COLUMBUS — Bald eagle nesting activity increases in Ohio during the winter months, providing additional chances to see these majestic birds hunt, repair their nests, and establish territory, according to the Ohio Department of Natural Resources (ODNR) Division of Wildlife. January is also when Ohio’s bald eagles begin courtship and pair bonding.

Ohio’s bald eagle population has increased dramatically in recent years. An eagle’s large size, impressive wingspan, and dark body are easy to spot against winter snow and ice. Look for these large raptors wherever they can find clean water and abundant food. They can be found roosting along rivers, sitting on frozen lakes, or even in open farm fields.

“Bald eagles are flourishing in Ohio because of improved habitat and water quality in wetlands, and this habitat will only continue to improve through wetlands restored and created through our H2Ohio initiative,” said Ohio Governor Mike DeWine. “Wildlife areas have also been increased and restored, in part, thanks to funds from our sportsmen through hunting license purchases. These large tracts of wetland habitats provided the necessary space for eagles to nest and raise their young, expanding from only four nesting pairs in 1979.”

Bald eagles in Ohio typically lay eggs and incubate in February and March, nesting in large trees such as sycamores, oaks, and cottonwoods. Meanwhile, frozen lakes and rivers force the birds to expand their hunting grounds in search of fish and carrion, their foods of choice.

In 2020, a nest census was completed in an attempt to locate every active bald eagle nest in Ohio. The results indicated Ohio had 712 active eagle nests, a 153% increase from the previous census completed in 2012 when 281 nests were recorded. Most nests were confirmed on private property, while less than 150 were on public lands. Of those, 43 nests were located on Division of Wildlife properties.

the highest number of eagles because of easy access to food resources. Ohio is made up of two major watersheds, roughly separated by U.S. 30, which runs through north-central Ohio. The Lake Erie watershed, located north of U.S. 30, hosted 396 nests. In the Ohio River watershed, covering the rest of the state, 316 nests were found.

On average, bald eagles live about 20 years in the wild. However, a 28-year-old female was discovered in April 2021 when Ohio wildlife officers responded to a call about an injured eagle. When rehabilitation professionals assessed the bird’s injuries, they discovered it was banded as a hatchling on June 10, 1993 at Reno Beach in Lucas County, making her an astounding 28 years old. The bird was rehabilitated and released back to the wild in June 2021.

The bald eagle was once an endangered species, with only four nesting pairs in Ohio in 1979. Thanks to partnerships between the Division of Wildlife, Ohio zoos, wildlife rehabilitation facilities, concerned landowners, and conservationists its population increased.

After much hard work and continued conservation, the bald eagle was removed from the federal list of threatened and endangered species in 2007 and Ohio’s list in 2012.

vice commission officer for Harrison County veterans. He’s very active with the Hopedale Legion. And he’s done a lot for [the] ‘One is too Many’ rides.

“He wants to help veterans; he’s very involved, you know what I mean — all the time communicating back and forth trying to do something. He’s going to be representing our veterans in the community, and what a perfect time to get him out there,” Harkins concluded.”

As mentioned, Paul Carpenter was also present and is a local first responder. But Harkins asked Carpenter to be there for a specific reason: He’s been facing the aftermath of a house fire. And so Harkins decided to help him: “He just recently had a struggle of his own — had a little fire at his house. So they’re trying to get that patched up, get them back in there. They lost some things inside — smoke damage, furniture, clothes, and things like that. So we’re going to donate $500 to him tonight and his family to try to help them get back on their feet a little bit, and if we need to do something down the road, we will again.”

It’s just that simple — and it’s the perfect representation of why Harkins’ decided to start the Jamboree. So the meetup was not only to recognize a local veteran who has already helped, but it was to give back to a first responder that needed a little extra help.

“He’s a hell of a good dude too. I’ve known him for a long time. He’s helped me for a lot of years. He’s identified veterans since I’ve been home,” Harkins said about Carpenter.

“Since I’ve been home, he’s identified four or five veterans. We’ve been able to help.”

And McCawley chimed in to add how important it’s been that Harkins started spearheading veteran help and awareness around the county: “A lot of this comes from, you know, when I met Dirk because he really inspired a lot of us here. I mean, there’s so much I didn’t know about the veterans and the veterans’ needs till he brought it to light.

I think that’s one of the big problems we have. There’s a lot of veterans out there either don’t know what services are available or

And Harkins, as a Harrison County-Ohio Valley torchbearer, is shedding light on those issues — one event, one check, one day, one step at a time.

“We’ve helped a lot of veterans. And I get to see them up close when they’re in trouble. We just helped a guy who has no home, nowhere to turn — called Dirk, and he was there within an hour,” Carpenter added in.

“He’s right there. He’s always there.”

“I love helping the veterans,” Carpenter continued. And he was also grateful for receiving his own help getting back on his feet and moving on from the house fire. “I really appreciate it; I do,” Carpenter concluded.

The conversation always went back to how Harkins and the rest of the group could help. So while McCawley was honored as the Veteran of the Month, Carpenter was given $500 from the proceeds of last September’s Jamboree to help him and his family. Recognizing local veterans or assisting first responders or military members in need doesn’t need to be an extravagant affair. The group met in a back room of the Hopedale Legion with little pomp and circumstance because the mission hadn’t lost sight of itself; there’s a reverence that goes along with it. The Jamboree is one thing; there was plenty of fun to be had last fall for the first rendition of the event. But the momentum that Harkins is trying to accumulate certainly won’t disregard back-room meet ‘n’ greets either. Because it’s there that the stories are still shared. And when the stories are shared so is information — one of the very things that’s often absent when talking about helping veterans. Shedding that light could help one veteran that otherwise wouldn’t have known. And if you help one, then that’s one less that needs help — eventually, that reaches zero.

TAPPAN — The MWCD met on Friday, Jan. 21 for their first board of directors meeting of the year. As it pertains to Harrison County, one of the first measures that the board took related to a new position at the Tappan Marina. Chief of Recreation Ryan McCleaster explained that Tappan Marina’s popularity is part of the driving force behind the need for an assistant manager. “It is a very popular spot,” he stated.

McCleaster also added that Tappan is one of the MWCD’s “top-performing marinas.” So with the demand, there’s been a shortage of employees for the facility.

In fact, McCleaster also stated that Tappan is one of the few marinas with a wait-

list, so as he reiterated Tappan’s popularity, it reinforced the case for hiring a new assistant manager. He also didn’t expect the demand to wane in the coming years — making the need for the new position all the more vital. Serendipitously, McCleaster told the board that hiring an assistant manager had already been budgeted for so the hiring process could begin seamlessly after the board’s approval. Director Joanne Limbach asked McCleaster if there had been any part-time or seasonal workers in the past; McCleaster confirmed that there had been part-time employees in prior years but never an actual assistant manager. Since all that was left was the board’s blessing, the directors quickly motioned for the new role. The motion was approved, so the MWCD will now move forward with the hiring process.

Commissioners pass quartet of agreements

CADIZ — During a busy regular session on Wednesday, Jan. 26, the commissioners quickly worked their way into a quadrumvirate of new agreements after approving a trio of tax-related resolutions.

Agreement 7-22 was the first of the bunch and focused on a memorandum of understanding between the Harrison County Department of Job and Family Services and Cedar Ridge Behavioral Health Solutions LLC. The Department recently reached an agreement with The Village Network to perform specialized assessments of children to be placed into foster homes appropriately. However, these procedures cannot be done internally, so they must be outsourced.

But The Network must also outsource those assessments for the children under their own care.

So a third party was needed to perform the legally mandated CANS evaluations.

Back to Agreement 7-22, that aforementioned memorandum of understanding between the Department and Cedar Ridge will allow the latter to perform the Ohio CANS assessments for child placement into “qualified residential treatment programs.” The agreement will start on Jan. 26 and run through Nov. 30, 2022. Much like the contract between the Department and the Village Network, Cedar Ridge will be covered for Medicaid-backed assessments, but they will be reimbursed $142.95 per evaluation from the Department of Job and Family Services for cases outside Medicaid jurisdiction.

The second agreement, 8-22, requested roadway use for an “electric transmission line

project.” 8-22 is between Harrison County and the Ohio Power Company (a unit of AEP). The agreement now allows the Ohio Power Company "control of the several county roads and bridges within Green and German townships,” but they are required by law to keep them in good shape. As mentioned, the agreement was for electric transmission work, but more specifically, it's for the construction of the Blackhawk Extension transmission line and all the "equipment and facilities" that go with it. The Ohio Power Company asked for special permission to use an 8.7-mile stretch of County Road 46 (Cadiz Junction Road) and a 2.9-mile portion of County Road 4 (Miller Station Road).

The third agreement, 9-22, was also for roadway usage permissions. However, this time, it was for horizontal drilling projects being performed by Ascent Resources - Utica LLC. Ascent requested the rights for control over portions of roads in Short Creek Township. The operator, aka Ascent Resources, “intends to develop and operate the Sadler SHC HR well pad,” also referred to as an “oil and gas development site” within Short Creek Township. Agreement 9-22 asked for permission to use a 0.93-mile segment of County Road 86 (Jameson Road).

The fourth and final agreement was Agreement 10-22. It, too, was for roadway access but for logging purposes this time. 10-22 is an agreement between the county and Hochstetler Milling. The logging company requested usage within Washington Township for harvest and removal on a 5.3-mile section of County Road 2 or County Road 6 at the YMCA Camp.

After moving through the recitals of all four agreements, the commissioners motioned and approved every one.

New Cadiz council sworn in

BY REBECCA BRATTEN WEISS Harrison News-Herald Reporting Journalist CADIZ — The Cadiz village council met last Thursday and started off the session by swearing in new council members Albert Peters and Derek Sefsick. Since mayor John Migliore was not in attendance, the council nominated John Vermillion as council president. Following this, village administrator Brandon Ludwig presented his report to the council.

The first item on the report pertained to the operations of the village buildings. Due to recent increases in COVID cases, access to village buildings will be by appointment only to protect the safety of both employees and village residents. This arrangement will be temporary and won’t affect daily operations.

Ludwig then proposed that the council plan to discuss the possibility of adjusting the rental rates at Sally Buffalo Park, following the changes being made there. He also noted that the Cadiz Police Chief Ryan McCann had put together a list of abandoned and nuisance properties that will also need to be discussed in the year ahead.

Ludwig then moved on to talk about the village’s water and sewer operations and put forth a recommendation that they hire a laborer for these departments.

Ludwig also asked that the council create a special committee to decide how to allocate and spend funds from the American Rescue Plan.

And finally, Ludwig commended the village employees for their hard work during recent weeks, despite injuries and illnesses across different departments, the stress of the holiday season, and the snowstorm.

Something new Ludwig initiated at council was a spotlight on a particular employee every month, and he took time to commend the first Employee of the Month, public utilities director Tom Carter. Carter has been with the village for

MWCD passes Master Plan, Tappan change orders

37 years, is an honorary volunteer fireman, and has served as treasurer of the fair board and president of the Girls’ Softball Association.

Following the approval of the administrator’s report, the council made a motion to sell an older police vehicle. Problematic properties worked their way back into the discussion as the council went on to talk about dilapidated properties on both Grant Street and South Muskingum Street. The council passed a motion to file a nuisance complaint about both properties in hopes that they could eventually be taken down. The council hopes to earn a grant to access funds to pay for the demolition and clean-up of the derelict structures and possibly other nuisance properties in the village.

“New business” for the village council included the reading of several ordinances, including one authorizing the village administrator to sign an agreement with the Harrison Hills School District for the purchase of West Gate School, another regarding the sewer project at the fairgrounds, and one regarding the sidewalk at Country Club Road.

Clark Gable birthday celebration coming up The Clark Gable Foundation will celebrate Clark’s birthday on Tuesday, Feb. 1, from 10 a.m. to 2 p.m. at the museum (138 Charleston St. in Cadiz, Ohio 43907).

During the Muskingum Watershed Conservancy District’s monthly Board of Directors meeting last Friday, chief engineer Boris Slogar took the floor during the contract and purchase segment to propose new change orders for current projects. As it pertains to the MWCD’s Master Plan, Slogar stated that a little over $16 million would be going to the Plan all across the board. However, he asked the board for up to $450,000 in change orders to ensure that all costs are covered for the year — especially consultant costs. “Here we are asking for your approval to expend up to $450,000 and get us through the end of this year with ms,” the engineer explained. Currently, the District runs through ms consultants, Inc., an “engineering, architecture, planning, and environmental consulting firm.”

The “slight contract modifications,” as Slogar called them, would account for the Master Plan additions, revisions, material prices, and the market’s volatility. As Slogar cited his rationale for the change orders, he brought up the Tappan Marina specifically and the lessons that came with its construction; he added that many of the speedbumps from Tappan reshaped the MWCD’s “business management standpoint.”

After discussions between Slogar and the board of directors, a motion was passed, and the change orders were ratified.

Additionally, the Tappan Marina wastewater treatment plant was also brought up; it, too, required change orders.

“The plant’s up and running,” Slogar stated. “A little over $1 million was our estimate.

We sold it for just slightly over that amount.”

As Slogar continued, he said that there would be two change orders for the treatment plan — overall, a 0.76% increase or $1.08 million total.

“We’re asking for your approval to execute and ratify these change orders,” Slogar continued.

“So moved,” responded Director Joanne Limbach. And the motion passed.

Adena gets a little greener

In 2021, Adena resident and council member Marla Brokaw spearheaded a plan to create a community garden on the village green. Though the village already uses parts of the green (near the gazebo) for concerts and other events, Brokaw noted that a lot of its space was still underutilized.

The idea for starting a community garden came from Brokaw’s niece, Briana Brokaw, who thought it would be a great way to help educate young people in the community about where food comes from. And they decided the village green would be an ideal site for a garden because of the high quality of the soil there.

The garden serves as a location where Adena residents can participate in and learn more about growing food, with a focus on reusing and recycling items for the garden, such as watering cans made of milk jugs and old tires for planters. They also applied for a grant through the JB Green Team, which allowed them to purchase additional recycling-related items for the area around the garden. With the funds from the grant, they acquired three benches and two picnic tables made of recycled products, a recycling container, and a message board for updates on the garden and other initiatives.

Brokaw said she was pleasantly surprised to see

how solid and high-quality the recycled material was.

“Between two and three tons of plastic were diverted from landfills because of these items,” Brokaw said.

They also purchased educational flyers and pamphlets to place by the garden so that when spring comes, young people in the area can visit and find out more about gardening and recycling.

A number of others in the village came together to support the community garden. Some donated money to buy seeds, plants, and gardening equipment.

Others started seedlings at home and donated those.

Mike Reynolds, the head of the street department in Adena, also volunteered his services and helped install the benches by the garden. And Ernest Jasmin showed up with his tiller to help break ground.

Brokaw said that they got a late start last year, so they didn’t have a chance to have kids visit the garden because school was already out. This year, though, they are starting early and getting the information out.

“My hope is to get more kids involved, and each kid would have a row, take care of it, and at harvest, pick their stuff.” And though snow is still on the ground, it’s not too early to start planning and buying seeds.

Marla Brokaw encourages other area villages to follow Adena’s example and try for their own community gardens. “Adena is a great place to do this. Other little towns should take advantage of it. We have the land; we have the capability; we have the interest.”

Scio council talks winter road maintenance

The Scio road crews were especially busy lately dealing with the challenges of recent winter weather, and the village council, convening on Jan. 26, discussed some of what this work entails. Mayor Michelle Carpenter shared that several residents contacted the council expressing gratitude for the hard work of those who were out plowing the streets and alleys after the snowstorms.

However, she also said she wished more people would “take into consideration the timing” since it isn’t possible for the crews to get out and clear roads safely while snow is still coming down. “We don’t want to wreck a truck,” she said.

Village administrator Jason Tubaugh, discussing ongoing projects in Scio, stated that the remaining delivery of road salt that they’d ordered is scheduled for next week. Tubaugh had additional information for the council regarding road salt application and how it works.

When the weather gets extremely cold, Tubaugh explained, there’s no point in putting down salt, as anything it melts

will simply freeze again. “If it’s below six degrees, you’re wasting time and money.”

Spreading salt in winter months can get pricey anyway, given that it costs approximately $160 per hour per truck. “Keep in mind that the cost of plowing will go up,” Tubaugh said, between the additional snow and the cost of diesel and labor.

The council also discussed their ongoing projects to repair the village’s water and sewer systems. They hope to look at other water lines that need to be replaced beyond the ones they already have on the schedule and seek grants to fix those as well. “We’ll do them as we can,” council member Carol Davy said, “but sewage has to take priority for now.”

The council also revisited the garbage collection problem, which was raised at their previous meeting. At that time, several council members suggested the possibility of contracting for garbage collection for the entire village since some residents never do anything about their garbage, and others are dealing with companies that don’t always fulfill their obligations. They discussed the pros and cons of such a plan, and mayor Carpenter agreed to reach out to some other towns and villages that do this to see how they manage it.

Harrison Central Harrison Central takes cheerleaders exhibit no quit down John Glenn

NEW CONCORD — The Harrison Central boys’ basketball team is starting to develop quite the reputation for playing well in close contests. Last weekend the Huskies traveled to Muskingum County and, sure enough, returned home with a 59-58 victory over the John Glenn Muskies. The successful trip adds another signature-type win for head coach Justin Clifford’s unit, and it also marks the fourth time this season that the Huskies have emerged victorious in onepoint games. Two of those four came against Indian Creek and another against Steubenville (which qualifies as the Huskies’ other hat-hanging victory on the year).

A balanced night offensively helped the Huskies (9-5) edge the Muskies (10-5) in a total team effort. Jace Madzia continued his midseason breakout, registering a game-high performance with 23 points. Madzia has been the centerpiece of the Huskies’ midseason surge, leading the team in trio with Jonathan Vermillion and Hayden Cassidy to five victories in their last six games. Vermillion also had a strong night in New Concord, finishing with 15 marks. The freshman Mykel Quito scratched the scorebook for 10 points, giving Clifford three players in double digits on the evening.

With John Glenn playing in the highly competitive Muskingum Valley League, the Muskies matchup served as an “inventory check” of sorts for the Huskies. As postseason tournaments and championship races get closer and closer, a game such as this one can tell a coach a lot about where his team stands in the grand scheme. It is safe to say the Huskies are trending in the right direction. As of the latest OVAC 4A standings update (1-23), Harrison is still holding down the third position. East Liverpool, then St. Clairsville, continues to sit atop the ranks.

The cutoff for the 4A Championship tournament is just a few days away, with all games played through Tuesday, Feb. 1 counting toward the standings. At this point in time, Weir and Beaver Local are eyeing the fourth

and final qualifying spot. The semifinals will be played at the higher seed’s site, and the finals will be hosted in Cadiz at Harrison Central on Feb. 12.

Schedule-wise, the Huskies have one make-up date still lingering. Last week, a road trip with East Liverpool was sidetracked due to the winter storm, and a new date is yet to be announced. Looking ahead, the Huskies will play in a consolation crossover game at the Buckeye 8 Championship event at Beaver Local this afternoon (1/29). St. Clairsville, as the South Division champs, and East Liverpool, as the North Division Champs, will square off for the league title.

After the OVAC Championship picture and matchups are sorted out, the Huskies will have two final regular-season games at home with Bellaire and Wheeling Central.

Dunkle honored on Senior Night

BY ED BANKS Harrison News-Herald Sports Writer On Thursday night, before the varsity Beaver Local and Harrison Central basketball game, the traditional Senior Night ceremonies were held. Being honored before the evening’s event was McKayla Dunkle. Dunkle, the only senior member of the 2021-2022 Husky squad, will undoubtedly leave a void next season.

Through her career, Dunkle earned many accomplishments and, in response, received many outside honors and accolades. She was both a relentless scorer and rebounder who dominated the middle of the paint. One major accomplishment for the four-year letter winner and team captain was piercing the 1,000-point barrier. WEIRTON — The Harrison Central High School bowling teams were in Weirton at the Holiday Lanes to face the Weir High Red Riders. After getting down to the business at hand, the Husky boys’ varsity team concluded the match by falling to the Red Riders, 2,483-1,934.

The Husky high scorers were Chad Viers at 214 and 203, Davis Chrisman at 178 and 191, Corey Hayes with 188, and Drew Culbertson with a double 166.

The tumbling titans have been magnificent this season and have produced a breakthrough year on and off the mats. Their last competition at the St. John Arena in Columbus proved that they thrive on winning the bling they bring home following each outing.

“We had two teams win at the OHSCCA Best in State competition on Sunday,” said adviser and coach Sunnie Ruble. “Our nontumbling team finished the day by winning the Division III Nontumbling Grand Champion title. In addition, our game day team won the Division III Game Day Division.

“The Harrison Central nontumbling squad is represented by Jodlean Milliken, Kaydence Vich, Haley Dunlap, Julena Kovacik, Riley Stewart, Shyloh Utter, Kirsten Hercules, Emma Tuttle, Madison Angle, Emily Davis, Lexi Smith, Gracie Rogers, and Roni Banks,” Ruble continued.

And the Huskies were back in business last Saturday at the OVAC 2022 Tournament. The match was a varsity-only affair, with seven teams vying for position. CADIZ — The Beaver Local Lady Beavers traveled to Cadiz last Thursday evening to take on the Lady Huskies in a Buckeye 8 regular-season matchup. On a night that honored the only senior member of the 2021-2022 squad, McKayla Dunkle, fans in attendance had to quickly buckle their seat belts as a fantastic voyage unfolded.

The contest’s first half played out with the two teams matching each other’s offense, almost bucket for bucket. When the horn for the first quarter sounded, the scoreboard had the teams dead even at a count of eight-all. The offensive battle raced on over the next eight minutes, and the second quarter’s conclusion reflected a 13-12 score with

the Huskies owning the one-point differential. McKayla Dunkle owned all of the Huskies’ first-half points — and she continued her score-leading performance throughout the next 16 minutes.

The halftime message must’ve contained some words about someone else lending to the offense because after the second half got underway, the Huskies saw 11 points from the balance of the roster. That offensive help had the Huskies up by 10 points at one point in the second half, and they held onto a five-point lead to the bench after third, 23-18.

5 Charles “Tom” Moore Charles Thomas “Tom” Moore, 74, of Cadiz, passed away unexpectedly on Thursday, Jan. 20, 2022 at his home. He was born Aug. 14, 1947 in Wheeling, West Virginia, a son of the late Fred S. and Kathryn V. Moore.

He was also preceded in death by his brother-in-law, George Campbell.

Tom was a U.S. Air Force veteran who first retired from R&F Coal Company after 32 years and then from Harrison County Rural Transit after 14 years.

Surviving is his wife of 51 years, Linda J. (Hawkins) Moore; a son, Michael (Jessica) Moore of Hopedale and Jodi (Chad) Norris of Steubenville; five grandchildren: Jared, Brennon, Alex, Nick, and Hanna; brotherin-law, Ron Hawkins of Hopedale; sisterin-law, Raye Ann Campbell of Cadiz; and many nieces and nephews.

Together, Tom and Linda found great happiness in their family and spending time with their grandchildren. Tom had an amazing commitment to their happiness and success. He enjoyed nothing more than watching them do what they loved and sharing family dinners together. He would drop everything to help his neighbor or a stranger in need. Tom left a long-lasting impression on everyone he met. His family will forever live to honor his memory.

Calling hours will be held on Sunday, Jan. 30 from 1-3 p.m. at the Clark-Kirkland-Barr Funeral Home in Cadiz, Ohio.

The Hopedale American Legion will provide military honors at the conclusion of visitation at the funeral home. A private service will be held at the convenience of the family. Dallas Logan Dallas Henry Logan, 67, of Perry Township in Carroll County, passed away on Jan. 22, 2022, after a period of declining health, on the family farm where he was raised. He was born on Feb. 17, 1954 to the late H. Roy and Opal (Walters) Logan. He was a lifelong farmer along with his wife and children raising black Angus cattle and hogs. He also enjoyed coon hunting all his life. He retired in 2020 after 48 years from the coalfield, where he operated heavy equipment.

In addition to his parents, Dallas was preceded in death by his brother, Alfred S. Logan.

Dallas is survived by his wife of 48 years, Susan (Wohlwend) Logan, whom he married at the Perrysville United Methodist Church, where he was a member. He and Susan were blessed with three wonderful children who survive: Paul (Laura) Logan of Perrysville, Luke Logan of Perrysville, and Rachel (Bryan) Hays of Kensington, Ohio. Inez Joanne Murphy Hall Inez Joanne (Murphy) Hall, age 86, of Piedmont, passed away peacefully at 7:26 p.m. Thursday, Jan. 20, 2022 in the Cambridge Place in Cambridge, Ohio.

She was born March 29, 1935 in Belmont County, a daughter of the late Paul Murphy and Berneda May Williams Murphy.

Her husband of 65 years, Boyd Hall Jr., died Oct. 3, 2018. They were married on Aug. 29, 1953.

Inez is survived by her two children, George Hall of Scio and Corella Green of Denver, Colorado; her grandsons: Andrew Hall of Scio, Ohio, Kyle (Amber) Hall of New Philadelphia, Ohio and Brendan Hall of Scio, Ohio; her granddaughters, Alexandra (Adam Michels) Green of Tacoma, Washington and Rochelle (Christian O’Rarden) Green of Denver, Colorado; two brothers, Jim (Jeannine) Murphy of Hebron and Bob (Tommye) Murphy of Hebron; and two sisters, Louise Shelyten of Barnesville and Maxine Cleaver of Marysville.

In addition to her parents and husband, Inez was preceded in death by two sisters, Betty Bond and Mary Johnson Robb.

In 1971, she graduated from Ohio University with a bachelor’s degree in education.

She also earned a master’s degree in education from Ohio University in 1983. Inez was fortunate to find a job at the Freeport elementary school as a second-grade teacher.

She was with the Harrison Hills City School District for her entire 38-year career, retiring in 2008. She loved to teach and always hoped that she had given her students a love of learning for their entire life.

After retirement, she was able to spend time tending to the house that she and her husband Boyd built and lived in for their entire married life. She and her husband took many trips with their children and were fortunate to see most of the U.S.A, with their favorite spots being the Florida beaches. She also traveled to Colorado to visit her granddaughters. She enjoyed walking the local trails and roads around her home.

Visitation will be in the Koch Funeral Home from 12 to 2 p.m. on Sunday, Jan. 23, 2022. Service will begin at 2 p.m. with Pastor David Koch officiating. Burial will follow in the Oak Grove Methodist Church Cemetery.

Expressions of sympathy may be extended to the family by flowers or donations to the Alzheimer’s Association.

Buxton of Bexley, Ohio; brothers, Steve Morgan of New Philadelphia, Ohio and Mike Morgan of Wisconsin; half-sisters, Marilyn, Marcie, and Dinora of Las Vegas and half-brothers Ivan, Michael, and Joseph of Las Vegas; daughter, Stacy Villamagna of Chandler, Arizona; son, Joseph Buxton of Bexley, Ohio; five grandchildren: Lennox Buxton, Jude Villamagna, Deacon Villamagna, Evelyn Buxton, and Flora Villamagna, whom she loved with all her heart; and many other family and friends.

Funeral services will be at the Church of Christ in Carrollton on Saturday, Jan. 29, 2022, at 4 p.m. Visitation will be Saturday, Jan. 29 from 1-4 p.m. at the church. The family invites family and friends to attend a postfuneral repast at Chop House in Carrollton, beginning shortly after the services.

Over 100 attended the Conotton Valley Hall of Fame banquet on Saturday evening, with some people even coming from North Carolina. The alumni committee made $1,000 on their basket raffle for the scholarship fund.

Last weekend we had snow, and one week later, it’s snowing again.

Doctor Robert Brewer has joined Ohio Hills Health Center and is now providing dental care at the Barnesville and Freeport Family Dental Centers. He was a graduate of Ohio State University College of Dentistry. He works at Freeport with Doctor Baur. At Freeport Family Dental Center, we also welcome the new front desk receptionist Melissa Keiser.

On Feb. 2 will be Groundhog Day. Will he see his shadow?

Rick Moore is the seventh generation in his family to raise sheep at the Cottage Hill Farm near Cadiz in Harrison County. The farm began as a land grant signed by James Madison in 1816. The foundation of Moore’s flock is 250 purebred Merino ewes. Rick Moore says the best part of raising sheep is” to see them outside on green grass in the spring.”

Members of the Freeport Volunteer Fire Department are having a Rada cutlery fundraiser until the middle of February. Members of the Freeport Fire Department will meet on the second Monday of each month.

The West Chester Senior Center has bingo and snacks each Monday at 9 a.m. There will be a senior citizens meetings on Feb. 7, and on Feb. 14, there will be a covered dish dinner to celebrate the October, November, and December birthdays.

Dear Freezing, Until your husband understands that you are uncomfortable, dress warmer — a couple of layers if needed. Keep a heating pad on the couch for your feet.

Compromise often takes time, and patience will help your cause. You could argue many things against his point, but whatever you say, say it lovingly. You can

always do more baking too. The oven will help warm the house, and even though there is more cost in everything you use more, sometimes the love put into it outweighs the original problem. The old saying holds true: the way to a man’s heart is through his stomach. The more you care for him, the more he will care for you (and listen). There is always a way. Get creative instead of angry. I bet he might budge a few degrees if you encourage him subtly rather than nag him.

I would like to congratulate my fellow Cross Creek Tomahawk 4-H club members on their election success. I will be serving as the health and safety officer (third year) as well as the reporter-photographer (second year). Congratulations and good luck to all. Remember, registration is open for 4-H, and current members should be thinking about projects so books can be ordered. By Esther McCoy Donn Beckett, 79, a former resident of Smithfield for over 55 years, died on Dec. 16 in his second home of Cadiz. He was secretary of the Smithfield Lions Club and Smithfield Lodge F&AM 182 while living in Jefferson County. He worked with his father, Donn Beckett Sr., in the insurance business at their office just inside the village limits of Smithfield for many years.

Jeff Bonecutter of Bloomingdale died on Dec. 27. He was associated with the Jefferson County Fair over the years in many aspects. His wife was Gretchen, and they had two daughters — both were in the 4-H Club that the many Bonecutters chaired.

SMITHFIELD — Le Chateau Pier in Smithfield offers a mélange of old-world elegance and contemporary amenities in a relaxed and rural setting. Owned and operated by Todd Piergallini and his family, the Chateau is set up to host weddings and smaller groups with its stately ballroom, bed and breakfast facilities, catering services, and cocktail lounge.

Piergallini has been in the catering and event business for over 30 years and purchased the Smithfield property in August 2018 with the intention of turning it into a full-service venue, complete with catering, events, and a bed and breakfast.

Running the facility is very much a family affair for the Piergallinis, who also reside in the Chateau. Todd’s wife Tina oversees the bed and breakfast, and their daughter Marlee runs the bar services and lounge.

The Chateau itself, reminiscent of a whitewashed Mediterranean villa, is sure to catch the eye of anyone passing through the village of Smithfield. Visitors might wonder whether they’ve wandered by accident into the 19th-century French countryside. The interior of the building is no less breathtaking, especially when decorated for weddings or other events.

The building dates to 1843, when it was built by the Cope family, and it served as a residence for nearly a century until it was turned into a nursing home in the 1950s.

Over the years, parts were added, including the wing that presently serves as a ballroom. Given the size of the building, the process of renovation also happened piece by piece, so opening the Chateau to the public happened in phases, starting with an open house in December 2018. Over time, they extended the porch to turn it into an outdoor pavilion, put in a commercial kitchen, and designed and created the lounge: Luna Bleu.

“Then, COVID came along and gave us a peculiar grand opening,” Piergallini said.

The seven bedrooms are all equipped with private bathrooms and flat-screen TVs and are notably affordable, $99 to $129 per night, depending on the day of the week. As well as the ballroom, which accommodates approximately 150 people, and the outdoor pavilion, there is also a smaller dining room that groups can book for smaller parties. And anyone looking for a Friday or Saturday night out with music and ambience can visit the Luna Bleu lounge and enjoy signature cocktails and an eclectic menu of nonconventional bar food with a Mediterranean twist.

The attraction of Le Chateau Pier as a wedding venue is pragmatic — as well as aesthetic. Wedding parties can stay the weekend in the bed and breakfast and have everything catered at the facility, from the rehearsal dinner to the wedding banquet to the breakfast. (1:29) ---------LEGAL NOTICE NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS January 29, 2022 Ohio Department of Health 246 North High Street Columbus, Ohio 43215 614-387-1289 On or about February 9, 2022, the Ohio Department of Health will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of the LeadBased Paint Hazard Control Grant Program (LBPHC) which is authorized by Section 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X of the Housing and Community Devel-opment Act of 1992, 42 U.S.C. 4852) and funding is provided by the Consolidated Appropriations Act, 2021, approved December 27, 2020 (Public Law 116-260), and the Further Consolidated Ap-propriations Act 2020, approved December 20, 2020, (Public Law 116-94). The Healthy Homes Supplemental funding is authorized under Section 502 of the Housing and Urban Development Act of 1970 (12 U.S.C. 1701z-2), with funding approved by the same Appropriations Acts, for the following multi-year program/project: Ohio Lead Hazard Control Grant Program, for the purpose of performing lead hazard control on 250 low-to-moderate income properties and 125 low-to-moderate income properties for the remediation of healthy homes hazards in a 30-county area in the state of Ohio, including the following counties: Ashland, Ashtabula, Belmont, Butler, Carroll, Clark, Columbiana, Coshocton, Crawford, Geauga, Greene, Guernsey, Harrison, Jefferson, Lake, Licking, Marion, Miami, Montgomery, Monroe, Morgan, Muskingum, Noble, Perry, Portage, Richland, Tuscarawas, Trumbull, Warren, Washington. The agency will implement a comprehen-sive program to identify and remediate lead-based paint hazards in privately owned rental and/or owner-occupied housing; Healthy Homes Supplemental funds will be used on these same homes if healthy homes hazards are identified following a comprehensive healthy homes assessment. The program will perform outreach, education and training, identify and remediate lead-based paint and housing-related health and safety hazards and correct hazardous conditions that pose a likelihood of harm to occupant health; conduct sampling and analysis for lead, allergens, carbon monoxide and/or other housing-related health and safety hazards as appropriate; re-evaluate and/or conduct clearance of the remediated activities completed. The interventions will include roof repairs, drain-age systems, repair of leaking plumbing and fixtures, repair or installation of ventilation systems (kitchen/bath fans) and HVAC systems, mold remediation, Integrated Pest Management/pest con-trol, repair/replacement of flooring and other slip/trip/fall hazards and lead based paint hazard con-trol through interim control and hazard abatement work.

The Ohio Department of Health is re-questing the release of funds from HUD in the amount of $5,000,000 for lead hazard control and $700,000 for healthy homes with $750,000 of matched funds for the performance period Novem-ber 1, 2021 through April 30, 2025 (42 months).

The proposed hazard control activities to be funded under this/these program(s) is/are categorically excluded from the National Environmental Policy Act requirements, but subject to compliance with some of the environmental laws and authorities listed at § 58.5 of 24 CFR Part 58.

In accordance with §58.15, a tiered review process has been structured, whereby some environmental laws and authorities have been reviewed

and studied for the intended target area(s) listed above. Other appli-cable environmental laws and authorities will be complied with, when individual projects are ripe for review. Specifically, the target area(s) has/have been studied and compliance with the following laws and authorities has been achieved in this Tier 1 review: Airport Hazards (24 CFR Part 51 Subpart D), Coastal Barrier Resource Act, Clean Air Act, Coastal Zone Management Act, Endan-gered Species Act, Explosives and Flammable Operations, Farmlands Protection Policy Act, Noise Control Act of 1972, Safe Drinking Water Act of 1974, Wild and Scenic Rivers Act of 1968 and Executive Order 12898 (Environmental Justice), etc. Site-specific environmental reviews will in-clude compliance with the following environmental laws and authorities for proposed projects funded under the program(s) listed above: National Flood Insurance Program requirements, Con-tamination and Toxic Substances, Floodplain Management, Historic Preservation, and Wetlands Protection Act. The girls’ results were as follows: East Liverpool 2,759; St. Clairsville 2,588; Harrison Central 2,533; Union Local 2,461; Parkersburg South 2,454; and Beaver Local 1,717 (Weir didn’t play a girls’ team at OVACs).

“The girls battled all day long, came up short on their spare shooting, but gave us a good showing,” said Harrison Central coach Bobbi Parkinson. “It was a good day, and everyone had fun while competing. Cami Basich led the way by placing fifth overall with games of 176, 160, and 151. She ends with a series score of series 487. Aleyna Runevitch was 12th overall with a series of 435, Lauren Best 17th overall with a series of 416. It took all seven of these girls to pull off a thirdplace finish,” Parkinson exclaimed.

As for the boys, their scores were Weir 3,556; Parkersburg South 3,420; Beaver Local 3,203; East Liverpool 3,196; Harrison Central 2,930; Union Local 2,919; and St. Clairsville 2,692. “This was the first big tournament for this young team,” Parkinson went on. “They did a great job, and gave it their all and never gave up! They were up against some of the best teams in the Ohio Valley and represented our school very well.

“Chad Viers led the way placing 10th overall with games of 205, 181, and 176, with a series of 562. Davis Chrisman ended 13th overall with a series of 540, Kobie Hennis was 20th overall with a series of 495, and Corey Hayes was 26th, with a series of 438.

“I am thankful for all the faithful fans that came out to cheer us on. Our teams certainly made me proud of their effort. They made it a great tournament. Way to go, Huskies!” Parkinson concluded.

Dunkle scored an additional eight during that final period for a 21-point total. Maddy Butler scored six points off of a pair of downtown field goals. Emma Fischer and Danica Rensi both contributed two points during the half, and Mackenzie Harbold added one point at the foul line.

CADIZ POLICE DEPARTMENT COMPLAINTS January 3. Officers were called in a case of animal cruelty. Peggy Mason, of 336 St. Clair Avenue, Cadiz, was keeping several dogs in extreme squalor.

They were living in their own feces and urine, with no food or water. In total there were three dogs, and six puppies, two of which were dead. Volunteers were found to take the dogs temporarily.

January 7. Tad Guzman Reyers, 20, of 697 Country Club Road, Lot 5, was arrested for domestic violence after assaulting his victim, supposedly to prevent her from leaving the house. The victim was found with marks on her body, and also complained of head pain.

January 9. Richard Kyle Furmanski, 33, of 202 S. Main Street, Cadiz, was taken into custody after being caught on surveillance as the driver of a stolen vehicle, which he had tried and failed to disguise with green spray paint. Furmanski claimed he was high on meth and trying to escape from someone assaulting him.

SHERIFF’S DEPARTMENT THEFTS January 9. A burglary and theft were reported at a Stringtown Road, Freeport address. The victim stated that they suspected several known drug users in the community, Kyle Kyle Furmanksi one of them.

Furmanski was arrested later that day and confessed to the burglary.

COMPLAINTS January 11. Kala S. Canterbury, 29, PO Box 113 Dingess, WV, arrested for an OVI and driving with an open container, after she was unable to pass the field sobriety test.

January 14. Officers were alerted to look out for a blue Honda CRV connected with a case of trespass on a property where multiple thefts had occurred. When the vehicle was stopped, one man ran, while the others remained. Officers arrested all three men, Michael James Hickman, Timothy Michael Jancel, and David Russell Jarmusch, Jr., all from Alliance, for criminal trespass and resisting arrest.

Forgotten Towns of Harrison County: Laceyville

By Susan Adams From the book “Lest We Forget - Harrison County Early Schools,” published

by Harrison County Retired Teachers in 1985: One-half mile east of Laceyville on the road to Deersville, the building was moved when Tappan Dam was put in toward Deersville and was used as a machinery shed by John Patterson. Families that attended included the Andersons, Laceys, McKinneys, Broughs, Adamses, Blairs, Fishers, Coultraps, Smiths, and Laports. The later names included the Johnsons, Givens, Moyers, Strouds, Hendersons, Bargars, Copes, Crambletts, Barrs, and Straleys. The teachers were John E. Nichols, Lewis Edgar, Frank Roger, Maxine Fowler, Sarah Patton, and Mrs. Harold Rogers. The last teacher was Adele Skipper in 1935. Laceyville contained the Stagecoach Tavern. In 1888, it was known as a Temperance Tavern, but it could not sell alcoholic beverages.

Laceyville also held a shoemaker, a black-

smith, a general store, the school, a post office, and even a tailor. Groups journeyed out of Cadiz by carriage, sleigh, or bicycle for parties or dances at the Laceyville Inn, which became the center of the little village. Laceyville became a central point for oilmen from the Adams Oil Field, Station 15, or Plum Run Field. A historical marker “marks the spot” where Laceyville once stood. Unfortunately, there is no date on the picture.

P.S. There was once a covered bridge at Laceyville. It offered protection from the storms, and it’s rumored that many romances started on that bridge.

Are You Pleasing to God?

The old comedian George Goebel was famous for being a sad sack, born-loser kind of guy. His classic line was, “I feel like the world is a tuxedo, and I’m a pair of brown shoes.” He wasn’t exactly a guy with a great self-image. Sadly, thousands of Christians feel the same way about themselves and whether they fit in the body of Christ and if God is pleased with them.

But there is good news. In Paul’s letter to the Ephesians, he wastes no time in telling them in the first chapter that “God decided in advance to adopt us into his own family by bringing us to himself through Jesus Christ. This is what he wanted to do, and it gave him great pleasure.” Really? Pleasure? Wow! Another modern paraphrase says “according to his kind intention.” So, are you pleasing to God? Think about it: If God made the first move to adopt you and bring you into his own

family because it gave him “great pleasure” and he had “kind intentions,” then, yes, you are pleasing to him — not because you or I did anything to earn it but because it is simply his nature. Four verses later, the scripture uses the same words again saying, “He made known to us the mystery of his will according to his good pleasure which he purposed in Christ.” It is abundantly clear that adopting us and making his will known to us about the gospel brings him pleasure. So who are we to deny God the pleasure that is due him?

Now, it is possible for you and me to grieve him by sinful actions. He lays that out later in Ephesians, where the scripture says, “Do not grieve or bring sorrow to the Holy Spirit of God with whom you were sealed for the day of redemption.” Just like when our children were growing up, they may have grieved us with certain actions, but we didn’t disown them and throw them out of the house. They were sealed into the family with our love and provision.

Bottom line: He gave us the gift of being adopted into his family, and we bring him pleasure. That’s good news!
