中文是个的奇妙语言，其文字的 形符就象征了其寓意。以“企”字为例， 把“企”字上方的“人”拿掉，便成了 “止”，寓意企业没有了人，便无法如 常运作。换句话说，人力对企业长足 发展的影响极为关键。今年的中小企 业意见调查除了反映企业面对不断上 涨的营业成本，也反映了企业面对着 人力短缺的挑战这一点。

与去年数据相比，今年百分比的 增加说明了中小企业在今年里更欣然 地采纳了提高生产力的措施。但是， 除了生产力，不论规模的大小，人力 资本的管理已成为企业的另一关键。 在现今的经济环境，人事问题已日趋 复杂。雇主除了必须依靠一个精干的 团队来管理他们的业务，也必须寻求 招聘适合人选与保留人才的方法。换 而言之，雇主必须把中心放在“人才 管理”上。

在职场上，雇主除了关注知识与 技能等与智商（IQ）相关的条件，情 商（EQ）也因为反映人们应对挑战的 才干、与合作团队融洽相处的能力、 应对客户时应有的正确态度而一样被 重视。但，随着人才市场逐渐复杂化 与竞争化，高人员更变率与高期望的 环境已让人才管理成为了所有雇主的 挑战。

台湾中国生产力中心总经理张宝 诚博士受邀在总商会第16届中小型企 业大会发表的一席谈话值得我们深 思。他在接受电视专访时，提出“逆境 商数 ”(AQ)的概 念。所 谓“ 逆 境商 数”指的是承受压力的能力，以及拥 有解决问题的正面思维和内在能量。 逆商加上智商、情商的概念的确值得 思考。

Chinese is a powerful language – at times the pictograph denotes the meaning. The Chinese character for enterprise is qi (企). However, once the character 人 is removed, the enterprise (企) comes to a standstill (止). Manpower, in other words, is critical to any enterprise.

This reality is also reflected in the SME Survey findings, where manpower shortage is clearly a common challenge faced by all SMEs, together with the rising costs of doing business all round.

Amongst the SMEs, productivity measures have been adopted with more alacrity this year, indicated by the increased percentage compared to the previous year. However, apart from managing productivity, the other crucial element of any corporate establishment, large or small, is how to manage human capital. In the current economic environment, HR issues have risen in complexity. Employers are obliged to manage their operations based on a leaner team. They also need to find ways to recruit the right talent and ensure that talent is retained in the company. In other words, employers need to make “talent management” a priority.

Attributes which the employer usually looks out for are related to IQ (Intelligence Quotient) which includes knowledge and skills, but EQ (Emotional Quotient) is also deemed important as it relates to the ability to get along with team-workers, having the right attitude to handle customers or trouble-shoot. But the marketplace is now decidedly more complex and competitive; talent management becomes a challenging task for all employers in an environment of high turnover and high expectations.

It was thus interesting to listen to Dr Chang Bao-cheng, General Manager of Taiwan’s China Productivity Center, when he was in Singapore to speak at the 16th SMEs Conference in August. During a television interview, he introduced Adversity Quotient – the ability to withstand stress, and having the inner strength and positive mindset to solve problems or hardships. Introducing the vowel A and adding it to I and E for the quotient acronyms is certainly something to be considered.

过去半个世纪，我国的经济结构出现翻天覆地的变化，唯一不变的是， 中小企业长期以来都是我国经济发展的重要支柱，并能顺应各个经济发展 阶段的要求，进行自我提升与转型。时至今日，经济结构重组的步伐仍在 延续，中小企业是否传承了先辈们披荆斩棘，勇于突破局限的精神？ 在新经济格局下，商家面临哪些主要挑战？采取了怎样的应对措施？ 《华商》为您逐一剖析。

中华总商会与 《联合早报》举行专题讨论会，问媒体公布 《中小企业意见调查 》 亮点，同时邀请总商会董事从商界角度反映行业心声。

企业面对经营成本上涨、盈利下滑挑战

83%的中小企业面对经营成本上涨的压力，46％的公司有盈利下滑的风险。 调查显示，员工薪金（80%）、土地与商用场地租金（64%）是造成经营成本上涨 的关键因素。 100%

目前，18万家涵盖各领域的中小 企业，占我国企业总数的99%，共创造 了70%的就业机会，为新加坡贡献近 50%的GDP。有鉴于中小企业在我国 经济发展中所扮演的重要角色，及时 了解中小企业的发展现状、趋势和挑 战，于是成了政府与商家急切关注的 热点课题。

作为政府和商界的有效沟通桥 梁，中华总商会每年都会展开《中小 企业意见调查》，着重探讨商界的经 营展望及挑战、提高生产力的现状、 政府援助计划对企业的帮助，以及企 业进军海外的趋势等。

今年，总商会共收集到645家企 业提供的反馈，参与调查的企业总数 比去年（516家）高出25%。受访者来自 制造业（19%）、建筑业（6.4%）和服务 业（74.6%）。其中，97%是中小企业。 调查结果重点如下：

尽管商家面临经营成本上涨、员工短缺的挑战，调查发现: 更多中小企业采 取具体措施提高生产力：高达90%的企业（比去年高出6个百分点）已经采取实际 行动提高生产力，来维持员工薪金的可持续成长。其中，53%的企业派员工参加 培训提升技能，42%的企业借助自动化设备、采纳资讯科技提高生产力。

更多企业善用政府援助计划

政府及中小企业中心加强推广政府援助计划，共同努力奏效，申请率有所提高。73%的企业申请了政府援助计划，比去 年明显高出18个百分点。最受欢迎的是生产力与创新优惠计划（简称PIC），共有65%的受访商家申请了PIC。

从另一个角度来看，在申请政府援助计划的每10家企业当中，就有9家从PIC受惠！此外，32%的企业借助培训津贴提 升员工技能、16%的商家获益于创新与能力赠券（ICV）。

更多微型企业迎头赶上，积极转型

02 提供可负担得起的经营场地 促请 JTC和HDB持续供应

政府频繁推出新政策，增 加了中小企业的行政负担以 及合规成本。政府应与商界、 商团紧密协商，并考量相关 政策对商界的影响。

鉴于新加坡市场小，许多中小企业 纷纷计划进军海外市场，开拓市场 业务。刘副会长表示，进军海外市 场并非万灵丹，企业更需要按部就 班。他也建议，亚细安经济共同体 将于明年形成，中小企业或可考虑 先以亚细安市场为主，借助亚细安 共同体所带来的优势。

04 采取更多措施，协助中小企业 建立业绩

通过更多奖励措施，鼓励 政联、大型企业为中小企业创 造更多项目合作的机会，从 而协助中小企业建立业绩。

2012年，总商会上海代表处因致 力协助本地商团和企业实现开拓海外 市场的梦想而得到标新局和新加坡国 际企业发展局的肯定，获得“本地企 业与协会发展计划” （简称LEAD）的 援助。今年，在8月29日举办的LEAD年 度晚宴上，总商会凭着创立经济研究 部和位于上海的新加坡企业中心再次 获得了肯定。

贸工部兼国家发展部高级政务部 长李奕贤在LEAD年度晚宴上发表演 讲时表示，身为行业领域的领袖，商会 和商团不但在行业领域转型扮演了举 足轻重的角色，更是业内创新力和竞 争力的推动者。李奕贤也强调要取得 更高的生产力就需要个人和集体的努 力。虽然个别公司已积极采取重新整 合和创新的措施，但当每个行业都一 起展开这艰难却影响力甚大的行业领 域改革与转型时，我们将取得更佳的 成绩。要保持领先地位，我们就必须 持有雄心目标和大胆的计划。

改进职业教育时要 考虑中小企业需求 9月9日，总商会会长、新任官委议员蔡其生在9月份国会复会中，针对 ASPIRE发表其看法。 《华商》刊登其发言全文，以嗣读者。

我呼吁本地各个行业公 会和商团机构主动联系 检讨委员会，积极提供行 业特性和人员要求，尽快 参与职业教育的改进过 程。只有主动参与，才会 受到重视。

议长女士、各位议员，大家下午 好！首先声明，我目前担任新加坡中 华总商会 会长，德华工业控 股主席 兼董事经理。今天，我想从商家的角 度，谈谈对改进职业教育的看法。

上个月，理工学院及工艺教育学 院应用学习教育检讨(ASPIRE)委员会 宣布十大建 议，改 进我国的职 业教 育。我和商家朋友们谈论此事，大家 都很高兴！本地技术工人短缺的现象 已经很久了，这次的改进可以说是久 旱逢甘雨。

许多中小企业，特别是 传 统 行 业，现在靠一批技术熟练而又忠心的 老员工负责运作，虽然想尽办法，却 一直很难吸引年轻人加入，只好把技 术传给外劳。但外劳政策有局限，外 劳一旦离开，核心技术人员就会出现 断层。这是目前我国中小企业在人力 资源方面的严重问题。现在，政府改 进职业教育，协助企业培养核心技术 人员，我们非常支持。

不过，在检讨委员会当中，企业 界的代表几乎都来自大企业和跨国公 司，看不到中小企业，更不用说传统 行业代表的身影。看到检讨委员会的 名单，中小企业又开始担心，委员会 在调整课程设置、规划实习时，无法 真正考虑到中小企业的需求。年轻人 看到报纸上宣传的都是大公司和跨国 企业，也会一心加入大公司，不愿意 到中小企业实习。

新加坡人力短缺，年轻人的群体 就像蛋糕，每个行业都要争取。大企 业和跨国公司胃口大，吸引力强，你 抢一块，我抢一块，蛋糕很快就没有 了。为此，我呼吁本地各个行业公会 和商团机构主动联系检讨委员会，积 极提供行业特性和人员要求，尽快参 与职业教育的改进过程。只有主动参 与，才会受到重视。

承诺支持实习计划的企业。所以，中 小企业和行业公会对此要 有明确的 认知。

同时，我也吁请政府在改进职业 教育的时候，能够特别关注本地中小 企业的情况。推行入职培训计划，需 要公司在人力资源管理方面作出适当 安排。和大公司相比，中小企业在这 方面实力较弱，但是，可以通过行业 公会和商团机构的努力，综合资源。 希望政府能够考虑推出相关的援助 配套，确保本地中小企业有机会参与 并从中受益。

改进职业教育任重道远，利国利 民。我相信，在政府的领导下，在劳资 政三方的共同努力下，我们一定能够 打造一条人尽其才的职场道路，让每 一个年轻人都能发挥所长！

1984年，中华总商会为配合政府的人力训练 政策，成立培训中心，积极协助会员商家提 高生产力与管理技能，推广高科技应用。 一转眼，经过30年的洗礼，当年的总商会培 训中心已蜕变成了现在的总商会管理学院， 培育了许多来自各行各业的英才，谱写了一 章章恢弘的乐曲。

家族企业 关乎什么？ 新加坡管理大学（SMU）商业家族研究所（BFI） 的主任许茵妮教授(Prof Annie Koh)深耕家族 企业研究数载，在此领域甚称权威和泰斗。她 从政治、经济、文化和社会等角度深入地介绍了 她对家族企业的研究心得，她认为东南亚家族 企业要想实现良好的企业和家族治理，每一代 都应该接受系统而专业的培训。

许 教 授幽 默而风 趣，她开玩笑 说现在自己的课题主要突出“3g” 特点— — 世 代 (g eneration)、发 展 (growth)和奉献(giving)；一言蔽之就 是对于世代持续发展的家族企业来 说，奉献不仅是给钱，也包括对社区， 社会和员工的慈善和公益事业，体现 出社会责任感。恰好李文正(Mochtar riady)的力宝集团(Lippo) 两年前就捐 赠500万新元给新加坡管理大学。学 校利用部分捐款，设立了李文正奖学 金(Mochtar riady Scholarship)。

在大中华圈里，家族企业不仅关乎生意，更重要的 是一种家族文化，这与美国商业文化完全不同。

家族企业关乎人脉

许教授采访一开始就向记者解 释自己研究机构名称的含义：“首先 要注意的一点是，我们研究所的名称 是‘商业家族研究所’，而非‘家族企 业研究所’，因为我们是着重在研究 家族，而非单纯的企业本身，家族具 有更广泛的外延和内涵，人脉关系或 是这里面的一个核心要素。”

商业家族研究所设立的初衷其 实就是为家族企业提供一个纯粹的 学习交流平台，让他们可以从其他家 族企业，第三方（包括私人银 行、会 计、律师、财富管理经理等）了解到 实用的信息。这些第三方只是跟家族 企业成员分享自己的知识，观点，不 做任 何销售。通 过传输新的管理观 念，帮助他们打破“富不过三代”的 魔咒。

许教授认为，在大中华圈里，家 族企业不仅关乎生意，更重要的是一 种家族文化，这与美国商业文化完全 不同。在美国公司中，经过猎头搜寻 人才，签订合约之后，员工的关键业 绩指标(KPI)就在于创造利益，达到要 求就获得薪水。 “因此商业家族研究 所提供的课程是关于家族企业文化， 而非美国式的职场训练。” 家族企业关乎接班人

和欧美相比，亚洲的富人还被称 为“新钱”，中国的尤其“新”，正处 在第一代传承第二代的关键时刻，尤 其在未来三至五年这种交接现象将会 更加明显。许教授指出，交班无法一 蹴而就，需要遵循计划，而这个过程

至少需要25年。 “商业家族研究所所 做的即是尽量缩短这个过程至少十至 十五年。根据中国人健康情况，六十 岁的第一代有至少二十年时间培养和 挑选下一代。”

研究发现，家族企业目前面临的 关键问题就是继承人的选择。因为每 个人的天赋不同，后代可能并不适合 经商。因此当家族企业中的大家长意 识到后代不适合继承家业时，往往会 卖掉一部分产业，让后代自由发展自 己的事业，例如比尔盖茨。另一种情 况是，后代只掌握股权，寻找专业团 队进行管理。作为管理者，了解企业 的情况，企业中的控股人是谁，决策 者是谁至关重要。

许教授说:“ 在东南亚家族企业 中，很多时候决策者并不是谈生意的 人，或名义上的老板，老板娘或管家 反而有更大的权力。因此，目前的商 业管理课程例如MBA等并不能提供 家族企业适用的知识，因为东南亚家 族企业和美国式企业不同，更像社会 学的内容。”

许教授举例说：“在中国，因为 计划生育政策继承人的选择范围比 较小，即时是 女儿也不得 不继 承家 业。但在东南亚或印度，因为重男轻 女观念，总是儿子继承家业。女婿则 被视为‘外来者’，即使肯换姓也无法 获得完全信任。所以我们还是提供如 何选择配偶的相关课程，在课室中你 会发现有不少具有（婚恋）可能性的 第二代在一起学习。”

“更有这 样 的 一 种习俗，就 是 老一辈在退休或去世之前会为继承 人介 绍 既有的社 会关系，或让 欠自 己人情 的人 来关 照自己继 承 人，这 体 现了中国文化中的‘饮 水 思 源’ 观 念，与美 国 的 商业 文化不同。”

许教授认为，新加坡和东南亚企 业家庭的优势在于秉持长期发展、世 代传承的思想，注重拓展家族企业间 的关系网，通过联姻来巩固产业，谋 求成长。

家族企业关乎专业化

另一方面，东南亚家族企业的 关系网社会学企业文化也是一把双 刃剑，缺点在于排外和不够专业化。 许教授指出： “对于外来者来说，不 管能力和想法多优秀，家族企业都 会经过更谨慎的考虑才采纳其意见 和想法，这将是一个长期的过程。 例如：有一个首席执行官进入家族 企业之后有一年的时间都只是在学 习谁是公司的决策者。”

谈 到 另 一 个 缺 点“ 不 够 专 业 化”时，她认为这不意味着家族企 业不愿意专业化，他们往往会表现 得很开放，欢迎外来人才加入，特 别是年轻一代。

“但在本质上家族企业的裙带 关系会使得他们偏向家族成员，无 法充分发挥专业人才的才能。这个 专业化的过程需要一段比较长的时 间，但一定会实现，因为家族中的人 才是有限的，企业的发展需要最好 的管理人才。”

现今许多发达国家家族企业控 股人是家族成员，而管理者是外来 者。“比如丰田的第二代管理者中 有三个首席执行官，其中两个是非 家族成员，只有一个是家族成员， 他们在一起工作，几年后才会确定 谁是真正的管理者。”

许教授同时指出，现在的家族 企业已经开始意识到家族治理的重 要性，但关注还不够，缺乏实际的 操作。亚洲的家族企业都采用非正 式的家族管理模式。目前家族正致 力于业务专业化，家族企业管理同 样开始专业化。虽然家族企业建立 了一些更为正式的管理模式，包括 家族会议，董事会，正式议程等等， 但亚洲的家族管理依然处在起步阶 段。我们希望未来家族管理能构建 良好的系统。

在各个阶段中，主要股东最关心的重点问题又各有 不同…要很好地解决这些问题，重点在于在家族企 业中建立一个公开的对话平台，既不伤害到上一代 的情感，又能够让下一代提出自己的观点。另一方 面在于要保持创业的精神。如果下一代有很好的创 业想法，即使不从家族生意，也可以在资源上予以 支持。

家族企业关乎制度化

一般来说家族企业的成长过程会 经历三个：创始人（控股股东），兄弟 姐妹合伙（宗族），堂/表兄弟姐妹联盟 （家族王朝），他们之间在是否需要引 入家族治理方面存在较大差异。首先 三代家族的人数在变化。可能从第一 代的两个人发展到第三代有二十多人。 在第二代第三代时，由于参与企业管 理的人不全是家族成员，主要管理者 可能是外来者，且“叔叔、阿姨们”要 为自己的孩子争夺股权，因此企业内 部关系会更复杂。

许教授言语中透露出一位学者 真知灼见： “这时候需要家族宪章或 家族大会来规范，确保家庭成员之间 的和谐以及企业的稳定发展。当今中 国有很多MBA课程或老板班，但是没 有家族企业的课程，所以商业家族研 究课程 对于保证第三代的发展相当 重要。”

她进一步指出，在各个阶段中， 主要股东最关心的重点问题又各有不 同。第一代关心生存和发展，关心有没 有家人接管企业，并且最好是自己的 孩子。 “不过现在家族企业中的年轻人 观念更加开放，常常雇佣外来者管理 企业，这成为一个趋势。如果第二代不 喜欢家族的生意，就卖掉一部分股份， 用资本在创业。台湾一个酱油企业，孩 子对做酱油没兴趣，在麻省理工学IT， 发展自己传感器的事业。”

第二代关心的是选择继承人和家 族的和睦。因为超过一个子女，因此要 挑选最适合的继承者。而大家族中有 很多意见分歧，特别是第一代家长去 世之后，后代可能发生斗争。第三代关 心的则是否掌权以及精英管理，专业 化，支配和代际的企业管理。

许教授认为，要很好地解决这些 问题，重点在于在家族企业中建立一 个公开的对话平台，既不伤害到上一 代的情感，又能够让下一代提出自己 的观点。另一方面在于要保持创业的 精神。如果下一代有很好的创业想法， 即使不从事家族生意，也可以在资源 上予以支持。

目前，亚洲家族企业受到一系列 挑战，包括：代际的企业管理，家族发 展，家族管理，继承安排以及家族和 业务专业化等。所以专业人士对于家 族企业来说也越来越重要，他们不仅 是起到管理的作用，而且成为家族企 业信任的合作伙伴，协助企业的长期 发展。随着财富规模的增加，私人银 行等第三方也是不可或缺的，因为第 三代或第四代可能不需要自己管理企 业，完全托管给第三方。当企业需要国 际化的时候，第三方也可以提供足够 的国际资源，帮助购买股权，地产，获 取签证等等。

SME Survey 2014: Developing Greater SMEs, Building Stronger Economic Pillars By: Ang Yang Chong

The Singapore Chinese Chamber of Commerce & Industry (SCCCI) conducted its SME Survey 2014 between the months of May and August this year. While this survey is conducted annually to solicit feedback on the business sentiments from the SMEs, it also aimed to provide insights on the development of SMEs. Profile of Survey Respondents There are a total of 645 respondents for the survey, with 88 per cent being decision makers in their companies.

Rising Business Costs & Declining Profit Margins According to the survey, 82.7 per cent of the respondents indicated that they faced rising business costs (up 9 per cent from 2013).

Meanwhile, 45.8 per cent indicated a drop in profit margins (up 7.1 per cent from 2013).

Survey respondents indicated that employee salaries and rental, property tax, and land tax are the top contributors to rising business costs (up 9.4 per cent and 1.9 per cent respectively from 2013).

Among all industry sectors, companies in the services sector are most affected by rising rentals (69.6 per cent of respondents in services sector faced this issue). By enterprise size, micro-enterprises are the most affected (72.8 per cent of respondents from micro-enterprises faced rising rentals).

The high cost of doing business is a challenge which enterprises need to grapple with if they choose to remain in Singapore. Among the survey respondents, business restructuring and innovation have emerged as the top two strategies which were adopted to cope with the high business cost.

More companies have adopted productivity improvement measures 90.3 per cent of the respondents for the survey this year have adopted productivity improvement measures (up 6.4 per cent from 2013). Although 85.9 per cent of the respondents from the micro-enterprises have adopted productivity improvement measures (up 5.3 per cent from 2013), they still lag behind larger enterprises.

Among the productivity measures, upgrading the skills of their employees as well as adoption of automation and IT are the top two measures which are adopted by the respondents.

More companies have tapped on government assistance schemes 72.7 per cent of the respondents have applied for government assistance schemes (up 17.7 per cent from 2013).

Although 58.7 per cent of the respondents from the micro-enterprises have tapped on government assistance schemes (up 14.2 per cent from 2013), they also lag behind the other enterprises.

Among the government assistance schemes, the Productivity and Innovation Credit (PIC) scheme has the highest takeup rate. 65 per cent of the respondents have tapped on PIC (up 22.6 per cent from 2013).

The survey also indicated that only 14.1 per cent of respondents are unaware of the government assistance schemes which are available for them to tap on (down 12 per cent from 2012). This can be attributed to the better outreach efforts by the government agencies in creating more awareness of the schemes among businesses.

Apart from government assistance schemes, the survey also asked about other forms of help requested of the government. The top two requests are providing businesses with affordable business premises, and refraining from introducing new policies frequently as these would increase administrative burden and compliance costs.

Internationalisation of businesses In the midst of economic restructuring, businesses are facing domestic constraints on business expansion. Hence the plans to venture overseas.

55.7 per cent of the survey respondents have plans to internationalise their businesses over the next three years.

Roundtable discussion on the SME survey findings On September 3 2014, in connection with sharing the detailed 2014 SME Survey findings, SCCCI put together a roundtable discussion involving the Chamber’s Council Members and Lianhe Zaobao to examine business sentiments with regard to Singapore’s current economic restructuring. Attending the session were Vice-President Lau Tai San, Commerce & Industry Committee Chairman Ang Kiam Meng, Commerce & Industry Committee Vice-Chairmen Philip Kia and Thomas Pek, Trade Association & Membership Affairs Committee ViceChairman Voo Soon Sang, and council members Pang Lim, Yeo Hiang Meng and Annie Gan.

Recommendations by the SCCCI During the discussion, Vice-President Lau Tai San presented four recommendations made by the SCCCI: Sustain productivity improvement effort of SMEs to bring results

Productivity improvement is an ongoing effort that has gained momentum. In the next phase of productivity drive, government and trade associations & Chambers (TACs) can help SMEs to sustain the effort to achieve the intended results and business outcome.

For example: • Beyond purchasing equipment and hardware, government and TACs can develop initiatives to help SMEs to effectively use them to bring about the intended results • Develop more common-use business solutions that can benefit SMEs and improve their productivity

Provide affordable business premises

JTC and HDB should continue to make available sufficient industrial and commercial space for SMEs so that rentals can be kept affordable

Consult businesses and TACs closely in the policy making process

Government should engage businesses and TACs closely to take into account business impact

Help SMEs to build up their track record

Government-linked Companies/large businesses can be incentivised further to create more partnership opportunities through their projects involving SMEs which they can then scale up

As the Singapore market is small, many SMEs have plans to venture overseas. Vice-President Lau Tai San stated that for SMEs with the aspiration to do so, they should take it in their stride. He also suggested that with the inception of the ASEAN Economic Community (AEC) next year, SMEs should consider expanding into the ASEAN market for a start to leverage on AEC’s advantages.

Located in the heart of the Marina Bay Financial District, The Westin Singapore was the perfect place to host the LEAD Partners Dinner 2014 which witnessed the presentation of the LEAD Awards to eight Trade Associations and Chambers (TACs).

The SCCCI was once again among the eight recipients which received the LEAD Award from Lee Yi Shyan, Senior Minister of State (SMS) for Trade and Industry on August 29, during the LEAD Partners Dinner 2014.

Back in March 2012, SCCCI had received the LEAD award for establishing its Shanghai Representative Office.

The Local Enterprise and Association Development (LEAD) programme, jointly administered by SPRING Singapore and IE Singapore, was launched in 2005 to enhance industry and enterprise competitiveness by establishing partnerships with TACs which are willing to take the lead in industry development and drive initiatives to improve the overall capabilities of local enterprises in their industries. The LEAD programme is already in its ninth run.

In his speech, SMS Lee mentioned that as leaders of the respective industries, TACs play a key role in helping SMEs restructure and are needed to continue to drive changes to transform the industries and render them more competitive and innovative. He also stressed that while productivity growth at the firm level requires individual firm’s ownership and actions, productivity growth at the industry level would require members of the value-chain to work together, vertically and horizontally, to create synergistic linkages and platforms for information flow and opportunities for collaboration. In this way, all firms can benefit from a more integrated industry structure to achieve higher productivity and better utilisation of resources.

Concluding his speech, SMS Lee said that the quest for higher productivity requires individual and collective actions. While individual firms are taking active steps to re-engineer and innovate, more can be achieved when industries also come together to take on difficult but impactful industry-level restructuring and transformations.

With the collective strength of the TACs and the support of the LEAD programme, local enterprises and SMEs would receive the requisite assistance to help them pursue new areas of growth.

CELEBRATING THE PERANAKAN LIFESTYLE TERENGGANU HEART AND MIND

Setting off before dawn, the 22-member Chamber delegation embarked on a long journey up north, to participate in the opening of the Terengganu Peranakan Conference on September 12.

Approaching Kuala Terengganu only around dusk on September 11, our Chamber delegation led by Vice-President Roland Ng was warmly welcomed by Dato’ Low Kian Chuan, President of the Terengganu Chinese Chamber of Commerce & Industry (TCCCI) and many of its Board of Directors. Together with ACCCIM President Dato’ Lim Kok Cheong, Dato’ Low hosted an exclusive welcome dinner for our delegation at Ocean Restaurant. For the majority of us, it was the first ever visit so far up north to east Malaysia.

Being held in Terengganu for the first time, the Terengganu Peranakan Conference was a special conference celebrating the authentic Peranakan culture in Terengganu - cuisine, lifestyle, and architectural design. At the same time, the conference was an integral part of the inaugural Terengganu Peranakan Festival which brought much festivity to liven up Kampung Cina in Kuala Terengganu between September 12-20 2014. These events were resourcefully organised by the TCCCI to promote and preserve the state’s colourful Peranakan heritage, and received the strong support of the state’s tourism board.

Urged to be clad in traditional Peranakan attire, our contingent, the largest from outside of Malaysia, showed up at the conference suitably dressed for the occasion. Intriguing aspects of Peranakan culture were showcased at the opening morning session by three speakers. Yap Chuan Bin gave a general overview of the lifestyle of Peranakan Cina Terengganu, the Peranakan Chinese of Terengganu, while Senth Tan introduced the Terengganu Peranakan Chinese culture, including special food items which drew much interest. The final speaker, Lorenz Law, dwelt on the architecture typifying historical Kuala Terengganu Chinatown.

HERITAGE WALK After partaking of a variety of Peranakan kueh over the tea break, and a lunch consisting of favourite Peranakan cuisine, our delegation commenced on a walking tour of Kampung Cina. The fairly small area sported distinctive alleys and lanes like the “Payang” Memory Lane shaded by umbrellas and which pays tribute to seven Malaysian Chinese community leaders; Eco Lane which is characterised by its batik cloths; and Lorong Haji Awang Besar, well-known among tourists for its charming murals. We were also given a guided tour of a private museum called Teck Soon Heritage House owned by Tan Teng Hong. It was converted from his former shophouse residence which preserved antiques belonging to the family and displayed intricately handsewn Peranakan kebaya tops made by the late matriarch.

INVESTMENT PROSPECTS IN EAST MALAYSIA OPENING STREET PARADE Surely the highlight of the day was the opening parade of the Terengganu Peranakan Festival after dinner at Golden Dragon Chinese restaurant. The whole of Kampung Cina was closed to traffic in anticipation of the grand street parade which marked the opening of the 9-day Terengganu Peranakan Festival. It was officiated by the Sultan of Terengganu, Tuanku Mizan Zainal Abidin. Practically the entire Chinese community from Terengganu as well as other visitors from all over Malaysia descended upon Kampung Cina to drink in the colour and spectacle of the festival. The TCCCI and other Chinese clan associations proudly took to the streets in full Peranakan gear to parade and make their ronggeng and joget moves. Customary prancing lions and dragons also made their powerful statements. Joining the procession were a Peranakan wedding ceremony, trishaw floats, Mek and Awang kebaya parade, nyonya lantern design parade, and much more.

Incorporated in the trip to Terengganu was a special industrial visit for our delegates led by Dato’ Toh Chin Yaw, Terengganu State representative and accompanied by Ong Thian Chin, Vice President of TCCCI. On the morning of September 13, the first stop brought the group to the East Coast Economic Region Development Council (ECERDC) office for a briefing on the developments of Kuala Terengganu City Centre (KTCC), envisioned to become a vibrant heritage waterfront city offering the best in residential and commercial properties, tourism and leisure activities. During the discussion that ensued, our delegates were referred to the ample opportunities in five economic clusters in the East Coast Economic Region, namely, Oil, Gas & Petrochemical, Manufacturing, Tourism, Agriculture and Education.

The industrial visit included a visit to Eastern Pacific Industrial Corporation Berhad (EPIC), which is principally involved in supporting the oil and gas services industry. Its core business is in the ownership and management of the Kemaman Supply Base, port management, pipe threading and fabrication.

The authorities at EPIC Berhad brought us to tour the Kemaman port facilities and hosted lunch before we headed back to Tanjung Vista Hotel in Kuala Terengganu to attend a closing Chinese banquet hosted

by Raymond Toh and Mrs Toh, Dato’ Toh Seng Tat and Dato’ Toh Chin Yaw. This road trip to Terengganu was initiated by the External Relations Committee under the guidance of its Vice-Chairman George Goh. The current account surplus to GDP ratio has been falling.

Latest current account surplus as of 4Q13 stands at SGD 17.4bn (Chart 1). While this is still exceptionally high at 20.9 per cent of the GDP, it has been falling for the last 3 years.

This is about 24 per cent lower than the recent peak of SGD 22.8bn or 30.9 per cent of GDP in Dec10. This is also the longest stretch of decline in the current account to GDP ratio since the Asian financial crisis.

The Eurozone debt crisis, a slow recovery in the US and comparatively slower growth in China all play a part in this decline. But weak external demand alone is not all there is to it. Usually weak external demand will be accompanied by weak import demand. This is especially true for trade dependent economies like Singapore.

The reason is weaker export sales bring slower growth and fewer demand for imports – the net impact on the current account balance tends to be minor.

deCLIne In eXpoRt CoMpetItIveneSS So why the persistent decline in current account to GDP ratio? The crux of the issue lies in export competitiveness. Singapore’s real effective exchange rate (REER), a proxy for export competitiveness, has been appreciating vis-a-vis the average REER of the Asia-9 (ex-SG) economies [1] (Chart 2). The appreciation of the Sing REER has lowered Singapore’s export competitiveness and stimulated imports.

The REER is a function of relative domestic costs and the nominal effective exchange rate (NEER). When the SGD appreciates against regional currencies, or Singapore’s costs go up relatively faster, the REER rises / competitiveness falls.

eXChange Rate oR ReLatIve CoStS? Is the exchange rate or relative cost differentials mainly responsible for the higher REER? Both play a part.

The Sing NEER has appreciated steadily against the regional currencies since 2004 (Chart 3). It reflects both the exchange rate policy stance of a gradual appreciation of the Sing NEER employed by the Monetary Authority of Singapore (MAS) as well as the perceived strength of the economic fundamentals of the economy.

Moreover, the gap between the Sing NEER and the Asia-9 (ex-SG) NEER widened whenever risk aversion in the external environment rose (Chart 4). That occurred during the periods of the US financial crisis in 2008-2009 and the Eurozone debt crisis in 2010-2012. While this underscores the “safe haven” status of the Singapore economy, the appreciation in the Sing NEER has been a pain for local exporters.

Relative higher inflation also underlies higher REER. Local inflation had long been lower than the average of the other eight Asia economies until mid-2010, when Singapore’s prices began to rise faster than elsewhere (Chart 5 & 6).

Apart from dearer transport and rental costs, curbs on foreign labour have pushed costs up and put a strain on enterprises. Unit labour cost has been rising steadily over the past few years (Chart 7).

In the latest Monetary Policy Statement, the Monetary Authority of Singapore (MAS) noted: “Domestic cost pressures, particularly stemming from a tight labour market, are likely to remain the primary source of inflation. Firms are expected to continue to pass on accumulated costs, which could lead to broadbased price increases across the economy.”

The medium- and longer-term aim of tightened constraints on foreign labour is to push local companies to raise productivity. This takes time. In the short-run, economic restructuring / constraints on foreign labour are pushing local costs and the REER north. Exports are feeling the pinch.

BetWeen pRoduCtIvIty and CoSt Maintaining export competitiveness is important for a small and open, export dependent economy such as Singapore. But it is unlikely that the MAS will switch to a depreciation stance just to boost export performance. With the assumption that the Sing NEER will continue to appreciate gradually over time, there are only two ways to mitigate the decline in export competitiveness.

Either costs need to be managed or productivity raised. If productivity can be enhanced, unit business costs will fall and competitiveness will go up. Over the last few years of restructuring, significant effort had been devoted to enhance productivity. This will remain the key focus of fiscal policies in the years ahead as the economy continues to transform.

But reining in costs is important too. Singapore is now the costliest city in the region and it can ill afford to “price itself out of the market”. Ultimately, a two-pronged approach of enhancing productivity and managing costs will be required to sustain longer term competitiveness and growth.

中秋，象征团圆、思念、 欢聚、平安，每逢中秋， 远在异乡的游子回家团 聚，或者和家人以心相 聚，互告平安。从2004年 起，本会每年特别选在中 秋节这个华人传统节日向 各族颁发奖学金，这份奖 金所蕴涵的深意也因此变 得更大了。

9月5日，陈部长在蔡其生会长 的见证下，向16名来自新加坡国立大 学、新加坡南洋理工大学、新加坡管 理大学及新加坡科技设计大学的优 秀生颁发总商会基金大专商学及文 学奖学金，也联合马来/回教回教社 会发展理事会，向4名杰出的马来回 教学生颁发无偿奖学金。

明年开始，本会也将与印度人发 展协会合作，扩大奖学金受惠学生， 为优秀的印度族大学生颁发奖学金， 共同培养国家的栋梁。

总商会不遗余力地为教育贡献

总商会不仅在协助推动国家经 济的永续发展上扮演着引擎的重要 角色，对于社会的安定与融合，文化 与教育的发展，贡献同样功不可没， 尤其教育方面。自1906年成立以来， 设立启蒙小学堂、资助华侨中学(当 时名为南洋华侨中学校)、资助莱佛 士书院(当时名为莱佛士高等英文学 校)、推动续办华侨中学、大力支持南 洋大学的创办、主办工商进修课程， 成立陈嘉庚奖学基金信托委员会颁 发大专奖学金、1970年率先主办“大 专学生工业见习计划”，配合1979年 政府推出的“朝向高生产力工业生产 政策”，总商会在1980年为会员及其

属下员工提供电脑技能训练、设立中 华总商会管理学院等等。

1997年开始向两所大学，即新加 坡国立大学和新加坡南洋理工大学 颁发奖学金。2 0 01年新加坡管理大 学成立后，奖学金的颁发也延伸给新 大学生。此外，自2004年起本会向马 来／回教优异大学生颁发奖学金。今 年，本会共拨款16万元向上述4所大 学颁发奖学金，明年开始，本会加大 了扶持培养异族人才的义务，我国三 大种族优秀学生将有机会在总商会基 金大专奖学金计划下受惠。 加深年轻一代对中华文化与华社的认知

奖学金得主除了品学兼优，具有 领导能力，能够掌握双语之外，也必 须对本地华人企业有一定的认知。本 会也鼓励新加坡科技设计大学成立中 文协会，协助学生团体主办与中国和 中华文化、教育相关的活动，提升学 生对中国的兴趣和认识，加深他们对 中华文化的认同。2013年起，国立大 学商学系就拨出部分奖学金资助学生 到中国浸濡，希望学生对中国有新的 看法，增进对中国的认知，加强中华 文化方面的人文素养；国立大学中文 系则将部分奖学金拨作中国、台湾、 香港等地海外交流计划等，资助学生 研究本地华商前辈经商的历程。

总商会一直以来秉持着 传承文 化，增强社会凝聚力，推动经济发展 的使命。总商会支持教育、种族融合 的信念一直不变，不仅为社会培养更 多德才兼备的人才，也促进不同种族 之间的和睦共处、团结一致。正如蔡 其生会长在今年中秋晚会上说，在经 济发展的进程中，如何培养多元化的 人才，满足各行各业的需求；如何通 过有效的机制，让年轻人充分施展才 华，无论学历高低，都能为社会做出 贡献。
