CADIZ—The 56-year-old Michael Carothers of Scio — who pleaded guilty on Oct. 12 — was sentenced on Tuesday. Judge T. Shawn Hervey handed down the eight years he accepted as part of the plea offered by the state. Carothers had been charged with firstdegree felony rape and third-degree felony sexual battery; he attended court virtually from the Harrison County Jail for his sentencing and listened in on the victim’s impact statement. The rape charge carried an eight-year sentence, and the sexual battery charge added four more. Hervey, according to the plea agreement, announced that the two sentences would run concurrently. The female victim stood before the court and read the statement, and she told the court that she had moved for her own safety and taken up therapy. She said she suffered no physical injuries, but the mental ones have been long-lasting. She said the experience had affected schooling, work, and going out in public. Public defender C. Adrian Pincola then spoke and asked his client if he wished to make a statement, but Carothers declined. The village of Jewett held a meeting last Wednesday evening to expound Nov. 2’s ambulance and emergency medical services levy. The levy has been shot down before, but Hopedale Fire Chief Mark Marchetta used Wednesday’s opportunity to clear the air on common misconceptions and answer frequently asked questions about what the levy would change. Commonly, voters connect the dots between November’s issue and the Silver Spade District, but Marchetta demystified that notion. He explained that the levy is not explicitly for joining the Silver Spade Ambulance District, something that might confuse voters. The ballot issue itself is to implement a 2.25-mill levy that would go directly to funding ambulance and emergency medical services to “spread out the cost and provide more service to the entire district.” So instead of the levy adding Jewett and Rumley Township to Silver Spade automatically, the influx of taxpayers’ money from the millage would create a more responsive and available emergency medical team. Voters are simply deciding on whether to enact the additional levy. But while the vote would not directly incorporate Jewett or Rumley Township into Silver Spade, the extra funding and larger emergency services bandwidth would facilitate the township and village’s joining. But officially joining the Silver Spade District would come by way of a passed resolution in a council meeting, not by general vote. $93M awarded in Ohio BUILDS water infrastructure grants

COLUMBUS—Ohio Governor Mike DeWine and Lt. Governor Jon Husted announced earlier this week that the first round of water infrastructure grant funding was awarded as part of a new, statewide initiative to help the quality of life for Ohio’s families and communities. A total of $250 million in grant funding will be invested in water infrastructure projects as part of the new Ohio BUILDS initiative. The first round of water infrastructure grants announced this week awarded $93 million to 54 projects that impact communities in 60 counties. The remainder of the water infrastructure grants will be awarded in the coming weeks and will ultimately impact communities in every county in Ohio. Funds awarded from Tuesday will help reduce or eliminate the local financial burden associated with critical infrastructure needs such as constructing new water systems, replacing aging water lines, and installing new water mains. Grants will also fund projects to prevent sewer system backups and replace failing household sewage treatment systems with new sewers. “These grants are about strengthening our future, our people, and our communities,” said Governor DeWine. “We want our kids and grandkids to stay in Ohio, and clean water is essential to the health and future of our state. Protecting and ensuring that every community in Ohio has access to safe and clean water has been our mission from the start, and with these grants, we are continuing our mission to provide access to economic development tools that will help communities grow and thrive well into the future.” “From the beginning of our administration, Governor DeWine and I have made water quality and protecting our natural resources in Ohio a priority, but water quality isn’t just about the environment and our health, it’s also about our economic future,” said Lt. strategies to reduce algal blooms on Lake Erie and other statewide bodies of water, H2Ohio has also awarded $15 million in grants for water infrastructure projects. Ohio BUILDS (Broadband, Utilities, and Infrastructure for Local Development Success) will focus not only on strengthening Ohio’s communities through water infrastructure upgrades but also other necessary investments in targeted solutions that impact the quality of life: broadband expansion, brownfield redevelopment, the demolition of blighted buildings, and more. The Ohio BUILDS water infrastructure grants announced Tuesday were funded by the Ohio General Assembly as part of House Bill 168 and sponsored by State Representatives Mark Fraizer (R, Newark) and Mike Loychik (R, Bazetta), with funding through the American Rescue Plan Act. Ohio BUILDS grant programs for broadband expansion, blighted building demolition, and brownfield redevelopment are funded in Ohio’s current operating budget. Additional announcements regarding future Ohio BUILDS projects will be made in the coming months.

Cadiz’s South & Center trunkline project finally bid out BY JD LONG jim@harrisonnewsherald.com CADIZ—E.L. Robinson’s Bob Allen, the engineering firm working with Cadiz on the south and center line project, announced that bids had finally gone out and will be revealed on Nov. 9 at 1:30 p.m. at the village municipal building. Allen told the board that Ohio EPA and Rural Development (loan program) would need to give the green light to the village to proceed on the project. And he added that Rural Development now requires the village to do “interim financing,” which would cover Rural Development’s portion of the loan. He told the council he had developed some interim financing through OWDA (Ohio Water Development Authority) and left it for village solicitor Costa D. Mastros to sign. Allen brought forth a secondary funding application for the Ohio Water Pollution Control Loan Fund (WPCLF). An EPA loan is required to receive WPCLF principal forgiveness, worth just over $3.2 million and the same amount as the EPA loan. Allen also touched on the Phase II north trunkline collection system project: Cadiz is receiving a $915,000 grant from the U.S. Army Corps of Engineers and an ARC (Appalachian

Regional Commission) grant for $250,000. More loan and principal forgiveness is being sought again from the EPA for this project, Allen explained. Allen covered the debt service issue and how the village bills its customers. But he explained that they should be taking the total amount of water the village sells and divide that by 1,000 “to get the thousand-gallon quantities and multiply it by the debt service charge, and that should give you your debt service revenues.” Allen said there was a discrepancy in the village’s calculations but stated a meeting was scheduled later in October to figure out the problem. “That isn’t to say you’re going to change your rates; all that is, is it doesn’t appear that you’re collecting the bulk amount that you’re entitled to collect based on how your billing [is] structured,” Allen explained. “But we haven’t identified why. We’re trying to go through that and will continue to work on that.” Wastewater superintendent Tom Carter reminded Allen that with the new billing software they’re using, they have to make sure gallons billed is the correct amount. A permit was also signed to relocate and install a sewer line at the Fairgrounds. The document will be submitted to the EPA, and they will review the plans before issuing the permit.

Commissioner Paul Coffland said it was the county’s share for the paving of the Conotton Creek Trail. And Commissioner Don Bethel expressed his feelings on the long-awaited project, stating his appreciation for spending just under $26,000 for work worth around $450,000. “I don’t know how many years we waited on that, but I mean that’s the thing: It’s been a long wait,” Bethel said, with Coffland adding that the county residents enjoy the trail.

Cadiz had gone nearly five months without an administrator when Ted Andrzejewski retired in May. “I’m committed to serving this village,” Ludwig commented. Mayor John Migliore liked the choice, noting Ludwig as a lifelong Cadiz resident and was confident in Ludwig’s future efforts. Ludwig had previously been with the Cadiz street department.

The coalition, using a positive perspective, has revised its name, mission, and vision. The Harrison County Substance Abuse Prevention Coalition is now the Harrison County Wellness Coalition. And the Wellness Coalition’s vision — its mission — is to educate and empower community members to achieve mental and physical wellness. The Harrison County Wellness Coalition is a source of advocacy, education, and guidance to promote community awareness regarding substance abuse, mental health, and other concerns impacting our community. Presently, the development team’s goal is to better understand some of the many forms and intersections of abuse in Harrison County. The coalition is planning to interview and distribute surveys to learn from community members. And they plan to review some of the extant literature and data; the goal is to review and analyze the data to help revise coalition goals, objectives, and action steps. The Harrison County Wellness Coalition development team meets for one hour before each monthly coalition meeting. The Harrison Central Football Parent’s Club would like to extend our thanks to the Uhrichsville and Cadiz Fraternal Order of Eagles (F.O.E.) for their recent donations to purchase two countdown clocks for use in the locker room and the weight room. The F.O.E. is a nonprofit organization that raises millions of dollars for charities, and its motto is “people helping people.” We are extremely grateful for their generous donations.

Are There Too Few in Your Pew? By Pastor Ken Staley Pleasant Grove & Harrisville United Methodist Churches PastorKenStaley@gmail.com This week a good friend and parishioner passed along an article to me from a national publication on the effects that online church is having on Sunday morning church attendance. COVID forced quite a few new things on the church world that we had never thought about before. As the virus spread and churches closed, something had to be done, and online church was a lifesaver for many congregations. Before Facebook and YouTube, the only way to get in front of your congregants electronically was to buy pricey airtime on cable or broadcast TV — not an affordable option for most churches. So instead of losing touch with your fellow believers, you could now watch or listen to your pastor on your phone or computer and interact with your fellow church members via the messaging option and do it all with no airtime charges to the church. Pretty cool. Fortunately, when COVID first started showing signs of decline, most church members couldn’t wait to get back in the building and be together again. But that was not the situation with many churches across the country, especially in larger urban areas. Recent research from Infinity Concepts found that 45% of people who From TRACK Pg.- 1

That 2019 cross-country season showed flashes of what the program could be. The school went to the Magnolia Mud-Hole Classic and went on to dominate. It was the first of the season. They won the 3A Division and placed 5th overall. When the 2020 track season came around, unfortunately, a victory drench didn’t happen. For Cumberworth, to be disappointed would be an understatement. The team was returning just about everyone from the 2019 championships; it would also have Cumberworth thinking “what if” for a long time. The 2021 cross-country year brought back a lot of hope for many reasons. They had youth, and it was the first sight of normalcy since the pandemic started. During the last meet of the year, the Cadets had six guys who ran as run subs in 2019; five returned in 2021. The 2021 cross-country season was the most successful in well over 20 years. There were only two invites where Linsly did not place in the top 2. The conference started at the Martin’s Ferry Invite, where they placed 2nd (4 points out of first). There is also concern that our society’s penchant for multitasking can take away from our focus on worship when we’re viewing online church. There’s the dishwasher to load, towels in the dryer to be folded — you get the idea. But scripture is very clear about God’s desire that Christians meet together for worship. A verse that most church members have heard a thousand times is Hebrews 10:24-25 “Let us consider one another in order to provoke love and good works, not neglecting to gather together, as some are in the habit of doing, but encouraging each other, and all the more as you see the day approaching.” (CSB) How can we provoke each other to love and do good works if we’re not even with each other? Acts 2:46 says, “Every day they devoted themselves to meeting together in the temple, and broke bread from house to house.” Wow, every day! The church could have never multiplied into a worldwide church if believers never gathered together. The apostle Paul always compared the church to the human body, “How can the hand say to the foot, ‘I have no need of you?’ Though we are many parts, we are one body.” It’s a selfish act to withhold one’s God-given talents and gifts from the rest of the body of Christ. Don’t fall for the lie that you’re not needed. God says otherwise, and his mandate is clear, regularly meet in person with a group of believers. So, if there are too few in your pew, make some calls and invite the Lone Rangers back to church.

During the junior high three years, we won the BMC championships. It’s everyone here that makes the programs successful. Big thanks to our headmaster Justin Zimmerman for giving me the opportunity to be successful. He took a chance on a 23-year-old right of college, and I like to think it paid off. Finally, thanks to our AD BJ Depew. He’s worked with me on many things many times. They could also use dressers since there are no closets. They could use cleaning items. There is a box for personal items and a bucket for cleaning items in the church’s fellowship hall. All are welcome to donate. Operation Christmas Child and Samaritan’s Purse Christmas boxes are available at the back of the Deersville UM Church with a list of items one can put in the box. The deadline is Nov. 14 to have them back at the church to be delivered to children around the world for this Christmas season. The Women of Mission of the Deersville UM Church’s next meeting will be Thursday, Nov. 4 at 11 a.m. in the fellowship hall. Members are asked to bring a covered dish. SMITHFIELD By Esther McCoy Since this is a Smithfield column, I would like to brag just a tiny bit about the last football game of the season that Buckeye Local plays with Harrison Central each year. Since it doesn’t pay to brag much, I will try to keep it under control. The Cardinals were my team of choice for four years, 1973-1976. That was when I worked in Cadiz. Then I went to the Steubenville office, and the little, cozy newspaper office on Market Street was no more. I want Harrison County sports fans to know that I cheered for the Cardinals. I wanted them to succeed unless they were playing the Brilliant/ Smithfield/New Alexandria team. When the new Buckeye school came to Connorville, the Panthers won three times in a row, I think. But my husband says it was only two. Then came a downturn, and they went through hard times. The Cadiz team that is now the Panthers won every Buckeye game up until this Oct.22. Fate and sheer determination shined (or is it shone?) down on the navy blue and silver team players. Coaches Jim Hoover, Jack Otto, and Trevor Zanes, along with athletic director Roger Roberts, couldn’t wipe the smiles from their faces. The team has another team to contend with this weekend, and they will play their best, but there will always be Oct. 22, 2001, when the village of Brilliant went a little crazy. I want to note, too, that there was a girl playing on the team the entire season and a set of twins. You can’t beat that for something different. Now about the Adena Legion who financed the trophy that competes with me for a 5-foot height: The VALES name stands for Veterans, Athletes, Leadership-Legionaires, Education, and Sportsmanship. The seniors are given a coin that is said to be a conversation starter as the years go by. They can show their grandchildren and tell about playing for honor and the opportunity for a scholarship, which five young men will receive. The Adena veterans work hard for their group. They honor veterans, athletes, and school children for Veterans Day, giving small flags on a base made by Roger Sliva and helpers. The Brilliant Lions Club will hold an invitation-only Christmas party on Dec. 3 in their recreation room. This will be the 70th year of its existence, brought into the organization on May 1, 1951. Butch Ford is the president, and Ralph Nickoson is vice president. Congratulations to Rob Whinnery and Clint Finney for being honored as a Friend of 4-H in the Jefferson County 4-H organizations. His wife, Vicky, was the Junior 4-H leader for many years and conducted the coronation of 4-H queen and king at the start of each Jefferson County Fair. She will be missed with her death this year. Street Smart Ohio informing residents of drug dangers

HOPEDALE—A group of specialists on the drug epidemic frontlines held a seminar Tuesday evening at the Hopedale firehouse. Crossroads, the Mental Health and Recovery Board, WVU Medicine, and Family Recovery Center were present to answer questions during the informative session. The specialists included retired longtime law enforcement officers from Franklin County: former Sergeant Michael Powell and former Captain Shawn Bain. Powell and Bain shared lectured duties as they provided a 1-2 punch in their message. The event was called “Street Smart Ohio” and was sponsored by the High Intensity Drug Traffic Areas program. Powell took the lead position explaining how the program began with medical professionals, teachers, undercover officers, administrators, and community members working together. “So we decided, why don’t we create a program for anyone in the country with a nexus to drug abuse, which is the entire country,” Powell stated. And he added that a grant application was approved quickly, which is rare. Powell and Bain have traveled from coast to coast more than 2,000 times and to over 600,000 people. Powell retired in 2018 but not before serving 45 years — with 12 as a prevention education specialist. Ohio has been designated a high-intensity drug traffic state, affected by the illicit drugs brought across the Mexican border. “Most of the illegal, the illicit drugs you find in every one of our communities in the nation comes across that border controlled by those cartels,” Powell explained. He called Mexico one of the most violent countries on the planet and stated that the United States is Mexico’s drug problem, not the other way around. In less than 10 years, he added that drug cartels have murdered around 160,000 people —

sometimes even decapitating their victims. “And that includes men, women, and children many times decapitating, punching the eyes out, cutting the tongue out. They do that to send a message to the other cartel leaders, and they send that same message to the leaders of our country and that country that they’re in charge when it comes to the drug trafficking,” he said. Powell stated that the United States is the No. 1 consumer of illicit drugs in the world. And he mentioned Canada as another gateway for drugs; most of the northern border is unguarded. Bain explained a part of his career with the DEA involved thousands of drug arrests and that he’s now the drug intelligence officer for Ohio through the HIDTA program. When he asked if there was a Mexican drug cartel “issue” in Ohio, he answered with an emphatic “yes.” Bain said approximately nine drug cartels were operating in the United States, with El Chapo’s former cartel having a 70% influence. He pivoted to drug seizures and stated that 10 to 15% of the drugs that come across the border are confiscated. But, conversely, 70 to 80% of them reach their destinations. Currently, cocaine is 60% of the drugs seized, with another 37% being methamphetamine. “Ninety-seven percent of all drugs we’re seizing now are stimulants,” Bain told the crowd, adding that 2% is heroin and 1% fentanyl. When comparing deaths, Bain said in 2010, Ohio experienced 1,644 drug deaths, but that all changed when more powerful fentanyl hit in 2013. “This is when it all changed in our state. Deaths skyrocketed,” Bain said. As a result, 4,871 deaths occurred by 2017. Then COVID-19 worsened matters. The deaths soared again, according to Bain. “Loss of jobs meaning all kinds of economic stresses on us,” he explained. “Stresses with family members don’t know if they’re going to live or die on the ventilator in the hospital. Imagine all that economic stress.”

The number of hunters pursuing deer with archery equipment continues to grow. During the 2020-21 deer season, 48% of deer were taken with archery equipment, including 33% using a crossbow and 15% using a vertical bow. Overall, archery hunters harvested more than 93,000 deer last season, the highest total on record.

Deer hunting occurs in all 88 counties, and an estimated 310,000 hunters participate. In 2020, nearly 410,000 deer permits were purchased or issued. Hotspots for deer hunting are found mostly in eastern or south-central Ohio. Coshocton County led the state with 6,715 deer taken during the 2020-21 season. Christmas Shoe Boxes Because of the COVID-19 pandemic, packed shoeboxes can be dropped off curbside without leaving your car, or they can be brought into the churches. Operation Christmas Child is part of Samaritan’s Purse, a Christian relief organization. Shoeboxes are packed with school supplies, small toys, personal care items, clothing, and accessories, then shipped to ministries in over 100 countries and given to children who have never received Christmas presents. They also learn about God’s love for them through a program called “The Greatest Journey.” Shoeboxes are packed by individuals, families, churches, and organizations and then dropped off at designated sites along with $9 per box for shipping. Young hunters have a chance to harvest a deer during the youth gun weekend, Nov. 20-21. The deer gun season is Monday, Nov. 29, through Sunday, Dec. 5, and again on Dec. 18-19. Deer muzzleloader season is Saturday, Jan. 8, through Tuesday, Jan. 11, 2022.

“Because of that stroke, she had partial paralysis on the right side of her body,” Malarcik explained, adding that the stroke rendered one of her thumbs useless and caused her to drag her right foot. “This made her susceptible to falls,” he said. Malarcik continued that Paityn was also on a blood thinner, which might explain “visible injuries” Myers described. “So it was a combination of these health conditions and the treatment prescribed by the doctors that led to the bruising on her body. It was not abuse,” Malarcik stressed. He said the autopsy report did show bruising but no broken bones or internal damage that may be seen from physical abuse. “All of her bruising was superficial,” he explained. “None of it caused her death. She died from congenital heart failure, not abuse.” A call to Currence’s attorney, Jacob Will, was not returned.
