Cadiz CIC talks old bank building, possible historic district

BY REBECCA BRATTEN WEISS Harrison News-Herald Reporting Journalist The Cadiz Community Improvement Corporation met on Nov. 18 to discuss several projects and issues that are ongoing in the community, as well as to broach new topics for consideration.

One familiar topic, likely to be of interest to Cadiz area residents, was how to deal with the old First National Bank building. In 2011 the century-old building, which housed several apartments at the time, was seriously damaged in a fire. Then in 2016, several other historic buildings adjacent to it were demolished due to extreme deterioration. Since then, the bank building has stood open to the elements and is generally regarded as an eyesore.

engineering in Wheeling regarding the estimated cost of replacing the walls and closing the building up to prevent further structural damage. Another option proposed, however, was that they have the building taken down and the adjacent building shored up. However, the point was raised that this could be even more expensive than repairing the bank building enough to close it off to the elements.

During the November meeting, CIC members also initiated a new topic of conversation: the possibility of having a portion of uptown Cadiz turned into a historic district. As was pointed out, having an area of a community designated as “historic” provides certain benefits to the area and any businesses located in it, including increased access to grants and certain tax benefits.

There was some discussion among the CIC members regarding the benefits of becoming a historic district and concerns regarding the cost, especially since the survey wouldn’t guarantee that the proposed area would become a historic district. It would be left up to the state’s discretion.

Commissioners pass Resolution 54-21

The biggest bullet point during the commissioners’ final November meeting last Wednesday focused on Freeport and their sewer system upgrades. Resolution 54-21 focuses on Freeport’s septic system after it was red-flagged by the EPA. The EPA deemed the system as “failing” and a contaminant source for Ohio’s streams and waterways. And as the resolution expounded, it was a public health issue.

Resolution 54-21 ultimately establishes a “tap-fee charge” for the residents of Freeport to generate funding to repay portions of loans and build a supplemental account to work jointly with any grants for the new sanitary system’s construction. Part of receiving loans (from the OWA in this case) for the work requires a reliable repayment source from the county. However, since the county isn’t

Encino Energy, Harrison County Military Support Group work together for Veterans Day celebration CARROLLTON—On Nov. 11, Encino Energy partnered with the Harrison County Military Support Group in conjunction with the company’s first annual Veterans Appreciation Day. Encino’s employees opened up their wallets, hearts, and pantry to provide key items to active-duty soldiers currently deployed overseas in preparation for the upcoming Christmas packing day.

The Harrison County Military Support Group comes together every month and provides care packages during the holiday seasons for those fighting overseas. Since its inception in 2003, the Support Group has sent out hundreds of boxes to enlisted soldiers stationed abroad.

“We just want them to know that someone is in their corner and that we appreciate their service,” said Sarah Snyder, a member of the Harrison County Military Support Group. “As the holiday season approaches, this is especially important for the men and women who won’t be home to spend it with their families. We are grateful for Encino Energy’s support and heartwarming donations.”

This year, Encino supplied care package items collected from employees and paid for all postage related to the shipment to our soldiers.

Most importantly, Encino employees spent time handwriting thank you notes that will be included in those care packages.

Jackie Stewart, the Director of External Affairs of Encino Energy, said the company is always looking for ways to give back to those within the community and show appreciation for the many veterans employed by Encino Energy.

“Scammers are always trying new things to get information,” Myers stated. “They are especially active during the holiday season.”

Myers said he cannot stress enough the importance of not sharing any personal information with anyone who calls, texts, or emails asking for personal details.

“They will do anything to get your information,” he noted. “And once they do, it’s normally too late to stop them from stealing your identity.”

According to Myers, scammers will do any of the following to gain your personal information:

“If we had a surge like in September, with a flu surge on top, that could be catastrophic for our health care system,” Rhome said.

By Susan Adams Thank you to all the folks who came to the “Surviving the Holidays” seminar at the Deersville UM Church on Nov. 23. It is hoped that the information shared will bring you comfort and that there are tidbits that you will be able to use to help you through the upcoming holidays and other events.

Thank you to the choir for their special music, “Oh, Come Emanuel,” that they performed on Sunday, Nov. 28 at the Deersville church.

On Saturday, Dec. 11 from 2 p.m. to 4 p.m., Santa Claus is coming to the Deersville Community Fire Department. There will be free pictures with Santa. Cookies and milk will be served, and children will receive a goodie bag — sounds like lots of fun to me!

On Thursday, Dec. 9 at 4 p.m., the Deersville Community Garden Club will be holding their Christmas meeting at the home of hostess Lorraine Gladman with Rebecca Gladman as co-hostess. The group will have a covered dish dinner. Instead of a gift exchange, a $5 donation will be collected for the scholarship fund. Members will exchange Christmas cards.

The Deersville Community Choir will have a Christmas program, “Child of Christmas,” on Sunday, Dec. 19 at 7 p.m. at the Deersville UM Church. It always amazes me what a joyful noise this choir makes and how it sounds like there are more people than one can see — always a blessing.

With the holiday seasons coming up, please remember all those folks who have lost loved ones, the shut-ins, the ones who are sick or are on the recovery list. This time of year can be hard on folks as they face difficulties. A short phone call or a card means a lot.

The Holloway UM Church will be selling poinsettias to honor loved ones for $10. They went on sale during the last week of November and will decorate the church. Orders finish on Dec. 4. Folks can take their poinsettias home after the Christmas Eve service. Notice of Proposed Major Utility Facility Cepheus Energy, a wholly-owned subsidiary of BP Alternative Energy North America Inc., is developing an up to 68 megawatt (MW) solar powered electric generation facility (“Project”) in Delaware Township and the Village of Sherwood in Defiance County, Ohio. The general purpose of the Project is to maximize energy production from solar resources in order to deliver clean, renewable electricity to the regional transmission system to serve the needs of electric utilities and their customers. The Project will be located within approximately 700 acres of privately-owned land and consist of arrays of photovoltaic panels on trackers, along with inverters, electric collection cables, a collection substation, an electric interconnection line, access roads, a laydown area for construction staging, an operation and maintenance building, and pyranometers. Construction of the project is anticipated to begin no sooner than fourth quarter of 2022.

Ohio’s 2021 fall wild turkey hunting season concluded Nov. 28 COLUMBUS—Ohio hunters checked 694 wild turkeys during the 2021 fall hunting season, according to the Ohio Department of Natural Resources (ODNR) Division of Wildlife. The 2021 fall season was open in 70 counties from Saturday, Oct. 9 to Sunday, Nov. 28.

The top 10 counties for wild turkeys taken during the fall 2021 hunting season include Highland (29), Trumbull (29), Columbiana (27), Ashtabula (25), Stark (25), Coshocton (22), Tuscarawas (21), Guernsey (20), Clermont (19), and Knox (18). Harrison County had 12, which was much lower than the three-year average of 25 from 2018, 2019, and 2020. Additionally, Belmont County had 4, Carroll had 10, and Jefferson had 13.

The average harvest for the previous three fall seasons (2018, 2019, and 2020) is 1,079. In 2020, hunters took 1,063 birds. The Division of Wildlife issued 7,470 fall turkey hunting permits in 2021, 21% below the three-year average (9,428 permits).

Wild turkeys were extirpated from Ohio by 1904 and were reintroduced in the 1950s by the Division of Wildlife. Ohio’s first modern-day wild turkey hunting season opened in the spring of 1966 in nine counties, and hunters checked 12 birds. The spring wild turkey harvest topped 1,000 for the first time in 1984, and spring turkey hunting opened

During the past three years, hunters took an average of 13,349 deer on opening day. Ohio’s gun season is open until Sunday, Dec. 5, and again for two days on Saturday and Sunday, Dec. 18-19.

Ohio’s weather for this year’s opening day was perfect for deer hunting: mostly to partly sunny and cool temperatures. In 2020, during a snowy and rainy gun opener, hunters bagged 10,905 deer.

“This fall has reaffirmed once again that Ohio is a top deer hunting state, thanks to decades of stable deer management practices,” said Division of Wildlife Chief Kendra Wecker. “This year’s weather cooperated for an outstanding opening day harvest, generating about 1 million pounds of venison and feeding Ohio’s families.”

The top 10 counties for deer harvest on the opening day of Ohio’s gun season include Coshocton (850), Tuscarawas (729), Ashtabula (725), Knox (679), Muskingum (677), Holmes (650), Guernsey (642), Carroll (607), Licking (572), and Ashland (504). In 2020, Coshocton County also led the state on opening day with 356 deer taken. Harrison County had 429 deer, which was well above the 309 three-year average from 2018-2020. For the surrounding counties, they ended up with the following: Belmont at 335 (227 three-year average), Carroll at 607 (332), Guernsey at 642 (368), Jefferson at 232 (164), Muskingum at 677 (443), Monroe at 276 (212), and Noble at 387 (249).

Ohio deer hunting has come a long way from the first gun hunting season in 1943 when 168 deer were taken. Because Ohio is known as a quality deer hunting state, many out-of-state hunters travel here during the season. The top five states for purchasing a nonresident hunting license in Ohio include Pennsylvania (6,994 licenses sold), Michigan (4,801), West Virginia (3,595), North Carolina (3,050), and New York (3,009). Deer hunting participation remains high for all hunters, with 339,991 deer hunting permits sold or issued through Sunday, Nov. 28.

Ohio offers many more opportunities for hunters to pursue deer. The gun season continues until Sunday, Dec. 5, and opens again on Dec. 18-19. Deer muzzleloader season is Saturday, Jan. 8, through Tuesday, Jan. 11, 2022. Bowhunting is open until Sunday, Feb. 6, 2022. Find complete details in the 2021-22 Ohio hunting regulations.

Charles Eugene Hauber

Charles was born May 12, 1942 to Mary Robinson and Steve Hauber in Rumley Township, Jewett, Ohio.

He is survived by his daughter Mary Hauber Dowdel and her husband Brian Dowdel; granddaughter Christan Dowdel; his beloved friend Tippy; grandson Dylan Oniell; Lori Roberts, her husband Jimmy Roberts, and their children Jake and Ashley Roberts; and Todd and Racheal Hauber.

Dad, you were the world to me. I know you’re with Mom now. You showed me what true love is. You will be missed every day.

Charles Eugene Hauber (“Chuck”) was called home on Sunday, Nov. 21 at Twin City Hospital after declining health issues; he was 79 years old.

Born May 12, 1942 in Dennison, Ohio, Chuck was an Army veteran and a long-time member of the Scio American Legion. He enjoyed traveling, camping, and farming his earlier years, and prior to retiring from the coal mine, he enjoyed time with his family and sitting on his porch swing with his daughter Lori telling stories of his late wife, her mother.

He also enjoyed spending time with all of his friends at the legion.

Chuck is survived by his daughter Lori (Jim) Roberts, son Todd (Rachelle) Hauber, and daughter Mary (Brian) Dowdel; grandchildren Ashley and Jake Roberts, Dylan O’Neill and Christan Dowdel; and great-grandchildren Jace, Mila, and Jaela.

He is preceded in death by his parents Steve and Mary Hauber, sister Helen Markley, daughter Sherri Hauber, granddaughter Courtney O’Neill, and beloved wife Betty Hauber.

Chuck will be missed by all who knew him.

Cynthia Ann Folio, 71, passed away peacefully on Wednesday, Nov. 24, 2021, from complications related to cancer. She is survived by her daughter, Natalie Ann Raabe; her four younger siblings, Judith Beattie (James), Christopher Folio, Michael Folio, and Phillip Folio; her two nephews, Alexander and Nicholas Beattie, and her niece, Isabella Folio. She is also survived by many cousins, extended family, and lifelong friends, including Pat Skunda, Julie Bradley, and Bob Bradley. She was preceded in death by her beloved parents, Meata and Jennie Folio, and her dear friend Michael Skunda.

Cindy was born in Steubenville, Ohio, and grew up in Hopedale, Ohio. She thrived academically, balancing her studies with a robust extracurricular schedule. She was the salutatorian at Hopedale High School, a member of the National Honor Society, a State of Ohio Leader of Tomorrow, the queen of her senior prom, a cheerleader, a church organist, and a longtime member of 4-H. Cindy attended The Ohio State University and Ohio University and graduated from the Mount Carmel School of Nursing. She maintained her nursing license until 2018 and loved her time working at Mount Carmel.

Cindy’s most cherished job was being Natalie’s mom. She was a devoted mother, attending Natalie’s lacrosse games and tennis matches, making generous contributions to her high school and college, and talking about her daughter’s accomplishments with anyone who would listen. For years, her license plate was MOM OF 1. Natalie felt — and continues to feel — the power of her mom’s unconditional love, support, and pride.

Cindy was a lifelong Democrat and was happiest discussing politics — especially if you weren’t a Democrat! True to her generous nature, she was open-minded about people’s political views and welcomed and encouraged

debate. She devoured news and current events and was an avid watcher of CNN and MSNBC. Natalie believes that if she hadn’t been a nurse, she would have been a journalist. She loved learning about people and their lives. She would ask countless questions about someone’s family (kids were a favorite topic), remember all of the details, and follow up with more questions at their next visit. Natalie, who has worked in the news industry her entire career, is sure that her mom would have thrived in a newsroom.

Both sets of Cindy’s grandparents emigrated from the Abruzzo region in Italy, and she was immensely proud of her Italian-American heritage. If you were Italian, you had an immediate in with Cindy. She loved Italian food, including stuffed shells (one of her specialties), meatballs, gnocchi, wedding soup, and antipasti. In recent years, Natalie loved treating her mom to an Italian spread with all of their favorite foods, plus wine, of course.

Natalie describes Cindy as the most extraordinary person she’s ever known. Living with mental illness for most of her life, Cindy possessed a seemingly endless reserve of resilience and inner strength. The family motto is Folio Strong, which Cindy personified. She was an incredible advocate for herself. And she was buoyed by her daughter, parents, siblings, extended family, and circle of friends, who loved and supported her unconditionally. She will be deeply missed, but her legacy will be carried on

by Natalie and all who knew her.

Calling hours are on Thursday, Dec. 2 from 4 to 7 p.m. at Schoedinger Funeral Home in Worthington (6699 North High Street).

A memorial mass will be celebrated at St. Andrew Catholic Church, where Cindy was a parishioner, on Friday, Dec. 3 at 10:30 a.m.

Cindy will be buried alongside her parents in Hopedale at a private ceremony.

The family would like to thank the team at The Arthur G. Delpha Ellen Phelps, 66, of Tippecanoe, Ohio, passed away on Thursday, November 25, 2021 at Summa Health Akron City Hospital.

Born October 31, 1955 in Canton, Ohio, she was the daughter of the late Clifford Paul and Dorothy (Cooney) Beebe.

Delpha was a graduate of Timken High School and Stark State in college before running her own trucking business for many years. She was a member of Brownsville Christian Church.

Above all else, Delpha was a loving wife, mother, grandmother, and great-grandmother whose life revolved around her family. She loved to cook and enjoyed spending time in nature, camping, and fishing.

On July 12, 2001, Delpha married Robert Jack Phelps, who survives her at their home. She is also survived by her children, Danielle (Eric) Studnik, Paul (Kristi) Hilton, and Samantha Hilton; grandchildren, Ariell Elliott, Cianna Elliott, Kristopher Kay, Brooke Studnik, Taylor Studnik, Morgan Studnik, Zack Hilton, Cory Hilton, Haylea Hilton, Wyatt Hilton, and Travis Herman; numerous great-grandchildren; brothers, Scott (Sandy) Beebe, Ron (Margie) Beebe, and Paul Schultz; and several nieces and nephews.

According to Delpha’s wishes, cremation is planned. A celebration of her life will be held on Saturday, Dec. 4 at Brownsville Christian Church, west of Deersville, from 1-4 p.m. In lieu of flowers, memorial contributions may be made to the Brownsville Christian Church.

Michael Fletcher

Michael J. Fletcher, 58, of Adena, died Saturday, Nov. 27, 2021 at Trinity West in Steubenville, Ohio. He was born May 19, 1963 in Barnesville, Ohio, a son of Miriam Sue Burroughs Kanopsic of New Athens and the late Joseph T. Fletcher, Sr. Mike was a welder by trade.

In addition to his father, he was preceded in death by his stepfather, Tom Kanopsic.

Surviving — in addition to his mother — is a daughter, Kalynn Fletcher of Adena; a son, Dustin Fletcher of Georgetown; two grandchildren, Javen and Daizy; two brothers, Joseph Thomas Fletcher, Jr. of Adena and Jeff (Jody) Fletcher of Baltimore; his fiancé Lisa Price-Hollar of Adena; and several nephews and a niece.

Peace With God

Tomorrow many churches will observe week two in the season of Advent. The word advent means “coming.” Because of the coming of Jesus the Messiah, we now have peace with God. The sad thing is, there are millions of people who don’t even know there was a conflict. In a little less than three weeks, many will sit in a church on Christmas Eve and hear the Gospel accounts read from Matthew and Luke and the angel’s proclamation, “Peace on Earth, good will toward men.” As a teenager during the Vietnam War and rioting in the streets and at political conventions, I listened to the preacher on Christmas Eve read those scriptures and wondered, “What is he talking about? There’s no peace on Earth!” I didn’t understand that the angels were referring to

1989. This building made the news recently and was the topic of discussion because of its condition. How long will it be here? What might replace it?

the end of the war between God and man.

Our sin would now be paid for and peace obtained through the birth, crucifixion, and resurrection of Jesus Christ. That was God’s only plan. Jesus is peace personified. He calmed the storm by saying, “Peace be still.”

He calmed troubled hearts when he said, “Peace I leave with you, not that worldly, phony peace that people gin up, real peace from my heavenly Father.” The gospel itself is called “The Gospel of Peace.” It’s not called the “Gospel of Condemnation,” the “Gospel of Guilt and Shame,” or the “Gospel of Earn Your Way to Heaven.” Almost every letter the apostles wrote in the New Testament begins with, “Grace and peace unto you.” That should give us a clue as to the will of God for our lives.

The peace we now have with God can spill over into other areas of our life. We no longer must have inner turmoil as to how to please God, “Believe on the Lord Jesus Christ, and you shall [not maybe] be saved.” (Acts 16:31) We can even have peace with unbelievers. Paul told the Thessalonians to “Lead a quiet life, do your work honestly, and then unbelievers will respect you.”

Advent: the coming, the coming of peace.

Jesus is here, and so is peace.

Christmas is time to think of others and remember those who cannot always be home for the holidays. My Cub Scout pack has helped a group called the Harrison County Military Support Group for years. This group, at Christmas time and many other holidays, gathers up baked products and other goodies for troops deployed overseas. My dad was in the Air Force and spent one Christmas in Panama. He said it was really hard being away from family for the holidays, so I think this is something we can all do to help the men and women who help to protect us. This is from the group.s Facebook page: “We’ll be meeting at the Cadiz Fire Department on Dec. 7 @ 6 p.m. We will begin packing at 6, so anyone wishing to drop off items or help us out, please be there early.

This is our biggest packing of the year. We have a list of things that could be added to our boxes: beef jerky, Slim Jims, card games (Uno, Phase 10, etc.), and as always, cookies. Anything small that you think sounds good and they would enjoy.

Again, we so appreciate each person, group, business, or organization that helps support us in any way. We hear from some of the soldiers, and they do appreciate what we do for them. That is what this is all about: showing our military that we do appreciate and believe in them.

By Esther McCoy How was your Thanksgiving? Ours went very well. For one thing, I did not have to prepare a thing for the dinner table.

Lamont’s brother, Buddy, who lives in Dover, always has a fantastic feast, and this year, his daughter-in-law, Danielle, made real Italian spaghetti and gigantic meatballs, along with the traditional foods. It was one of the side dishes I indulged in a bit more than the other food. We did need to say a prayer for Larry, Lamont, and Buddy’s brother, who is in the Gable Care Center. His sons spent dinner time with him, though.

With Judie Phillippi and Karen Pazzelli in charge, the younger ladies decorated our sanctuary of the Smithfield Christian Church. Debbie Smith, Pastor Craig Smith’s wife, was one of the younger ones and climbed on a chair to put the star on the top of the 8-foot tree. Thanks, ladies. Actually, she could have brought her grandson along. He is tall and plays for the Indian Creek basketball team.

Donations are used to employ humane officers or “animal cops” for the Jefferson County Humane Society program. It is said that almost 9,000 animals were helped in 2021 at their 200 Airpark Drive Wintersville location.

The Humane Society would appreciate donations for feeding and caring for the dogs and cats.

I am proud of the Smithfield Beautification Committee, which is organizing the banners to honor veterans along Main Street in the village streets.

They will be hung from Memorial Day to Veterans Day each year. The cost for the banner of a military person and its hardware is $120 and must be ordered in person at Mizer Printing in Cadiz. A picture of the veteran must be presented to Mizer’s the day of the order. A copy will be made of the image and given back at the time of ordering.

Just know the vet’s branch of service and wars, such as WWII. The date of service (for example, 1941-1945) must be known as well. The deadline for the 2022 display is Apr. 15, 2022.

Members of the Brilliant Lions Club assembled at the Wheeler Funeral Home to present a memorial program for Charles “Charlie” Bane, who passed away in late October. He had joined the club in September 2001, and his sponsor was Gebo Fleming. Charlie played Santa Claus to many organizations through his years, and his white beard gave him the look of a real Santa. His wife, Carol, was his Mrs. Santa, who came along in her long red dress and ruffled white fabric hat. Their time making others happy during the holidays will be missed.

Now the days until Christmas are “onward and upward” until the evening of Dec. 24. Happy shopping to all.
