees can get by with very little irrigation throughout the winter. Mesquite, Ironwood and Palo Verde species will thrive with a deep drink every other week or so. Shrubs can thrive at twice per week watering during the winter based on rainfall.

With the colder temperatures, frost is a very real proposition during the months of December and January. Cover frost sensitive plants and f lowers with frost protection cloth available at nurseries or large box stores, like The Home Depot or Lowes. Put the cloth on the plants in late afternoon and remove the following morning once the sun has warmed up temperatures. An old trick is to water deeply the day of a proposed weather forecast of frost as this will help protect the plants during cold night-time temperatures.

If some plants do get frost damage, resist the urge to cut the dead branches and leaves underneath until spring arrives. By leaving them in place until the danger of frost has passed, the damaged material will protect the newer growth until mid- February. At that time, trim the frost damaged plant to the nearest bud or new leaf growth. The warmer temperatures will f lush more new growth after removal. The root system has stayed the same in size and now has less branching and leaves to push energy to once removed from the plant. It is a rejuvenation prune that helps the health of the plant immensely.

Speeding Vehicles

Whether driving to the High Country for a summer getaway or simply making a short trip to the supermarket, we all oftentimes observe the form of aggressive driving known as “speeding.” The issue of speeding vehicles continues to be one of the most pressing issues for the Citizens of Scottsdale.

Scottsdale Patrol Officers dedicate a great deal of time and efforts to address speeding issues throughout the City. The Scottsdale Police Department accurately tracks the areas where collisions occur in order to dedicate Officers and other resources in an effort to stem future incidents. However, most of that effort is directed at major intersections and heavily traveled streets.

With the number of residential neighborhoods that we have in our city, it’s virtually impossible for our officers to conduct traffic safety in all these areas. That does not mean that we are not actively addressing any/all citizen complaints, but rather that we need the assistance of our Citizens to help in that endeavor.

It is essential for each of us to take it upon ourselves to be safe and alert as we drive on these residential streets. It is normal for us to lose track of our speed while driving through our neighborhoods. The roads become very familiar as we travel on them on a daily basis. Thus, we may not be as aware of our speed as we might be in an unfamiliar area.

Tax Preparation Assistance at Via Linda Senior Center Scottsdale Community Services is pleased to announce that tax assistance will again be available for the 2019 season. The program will be sponsored by the non-profit, Volunteers in Tax Assistance, rather than AARP’s Tax-Aide. However, the same IRS certified volunteers that have been helping in past years, will be assisting taxpayers.

But we need to remember that these small streets are filled with residents out for a walk, children playing, and bicyclists out for a ride. Sometimes these individuals might do something unexpected or they might be difficult to see. By reducing our speed, drivers greatly increase their chances of stopping in time before tragedy strikes.

The Volunteer Income Tax Assistance (VITA) program offers free tax help to low- to moderate-income people, persons with disabilities and limited English-speaking taxpayers who need assistance in preparing their own tax returns. IRS-certified volunteers provide free basic income tax return preparation with electronic filing to qualified individuals. VITA celebrated its 50th anniversary in 2019!

According to the National Highway Traffic Safety Administration, the total stopping distance for a vehicle traveling at 20 mph is 63 feet. A vehicle traveling at 40 mph will need about 164 feet, nearly triple the distance!

Those extra 100 feet could be the difference between life and death. Most neighborhoods have a posted speed limit of 25MPH.

Preparation will begin about February 1, 2020 and continue through April 15th, 2020. Appointments can be made through the Senior Center beginning mid-January. Tax assistance will be provided 8:00 AM to 4:30 PM, Monday through Friday and 8:00 AM to 12:30 PM on Saturday. Some walk-ins may also be able to be accommodated.

Please keep this in mind as you are coming and going from your residential neighborhood. Remember to slow down, stay alert and drive carefully.
