Intro to Chapin

Chapin aims to be region’s tech hub

F

or years, the Chapin area has promoted itself as a place to live, work and play. Being near the shores of Lake Murray, the Chapin area has capitalized on the “live” and “play” parts of the slogan. And now it’s time to hone in on the “work.” That started when construction began on a 220-acre business and technology park Lexington County is developing on Columbia Avenue (S.C. Highway 48), near the I-26 interchange. In addition, The Mungo Company is planning a 200-acre residential and commercial complex adjacent to the industrial park. Lexington County is taking the same approach in building the Chapin park as it did when developing Saxe Gotha Industrial Park, near Cayce at the interchange of Interstates 26 and 77. The county operates with the belief that if they build it, companies will come. The 160-acre Saxe Gotha park is now home to an Amazon fulfillment center, Nephron Pharmaceuticals and the Scana Corp.’s Natural Gas Training Facility. In its turn, the Chapin park is expected to attract

computer data companies and related service firms. It will have an innovative technology center and premier office space. “We are very excited about the prospects of that park filling up pretty fast once we get the infrastructure in,” said County Council Vice Chairman Johnny Jeffcoat, who heads the council’s economic development committee, and represents the Chapin area, about 30 miles northwest of downtown Columbia. “This is going to be a first-class project.” And there’s a possibility that commercial nuclear vendors might be interested. The park is about 20 miles from Jenkinsville, home of the V.C. Summer Nuclear Station where two reactor units are under construction. About 30 percent of SCE&G’s new nuclear workforce resides in the 29036 area. The new reactors are expected to create 800 permanent jobs and approximately 3,000 highly skilled construction and craft workers. In addition to nuclear support, the Chapin park can attract financial back office operations, data/cloud support and call, tech and IT support centers. Computer technology companies have already


Intro to Chapin gained a foothold in the Chapin area. General Information Services, a provider of full-service background screening and risk management solutions, has its corporate headquarters in a two-story brick facility at 917 Chapin Road, on the town’s outskirts. According to GIS’s website, the company employs 600 people at its Chapin headquarters, Western Operations Center in Dallas, and sales offices throughout the nation. The company serves more than 2,500 clients, ranging from small business to Fortune 500 companies. Another technology company that has established itself in the Chapin area is ACI Worldwide, which provides online banking services for credit unions. ACI has about 70 employees and is based at 105 Beaufort St. in downtown Chapin. Technology-based companies seem like the best fit for the park, officials said. The suburban CHAPIN HIGH SCHOOL location doesn’t have the infrastructure to support industrial tenants and the land may be too expensive for warehousing and distribution centers, they added. Local leaders think the park also will serve as a technology hub, linking nuclear power and computer tech industries with area schools. For example, the park is across the road from Chapin High School. Also nearby is the Center for Advanced Technical Studies, which Lexington-Richland School District 5 opened in 2012. Midlands Technical College and the University of South Carolina also should help attract prospects, they added. want their kids to go to top-ranked schools,” Owens said. All three of the District 5 high schools – Chapin, Dutch Fork, and Irmo – have college readiness scores well above the state average. U.S. News & World Report ranks Dutch Fork as the third, and Chapin as the fourth best high schools in South Carolina. Stewart Mungo, principal of The Mungo Company, said his firm expected to start work on a commercial and residential development soon.

“We’re a little early in the process, but we’ve had a lot of interest from retail, food services and some medical,” Mungo said, adding that the architecture of the commercial area will have a “small town theme.” On the residential side of the development, the company hasn’t settled on the type of product mix, but Mungo expects most buyers will be families with school-age children. “When you get into a suburban setting with such excellent schools you probably are going to have more families,” Mungo said. “And you probably will have some young people who want to live near work.” Being near Lake Murray and just a three-minute drive to I-26 also will be selling points for the area, Mungo said. “You’ve got good schools, you’ve got a nice lifestyle and it’s very safe,” Mungo said. Over the years as development has edged up I-26, Chapin has managed to keep its small-town feel. “Chapin enjoys a diverse business community that includes small business and entrepreneurs as well as larger companies like ACI, GIS and Ellett Brothers,” said Chapin Mayor Skip WIlson. “We look forward to working with more business owners that place a high value on work-live-play communities, and we are committed to fostering sustainable growth that positively impacts our unique quality of life.” There are art galleries, quaint shops and restaurants as well as a number of professional service providers, including banks, insurances, lawyers, financial advisers, real estate, engineers, and construction and landscape services. The town, itself, covers an area of less than two square miles and boasts a population of about 1,400. But the area’s 29036 zip code is home to more than 21,000. Location & Information

hapin is conveniently located in the Midlands of South Carolina, in the northern part of Lexington County near the center of the state. We are close enough to South Carolina’s capital city of Columbia that many residents commute the 30 minutes to work in governmental, professional and other occupations in Columbia.

Highways The town of Chapin sits just two miles from Interstate 26. Road 48, Columbia Avenue (exit 91), connects the center of town to I-26. U.S. Highway 76, or Chapin Road, runs parallel to Columbia Avenue and also runs through the middle of town.

Topography We are located in the lower Piedmont Plateau, which is characterized by moderate to steep slopes with gentler, rolling slopes near Lake Murray.

Climate A temperate climate is typical. Winters are mild with average temperatures of 57 degrees with an

occasional snowfall. Spring and fall temperatures average 75 degrees. The summers extend from May through September with average temperatures of 90 degrees. The annual average precipitation is 48.27 inches.

Airports The Columbia Metropolitan Airport is just 22 miles east on I-26. Annually, the airport serves more than 1.1 million passengers and processes more than 66,000 tons of cargo. Jim Hamilton Aircraft Inc., at 1400 Jim Hamilton Boulevard, is a general aviation facility with tie-down capabilities. Located in Columbia only 1.5 miles from Williams Brice Stadium, it is the oldest flight school in South Carolina and can boast that the pilot of Air Force One obtained his private license there. Many privately owned flyers like this small, experienced facility. Newberry County Airport, just 24 miles west of Chapin, at 1239 Airport Road, has available 100-octane fuel, 4,000-foot runway, tie-down capabilities, hanger space, and rental car facilities.


Location & Information Demographics According to the Central Midlands Council of Governments, the latest population estimate from the town of Chapin was 1,492 in 2012. In its Demographic Summary Report, the COG reports the following population statistics from 2012: • Population within a five-mile radius around Chapin: 16,294 • Population within a 10-mile radius around Chapin: 55,425 • Population within a 15-mile radius around Chapin: 164,522 Chapin is in Lexington County, but the Greater Chapin area includes parts of both Richland and Newberry counties and is bounded by Lake Murray and the Broad River.

Rates are expressed in mills, which are equivalent to dollars per $1,000 of assessed value. Assessment ratios are set by state law. Lexington County offers tax abatement of county taxes for qualified investments and new businesses.

Water &Sewer The town of Chapin owns and operates a regional sewer service and water systems in several developments on and near the lake. The City of Columbia provides water service to the Town of Chapin as well as several areas near the town.

Zoning The town of Chapin enforces a zoning ordinance that encompasses regulations regarding tree protection, preservation and placement of signs. Outside the town limits, Lexington County zoning regulations apply.

Taxes The South Carolina Department of Revenue assesses property values for manufacturing, distribution and corporate headquarters classifications. All other assessments are the responsibility of local authorities.

Income The Chapin community has one of South Carolina’s lowest poverty rates. The average income per capita is the second highest in the state.

Lexington-Richland School District Five: Pursuing Excellence for Tomorrow’s Challenges Lexington-Richland School District Five is continuing its legacy of excellence in academics, the arts, athletics and community service. The district is proud of its strong partnership with the Chapin community and laser focus on providing high-quality education for tomorrow’s leaders.

Academic success continues to be the primary focus in District Five The 2013-2014 school year was another year of academic achievement for District Five students, and the district again received an overall “A” rating under the current federal accountability system and an “Excellent” on the state report card with Chapin schools posting top ratings. “These ratings are indicative of our focus on instruction and our entire community effort inclusive of students, staff, families and partners,” said Chief

More than 350 students, parents and community members gathered on Jan. 8 to learn more about magnet program offerings in Lexington-Richland School District Five. The district’s second Magnet Fair of the school year was held at the Center for Advanced Technical Studies and featured programs from eight of the district’s schools. A few hundred people attended the district’s Magnet Fair in November at CrossRoadsMiddle School, and several schools held open houses in January to give further details about their individual offerings.

At the high school level, District Five leads the state in the percentage of students taking the SAT examination and has the third highest composite scores among all districts in South Carolina. Three national publications ranked Chapin High School among the top for


Education academic rigor and preparing students for college, and the school’s graduating class earned a record number of college scholarships from national groups and in-state institutions. Opened in 2012, The Center for Advanced Technical Studies (The Center) continues to provide students with valuable workable skills and gain significant recognition and accolades. Among other achievements, The Center hosted a statewide Project Lead The Way (PLTW) Counselor’s Conference and was named a Champion of the Environment by the state Department of Health and Environmental Control. At the elementary and middle school levels, officials saw noteworthy recognitions and academic gains. Both Lake Murray Elementary and Chapin Elementary received “Excellent” Absolute ratings on the latest state report card, while Chapin Middle received the top ratings on both federal and state rating systems. “The leadership and support of our parents and community members helped to ensure the implementation of our mission – community and school uniting for excellence and the preparation of our students for success in a changing world,” said Chapin Middle

Ask members of the Chapin High School marching band what makes the group a top South Carolina band and you’re likely to get a variety of answers. “I think it’s the students,” said Band Director Kevin Herbert. “The students here are unlike any students in the whole state …Also, the community support is amazing.” Band drum major Aaron Martin added, “We’ve had an amazing work ethic this year. We also placed an emphasis on performing, showmanship and just representing our band to the best of our ability.” All those attributes and more helped the Chapin High School “Pride of the Midlands” band march off the field on Oct. 25 with this year’s 3A State Championship – their second state title in three years.

Education Making an impact beyond the classroom

The Lexington-Richland School District Five board of trustees has approved a name for the district’s new middle school being built in Chapin. The new school for seventh and eighth grade students will be named Chapin Middle School, while the current Chapin Middle School will be renamed Chapin Intermediate School and serve fifth and sixth grade students. District officials say the new school will help maintain good class sizes, prepare for ongoing growth in enrollment and maintain existing academic excellence. The school is slated to open in the fall of 2015.

New school magnet themes were developed in response to a community-wide survey administered in fall 2012. Building for the future On August 20, 2013, District Five opened its new all-magnet Spring Hill High School, welcoming nearly 600 freshmen and sophomores into classrooms for the first time. The new school focuses on 21st Century skills and offers five academies: Engineering, Entrepreneurship, Entertainment, Environmental Studies and Exercise Science. Spring Hill High Principal Dr. Michael Lofton said, “We’re providing a learning environment that’s relevant to our students’ career interests. It’s truly unique and revolutionary.” The school will grow over the next two years as it expands to serve all high school grades. Plans and initial work progressed on a new middle school in Chapin. Slated to open in 2015, the new school will house seventh and eighth graders. Construction projects continued at Chapin High School, and in January 2014 students and staff occupied space in the school’s new two-story classroom wing for the first time. Chapin Principal Dr. Akil Ross said, “Our students, teachers and staff are enjoying the benefits of teaching and learning in conditions that allow them to maximize their potential.”

From the District Five Dance Marathon (D5DM) to school-sponsored clubs, students took a leadership role in reaching out to others. Students from Chapin schools helped the district raise several thousand dollars for D5DM to benefit Palmetto Health Children’s Hospital. Students also participated in several charities during the holiday season, raising funds and collecting food for community members in need. “District Five places a high emphasis on making our students contributors to a global society, and that includes lessons taught in and outside the classroom,” said District Five Chief Information Officer Mark Bounds. “We are very fortunate and thankful to have great organizations that work with our schools and community members that contribute to make our district great.” From extraordinary academic achievements and accolades to new opportunities and community outreach, District Five continues to play an active role in the Chapin community. There are many more accomplishments in store for our students and staff, and District Five is committed to working with Chapin leaders to build exceptional schools, strengthen our neighborhoods and enrich the lives of all community members. Higher Educational Opportunities Chapin is close to several two-year and four-year institutions of higher learning. Midlands Technical College offers a number of technical training, certification programs and associate degrees that prepare people for the workforce. Many students opt to attend MTC to take their core academic classes and then transfer to a four-year institution to complete their Bachelor’s degree. The University of South Carolina’s flagship campus is located in Columbia, offering 324 degree programs through its 14 degree-granting colleges and schools. Situated near the state capitol, the university is expanding west toward the Congaree River in support of its research initiatives in nanotechnology, health sciences, Future FuelsTM, the environment and information technologies. This innovation district known as Innovista includes a master plan for policy, physical infrastructure and support elements for job creation and growth in the knowledge economy.

For Your Good Health Chapin has a wealth of health care options for every age and need hether you are looking for a great family doctor or need specialized ambulatory care, Chapin has a wealth of healthcare providers available to take care of your health and wellness needs. Chapin is home to a number of medical practices, including dentists, pediatricians, chiropractors, orthodontists, counseling, physical and massage therapy, rehabilitation and veterinary offices. The Lexington County Health Department also provides healthcare services to families and individuals who reside within the county. And there are three pharmacies available to manage prescription and medical supply needs in the community. Lexington Medical Center Chapin, the hospital’s community medical center in Chapin, provides urgent care, family medicine, GYN care, X-ray, mammography, bone densitometry testing and lab services. It’s located just off of I-26, exit 91, at 557 Columbia Avenue. It is part of Lexington Medical Center’s county-wide health care system that includes six community

medical centers and employs a staff of 6,000 health care professionals. The Urgent Care provides outpatient lab, x-rays, CT and mammography services in Chapin. The Lexington Medical network also includes comprehensive cardiovascular and oncology care affiliated with Duke Medicine, an occupational health center, the largest skilled nursing facility in the Carolinas and more than 60 physician practices. At its heart is the 414-bed state-of-the-art Lexington Medical Center with a reputation for the highest quality care. The new Palmetto Health Baptist Parkridge, which opened in March 2014, offers a personalized care experience for residents of Chapin, Dutch Fork, Harbison, Irmo and surrounding areas with the new hospital as well as primary care physicians and specialists located right in their own community. In addition to beautiful and comfortable surroundings, the new 76-bed facility includes a 24/7 emergency department, medical and surgical inpatient rooms as well as an intensive care unit and six operating rooms. Lexington County Public Safety provides emergency medical services in the community, with 24-hour, fully staffed ambulance maintained at each of Chapin’s three fire stations. In addition, helicopter service is available through the local 911 system, and can transport patients to any of the Midlands’ four main hospitals within a manner of minutes.

here are plenty of recreational opportunities throughout Chapin. As the Capital of Lake Murray, obviously the lake is a big draw for residents and visitors alike with more than 500 miles of shoreline. Whether you enjoy water skiing and swimming or prefer a more casual boat ride with friends, the lake is a boaters’ paradise with several marinas operating along the shores to assist with boat rentals, launching ramps, gas, bait, snacks and other necessities for a good day on the lake. Sailing is also popular on Lake Murray, and there are two active sail clubs that sponsor regattas, sailing lessons and club activities throughout the year. Fishing is another popular pastime on the lake with the casual weekend fishermen to professional anglers coming out to catch a variety of species for bragging rights and top dollar prizes. For those who appreciate boat cruises for viewing

spectacular sunsets or marveling at the purple martins who congregate each summer to Bomb Island, there are two boats that accommodate larger groups - Southern Patriot and The Spirit of Lake Murray. One of South Carolina’s most scenic state parks, Dreher Island State Park spans three islands, 348 acres and provides access to 12 miles of Lake Murray shoreline. Visitors will find recreational water activities, nature trails and some of the best striped and large-mouth bass fishing spots, all only 30 miles from Columbia. For those who like to hike, you can check out the Palmetto Trail, which passes near Chapin. The 315 miles of trails and passages offer single-day or multi-day trip opportunities to experience the rich history and diversity of culture and geography throughout the Palmetto State. And the park will expand its footprint in 2014 with the construction of new ball fields and facilities at nearby Epting Camp. If you enjoy golf, Chapin is close to two fantastic golf courses, Timberlake Country Club and Mid Carolina Country Club. Timberlake is a picturesque course located along Lake Murray, and Mid Carolina is in neighboring Prosperity right off Interstate 26. In addition, the Midlands is home to more than 20 public courses throughout the region, providing plenty of opportunities to enjoy a round of golf.

The biggest annual event in Chapin is the Labor Day Parade and Festival, which features a number of family-friendly events throughout the first weekend in September. From fireworks and boat parades to arts and crafts, the annual Chapin Library Book Sale, music concerts, and of course, the 100-plus unit Labor Day Parade, some 30,000 people come out to celebrate this annual holiday in Chapin style. Over the years, we’ve enjoyed hosting national, state and local politicians to our Labor Day Festivities so it’s always fun to see who will show up each year.
