New youth ministry co-op planned for Cadiz

BY REBECCA BRATTEN WEISS Harrison News-Herald Reporting Journalist Local teens can look forward to new opportunities for connection, recreation, and mentorship thanks to a new initiative spearheaded by Luke Marshall. After training for two years at Crossroads Farm, a cooperative rural youth ministry in Reading, Michigan, Marshall is prepared to replicate the program here in Harrison County.

Marshall’s family moved to this area when he was 10, and as he recalled, “there wasn’t much to do, especially not much involving church youth groups.”

Years later, when he learned about the Crossroads Farm program, which partners with churches’ youth ministries and serves teens in junior high and high school, Marshall went to Michigan to check it out.

He decided that a program like theirs would be great for the Harrison County area.

Marshall trained at Crossroads Farm for two years, preparing to start his own branch.

But he also had to find another trainee to work with him on initiating his project before he could begin. Finally, he found Carrie Olson, who will be the ministry director for the new Crossroads Farm branch. Marshall will be the administrative director.

Lack of social opportunity for young people is cause for concern in rural communities.

According to data from the American Youth Policy Forum, approximately 1 in 5 students in the nation attend a rural school.

Of nonmetro area children under 18, 23.5% live in poverty, compared to 18.8% living in metro areas. Food insecurity rates are also higher than average in rural counties. Lack of internet access, too, is an issue.

As described on its website, “Crossroads Farm exists in order to provide social, educational, spiritual, and relational opportunities to the secondary students of our surrounding counties.” Their goal is to empower students, interns, and adult leaders to have a positive influence in their rural communities. The Reading, Michigan group sees 100-150 students per week for their regular programming. They also do larger events, such as a “murder mystery” game in a corn maze. The event involved a skit, some staging, and a series of clues through the maze. Marshall estimated that about 190 junior high schoolers and about 280 high schoolers attended the corn maze event.

Marshall is planning a similar event for October 2022 to kick off his Crossroads Farm program in the Cadiz area. After which, he hopes to do weekly programming with the students. The program will be open to students from grades six to 12 and is planned to eventually become a split program, with junior high and high schoolers separated into different groups.

Several cases heard Tuesday, guilty pleas entered

BY REBECCA BRATTEN WEISS Harrison News-Herald Reporting Journalist Several pretrial cases were heard on Tuesday, Nov. 2, at the Harrison County Court of Common Pleas with Judge T. Shawn Hervey presiding.

Becke S. Keener, represented by public defender C. Adrian Pincola, had her probation revoked in Harrison County because of new drug possession charges in Jefferson County.

The court set a bond on Keener for $50,000, with a 10% option.

In the case of the State of Ohio vs. Christian Bishop, the state, represented by prosecuting attorney Lauren Knight, offered the defendant a dismissal of two of the four charges against him in exchange for a guilty plea to the first two charges: failure to comply and tampering with evidence. Because the 24-year-old Bishop had a clean record beforehand — and is considered low-risk — he will be placed on communitybased control for two years and must complete a program at the Eastern Ohio Correctional Center. He also will have his license suspended for a year, with six points being added, and is prohibited from possessing a firearm.

Hervey informed the defendant that had he caused harm when he failed to comply with an officer’s order, things could have gone very differently. “We wouldn’t be talking about community-based control; we’d be talking about a mandatory prison sentence.” Hervey expressed hope that the defendant would learn from this and put it behind him.

In the case of the State of Ohio vs. Stephen T. Casper, represented by attorney Steven A. Stickles, the defendant waived his right to a jury and pleaded guilty to aggravated possession of drugs. The court will set a date for sentencing and will perform a risk assessment.

The court also heard the final review on intervention in lieu of conviction in the case of Ohio vs. Elmore and a pretrial for Ohio versus Street, in which the defendant had not received his discovery yet, so they would have to resume in court on Nov. 30. Another case (Ohio vs.

Woodward) couldn’t be started yet, as the defendant had not yet filled out paperwork requesting an attorney. Two defendants for cases supposed to be heard (Ohio vs. Rollic and Ohio vs. Gardner) failed to appear in court. As a result, a bench warrant was issued for the arrest of Rollic for failure to appear.

On Oct. 28, the Ohio Valley Oil and Gas Association (OVOGA) met at the Cadiz Country Club for a socially distanced dinner and discussion regarding the oil and gas industry and its role in Harrison County’s economy and future. The Association has been meeting for similar discussion dinners once a month (or every other month) since its founding in 2012. Originally small lunch table chats, Association discussion dinners have evolved and grown over time. At some of these events, they have hosted over 100 guests and participants.

Muskingum Watershed Conservancy District introduces attendance policy

As mentioned, the Development Advisory Committee meets quarterly and is a separate event compared to regular monthly MWCD meetings.

For the laymen, and per the Conservancy District’s website, “the Development Advisory Committee was created by the MWCD Board of Directors in 1992 to provide advice and guidance to the Board and staff. It consists of 20 members who volunteer their time and provides an organized public support system for responsive and effective economic development, conservation and recreation programs. DAC members are appointed by the Board of Directors and serve staggered threeyear terms. The Committee meets quarterly and is updated about MWCD projects and operations. Members present numerous items for discussion and possible action by the MWCD Board of Directors.”

October’s DAC meeting was held at the new Tappan Marina and opened with staff and subcommittee reports. However, after the reports, engagement and outreach coordinator Ethan Zucal pitched an attendance policy after citing “attendance issues” in the past.”[We] took a hit on being able to meet and having quality meetings. I think we’ve still done a great job, but it’s not where we’d like to be.”

And that new policy was implemented to ensure that enough committee members show up so that quality work can be done.

The policy isn’t something the board wants to aggress, but the meeting attendance — and the work coming from them — has suffered.

While Zucal recognized and was grateful for those who already volunteered their time to

attend the meetings thus far, the MWCD wants to move forward with more complete committee rosters. Other professional and personal commitments can affect one’s attendance, but the Muskingum Watershed Conservancy District wants to keep the “ball rolling,” according to Zucal.

Zucal spelled out the policy: If you do not attend two DAC quarterly meetings in a row, it could be cause for removal from the committee. Removal or resignation is not something that anyone is explicitly looking to invoke, according to Zucal, but it will be left to the board’s discretion if the conditions are met.

And the board OK’d the policy to spark more appearances at the meetings.

The policy isn’t draconian promulgation; Zucal iterated that the board is flexible and more than willing to work around schedules but noted that communication is key to making it work. It’s not often easy getting numerous committee members on the same page for a meeting. “If you have a conflict, just let us know.” Executive director Craig Butler added that everyone should “just be in contact with us.”

While aligning numerous schedules can’t always work out, the lack of participation at meetings — and especially at the subcommittee level — prevents more “robust conversations.”

It’s been an issue when only one or two members of a subcommittee show up. “It’s kinda been an issue. It hurts,” Zucal added.

“Just let us know. We can always reschedule.”

The policy has already yielded results, though.

Two people have already stepped down from committee positions. While not indictments, the resignations more accurately reflect schedules that didn’t end up meshing with an MWCD push to bolster attendance. Those who stepped down did so of their own accord to not hinder the DAC moving forward as the Conservancy District continues to be more active. One DAC board member followed up

Zucal’s pitch with a straightforward rebuttal: “In the nicest way possible, what we’re saying is you got to come to meetings.”

Subcommittee attendance might not have been such a hot topic if not for the boons they create for the MWCD on a larger scale. The emphasis on subcommittee utilization has been a newer endeavor, according to Zucal and Butler. While the heavier usage of the subcommittees can reap rewards of greater feedback, more diverse perspectives, and more dynamic ideation, it requires consistent attendance to go with it. Zucal hoped that the continued usage of the various subcommittees will continue to provide more valuable insights into MWCD matters, and it’s the impetus for the attendance policy. “Hopefully, the subcommittees en masse will continue to grow,” added Zucal.

The benefits provided by the subcommittees only stand to increase with greater and more consistent participation. The DAC shared Zucal’s sentiments and thought it could provoke “solid feedback,” and greater involvement in more subcommittees could provide more of that feedback. “I think overall it’s a great idea,” said one of the Development Advisory members.

And a second DAC member mentioned better meetings could bring better information. “The more information we have, probably the more valuable we can be in providing opportunities or connections.”

On a similar front, Zucal added that there’s only been one subcommittee meeting between regular quarterly meetings, but he posited the potential benefits of an added subcommittee meeting on the same day as the quarterly meeting. The DAC favored the idea, and they mentioned that it could reduce travel time if the quarterly meeting and second subcommittee meeting were held back-to-back. The time and date of each quarter’s initial subcommittee meeting should go unaffected, and the second will fall on the same day as DAC meetings.

Cadiz council talks Mazeroski baseball field construction

BY SHAWN DIGITY twitter@DIGITYnodoubt Cadiz village council met for its first November meeting after pushing back its initial Thursday, Nov. 4 meeting date to Friday, Nov. 5 after facing a quorum restriction.

In police chief Ryan McCann’s police report, he informed the council that a new police cruiser had been paid for and the title had already been delivered. McCann added that the only thing to do now is to change the license plates.

Moving on to streets, the village administrator, street superintendent, and council member John Vermillion Jr. interviewed four candidates recently. Vermillion stated that four “very good candidates” had been reviewed for the job opening left by new administrator Brandon Ludwig’s absence. Additionally, dry runs are live to test out trucks and salt spreaders in anticipation of winter. Another street committee meeting is planned for the following weeks.

Under finance, a motion was approved to enact Leanna Sliva as a permanent employee.

Sliva had recently finished her six-month probationary period. The motion passed, and Sliva was instated to permanent status.

As the meeting shifted toward ordinances, Ordinance 2021-20 became the most prolific talking point of Friday’s session. It revolved around the Mazeroski baseball field in Sally Buffalo Park and the agreements between the city, school, and boosters. Ordinance 2021-20 is “an ordinance authorizing and direction [sic] the mayor to enter into a real estate purchase agreement with the Harrison Hills City School District Board of Education [orginally declared as an emergency but amended as

nonemergency].” The ordinance has been tabled six times since its introduction at the Aug. 5 meeting. The topic was tabled for the seventh time on Friday almost immediately upon its reintroduction. “Mr. Mayor, at this time, I would like to make a motion to once again table 2021-20,” Vermillion stated.

But before the motion was seconded, the topic went into a discussion, and council member Eric Miller questioned the status of the baseball field. “With us not having a contract with the school, why was the field tore up?”

Vermillion answered that the lease agreement the school had signed for 99 years in the late ‘90s allows them to make any improvements.

Discussions followed on whether the current state of the field qualifies as improvements right now. Miller didn’t consider the work or the field’s current state as “improvement” and instead referred to it as a “demolishing.” But Vermillion defended that the work is within their lease agreement and for the sole purpose of improving the field. Miller questioned the consent on the scale of the work currently being done on the field. Vermillion reiterated that the work is permissible within the lease, and the consent is built in as long as it’s for improvement purposes.

Insurance on the field became another talking point as Miller and Vermillion talked about the current leases and insurers. Cadiz owns Mazeroski field but leases it out to the boosters. The field is insured through the school according to the lease agreement, via Vermillion. “We have a lease with the boosters.

Vermillion expounded. “So it’s insured through the school.” The ordinance is to sell the eightacre property, but currently, the field is being leased. Also worth mentioning, the lease is

only for the baseball field and doesn’t cover the basketball courts.

Miller thinks that they started work on the field prematurely: “I think they jumped the gun, and I don’t think it’s right.” Those in attendance at the meeting were split on their stances on the field. Council member Chace Smith had no issues with the current situation, but Mayor John Migliore didn’t think things were done appropriately. “Personally, I think it wasn’t handled properly. We should’ve had an understanding that’s what was going on,” Migliore stated. But the mayor was optimistic that it would all work out in the end. “I truly believe that everything will come out in the wash,” added Migliore.

But Vermillon explained that while there was merit to the baseball field work starting sooner than desired, the workers had deadlines to meet and a timeline to follow.

There had been 12 meetings between the school throughout the summer, but Miller wished school reps would’ve come to more council meetings and clarified the process.

Smith stated that the meetings were joint between the council and the school and that no one needed to make the announcements at a council meeting specifically. Some council members wished that representatives would’ve attended a meeting and given the rest of the Cadiz council a heads up that work was going to begin, though. But members ultimately understood that the workers had deadlines they wanted to meet. After the discussion and a motion on the floor, the seventh tabling of the ordinance was seconded and passed.

The next council meeting is scheduled for Nov. 16 at 5:30 p.m.

Defendant Floyd Burge, also present via video, was brought in on Nov. 8 for possession of drugs (methamphetamine), but the court was unable to complete his arraignment because his papers had not yet been served. Public defender C. Adrian Pincola appeared as a courtesy for Burge, and the court set a bond on the defendant for $20,000 and a 10% option. A pretrial hearing will be set later.

The court also presided over a pretrial conference in the case of Timothy J. McDonald, who was indicted for fourth-degree felony domestic violence on Sept. 9. Pincola was appointed to represent the defendant on Sept. 23, and on Sept. 24, the defendant pleaded not guilty to the charges brought against him. McDonald appeared via video for his pretrial conference.

The state, represented by Lauren Knight, recommended 15 months in the Ohio Department of Rehabilitation and Correction.

The defendant, who appeared not to understand the details of his potential sentence, continuously asked for a shorter sentence. He also continued to ask why he couldn’t be sent to the Eastern Ohio Correctional Facility rather than the Ohio Department of Rehabilitation and Correction.

Hervey explained to the defendant that he was unable to alter the recommended sentence, and the decision would be up to the prosecutor. The court suggested that the defendant submit to a risk assessment, after which, if he chose, he could go to trial and plead innocence. McDonald’s other options were to accept the state’s offer or plead guilty and leave the sentencing to the judge.

McDonald continued to interrupt both the judge and his attorney throughout the conference. “Acting like you are is not helping you,” Hervey advised the defendant. He also explained to him that the sentence recommended by the state was less than the maximum possible charges that could be brought against him, which would amount to approximately 38 months.

McDonald’s trial is scheduled for Dec. 28.

Freeport council talks EPA compliance at November meeting

One of the many topics covered included the village of Freeport’s recent $500,000 award for sewer system upgrades. This is part of Governor DeWine’s H2Ohio grant program, which awards funds to repair or replace water infrastructure systems. While the grants had been awarded in prior weeks, the council briefly touched on the project’s future.

Additionally, Freeport is still working on EPA-related items to be completed to comply with sanitation regulations. However, many of the EPA violations that needed to be dealt with have been addressed by now. This is in response to the Ohio Environmental Agency’s Notice of Violation issued in December 2016 on account of failing septic systems and unpermitted septic system connections. New water meters for incoming and outgoing flow still need to be calibrated. However, because of how old the existing ones are, it was decided that it would be preferable to replace them.

The replacement cost will be around $2,000, and the administrator is moving forward with the project. Additionally, a broken drain line still needs to be repaired before freezing temperatures set in.

My husband and I started to watch on Fox Business channel Mike Rowe’s new show, “How America Works.” So far, he has shown men and women working in the lumber, waste management, oil and gas and fracking industries, electricity, and the latest was fishing.

Each of the episodes shows how the product is produced; not just the workers in the field are shown but others who do the maintenance on machinery and vehicles, which is a vital role needed to get their particular product to the consumers.

In the last episode (fish), Mike Rowe stated that the fishing industry in the United States is a $10 billion a year industry to feed Americans. So, I decided to see the other industries he featured on his program and their annual revenue in the

United States. These results are from looking at Bing. Lumber, industrial shipments of wood and paper manufacturing industry are worth around $582 billion. U.S. paper mill shipments alone, for example, are worth some $45 billion. Waste management revenue for the 12 months ending March 31, 2021 was $15.601 billion. Fracking will be a $68-billion market by 2024. The revenue of the U.S. oil and gas industry came to about $181 billion, and electricity generated about $390.34 billion in 2017.

The money accumulated by these industries provides a service that is needed. They invested their monies to pay for salaries, maintenance, and other expenses needed to keep their industries running. In the money generated is not known how much if it was profitable to the

individuals that head these industries.

Which brings me to our representatives in government in Washington D.C. How is it that they need $3.2 trillion to run our country?

They produce nothing. The drafter of the bill, which Biden said he wrote, needs to be held accountable. Who came up with that figure?

Where is the budget office? Who is responsible for all monies appropriated? Where has it gone? Why isn’t legal action being taken on behalf of the American taxpayer? We have a national debt of $25 trillion. We don’t need any more spending. Period.

New Athens prepping for increased water rates

The village rate will jump from $490 to $533 and then will bump up at a steady 2.5% for every year after that, starting in 2023.

“The rate’s going up,” said Mayor Joe Petro. “We may have to increase the rate [for the consumers].” From 2021 to 2022 and $490 to the new $533, the rate would increase a little over 8%. Then every year after that (starting in 2023), the charges

will automatically go up by 2.5%, likely for inflationary reasons.

Petro also explained that Belmont’s decision came in a campaign to equilibrate village water rates across the Ohio Valley. “What happened was they were charging each village a different rate,” he said. Some villages had been paying more, and in New Athens’ case, some were paying less. The $533 was to get all the villages on the same wavelength. So for 2022, Belmont will charge each village at the same rate. It will be effective on Jan. 1.

The council also brainstormed whether to mail out separate letters to inform New Athens residents of the incoming increased rates or an addendum on the first 2022 bill. Council member Mark Arnold suggested both a separate mailing and an

addendum to make the changes crystal clear and avoid catching consumers off-guard in January. “Next month, we mail out with the bills that the increase [is] in January. The bill is going to go up,” added Petro. That would allow New Athens consumers to be aware of the impending changes since an increase will trickle down to the village residents. At the very least, the council decided that a letter will be sent out in December to articulate Belmont’s increasing the village’s water rates and the village’s relay of them to the New Athens residents. The uptick in water payments will require an ordinance. However, it’s being prepared for December so that the separate notice can be mailed out before January.

CADIZ—The OHSAA Football Playoffs enter the regional semifinal round this weekend, and there are a number of teams across the Eastern District still in competition for the illustrious title of “State Champion.”

While Harrison Central and Conotton Valley both made first-round exits, local football fans can still find plenty to cheer for in Divisions III, IV, V, VI, and VII. In Division III, a mainstay in the postseason known as the Dover Tornadoes will meet Kenston, who beat Steubenville Big Red last week. The 2-seed Dover squad dropped Akron St. Vincent-St. Mary in the first round and topped Aurora 43-42 last week in an overtime thriller.

Two familiar foes in Meadowbrook and St. Clairsville will tee it up in Division IV. Both the Colts and the Red Devils have enjoyed plenty of playoff success, but the Red Devils won the last meeting between the two schools, which just so happens to have been in the 2020 playoffs. EMA’s Wilson offers dispatch and 911 updates at commissioners meeting

BY SHAWN DIGITY twitter@DIGITYnodoubt Emergency Management Agency’s Eric Wilson briefly stopped by and kicked off the Nov. 3 commissioners meeting to touch base on the county’s emergency services. He started with some EMS exercises from the summer: gas emergency training in Scio for the local fire department. “It was fairly well-attended for that time of year,” he declared.

As Wilson fleshed out the emergency management updates, he also went on to debrief on EMA’s drills at some of Harrison County’s plants: “We’ve also started picking up with our response drills.” One was with the MPLX Hopedale complex on Oct. 13 and another at the Williams fractionation facility in Scio on Oct. 26. “The purpose of these drills is two-fold,” Wilson added. It tests both the internal and external reactions of the teams and responders. A recent response drill brought in several entities to hone the procedural response to the plants: “It really sharpens our local firefighters and EMTs’ response to these incidents, so that in the event that something really would happen, it wouldn’t be a foreign concept. They’d be familiar with the layout of the plant. They would know the people involved, the safety personnel, and things like that.” According to Wilson, the exercises are of great value for firefighters and other responding personnel, specifically for that cause: optimizing real emergency responses.

Adena announces official population from 2020 Census

During Tuesday’s council meeting, Adena mayor Brenda Roski revealed an official proclamation from the state of Ohio ratifying the village’s population from the census results.

So, according to the 2020 Census, Adena was confirmed to have 664 residents. However, 2020’s 664 is down from the 2010 Census tally of 759.

I’ve never quite understood why it’s quoted so often. I guess it’s supposed to sound mystical or something. If someone runs out of gas on a dark, lonely road, starts walking home, then is attacked and maimed by wild turkeys, some people will say, “Well, everything happens for a reason.” Sure, and here’s the reason: They ran out of gas! Not much of a mystery there. But there is a very real biblical reason that people’s lives are altered in negative or positive ways, and it’s how they respond to God’s invitation to come to the light. John’s gospel says, “True light (Jesus) came into the world, and even though the world was made through Him, His own did not receive Him.” Everyone gets an invitation. And when we respond in the affirmative to that invitation, we are promised that God will never leave us and that nothing can separate us from his love. There is an individual destiny, a divine plan laid out for every believer. The first chapter of Paul’s letter to the Ephesians says, “Through our union with Christ we too have been claimed by God as his own

As Wilson thanked the plant partners for their cooperation during the drills, he touched on how EMA handles new plants that might move into the area. Dealing with new partners, he explained it requires special preparation and also mentioned that as new forms of energy production come to the county, it requires unique behind-the-scenes collaboration so that an emergency can be handled appropriately at each site.

“I also do have some good news for you when it comes to budgeting,” Wilson stated as he moved into finances.

“Our primary source of funding comes from the emergency management preparedness grant (or EMPG). It is sent from FEMA to the state of Ohio, who in turn, redistributes it among the 88 counties. It’s a formula based on population, so there’s not a whole lot we can do to control what comes down. There’s some extra money available this year.”

For the fiscal year 2021, the county has been allotted over $55,000 out of that extra funding. Typically, it runs closer to $40,000.

Additionally, Wilson spoke on a budgeting surplus at the end of each fiscal year that comes from counties that don’t spend their entire yearly allotment, and he explained that each county can apply for reimbursement on eligible funding. For Harrison, that amount is $24,000. While Wilson and EMA applied for the reimbursement, the deadline was See EMA Pg.- 10

A prime example is when parents send their kids off to college. Their plan and destiny for the child are to study hard, graduate with a degree, and launch a successful career. But if the child goofs off, parties every night, and eventually flunks out, the destiny is derailed. The parents provided the love and money, but the child held the keys to success or failure. And so it is with Christians. God has a plan, a destiny for every believer. No one has been left out.

But it’s how we cooperate with our heavenly father’s plan that will determine whether his destiny for us comes to be. David said in Psalm 16:5, “Lord, I have chosen you alone as my inheritance. You are my prize, pleasure, and portion. I leave my destiny and its timing in your hands.” The good news is that we are not doing this on our own. Paul wrote in Romans 8:27 that “the Holy Spirit passionately pleads before God for us, his holy ones, in perfect harmony with God’s plan and our destiny.” We can choose to hijack God’s plan for our life or leave it in his hands. Before this life ends, we should all be able to say, “I did what I was put here to do.” Does everything happen for a reason?

In God’s kingdom, yes, and it all depends on our choice to obey God’s will for our life and achieve the destiny he has for each one of us.

Dear Caring, Tending to aging parents is a physically and emotionally challenging task. While caring for them at home is ideal, it is not always practical. These decisions can be made more smoothly when aging and care are discussed with parents long before it happens. Regardless of planning, difficulty and frustration will come. If your elderly parent is with you at your home, give yourself some breathing rom. Home health care workers could come in a few days a week to help ease the burden if your budget permits, or if not, maybe a family friend would brighten your parent’s day and give you a couple hours of rest. Check with your county to see what services are available to aid you as a caretaker.

I believe we owe it to our parents to care for them as long as we possibly can, but every situation is unique, delicate, and always changing. If you have cared for your parent and no longer feel capable, consider how their quality of life might improve in the care of a professional facility. You need time to take care of yourself, too. Stay aware of how you react to them—if you are constantly impatient with them and frustrated, consider other options. If the time comes that you can’t physically or mentally handle it anymore, chose the right facility for them. Don’t assume they are okay; stay in touch, visit often, and ensure they are well cared for. It is okay to need help in caring for them, but it is not okay to forget about them. Make the most of each day they have here on earth, even if you are not their primary caretaker. Gerald W. Capers Gerald W. Capers, 75, of Hopedale, Ohio, died in his home on Oct. 30, 2021. He was born in Steubenville, Ohio on Dec. 14, 1945, son of the late John and Grace Marinucci Capers.

Also preceding him in death was his wife, Joyce Browning Capers in 2017; brothers, Alfred, Eugene, Larry (Bulldog), John Jr., Norman (Mooch); and sisters, Beverly and Gloria. Gerald graduated from Hopedale High School in 1964 and worked for Wheeling Pittsburgh Steel for 39 years. He was an avid golfer, belonged to, and was a former champion golfer at the Cadiz Country Club. He much enjoyed attending all his grandchildren’s sporting events. Jerry joined the U.S. Navy and served from 1966 through 1968.

Sharon Simmons Sharon S. Simmons, 67 of New Athens, passed away Thursday, Nov. 4, 2021 at the Harrison CommunityWheeling Hospital emergency room in Cadiz, Ohio. She was born January 21, 1954 in Wheeling West Virginia, a daughter of Bernice L. Moore Starcher, who survives, and the late Paul A. Starcher.

Sharon was retired from Bell Nursing Home, where she worked in housekeeping and was a member of the House of the Shepherd in New Athens, Ohio.

She is survived in addition to her mother by her husband, Richard L. Simmons; her brother, Gregory Starcher of New Athens; her sister, Jacqueline Starcher Rutan of Canton; three nephews, Brian Rutan of Midlothian, Texas, Brock (Alysann) Rutan of Waxahachie, Texas and Paul R. Starcher of Dunkirk, New York; stepdaughter, Darla (Ron) Lucas of Carrollton; stepgrandchildren: Justin (Erin) Lucas of Kilgore and Kayla (Brandon Smith) Lucas of Carrollton; two stepgreat-grandchildren: Jaxon and Ella Lucas and her brother-in-law, Paul (Kay) Simmons of Amsterdam, Ohio.

Private services will be held at the convenience of the family, per her request. Burial will take place at Longview Cemetery in New Athens, Ohio. The family is being assisted by ClarkKirkland-Barr Funeral Home in Cadiz, Ohio.

Edward Barnhart Sr. Edward Barnhart Sr., 83, of Cadiz, Ohio, went home to the Lord on Tuesday, Nov. 9, 2021 at home, with his wife by his side.

He was born June 17, 1938, a son of the late Clarence and Laura Dalrymple Barnhart.

Edward was a retired employee of Wheeling Pittsburgh Steel, Pentecostal by faith, owner of Barnhart Auction Service, and a U.S. Army Veteran.

In addition to his parents, he is preceded in death by a daughter Diana Lynn McDonald and brothers Charles and Paul Franklin Barnhart.

He is survived by the love of his life of 64 years, Melanie Rose Morrison Barnhart; his children, Edward (Chris) Barnhart Jr., Stephen (Sheryl) Barnhart, Lisa Kae Barnhart (Brian Beckley), Melanie Rose (Andrew) Whiteman; a sister Violet Corso; 21 grandchildren; 28 great-grandchildren; two great-greatgrandsons; numerous nieces and nephews; and other beloved relatives.

Friends will be received Monday, Nov. 15, 2021, from 6 until 8 p.m. at Borkoski Funeral Home (555 East Market Street, Cadiz, Ohio).

Visitation will continue Tuesday, Nov. 16 from 11 a.m. till the time of funeral service at 1 p.m. with Reverend Dixie Hendricks officiating.

Dorothy Glover Memorial The Harrison County Ohio Horse Council club held a memorial ride on Oct. 24 at Harrison State Forest in memory of Dorothy Glover, who passed away on Aug. 24.

Approximately 12 riders from Harrison County and other surrounding counties met around noon for a commemorative ride to remember Dorothy. Following the ride (around 60 HCOHC members), friends and family came together under the picnic pavilion to enjoy fire-cooked chili, hotdogs, and desserts. Following the meal, a bench that had been purchased and permanently installed by the club was dedicated in memory of Dorothy. Dorothy’s husband Bob and daughter Kim were present to also dedicate a plaque in Dorothy’s memory.

Appropriately, the memorial took place on Dorothy’s birthday.

Dorothy Glover was a strong, brave wife, mother, grandmother, friend, and businesswoman, and because of her efforts and persistence, the trails at the Harrison State Forest were always maintained and cared for. Dorothy worked closely with the ODNR and attended meetings so that the horse campground and trails at Harrison State Forest would be well-maintained and continuously improved. During her

membership and presidency, Dorothy was able to have more horse camping spots approved and more tie-lines installed. One of the greatest accomplishments was the picnic shelter that she worked to attain for many years. The shelter was finally finished and dedicated in October 2020.

Dorothy’s contributions to the Harrison County Chapter of the Ohio Horse Council will always be remembered and appreciated.

She was the president of the club for nearly nine years. During this time, she donated her time organizing meetings, parties, rides, shows, and workdays. Whether it had to do with family, business, or friends or working with her horse, Cody, she never gave up. In his speech during the memorial, Bob said that the best word to describe Dorothy was that she “dedicated.”

By Susan Adams The Women of Mission of the Deersville UM Church are holding a household shower for Macaila and Rob Hankins. Macaila is the daughter of Janice Green (late Gary Green) and daughter of Melissa Green. Macaila is the house mother for a group home. Items they need include a toolbox and tools to fix things, hygiene items, feminine products, pots and pans, twinsize sheets and blankets, and bath towels. They could also use dressers since there are no closets and cleaning items. There is a box for personal items and a bucket for cleaning items in the church’s fellowship hall. All are welcome to donate. The Deersville UM Church has Sunday school at 9:45 a.m. and church services at 11 a.m. every Sunday. All are welcome to come.

Operation Christmas Child, Samaritan’s Purse Christmas boxes are available at the back of the Deersville UM Church with a list of items one can put in the box. The deadline is Nov. 14 to have them back at the church to be delivered to children around the world for this Christmas season.

The Women of Mission of the Deersville UM Church held their regular meeting on Thursday, Nov. 4, with eight members present.

They discussed the Nov. 7 service, made final plans, and voted to give money to the church to mail Christmas shoeboxes. They will also be donating a box for a girl and a boy, and a donation will be sent for the Daily Bread devotionals. The group will be holding its Christmas meeting on Dec. 2 at 10 a.m. at the Holy Grounds Café in Dennison. Everyone is asked to bring a wrapped Christmas ornament to exchange.

The group enjoyed a delicious lunch provided by member Lois Poulson. Lois then conducted the program with readings on Thanksgiving and growing old. She shared Bible verses and gave each attendee a devotion to take home. Lois had made table favors of a hand-crafted crocheted apron on a bottle of dish soap for each attendee to take home with them.

The Women of Mission of the Deersville UM Church conducted the Sunday church service on Nov. 7. Anne O’Planick delivered the message, and the other members participated in the service. A special collection for “Blessings in a Back Pack” was taken for Harrison Hills School District students. There is still time to give. Anyone wanting to write a check should make it out to “Blessing in a Back Pack” and place it in the little church box in the back of the church on Sunday, Nov. 14.

New hours for the Deersville General Store are 9 a.m. to 7 p.m. I had lunch at the Deersville General Store last Wednesday. The food was wonderful and, of course, I had to have ice cream. I passed up the black raspberry for the pumpkin cheesecake. It was so, so good.

The Deersville Community Garden Club will be holding its Christmas meeting on Dec. 9 at 4 p.m. Hostesses will be Lorraine and Rebecca Gladman. Instead of a gift exchange, donations will be collected for the scholarship fund. In addition, members will exchange Christmas cards. The Deersville Community Choir will be having a Christmas program on Sunday, Dec. 19. More information to come later.

“A Christmas Carol” (Broadway Version) will be at the Deersville Community Theater Dec. 9-12. Please mark your calendar and plan to attend at least one performance and support the theater and the players.

With the holiday seasons coming up, please remember all those folks who have lost loved ones, the shut-ins, and the ones who are sick or are on the recovery list. This time of year can be hard on folks as they face difficulties.

By Judy Holmes The Flushing Fire Department has revived a long-standing tradition of having royalty for the Christmas parade. Forms are available at the fire department. Age groups are baby prince (boys newborn to 2 years), baby princess (girls newborn to 2 years), prince (boys 2-5), princess (girls 2-5), junior king (boys 6-10), junior queen (girls 6-10), king (boys 11-16), and queen (1116). The children will be required to sell raffle tickets for the Christmas parade. The child in each category that sells the most tickets will be declared the winner. Tickets can be picked up at the Flushing Fire Department, and all monies, ticket stubs, or unsold tickets will be turned in at the fire department on Wednesday, Nov. 24, 2021. A float will be provided, and the children will be able to ride on the float with one parent/ guardian. Winners will be announced the day of the Christmas parade, Saturday, Dec. 4, 2021.

A baked chicken dinner is scheduled from noon to 3 p.m. on Sunday, Nov. 14 at the Flushing Mason Lodge. The meal includes half a chicken, mashed potatoes and gravy, green beans, roll, and dessert. A weight-loss support group meets every Monday at the United Methodist Church.

Proceeds from the paper recycling from this event will be distributed to local food pantries in Belmont County, including our local food pantry sponsored by the Flushing Ministerial Association. They are always in need of supplies. This would be a good time to get rid of your old paper items!

2021 Freeport village results: Council race, three members selected were Orval Gosnell, John Koch, and Shelly Patterson. Renewal levies that passed were current expenses for 3.5 mills, current expenses for 1 mill, current expenses for 0.89 mills, fire expenses for 0.89 mills, and street expenses for 2.67 mills. Two incumbents won Freeport Township trustees, Randy Cunningham and Jimmy Hershman.

The Harrison County commissioners and Freeport Fire Department: The county purchased a new ambulance and has a Stryker cot that can be lifted in and out of the vehicle.

Harrison County Military Support Group would like to thank everyone who helped donate and pack the military boxes.

Sixty-two attended the Ohio Hunter Education on Nov. 7 at the Freeport firehouse.

The instructors were David Cannon and Karen Walton.

Many from the Freeport area attended the Peoli Consignment Auction on Nov. 6.

Members of the Four Seasons Garden will meet on Nov. 27 at the square in Freeport at 10 a.m. to decorate the village.

Members of the Freeport United Methodist Church are making plans for Dec. 4 and the Christmas cookie sale at the church on Dec. 11.

The Harrison Central Music Boosters will be hosting a Christmas craft fair on Dec. 11 from 9 a.m. to 3 p.m. at the Stephenson Center Gymnasium in Cadiz. Sign up now to be a vendor. This will be a benefit to help Harrison Central choir and band students go to Disney World in February for a music workshop.

It’s that time of year again! Stine’s Christmas craft open house will be Saturday, Dec. 4 at 9 a.m. at the Freeport firehouse. They will have a wide assortment of cookies and drinks, including Aunt Nan’s delicious tea. A door prize will be given away, too. Come and enjoy the day.

By J.P. Wilson This Thursday, Nov. 11, please do not forget the observation of Veterans Day. Unlike Memorial Day, where we honor those who died in military service to their country, Veterans Day is intended to honor those brave men and women who have served in the armed forces, whether they are still with us or not. The Treaty of Versailles, which officially signaled the end of World War I, was signed on Jun. 28, 1919.

In fact, hostilities ceased the previous year. An armistice between allied nations and Germany went into effect on the 11th day of the 11th month at the 11th hour in 1918. President Wilson declared Nov. 11, 1919 as Armistice Day and was later signed into law. Today we recognize it as Veterans Day. The staff and students at Harrison Central would like to invite all Harrison County veterans and one guest to a breakfast at the high school cafeteria, beginning at 9 a.m. on Thursday the 11th. It will conclude prior to 11, where the annual Veterans Day service will be held on the square at the courthouse.

Speaking of honoring veterans, take a moment as you drive around Hopedale to appreciate all the veterans’ banners that have been put up. Thank you to Dave Porter, Audra Sall, and the members and volunteers at the American Legion Post 682 and Auxiliary for their hard work in making this project happen.

Thanks also to Tony’s Tree Service for the use of the bucket truck to put them up and T.J. Mizer at Mizer Printing and Graphics for making the banners. These banners will be displayed from before Memorial Day through Veterans Day, after which they will be taken down and stored for the winter. I found some really good deals at last weekend’s used Christmas items sale at the Sacred Heart Church Hall. The sale will continue this Friday the 12th from 9 a.m. to 6 p.m. and Saturday the 13th from 9 a.m. till 1 p.m. The church asks that you observe COVID-19 guidelines, including wearing a mask and social distancing.

Stop in and shop or just grab a hot dog, coney dog, or sloppy joe. Chips, pop, and coffee will also be available for sale.

With Thanksgiving quickly approaching, the Hopedale United Methodist Church is sponsoring a food drive for Thanksgiving baskets for those in our community in need.

If you would like to participate in this worthy cause, please place nonperishable food items in a plastic bag, near your front door, on Saturday the 13th prior to 9 a.m. Volunteers will come around and pick them up. The church will also accept monetary contributions, which can be made to the volunteers collecting bags or mailed in care of the church at P.O. Box 355, Hopedale,

Happy birthday to Dorothy Forro on Nov. 12, 2021. Dorothy has moved to an assisted living home in New Philadelphia, Ohio.

BrightSide Tavern will be hosting weekly euchre tournaments on Tuesday nights starting at 6:30 p.m. Please be there to sign up by 6:15, as the tournament will start promptly at 6:30.

Ashley Best will be performing at BrightSide Tavern on Saturday, Nov. 13. Plan to attend for a fun night with good music.

The village council met on Nov. 3 and voted to start with two meetings a month in January 2022. There will be a second meeting on Nov. 17 to nominate and select the citizen of the year. The village is still working on clearing the water up; filters have all been replaced. They are now working on figuring out the turnover rate and reservoir level. The village will also make a resolution to join the Silver Spade ambulance service as the levy passed to do this. We will have to appoint a member to the board of Silver Spade to represent the village. In August, the council voted to change the name of the Jewett Park to Dwight “Buzz” Busby Memorial Park.

We are waiting on the sign to be finished, and then it will be placed; there will be a dedication performed at that time.

Mary Blackburn and Debbie Galliher were both hospitalized in the last week. Mary has since been released.

I want to congratulate all the winners of the Halloween party at the Scio American Legion.

They had a great time.

The Cadiz senior citizens have activities coming up: On Nov. 16, they will have a covered dish and a speaker from Southern Care Hospice.

On Nov. 18, it will be a movie and popcorn, on Nov. 19, they will travel to Cambridge to see lights and eat at Theo’s Restaurant, and on Nov. 23, they will play bingo. They enjoy traveling around.

By Esther McCoy We needed to turn our clocks back an hour last Sunday or else be running an hour ahead. It made me more thoughtful of the occasion when I saw a Facebook message from my friend Judy Saiter. “Today, I am thankful for November. Life slows down, it gets dark earlier, growers of the grains put the farm down to bed for the winter and celebrate a national holiday of Thanksgiving and another where all veterans are remembered and honored. Some never came back to have the honor, and we need to remember their service.

Others came back injured, and others came back to pick up their life and go on.” I changed this a bit, Judy, but I hope I kept the message going.

Nov. 10 is also the birthday of my husband Lamont and his twin brother, Larry. It will be different with Larry in Gables Care Center, but we planned on taking a cake and trying our rusty voices in singing “Happy Birthday.” He and Lamont are both veterans, Larry of the U.S. Army and Lamont the Air Force.

I became acquainted with a former Steubenville resident and Catholic Central graduate through my conducting a recipe contest each year for another newspaper. She sent a recipe used by her mother, and it was one of the top recipes, but since she lived in Texas, she could not be a winner. But we have stayed friends for over 15 years. She reminisced about Steubenville and all the business establishments.

Marshall has not yet found a location for the area Crossroads group to meet, however. He will begin looking in January for a neutral location, preferably near the center of Cadiz.

“We want to make sure we’re just renting for 3 to 5 years,” Marshall said. “Then

build something once we’re established.”

He is also hoping to interest local volunteers who are active in their churches and willing to train to become mentors for the program.

“What has the potential to change the community is to have volunteers to connect with students,” Marshall said.

There was the Hub and Denmark’s, wonderful clothing stores, the three or four theaters; the five-and-dime store that had a soda fountain where you sat on seats that twirled around, wonderful bakeries, and a meat market that did not provide anything else. There was the Fort Steuben Hotel, Naples Restaurant, Borden’s Office Supplies, and more than I cannot remember now. I do remember the Old-Fashioned Bargain Days in late September or early October. Employees dressed up in old-fashioned clothes and strutted around. I wore my grandmother’s batiste fabric wedding gown, and my mom made a crown and veil to go along. In our office, we had a Native American woman, a cowboy, a gypsy, and me. Some I do not remember. But what fun!

People don’t remember gourds as much anymore but the Glenn grandchildren grew orange ones and as big if not bigger than pumpkins. I recall a year when I cleaned out a pumpkin, and some of the seeds escaped from the batch I was to throw away. The next year, we had a vine that stretched about 20 feet and had gigantic vegetation.

We were proud when Maggie, our 14-yearold and youngest, was selected to go to Tennessee for a week of softball competition.

Another encouraging fact is that the Cadiz police department is back to near full staff. There are eight officers in Cadiz and four in Jewett. However, since only Cadiz, Jewett, and Adena have police departments, the officers and the sheriff’s department are kept busy.

Harrison County residents who are concerned about the rise in meth cases should also keep in mind certain precautions, Carter shared. Report any suspicious activity, and be vigilant about people under the influence, who are more

likely to be violent. Never get into a vehicle with anyone under the influence since drug impairment increases the risk of an accident. Instead, Carter said, report them so they can be prevented from driving under the influence.

Parents should also talk to their children about the dangers of meth in their community. Children should be warned never to pick up syringes, plastic baggies, or even cotton balls, which are sometimes used to filter narcotics before putting them into a syringe. “Parents, talk to your kids about not following peer pressure; don’t be naïve,” he said. “You can try something, and it might be the last thing that you’ll ever try.”

Carter also stated that narcotics can be anywhere. There is no one demographic that is being taken in for meth use. It could be younger adults or older adults. It’s not confined to any one socioeconomic class.

“People have reported friends or family stealing stuff to get money for drugs,” Carter shared.

Carter wants to reassure the community that he and other officers are committed to dealing with the county’s meth problem.

“All of our officers are doing an excellent job,” Carter said. “Cadiz and Jewett police are being proactive in this, and we’re not going to go away. We’re going to keep battling it, fighting it. We will not overlook it, and we’re going to push for the stiffest penalties we can get.”

Pictured is Samuel G. Peppard from the Cadiz Republican Dec. 23, 1937 edition. It says they caught him in everyday garb, in a deep philosophical mood.

The file picture says Peppard was a “noted local eccentric, newspaper publisher, author, and raconteur.” It says he was much like Abraham Lincoln in looks. Peppard was born in Cadiz on Dec. 7, 1853, the son of a prominent attorney of the same name who served in the State Senate and his wife, Sarah Little. As recounted by himself, Sam’s activities included that of farmer, steamboat and railroad executive, coal operator, clothier, editor, harness maker, hay dealer, stock and bond broker, attorney, and other fields almost forgotten. He edited papers at Scio, Jewett, and Deersville. According to his memory, he never lost a case in court. His chief function is a conversationalist.

His fund of knowledge is of untold breadth, seemingly inexhaustible once the discussion has opened.

COLUMBUS—The Buckeye State has already seen an array of weather this fall season to include warm weather, sweater weather with a few tornadoes, and snowflakes in between. Now is the time to start preparation for winter in the Midwest.

In a coordinated effort with the Ohio Committee for Severe Weather Awareness, Governor Mike DeWine and Lt. Governor Jon Husted have declared Nov. 14-20 as Winter Safety Awareness Week. The awareness effort encourages Ohioans to take action now to help minimize the potential risks associated with winter weather.

“Winter Safety Awareness Week is the ideal time for Ohioans to prepare for winter and cold weather-related incidents,” said Ohio Emergency Management Agency executive director Sima Merick. “Take time to restock your emergency supply kits, ensure your home and vehicles are prepped and maintained, and review your emergency plans. Also, it’s not too late to get vaccinations to protect yourself and family from influenza and the coronavirus.”

According to the National Oceanic Atmospheric Administration’s (NOAA) annual U.S. Winter Outlook precipitation map, states in the Midwest, including Ohio, are leaning toward above-normal or wetterthan-average precipitation this winter.

NOAA also noted that La Niña climate conditions will continue for the second consecutive winter. La Niña is a natural ocean-atmospheric phenomenon marked by cooler-than-average sea surface temperatures across the central and eastern Pacific Ocean near the equator.

“We need to be mindful that preparing for winter is not just getting ready for snow and ice,” noted Merick. “Just last month, a total of six tornadoes touched down in Ross, Highland, and Pickaway counties. We truly need to be prepared for all weather and home emergencies.”

season, everyone is encouraged to prepare with the following safety tips:

Practice fire safety and prevention

With the winter months, holiday season, and continuing pandemic, people will spend more time indoors and cook, decorate, and possibly entertain more, which can lead to an increase in home fires. The best protection is to have working smoke detectors. Test your detectors monthly. Conduct fire drills.

Change the batteries in your smoke and carbon monoxide detectors twice a year — when you change your clocks, change your batteries. Have auxiliary heaters, furnaces, and fireplaces checked or serviced before using.

Remember that cooking-related fires are the No. 1 cause of house fires. Never leave cooking food unattended. Keep towels, potholders, and paper products away from heated stoves.

Prepare your home for winter

Cut and remove low-hanging and dead tree branches. Strong winds, ice, and snow can cause tree limbs to break and cause damage to your home. Have your gutters cleaned. Snow and ice can build up quickly with debris if clogged and cause additional damage.

Prepare winter emergency supplies kits for the home and vehicle

Check the expiration dates on nonperishable food items, bottled water, beverages, and medications. Winter emergency kits should include essential items: flashlights, extra batteries, blankets, coats, hats, gloves, a battery-operated radio/ weather radio, first aid kit, cell phone and charger, and enough nonperishable food and water (one gallon per person, per day) to sustain every household member for several days. Lastly, store food, bottled water, and supplies for each of your pets.

The school restarted visits this year after COVID temporarily shelved in-person events, hosting a total of 320 students during the three-day event on Nov. 1, 4, and 5. Students from Toronto participated on Monday with Indian Creek pupils on hand Thursday and Buckeye Local on Friday. They first gathered in the commons area to watch a video presentation before being split into smaller groups to view the 16 programs onsite, which include auto collision, auto service tech, carpentry, computer networking technology, cosmetology, criminal justice, culinary arts, early childhood education, electrical trades, health technologies, multimedia and design, power mechanics, small animal science, Transition to Work and welding. He is still waiting to hear back about the “supplemental” funding, but he commented that “the more funding we get from alternative sources, then obviously the less strain it puts on general revenue. We’re really pleased to be able to bring in that extra money.” He also stated that 2022 budget proposals have been submitted, and everything is “right in line.” No significant changes have occurred to offset the forthcoming funding.

Additionally, Wilson also took the time to address Harrison County 911. Dispatch is currently moving from across the courthouse to the armory so it can consolidate with sheriff’s office operations. “It’s been a huge undertaking,” Wilson admitted.

COVID was a factor that bogged down the move, too. It made procuring certain materials (electronic circuits, for example) more difficult.

It’s a specialized market, revealed by Wilson, who also added that the backlog and shortages are beginning to work free. “Headway” is being made on the procurement of those materials, though.

“Redundancy” is always built into the 911 operations, per Wilson. And “redundancy” is emphasized to avoid critical failures. Having the bases covered at all times can be vital if an emergency or failure occurs. He explained that the current dispatch location will remain operational for some time to run concurrently

with the new dispatch. The overlap would cover emergencies if an unforeseen failure occurs at one of the two sites or there’s a snag in the transition. That will only be temporary, and the new site will fully take over once it’s running smoothly. With some overlap between the new and old setup, the transition can minimize risk while both facilities are at less than 100%. Wilson felt it was the best move to make in the “best interest of the public safety.”

He and the sheriff are trying to avoid any negative aspects during the move. “That’s our — my and sheriff’s — primary goal is to make sure the safety of the public when we make that transition.”

As Wilson’s presentation began concluding, he discussed the Ohio 911 Association. He articulated that the county’s primary source of 911 funds comes from the levy passed several years ago. “We have had adequate every year for the 911 system. We’ve not had not to rely on funding from the state or anything else.

We do receive approximately $90,000 a year from the state,” Wilson stated. And he added that an expected increase in revenues from the Association could result in an $18,000 increase for Harrison County. However, Wilson isn’t expecting that full amount since the dividing and disbursement formula is population-based to a degree. He would support any funding that comes in but emphasized that the county isn’t in “dire straits.” And he concluded that they’ve had the ability to cover their own costs and haven’t resorted to loans.

Scio working on project funding, preparing for winter

Scio is in the process of arranging funding for several ongoing projects. The clarifier rebuild for the village’s wastewater treatment plant has been fully funded, and the project was awarded to Border Patrol Construction, which offered the lowest bid ($556,291). The Appalachian Regional Commission grant has been awarded to cover the partial cost of water line replacement projects on Brown, Maple, Walnut, and Grandview Streets. The village is seeking additional funding for this project, which is still pending.

In addition, the wastewater collection system on Fowler Avenue will be undergoing repair, beginning on approximately Dec. 6.

The project is estimated to take around 165 days. During the final completion of the

repair, which will involve reclaiming and repaving the work zone, Fowler Avenue will be closed for three to four days, between 7 a.m. and 5 p.m.

The village of Scio has also prepared for winter, having ordered 200 tons of salt, 100 to 120 tons of which should arrive between Nov. 16 and 19. The remainder of the order should be delivered in January 2022. The village is also taking care of winterizing its equipment.

At the Nov. 10 village council meeting, there was some discussion about how to deal with complaints of barking dogs.

Village residents should be aware that if they have a complaint about a dog, they should contact the sheriff, who will dispatch the dog warden. However, if the dogs are tied, the warden can’t do anything about the situation. The warden can only attend to dogs that are running loose.

Smithfield alumni planning next scholarship dinner

BY ESTHER MCCOY Correspondent SMITHFIELD —A planning meeting of the Smithfield Alumni Association was held recently with a tentative July 10, 2022 date set for the dinner and scholarship awards at the Le Pierre Chateau in Smithfield. The group will be presenting three scholarships for high school graduates with parents or grandparents who graduated from the school.

There will be other scholarships from clubs,

individuals, and businesses, too. The Fred Straus scholarship is offered to a student who has completed one year of college studies.

The group plans to donate $500 to Easter Seals in memory of Rick Pastre, who served as the group’s treasurer for many years. He is sadly missed from the car repair and auto parts business he had in Smithfield and for his hospitality in letting retired men from the area come into his business for coffee early each morning. His accordion playing for seniors events was appreciated at weddings and
