A seven member Board of Directors governs Scottsdale Ranch Community Association (SRCA). The Board establishes the basic policies of the Association and oversees the operation of the professional staff while demonstrating values of fiscal responsibility, openness and inclusiveness, legacy and innovative leadership. It is our vision that by basing our decision making on our shared values, new ideas will be implemented, property values and quality of life will be enhanced, residents will feel a stronger sense of belonging, leadership and facilities will be recognized as best in class and Scottsdale Ranch will be the most desirable community in the Valley. SRCA’s Board employs an Executive Director who oversees the administrative, landscape and building/ lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement.

The Scottsdale Ranch Community Association (SRCA) Board of Directors and management team are highly engaged in fulfilling their duties and responsibilities, guided by a strong fiduciary commitment in all aspects of governance. The Association takes pride in its proactive, forward-thinking approach to planning and decision-making.

The SRCA office will be closed April 3rd in observance of Good Friday and May 25th in observance of Memorial Day.

Our primary objective is to be responsible stewards of the Association’s resources while ensuring that Scottsdale Ranch (SR) continues to reflect the high standards our residents expect. We recognize the value Scottsdale Ranch represents to its members and remain committed to strengthening its position within the growing housing market in the Valley.

We are often asked, “What do I get for my annual assessment of $463”? That is an excellent question.

Possible Laguna Elementary Closure The Scottsdale Unified School District (SUSD) is considering a plan which will, due to declining enrollments, merge our local Laguna Elementary School with Redfield Elementary School beginning with the 2027 school year. The merged school will be relocated to the current Cheyenne Traditional School campus located on North 100th Street just south of Frank Lloyd Wright Boulevard.

At this time, no decision has been made regarding the future use of the existing Laguna Elementary property.

Options being discussed include leasing the property to the city, expanding preschool programs, or using the campus for specialty programs such as arts, math, science, or gifted education. The sale of the property is not currently under consideration.

This is phase II of the SUSD repurposing plan which also includes relocating students currently enrolled at Cheyenne Traditional School to Copper Ridge, with Copper Ridge then merging into Desert Canyon.

Phase I, already in progress, included the closure of both the Pima and Echo Canyon Elementary Schools.

At a community meeting held at Laguna Elementary on January 14, SUSD Superintendent Dr. Scott Menzel explained that Scottsdale has experienced a 23% decrease in student enrollment between 2010 and 2025, with further declines projected. Currently, both Laguna and Redfield operate at less than 50% capacity.

Please note that these proposed changes are under the authority of SUSD, not the Scottsdale Ranch Community Association (SRCA). However, SRCA will continue to remain in contact with SUSD and will continue to share updates via our website and email blasts. IMPORTANT ASSESSMENT INFORMATION If you have not already paid your assessment, please see below.

We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2026 Annual Assessment. By paying your assessment in a timely manner, you are not only ensuring that Scottsdale Ranch Community Association continues to remain in good financial standing, but you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible.

As you are probably aware, the 2026 Annual Assessment, in the amount of $463.00, was due on January 1, 2026.

Invoices were mailed or emailed to all homeowners in early December 2025. Payment was considered delinquent if not received in our office by February 1, 2026, thus giving homeowners ample time to make their payment without incurring a late fee. A 10% late fee of $46.30 was added to any unpaid accounts on February 01, 2026.

If payment is not received by April 30, 2026, a lien will be filed on the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit.

Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association.

Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt.

If your annual assessment has not yet been paid, we encourage you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. NOTICE: Fiber Network Construction to begin in Scottsdale Ranch Scottsdale Ranch residents will soon begin seeing construction activity related to the installation of a new fiberoptic internet network in the community. BAM Broadband, a locally based Arizona provider, is expanding its fiber-to-thehome infrastructure to bring faster and more reliable internet service to the community. To do so, BAM has worked with the City of Scottsdale and other communities to obtain permission to be in public rights-of-way, etc., working in compliance with City of Scottsdale requirements.

Fiber-optic technology delivers internet through glass fiber rather than traditional copper or cable lines which is said to provide significantly faster speeds, improved reliability, and support for the growing number of connected devices in today’s households.

As construction begins, residents will notice BAM crews and equipment working along neighborhood easements and utility corridors. Before any digging takes place, Arizona’s 811 utility locating service will mark existing underground

utilities such as gas, electric, water, and sewer lines to ensure the work is completed safely. These temporary paint markings and flags help crews identify existing infrastructure and should remain in place until construction is complete.

Specialized equipment will then be used to install underground conduit that will carry the fiber-optic lines through the neighborhood. BAM works to minimize disruption during the installation process and will restore affected areas once construction is completed.

Before construction begins, residents will be notified via a letter from BAM, door hanger and via SRCA email blasts and website.

Trends That are Shaping Desert Dwelling Benefits of Rule Enforcement in an HOA Scottsdale Ranch is a sought-after community. A lot of this attraction is due to the aesthetics of the properties. We strive to keep the community looking pristine. With that comes rules (CC&Rs & Architectural Rules). Our goal is to collaborate with homeowners’ and SRCA landscapers to keep the value of the home and the community.

As the Homeowner Liaison for Scottsdale Ranch Community Association (SRCA), my primary role is to perform compliance inspections and contact those that need a friendly reminder. It is not the easiest job, but, at the same time, it can be rewarding in the fact that I have a role in keeping the community looking good. My goal is to work together with the homeowners by understanding their situations and how we can rectify what needs to be done in a fair timeline.

Benefits of Rule Enforcement When enforced consistently, the benefits of these community rules include: • Preserving the aesthetics of an area • Protecting and enhancing home values • Enforcing the community’s Covenants, Conditions, and Restrictions (CC&Rs) & Bylaws • Maintaining the property of the association and its owners If we can prevent long-standing violations in the first place, the net effect will be happier residents, and all around more beautiful communities. We appreciate everyone’s understanding of our common goal.

Maybe you are thinking of the future of your home and integrating toward a more modern southwestern style. If you want to make just a few changes, then it is very important to honor the existing design and structure of your home. Not every home can modify easily to a new design without making more extreme structural changes. This often requires an “all in” project type to modify the roof, the windows, stucco and paint, driveways, and walkways and, last but not least, the landscaping. Sub associations will have to allow these elements within the community as well, and all projects require HOA approval first.

Here are some of the trends.

Some people are drawn to the stark white and dark trim farmhouse style that has had a huge presence in the desert landscape for a few years now. This look is still a favorite for homes being repainted and new builds. It is a very popular look for modernization projects when people are removing pop outs, squaring windows, and modifying dark accents such as darker lighting fixtures, gates and darker paint on wood trim and garage doors.

Some designs are now leaning in the direction of modern desert aesthetics. This look incorporates stone, wood tones and steel which blends beautifully with Sonoran landscaping. This is not a style for everyone.

Natural materials, and earthy buttery tones are being combined with smart technology to create a style of contemporary southwestern living. This style creates a seamless indoor - outdoor flow of coloring and esthetics like pocket wall doors which is a great way to merge living areas and makes it easy for entertaining.

Terracotta roof tiles together with creamy neutrals and shades of taupe are also making a comeback statement these days. This coloring also works well with clean lines and minimalistic designs in established neighborhoods.

All these trends emphasize a lifestyle that values both modern convenience and a deep connection to the unique Scottsdale environment.

I highly suggest weighing the pros and cons of a full-scale remodel. It is important to realistically look at your home to decide what changes to make that honor the structure and style of your home AND your finances.

If newer designs won’t work with your allowances, don’t stress yourself out. Take a smaller bite and request an approval for painting instead. The paint specialists at Dunn – Edwards are incredibly helpful and have our paint palettes in their computer system. Bring a picture of your home and ask for suggestions.

If you decide you want to make changes, research architects if your changes are structural. You can research contractors on the ROC website (Registrar of Contractors) https://roc.az.gov/.

Ask your neighbors who have remodeled. They will tell you if they are happy with their contractor. Do your research and remember to submit for approvals.

All construction, landscaping and maintenance work must be done between the hours of Monday – Saturday 7:00 am - 6:00 pm and Sundays 10:00 am - 3:00 pm.

Protect Your Boat During Monsoon Season!

Boat owners should remember to loosen their dock line before leaving for the summer to safeguard their boats and docks from bad weather conditions during the monsoon season. Additionally, the SRCA recommends providing contact information of a trusted neighbor who remains in town during the summer in case of an emergency. It’s important to note that there is a $75 Watercraft Tow Policy charge if a boat must be rescued and towed by SRCA staff.

This membership is composed of retired men who are still active, enjoy life, and want to meet new people and learn new things. We are pleased to once again share a positive financial update for our association.

Based on the most recent audited financial statement, our HOA remains in a strong financial position. Revenues are meeting or exceeding projections, expenses are well-controlled, and reserve contributions are fully funded in accordance with our reserve study.

Careful budgeting and disciplined expense management have allowed us to maintain this stability while continuing to meet the needs of our community.

Architectural Committee Review

You already know that Scottsdale Ranch, like most homeowners’ associations, has a committee chartered to review applications for exterior changes to properties. We call this our Architectural Committee (AC).

Here are some statistics about the requests we saw in 2025: •

The responsibilities and duties of the AC are documented in our CC&Rs and in the committee’s charter document. The mission of the AC is to apply approved standards to ensure we preserve and enhance property values; not only those of the applicants, but those of the neighbors and everyone within Scottsdale Ranch.

The AC also serves as a voice of our members; the requests we see on the AC often turn into recommendations for changes to our guidelines to ensure we remain current. Any changes recommended by the AC are forwarded to the Board of Directors for approval. In 2025, we added a section designed to give our residents the opportunity to adopt a more modern exterior design. This allows our homes (most built in the 1980’s and 1990’s) to be updated to current design standards. We also now require that permits be granted by the City prior to beginning demolition or construction; this will help reduce the amount of time neighbors will have to look at piles of dirt or partially completed projects.

The committee is comprised of volunteer SRCA members like you, who bring their personal experiences and common sense; many also have specific backgrounds in design, architecture, and construction.

Our committee meets twice per month, ensuring none of our homeowners have to wait too long for their requests to be reviewed.

SRCA receives over 1,000 requests per year. We have streamlined the process by empowering our able staff to approve routine submissions. For these staff-approved applications, homeowners receive approvals in only a matter of days.

If a request is non-routine, complex, requires a disclosure to neighboring properties, or runs counter to our guidelines, it gets scheduled for presentation at an upcoming AC meeting.

At the meeting, applicants may attend (in person or virtually) to support their requests and answer questions from AC members. Neighbors and any other members of Scottsdale Ranch are also free to attend.

The AC then approves or denies the request. Once the AC renders its decision, the applicant (or others who object to the decision) may appeal that decision to the Board, whose decision is final.

1,489 requests were received. The most frequent types of requests are (in descending frequency) o Painting o Dumpster requests o Surveillance cameras o Landscaping changes o Window replacements o Roof replacements o Lighting o Garage Doors o Front doors o And others…

Of those staff reviewed and approved 1,351 (91%).

The remaining 138 requests went to the AC. Of these 138 applications presented to the AC, 124 (90%) were approved. Some of these approvals resulted from changes negotiated between the AC and the applicant at the meeting.

Note that between staff and AC approvals, over 99% of all applications are approved.

For the few applications denied, the vast majority were because the applicants did not provide sufficient information. For those, the denial was really just a request for the applicant to re-apply at the next meeting with more information so the AC could properly assess the application.

In 2025, only one request was appealed to the SRCA Board of Directors.

Note that if you live in a sub-association, your application must be reviewed by the sub-association’s architectural committee after it is approved by the SRCA AC. The AC takes its role very seriously and needs sufficient information to evaluate the requested changes. It is an ongoing challenge for staff and for the AC to get all the information required. These requests for additional information can be frustrating for staff, the committee, and for homeowners. That’s why we have the PLAN MY PROJECT link on our website’s front page; please use that to help yourself gather all the specifications and data for the AC to do a thorough evaluation of your project. You can also contact Diane Botica, our architectural liaison, who will help you gather the information required for your application.

If you are considering a major project, we also invite you to attend (virtually or in-person) any of our AC meetings so you can observe our process and know what to expect when your application comes to the AC. Remember that the Architectural Committee is comprised of SRCA residents, like you, who volunteer their time and effort to help preserve our quality of life. We all owe the volunteers, and our staff, a large debt of appreciation.

Lake Committee Review

Officially, the Scottsdale Ranch Lake Committee is responsible for monitoring the overall environmental quality of the lake and managing its maintenance and expenses, but behind that brief description is a long list of duties. Meeting several times a year, the Committee operates to ensure the lake meets the standards of the Arizona Department of Water Resources and is available for use by our homeowners. Weekly monitoring by an independent water testing and consulting firm tracks lake temperatures, oxygen, pH levels, nutrients and the presence of algae. Periodic fish census and lake bottom composition surveys are also conducted to ensure the lake remains healthy and viable.

Lake Serena, often referred to as the “Crown Jewel” of Scottsdale Ranch, is available to all Scottsdale Ranch residents and their guests to enjoy, not just those who reside by its shoreline. Besides its visual charm, it provides opportunities for fishing, boating, kayaking, walking along portions of its perimeter, and other social gatherings and activities. The association has non-motorized recreation boats such as kayaks, a paddle boat and a canoe which are available for residents to use free of charge. The SRCA pontoon boat is also available for hire, with Scottsdale Ranch homeowners eligible for one complimentary ride every 24 months. If interested, you need to make reservations with SRCA staff 7 days in advance to utilize any of the recreation boats.

More than just an urban recreational lake, Lake Serena is an integral part of the Maricopa County Flood Control District’s stormwater management system. After heavy rains, the lake receives a considerable amount of stormwater runoff from several square miles to the north and east, which introduces trash, dirt, silt and other organic and inorganic material into the lake. Over time, these materials settle to the bottom of the lake at the main inflow points eventually building up and causing the lake to become shallower. These areas are monitored and once the depths become too shallow for boats to navigate properly, the silt and debris are dredged from the lake bottom. This was successfully accomplished several years ago, so it will be a while before that is needed again.

Occasionally, a natural and safe microbial treatment is added to the lake to reduce the build-up of organic material on the lake bottom. This treatment is non-toxic and perfectly safe for the biology of the lake. Prior to the first application several years ago, depth readings were logged at specific locations throughout the lake to benchmark the effectiveness of these treatments.

Additional depth readings are taken every year at the exact same locations and compared to previous measurements. The results continue to be favorable with between 9 and 14 inches of added depth depending on location. Reducing the organic material in the lake also decreases the frequency and severity of algae blooms as well as costly dredging.

Did you know Lake Serena has a surface area of approximately 41 acres and has about 5 miles of shoreline?! The average depth is just under 9 feet, with a maximum depth of 16 feet. It is home to a variety of wildlife including birds, ducks, geese, turtles, raccoons, bobcats, coyotes and javelina. It also supports a variety of fish species, including Largemouth Bass (Northern and Florida Strain), Black Crappie, Channel and Flathead Catfish, Mirror and common Carp, White Amur (Grass Carp), and several species of Sunfish.

Now that Spring is here, we encourage you all to get out and enjoy everything Lake Serena has to offer.

As I sit in my front yard, take walks through the neighborhood, or attend many of our Scottsdale Ranch sponsored activities, I find myself interacting with neighbors, friends, familiar faces and new ones. Upon reflection, I realize this is what a great community offers; a sense of “home” beyond my front door.

Scottsdale Ranch has been coveted as a premier community because of our many amenities; our beautifully maintained landscaping, Lake Serena, our diverse and continuously updated home styles, our ClubHouse, our proximity to parks, shopping and restaurants, to name a few. But it’s this non-tangible feeling of “home” that accentuates the definition of a premier community.

As chair of the Ranch’s Social Committee, and along with our resident committee members and Ranch staff, we organize many activities throughout the year for our residents, providing opportunities to bring families and friends together. Whether you are a long-time resident or a newcomer, I hope you have had a chance to participate in our Fishing Derby, Lake Fest, movies in the park, food truck Fridays, Holiday Party & Boat Parade. Perhaps you are a participant in one of our many clubs or groups; golf, corks and forks, wine experience, retired active men’s coffee, women’s association, knitting & crocheting, mahjong, Lake Serena yacht club, or jazz. Periodic blood drives and donation collections for non-profit organizations are also part of our annual events.

These group sessions provide an opportunity for sub-association leaders to network and share best practices. Additionally, these sessions open the door for sub-association leaders to directly connect with SRCA leadership and staff to discuss current HOA issues and collaborate on the shared objective of maintaining our status as a premier residential community.

AMENITIES Laguna Elementary School

Summer is quickly approaching, and learning remains vibrant and dynamic at Laguna Elementary School. Serving students in preschool through fifth grade, Laguna is a comprehensive STEAM-focused campus, emphasizing science, technology, engineering, the arts, and mathematics.

Our instructional approach promotes collaboration, critical thinking, creativity, and effective communication—skills essential for student success in an ever-evolving world.

Students further extend their learning in our state-of-the-art Makerspace, which spans two dedicated classrooms and provides opportunities to design, prototype, and implement innovative solutions to real-world challenges.

Recently, Laguna was honored to receive the “Hometown Favorite” trophy at the Parada del Sol Parade. Students, families, and staff collaborated to design and build a float themed “Dig Into STEAM,” proudly showcasing our commitment to hands-on, inquiry-based learning. Members of the Parada del Sol Committee later presented the school with a personalized plaque, which is now prominently displayed in our front office as a symbol of our community partnership and school pride.

Family engagement remains a cornerstone of the Laguna experience. Through our “Mystery Reader” program, family members connect with classrooms to share literature and meaningful conversations with students. We also recently hosted our annual “Laguna Laps” event, surpassing our fundraising goal once again.

Throughout the week, students explored themes of health, fitness, and teamwork while raising funds to support enrichment programs. We are sincerely grateful for the continued generosity and partnership of our families and neighbors.

Our fifth-grade students are also preparing for STEAM Camp—an enriching outdoor education experience that, for many, marks their first overnight trip away from home.

Students will participate in cabin living, astronomy studies, guided nature walks, and collaborative team-building activities alongside their peers and teachers. The camp facilities are notably the same location used by the Arizona State Sun Devils football for summer training, which adds to the excitement and anticipation surrounding this memorable milestone.

As we look ahead to summer, Laguna continues to welcome prospective families through campus tours, student shadow opportunities, and enrollment for the upcoming school year.
