CADIZ – Wednesday’s Harrison County Commissioner’s meeting produced some massive news regarding the long-awaited paving of Conotton Creek Trail. Commissioner Paul Coffland read Agreement, (2-21) called the LPA Non-Federal Local Let Project Agreement between The Ohio Department of Transportation

HARRY HORSTMAN (ODOT) and the Harrison County Commissioners. Under the agreement’s purpose, this allows ODOT to enter into contracts and “coordinate its activities” with other public entities “to administer the design, qualification of bidders, competitive bid letting, construction, inspection, and acceptance of any projects administered by ODOT.” “The Conotton Creek Trail paving project is a transportation activity

County sees COVID case reduction By JD LONG

jim@harrisonnewsherald.com CADIZ – The COVID cases that have racked up triple digit counts for the past two weeks finally fell off, but not by very much. at the Harrison County Commissioner’s meeting Wednesday, Health Administrator Garen Rhome announced 763 total cases, which was up from last week’s 698. Rhome added an additional nine cases by Thursday afternoon totaling the number for the week to 772 making it 70 cases since last week. That is still down from the more than 120 cases seen for two consecutive weeks. Rhome said presumed recovered now stood at 547 with 50 additional recoveries and the active case count dropped down to 206 from 253. Rhome did report another death, which brings the county total to 13. Commissioner Don Bethel asked when the holiday spike may rear its ugly head but Rhome said that it hasn’t been as bad as some may think, or expected so far. “You know, we learned from Thanksgiving and Christmas that it only took a couple days sometimes before it would start impacting,” Rhome explained. He added that in some cases it only takes several days before the “rollout starts to come.” “Thankfully we haven’t really seen a lot of fallout…” he said, though noting some of the expected results from Thanksgiving, which showed in the past several week’s numbers. “We had a few incidents from Christmas [and] we understand that’s going to happen too. But we really didn’t have a large impact, at least, from those gatherings,” he said referring to the holidays. He said it was unfortunate that people still continue to gather in larger numbers than are unwelcomed that result in ballooning the COVID numbers and quarantines as well. Rhome said the county was still averaging 10 to 11 cases per day with the key indicators that continue to keep Harrison County in the Redalert status, as is the case with most Ohio counties for now. He said the additional recent death from COVID was not affiliated with a long-term care facility, though he

would need to double check on that. Rhome said the contact tracing procedures have gotten very good and running smoothly. He said additional help was called in from the Ohio Department of Health when they would hit a surge. Regarding the vaccination rollout, he said that was “going well” from his perspective but would like to see “more uptake.” He said more interest from people in wanting to get the vaccination who are eligible is encouraged. “If you’re eligible for it, if it’s available to you we want you to say, ‘you know, yes, I’ll take it’ or call us and ask more questions,” Rhome explained. He said the next phase of vaccinations and since the last few weeks, he said they have been deluged with calls inquiring about vaccine availability. The good news there is there is significant interest among that population,” he said among adults above 65. “They understand this, they trust the safety, efficacy [and] we’ve been down this road a few times with various vaccinations in their past when they were younger. They’re ready. They’re ready to get on board, get vaccinated, stay safe, and try to get back to normal here, get out of the house and start living a little bit here.” He said what they do know is Phase 1 is for adults over 65 “across the board.” And that means everyone in that age group regardless of health issues, which he said would include around two to three million people in Ohio. He also said adults in schools are also included in that Phase 1 distributing, which included teachers, bus drivers, administrators and cooks for example. Rhome said Gov. Mike DeWine has identified March 1 as a goal in getting students back to class in normal, full time fashion. For the fatality ratio, the world level remained at 2.1 percent from last week. In the United States that number dropped by a tenth to 1.6 percent. Ohio still remains at 1.2 percent and Pennsylvania (2.4) and West Virginia (1.5) also remained the same as last week.

eligible to receive federal funding and which is further defined as HAS Conotton Creek Trail,” per the agreement read by Coffland. The Conotton Creek Trail, which was created back in 2001 from an old rail line, has waited now for 20 years to have this makeover, said President of the Conotton Creek Trail, Harry Horstman by phone Thursday. “I’m so excited I can’t hardly hold myself,” he said. Horstman and wife Dee Ann have been passionate supporters of the trail life and now they and the local community will finally see it fixed the way they feel it deserves. Horstman said he is pushing for a fine
