PARADIGM SHIFT IN PROCUREMENT

Dr Ghalib Fahad (PhD) Managing Director Higher Learning Africa (UK and Nigeria)

The Paradigm Shift in 2020 caused by Procurement

Procurement as a concept and practice is largely borrowed from the military, where it was the deciding factor in winning a war The purchase of armoury followed by its distribution in the battlefield(s)

In the 1960s and 70s, the concept soon crept up in management practice, especially in the concept of "channels of distribution." As the prices of raw materials and goods rose in the late 1970s as a result of oil prices, procurement came to be seen as a tool where savings can accrue if managed properly The business world continued to improve on its components more as a tool to maintain profits rather than a desire to benefit supplying countries

This all changed in early 2020 with the emergence of the coronavirus pandemic and its total dislocation of the supply chain. It became obvious to multinationals that in the face of such total calamity, the supply chain was completely broken down No goods or services could be transported externally, and the only means to production lay in available internal resources The UK is still in this breakdown phase, where, combined with exit from Europe, it now has to cope with supplies from distant countries that are being bid for by the rest of the world his complete breakdown in the supply chain brought a complete paradigm shift in the way business was undertaken worldwide

On the one hand, multinationals soon learnt that shipping raw materials through vast distances was no longer an affordable option On the other hand, the raw material producing countries soon realised that power now lay more with them than some distance companies dictating terms After all, the entire 2020 was spent in complete lockdowns across the world, and developed countries were greatly affected by this breakdown

Added to this was the realisation that internal food security was far more important than satisfying the needs of the multinationals Hence, procurement is now being considered more and more by respective government agencies as a tool to achieve the goals of food security set by these governments For this and other reasons, the issue of supplying raw materials and foods to satisfy Western demands is being balanced against internal needs This is particularly the case in Africa which is slowly awakening to this conflict in interest

All in all, it can be argued that there has been a seismic shift in the way that procurement is viewed and practised. As an element of Logistics, Procurement has taken on a far more important role than could have been conceived even a decade ago It is now seen as the tool that will allow the purchase of goods and services for internal security and that will minimise "waste" and breakdown along the supply chain. This evolution in procurement continues apace and will likely result in new systems and controls being developed
