Carroll commissioners finalize 2019 county budget By NANCY SCHAAR FPS Correspondent
County commissioners finalized the 2019 budget on Jan. 3. “This is the first time I can remember that we didn’t have to transfer money to bring the close out figures to zero,” said Commissioner Jeff Ohler. Commissioner Bob Wirkner said the original budget requests totaled $10,057,000, but that had been brought down today to $10,018,000.
The certification of estimated receipts according to Auditor Lynn Fairclough is now $10,479,000. With a few more dollars to work with, Wirkner suggested the grant given to the County Airport Authority be increased. They have been given $5,000 per year but Wirkner learned that amount does not even cover the real estate taxes so the money is just coming right back to the county and not providing a boost to the airport budget. Following further discussion, commissioners agreed to increase the grant to the Carroll County Airport Author-
ity board to $15,000 for 2019. Ohler brought up for discussion the funds needed to fix Magnet Road in Augusta Township. Trustee Carl Mangun had asked commissioners for help because the slippage was so severe they were going to have to close the road. They had been able to accumulate funds for the repair but were still $53,000 short. Mangun was very concerned that any emergency vehicle, police, fire, or ambulance, will take at least another 15 minutes to reach someone in that area if the road was closed. Ohler believed that need should be
reconsidered since it relates to infrastructure of the county. Commissioner Clerk II Chris Modranski spoke with Mangun and was informed that the township trustees had been able to raise all the funds needed for the road repairs. Other changes to funds needed were for the county’s share of Multi-County Juvenile District. They had requested $181,000, but that had changed to only $110,000. Leggett reported the Park District had sent a letter requesting $36,000 to install a warming kitchen and replace the roof of the barn.
A grant to the fair board was increased from $20,000 to $40,000 for 2019. The amount from the general fund account for commissioners is $886,940, the sheriff’s department will receive $2,789,567, and the grant for the fire department was increased from $32,000 to $40,000. The total amount appropriated for the general fund budget for 2019 is $10,074,176. The total approved for the county non-general fund is $20,882,800. The grand total of all funds budgeted for 2019 for the county is $30,956,977.
Auditor reminds residents about deadline for CAUV renewals By NANCY SCHAAR FPS Correspondent Carroll County Auditor Lynn Fairclough has sent letters to county residents who own agricultural land and who participate in the CAUV (Current Agricultural Use Valuation) program. All renewal applications are due by March 4. The CAUV program is to provide
tax relief to the owners of agricultural land who are actively using the land for commercial agriculture. To stay in compliance with the program, each owner must file a renewal application each year, according to Fairclough. Fairclough has mailed each CAUV participant a reminder that these application letters to the program must be sent in every year for renewal. The mailing from the county auditor will be the only notice residents will receive.
The rules for these application papers were changed in 2017 and are now due each year. “If the renewal application is not returned by the first Monday in March, the land will be removed from the CAUV program and land owners will be required to pay a three year recoupment,” said Fairclough. If anyone has any questions, they may visit the auditor at the Carroll County Courthouse or call her at 330-6272096.
Carroll County Foundation awards $73,000 in scholarships It was a record-breaking year in 2018 of scholarships awarded through the Carroll County Foundation, an affiliate organization of the Stark Community Foundation. During the 2017-18 academic year, the Carroll County Foundation awarded $73,000 in academic scholarships to Carroll County students. Since its inception in 1994, the Carroll County Foundation has awarded over $350,000 in scholarships to Carroll County students, according to Callie Livengood, director of marketing and communications for the Stark Community Foundation. Electric heater suspected as cause of house fire A Carrollton family lost their home and their cat Thursday, Jan. 3, when a fire broke out in their mobile home. Carrollton Fire Chief Shane Thomas said firefighters received the call to 6011 Alamo Road S.E., Carrollton, for a mobile home fire at 2:10 p.m. There was substantial damage was done to the home and is considered a total loss, Thomas said. The family was not home at the time, but a cat passed away in the fire. The State Fire Marshal was on site Friday, Jan. 4, and ruled the cause accidental. It is believed the cause was an electric heater. The homeowner Traci Maple Lumley and her son lost everything in the blaze. A GoFundMe page has been started to assist the family. Carrollton Village Fire Department received mutual aid from Carroll County, Perrysville, London Township, Jewett and Scio volunteer fire departments.
