This June, it will be 35 years since I began my employment with Scottsdale Ranch; initially working for the developer of this beautiful master-planned community. At that time, there were only 600 homes built out of the 3,939 that are here today. It seems so long ago when I was watching all that bare dirt transform into such a vibrant community. Where has the time gone?

I am very fortunate to still be a part of shaping our community’s character. I enjoy meeting so many interesting residents who truly love being a part of Scottsdale Ranch. It has been a genuine pleasure to watch this community, that was considered “way out there”, develop into such a premier property so many call HOME. Scottsdale Ranch is no longer considered out in the middle of nowhere but is valued for its location, location, location and deemed to be a destination place. Its location and close proximity to the freeway, medical facilities, shopping, schools, and major recreational events makes this neighborhood so attractive.

Many homeowners are choosing not to relocate but to remodel their homes, improving that curb appeal. We are glad you have chosen to stay.

Over the years, I have talked about the challenges a homeowner’s association faces keeping the “neighbor” in the “hood”. How do we meet the day-to-day challenge of building a better community? The association and its leadership must strive to find that balance between those who want strict rules enforcement to those who prefer a softer approach; especially, when the pulse of the homeowners seems to vary from neighborhood to neighborhood, and even, vary from neighbor to neighbor. I have found that reasonableness is the most important factor while at the same time ensuring that the association’s policies and procedures are kept current with the times. SRCA also prides itself on hosting many social events for residents to get out and meet each other as bringing people together is just as vital. Constant communication is also a big part of any organization’s success.

The success of the Scottsdale Ranch Community Association is attributed to the cooperative effort of the board, the volunteer base of the various committees, the dynamic on-site staff AND its residents. Thank you for your continued support and allowing me to help ensure we follow our Mission Statement.

Are you a Veteran of or on Active Duty in the US Military?

The Scottsdale Ranch Community Association (SRCA) is always working to create a greater sense of community in our community. We have taken several important steps in this direction, including improvements to our website and weekly email blasts, promoting the Neighborhood Watch program, encouraging block parties and the use of our Block Party trailer, use of our recreational boats, and adding several adult-oriented events and groups to our array of Scottsdale Ranch sponsored events.

SRCA is now looking at the idea of implementing an annual Veterans Day celebration, beginning in November 2019, to honor our veterans of military service who live in and contribute to the success of our community. But…..we don’t know how many of our neighbors are veterans, or who they are.

So, our first step is to identify Scottsdale Ranch residents who are veterans. To this end, we ask that veterans of service in the US armed forces as well as those on active duty in the US military reach out to us.

Please send SRCA your name, address and email address and your branch of service to kbarnes@scottsdaleranch.org. This information will help us plan the event. SRCA will not publish or share any of your information.

Once we receive your information, the SRCA office will keep you posted on the development of our Veterans Day observance.

Important Information About 2019 Annual Assessments

We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2019 Annual Assessment. By paying your annual assessment in a timely manner, you are not only ensuring that Scottsdale Ranch Community Association continues to remain in good financial standing, you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible.

As you are probably aware, the 2019 Annual Assessment, in the amount of $375.00, was due on January 1, 2019.

Invoices were mailed to all homeowners in December 2018. Payment was considered delinquent if not received in our office by January 31, 2019 thus giving homeowners ample time to make a payment without being late. A 10% late fee of $37.50 was added to any unpaid accounts on February 01, 2019.

If payment on unpaid accounts was not received by February 28, 2019, interest was added to the account at the rate of 12% per annum. This fee will continue to be added to unpaid accounts each month until payment is received.

If payment is not received by April 30, 2019, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit.

Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association.

Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt.

If your annual assessment has not yet been paid, we encourage you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. If you have any questions regarding this matter, you may contact our Bookkeeper Ricki Stamos at (480) 860-2022. We are here to work with you.

Home & Landscape SRCA Board Adopts Policy Regarding Camera System Images and Recordings Currently, the cameras are located on the entry doors of the Community Center and administrative office.

This policy is hereby adopted by the Board of Directors of The Scottsdale Ranch Community Association (the “Association”): 1. The Association has retained a vendor to provide surveillance cameras and related services to the Association. The cameras and other equipment forming part of the system are located only on limited portions of the Association’s common areas.

While they may assist in deterring some disruptive or criminal activity, owners and residents of the community should not rely upon this system or the Association and its vendors to provide safety or security to their person or property. The system will not be actively monitored. Furthermore, the Association cannot guarantee that the system will be functioning at all times. As such, owners and residents should always use due care in securing their person and property.

3. The images recorded by the cameras are the property of the Association and generally will not be distributed or released to owners and residents. Furthermore, they are not records of the Association, as the images are not kept permanently.

4. The images will be kept on file for the amount of time determined by the Association’s vendor based on the specifications of its systems, after which point the image storage space will be reused, with the material thereon recorded over. This time period can change from time to time, depending on the size of the storage files and other factors determined by the Association’s vendor, and the Association shall not be liable for any failure to record or maintain images from a particular time period.

5. The Association reserves the right to retain and use the images recorded in the event that the images provide evidence of wrongdoing or in cases of the damage or destruction of Association property.

6. A copied CD will be released to a court if subpoenaed or compelled by court order or warrant. A copied CD will be released to a law enforcement agency if requested by an investigator, officer, or agent. A copied CD may also be released to a law enforcement agency upon the written request of an owner or resident in the community, which request must include a copy of the police or agency report at issue.

Spring is in the Air

We have made it through the cool and wet winter and are now enjoying the beautiful spring weather in Scottsdale. Baseball is in full swing and your plants are coming alive as well. All frost damaged material should have been cut back and the plants are starting to push fresh leaf growth. April is traditionally the start of spring/summer in Arizona and many items in your landscape will begin the transition process to acclimate to the warmer weather and changes in the season.

TURF The rye grass seeded in the fall for our lush winter turf areas will need to be transitioned to our base turf of Bermuda. The hotter temperatures will stunt the rye grass and we can help that along by lowering the mowing heights gradually over the next couple of weeks.

By reducing the height of the mowers, we will expose the Bermuda base to additional sunlight which helps with the Bermuda emerging from dormancy. It should be a natural green to green transition with no need to scalp or drastically reduce the turf like the fall over seeding process. Gradually increase your run times on the irrigation system and apply a high nitrogen fertilizer like 21-0-0 or 21-7-14. This is a great time to aerate the soil to increase penetration of water, fertilizer and oxygen and decrease compaction created by heavy usage and foot traffic. It is time to apply Maxi-Cal to turf areas to reduce the high salt content and improve fertilizer uptake by the root system of Bermuda.

SHRUBS All cutbacks and frost damage removal has occurred by now and very little pruning should be going on as the temperatures heat up. The only plant to keep an eye on is the Brittle Bush. This plant will start to die back in the heat and can be pruned aggressively after blooming.

This plant is notorious for dropping a lot of seed in the landscape and, if not controlled, will start to dominate and overtake your planter beds.

Increase water to your plants as the temperatures begin to rise. Your plants will tell you when they need more water and it is always best to water deeply and infrequently. Look for leaf droop in your plants and adjust the water accordingly.

TREES Spring is a good time to prune evergreen trees like Sissoo, Palo Blanco and Jacarandas. Queen Palms can be trimmed but wait until June for the Date and Mexican Fan Palms. Increase watering times but remember, infrequent and deep watering is best to drive salts through the root system and encourage deeper root growth. The smell of Citrus will fill the air, so enjoy.

ANNUAL FLOWERS May is the best time to switch out your f lower beds to summer species.

Due to the extreme temperatures, it is best to choose varieties that can handle the heat and are tried and true. Ipomoea or Potato Vine, is a great choice for pots or planter beds. It handles the heat extremely well and requires very little care other than water.

Enjoy this time of year as we know summer is just around the corner and triple digits are on the horizon.

Home & Landscape Annual Board Election Underway!

Another board election is right around the corner and will be held in conjunction with our Annual Meeting on April 18, 2019 at 7:00 pm. If you are unable to attend the membership meeting and election, you can still vote.

SRCA will once again be utilizing a balloting service in order to provide a smooth and easy online election process. Electronic voting will provide a secure electronic and anonymous way to participate; however, an option will be available for those who wish to continue with the paper ballot system.

Here is how the process will work: • Every unit will receive a letter in the mail.

• The letter will include a link to a secure site with the voter’s personal registration code embedded. Once a ballot has been cast using this code, it will not work again.

• The ballot automatically loads in the voter’s browser.

• Voter makes selections of candidates. A verification screen then shows the candidates chosen, and alerts about any undervotes.

• The voter can return to the ballot to make changes, if necessary.

It is that simple.

We hope you find it to be an easy process. The letter will be mailed in mid-March to each homeowner at the mailing address on file with the association. Please take a minute to participate in the governance of your association. Your vote matters!

City of Scottsdale Collection Services Upcoming Weeks of Brush Collection: April 22nd and May 20th The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Please be patient as the City has all week to pick-up in our area.

NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

From Your Architectural Liaison

Let the sun shine in… through new windows?

Good day! Let’s start with the need for approval from the master association, Scottsdale Ranch Community Association (SRCA), and then by the sub-association (if you are in a sub-association) for all projects. Please do not install new windows without approval. Why? I can tell you stories of how problematic it can be when the wrong windows are installed. How could they be wrong?

Let’s start with colors – many communities have all bronze frames for windows and doors. Some communities have moved towards allowing white or tan frames. This is not the only consideration. Please read on.

Grids vs. non-grids – Do all the windows in your community have grids? Then you will need to have grids on your new windows.

Window face frames - Replacement windows either have a fin/ f lange or they require the stucco to be reworked around the windows once installed. Both processes adjust from the previous window to the new window. A very important factor to take into consideration is, if your windows require an outside fin/f langethen the window fin/f langes outside the frames CANNOT be larger than 1½”. I can tell you horror stories of homeowners trying to have their window face frames trimmed after installation. It can be very expensive, and it may potentially void your warranty; not to mention the fines one can incur in the meanwhile. Always, always, find out the rules and requirements before you do any modifications.

Ref lectivity rating – In Arizona, where the sun shines many more days than not; most, if not all windows installed, are ref lective. It is important to keep harmful rays from your home but it is also important to not blind your neighbors. Especially in condominium communities where properties are more dense.

The acceptable light ref lection rate for SRCA is 20 - 25%.

Partial window replacement vs. full replacement – A partial window replacement (front, side or rear) may be approved if the windows being replaced are not visible with the windows that will not be replaced. If it is a partial window replacement, frame color is a key factor. If you are wanting to change frame colors, then the old and new windows cannot not be visible to each other. Preparing to Leave for the Summer?

It is hard to believe summer is just around the corner and many of our winter residents will be leaving for the summer. With that said, below are some things to keep in mind when leaving your home for the summer. Even doing some of these things will ease the worry while you are away.

Inside • Unplug all electric appliances, computers, TVs, etc. connected to power strips. Then unplug all power strips from the wall.

• Unplug microwave, stove, dishwasher, clothes washer and dryer.

• Refrigerator ice maker emptied and turned off. Refrigerator emptied, unplugged, cleaned, doors propped open.

• Turn off water heater.

• Internet modem and wireless router unplugged.

• Plastic wrap over toilets (to keep any bugs from entering house after water evaporated from bowls).

• Overf low drains in sinks and bathtubs covered with blue painter’s tape.

• Run disposal, put baking soda down kitchen drains and place stoppers in sinks.

• Wood or PVC braces for window and patio door tracks to keep them closed.

• Place new light bulbs in lamps connected to timers. It is recommended placing timers on three lamps to come on at different times of the day.

• Leave a radio on a timer during the day on a talk station to create the impression that someone is home.

• Remove garage door openers and keys from vehicles in the garage. Put the garage door opener in locked position.

• Doggie door panels are in place and secured.

• Store heat sensitive items somewhere else (neighbor/relative).

• Place new batteries in smoke detectors.

• Set AC at 90 degrees.

Outside • Turn water off to house but leave sprinkler system on.

• Put new batteries in the sprinkler timer (in case electric fails).

• Ask neighbor to remove any door hangers.

• Forward mail.

• Check for any containers in the yard that could trap water and create a breeding ground for mosquitos.

• Provide a summer address to HOA. Check with your association for correct contact information for emergencies • Contract with landscaper for weed control, trimming and an irrigation issues.

• Contract with pool maintenance company to avoid a green pool.

• Put outside lights on dusk to dawn sensors.

• Secure patio/pool furniture (Monsoon/Haboob).

• Have family, close friend or neighbor check your home inside and out every 2 weeks.

Note: If your home is on the lake and you have a boat, please ensure you create some slack in the mooring lines.

If waters get rough during monsoon storms, boats can break away if the lines are too tight.

Please keep in mind your property needs to be maintained while you are away, and this includes the landscaping. Treasurer’s Report

Hello neighbors of Scottsdale Ranch, and I hope you are having a great year! I am writing to advise you of the association’s financial health and I am happy, once again, to report that the Ranch finances are in very good shape.

Our finance committee has been presented with the results from the annual audit for 2018 by Butler-Hansen, PC who reports that SRCA has a good system of financial controls in place and that the audited documents fairly represent the association’s financial condition. Our documents show that the association’s financial condition is sound.

In August of last year, the finance committee reviewed a proposed budget for FY 2019. The committee approved the budget to be passed on to the Board of Directors for final adoption. As you know, once again for 2019, there was no increase in annual assessments.

The association continues to address the damage due to the storms of 2018. This has stressed our landscape budget to an extent but we were able to sustain the hit. Ranch management is addressing a lot of the damage through insurance claims.

Scottsdale Ranch Community Association Proposes Bylaw Amendment In order to raise the level of training and knowledge for the elected SRCA Board of Directors, the following amendment to the Amended and Restated Bylaws of The Scottsdale Ranch Community Association 04/17/08 (“Bylaws”) is being proposed on this year’s ballot. When a Member votes, they will have the option to vote for or against the following amendment.

Article IV, Section 1 of the Bylaws will be amended as follows (additions noted as bold and underline, deletions noted as struck through): Section 1. Number and Qualifications.

The affairs of this Association shall be managed by a Board of Directors, who shall be Members of the Association in good standing, which means, for purposes of this section, that the Member may not be delinquent in the payment of any assessments to the Association. In addition, Members who wish to run for the Board shall also meet any other written criteria established by the Board. Furthermore, to remain eligible and qualified to serve on the Board, each Director must complete Board training annually as described below.

The Board shall have the exclusive right of determining the affairs of the Association. The Board shall consist of not less than five (5) nor more than nine (9) Directors. (a) Every Director serving on the Board for the first time and every Director serving on the Board again for the first time after eight (8) or more years or more since the Director last served on the Board must complete a minimum of four (4) hours and a maximum of six (6) hours of training in the first six (6) months after they are elected or appointed.

All other Directors must complete a minimum of one (1) hour and a maximum of three (3) hours of training every year, within three (3) months of the annual meeting. The topics and providers of the training shall be as determined by the Board. If the Board provides or arranges for live, in-person training sessions, each Director shall make a goodfaith effort to attend the trainings. However, the Board will provide at least one alternative training option in the event a Director is unable to attend the primary training due to extenuating circumstances.

The Board may require that a Director attend live, in-person training or may allow Directors to review videos of prior training sessions. The Board may require proof of completion of required training, and the burden of providing satisfactory proof is on the Director completing the training. If a Director does not complete the required training by the deadline provided herein, the Board can determine that the Director is no longer qualified to serve on the Board, in which case the position will be deemed vacant until the Board appoints a replacement Director. The Board may allow exceptions to the deadline for training in hardship situations, but the Board may not waive the requirement for training. The training provided for herein is the minimum requirement and Directors are encouraged to pursue and attend other training and educational opportunities.

Scottsdale Ranch is lucky to have an active, qualified, and enthusiastic Architectural Committee committed to reviewing residents’ requests with the purpose of preserving and enhancing property values and quality of life.

We’re pleased to see so many homeowners working actively to improve their properties, which helps everyone in Scottsdale Ranch. Thank you for caring enough about your homes and our neighborhoods to maintain and better your homes.

To protect you and your neighbors, and to ensure our neighborhoods retain their themes and harmony, SRCA has an architectural review process. Our CC&Rs require that all changes to the exterior of your property be reviewed and approved BEFORE you start your project.

We “get it” that this application process is an extra step. And, although a thoughtful review of improvements helps us improve property values, we do everything we can to make this process quick, effective, and efficient.

That’s why all applications submitted to SRCA first get reviewed at the staff level. Our Architectural Liaison, Diane Botica, and Executive Director, Kathe Barnes, look first for the “easy” approvals – items that are great improvements that clearly meet our standards and don’t require additional review.

That’s why out of 690 applications submitted in 2018, over 75% were approved at the staff level. Most painting requests fall into this category, as well as simple landscaping changes and other minor upgrades.

For those that do need to be reviewed by the Committee, 97% of those are approved, although not always on their first try. Some of those are revised and resubmitted using feedback from the committee, but we always try to work with the residents to create a win-win solution that is better for the applicant, neighbors, and Scottsdale Ranch.

Of those reviewed by the Architectural Committee, the topics are, in descending frequency: door and/or window replacements; major landscaping changes; paving, stone work, and courtyard installations and improvement; solar panels; and finally, play structures and additions are tied in frequency.

It’s true that approval of your project takes a bit longer if your application cannot be approved by staff and goes to the committee.

But the SRCA Architectural Committee meets twice a month, which means you’ll never have to wait more than a few weeks or so to have your application reviewed. Many other HOAs have Architectural Committees that meet only monthly, significantly delaying the review cycle.

To increase the ease of preparing your application, and to be sure the Architectural Committee has sufficient information to review your request, we suggest you visit our web site at www.scottsdaleranch. org. Our home page has a link labeled “Plan My Project” with tons of helpful tips and hints on how to get the right information in your application. And, if you call Diane Botica at the SRCA office, she can give you even more information on how to improve your chances of getting your project approved (and, in some cases, improve the QUALITY of your project!).

So in short, we’re doing everything we can to make it easy and fast to have your project submitted, reviewed, and approved so you can continue to make your homes even better and more valuable.

But please remember: you MUST submit an architectural application for any change to the exterior of your property. The purpose of the review process is to help you succeed and to improve your property values! keeping people informed of the activities available to the residents.

The Communications Committee understands how important it is to build and sustain a sound communication program between the association and its Members. Good communication is essential to the success of everything a board and management does. The committee has determined that they should meet at least twice a year to go over all the material sent out by Scottsdale Ranch Community Association (SRCA) to determine if it is well received and if there is any room for improvement. The committee met in December 2018 and found that Ranch personnel is doing a great job of 14

The committee pays attention to the quality, quantity and persuasiveness of the communication. We start by sending a welcome packet to new homeowners and inviting them to an informal meet and greet, introducing our association and what it has to offer. Over the years, we have built an arsenal of communication methods to include meetings, bi-monthly fullcolor magazine, weekly email blasts, comprehensive website, mailed communication such as letters and postcards and social gatherings. We realize that everyone has their own preferred method so if we are missing something, please let us know.

Or better yet, the next meeting of the Committee will be April 22, 2019 at the SRCA office at 9:00 AM. If anyone is interested in being on the Communications Committee, please mark your calendar and check us out. Also, you may contact Genevieve Long at the SRCA office for further information.

Scottsdale Ranch Residents - We are looking for you! It is our goal to make sure you are aware of all the fantastic benefits our community has to offer. I know of no other community that has so much to offer for only $375 per year. Scottsdale Ranch offers many clubs & groups that you can join. Boredom is not an option.

Scottsdale Ranch’s Election Committee is chartered with ensuring our election policies and procesures are uniform, unbiased and open to all eligible Members of SRCA. They oversee the entire election process to ensure fairness and integrity, and make sure preference will not be shown to any candidate.

It is the goal of the committee to make sure we offer activities and events that every resident, regardless of age, will benefit from. The Social Committee and SRCA Staff do a great job of planning and organizing these events for all SRCA residents to participate in, have fun and meet other residents. If you are new to Scottsdale Ranch, where should you look for such information? The Scottsdale Ranch Bi-Monthly Magazine is a great place to start. The Scottsdale Ranch website at www.scottsdaleranch.org is another location where residents can find information on happenings around the Ranch along with upcoming events. Also, if you are not already receiving the weekly email blast, contact the SRCA office to be added to the email distribution. You can also visit the website and submit your information on the front page. Another item of value to look for is the semi-annual post card mailer that is mailed to every resident each Spring and Fall which lists the upcoming events. Keep your postcard handy as a reminder of what events are on the horizon!

Last year, we piloted an electronic on-line voting option in the hopes of making the voting process easy, efficient, and honest. We were also hoping that making voting easy would encourage more Members to cast votes.

Feedback received from you let us know the process WAS easier and quicker, but unfortunately, we didn’t receive many more ballots using on-line voting than we did under the old mail-in system.

The Mom’s Club at Scottsdale Ranch will be starting up again for moms with children; another great group offered. One of the most popular events is the Spring Event & Egg Hunt which is coming up on April 13th from 9:30 AM – 11:30 AM at the Scottsdale Ranch Park. Children hunt for eggs and receive prizes. There are also many other activities for the children to enjoy. Take advantage of the community events - you will be glad you did!

This year, we’re continuing with the on-line voting process, using the same competent company to collect and tally the votes. But as an added incentive to get members to vote, we also “sweetened the pot” by having a drawing for gift cards to be awarded at random from those members who cast a ballot.

We are all so lucky to have these people who are willing to volunteer their time as board members to serve Scottsdale Ranch.

We are also asking you, our members, to approve a change to our bylaws as recommended by the board. The board believes this proposal, if approved by you, will help ensure we have board members well-trained in the operations of homeowner associations, so we can remain the most desirable Valley community in which to live.

Community Leadership Committee Review

The Community Leadership Group is designed to keep the various sub-associations on Scottsdale Ranch informed as to the appropriate approach to various aspects of managing an HOA. The group has approximately 3 meetings a year for the sub-association board members and their property managers to help keep them abreast of current legislation, case law, finances and insurance changes or regulations.

Other very informative sessions were held to keep members abreast of fair housing regulations, and the most recent presented by Matt Metz, on use of finances for HOAs. All meetings included a light lunch and the opportunity to meet members of other Boards on the Ranch and share best practices. The next meeting held this fall will include some of the new legislation affecting HOAs in Arizona should the legislature pass any new bills.

Each session has approximately 20 people in attendance and the committee feels this is a great avenue for open communication with the leaders of the various communities throughout Scottsdale Ranch.

Lake Committee Review

The Scottsdale Ranch Community Association (SRCA) Board of Directors feels that it is very important to maintain Lake Serena as an asset for both the residents who reside on the lake and for those residents who also use it for recreation. It is an asset for all residents in that it is a mainstay for our property values as well.

You may or may not realize that Lake Serena is a man-made lake within a substantial drainageway that flows through the Ranch. Water in the lake is supplemented by groundwater, for which the Association has rights for withdrawal. So, it is not a flow-through system except for those times when there are storm water flows from upstream (north of Shea Boulevard). The setting for the lake creates very interesting challenges for the association.

The challenges include balancing lake chemical and physical characteristics to avoid potentially unpleasant conditions for residents and to encourage healthy populations of maintenance-related and recreational fish. A desert lake that is not a flow-through lake will tend to experience greater losses through evaporation than supplemented by natural inflow. This condition can lead to the concentration of undesirable water quality constituents, an increase in algae and other similar undesirable organisms, decrease in dissolved oxygen, and overall decline in lake conditions and fish populations.

The SRCA Lake Committee is tasked with monitoring conditions of the lake over time and making recommendations to the board for lake management. The committee oversees the testing of the lake at critical times, selecting options for lake treatment based on expert opinions, and making recommendations to the board for additional treatments. Such treatments may include the addition of chemicals to control algal growth or the dredging of lake sediments in certain areas.

Fish population studies are also conducted on a regular basis. The goal here is to maintain a healthy and diverse population of bass and catfish and those fish species that thrive on algae and other undesirables. These fish studies often result in recommendations for additional stocking of some fish. Currently, the surveys indicate that there is a self-sustaining population of bass and catfish. The consultant that performs the surveys has also recommended that dredging be performed for portions of the lake that have experienced significant accumulations of sediments. The SRCA Board of Directors has approved a survey to identify the depths of the sediment in specific cove areas and to recommend areas for dredging.

Other activities conducted or overseen by the committee include building and placing “fish condos� which provide relatively safe sites for cover and breeding, regular inspections of aeration equipment which counter septic conditions in various locations, and assistance with the Lake Fest and Fishing Derby.

On a final note, the SRCA Board has selected a contractor that completed the improvements to the cove that is near the Community Center where recreations boats are currently located. The construction has occurred on schedule and is completed. Check it out!

Overall, the current condition of Lake Serena and its contributions to residents is excellent.

Property Crimes

In general, our community is a pretty safe one. The majority of our crimes are what we call “property crimes.” These are crimes related to personal property, such as thefts and burglaries.

Today, I’d like to focus on one of the most common issues, burglary from vehicle.

The good news is, there are some simple steps to take that would greatly reduce your chances of being a victim of a vehicle burglary. The first step is to always lock your cars. More than 2 out of every 3 vehicle burglaries in our district involved vehicles that were left unlocked or had no signs of forced entry. Thieves will often wander the streets late at night, checking all the doors of cars parked in the neighborhood. Once they find a vehicle that is unlocked, they will rummage through the glove box and center console, looking for anything that they can sell for a quick buck. They will also check underneath the driver’s seat and the side pocket of the driver’s door, which are common places for people to leave valuables, including firearms. Please don’t ever leave a spare key for the vehicle in any of these locations. This is one of the most common ways that cars get stolen.

The other step to prevent vehicle burglaries is to remove valuables. If a burglar checks a car door and it is locked, but they see something valuable inside, they might be willing to break a window to take it. Keep in mind that you shouldn’t leave something in view that looks like it MIGHT be valuable. You may know that there isn’t anything valuable in that empty purse or laptop bag, but a thief isn’t going to know until they break your window and take it with them.

One additional thought to keep in mind. Many of us leave our remote garage door openers in our vehicles overnight. If you park your vehicle outside your home, I highly recommend bringing the garage door opener inside with you. Thieves will sometimes remove a garage door opener from a car in hopes of returning later to burglarize your home. Occasionally, the thief might even open your garage door right away and take items out of garage. They could even check to see if the door into the residence is left unlocked. They know that most people will leave their purses, wallets and/or car keys on the first hook or counter just inside that door. Be sure to always lock the door that goes from the garage to the inside of your residence.

If you simply lock your doors and remove everything out of sight, your chances of being the victim of a vehicle crime are greatly reduced. Burglars come here knowing that our citizens feel safe and are less likely to take these simple steps. It reminds me of the quote made famous by Benjamin Franklin, “An ounce of prevention is worth a pound of cure.”
