o say the Upstate is diverse is a drastic understatement. From the scenic mountains to the metropolitan hubs, the Upstate of South Carolina has a diverse population and geography to complement its diverse business climate.

The 10 counties that make up the Upstate — Abbeville, Anderson, Cherokee, Greenville, Greenwood, Laurens, Oconee, Pickens, Spartanburg and Union — all have their own distinctive "flavor."

More people in the Upstate work in manufacturing than any other field. In terms of getting people ready for work, one in three Upstate employers offers some kind of apprenticeship program.

Year-over-year, unemployment continues to fall in all 10 counties of the Upstate as all but two of those counties have unemployment rates below 5%.

While manufacturing remains the biggest employer, several sectors have made strong gains meaning the Upstate economy continues its pattern of steady growth.

Upstate Labor

Maintaining a skilled workforce is a challenge for most sectors of business and in most areas of the country. South Carolina and the Upstate are no different. According to Upstate SC Alliance, the Upstate has a labor force of 686,291 workers over 53,403 businesses, but companies continue to require a skilled workforce that is constantly evolving.

Unemployment has been low in the Upstate for some time, despite trends across the country. Most of the 10 counties have enjoyed employment rates below neighboring states. In fact, the Upstate’s average unemployment rate is below 5%, according to the S.C. Department of Employment and Workforce.

According to ACT Work Ready Communities, South Carolina ranks No. 1 in the number of people per capita who have earned the National Career Readiness Certificate — a program used to verify work skills — with over 367,000 earning the certification. All 46 counties in the state have earned ACT Work Ready Community status.

he Upstate offers a richly textured landscape of higher education opportunities that range from private colleges such as Furman University, Limestone College, Anderson University and Wofford College with national reputations, to four state two-year colleges with college transfer and technical degree programs.

Tri-County Technical College in Pendleton serves Anderson, Oconee and Pickens counties, while Greenville Technical College spans Greenville County with multiple campuses and Spartanburg Community College serves Spartanburg County. Piedmont Technical College serves seven counties, including Abbeville, Greenwood and Laurens counties. The campuses are an important delivery point for students who choose to transfer to four-year universities.

Clemson University, South Carolina's research university based in the Upstate, is increasingly integrated into the region through its business, bioscience and education courses. Clemson's master of business administration program is based in Greenville’s bustling downtown, where students have the opportunity to rub elbows with Fortune 500 companies and international firms. Various graduate-level degrees can be earned at the University Center of Greenville at McAlister Square. Spartanburg is also home to the University of South Carolina-Upstate, a part of the University of South Carolina system, and Greenwood has state-assisted Lander University.

ealth care is a focus of not only hospitals but community organizations in the Upstate. Recent findings by the Robert Wood Johnson Foundation found that five of the 10 Upstate counties were in the top 15 in South Carolina for positive health outcomes.

Greenville, Pickens, Oconee, Spartanburg and Anderson counties all achieved high rankings for health outcomes and quality of life.

A lot of that is due to the abundant health care options residents in the Upstate have access to.

Greenville Health System is the largest in the region, but not the only provider. The Upstate has a myriad of health care providers from Bon Secours St. Francis, Spartanburg Regional Medical Center, AnMed Health Medical Center and all of their affiliates.

inancial institutions in the Upstate had continued success over the course of the last year. Deposits totaled $23.4 billion, up from $22.3 billion in 2015.

Five counties in the Upstate had deposits total more than $1 billion as of June 30, 2016.

Credit unions in the Upstate also had marked success. According to Credit Union National Association, credit unions in the Upstate had more than 150,000 members and nearly $1 billion in assets. Four Upstate credit unions had assets over $100 million.

The net income for South Carolina insured institutions did drop by $13 million from 2015 to 2016.

South Carolina Angel Investor Tax Credit

To qualify for the credit, an angel investor must make an investment in a company prequalified by the S.C. Secretary of State.

Companies that qualify • Less than five years old • Headquartered in South Carolina • 25 or fewer employees • Gross income under $2 million in any previous fiscal year • Engaged in manufacturing, processing, warehousing, wholesaling, software development, IT services, R&D, and certain service-related facilities • Complete an application with the Secretary of State and receive approval prior to receiving a qualifying investment Angel investor requirements • Accredited per SEC rules • Make the investment after the company has been qualified by the S.C. Secretary of State • Apply for the credit prior to Dec. 31 of the year in which the investment is made • File a tax credit form with your tax return

Qualifying tax credits for investors • Equal to 35% of the investment amount (e.g. a $10,000 investment would be eligible for up to a $3,500 credit) • Can be taken up 50% in the year of the investment, with the remainder available in subsequent years (up to 10 years from the year of investment) • Maximum of $100,000 for a single taxpayer in a single tax year — so an individual investor can claim a tax credit for up to $285,714 of qualified investments in a single year ($285,714 times 35% = $100,000). Married taxpayers can take $100,000 each.

• Eligible to be carried forward for up to 10 years if not used • Can be sold, exchanged or transferred, but only once. Non-South Carolina investors (with no state income tax liability) or in-state investors that cannot use the credit can sell their credit to a South Carolina taxpayer.

he price of homes in the Upstate is on the rise and so is the amount of closed home sales in the area.

Apartments in the area are renting quickly as well ... and for more rent. From 2011 to 2016, the average rent rose from $684 per month to more than $900 in the Greenville-Spartanburg-Anderson market. Median home prices in the Upstate have also increased. In Greenville for example, the median home price went from $170,000 in 2015 to $180,000 in 2016.

All signs point to a robust residential housing market across the Upstate.

Vacancy rates in the office, industrial and retail verticals have maintained a steady pace over the last four years in the Upstate.

onstruction in the Upstate continued to grow from 2015 to 2016. Construction costs in the Greenville-Anderson-Mauldin metropolitan statistical area grew 7% to $1.15 billion in 2016.

The largest increase in construction costs occurred in Spartanburg where the area saw a 42% hike in costs to $329 million in 2016.

Spartanburg also had the state's largest year-over-year increase in housing building permits issued as the area saw a 39.3% increase.

Permits issued in the Greenville-Anderson-Mauldin metropolitan statistical area dropped slightly by 1.1%. By comparison, the Charleston area saw a 12.3% increase in permits issued from 2015 to 2016 while Columbia dropped 1.2%.

In the third quarter of 2016, U.S. manufacturers’ after-tax profits were $138.3 billion, an increase of $8.3 billion from the second quarter. A large percentage of that increase came from durable goods manufacturers who recorded $75.5 billion in profits in the quarter, up $7.6 billion over the previous quarter.

Manufacturing corporations saw a $3 billion increase in sales in the third quarter over the previous quarter. However, according to U.S. Census Bureau data, Q3 2016 was the lowest third quarter for sales since 2010.

According to the data, third quarter durable manufacturing goods sales were over $800 million for the third straight year.

Sales of nondurable goods have been on a bit of a decline since 2011. Companies reported peak sales of $918 billion in the first quarter of 2012. Since then, sales of nondurable manufacturing goods have surpassed $900 million in only three of 18 quarters.

Of all durable manufacturing goods, transportation equipment — more specifically motor vehicles and parts — has been steady in sales, operating profits and after-tax profits all year. Companies have seen lower sales, but higher after-tax profits year-over-year.

The U.S. Small Business Administration facilitates some loans: • The 7(a) Loan program is the most flexible and most commonly used. These are not government loans but come from banks and approved lenders. The SBA reduces the lender’s risk.

• Basic loans and a special loan program are offered for international trade and exports.

• 504 Loans from the SBA are specifically for expansion needs such as land, buildings and equipment.

• The State Trade and Export Promotion program provides matching funds assisting small businesses working in international markets.

• A similar program, the Small Business Technology Transfer Program, is a direct partnership between the R&D budgets of federal agencies, such as defense and energy and small business.

Federal grants are available but only for noncommercial organizations. These are targeted towards medicine, education, research and technology. Some states provide grants for specific industries. Most require matching funds or other forms of financing such as a loan.

VENTURE CAPITAL

• Venture capital is a type of equity financing that addresses the funding needs of entrepreneurial companies that cannot seek capital from more traditional sources. It is typically targeted to startups and high growth technology companies.

• Profit is shared with the investors, who have a right to call in the capital. Funds are typically from limited partners, pension funds and hedge funds.

• The SBA has a Small Business Investment Company Program that works with licensed private investment funds to provide growth capital to U.S. small businesses.

LEGAL STRUCTURES OF BUSINESSES When you set up your business, you will need to choose the proper legal structure.

Here are some of the choices, each meeting particular needs: Sole proprietorship:

A simple informal structure that is inexpensive to form. The owner operates it, is personally liable for all business debts, can freely transfer all or part of the business, and can report profit or loss on personal income tax returns using Schedule C.

Limited liability company:

Generally considered advantageous for small business because it combines limited personal liability of a corporation with the tax advantage of a partnership or sole proprietorship.

General partnership:

Partnerships are inexpensive to form. They require an agreement between two or more individuals or entities to jointly own and operate a business. Profit, loss and managerial duties are shared among the partners, and each is personally liable for partnership debts. The partnership does not pay income tax but must file an informational return. Individual partners report their share of profits and losses on their personal return.

Corporation (Inc. or Ltd.):

This is a complex business structure with more startup costs. A corporation is a legal entity separate from its owners, who own shares of stock in the company. It can be created for profit or nonprofit purposes.

Profits are subject to income tax at both the corporate level and when distributed to shareholders. Shareholders are not personally liable for corporate obligations as long as corporate formalities have been observed.

Sub chapter S corporation (Inc. or Ltd.):

This structure is identical to the C corporation in many ways but offers avoidance of double taxation. If a corporation qualifies for S status with the IRS, it is taxed like a partnership.
