HC CIC talks revitalization loan, jail, power plant updates By JD LONG

CADIZ – Harrison County Economic Development Director Nick Homrighausen provided an update on the Rural Industrial Park Loan at the Harrison County Community Improvement Corporation meeting held Tuesday, at the Puskarich Library. Attempts to revive the program, which
was stated at last month’s meeting is to be worth anywhere from $500,000 up to $2 million. He said there is a follow up meeting coming Dec. 20 regarding the requirements for obtaining some of that money. “There is a quick turnaround time, open for discussion from the board from the floor of any ideas of how to use the fund,” Homerighausen explained. He said it would be for
“land and/or building purchase, machinery and equipment purchase, building construction and/or renovation costs, long term lease… improvements and site preparation,” as some of the requirements for example. Homrighausen continued with more examples such as bridge, road and street construction, other infrastructure needs, water and sewer line and wastewater treatment plant installation
dealing with excess capacity and numerous other needs that are eligible for the county. “But it does require a minimum of a ten percent equity contribution from the borrower,” Homrighausen explained adding that they would have to take that into consideration. Loans for real estate are for 20 years and 10 years if acquiring machinery or equipment. He continued by
explaining that in some cases the loan could be forgivable “up to 100 percent…based on Ohio Development Services Agencies and view of the project.” Homrighausen told members he is open for any suggestions in how to use the money if they do vote in favor of using the program and obtaining the money.

Santa Arrives in Cadiz
New Athens hears pitch from cable TV company for Internet By JD LONG

NEW ATHENS – With spots around the county vulnerable to weak Internet signals, among other things, New Athens council heard a pitch Tuesday evening from Massillon Cable TV representative Jeremy Lehman. The ambition of the company was to occupy the village’s old cable building near the water tower as traffic enters from the north. The work to place only Internet service for the time being and would only be fiber optics, he told council. He said MCTV would put a new roof on the New Athens building and whatever else needs done. Lehman said they have moved into the Freeport area and are almost finished there. “We’re spreading all over southeastern Ohio,” Lehman said. And though they are based in Massillon they have offices in Wooster and Wayne County and recently have branched out in half dozen other communities in the surrounding counties. When asked about Cadiz he said it’s a possibility but they only use Verizon as a “backup” considering they’re already operating in Cadiz. “If Verizon is there then we have the ability to go there,” he explained. “So, if there’s other communities around that don’t have decent Internet we’d love to know about it.” Lehman said they are looking to grow their company and “go into places that no one else will go.” Lehman also told them that with the fiber optic lines they’ll be putting in the village would be going from the “Flintstones to the Jetsons,” but

The annual Christmas Parade was held in Cadiz, Saturday, Dec. 7. Teresa Posada of the Cadiz Business Association said they had 64 units this year and that everyone enjoyed both the parade and the time with Santa and Mrs. Claus afterward at the Olive Branch Church. Posada added that they have plenty of ideas for next year’s parade including constructing a proper sleigh for Santa.
Active shooter drill held at Harrison Career Center By JD LONG

CADIZ – The Harrison Career Center (HCC) held an active shooter drill Tuesday at noon and except for real bullets, it was the real deal. Without warning, though the drill was activated at the scheduled time, Chief Deputy James Zusack, of the Belmont County Sheriff’s Office played the role of active shooter and began walking the halls blasting away. The bullets used were blanks but the noise created was authentic and loud as he roamed the halls looking for victims. Zusack said this was his 15th active shooter drill he’s participated in and described the different levels in how he can go about creating havoc. From the time the announcement and call came through that there was an “active shooter” at the Career Center until the shooter was brought down was 12 minutes. Cadiz Police Chief Ryan McCann said it was a good time in response and finality of the event but felt there was much to learn with time that could possibly be shaved off of

those 12 minutes in a real situation. “I feel confidant that’s a good time and we can do better,” he said of the exercise. No less than nine units, or organizations took part, which included the Ohio State Highway Patrol (OSHP), Cadiz Police Department, Harrison County Sheriff’s Office, Emergency Management Agency, Hopedale and Harrison Community Hospital EMS services and the Scio Volunteer Fire Department with observations conducted by Wintersville Police Department and Harrison Hills City School District representatives. Superintendent of HCC Rich Schoene explained that they are now required by state law to hold three training exercises with one being a full-scale drill like the one they just held. The other two are of a tabletop nature and the other an evaluation for a lockdown type of drill. “Anytime you can bring first responders together it’s good training,” Schoene said. And all seemed to be pleased with how things went considering this was the first active shooter drill held in the county, Police and EMS swarm the Harrison Career Center for an active shooter drill that took place Tuesday afternoon. drill was played out from beginning to end with student volunteers as victims and a make believe shooter that had to be found by police. “Victims” were actually taken to Harrison Community Hospital as if it were the real thing.
