2021 Annual Report

Mr. Walter Montgomery founded the Spartanburg County Foundation during the global crisis of World War II, looking toward a brighter future and knowing that global good starts with local impact.

As we release our annual report, the war in Ukraine leads our headlines, and the global pandemic continues to leave its mark on all our lives. Such events increase the significance of personal and collective action. Our vision, mission, and values have not changed. They continue to guide our work with you, our donors, fundholders, and partners, to impact the world around us.

The Spartanburg County Foundation is committed to improving the lives of Spartanburg County residents by promoting philanthropy, encouraging community engagement, and responding to community needs.

Dear Community,

As the world stopped around us in 2020 and remained at a standstill through 2021, we, alongside neighbors, family, friends, and colleagues near and far, developed a deeper appreciation for the value of relationships and face-to-face engagement.

We worked to embrace our community and meet its needs. We knew our work could not stop or slow.

Our Trustee-led grants offered sustainability and capacity building for nonprofits to ensure that the Foundation could keep providing vital services countywide. We embraced the vision, born from the call to action presented by the 2018 Spartanburg Racial Equity Index data, to better support organizations led by and serving people of color. The Robert Hett Chapman III Center for Philanthropy opened and provided the technological capacity to meet community members wherever they were. Our community engagement more than doubled in 2021, providing a firm footing for new initiatives now taking shape.

While the Foundation has always valued relationships, the pandemic provided new perspectives for how we can honor them, centering our work with greater intention and deeper understanding. We join hands, take a deep breath, and embrace one another as we move forward, building a brighter tomorrow.

As you’ll see in this report, our focus is clear, and our commitment stronger than ever to improving the lives of Spartanburg County residents by embracing our shared vision for the future.

Providing Tools for Growth, Response, and Resilience

Embracing the community to create impact is what our donors and fundholders have done since 1943.

Throughout 2021, the need to build community resilience drove our actions. Thankfully, the Foundation’s multi-faceted approach to fulfilling its unique fiduciary and community leadership roles helped local nonprofits continue to meet their missions and look to the future.

From donor-advised grantmaking to organizations, Trustee-led grantmaking from our Community Impact Fund, and unrestricted giving, the impact made through grants is extensive. Nonprofits also open endowments and other funds, building resources for long-term mission-focused work. Through its fiduciary role, the Foundation has reduced the need for nonprofits to hire specialized staff to manage funds that provide operational support and long-term sustainability. Donors can contribute to a nonprofit’s fund(s) at the Foundation with confidence. When all of these elements come together, the organizations providing services across our county not only survived challenging times, they drive community resilience.

The Shepherd's Center

When First Presbyterian Church moved to virtual programming in 2020 to ensure the safety of its members, The Shepherd's Center, a 43-year-old nonprofit operating within the church facility, had to vacate the property. Like every other nonprofit, they considered the shutdown temporary, but bills were still coming in. Revenue was not.

Employees had to work. Rather than lose staff experience and face more challenges when operations could resume, the organization's 16-member Board decided to keep paying staff and operational bills until, 17 months later, they were finally able to relaunch churchbased activities.

The Shepherd Center has an endowment fund managed by the Foundation; a resource drawn upon to ensure the Center's services to senior citizens would resume.

"Had it not been for that fund, we would have probably closed, and I'm not sure we could have recovered," explained Cindy Tobias, Executive Director.   "I can't tell you how many times people have asked me over the years, "Well, what do we have that fund for?" It's for emergencies. We found out real quick with COVID what kind of emergency could happen and how you might need something like that to survive. We're very grateful for the fund management and what the Spartanburg County Foundation has done for us. I know nothing about investment processes, but I've seen how that fund has grown during my eleven years here, and I've seen how the fund has recovered from what

we withdrew from it. It's important that small nonprofits understand that an endowment fund, an investment of any kind, is extremely important. No one could have imagined COVID, but we sure can now, and this won't be the last COVID, I'm sure," Cindy added.

The Shepherd's Center has also received grants from the Community Impact Fund and regularly participates in the Foundation's Nonprofit Connect, an initiative providing monthly capacity-building training opportunities to increase awareness, advocacy, collaboration, and funding opportunities.

THE SHEPHERD'S CENTER MISSION:

The Shepherd's Center of Spartanburg offers active seniors a variety of learning experiences, activities promoting physical and mental fitness, avenues for volunteerism, and life-enriching opportunities so they may grow mentally, physically, and spiritually. It provides a healthy, encouraging environment for seniors to socialize, stay engaged in learning, participate in challenging and fun classes, and continue giving to their community through opportunities to share their gifts and skills with others.

Moving from vision to impact takes time. The Foundation's Trustees and Executive Management Team understand that such journeys require strategic planning, cultivating partnerships, and action.

Those steps have led to success for numerous Foundationled initiatives such as the Grassroots Leadership Development Institute, Women Giving for Spartanburg, Citizen Scholars, Nonprofit Connect, and the Spartanburg County Community Indicators Project.

TURNING A VISION INTO A REALITY

The track record of the Foundation's initiatives led Mrs. Vivian Teamer to approach the Foundation for support in her effort to turn a vision into a reality. Mrs. Teamer is an alumna of the Benjamin E. Mays Consolidated School, which served Pacolet students from 1953 to 1970 and later became Pacolet Middle School. She, several alumni, and second-generation supporters like Dr. Mekeshia Bates wanted to see the school's legacy live on in support of the community. When School District 3 approved a consolidation plan that would leave the Pacolet Middle School Building vacant, Ms. Teamer took her vision to Spartanburg County School District 3 leadership. District leaders shared the group's interest in repurposing the building.

Foundation staff helped convene a group of local leaders, including Spartanburg County School District 3, to determine what could be possible for the Pacolet community and the site. The

Foundation partnered with The Mary Black Foundation to support a fundraising feasibility study assessing community readiness for the project and its future needs. Foundation staff connected Teamer and other alumni leaders to the County's two other family resource centers to receive guidance. Foundation staff walked with alumni and supporters as they developed a plan to create an operational structure for the Center.

LOOKING AHEAD

The goal for this genuine grassroots effort is that by the end of 2022, the Benjamin E. Mays Family Resource Center will be a 501(c)(3) nonprofit organization. The technical assistance provided by the Foundation is helping project leaders learn the best practices for building success. The longterm goal for the group and its growing number of supporters is clear - to use the center as a catalyst for revitalizing Pacolet, building upon an educational legacy that produced numerous community leaders working as lawyers, doctors, accountants, teachers, professors, and chancellors serving locally and nationally.

"We want to see programs here that address education, job training, health and nutrition, and strengthening families," Teamer explains.

"Embracing community-building efforts isn't just about financial support, and we're proud to be a connector and convener that helps guide these types of initiatives to fruition.”

Citizen Scholars Initiative Update

Citizen Scholars, an initiative of The Spartanburg County Foundation, was founded in 1996 to expand student readiness for college and lifelong success.

Across all seven school districts, the program connects public school students with mentors who provide them with knowledge, encouragement, and support for seven years, beginning in grade six and continuing through high school graduation. Students participate in educational workshops covering essential life skills, cultural enrichment, and preparation for college success. Participants are identified in partnership with school district guidance counselors. They focus on students who would be firstgeneration college students and those less likely to have the social capital support for building skills needed to navigate the transition from high school into a successful college experience.

AIMING FOR SUCCESS

The program has 65% of its participants graduating college, a rate significantly higher than countywide or statewide postsecondary graduation rates. "COVID has been a huge challenge. The program continued throughout, but there's just no way to replace the face-to-face contact. We're really focused on our juniors to make sure that they have the connections and knowledge sharing opportunities they need to be ready for what comes next," explains Executive Director Dr. Susan Little, who began her leadership role in mid-2021.

NON-PROFIT STATUS

In 2021, Citizen Scholars was designated an independent 501(c)(3) organization. The model of the program has evolved in response to new opportunities, feedback from the students and families served, and an effort to expand impact. Local educators support the Saturday age-level specific workshops, guiding attendees as they develop life skills and approaches to building their post-secondary success.

FORMING PARTNERSHIPS

While still closely tied to the Foundation, the internal structure has changed from an advisory council to an expanded Board of Directors. There has been a transition from a legacy model that served students nominated every seven years from each of the county's school districts to one that reaches a broader group of students from all districts each year. During her first year leading the program, Susan has worked to get feedback from students and families to ensure that as the program evolves, it is guided by the needs of those served, assesses the opportunities to strengthen the program, and aligns partnerships to meet those opportunities.

Family members are often included in the workshops building a two-generation approach to success.

"In addition to our Board, our partners in this work are the school districts. They are key to our success. We could not do this without them," she added. Students completing the program are eligible for additional scholarship funds

above those offered by the state.

All 330 students enrolled in the program participate in seven Saturday convenings each year, now meeting at Spartanburg Community College as a large group and then breaking off into grade-level workshops.

GLDI Graduate Reflections

The Grassroots Leadership Development Institute is an intense leadership training program offered by the Foundation in partnership with the City of Spartanburg. It is designed to equip participants with the knowledge, skill set, and resources to be effective in leading change throughout the greater Spartanburg County community and beyond. Developed as a part of the SCF Strengthening Voices Initiative, the program is designed to empower the community to assume responsibility for positive social change and equip them with the tools needed to make a difference. The Grassroots Leadership Development Institute has become a nationally recognized best-practice model that continues to garner interest from groups throughout the country.

"I am thankful and proud to be part of the 2021 Grassroots Leadership Development Institute Class of 2021. This transformative opportunity came at a perfect time, even despite the pandemic. In a sense, Tara Weese, who tirelessly organized all of the GLDI sessions, modeled how to bring community together despite pandemic barriers. Mary Thomas, and other generous community leaders, and GLDI alumni guided us virtually as we sharpened our leadership skills—our grassroots leadership, which is to serve our communities whose voices may not always be heard. The GLDI impact was tremendous as I learned about the critical importance of having a robust funding strategy and other key insights. But most importantly, I learned to trust my journey, my voice, and to bring others along with me."

A Philanthropy Hub in Spartanburg

When the idea for the Center was first conceived, we sought to provide a central convening space for nonprofit organizations across the Spartanburg community to imagine what might be possible when we work together in a bond of mutuality and shared goals for our community. Creating a center for philanthropy — a hub for knowledge, engagement, and action, the first of its kind in South Carolina — was the right next step to build on the Foundation’s almost 80-year history of innovation and impact.

In Service, Abraham Lincoln once said that “the best way to predict the future is to create it.” How profound and apropos is this statement to the work realized on the campus of the Spartanburg County Foundation in the Robert Hett Chapman III Center for Philanthropy (the Center).

In 2021, despite the challenges of the COVID-19 pandemic, the Center saw more than 1,100 inperson visitors. The trustees and staff of the Spartanburg County Foundation welcomed nearly 100 donors, community leaders, and elected officials to the official ribboncutting ceremony for the Robert Hett Chapman III Center for Philanthropy.

As Executive Director of the Center for Philanthropy, I am so pleased to have this opportunity to help the Foundation live into its dual role of fiduciary and community leader. The Center’s state-of-the-art technology created an opportunity to host more than 18 virtual events, including the REAL Talk series, Nonprofit Connect, and the Grassroots Leadership Development Institute 2021 Graduation, with more than 1,300 virtual attendees from Spartanburg County and across the country.

Our work is grounded in our values - stewardship, community, innovation, impact, and equity. A host of partnerships make the work exciting and impactful for our community. Our dynamic team provides the leadership and professional expertise to truly help us aspire to our vision that all Spartanburg County residents achieve their human potential through continuous improvement in quality of life, educational achievement, and economic mobility. Scholarship Funds Honoring Heartfelt Legacies

Scholarship Funds are opened for a variety of reasons, all aligning with the Foundation’s goal to support educational achievement.

The 266 Scholarship funds at the Spartanburg County Foundation provide individuals, families, businesses, or other groups a way to strengthen their community whether by encouraging students to pursue certain career fields or simply choosing to align their giving with the Foundation’s vision to increase academic achievement. Each fund has its own application criteria, process, and selection committee established by those creating the fund, supported by Foundation staff. The stories behind two recently opened funds provide perspective about how this form of philanthropy embraces community in a very special way.

New Scholarship Funds Established

The Miles Johnson Memorial Scholarship

The Miles Johnson Memorial Scholarship fund was established in 2021 after the Johnson family lost their 16-year-old son, Miles. He had died very unexpectedly in his sleep from an epileptic seizure. "We wanted ways to keep his memory alive. A scholarship fund in his name seemed like a great way to do that. He and our oldest son, Wynn, ran cross country and track for Dorman high school. The scholarship is awarded to a Dorman senior who participated in cross country or track and who plans to attend a 2 or 4 year college."

"Trey and Missy Hill (SCF Fundholders) actually brought the idea to us of setting up this scholarship fund in Miles’ memory. We wanted Miles to be remembered, and they thought this would be a great way to help that happen. We are so thankful that we get to present Miles' scholarship to a senior each May.

Kolson Elliott Heart of a Bulldog Memorial Scholarship

The Kolson Elliott Heart of a Bulldog Scholarship Fund was established to honor the memory of Kolson Elliott, who passed away after a car accident in 2021 when he was a 10th grader at Boiling Springs High School.

"Kevin and I are graduates of Wofford and Converse. We work and teach in the community.  Spartanburg is dear to us and when our son passed away, we chose the Foundation to help us establish an account where we could assist students. Our desire was to help kids continue their education after high school for years to come. Our fund is called the Kolson Elliott Heart of a Bulldog Memorial Scholarship.  We just celebrated our first fun run at Boiling Springs High School where the students and community helped raise money for the scholarship."

SHERYL M. BOOKER - Chairwoman

Sheryl Booker is the co-owner of One Acorn, LLC, a consulting firm she started with her husband in 2020. She formerly worked as a Professional and Executive Banker with Bank of America and later as a school counselor at Dorman High School. Her previous work experiences prepared her for her last position with the Spartanburg Academic Movement (SAM). Sheryl has served on several local boards and is an active member of the Spartanburg community.

BERT D. BARRE - Vice-Chair

Bert Barre Is a principal of Colonial Trust Company, an independent wealth management firm. Barre has been actively engaged in the community having served on numerous non-profit boards. In particular, Bert is past Chairperson of the Chapman Cultural Center Board, an Elder at First Presbyterian Church, a graduate of Leadership Spartanburg, and a member of the Rotary Club of Spartanburg.

NANCY B. COTÉ - Secretary/Treasurer

Nancy Coté received both a bachelor’s and master’s degree from Converse College. She is an active community volunteer serving as a Bible Study small group leader and Sanctuary Guild member at First Presbyterian Church and on the boards of the Charles Lea Center Foundation and Mobile Meals. She is a member of Women Giving for Spartanburg, a sustaining member of the Junior League of Spartanburg, and a volunteer driver for Mobile Meals.

VOLLIE (VIC) C. BAILEY, III - Trustee

Vic Bailey, III is the President and Chairman of Vic Bailey Automotive and serves on several boards that span a variety of community indicators. He is a graduate of Leadership Spartanburg and a member of the Leadership Spartanburg Alumni Association. In addition to his extensive community involvement, he was named the 2012 South Carolina Time Magazine Dealer of the Year. He brings extensive knowledge, community leadership experience and financial expertise to the Foundation Board.

CATHY H. MCCABE - Trustee

Cathy McCabe retired as Spartanburg City Attorney where she worked since 2007, after serving nearly two years as Deputy City Attorney. In addition to her legal experience, McCabe was an educator for 12 years. She has served two terms as President of the Breakfast Business & Professional Women of Spartanburg and as President of the Piedmont Area Girl Scouts Council. She has served in various roles including Chair of Women Giving for Spartanburg and currently serves as a governor-appointed Commissioner of Higher Education for USC Upstate , having previously served on the USC Upstate Foundation.

ERIKA MCJIMPSEY - Trustee

Erica McJimpsey serves as the Chief Municipal Judge for the City of Spartanburg, the first African American to hold that position. There she started the first Homeless Court in the Upstate of South Carolina. Erika's volunteer work focuses on serving children and families and includes service on the following boards and organizations: South Carolina Bar, National Bar Association, YMCA Black Achievers, Phyllis Wheatley Big Brothers-Big Sisters, Girls Scouts of South Carolina Mountains to Midlands, and Spartanburg Methodist College Paralegal Advisory Board. She is the founder of SOAR Leadership and Mentor Summit.

RICKY RICHARDSON - Trustee

Ricky Richardson is a First Vice President and a Financial Advisor with The Richardson Group at Morgan Stanley in Spartanburg. He has worked with Morgan Stanley for over 40 years, specializing in individual and corporate investment stategies, asset allocation, and advising plan sponsors on their fiduciary responsibilities. Ricky brings expertise in financial services and strategic planning to the Foundation Board. An active member of the community, he is a former board member of the United Way of the Piedmont and former Chairman of the City of Spartanburg Design Review Board.

Scott has served as Chairman of the Board of Trustees of the Spartanburg Regional Healthcare System Foundation and on the board of the Spartanburg Day School. Currently, he serves on Upstate Forever’s advisory board and as Treasurer and Secretary of the Board of Trustees of Apella Health Management, the management arm of the $1.5 billion Spartanburg Regional Healthcare System. Scott is a graduate of Christ School and Hampden-Sydney College.

The Book of Memory provides an opportunity for friends and family to make gifts to The Spartanburg County Foundation in memory of a loved one. These gifts become part of the Community Impact Fund from which grants are made to support worthwhile charities in the community. The name of the person whose memory is honored by a gift is then inscribed by a professional calligrapher into the Book of Memory.

The Book of Memory is on permanent display at The Spartanburg County Foundation – Zimmerli Boardroom, providing a meaningful way to pay lasting tribute to those so honored.

Charitable Remainder Unitrust

A Charitable Remainder Unitrust (also called a CRUT) is an estate planning tool that provides income to the donor during the donor's life and then the remainder of the trust to the Foundation. You or members of your family are usually the initial beneficiaries. The trust provides variable income for life and is based on a percentage of the fair market value of the assets in the trust.

For those who wish to leave a legacy of influence that will benefit Spartanburg County for years to come, there's no better avenue than the Foundation's Community Fund. Comprised of many gifts and estates, these unrestricted funds are available to the Board of Trustees for discretionary grantmaking. "I'm pleased to have contributed to a shift in how SCF Trustees are recognized. Rather than awarding retiring Trustees a $7,000 grant to forward to a nonprofit, I suggested that the amount be added to the SCF Trustee Provided Fund. The investment proceeds are now added to the amount that Trustees have to provide for community grants each year.That fund has grown to $35,000 now and by the time Scott retires will be $91,000."
