Cadiz financial recovery from COVID looking better By JD LONG

CADIZ – In his last meeting as village administrator, the retiring Ted Andrzejewski reminded council last Thursday that the village had collected $303,348.89 for the first quarter income tax revenue. The budget, though, comes to $1,350,000 and they are projected to be a little short of that for now. “But first quarter withholding taxes are not due until the end of April,” Andrzejewski wrote in his report. “When those dollars come in we

should be right on track.” He said things were still progressing on the water plant expansion and improvements after speaking with the engineering firm, CT Consultants. Andrzejewski said the start date was still the end of April or the beginning of May. He spoke favorably of CT Consultants as well as the contractor, Kirk Brothers. Also, Harrison Hills Board of Education Superintendent Dana Snider, spoke before the board concerning the Mazeroski Field, which has been a topic of interest for several weeks now. Snider said they were in the

midst of hiring an appraiser for both Mazeroski Field and the Westgate building where they held their board meetings before the new school was built. Snider mentioned the fact that there had been some discussing of Cadiz council being interested in Westgate but went no further with that. “But I am not really speaking for the board but for myself, we want to see what everything is worth,” Snider explained. “We have no idea, frankly about what either is worth at this time.” She stated that along with the girls softball field they are going to build a

boys baseball field as well for purposes of keeping things equal regarding Title IX. “It is our goal to come to some kind of agreement with the village so that everybody can benefit,” Snider told council. She added that proposals for a complete design were in the works and scheduled to begin in the fall. It was also revealed that the Cadiz Community Improvement Corporation (CIC) agreed to pay for the new mapping system for zoning and water and wastewater purposes. Council Member Terry Capers said the CIC voted to pay the $30,000 cost at

their 6 p.m. meeting held just prior to Cadiz. Council Member John Vermillion read the proposal, which said the company GIS, was also for mapping manholes and fire hydrants. The cost was for three years and his motion for Village Solicitor Costa D. Mastros to write an emergency ordinance was passed. Also, Council Member Dan Ossman stated that the park board had replaced three of four open spots, as seven total

New Athens approves resolutions, addresses paving issues By JD LONG

NEW ATHENS – The village of New Athens is looking forward to some paving projects but might have to wait for a while. Some alleys were discussed as well as the big paving project that will have to wait till next year. Council Member Mark Arnold read Public Utilities Supervisor Matt Litman Jr.’s work report in his absence and described work being done along Ohio 9 with storm drain cleaning and mowing. Litman also cleaned one drain near the bowling alley and rebuilt another where Arnold stated it had completely caved in. Other work reported on was the alley by the church that was to be paved. Mayor Joe Petro said one estimate was for $5,000 (Pike’s Paving of Bethesda) and the other at $8,800 (Wilson’s of Martins Ferry). Petro said each company has a different plan with Wilson’s being a top coat to add to the new layer of asphalt. A longer discussion ensued over how wide, if at all, to adjust the alley to the new paving. Some problems covered were vehicles parked on the sides and emergency vehicles trying to pass through, for which there is little room. Petro said he’s made inquiries to other companies but received no other replies regarding estimates. Arnold felt it was probably too small of a job for many companies to want to get involved with. They agreed to wait a few more weeks in hopes of receiving more bids, as well as opinions on more drain work that is needed. It was also noted that the grant the village received for the paving that Quicksall is engineering wouldn’t be seen until next year. “That money won’t be available till next year,” Petro stated. “So, it’s in the works you know, we’ve

Harrison County 4H to offer horse clinic CADIZ - The Harrison County 4-H horse program starts off the year with a Quality Assurance Horse Clinic. Under the direction of Caity Romshak, OSU Harrison County Extension Office and four alumnus of the Harrison County 4-H Horse program: Jessie (Coffland) Birney, Tiffany (Williams) Sedgmer, Abigail (Fogle) Jackson and Jourdan Shrontz. These alumnus are excited to breathe new life into the program including a new horse arena and barns, to provide a safe and enjoyable environment for all the participants in the

program. The construction of the new arena broke ground on April 17 and is scheduled to be completed shortly before opening of the Harrison County Fair which will be held on June 21-26. An invitation to view the arena will be extended to all. As for the horse barn, the committee is still in the process of garnering funds. If anyone is interested in making a donation to the new horse barns please contact Rich Eberhart at the Harrison County Fair Board.

Several 4-Hers participated in the horse clinic which consisted of proper grooming, naming parts of the horse and equipment, showmanship and horsemanship. The area’s large animal veterinarian Dr. Friend also provided information on horse health and how to check vital signs. 4-Hers were provided with a bag of goodies, which included a stethoscope and horse care supplies. The clinic was held at the Jefferson County Fairgrounds and a thank you was conveyed to them for their support.
