The results are in! A 2018 survey by Zogby Analytics for the Foundation of Community Association Research was conducted. The survey results say that Community Associations are preferred places to call home.

The majority of people living in homeowner’s associations are satisfied in their communities and rate their overall experience as positive. According to the survey, the following was the association experience that many shared.

• 84% say that their elected governing board serves the best interests of their communities absolutely (38%) and for the most part (46%).

• 81% say they are on friendly terms with their association board.

• 73% say that their community managers provide value and support to residents and their associations • 81% of residents who had direct contact with their community manager said it was a positive experience • 60% say their overall assessments are either just right or too little • 80% of residents say that they prefer no change or less government control within their association (48% & 32% respectively) • 90% of residents say their associations’ rules protect and enhance property values (62%) or have a neutral effect (28%).

Only 4% stated that the rules have a negative effect.

How would you rate your association, Scottsdale Ranch Community Association, the master-association? I hope that you would be with the majority of people as outlined above. If you are not, what can we do better? How can we improve our service to our members? How can we ensure we are following our Vision and Values? (see page 5)

Even though we live in an association, SRCA, you might be surprised how many of our neighbors—owners and renters alike—don’t really understand the fundamental nature of common-interest communities like ours.

And we know that many others, including the media and government officials, lack a true understanding of the community association (or condominium) concept.

Community Associations Institute (CAI), a national membership organization that represents the best interests of common-interest communities like ours, developed 10 basic principles that answer three essential questions: What is the basic function of a community association? What are the essential obligations and expectations of homeowners? What are the core principles that should guide association leaders? We’re confident you’ll recognize our community while reading these principles. (1) Associations ensure that the collective rights and interests of homeowners are respected and preserved.

(2) Associations are the most local form of representative democracy, with leaders elected by their neighbors to govern in the best interest of all residents. (3) Associations provide services and amenities to residents, 4

protect property values and meet the established expectations of homeowners. (4) Associations succeed when they cultivate a true sense of community, active homeowner involvement and a culture of building consensus. (5) Association homeowners have the right to elect their community leaders and to use the democratic process to determine the policies that will protect their investments.

(6) Association homeowners choose where to live and accept a contractual responsibility to abide by established policies and meet their financial obligations to the association.

(7) Association leaders protect the community’s financial health by using established management practices and sound business principles. (8) Association leaders have a legal and ethical obligation to adhere to the association’s governing documents and abide by all applicable laws. (9) Association leaders seek an effective balance between the preferences of individual residents and the collective rights of homeowners. Board Briefs May 22, 2018 Board of Directors Meeting • Rental Share Bikes – SRCA will continue to keep records of the abandoned bikes and possibly make a request to the City of Scottsdale in the future.

• Casa del Cielo CC&R Amendment –The Board approved the added section regarding Renting/ Leasing but denied the added language to Section 3.4.2.2 relating to assessments.

June 26, 2018 Board of Directors Meeting • Property & Liability Insurance Renewal – The Board approved the SRCA Finance Committee’s recommendation to renew the current liability and property insurance policies with the same carriers and coverage.

• Lien Fee Increase – The Board approved the SRCA Finance Committee’s recommendation to increase the lien filing/release fees from $20.00 to $75.00 due to an increase in the Maricopa County Recorder office fee schedule.

Increase to begin January 1, 2019.

• Shea Blvd. Irrigation Proposals – The Board reviewed four proposals for new irrigation installation on the south side of Shea Blvd. from 96th St. to 100th St. to new and existing trees and shrubs. The approved proposal was presented by Service Direct Landscape. The work is to be completed by September so the planting of the new vegetation can begin.

• 90th Street Rezoning Case - The Board is opposed to the rezoning due to height concerns regarding the proposed rezoning of the area at 90th St. and San Victor Dr. • Brush Collection Rule – The Board reviewed the current time restrictions for placing out bulk trash for City pick up and approved to modify the timeframe for placement of bulk trash from 24 hours before the week of pick to the prior Wednesday before the week of pick up.

• City of Scottsdale Bike Share Draft Ordinance – The Board reviewed the City’s draft ordinance and felt it was not descriptive enough and terms were not clearly defined. Kathe Barnes suggested putting a link to the draft ordinance on the SRCA website so the residents can provide their input directly to the City. SRCA will provide input as to the problems experienced because of the bike-share companies.

Meet Ricki Stamos SRCA Accounting/Executive Assistant

City Seeks Input on Proposed Bicycle Ordinance Revisions

Ricki has been a part of the SRCA staff since February of 2014. She is an Arizona Native and has a background in non-profit finance and administration. Ricki serves as staff liaison for the SRCA Finance Committee and Executive Director and also assists the accounting firm with the annual assessments, AR/AP processing and invoicing. Ricki always has a smile on her face and is very valuable to the SRCA team.

We asked Ricki what her favorite part about working for SRCA is and she responded, “The best part about my job is the people I work with, from my coworkers to the SRCA residents. I also enjoy the variety of projects in which I am able to participate and oversee. While there are things that I do each day, there is always something new and exciting that I get to work on. Variety is the spice of life!”

In Ricki’s spare time she often works with a local animal rescue. She loves her pets, reading and trying out new local restaurants.

Your input is sought regarding several proposed changes to the city’s Bicycle Ordinance.

Notable possible changes include clarifying prohibited parking areas for bicycles and similar vehicles. Those similar vehicles include electric mini-scooters and electric and motorized bicycles, skateboards and play vehicles. Conditions for impounding vehicles that violate parking ordinances are also outlined in the proposal.

Proposed changes also limit parking bicycles or similar vehicles owned by one owner, such as a bike or scooter share company, to five vehicles within 200 feet of each other.

Proposed changes also clarify where electric bikes and mini-scooters can be legally ridden, and specifically defines what is a reasonable speed for bicycles and similar vehicles on sidewalks and roadways.

Submit comments to the city via feedback@scottsdaleaz.gov. The Transportation Commission will consider all feedback received and will review, discuss and make recommendations on the draft ordinance at its Aug. 16 meeting.

Monthly Bulk Trash Collection Change to Time Restriction Rule

• Refrigerators must have the doors, hinges, lids and latches removed and have the refrigerant removed by a licensed technician (per Arizona Revised Statutes 36-1651).

• Crews will only remove large debris. The equipment we use often leaves behind small debris, which is the homeowner’s responsibility to cleanup.

• Do not place bulk trash on or within four feet of city-owned containers or bins, water meters, cable boxes, fire hydrants, block walls or other fixed objects.

City bulk trash collection crews can only spend 20 minutes per residence collecting bulk trash. Anything in excess they have to leave behind must be removed from the curb until the next collection.

If past summers hold true for us, August and September continues with hot, humid days and nights and monsoon rains. Dust storms, torrential rainstorms, an occasional hail storm, the potential for tree damage, and loss of electrical power are all part of our desert summers!!!

I can’t believe we are already heading into September. Sounds silly to be talking about it in summer, but just around the corner is our version of fall. Keep pruning of plant material to a minimum, our hot days can easily burn new growing foliage after any heaving pruning.

What should we be doing with our irrigation? While the City of Phoenix records on average about 8” of rain, the City of Scottsdale averages over 10” of rain. July, August, and September average about a 1” or more depending on where the monsoon decides to drop its rain. Our summer humidity actually perks up our tropical and desert f lowering plants. You will see all of the Desert Sage, Ruellia, Fairy Duster, Hibiscus, Lantana, and bloom profusely during the monsoon summers. Even though we need to adjust irrigation due to increased temperatures, if we get any recurring rain storms don’t hesitate to set you irrigation controller to 1 or 2 day rain delay. It is easy to overwater in the summer when we get regular rainstorms.

September is the last time you want to fertilize your shrubs and turf areas for a while. If you over seed for a winter lawn, make sure you don’t fertilize your lawns after September in anticipation of our turf transition from summer to fall. September is also a good time to lower the mowing height of your turf areas by ½”.

Winter rains bring us spring f lowers. Summer rains usually bring us weeds! For those of you wanting to control you weeds, hopefully you applied a pre-emergent product to all of you decomposed granite areas in July or August. The monsoon rains help with watering in the product.

Welcome back for another great school year! So much has been happening at Laguna while everyone was away.

nights for parents to learn more about the school, teachers, and curriculum for the year. PreK-2nd grade classes will meet on Tuesday, August 14th from 6:00 pm-7:30 pm and 3rd-5th grade classes will meet Thursday, August 16th from 6:00 pm-7:30 pm.

Camp Invention was a huge success at the beginning of June. Over 130 students participated in activities ranging from creating a robot dog to inventing a modular home. The kids enjoyed every moment.

If you are interested in Laguna, we would love to show you around. Please contact Robin Larraza in the office at 480-484-2400 to set up a tour. We look forward to seeing you all back at school for another wonderful year!

Laguna got a bit of a makeover this summer as well. We got brand new paint and all new doors and locks. We are very excited about how lovely all of this looks and we are ready for a brand new year.

Brooke Williams, the current Assistant Principal at Laguna will be taking over as the Principal for the 2018-2019 school year. Brooke is a proud graduate of the Scottsdale Unified School District, after which she went on to attend ASU for a bachelor’s degree in Child Development.

She then went on for a Masters in Special Education from the University of Phoenix as well as a Masters in Educational Leadership from ASU. She has been an educator in the Scottsdale School District since 2005, working first in special education, then as a curriculum specialist, and as an administrator. She is a student focused educator who believes in learning and success for all children and she is excited to continue to support the learning environment at Laguna.

Meet the teacher night is Thursday, August 2nd from 5:30 pm-7:00 pm here at Laguna. Students and parents will have the opportunity to drop off supplies and see their new teacher and classroom room before school starts on Tuesday August 7th. We will also host back to school

Teens and Distracted Driving

As adults, we often look back at moments in life that opened new chapters to our story. We may not remember most birthdays but who can forget the day we all received our drivers license. Being handed keys to the family car for the first time without adult supervision is a day most can never forget.

The National Highway Traffic Safety Association provides some great information for all teens and parents. On their website, they offer this important information. “Teens’ inexperience behind the wheel makes them more susceptible to distraction behind the wheel. One in three teens who text say they have done so while driving. Is your teen one of them? Research has found that dialing a phone number while driving increases your teen’s risk of crashing by six times, and texting while driving increases the risk by 23 times. Talking or texting on the phone takes your teen’s focus off the task of driving, and significantly reduces their ability to react to a roadway hazard, incident, or inclement weather.

Distracted driving can take on many forms beyond texting and talking on the cell phone. Many teens may try to use their driving time to eat their morning breakfast or drink coffee, to apply makeup, or to change the radio station. Many teens are distracted
