Applying Online

Accreditation
All delegates and members can apply online. Please note that you will be required to upload a jpeg photograph. Organisations whose delegates apply online will be contacted after the closing date to verify their delegation. If applying by post, all applications must include a completed Accreditation and Application form.
Payment
All applications must be paid for by credit card, cheque or cash. We do not offer the option for applications to be invoiced. If you require a receipt for your application, please click on the VAT receipt link after you have submitted your payment to download one. Once you have applied for conference
Your application will be processed and you will receive a confirmation email. Your conference pass along with the Conference Guide and Agenda will be dispatched to your home address in late February. If we have any queries with your application, we will contact you directly.

To ensure that all members and visitors are able to participate fully during conference we would appreciate prior notice of disabilities or impairments. Stewarding
Stewarding can be a rewarding and fun experience. Our stewards play a very important role in the smooth running of conference. Training is provided prior to the event as well as a tour of the venue and a briefing on the running of conference.

Deadlines / Late Accreditation
Please ensure that all delegates have applied before 17 January 2025, as this will guarantee that they receive their conference pass before the event.
Late accreditation will be available during conference, please visit our website the week before conference for further details.

Obituaries

APPOINTMENT OF DELEGATES
Constituency Labour Parties
May appoint two delegates for the first 500 individual members and one for each additional 500 or part thereof whom 2024 affiliation fees have been paid (31 December 2024).
Constituency Labour Parties may appoint one additional youth delegate who must be under 27 years of age on 21 February 2025.
Affiliated Trade Unions, Socialist Societies & the Scottish Co-operative Party
May appoint one delegate for each 1,000 members or part thereof on whom 2024 affiliation fees have been paid (31 December 2024).
One additional youth delegate may be appointed who must be under 27 years of age by 21 February 2025.

Please note that delegations from CLPs must include at least 50% women’s representation i.e. of the two delegates, at least one must be female. In addition, Trade Unions will be required to have women delegates in proportion to their women’s affiliated membership

No delegate can represent more than one organisation.
Delegates appointed to attend Conference must:
(a) Be bona fide members or paid permanent officials of the organisation appointing them.
(b) If appointed by local Labour Party organisations, be resident in the area they represent or registered as Parliamentary or Local Government Electors therein, except in the case of members of the Parliamentary Labour Party. The submission of a delegate’s name will be taken as a guarantee that the Secretary of the submitting organisation is satisfied that the delegate is eligible. Please note the delegation will only be accepted where the quota rule has been applied.

MOTIONS
Motions
Constituency Labour Parties and Affiliated Organisations may submit one motion by 12noon on Monday 27 January 2025.
The Conference Arrangements Committee (CAC) will meet prior to Conference to consider all motions submitted against the following criteria:
• Be on one subject
• Be no more than 250 words in length
• Be not considered by the CAC as an organisational matter or constitutional amendment
The CAC will determine whether motions meet the criteria and timetable them for debate.
Compositing
Often motions received are on the same topic. When this occurs a meeting will be held between the relevant submitting organisations prior to conference to discuss and agree a single motion to be presented.
Note
CLPs and Affiliated Organisations may submit a constitutional amendment to the Rules and Standing Orders in lieu of a contemporary motion. Please email amendment to scotconference@labour.org.uk
Emergency Motions
Constituency Labour Parties and Affiliated Organisations may submit one Emergency motion by 12noon on Thursday 20 February 2025. Emergency motions must deal with a matter that has arisen after the Motion deadline of the 27 January 2025.
Note Emergency Motions should follow the same criteria as Motions.

WRITING A MOTION
Motions should be written as concisely as possible.
Facts, figures and dates are important but should be kept to a minimum. Please state references to reports, White Papers, draft bills etc if applicable. The policy recommendations are the most important part of the motion and the part you should give most thought to. When writing your policy recommendations it is better to stick to a few substantial points. Remember that motions must deal with one subject matter only.
Structuring a Motion
To assist you with the structure of your motion, you may wish to follow the following template:
• The first section should describe the issue being addressed by the motion, using words such as Conference “notes”, “is concerned by”, “asks”, “regrets” etc.
• The motion should then highlight Scottish Labour’s principles or policies that will contribute to the solution, using words such as “believes”, “reaffirms”, recognises”, “declares” etc
• The motion should then conclude with recommended policy proposals to take forward, using words such as Conference “calls for”, “asks for”, “recommends that” etc.

ASLEF - Protecting Scotland’s rail services
Conference regrets the Scottish government’s ongoing commitment to the private ownership of rail which has had disastrous consequences for Scotland’s passengers and taxpayers since the franchise was renewed in April 2015.
Congress condemns the truly abysmal performance of the Dutch owned Scotrail operator Abellio which has caused chaos for millions of passengers by failing to meet the required standards and service levels notwithstanding the appointment of a new managing director on January 23rd 2017.
Conference notes that in 2015-2016 Abellio Scotrail was the most heavily subsidised rail operator in the UK and received public funding of £293 million or 10.2p per passenger kilometre. It further deplores the claim made in parent company NS Rail’s 2015 annual report that it made a profit of £1million a month from Scotrail on a ‘limited investment’ all of which benefits commuters in Holland.
Conference restates its belief that the railway in Scotland must be publicly owned with surpluses being used to reduce subsidy and fares and to increase investment in the network.
Following the Scottish government’s ongoing failure to effectively enforce the terms of the Scotrail contract, Conference calls on Scottish Labour to campaign for the cancellation of the franchise at the earliest opportunity. Conference believes rail services must be placed under a system of public control and public accountability which puts passengers and the taxpayer ahead of foreign interests or shareholders.

CONFERENCE ARRANGEMENTS COMMITTEE
The Conference Arrangements Committee (CAC) is the independent guarantor of conference, ensuring that the integrity of the policy-making process is upheld and conference’s authority is maintained.
The CAC consists of 5 members. Three members, at least one of whom shall be a woman, shall be elected by conference as a whole and two, at least one of whom shall be a woman will be elected by the CLP section.
Each CLP is invited to nominate one delegate for a seat. This year we are electing the two members for the CLP section.
Note that the affiliate section does not require nominations this year If required, a ballot will take place at conference to elect members.

HOSTING A FRINGE

Hosting a fringe meeting at conference is a great opportunity to reach a wide and politically engaged audience with a variety of delegates, elected politicians and commercial visitors in attendance. Conference provides a forum for lively and dynamic discussions on a range of topics.
Fringe hosts set the topic for discussion and are free to invite speakers from within the Scottish Labour Party, or externally.
Fringe meetings are held at breakfast, over the lunch break and at the end of each day of conference. Hosts are able to provide catering, organised through the venue, for guests attending.
