Inspectors General reforms protect Ohio taxpayers

As the lead Republican negotiator on the bipartisan infrastructure bill, Ohio’s Senator Rob Portman has ensured that this historic investment in infrastructure will be a central part of his legacy when he leaves Washington after this term. But Portman should be working equally hard to ensure that the $1.2 trillion infrastructure spending has rigorous, apolitical oversight to prevent waste, fraud, and abuse from siphoning that money away from its intended purpose.

That’s why Portman’s efforts to strengthen our federal inspectors general need to be as bold as the infrastructure plan.

In 2020 alone, the federal Inspectors General (IGs) helped identify nearly $53 billion in potential savings. That’s a return of $17 for every one taxpayer dollar spent on IG operations. But despite creating obvious efficiencies and directly benefiting taxpayers, the Offices of Inspectors General (OIGs) across our government have been mired with gaps in authority, political attacks, and firings in recent years, harming their ability to do their jobs effectively.

Reform is needed to ensure IGs can identify additional waste and abuses within our government, saving taxpayers’ money and holding our government accountable for every cent citizens give them in taxes. Portman understands the importance of IGs and has co-sponsored the Securing IG Independence Act (S. 587), which aims to better equip Congress to oversee the removal of inspectors general effectively. But the bill has not yet been brought up for consideration in the Senate Homeland Security and Governmental Affairs Committee, despite Portman’s position as the committee’s highest-ranking Republican.

This legislation couldn’t be more timely, and not just because the Senate just approved massive federal spending on our nation’s infrastructure. This legislation is necessary because inspectors general — and the oversight they bring — have been undermined in recent years, prompting nine former watchdogs to urge Congress to pass long overdue reforms.

Multiple administrations have accepted the curtailment of IGs’ authorities and perpetuated serious widespread vacancies in these offices, undermining the U.S. government’s accountability.

Portman’s bill rightly seeks to bolster IG’s independence and stability, taking politics out of these offices and addressing future vacancies. S. 587 would require any president seeking to remove an IG to give “substantive rationale” for their decision. Additionally, the bill defines an explicit line of succession that better fills OIG vacancies. But that legislation stops short of protecting inspectors general from removal without cause.

The IG Independence and Empowerment Act (H.R. 2662), which recently passed the U.S. House of Representatives in a bipartisan vote, goes further to explicitly protect these essential government watchdogs from removal without cause. The House bill couples that additional independence with reforms to the Integrity Committee, which provides oversight of IGs and their senior staff, to help ensure that these vital officers approach their work with the utmost integrity.

Both the Senate and House bills would empower IGs to better detect financial savings for government and taxpayers, something Portman has championed throughout his career.

Reforms that increase the strength of IGs are important steps forward in holding our government accountable and ensuring Ohio taxpayer dollars are used effectively.

If Congress allows the executive branch to keep undermining these important offices, corruption and mismanagement are inevitable. Passing IG reform is a necessary step to rein in and prevent government waste, and doggedly pursuing these reforms should be a natural part of Senator Portman’s legacy for Ohio.

Tuesday’s Common Pleas Court sees over a dozen defendants

BY JD LONG jim@harrisonnewsherald.com CADIZ—On Tuesday, the Common Pleas Court had more than a dozen defendants facing a wide range of charges. For one, Timothy McDonald is facing a domestic violence charge, a fourth-degree felony. And he found himself on the receiving end of Judge T. Shawn Hervey’s wrath when McDonald pressed the judge for a reduced bond, stating his charge was a fourth-degree felony and not understanding why the bond had been set at $50,000. McDonald asked for his bond to be reduced to around $25,000 after stating he hadn’t been convicted of a domestic violence charge in 17 years. But prosecutor Lauren Knight illuminated McDonald’s criminal history — one that involves drugs and violence. Knight requested that the bond remain the same with no cash option. Instead, Hervey upped it to $75,000 with a 10% cash option. McDonald continued arguing over his bond, and Hervey finally explained, after continually being interrupted, that the bond had been reduced by inserting the 10% cash option — McDonald could pay $7,500 instead of $50,000. “I find your ability to stay out of trouble remarkably

low and the risk to the community remarkably high,” Hervey said to McDonald after hearing his past domestic violence history.

Most cases heard Tuesday involved drug-related felony charges and violations of community-based control sanctions. But in the case of co-defendants Jennifer Beavers of Carrollton and Merrick Swint of Canton, they each faced a charge of breaking and entering, fifth-degree felonies; they were arraigned and released on their own recognizance.

The 32-year-old Andrew Hill of Uhrichsville faced the most serious charges. Hill’s seven total charges included two first-degree aggravated burglary charges; other charges included third-degree abduction and two domestic violence misdemeanors. With discovery still an issue, Hervey announced he would set a final pretrial hearing for early October or possibly November.

Hill’s attorney, Anthony Koukoutas, requested Hill’s bond be reduced from $150,000 to $50,000; Knight said she would approve $100,000. She also announced the state’s offer of four years in prison with the possibility of judicial release after 18 months. Koukoutas responded that his client was still contemplating his options, with a jury trial being one of them.

The trial date was announced for Dec. 1.

COVID UPDATE Ohio’s COVID hospitalizations reach pandemic high for 50 and younger age group COLUMBUS—Ohio Governor Mike DeWine today provided an update Tuesday on the increased impact that COVID-19 is having on Ohio’s younger populations and the stress that the surge of cases is having on hospitals statewide. “The bottom line is that we’re seeing our highest levels ever of hospitalizations among those under 50 years old,” said DeWine. “Those who are getting very sick, being hospitalized, and dying of COVID are getting younger and younger.

And it is because they are not vaccinated.”

Through Tuesday, there were 459 newly reported hospitalizations, the highest number of new hospitalizations since January.

The number of new COVID hospitalizations for those under 50 was the highest during the entire pandemic during the week of Sept. 5, when Ohio hospitals admitted 398 patients under the age of 50.

During the most recently completed week (Sept. 5-11), 230 Ohioans 39 and younger were admitted to the hospital, the highest number of admissions for COVID in the age group during the entire pandemic, even higher than during the winter surge

when no one was vaccinated.

Around 97% of patients of all ages in Ohio hospitals today are unvaccinated. In July, 48% of COVID deaths were among those 69 years old and younger. In August, preliminary data shows that an average of two people younger than 50 died of COVID-19 in Ohio every day.

Last month, preliminary numbers showed 18 Ohioans 39 and younger died from COVID, compared to five people in the age range who died in June and two in July.

“If you are young and unvaccinated, it’s now probably only a question of when not if you get COVID-19. When you get COVID-19 without the protection of a vaccine, there is a very real risk you’ll end up in the hospital or the obituary pages. The numbers really tell it all. COVID has changed and is now making younger Ohioans who are not vaccinated very sick. Don’t become a statistic when there is a simple, safe, and effective alternative. Go out today and get vaccinated,” said Dr. Bruce Vanderhoff, director of the Ohio Department of Health.

Nearly 58% of Ohio students under local mandatory mask requirement

COLUMBUS—Governor Mike DeWine announced last week that nearly 58% of Ohio’s public K-12 students are now required by their local school to wear masks in the buildings. On Sept. 1, only 35% of Ohio students were required to wear a mask.

“I am pleased to see more school superintendents and school boards make the right decision and require masks to protect students and teachers from COVID-19 spread,” said DeWine. “We share a common goal of ensuring kids are in school, in person, five days a week. While vaccinations remain the best protection against severe

COVID-19 cases, masking will help protect those that can’t yet receive the vaccine and adds another layer of protection for those that have.”

The mask policies are working to limit the spread. In Ohio school districts where masks are optional, case rates are higher than in districts that require some masking, and the state sees better week-to-week trends in schools where everyone wears a mask. Most importantly, there have been fewer quarantines in schools where everyone wears a mask, helping meet the goal of keeping Ohio children in the classroom.

Last week was the third annual industry-association charity game Volley for the Valley.

As local support mounts, Ohio on verge of $808M deal with opioid distributors COLUMBUS—Thanks to the cooperation from Ohio’s cities, counties, townships, and villages, the OneOhio opioid settlement agreement with the nation’s three largest distributors now has the backing of more than 96% of the state’s litigating population, Attorney General Dave Yost announced last month.

As of Aug. 17, 135 of 143 litigating local governments had signed on to OneOhio — a total representing more than 96% of the population within the litigating subdivisions.

The state developed the OneOhio plan to ensure that any money from a negotiated settlement gets distributed fairly to the communities hit hardest by the opioid epidemic — but communities must have agreed to take part before being included. Under the plan, the settlement money would be distributed mostly locally: • 55% going to a foundation created to disburse the money and fund programs that benefit Ohioans affected by opioids and/or prevent addiction.

• 30% earmarked for community recovery programs at the local level.

• 15% going to the state of Ohio.

New Athens met for their monthly meeting last Monday night, and they passed a resolution to partake in the Ohio opioid lawsuit. The council passed Resolution 2021-03 unanimously to participate in the OneOhio Plan. The plan is the name of Ohio’s statewide involvement with the National Prescription Opioid Litigation. The litigation settled on July 21 this year to “resolve all opioid litigation brought by states and local political subdivisions against certain pharmaceutical distributors and manufacturers.”

Since Ohio took part in the litigation, local governments became eligible to receive funds from the settlement, hence the New Athens motion. The amount was unknown, but the roll call motion passed either way.

Hawks down Huskies in short notice thriller

CADIZ—As of 8 a.m. last Thursday morning, the Huskies were staring at an open Friday night on the calendar, as their originally scheduled matchup with East Liverpool was called off due to COVID issues within the Potter program. However, the phones were buzzing that morning as many teams in the same position as Harrison scrambled to fill their open dates — enter the Hawken Hawks, a Division IV private school located east of Cleveland.

With just 34 hours standing between them and a Friday night 7 p.m. kickoff, the two schools agreed to terms, and the Hawks drove over two hours to take on the Huskies (2-3) in Cadiz. In short, it was worth the ride for the Hawks and their small but loud following.

With the game tied at 27, and only 1:28 remaining on the fourth-quarter clock, the Hawks did something most teams don’t do. They dialed up a pass play on fourth-and-11 from their own 41-yard line — the result: a 59-yard touchdown pass that silenced the stadium and sealed a 34-27 Hawks (3-2) victory.

“I’m heartbroken for our kids,” head coach Anthony Hayes explained.

“We were outmanned tonight in every sense of the phrase. We put a lot of young kids out there, and they gave us everything they had. I have a huge amount of respect for our young guys for their commitment to the team.

All of our kids went all in tonight. Our coaches did an incredible job of getting our team ready to play an unknown opponent on such short notice. I can’t give them enough credit for the job they did with our younger kids. There were a couple questionable calls, and unfortunately, they didn’t go our way. We will get back to the drawing board and get ready for next week,” he continued.

On Wednesday, Sept. 15, the Harrison Central boys’ soccer team traveled to Belmont to play the Union Local Jets on their grass field.

The Huskies dominated the game, winning 9-0, and recorded their first shutout of the season. Junior Jace Madzia racked up 2 goals, senior Jacob Mattern scored 2, and senior captain Ben Puskarich got 1. Scoring their first Husky goals were freshmen Caleb Miller and Kayden Dunkle, sophomore Peyton Roski, and junior Taylor Cope. Head coach Derek Gramling commented, “It was great to score some goals and to see several of our players score their first varsity goals. It was unfortunate that the Jets did not have a full team tonight, but our boys had fun.”

Then on Thursday, Sept. 16, the Huskies trekked to Philo High School in Duncan Falls to compete with the Electrics. Philo scored first but not until there were only 18 minutes left

in the second half. Just three minutes later, the Huskies answered back with their own goal after an obstruction penalty and an indirect free kick by Puskarich connected with Madzia to tie the game at 1-1. Four minutes later, after yet another penalty, Madzia blasted a shot to put the Huskies on top 2-1. It was a battle to the end, with the Huskies securing the win at the final whistle. Goalkeeper Yoho had 5 saves during the game. Gramling was relieved: “We got our win and got out without any injuries to our team even after all of the bad luck fouls.”

The Coshocton Redskins arrived at Wagner Field on Saturday, Sept. 18, for a challenging game on a hot, sunny day. The Huskies were able to hold the Redskins to only 2 goals in the first half, but they ended up shutting the Huskies out, 0-8. In goal, Yoho logged 11 saves during the match. Coach Gramling’s description was spot-on: “It was the end of a long week, and our boys had nothing left in the tank. We played another tough team with a lot of seniors, but we got out without any injuries.

We will rest up and look forward to a good remainder of our season.” The Huskies will play away at Union Local on Tuesday, Sept. 28 at 6 p.m. and Carrollton on Thursday, Sept. 30 at 7 p.m.

STEUBENVILLE—Two recent losses by the Husky varsity volleyball team has them with their backs to the wall in both the Buckeye 8 and the OVAC. The first of the two losses came last Wednesday in Steubenville against the Big Red, where the Huskies would claim one of the sets. The match scoring would be 25-19, 25-20, 23-25, and a hard-fought set of 27-25.

Harrison would end the day with McKayla Dunkle registering 24 kills and 4 blocks, Logan Johnson with 37 assists and 13 points, and Maddy Butler contributing 26 digs. The reserve team also lost in two sets.

The following evening in Cadiz, the Huskies fell to visiting Indian Creek in three consecutive sets. In doing so, the sets would end by scores of 25-14, 25-18, and 25-22. In that loss, Dunkle had 9 kills and 16 assists, and Butler tossed in 26 digs. Harrison’s reserves also lost.

They fell in two sets with scores of 25-19 and 25-12.

Varsity Golf: On Wednesday at Oglebay Park in the IV-A OVAC results, Harrison finished in 5th behind the 1st-place St. Clairsville, 2nd-place Beaver Local, and 3rd-place Cambridge. East Liverpool was 4th overall, followed by Indian Creek at 6th, Union Local at 7th, and Oak Glen at 8th.

Edison was 9th, and Weir was 10th. Aiden Sliva paced the Huskies with 88. Nash Roberts finished with a 95, Heath Clay a 97, and Wyatt Foreman a 107.

Varsity Soccer Standings: In last week’s OVAC IV-A soccer standings, the Harrison Central boys landed in 8th place with a 1-31 record. They have scored a total of 5 goals, have a CP of 85, and an average of 17.0. Weir (5-0-2) is in 1st place, St. Clairsville (7-1-0)

is 2nd, and Oak Glen (3-1-) is 3rd. In girls’ soccer, Harrison is in 4th place with a record of 4-4-1. They have scored a total of 9 goals.

They have a CP of 210 and sport an average of 23.33. St. Clairsville is in 1st place, Oak Glen 2nd, and Beaver Local is 3rd.

Varsity Volleyball Standings: In OVAC IV-A varsity volleyball, Harrison is currently in 8th place. The Huskies have a record of 2-5 with seven games behind them. HUNTING SEASON Countdown to Ohio’s deer archery season begins

COLUMBUS—The crisp air and changing fall colors are fast approaching, which means one thing for Ohio’s hunters: deer hunting season is almost here. According to the Ohio Department of Natural Resources Division of Wildlife, Ohio’s extremely popular deer archery hunting season opens on Saturday, Sept. 25.

Last season, Ohio archery hunters harvested more than 93,500 deer, the highest total on record. Deer harvested with archery equipment made up 47% of all deer taken during 2020-21, marking the eighth year in a row that more deer were harvested with a bow than during the weeklong gun season (71,651).

“White-tailed deer are highly active during October and November because of the breeding season, making these months popular for bowhunters,” said Division of Wildlife Chief Kendra Wecker. “Ohio’s long-term management plan has led to quality deer hunting that is recognized as some of the best in the nation.”

Overall, hunters harvested 197,721 deer during 202021, 9% higher than the three-year average. The total includes 83,332 bucks, 94,763 does, and 19,626 button bucks.

Coshocton County once again led the state with 6,791 deer harvested. Other counties with a high deer harvest include Tuscarawas (6,158), Ashtabula (5,662), Licking (5,549), Knox (5,247), Muskingum (5,171), Holmes (4,833), Guernsey (4,809), Carroll (4,123), and Trumbull (4,014).

Ohio is known nationwide for its trophy deer hunting, and a searchable list of the Buckeye Big Buck Club record book is available at wildohio.gov. The top nontypical buck scored 304 and six-eighths and was harvested by Michael Beatty in Greene County in 2000. The two top typical bucks scored 201 and one-eighth, harvested by Brad Jerman (2004 in Warren County) and William Kontras (1986 in Clark County). All three deer were taken with archery equipment.

Landowners can now receive an incentive to allow hunters access during specific hunting seasons through the Ohio Landowner and Hunter Access Partnership Program. Visit the program page at wildohio.gov to sign up as a landowner or hunter. For those who want to try hunting Ohio’s public land, a list of locations can be found on the Division of Wildlife website.

Ohio commemorates National Hunting and Fishing Day COLUMBUS—On Saturday, Sept. 25, the Ohio Department of Natural Resources Division of Wildlife invites all Ohioans to join the more than 50 million sportsmen and women in the commemoration of National Hunting and Fishing Day. Now in its 49th year, National Hunting and Fishing Day was launched by the National Shooting Sports Foundation and is celebrated annually on the fourth Saturday in September. And in Ohio, it also coincides with the start of the deer archery hunting season. Governor Mike DeWine and Lt. Governor John Husted signed a proclamation to recognize the storied tradition of hunting and angling in the Buckeye State.

Nationwide sales from hunting and fishing licenses and excise taxes on firearms, ammunition, and archery and fishing equipment have contributed billions of dollars to wildlife conservation. These funds help the states purchase and manage public lands, which provide wildlife with a place to live and sportsmen and women with a place to hunt and fish.

Ohio hunting and fishing license sales have contributed to new or upgraded facilities for hunters and anglers.

These facilities include world-class shooting ranges at the Delaware and Spring Valley Wildlife Areas. Other projects feature a fishing pier at Caesar Creek Lake, a new archery shooting range at Mohican State Park, and boating access on the Scioto River in Pickaway County.

Ohioans have many options for hunting and fishing during National Hunting and Fishing Day. Hunting seasons are open for squirrel, mourning dove, and deer. The fall is also a fantastic time to fish for walleye, yellow perch, saugeye, bass, catfish, and panfish, which all draw people to the water.

CADIZ—A suspect recently released from prison for possessing child pornography was arrested again Thursday afternoon for the same offense. After receiving a tip, Cadiz Police confronted the 44-year-old William J. Woodward of 220 E. Warren Street in Cadiz at around 9:15 a.m.

Chief Ryan McCann, Lt. Ron Carter, and patrolman Groves questioned Woodward, and he was taken to the police department, where he admitted to possessing child pornography and provided a written statement where he apologized for his behavior. In addition, Carter stated that the victims were under 10.

Carter said Woodward was cooperative and apologized for “his sick and stupid ways.” Carter added that Woodward is currently looking at a second-degree felony, but it could be upgraded to the first degree when considering suspicion of crossing state lines.

“It appears to be an Internet-based incident at this time and

doesn’t appear to be local victims,” Carter stated. Additionally, the FBI was present at the sheriff’s office when Woodward was brought in for booking. According to Carter, the special agent was informed of the case, and there’s a possibility they might take over.

Graphic photographs and videos were obtained from Woodward’s possession, including his cell phone and laptop. Carter said Woodward had recently been released from prison early via judicial release.

“These types of crimes will not be tolerated, and we will pursue and ask for charges to the full extent of the law,” Carter explained. “Sometimes young children that are victims aren’t able to voice incidents like this. We will be their voice and do everything in our power to protect children of our community and any other community that we can be of help to this.”

God saw what people missed. If you or I were assigned to pick disciples and apostles for Jesus, would any of us have chosen a loud-mouthed fisherman who would sooner cut your ear off as look at you? Would any of us have chosen the traitor Matthew who collected taxes for his countrymen’s conquerors? Or Saul of Tarsus, whose delight was arresting Christians?

But God sees what we cannot see: the heart.

Paul later told the Corinthians to “Judge nothing prematurely, before the Lord comes, who will both bring to light what is hidden in darkness and reveal the intentions of the hearts. And then praise will come to each one from God.” We may think we know what is going on with someone, but we don’t always know their history, why they do what they do, and how they became what they are now.

An entire country missed the Messiah in their midst because he didn’t look like what they thought a Messiah should look like. They judged outwardly, not inwardly.

Isaiah 53 says of Jesus, “He didn’t have an impressive form or majesty that we should look at him, no appearance that we should desire him.” This was God saying, “Listen to His words; that’s where truth is.” How many people have you and I dismissed as not a major player in life because they didn’t look the part? It’s time we set aside our own visual prejudices and pray that God lets us see what he sees.

OBITUARIES Dr. James M. Mills Dr. James M. Mills, 94, of Lower Salem passed away peacefully at his home on September 17, 2021, with his wife of 62 years, Marilyn, at his side. He was born on August 22, 1927, in Cadiz, Ohio, a son of Edwin Lewis and Olive Moorhead Mills and

survived by sister Julia Littlejohn of Nashville, Tennessee.

Jim graduated from Cadiz High School in 1945 at the age of 17 and immediately enlisted as a naval air cadet. He attended Denison University and Union College under the Navy V-5 program. He graduated in 1949 from Ohio State University with a degree in business administration. After a short career in the coal industry, he applied and attended the Ohio State University Dental College and graduated cum laude in 1957. He was a member of the Delta Tau Delta fraternity, Psi Omega dental fraternity, and Omicron Kappa Upsilon dental honorary. Dr. Mills retired from dentistry at the age of 80.

Scio Pottery (Scio, Ohio) was built by the Albright China Company in 1919, and the plant operated until 1927 when it was shut down completely. In 1932, it was sold to Lew Reese for taxes. In 1947 a large portion of the plant was destroyed by fire.

“Dec. 11, 1947: Ankle-deep in water on the bitterly cold December day, Lew Reese looked upon the wreckage. Remembering that in the ashes lay the means of livelihood and the hopes of a whole community, he said simply, ‘We’ll build her up again — better than before.’

“The morning after the fire, townspeople and employees — pushing wheelbarrows and carrying shovels arrived on the scene.

This host of volunteers braved the biting cold, with no thought of pay but only intent on getting the heart of their town to beating again. It had been estimated that the gigantic cleanup job would require weeks; actually, it was completed in three days. Through the loyalty of employees and townspeople and the help from customers, suppliers, and friends from all over the United States, they constructed 188,830 square feet of space and used 1811 tons of structural steel in exactly 62 days, a world’s record for erecting Quonset-type steel buildings, according to Great Lakes Steel Corporation and the Weirton Steel Company, who furnished the steel.”

John (Lenee’) Mills, and Dr. Meredith (Les) Weimer; 10 grandchildren: Alex (Meg) and Jillian Dunlap, Jacob, Andrew (Jordan), Maddie Mills, Regan, McKenna, Kayden and Jack Mills, and Ian Weimer; great-granddaughters, Shay and Micah Mills; and several cousins, nieces and nephews.

The family wishes to thank Dr. Cawley and all the wonderful caregivers during his long illness. In lieu of flowers, the family would appreciate donations to Shriner’s Children’s Hospital or Marietta Community Foundation.

Koda Devore placed 5th and 6th at the Tuscarawas County Fair on Sept. 20 in the crossroads racing event. He will be heading to southern Ohio the weekend of Sept. 25 for the EROC Nationals round No. 11. Good luck and safe travels.

The Moravian Trail Daughters of the American Revolution held their September meeting at the American Legion in Cadiz.

The group received a certificate for 100% participation in the National President General’s Project “Rise and Shine for America” and a certificate from the national society for outstanding accomplishments in attaining Chapter Achievement Award Level 2 for 2020. Chapter dues are payable by the Oct. 16 meeting. The group will be making “Hug Mugs” to be given to local veterans. The chapter will be the SE District Hostesses of Hospitality for the state convention next year.

The next meeting of the Women of Mission of the Deersville UM Church will be Thursday, Oct. 7 at 11 a.m. at the Holy Grounds Café in Dennison, Ohio. Gloria Allen will be presenting the program.

Dear Ann, I have a difficult situation with my mother-in-law. She often favors my husband over me, and while I know he is her son, it seems like sometimes she is against me. We see his family often and live near them. I feel resentful for her not accepting me after 5 years, and my husband is not sympathetic or very aware of the situation. What should I do?

Dear Slighted, It is possible that even after 5 years she does not realize she is coming across that way. Sometimes it is hard for mothers to let go of their children...she could be unknowingly holding onto him.

I encourage you to seriously, but unemotionally, talk to your husband to see if he notices her attitude toward you. If so, it would be good to sit down together with your mother-in-law and your husband

as a mediator who is loving toward both parties. Tell your mother-in-law that you feel slighted. Communication is most often the right path even when it is difficult, and as women, our feelings often get misinterpreted. We may not really mean to come across the way we did. Being resentful will only lead to your bitterness, which is detrimental to you and causes even more family problems. To shift your mindset regardless of whether or not she changes, you could always do unexpected little things for her just to make her feel special. It is difficult to be rude to someone who is habitually kind to you! But regardless of how your mother-in-law chooses to move forward, know that you control your attitude and reactions. Remember that your husband is your main priority, and you both will need to be unified in this situation—try not to view her as the enemy.

The Carl Butterfield Memorial Car Show is back and bigger than ever The show will be Saturday, Oct. 2, from 9 a.m. to 2 p.m. at the Harrison County Fairgrounds; all the proceeds go toward people fighting cancer in Harrison County.

Thanks to all the great sponsors, the car show will be able to present 90 trophies and silent auction items, 2 of which are framed Dave Barnhouse prints. One print is the 100th Anniversary of the Ohio Farm Bureau, donated by the Harrison County Farm Bureau. The second print is the Barnesville Pumpkin Festival, donated by Keith Williams and John and Judy Seleski.

There will also be a 50-50 and over $750 worth of door prizes, for example, an anniversary snap-on quarter and three-eighths inch ratchet set (retail val-

ue of $286). The last door prize awarded will be the 100th.

Additionally, there will be music by the Spikeman and a food stand.

The first 125 entries will receive a goody bag, including a dash plaque and a NAPA or Summit hat. And every car that enters the show gets a free 4-inch-by6-inch picture of them with their vehicle.

There will also be an indoor toy show this year. It will feature vendors that sell Hot Wheels, trains, model cars, and farm toys (and more).

The average Ohioan would give up 3 years of their life to keep drinking alcohol Humans have developed many behaviors and habits that continue despite studies proving that they have adverse health complications — from smoking cigarettes and drinking too much coffee to the overconsumption of processed food and skimping on exercise.

A recent major study found that drinking any amount of alcohol has a negative impact on the brain and is linked to increased risk of developing more cancers than previously thought. However, many people continue to drink despite knowing that it could take years off their lives, evidenced by a recent 3,700-person survey conducted by alcohol. org, a leading provider of alcohol addiction treatment resources.

The survey discovered that nearly a third (30%) of respondents admit they ignore frequent studies that warn of the health risks of alcohol. And despite many studies cautioning that alcohol can take years off consumers’ lives, the average Ohio drinker would even be willing to give up three years of their life if it meant they could continue to drink.

Perhaps due to clever marketing, the survey also found that more than a third (37%) of drinkers believe craft beer is healthier than

regular commercial beer, despite many craft beers containing higher alcohol by volume.

The more alcohol a beer contains, the more calories it will likely have, and if you’re consuming it frequently, it may create a dent in a healthy lifestyle.

Almost half of the respondents also believe moderate alcohol consumption has health benefits, despite studies showing otherwise. A separate study conducted recently found that 46% also thought alcohol reduces an individual’s risk of developing cardiovascular disease, while 31% believed it could actually increase life expectancy. A further 15% thought it prevented catching a common cold, and 8% thought it lowered the risk of diabetes.

The survey by alcohol.org also uncovered that a staggering 89% think wine is the alcohol with the greatest health benefits. Seven percent thought spirits have the biggest health benefits, while 4% believed beer does.

Lastly, if given a choice between giving up coffee or giving up alcohol for the rest of their lives, more than a third (37%) would give up their morning joe every single day for the sake of being able to drink alcohol.

Harrison County’s Paige Wood nationally certified as new court manager The Harrison County Probate/Juvenile Court is proud to announce that court administrator Paige Wood recently completed a three-year course earning the title of a nationally recognized certified court manager.

She is the first court administer in Harrison County ever to achieve the distinction.

The court management program is a certification program of the National Center for State Courts Institute for Court Management and taught by the Supreme Court of Ohio Judicial College. This knowledge-based and skill-building program is designed to help court leaders improve operations and

support administration of justice.

Wood was selected by the Ohio Supreme Court from a statewide pool of applicants to be one of only 50 participants in the program, with 40 graduating. The entire court management program curriculum is based on the National Association for Court Management core system, which addresses the knowledge, skills, and abilities necessary for effective court managers.

Judge Puskarich stated he was “very proud” of Wood for her dedication to the court and Harrison County in seeking the certification. He has already seen her stream-

lining procedures and making the court even more efficient.

Wood felt “fortunate” to be selected; many applicants are turned down for this program. She stated that the networking of individuals across the state has greatly benefited the court. Wood also “appreciates the accomplishments” of the court “with such limited staff and resources” compared to many others statewide. Puskarich confirmed that she wears many hats and keeps the court on track to better serve Harrison County.

Position with the Village of Scio: Description

The Public Works Maintenance and Operations worker is a position designated by the Village Council for the Village of Scio. The primary responsibilities of this position are the operation of the water and wastewater treatment facilities, the maintenance of Village property as well as the use of light and heavy-duty Village equipment, and maintenance of underground infrastructure. The position of Public Works Maintenance and Operations worker has specific responsibilities for operation of public utilities, removal of snow and ice, repairing water service leaks, maintenance and repair of the sewer system, tree maintenance, brush cleanup, sign maintenance, Village property maintenance, etc. To perform these major duties, maintenance and Operations workers will be expected to maintain and clean their equipment, restock depleted inventories, work cooperatively with co-workers and contractors, and continue their education and training as specified by the Village Administrator or direction of the Mayor. Scio village council approves Ordinance 2021-007

BY ED BANKS Harrison News-Herald Staff Writer SCIO—Following the general roll call of Monday’s Scio village council meeting, the submitted meeting minutes were approved, then the council members went into an executive session. Upon their return, the council suspended the reading of village Ordinance 2021-007 and unanimously approved the document.

Ordinance 2021-007 states “that it is in the best interest of the village of Scio and its inhabitants to require parcels and territories receiving municipal water and/or sewer utility services to be annexed within the corporate limits of the municipality as a condition of the extension and/or continuation of said services.”

The ordinance goes on to say, “Council further determine said annexation requirements in exchange for municipal water and/or sewer utility services shall apply to (1) future extensions of said services and (2) the continuation of Municipal water/or sewer utility service through existing infrastructure.”

In parts, the document also went on to provide the home rule that provides the authority of the municipality, according to Ohio’s constitution: “All titled owners outside the corporate limits of the municipality must agree to the annexation of each parcel of property of territory receiving such water and/or sewer utility services; this ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety, and welfare of the citizens of the village of Scio.”

In other business, the council noted that the water project is still on hold, but Saturday, Oct. 30 (3-6 p.m.) was set as the recognition day. And in new business, the financial report was accepted as reported, and the paying of bills was approved. In Jason Tubaugh’s report, he mentioned that the cost of doing business with EPA would be $1,312.

After consideration and studies, there was a possibility that up to six months could be cut off the Ohio 646 project’s time frame. Additionally, there was one water line repair in the village. There is also an employee vacancy, but Tubaugh is working with them to see if they might stay on longer. Also, an Appalachian Regional Commission was awarded to cover portions of the Grantater line project and Brown, Maple, Walnut, and Grandview Streets, and a CDBG Grant is in the process.

Council member Carol Davy said, “We are doing everything we can for the village. We continually strive to bring resolution to the things that will benefit the village and the people.”

“Our 646 project is a very important one,” said council member Betty Gotschall.

“We are hoping to get some type of resolution in the near future. “There are multiple trucks traveling that road, and our hope is to make all of the issues there become resolved.”

BOWERSTON—At the September meeting of Bowerston’s village council, village administrator Bart Busby reported that part-time employee Allan Marcus had resigned to pursue other interests.

Busby told the council that although Marcus had been working full time since March, he felt that a part-time employee would be

sufficient at this time of the year, considering that the permanent, full-time position had been filled recently.

Council member Jon Humphrey inquired on the skills required for the position, and Busby said he would be looking for someone to do mowing and miscellaneous tasks; a valid driver’s license would be necessary.

Busby told the council that he intended to begin interviews with the personnel committee as soon as resumes were received and that he hoped to hire before the October meeting.

“When people are in need, the community responds,” Miller said.

With that response came the fixed outdoor staircase and the replastering of the inside walls after years and years of water-damage deterioration — the old roof being the culprit.

Work was completed a few weeks ago, and now a fresh coat of fire truck red covers the outside making the building new again.

Miller said they would like to have an appreciation dinner for all the people who generously donated, but he’s not sure when that will take place.

“Over and above” is how Miller described everyone who donated something.

Miller also gave thanks to Mayor John Migliore, who was beneficial in organizing some of the fundraising.

Harrison County’s Pulling For A Cure is returning this year to the fairgrounds. Truck and tractor pulls will be held Friday, Oct. 1, starting at 6:30 p.m. Gates open up at 3 p.m., and admission is $5 per person. All proceeds go to assist cancer patients in Harrison County and beyond.

Along with a night of pulls, there will also be the fan-favorite food stand by the Harrison County Farm Bureau: pulled pork, hamburgers, roast beef, meatball subs, and of course, french fries. There will also be silent auction gift baskets and a 50-50 raffle. And T-shirts will be available for $20 at the food stand. This year’s shirt has the locally known Back In Black truck on the front; all the T-shirt money goes to the cancer fund.

Rhome also said people are still seeking their first and second vaccination shots. Last week they administered nearly 50 first-time shots after it had been relatively slow recently.

Rhome emphasized mask-wearing in public, whether one is vaccinated or not, and that people need to get vaccinated.

According to the CDC’s official website, four new hospitalizations have been documented in their seven-day metrics. It also says that just 42.1% of Harrison County residents have been vaccinated. “Harrison Community Hospital has seen a significant increase in the number of COVID-19 cases, said David Phillips, president and CEO of WVU Medicine Barnesville Hospital and Harrison Community Hospital. “Due to the increase in cases and the strain on the local healthcare system, the majority of local hospitals have limited or no bed capacity to transfer critical patients,” per the WVU Medicine at Barnesville and Harrison Community Hospitals.

Hopedale continues discussing water-sewer options

BY JD LONG jim@harrisonnewsherald.com HOPEDALE—Last Wednesday, council member Willie Luther provided a rundown on the village’s recent water and sewer meeting, where three options were given for the new water tank.

While Luther said the most significant factor was using concrete versus metal, balancing the elimination of pressure valves versus savings was also a major consideration.

The third option — and the least expensive method at $2.5-3 million — would involve the placement near the Gables Care Center. But the location would depend on how the pressure, volume, and hydraulics would work in that setting, Mayor Mike Pelegreen explained. He added that the village could consolidate the two current tanks — one on Lahm Drive and the other at the village park — into a single-tank system. The least expensive option would be using a concrete tank at 300,000 gallons combined with a smaller 20,000-gallon pressure tank placed near Gables. The metal tank would be the more costly one at around $4.2 million, he added.

“And that’s in order to eliminate like eighteen pressure valves you have to have just about on every street in Hopedale at $20,000 a piece,” Pelegreen said. But the village’s first option was for a new tank and its needed pressure valves at the park.

“We’d have to put that booster station [Lahm Drive] in with this option,” Luther said; the second option involves the metal tank currently at the park and placing it near Gables. For the second option, the council hopes to include only one pressure releasing valve and upgrade their current booster station.

Luther said the biggest difference with the third option would be a hybrid pneumatic tank. It would include a concrete tank located at the park — and it would upgrade their existing booster station.

“It would give the nursing home [Gables Care Center] the pressure they need, but you still need the little booster station that we got there at the foot of the hill to fill that tank,” Pelegreen explained. Luther said the 20,000-gallon water tank would be contained in a covered building.

“This is still all relying upon what it says when we go out to the county line and crank that valve wide open,” Luther told the council. “We have to see how much flow we have. Depending on how much flow we have, we might have to do other things.”

Pelegreen said it would be approximately a month before all the testing is completed and the results are known.

Commissioners give 30-day option for CIC resolution

CADIZ—The Harrison County Commissioners took another step Wednesday to resolve their issues with the county’s Community Improvement Corporation by attempting to establish better communication or dissolving the Commissioners-CIC “cooperative agreement.” Commissioner Paul Coffland read public record Resolution 46-21 that presents the CIC with a 30-day notice to terminate if they so choose. “A resolution authorizing the chair of the board to prepare a 30-day notice to the Harrison County Improvement Corporation of the Board’s intention to terminate the Cooperative Agreement between the County and the CIC, which may be exercised and delivered by the Chair at a time suitable in the Chair’s discretion.”

Coffland weighed in on the situation: “This is simply a continuation of the process we’ve been going through, and it’s a next step. At this point, things have been moving along but

not at the pace we would like to see.” However, Coffland felt people “work better with deadlines,” alluding to the resolution’s 30-day limit, and added that the commissioners were hopeful that things could work out positively for all parties and the relationship with the CIC would continue.

“What this is giving us is the ability to act if we have to,” he stated. “This is giving the chairman the ability to have our attorney have the needed paperwork, everything ready to go, that if I deem it necessary in the process of negotiation, they get 30-day notice.”

When asked if this included Harrison County Economic Development Director Nick Homrighausen, both stated that they’re “one in the same.” When asked if the commissioners were still seeking to cut ties with the CIC, Coffland said, “This is going back to February when we started this process. There are some legal issues that we need to have worked out.” He added some contractual, monetary, and “roles and responsibilities and employee issues” had factored in that also needed to be worked out “for all parties.”

Opioid deaths continue to rise as Delta looms BALTIMORE—Tens of thousands of American lives end prematurely every year due to opioid overdoses, leaving families shattered.

Dr. Paul Christo, an associate professor in the Division of Pain Medicine at the Johns Hopkins University School of Medicine, wants to remind those battling addiction to use telemedicine and telemental health services that emerged as valuable resources in 2020. And he adds that clinicians need to advocate to their patients that online treatment options are available.

Christo, who is on the frontlines working to curb the impact of the opioid crisis, also wants patients to know that critical medications for maintaining sobriety can be prescribed by telehealth or telephone.

“The number of fatalities from opioid-related overdoses could be nearly 30% percent higher than reported due to missing information or incomplete death records,” he says. “The worst fear is that because of social isolation, people are not being found or treated immediately.”

The opioid epidemic today progressed in three phases, according to the Centers for Disease Control and Prevention. The first involves deaths caused by prescription opioids; the second, an increase in heroin use; and the third, a surge in the use of synthetic opioids or fentanyl. Experts say the U.S. is right in the middle of the third phase of the epidemic due to the increasing availability of fentanyl and increas-

ing rates of overdose deaths involving synthetic opioids.

According to a recent study, there were 632,331 drug overdoses between 1999 and 2016. Most of these deaths (78.2%) were drug overdoses with known drug classification.

Moreover, 21.8% were unclassified drug overdoses. A further investigation revealed that for unclassified drug overdoses, 71.8% involved opioids, translating to 99,160 additional opioid-related deaths.

There were over 70,000 drug overdose deaths in 2017, according to an estimate from the CDC. Based on findings from the new study, over half of those deaths — about 47,000 — are suspected of involving opioids.

Another study on opioid overdoses found that drug overdose deaths decreased by 4% from 2017 to 2018. In 2018, more than 67,000 people died from drug overdoses, making it a leading cause of injury-related death in the United States. Almost 70% involved a prescription or illicit opioid of those deaths.

“COVID 19 impacted the drug supply chain by closing borders on some regions, and it led to the higher death rate,” Dr. Christo explained. He added that drugs become more challenging to get, and the potency of overdose goes up. It also impacts the price, everything goes up, and in that sense, it becomes more deadly each day, according to Christo.

And the council is reminding residents that the village has ordinances that say to mow and weedeat yards and keep houses and properties clean.
