Cadiz police deal with rise in complaints, sidewalk issues By JD LONG

CADIZ – The empty and near dilapidated gas station just across from the NAPA Auto Parts store has been an issue with parked vehicles and sidewalk issues, and once again, last Thursday, council member Dan Ossman raised the issue of the sidewalk that runs along E. Market Street, where the condition has worsened over time. “The sidewalk is shot, it’s dropped down this high,” he told council demonstrating with his hands. “We’ve got to do something about that.” Ossman described how “busted up” it has become to Village Administrator Ted Andrzejewski and expressed concern it may cause injury to pedestrians. Village Solicitor Costa D. Mastros interceded by reminding council that there was a “failure of service” and requested additional service “to an address that I found for their property manager.” Mastros was referring to the village’s attempts to get the owner of the now defunct service station to clean up their property. But Mastros expressed frustration in his attempts to reach anyone associated with the property, which he has not been able to do as yet. “Let’s get service on them first and then we can always at least attempt to amend our complaint to include possibly a nuisance issue with the sidewalk in front of their property… ” Mastros explained where he included the fact that the village’s ordinance involves owners being responsible for the sidewalks in front of their properties. “Let’s get them served first,” he repeated then told council when asked, that he believes the owners of the station do own that real estate. Also, during the police report council member Thomas Crawshaw read aloud the eight accidents, six arrests, 128 overall complaints and the K-9 unit was active as well with drug issues, namely marijuana. “We had a rash of car break-ins…” Crawshaw said adding that it was “just a matter of finding them” he said after conferring with Chief Ryan McCann and other officers. In other areas of significance, Ossman also raised the issue of a lack of lighting at both entrances to the new high school on Ohio 9 and Country Club Road. Other council members agreed that it was too dark there and Andrzejewski said he would look into the matter. Council then voted to take that action for lights on both ends with Andrzejewski contacting AEP to place a streetlight on each end. Council member Mike McPeak talked about a new stage at Sally Buffalo that’s been discussed for the past few years. McPeak basically stated he was tired of the issue getting “passed on year after year after year.” He said

the design and costs were discussed at their recent “Youth & Recreation” meeting. McPeak said it was voted in favor of taking the matter to the finance committee in order to have it in the budget for next year. “Previously, a couple months ago we did pass [to] spend up to $5,000 to do design of it and for the permits to the state, so we’re going to start working on that shortly,” McPeak explained. He said they wanted something “set in stone” for the contractors to begin work on the project. The purchase of kayaks were also discussed with hopes of the Park Board would pitch in as well. McPeak said there was at least one other private entity that might be able to donate for the purchase, as well as putting up $600 themselves. No action was taken on this matter.

CADIZ – The Silver Spade Ambulance District (SSAD) Hopedale fire chief Mark Marchetta attempted to get on the ballot for this November fell through over the summer when one township pulled away from the idea making it too late for adjustments in the wording of the document. Marchetta was back as promised in another attempt to form the SSAD with Cadiz and Green Townships and the villages of Hopedale and Cadiz forming the core. Archer Township had briefly been a part of the proposed district but later backed out citing a lack of calls, according to Marchetta. Marchetta reminded Cadiz council members at last Thursday’s meeting that Election Day will be held next March and not May, due to 2019 being a presidential election year. He presented to council two packets; one was the “updated resolution” and the other was the changes made since they last read the original resolution. Marchetta opened by explaining a separate side issue regarding a customary fee of $1 that is paid to the SSAD by each entity (Cadiz Township for example). He told council that financial changes (a rise in that fee) could only occur with unanimous approval by the SSAD’s board of trustees then a majority vote by each entity. Village Administrator Costa D. Mastros was familiar with the procedure, which he said gives each entity the right to veto any vote regarding the raising of the fee, as an example. “I hope to have this all done by Thanksgiving then we can have a couple meetings and decide what the ballot might be…” Marchetta said. He reminded them he wasn’t looking for any decisions now but only to present the updated documents in order to set the process for the three mandatory readings, which would begin on the 17th of October, Cadiz’s next council meeting. Council member Terry Capers added that it was really up to Mastros to have as much time as he needed before the first reading, which Mastros nodded in agreement. Mastros told Marchetta he needed both documents for reviewing. “I’ll take a look at it and make a recommendation,” he explained. Board of Elections Director Ruby Foutz confirmed that the election will be held March 17 and the deadline for all paperwork to be completed in order for the issue to be place on the ballot for voting is Dec. 18, 2019.

Jewett awards Border Patrol major waterline project JEWETT - The Village of Jewett has bid their Water Line Replacement project. Border Patrol will be the contractor on the project. The project will replace all older water lines within the village. All water meters will be replaced. The current meters will be left in place until a later date, when village staff will remove those meters. The project area essentially includes all water distribution lines in the village except for a couple of lines near the water storage tank. The contractor is scheduled to start line replacement in early November. The schedule will be updated as the contractor works on the project. The expected construction starting point is Main Street. Also, unknown conditions occur as buried utilities are excavated by the contractor. These unknown conditions can impact the project schedule. Construction is scheduled to be complete in May 2020. This date might be impacted by inclement weather. After construction is completed, comments will be
