Franklin Township

ELECTIONS FROM PG.-1

Archer Township

For Archer Township’s trustee election, the vote-for-two race fell among James Edward Albright, Troy Blackburn, and Aaron L. Blackburn led the voting with 45. Dodds won the second seat with 44 votes, and Albright had 35. Seventy-eight ballots generated the 124 total votes from the township’s 213 population.

Franklin Township, too, had its trustee election with two regular running candidates, Richard Huff and Todd Smith, and one trustee on an unexpired term (through 2023), Troy Burdette. Out of the 108 ballots and 171 votes, Burdette led the voting with 92. Huff received 88 and Smith 83. Franklin Township’s 108 ballots came out of a pool of 418 people (25.83%).

German Township

Athens Township

Athens Township had one trustee seat to fill and two candidates running: David Butler and Michael Saffell. Butler took it with 63 votes over Saffell’s 51. There were 114 total votes on 114 ballots cast. Over a third of the township’s voting body showed up (114 out of 332, 34.33%).

Cadiz Township

Cadiz Township had two trustee positions to fill and two candidates: Clint A. Barr and C. Scott Porter. Barr had 366, and Porter received 269. There were 635 votes on 438 ballots.

Cadiz Township also put a 0.50-mill cemetery renewal levy up for a vote. The levy passed with 438 ballots cast and 436 total votes. Three hundred twenty-nine voters said yes, and 107 said no.

Freeport Township

Freeport Township had a vote-for-two race and two candidates, as well. Randy Cunningham and Jimmy Hershman both ran and ended with 112 and 100 votes, respectively.

The 134 ballots came from a potential voter pool of 511 (26.2%) and generated the 212 total votes.

German Township saw four candidates running for two trustee seats. Dale Frank Kellar received the most votes with 112. D. Ray Marker followed just behind with 108; Nick Ramsey ended with 87 votes and Dusten Dulkoski with 58. The 365 votes were given on 214 ballots. German Township also passed a 2-mill levy for roads. It passed with 166 votes in favor and 44 against.

Green Township

Green Township’s trustee race included five candidates for two positions: Ronald Hawkins, James Lathem, Jr., James E. Moore, Jon Paul Pelegreen, and James Ward. Pelegreen and Hawkins took the trustee roles with 260 and 239 votes. Five hundred twenty ballots were cast, which amounted to 850 total votes. The 520 ballots came from a potential 1,242 pool in Green Township (41.87%).

Monroe Township

Monroe Township had two trustee roles and two candidates: Andrew Slentz with 107 votes and Brian Vitagliano with 97; the 204 total votes came from 143 ballots. In addition, the township also passed three tax levies for fire protection. The first one was for 1 mill. Of 140

BY REBECCA BRATTEN WEISS Harrison News-Herald Reporting Journalist The 2021 results are in, and all but one of the village and township levies in Harrison County have been approved. Harrison County residents voted 1,639 to 691 to renew a property tax levy providing revenue to the Ohio Cooperative Extension Service. The 0.75-mill levy helps fund OSU Extension programs such as the 4-H Youth Development program, agricultural and natural resources education and services, home economics, and economic development. Commencing in 2022, the levy is renewed for five years.

Of the 18 levies on the ballots, 16 were renewals, meaning that they would entail no tax increase. Two of the 18, however, were additions, meaning that an increase in property tax would be necessary to fund them. One of the new levies in Rumley Township passed by a vote of 18999. The new levy will add 2.25 mills for five years to improve ambulance and emergency services in the township. The other new levy (in Jewett) did not pass. It would have added 2 mills for five years to finance the operation and maintenance of the police, and it was voted down with 67 votes for and 99 against. Jewett did renew their levy for ambulance and emergency medical services.

Some of the other village levies that were renewed cover such expenses as basic village expenses, village police protection, fire expenses, and parks and recreation. Cadiz Township renewed their levy funding maintenance of the Cadiz Union Cemetery. Another township levy in German Township was renewed for general construction, reconstruction, and surfacing of roads.

In a local property tax levy, one mill is one dollar per $1,000 of assessed value — or, to look at it another way, one-thousandth of a dollar per one dollar of assessed value.

Moorefield Township was filling two trustee spots with three candidates. Jody Hyde, Rick Moore, and Kevin Johnson (listed for an unexpired term through 2023). Johnson led the voting with 81 votes. Hyde came in second with 79; Moore was just behind with his 73 votes. Johnson’s 81 votes came from 88 ballots along with the 152 votes split between Hyde and Moore.

North Township

North Township had two candidates for two trustee seats: Travis D. Albaugh, who received 104 votes, and Danny L. Henry with 97. The 201-vote total came off 155 tickets.

Nottingham Township

Nottingham Township had two trustee positions open with two running candidates: Shirley J. Fair (46) and Anthony M. Knight (57) out of 103 votes and 65 ballots.

Rumley Township

Rumley Township saw Kevin L. Arbaugh (255) and Andrew G. Lee (176) running for two trustee positions out of 431 total votes and 317 counted ballots. Rumley also passed a 2.25mill levy for ambulance and emergency medical services: 202 voted in favor and 106 opposed.

Shortcreek Township

Shortcreek Township had three trustee candidates running for two vacancies: Dewey Allison, Jay Hopkins, and David Richardson.

Interim Bailie reelected in Jewett mayor’s race

George R. Bailie (R) was reelected on Tuesday, easily defeating his opponent Charles Hirschbach with 91 votes to Hirschbach’s 38. Bailie had stepped in to fill the role of mayor for the village earlier this year after former mayor Dwight Busby’s passing in July. Bailie will complete Busby’s unexpired term, which runs through 2023. Both mayoral candidates were write-in votes.

The Jewett village council race was also a contested one, with seven different candidates competing for four seats. The winning council members in the Jewett race were Paul Prevot, Jr. (105 votes), Steven Stewart (70 votes), Tammy M. Verhovec (75 votes), and Joshua Walters (112 votes). The remaining candidates, Danny Dray, Cheyenne Locko, and Rick Meneely, received 66, 59, and 47 votes, respectively.

Several other contested races in Harrison County were also decided. Aaron L. Dodds and Troy Blackburn were elected for Archer Township trustees. David Butler was elected as Athens Township’s trustee. Dale Frank Kellar and D. Ray Marker were elected as German Township trustees. Jon Paul Pelegreen and Ronald Hawkins were chosen as Green Township trustees. And Jay Hopkins and David Richardson were selected as trustees in Shortcreek Township. Only 23% of registered voters cast their ballots in Harrison County this election.

Stock Township

Stock Township had Douglas W. Henderson and Mike Henderson running for two trustee positions. M. Henderson ended with 55 votes, and D. Henderson got 53. The 108 combined votes came out of the 69 ballots that were submitted.

Washington Township

Washington Township also had a twotrustee race with two candidates running.

Lucas Pulley and Scott Reynolds ran for the roles and got 50 and 70 votes, respectively. The 120-vote total came from 88 ballots, around 24% of the eligible voter pool in the township.

Conotton Valley School Board

The Conotton Valley school board member race fell onto two candidates: Kevin Willoughby with 149 and Jason Galigher with 110 votes; the 259 votes were produced from 183 ballots for the board members.

Harrison Hills School Board

Harrison Hills also had an election for school board members. The three candidates had 3,962 votes among them, generated from 2,323 ballots. Deborah Kenny led the voting with 1,401, D.J. Watson followed with 1,359, and Kristen Willis had 1,202.

Harrison County Ohio Cooperative Extension Service

The Harrison County Ohio Cooperative Extension Service levy was also passed. Voters sent in 1,835 in favor ballots and 792 against.

The 2,627 total votes came from 2,673 ballots.

Note: There was a discrepancy in the Freeport 0.89-mill fire levy results. Freeport had tallied 57 ballots out of a potential 206 in the region at the time of publication. However, 58 votes were counted. As mentioned and as listed in the summary report, 40 votes were in favor and 18 against. Compared to the rest of Freeport’s races and levies, one of the two is incorrect. The levy passed, but the final numbers were incorrect at one point.

Pharmacy technician JVS opening doors to 8th-graders and sophomores, mulling heavy equipment program program being offered at Belmont College BLOOMINGDALE—The Jefferson this face-to-face opportunity,” he said. “Last ST. The program provides both technical and practical training, which will help to enable students to function as competent entry-level pharmacy technicians.

Classes will be offered at the main campus, in-person, beginning March 30, 2022 and running through June 2 on Wednesdays and Thursdays from 6 to 9:30 p.m. An 80-hour clinical externship with an area pharmacy is available at no cost to students who complete the course.

Students who complete the program will receive a Pharmacy Technician Certificate of Completion from Belmont College. In addition, this course prepares students to take the Pharmacy Technician Certification Board (PTCB) exam. Upon completing the PTCB exam, students’ qualifications will meet or exceed pharmacy technician employment requirements in Ohio, Pennsylvania, and West Virginia. The PTCB exam is not included in the cost of this program. The program is approved for the Workforce Innovation and Opportunity Act (WIOA) in Ohio and West Virginia.

County Joint Vocational School is once again opening its doors to potential students for tours at the facility. The school hosted its annual eighth-grade tours this week on Nov. 1, 4, and 5, and sophomore visits are scheduled for Nov. 16-18. Students from Buckeye Local, Harrison Central, Indian Creek, Jefferson County Christian School, Steubenville Catholic Central, and Toronto will make a stop from 9:30 a.m. to 1 p.m. for a chance to view the JVS programs. And principal Dan Hartman is thrilled to see students making a stop once again after COVID-19 temporarily shelved the events. “We are excited to be able to provide

BY SAMANTHA MCINTOSH Harrison Central Contributor Seniors at Harrison Central participated in mock interviews on Thursday, Oct. 28, as part of their Service Learning class. Prior to the interviews, they had to create a resume and cover letter for a job they were interested in pursuing in the future. Students were also required to dress professionally to try to make the experience as realistic as possible. Mr. Todd Dunlap, Mr. Duran Morgan, Mrs. Dana Snider, Mrs. Deb Kenny, Officer Cody Smith, and Sergeant First Class Lance Delbrugge were the interviewers and provided feedback for students on their strengths and weaknesses.

TAPPAN LAKE—One of the first functions in the brand new Tappan Lake Marina was the Muskingum Watershed Conservancy District’s October meeting, held inside the upstairs seating area last Friday. Chief Financial Officer Jim Crandall provided encouraging news that the Conservancy District’s net income for the yearto-date was $11.48 million compared to $6.19 million in 2020. The District’s operational revenue came to over $23.9 million, 101% of the budget.

“So, we’ve accomplished through September our entire revenue budget for the year,” he told the board, which was in comparison to $18.6 million last year. Crandall touched briefly on the oil and gas Utica revenue stating they were currently at $7.6 million through September versus $5.1 million last year. He attributed this to the price of commodities.

According to Crandall, park revenue has produced 114% of the budget showing $9.68 million compared to $6.9 million in September of 2020.

“Park camping makes up the biggest portion as it always does,” he said, stating just over $8.2 million for that, which came to 122% of budget.

Two Master Plan projects in the works for Muskingum Watershed

TAPPAN LAKE—The Muskingum Watershed Conservancy District’s Master Plan continues to push forward. And Chief of Engineering Boris Slogar outlined two more Master Plan projects at last Friday’s meeting that are in the works. They are still in the design phase but include Atwood Activity Center renovations and the Tappan Welcome Center. Slogar said they would be the last of the Conservancy District’s “two larger vertical-type building projects.”

He said the final improvements at the newly renovated Tappan Marina would be announced in November but should cover loose-end paving and lighting required to finish the project.

COVID vaccines will soon be available to Ohioans ages 5-11

COLUMBUS—Following the U.S. Food and Drug Administration (FDA) granting an emergency use authorization (EUA) to the Pfizer-BioNTech COVID-19 pediatric vaccine formulation, and pending a recommendation from the Centers for Disease Control and Prevention (CDC), the Ohio Department of Health (ODH) is announcing that vaccine providers across the state can begin vaccinating children ages 5 to 11 years old as soon as the CDC makes its recommendation.

“Today is a day that many children and numerous adults — parents, guardians, grandparents, aunts, uncles, pediatricians, teachers, and coaches — have long awaited,”

said Ohio Department of Health Director Bruce Vanderhoff, MD, MBA. “The authorization of this COVID-19 vaccine for younger Ohioans is yet another crucial turning point in this pandemic, allowing us to better protect young children from severe complications from COVID-19. This deadly virus has killed more than 24,000 Ohioans and has caused nearly 206,000 pediatric infections among those ages 17 and younger.”

While children are less likely than adults to get severely ill from COVID-19, they most certainly can — and do — become ill. As of Nov. 1, more than 2,000 Ohio children under 18 had been hospitalized

with COVID-19, and 15 had died.

“Just like adults, when children become sick from COVID-19, they can spread it to others and suffer severe health outcomes, or even death,” explained Vanderhoff. “When more people are vaccinated, it lessens the opportunity for dangerous variants to take hold, helping us to get control of this pandemic.”

The Pfizer COVID-19 vaccine pediatric formulation is a smaller 10-microgram dose compared with the 30-microgram dose used in adults and adolescents 12 and older. It is arriving in Ohio on a staggered schedule over the coming days. Providers across the state, including local health departments,

CDC endorses booster shots for all vaccines

In October, CDC Director Rochelle P. Walensky (M.D., M.P.H.) endorsed the CDC Advisory Committee on Immunization Practices’ recommendation for a booster shot of COVID-19 vaccines in certain populations.

The Food and Drug Administration’s and CDC’s recommendations for use are important steps forward as we work to stay ahead of the virus and keep Americans safe.

For individuals who received a PfizerBioNTech or Moderna COVID-19 vaccine, the following groups are eligible for a booster shot at six months or more after their initial series: 65 years and older Age 18+ who live in long-term care settings Age 18+ who have underlying medical conditions Age 18+ who work or live in high-risk settings For the nearly 15 million people who got

the Johnson & Johnson COVID-19 vaccine, booster shots are also recommended for those 18 and older and vaccinated two or more months ago.

There are now booster recommendations for all three available COVID-19 vaccines in the United States. Eligible individuals may choose which vaccine they receive as a booster dose. Some people may prefer the vaccine type that they originally received, and others may prefer to get a different booster. CDC’s recommendations now allow for this type of mix and match dosing for booster shots.

Millions of people are newly eligible to receive a booster shot and will benefit from additional protection. However, today’s action should not distract from the critical work of ensuring that unvaccinated people take the first step and get an initial COVID-19 vaccine. More than 65 million Americans remain unvaccinated, leaving themselves — and their children, families, loved ones, and

communities — vulnerable.

Available data right now show that all three of the COVID-19 vaccines approved or authorized in the United States continue to be highly effective in reducing the risk of severe disease, hospitalization, and death, even against the widely circulating delta variant.

Vaccination remains the best way to protect yourself and reduce the spread of the virus and help prevent new variants from emerging.

“These recommendations are another example of our fundamental commitment to protect as many people as possible from COVID-19. The evidence shows that all three COVID-19 vaccines authorized in the United States are safe — as demonstrated by the over 400 million vaccine doses already given. And, they are all highly effective in reducing the risk of severe disease, hospitalization, and death, even in the midst of the widely circulating delta variant,” said Walensky.

Survey: Ohio employers among the least tolerant of drunk or high employees Have you ever been tempted to have a drink while on the clock —particularly during a long, stressful shift? Although it’s not a crime in itself to be drunk, doing so in a professional workplace environment may be rendered as gross misconduct and could lead to immediate dismissal without the option to collect unemployment. Most private companies are not mandated by law to have drug-free workplace policies; however, there are exceptions. Workers in safety and security-sensitive industries and federal employees are required to maintain sobriety in the workplace under the DrugFree Workplace Act of 1988.

DrugAbuse.com recently surveyed 3,700 employers across the country, asking them to rank their tolerance of intoxication in the workplace from 1 to 10 (1 being the most tolerant, 10 being the least). The survey revealed that employers in Ohio are among the least tolerant of drunk or high employees, ranking a 5 out of 10.

Employers in Connecticut, Maine, and Nebraska were found to be the most tolerant of employee intoxication with an average tolerance ranking of 3 out of 10. The survey also delved into different industries to find out which are most and least tolerant when it comes to being intoxicated on the job.

Employers in the banking and real estate industry were equally tolerant with 2 out of 10. Comparatively, those in public service, charity, and healthcare industries were the least tolerant, ranking an average of 4 out of 10.

Over the holiday season, sometimes employers are slightly more lenient when it comes to managing businesses. In fact, one in five employers says they’d be more tolerant of an employee being intoxicated at work if it was during the holidays.

It also appears there might be a get-out clause to all this: when it comes to the rising popularity of the hybrid workplace model, it seems many employers find it difficult to

determine their employees’ state of mind behind a screen. Nearly one in three (30%) employers said virtual working has made it nearly impossible to ascertain whether an employee is drunk or high on the job. And while this might be a concern for employers, 5% of employees believed it’s acceptable to be drunk or high while on the job, during work hours.

Ohio Department of Development and HARCATUS Tri-County offering heating assistance The Ohio Department of Development and HARCATUS Tri-County Community Action Organization, Inc. want to remind Ohioans that assistance is available to help with their home energy bills. The Home Energy Assistance Program (HEAP) helps Ohioans at or below 175% of the federal poverty guidelines pay their heating bills.

Ohioans threatened with disconnection, disconnected from their utility service, transferring services, establishing new services, at or below 25% fuel, or have been diagnosed with COVID-19 in the last 12 months, may also be eligible for the HEAP Winter Crisis Program, which starts on

Nov. 1, 2021.

Ohioans can visit energyhelp.ohio.gov to apply online, download a copy of the application, or find contact information for a local Energy Assistance Provider. HEAP benefits are applied to an individual’s energy bill after Jan. 1. If you need immediate assistance with your energy bills, please contact your local Energy Assistance Provider. Governor, First Lady DeWine exposed to staff members who tested for COVID COLUMBUS—Earlier this week, Governor Mike DeWine and First Lady Fran DeWine were exposed to two staff members who recently tested positive for COVID. Both of the DeWines had been fully vaccinated and received their boosters, tested negative for COVID on Wednesday, and had no symptoms.

The DeWines will not participate in previously scheduled events in person through Sunday and will continue to be tested daily for COVID.

The Low Income Household Water Assistance Program provides eligible Ohioans assistance paying water and wastewater bills. The program runs from Oct. 27 until Sept.

30, 2022.

Public health experts continue to urge masking in school settings COLUMBUS—Ohio Department of Health director Bruce Vanderhoff, MD, MBA issued the following statement this week regarding masking policies in schools: “Despite a recent downtrend, Ohio’s COVID-19 cases remain at a very high level. OBITUARIES Alice Covert Alice Marie Thompson Covert of Pembroke Pines, Florida passed away on Oct. 21, 2021 in Pembroke Pines.

Alice was born in Cadiz, Ohio to Oscar E. Thompson and Bessie M. Carrothers on Sept.

14, 1927. She went to school at Moorefield School and Freeport High School, and she attended college classes later in life. She married Robert W. Covert on Oct. 14, 1949 in Cadiz.

She worked as an office manager for Coulter Electronics, as well as for schools and school boards. She was involved in her sorority, bowling, and in the lives of her children.

Alice is preceded in death by her parents; her husband; her sisters Mary Johnson and Ella Perkins and their spouses; her brother, Allen Thompson; and her son, Steven J. Covert.

Alice is survived by her children, Linda Covert and Robert A. Covert (Barbara); her sister Virginia Ullrich (Louis); and numerous nieces, nephews, cousins, and friends.

A celebration of life gathering will be held at 11 a.m. Saturday, Nov. 13, 2021, at Nottingham Church on Route 22 in Harrison County, Ohio.

In lieu of flowers, donations may be made to Nottingham Presbyterian Church (c/o Mary Jane Bear 74355 Henry Rd. Cadiz, Ohio 43907).

Gerald W. Capers Gerald W. Capers, 75, of Hopedale, Ohio, died in his home on Oct. 30, 2021. He was born in Steubenville, Ohio on Dec. 14, 1945, son of the late John and Grace Marinucci Capers.

Also preceding him in death were brothers Alfred, Eugene, Larry (Bulldog), John Jr., Norman (Mooch) and sisters Beverly and Gloria. Gerald graduated from Hopedale High School in 1964 and worked for Wheeling Pittsburgh Steel for 39 years. He was an avid golfer; he belonged to and was a former champion golfer at the Cadiz Country Club. He much enjoyed attending all his grandchildren’s sporting events. Jerry joined the U.S. Navy and served from 1966 through 1968.

Surviving are children Chad Capers of Hopedale and Leslie Willis (Robert) of Phoenix, Arizona; grandchildren Cruz, Matthew, Brody, Chase, Champyn, and Cynthia; brother, Ronald (Dutch) Capers of Hopedale; and sisters Kay Kaebnick (Warren) of Tipp City, Ohio and Shirley Gore of Huntsville, Alabama.

Friends will be welcomed on Sunday, Nov. 21, 2021 for memorial services at 3 p.m. in the

Church of Christ (329 High St. Hopedale, Ohio 43976). Pastor Dean Blythe will officiate.

Burial will be held at a later date in the Greenwood Cemetery in Hopedale. Blackburn Funeral Home in Hopedale is assisting the family (www.blackburnfuneralhomes.com).

John McAfee John A. McAfee, 59, of Cadiz, died Friday, Oct. 29, 2021 at his home.

He was born March 13, 1962 in Dennison, Ohio, a son of Ralph and Janet Bolitho McAfee of Jewett, Ohio. John loved gardening, hunting, and the outdoors.

He is survived by his parents; his wife, Janis Bane McAfee; two children, Bill Phillips and Stacie (Matt) Phillips Bates; his grandson and love of his life, Trenton James; two brothers, Ross McAfee of Jewett and Charles (Ruthie) McAfee of Bloomingdale; sister-in-law, Jennifer Pettit and family; brother-in-law, Bob Muze and family; and a number of nieces and nephews.

Private services will be held at the convenience of the family. The family is being assisted by Clark-Kirkland-Barr Funeral Home in Cadiz, Ohio.

Robert S. Taggart Robert S. Taggart, age 91 of Moorefield, Ohio died peacefully surrounded by family at 6:59 a.m. Oct. 20, 2021 at Trinity West in Steubenville, Ohio. Robert was born Mar. 20, 1930 in New Athens, Ohio, a son of the late Samuel and Margaret (Howell) Taggart. He served in the U.S. Army 19481960 and 1969-1993. He retired in October 1993 as an SSG E6 from 660th Transportation Company in Cadiz, Ohio, a welder for Humes Trucking in Steubenville and Consol Coal Co., and retired from deep mine Osage No. 3 Mine in Morgantown, West Virginia.

Bob loved to garden, especially sunflowers. He also enjoyed hunting, fishing, woodworking, and spending time with family; he loved his grandchildren.

He was preceded in death by his wife Evelyn June (Glover) Taggart on Feb. 7, 2007.

In addition to his parents and wife, he was also preceded in death by his son Robert David Taggart on Dec. 7, 2019, a brother, and a special niece Pam (Glover) Doane.

Surviving are his daughter Melinda June Ornouski of Moorefield; grandchildren, Rick (Ty Phillips) Scott, Angela Erickson of Canton, Stephanie (Aaron) Sword of Lodi, and Michael (Lori) Doane of Freeport; six great-grandchildren, Hunter, Makayla, Easton, Tommy, Logan, and Shawna; a great-great-

His service was Saturday, Oct. 23 at Koch Funeral Home with Rick Moore officiating and a special military honor by Jerry Sword. A military graveside service and burial was held at Moorefield Cemetery.

Wilma Adams Wilma F. Adams, 97, of New Philadelphia, formerly of Freeport, passed away Wednesday, Oct. 27, 2021 at Park Village Health Care in New Philadelphia, Ohio. She was born Feb. 21, 1924 in Moorefield, Ohio, a daughter of the late Roy Vernon and Corella Dove Todd Moore.

She was the former co-owner and manager of the Don Adams Texaco, a member of the Rankin United Methodist Church, where she served as the pianist for many years, an avid bowler, and worked at the Timken Corp during WWII. In addition to her parents, she was preceded in death by her husband, Donald E. Adams in 2000; a granddaughter, Jennifer Adams; daughter-in-law, Janet Adams; and three brothers, Dale, Donald, and William Moore.

Surviving are her four children: Kelly Adams and his friend Nan of New Philadelphia, Teresa (Gary) Tarbert of Piedmont, Gene (Sharry) Adams of Tippecanoe and Dawn (Jim) Milleson of Tippecanoe; 9 grandchildren: Greg (Joni) Tarbert, Jolene (Dennis) Bloomquist, Ryan (Shannon) Tarbert, Angie (Bill) Bryant, Chad Adams, Jon Dean, Andrew (Marlena) Dean, Kaila (Jimmy) McPeek and Mark (Stephanie) Dean; 22 great-grandchildren; one great-greatgranddaughter and numerous nieces and nephews.

Due to COVID, there will be no calling hours. Her funeral service will be held on Saturday, Oct. 30, at noon at the Rankin United Methodist Church (77195 Rankin Road, Cadiz, Ohio 43907) with Pastor Jon Little officiating. The family asks that you arrive at the church just before the funeral service, wear masks and practice social distancing. Burial will follow at Nottingham Church Cemetery, Cadiz, Ohio. The family is being assisted by Clark-Kirkland-Barr Funeral Home, Cadiz, Ohio.

Floyd Gladman Floyd R. Gladman, 86, of Tippecanoe, Ohio passed away on Tuesday, Nov. 2, 2021, at Medina Hospital in Medina, Ohio.

Born March 6, 1935 in Harrison County’s Franklin Township, he was the last surviving child of the late William D. and Florence R. (Haney) Gladman, having been preceded in death by his siblings, Ruth Colvin, Lois Cox, Ida Moulton, Marilyn Kruse, and Walter Gladman.

Floyd loved farming and was proud to be the fifth generation to live on and work his family farm. He also was employed by Joy Manufacturing for many years until his retirement. Floyd was a lifelong member of Brownsville Christian Church who was active in 4-H and a founding member of Keystone Saddle Club. He was a U.S. Army veteran, a member of the American Legion. For over 60 years, he was a dedicated member of the Deersville Veterans Memorial Association, which he helped organize.

On June 19, 1956, Floyd married Betty Jean (McGill) Gladman, with whom he celebrated 65 years of loving marriage this spring. He is also survived by their children, Ray E. (Victoria) Gladman, Lee O. (Devanie) Gladman, and Mary L. (Je-An) DeWitt; grandchildren, Levi (Jeena) Gladman, F. Cayne (Laura) Gladman, Nicholas (Alisha) Gladman, Fran (Megan) Gladman, Helena (Justin) Woodworth, Travis (Yvonne) Gladman, Jamie (Mike) Cooper, Jessie Gladman, Talon DeWitt, and Tai DeWitt; 19 great-grandchildren; sisterin-law, Thelma “Faye” Gladman; many nieces and nephews; and his dear friend and former daughter-in-law, Joan Gladman. In addition to his parents and siblings, he was preceded in death by a daughter, Jean Gladman.

According to Floyd’s wishes, cremation is planned, and he will be interred at Deersville’s Patterson Union Cemetery on a future date.

His family will receive callers on Saturday, Nov. 6, from 1-4 p.m. at the R. K. Lindsey Funeral Home in Dennison. In lieu of flowers, memorial contributions may be made to Brownsville Christian Church (32530 Moravian Trail, Tippecanoe, OH 44699).

Dear Ann, My son wrecked his car, and I’m not sure if I should be angry or concerned. He was being careless, in my opinion, and I can tell the crash scared him. The car is completely totaled.

Since you only mentioned the car, I’m assuming your son is OK. When your children start to drive, it always adds that extra element of “I wonder if they’re OK,” especially every time you hear a siren or they aren’t home on time. However, it has been my experience that after your initial shock of hearing they’ve been in an accident and finding out they aren’t hurt, that’s all that really matters. Now, if he was being careless and irresponsible, I think he should help pay for repairs

Dress for Success

There are those among us who are very meticulous about how they dress. There are also those who never give it a thought. But the physical clothes we wear are secondary to the spiritual clothes that scripture tells us to wear. The apostle Paul told the Galatians that, “All of you who were baptized into Christ have clothed yourselves with Christ.”

He also told the Roman believers to clothe themselves with the Lord Jesus Christ and not think about how to gratify the desires of the flesh. This is how we dress for success — spiritual success, that is.

Our old friend Job said, “I put on righteousness, and it clothed me.” Clothing ourselves with the Righteous One, Jesus the Messiah, is a far better way to dress than clothing ourselves in our own righteousness, which as we all know, is nonexistent. When we clothe ourselves with Christ, we take preventative medicine for sin, according to Romans 13:14. When we are clothed in him, we have acceptance with the Father. Paul drives this home in Romans 5:1-2 when he

Holding your child accountable for their actions is extremely important. There are still consequences even if he isn’t hurt.

Either way, hold him tight as long as he will allow and thank God for keeping him safe. No matter how nice it was, the car is just a piece of metal; it can always be replaced, but your child cannot. Be sure you don’t care more for the vehicle than you do for your son. Make the most of these learning opportunities—you can be loving and firm. The investment you make in your child is never wasted to help them understand the important truths of life.

says, “Since we have been justified by faith, we have peace with God through our Lord Jesus Christ. We have also obtained access through him by faith into this grace in which we stand.” People all over the world try to obtain peace with God through their own works without realizing that Jesus has already done it for them. We already have acceptance with God but only through faith in Jesus — and because of the cross. Paul declares in Colossians 1:22, “You are holy and blameless as you stand before him without a single fault.” What an amazing verse of scripture.

We need to meditate on that verse daily as we clothe ourselves in him — blameless without a single fault. Amazing! This is how God sees us when we clothe ourselves in Christ. That doesn’t mean that we’ve all reached sinless perfection — far from it — but it does mean that Jesus’ work on the cross is complete, and there is nothing we can add to it. Because of the cross, we can now clothe ourselves with the security of Romans 8:1, “There is now no condemnation to those who are in Christ Jesus.” John’s gospel records Jesus’ powerful declaration, “I give them eternal life, and they shall never perish; neither shall anyone snatch them out of my hand. My Father, who has given them to me, is greater than all; and no one is able to snatch them out of my Father’s hand.” Ladies and gentlemen, we are unsnatchable! Let’s all make the fashion statement of a lifetime and clothe ourselves in Christ.

First Responders Day 2021 was Oct. 28. It is a day to honor the brave men and women who put their lives on the line every day to keep people safe and save lives when disaster strikes. It isn’t too late to thank the first responders. Thank you!

The Women of Mission of the Deersville UM Church are holding a “household” shower for Macaila and Rob Hankins. Macaila is the daughter of Janice Green (late Gary Green) and daughter of Melissa Green. Macaila is the house mother for a group home. Items they need include a toolbox and tools to fix things, hygiene items, feminine products, pots and pans, twinsize sheets and blankets, and bath towels. They could also use dressers since there are no closets.

They can also use cleaning items. There is a box for personal items and a bucket for cleaning items in the church’s fellowship hall. All are welcome to donate.

Operation Christmas Child and Samaritan’s Purse Christmas boxes are available at the back of the Deersville UM Church with a list of items one can put in the box. The deadline is Nov. 14 to have them back at the church to be delivered to children around the world for this Christmas season.

The Women of Mission of the Deersville UM Church will be taking over the Sunday church service on Nov. 7. Anne O’Planick will deliver the message, and the other members will be participating. They will be taking a special collection for “Blessings in a Back Pack” to give to Harrison Hills School District students.

Anyone wanting to write a check should make it out to “Blessing in a Back Pack.” This is such a worthy project for the children of Harrison County.

On Monday, Nov. 8, there will be the meetings at the Deersville UM Church for the PPR at 6 p.m., trustees at 7 p.m. with the administrative council to follow. Anyone in the church is welcome to sit in on the trustee and ad council meetings.

On Wednesday, Nov. 10, the Woody Paul Blanket Mission will be at 10 a.m. in the Deersville UM Church fellowship hall (*notice the change of date). A covered dish lunch will follow.

On Thursday, Nov. 11, the Deersville Community Garden Club will hold their monthly meeting at 4 p.m. at the home of Marilyn McMillen with Lorraine Gladman as co-hostess. There will be a pie auction to support the Scholarship Fund.

The Deersville UM Church has Sunday school at 9:45 a.m. and church services at 11 a.m. every Sunday. All are welcome to come.

“A Christmas Carol” (Broadway Version) will be at the Deersville Community Theater Dec. 9-12. Please mark your calendar and plan to attend at least one performance and support the theater and the players.

Deersville and the community would like to extend sympathy to the family of Floyd Gladman on his passing on Nov. 2. Floyd was a great neighbor, friend, husband, father, grandfather, great-grandfather, and Christian.

The JB Green Team is sponsoring an event called “Stock the Pantries.” There will be a dumpster at the Ohio Valley Mall parking lot in front of the old Macy’s store by Chick-fil-A until Nov. 15. Paper items include but are not limited to newspapers, junk mail, cereal boxes, magazines, and phone books. Proceeds from the paper recycling from this event will be distributed to local food pantries in Belmont County, including our local food pantry sponsored by the Flushing Ministerial Association. They are always in need of supplies. This would be a good time to get rid of your old paper items!

There will be no November Lakeland Democrat Women’s meeting. They will have their Christmas party on Dec. 13 at 6 p.m.

Members of the Freeport Volunteer Fire Department, Washington Township Volunteer Fire Department in Tippecanoe, and Freeport Farmers Sportsman’s Club are now selling tickets for the gun giveaway in December 2021.

The committee would also like to thank everyone who attended this year; our success wouldn’t be possible without all the customers who attended. The next activity for the Wildcat Center will be the Mark Statler concert on Dec. 17 at 7 p.m., with a love offering being taken.

Biddy Basketball will be starting soon.

The spaghetti dinner at the Jewett Presbyterian Church on Oct. 31 was a great success. Thanks to all who worked so hard to cook and serve the wonderful food, the Fox family for entertaining after the meal, and all of the people who attended. All proceeds will go to the Christmas for kids’ fund.

BrightSide Tavern will host a scavenger hunt on Nov. 13 from 6–9 p.m. The entry is $20 per five-person team. Half of the proceeds will go to the winning team, and the other half will be donated to Coats for Kids. Come out and have a fun evening and help the kids in the area that needs coats.

By Ina Marks The members of Jewett Presbyterian Church held their blessing supper. It was well-attended with great food and fellowship. The Fox family from West Virginia presented the program — a very enjoyable evening. The next blessing dinner will be at the end of January 2022.

Jean Yoss enjoyed time in Columbus with her family. They were celebrating her birthday, eating out, and fellowshipping — just having a great time, always great to be with family.

The community’s around was very busy with trick or treat. It was beautiful weather. Everyone had a fun time.

Congratulations go out to Nate Cumberworth, son of Brian and Holly Cumberworth of Jewett. He will be taking Linsley track to new heights. Good luck to Nate.

SMITHFIELD

By Esther McCoy How was your Halloween? We had no tiny visitors at our home. It was raining and cold, and the visitors would have to walk up a slightly steep driveway to get to our home. So little masked characters didn’t pay a visit. Now we have many of those little and medium-size candy goodies tempting us. If the Briliant Lions

Club has a Christmas parade, we can arm young ones dressed as holiday characters with candy to toss from the back of the truck, where there is an adult to keep the younger ones pinned down during the tossing experience. They save a few for themselves as well. Save me a few mini-Twix bars, too, kids.

Here I am mentioning Christmas, and it isn’t even Thanksgiving yet.

Relatives are scattered all about, and it’s not easy to get home for one day; some have to work, and some think of it as just another day. Me? I even think of Columbus Day as a holiday. I know that patriotic cards say that Columbus Day is a day to put up flags, though.

The AARP magazine was remarking on holidays but said that they can’t be done safely in the usual sense. There won’t just be COVID-19 but influenza and other respiratory viruses as well. So being creative with the holidays will require more virtual visits this year. And just think what a happy occasion it will be when the holidays are closer to normal again.

Our condolences to Barney Post, who died on Oct.28. He was 99 years old. I recall him each voting session working on the election board at Smithfield. Lamont and I would deliver lunch to him at his home from the “Lunches With Love” kitchen until the church facilities were no longer available to the ladies and the men drivers. Then they moved to Bridgeport, and it fell apart after a time. But Pat Murphy gave it her heart and soul to make something worthwhile in a community with no place to get together with friends.

Rick Pastre had that in his service center at the Y in the road near the Smithfield Friends Church. He had up to 10 retirees in each morning to drink coffee and discuss the happenings of the village. He was a young man who never refused anyone’s help. He went to plow out some drifted driveways for senior citizens and shut-ins early in the morning, would help put air in a tire for helpless females like me, and played his accordion at many senior citizen events. You should see how sprightly senior citizens can be with a rousing polka.

Bob and Mary Ellen Petrozzi’s dog named Lucy comes to visit us each evening when she’s let out before bedtime. Right now she is wearing a pink cast of sorts on a front paw. She is mum on what happened though. When we drive into the garage, she comes scuttling in after us, makes her way upstairs, and checks out all the rooms. Then she wants out. I wish we had a dog again, but it was so hurtful when Ozzie died five years ago. I don’t know which to bend: dog or no dog.

They say no news is good news, so I hope this column did something to brighten your day. Remember that Nov. 11 is a day to mark military services for those who fought and lost their lives or came home with bad memories.

Thank a veteran for serving. Lamont has had many tell him that, and he sometimes has tears in his eyes, especially if a young child comes over and repeats that.

In addition to 4-H, I am also in Scouts, enjoy building Legos and car models, and hope to own my own business when I get older. I have a dog, three cats, a master, and two hogs.

Happy Halloween! Hopedale had trick-ortreat Oct. 31. I handed out about 100 treats, including my favorite 3 Musketeers bars. It was a little chilly, but the rain held off. I also provided Halloween-themed music outside while my parents carved pumpkins.

In upcoming events, I am looking forward to getting a few ornaments for myself at the Sacred Heart Church’s 20th annual used Christmas item sale. They are asking everyone to follow COVID guidelines, wear a mask, and socially distance. The sale will be on Friday, Nov. 5 from 9 a.m. to 6 p.m., Saturday, Nov. 6 from 9 a.m. to 1 p.m., Friday, Nov. 12 from 9 a.m. to 6 p.m., and Saturday, Nov. 13 from 9 a.m. to 1 p.m. They will be serving hot dogs, coney dogs, sloppy joes, chips, pop, and coffee. Harrison Hills BOE reports healthy financial year, bright future

BY JD LONG jim@harrisonnewsherald.com CADIZ—The Harrison Hills Board of Education met last Thursday for their October meeting. And fiscal officer Roxane Harding reported positive financial news for the year, and the strong showing is expected to carry into the fiveyear future as well.

Harding announced real estate taxes paid by the county from the second half of 2020, and according to the Harrison County auditor’s office, Harrison Central received $5.82 million. For revenues versus expenditures, revenues were predicted to plateau until 2026 while keeping the school around $30 million. However, expenses showed a rise beginning in 2020. A projected drop-off is envisioned for 2022, but then projections correct and remain steady through 2026.

Harding explained that September 2022’s rise in estimated expenditures could be attributed to a transfer in the baseball field project.

The ending balance, though, was a different story. It is estimated to skyrocket to just under $70 million by the end of 2026. 2021’s numbers are just barely under $40 million.

For the general fund ending cash balance, Harding reported more steady numbers for the 60-day cash ratio through 2026. The ending cash balance went from over $30 million in 2019 to a projected $65 million in 2026.

A similar climb could be seen for the unencumbered balances, which began just under $30 million in 2019 and rose to $35 million for 2021. It’s expected to continue rising to over $40 million in 2022 and around $65 million in 2026.

28%. Three percent came from “other state” money and another 2% from “other local” funds; local sources tallied 69% of estimated income. State sources show a 31% contribution. The general fund estimate revenue for 2022 was listed at just over $31.6 million.

When comparing local and state funding, the state shows a slight decline.

2019 stood at around $11 million, dropped in 2020, then rose slightly in 2021. But estimates have another dropoff at the beginning of 2022, a hair under $10 million. Local revenues, though, reached $20 million last year, then climbed to around $22 million in 2021 and is expected to climb each year into 2026.

Local valuation adjusted for the tax year (tax base values and effective tax rates) 2020 show mineral rates at just over $184 million (23.61%), with industrial and commercial showing $13.7 million (1.76%) and residential at $238 million

(30.61%). Public utility personal property (PUPP) rates showed just over $334.1 million or 44.02%. The total value was over $779 million.

The general fund expenditures for the 2022 fiscal year show a large piece going toward wages, about 43.3%. Benefits make up another 27.5%, services in third at 12.6%, and materials at 8.7%.

“Wages and benefits established 70.8%, the district will continue to work to keep this expenditure area under control,” Harding wrote in her report.

In summary, Harding wrote that energy development taxes positively impacted their revenue, but 31% of the District’s revenue is controlled by the “state budget process.”

“We are on target to be a financially stable district long term even with the COVID-19 Recession,” Harding wrote.

She reminded the board that they have not passed any new operating levies since 1991.

“We believe energy developments will allow us to not seek new levies through (fiscal year 2026) and likely much longer if we collect the taxes we are due from these developments,” Harding explained.

Operations within the school were also positive as Harding stated cafeteria revenue was “going well;” September showed positive results from their free lunch and breakfast. She said the participation for that was “up slightly.”

Harding also addressed House Bill 110 (Fair School Funding Plan), explaining that it would change how the state foundation is being paid.

They will no longer differentiate where a student is from or where they attend.

“They are funding students wherever they attend,” she said. “They don’t care if you’re a resident student or not a resident student. So that will be a change to our foundation program.”

officer was unable to deal with a called-in complaint, even after the nuisance individual shouted and cursed at the officer. The council decided to update the ordinance to specify curfew at 10 p.m. as a cut-off time. Once the ordinance is amended, violators who make "excessive noise" after 10 p.m. could be cited for a minor misdemeanor and fined up to $150. The ordinance will not affect commercial establishments, however.

The council also discussed the possibility of setting up a "mayor's court," where small cases such as traffic and

ordinance violations could be heard. The bonus of having a mayor's court is that more money could come in from fines and tickets. The downside is that the mayor presiding has to be very careful to approach legal issues correctly.

Finally, the council announced that they had voted (in August) to change the name of the park to the "Dwight (Buzz) Busby Memorial Park," in honor of their former mayor, who passed away in July of this year. When the sign is ready, the council will schedule a dedication.

In review, it is difficult not to look back at all the obstacles the Huskies encountered the past 11 weeks. In conversation with Hayes, that is exactly where his mind went as well.

“Coming into this season, we had high expectations for what we thought could be the kind of year that would really push us towards where we want to be. Unfortunately, an unimaginable string of circumstances hit us hard.

To be honest, it’s unlike anything I can ever remember as a competitor or as a coach.

We’ve had some injuries in the past, but we had not seen anything like this. For whatever reason, it unfolded the way that it did,” Hayes commented.

The Huskies went seven consecutive weeks losing a starter to injury, with a majority being season-ending.

By season’s end, the locker room was starting to look more like a sports medicine waiting room, with many players on crutches or in arm slings.

“I feel bad for our seniors who lost most of their senior season. I feel bad for our underclassmen who also lost out on their season. The bright spot in all of this is that we played a lot of young kids who, in turn, played their hearts out. We hope that this experience will pay dividends

for the future. It still breaks my heart for our seniors. I appreciate all that they gave us the past four years,” Hayes continued.

Experience will be key next year as the Huskies will have a plethora of returning lettermen who saw meaningful playing time this season. Of those returners, look for backfield playmakers Cameron Mcafee and Mykel Quito to take the next step as sophomores. On the outside, lengthy gamebreaker Tre Rex will return, along with wideout Parker Hutton.

Distributing the ball in 2022 will be then-junior Hayden Cassidy at quarterback. Cabot Arbaugh, Nick Malone, Hunter Boals, and Brody Yeager will be the core of the interior. Kicking specialist Jace Madzia will also be back.

When Vermillion, Carman, and Arbaugh were lost due to injury, the entire complexion of the season became distorted, and a lot of ability and talent went to the sidelines with them.

Memories of their junior and sophomore seasons had built great expectations for the team and all of us. Now, as they are left to walk the sidelines, the question on everybody’s mind was what outcomes awaited the team? Those answers were laid in the hands of both the coaches and the remainder of the squad.

As the season began to reach midway, two freshmen players stepped up and brought some promise to the balance of the season. Quito and McAfee provided their support as players began to be sidelined by injury. This duo of “replacement thrillers” and their surrounding cast created some very exciting moments.

Their abilities on both sides of the ball provided a look into what might be around the corner for 2022.

While Monday morning quarterbacking, we are guilty of being crucial over a bad play, an incomplete pass, or a delay of game. We fail to remember that young players make mistakes. The coaches are doing their best to direct the action; however, what’s taught in practice often does not resemble what is played out on the field.

Speaking of coaches, these men have worked with the team and have brought us 2020-21 football. They dedicated hours upon hours to present a Friday evening football game. Those men are varsity coaches Anthony Hayes, Bill Bryant, Ty Kenny, A J Barsch, Mark Smith, Opy Nameth, Ian White, Cain Noble, Drew Case, Rick Hlivko, and Phil Reed and junior high coaches Orion Bengier, Ed Bengier, Cale McAfee, and Mark Smith.
