By NEIL HARTSTEIN The city of Santa Barbara has named Christopher Hastert director of the Santa Barbara Airport.

Mr. Hastert’s appointment was confirmed during Tuesday’s Santa Barbara City Council meeting.

His start date is Oct. 3.

Mr. Hastert comes to the airport with more than 30 years of airport and airport management experience, including military aviation experience.

He most recently held the role of general manager for the Santa Maria Public Airport District, where he managed a commercial service airport that serves aircraft as diverse as single engine trainers to the DC-10 air tanker that fights local wildfires. While there, he also oversaw an annual operating budget of more than $5.5 million combined with a capital budget of $5 million.

Stressing her experience and determination to make schools better, Christy Lozano is running to represent District 3 on the Goleta Union School Board.

The school district consists of elementary schools, and Ms. Lozano is running against Bert Haley and Emily Zacarias.

“After my run for (Santa Barbara County) superintendent of schools, I felt like we had created a lot of momentum during the campaign that we wanted to continue,” Ms. Lozano told the News-Press in advance of a Santa Barbara rally Friday featuring her and other candidates. It’s set for 4 to 7 p.m. at the Aijian Ranch, 1160 N. San Marcos Road.

“We are bringing together as many candidates as we can running for school board who are like-minded, for the voters to get to know candidates,” Ms. Lozano said. “Winning isn’t always about

(The Center Square) — New inflation data released Tuesday showed that prices rose more than expected during August, putting more pressure on Americans, many of whom are already struggling to make ends meet.

Some economists and lawmakers quickly criticized President Joe Biden after the data came out, and the Dow Jones plummeted 800 points in response.

The S&P 500 dropped 4.3%, its largest single day decline since June 2020 during the height of the pandemic. The Nasdaq Composite index fell 5.2%, also its worst day since June 2020. The Dow Jones Industrial Average dropped nearly 4% to 31,105.

E.J. Antoni, an economist at the Heritage Foundation, said the inflation rate has grown “nearly six times what it was when Biden took office.”

“The reality is that American families are still losing ground because of his policies,” he said. “People are demonstrably worse off today than when Biden became president. Real wages have fallen 5.5%, the annual equivalent of $3,000 for the average American.

“Meanwhile, home affordability has plummeted 35%, monthly savings have collapsed 75%, and credit card debt has risen 22%. Americans have been financially crushed by the Swamp’s monetary malpractice and fiscal irresponsibility of Washington.”

Federal grant designed to help Guadalupe and its tourism

The city of Guadalupe is receiving a $4.9 million federal grant to improve its tourism infrastructure and amenities.

Commerce Secretary Gina Raimondo announced the grant Tuesday. It’s funded by the American Rescue Plan.

The grant will facilitate the renovation of the historic Royal Theater Building, developing it into a centrally located visitor attraction to stimulate local commercial activity. This EDA grant will be matched with $314,879 in local funds and is expected to create 507 jobs, retain 176 jobs and generate $11.4 million in private investment.

“The city spent about $500,000 in funds to have an architect

design and provide architectural and engineering estimates to upgrade the existing theater and design for the contemporary style structure attached on the rear,” City Administrator Todd Bodern told the News-Press in an email. “The city applied for, and the building was granted, to be placed on the National Registry of Historic Places,” The building is only used and owned by the city for performing arts purposes. The EDA grant will help to fund the cost to restore and bring the building up to code as well as add a contemporary style building to the backside, according to Mr. Bodern.

“The American Rescue Plan has been vital to economic recovery in the wake of the COVID-19 pandemic, and

I’m proud of my vote that has delivered billions in support for the Central Coast since it was signed early last year,” U.S. Rep. Salud Carbajal, D-Santa Barbara, said in a news release announcing the grant for the city in northern Santa Barbara County. “I am pleased to see the city of Guadalupe continue to benefit from our landmark bill.

With this new grant, Guadalupe will build on our region’s ongoing recovery: preserving jobs and creating new opportunities.”

Secretary Raimondo said the grant will help the area’s “critical tourism sector not only recover from the economic impact of the coronavirus pandemic but build back stronger for the future.”

EDA awarded $510 million in 2021 to all 50 states and territories. The two programs are designed to accelerate the recovery of communities that rely on the travel, tourism and outdoor recreation sectors.

Queen Elizabeth II’s coffin will be transported during a silent procession today to Westminster Hall from Buckingham Palace.

There, Her Majesty will lie in state until her funeral on Monday at Westminster Abbey.

Afterward, she will be laid to rest at St. George’s Chapel, next to her husband, Prince Philip, who died last year.

On Tuesday, the mood was somber as a C-17 airplane landed with Queen Elizabeth II’s coffin at Royal Air Force Northolt base in London. The base was quiet as pallbearers from the Queen’s Colour Squadron of the air force carried the colorfully draped coffin off the aircraft.

Princess Anne, the queen’s only daughter, accompanied the coffin on its flight from Edinburgh,

Scotland. In a statement, Princess Anne said it had been “an honor and a privilege” to be on flight with her mother.

From the airport, the coffin was taken to Buckingham Palace, where it was met by applause and cheers by a large crowd who watched the arrival of the hearse carrying the queen’s coffin.

Also on Tuesday, King Charles III paid his first visit as the United Kingdom’s monarch to Northern Ireland. Accompanied by Queen Camilla, King Charles looked at floral tributes to the queen at the royal residence, Hillsborough Castle. Afterward, the king and the queen consort attended a prayer service at St. Anne’s Cathedral in Belfast.

SOLVANG — The driver of a BMW died following a singlevehicle collision late Monday night in Solvang.

Roberto Garcia Jr. was driving a BMW northbound around 10:15 p.m. on Ballard Canyon Road at an undetermined speed, according to the California Highway Patrol.

CHP Officer N. Mooney said the crash occurred when Mr. Garcia failed to negotiate a curve in the roadway. He said Mr. Garcia allowed his car to exit the east

roadway edge of Ballard Canyon Road.

As a result, Officer Mooney said, the vehicle crashed into a fence, tree, and then overturned onto its roof.

After the crash, Mr. Garcia Jr. and three passengers remained trapped within the vehicle and had to be extricated, Mr. Garcia was subsequently transported to Santa Ynez Valley Cottage Hospital in Solvang, where he succumbed to his injuries.

All of Mr. Garcia’s three passengers sustained major to moderate injuries.

Alcohol and drugs do not appear

to be a factor in this crash, Officer Mooney said.

Highway closures planned in Ventura County VENTURA — Caltrans plans to reduce Highway 101 in Ventura County to one southbound lane on Thursday from Mussel Shoals to Faria Beach.

Work was rescheduled from last week due to rain. Signs will

be posted. Motorists can expect delays, Caltrans said.

Closures are expected from 9 p.m. Thursday to 6 a.m. Friday on the southbound lane on the coastal side and from 7 p.m.

Thursday to 6 a.m. Friday on the southbound off- and on-ramps at Seacliff.

The closures will allow for paving two right southbound lanes that are closed behind k-rails.

One southbound bypass lane and two northbound lanes will remain open, Caltrans said.

The work is part of a $48 million pavement rehabilitation project.

Ms. Lozano told the News-Press how her career has prepared her for this position. “I’ve been a teacher for 18 years, and I’m a parent of a 16 year old. My daughter attended Goleta Union District.

“I am more familiar with Goleta Union as a parent than a teacher,” said Ms. Lozano, who has taught in the Santa Barbara Unified School District. “Goleta Union District has a strong chance of making improvements. I think the most effective thing that can be done with elementary aged kids is if a strong foundation is laid, students will take that foundation to junior high and high school.

“The elementary level is where we can do our best and most important work. I am very passionate about elementary school learning,” Ms. Lozano said.

“My goals are to provide positive outcomes for the educational

year after year to learn about our projects and programs.”

In addition to a variety of online talks and presentations, community members can join in the Goleta Valley Library’s Creek Week Art Contest. Submissions are due today, and artwork will be on display through the end of the month. GOP governors to Biden: Student loan plan will be costly for American taxpayers

(The Center Square) – President Joe Biden’s student loan forgiveness plan will be costly for American taxpayers, a coalition of GOP governors said in a letter sent Monday to the White House.

The letter, signed by 22 GOP governors, tells PresidentBiden to “withdraw” the plan, citing cost estimates of up to $600 billion, or $2,000 per American taxpayer.

“As governors, we support making higher education more affordable and accessible for students in our states, but we fundamentally oppose your plan to

force American taxpayers to pay off the student loan debt of an elite few,” the coalition wrote.

The coalition includes Alabama Gov. Kay Ivey, Alaska Gov. Mike Dunleavy, Arizona Gov. Doug Ducey, Arkansas Gov. Asa Hutchinson, Florida Gov. Ron DeSantis, Georgia Gov. Brian Kemp, Idaho Gov. Brad Little, Iowa Gov. Kim Reynolds, Maryland Gov. Larry Hogan, Missouri Gov. Mike Parson, Montana Gov. Greg Gianforte, Nebraska Gov. Pete Ricketts, New Hampshire Gov. Chris Sununu, North Dakota Gov. President Biden announced the plan last month during an address from the White House.

“Many people – many people can’t qualify for a mortgage or buy

a home because of the debt they continue to carry,” President Biden said. “A lot of folks are even putting off starting families because of the cost, and the dream of starting or owning your business is just way off in the distance with a debt that’s – that so many are saddled with.”

The plan forgives $10,000 in federal student loan debt for those who make less than $125,000 annually, while federal Pell Grant recipients will be forgiven $20,000.

The Committee for a Responsible Federal Budget has estimated that the plan’s total cost would be $440 billion to $600 billion.

Bill to reform California’s probate conservatorship system awaits Newsom’s signature

(The Center Square) — For Californians living under a probate conservatorship, the legal arrangement can be difficult to terminate.

A bill on Gov. Gavin Newsom’s desk aims to change that.

Among the hundreds of bills passed in the final weeks of the legislative session that are now awaiting the governor’s signature is Assembly Bill 1663. Gov. Newsom has until Sept. 30 to sign it.

Passed by lawmakers in the waning days of the legislative session, the bill would revise several procedures in California’s conservatorship process.

In California, a person or entity can petition a court for a conservatorship – a legal arrangement where someone is appointed to make decisions for another adult deemed unable to take care of their own needs or finances. If a conservatorship is granted, the court decides which decision-making powers are taken away from a conservatee, giving a conservator the right to make decisions about the conservatee’s medical decisions, finances or even who they can marry.

Conservatorships are supposed to be a last resort under California law, only granted if it’s the “least restrictive” option on the table.

Once a conservatorship is granted, it can be very challenging for conservatees to get out of the

arrangement. As showcased in pop star Britney Spears’ months-long battle to terminate her probate conservatorship, getting out of the arrangement is a lengthy process involving paperwork and legal hearings.

If AB 1663 is signed into law, that could soon change.

One of the major provisions in the bill makes it easier for someone to terminate a conservatorship by requiring court investigators to discuss “less restrictive alternatives” during annual visits with a conservatee. The court investigator would be required to report whether a conservatee is interested in modifying or terminating their conservatorship, and if they are, a court must “promptly consider” ending or modifying the arrangement.

Under the bill, courts must appoint counsel and set a termination hearing if a conservatee wants to exit the arrangement. Additionally, if a petition to terminate a conservatorship is uncontested, meaning both the conservator and conservatee agree that conservatorship is no longer the “least restrictive alternative,” the court can terminate the conservatorship without a hearing.

Supporters of the legislation say terminating conservatorship would be made much easier for individuals who wish to do so. Still, bill sponsors remain skeptical about whether this will lead to a drastic rise in the number

of people moving to end their conservatorship.

Disability Voices United President Judy Mark, whose orgnization co-sponsored the bill, is doubtful that the legislation will result in “significant numbers” of people exiting conservatorships because they may not know they will have this right. She’s ultimately hopeful the legislation will prevent more people from being placed under a conservatorship at the outset.

“For those individuals who really want to get out of their conservatorship, I really think this is going to be very helpful,” Ms. Mark told The Center Square.

“Where we will see a much bigger impact is far fewer people ending up in a conservatorship in the first place.”

California has two primary types of conservatorships – probate conservatorships and LantermanPetris-Short conservatorships.

Probate conservatorships are for all adults who are unable to provide for their personal needs due to injury, dementia or other reasons. LPS conservatorships are reserved for someone “gravely disabled” due to a mental disorder that could be a danger to themselves or others.

LPS conservatorships are usually temporary, while probate conservatorships can be more indefinite.

Limited conservatorships are a type of probate conservatorship that is reserved for individuals

who are developmentally disabled and are intended to limit the powers of a conservator so that disabled individuals can live as independently as possible.

Another key provision in AB 1663 is supported decision-making – a process where a person with a disability chooses a set of trusted advisors to help them make decisions. AB 1663 would codify supported decision-making as a “less restrictive alternative” to conservatorship that a court must consider.

Supporters say that by establishing supported decisionmaking as a less restrictive alternative, more disabled people could avoid probate conservatorships in the first place.

The governor recently signed budget trailer legislation that would allocate $5 million to the State Council on Developmental Disabilities to administer technical assistance and training around supported decisionmaking.

If AB 1663 is signed into law, California will join 16 states and the District of Columbia that already have laws that support decision-making, according to Disability Voices United. Ms. Mark said Disability Voices United and other advocates are “optimistic” Gov. Newsom will sign what could be “one of the most comprehensive expansive conservatorship bills in the country.”

ultimately overturn the will of Nevada voters and take away women’s right to choose in our state.”

Rep. Lee, who is endorsed by Planned Parenthood, released a new ad Thursday morning calling Ms. Becker “heartless” for her position and expressing concern about her acceptance of National

Right to Life’s endorsement.

Both Gov. Sisolak and Rep. Lee have taken actions to signal their support for abortion since the overturn of Roe v. Wade.

Rep. Lee voted for the Women’s Health Protection Act, and Gov. Sisolak issued an executive order shielding abortion providers and women who travel to Nevada for an abortion from legal liability.

Meanwhile, Sen. Catherine Cortez Masto, D-Nev., announced her support of the Stop AntiAbortion Disinformation Act Thursday morning.

“Crisis pregnancy centers consistently mislead vulnerable women about the health care services they provide,” she wrote on Twitter. “I joined my colleagues in cosponsoring the Stop AntiAbortion Disinformation Act to crack down on false advertising about abortion services by these fake clinics.”

The bill, endorsed by more than a dozen Democratic senators, would enable the Federal Trade Commission to penalize organizations with “deceptive or misleading advertising related to the provision of abortion services.”

Nevada Democrats push to shift conversation to abortion in midterm campaigns (The Center Square) — Democrats running for office in Nevada are doing their level best to keep abortion access at the forefront of their campaigns.

Their Republican opponents call it a distraction from kitchen table issues harmed by progressive policies.

Gov. Steve Sisolak and U.S. Rep. Susie Lee, D-Nev., hosted a roundtable discussion Thursday on protecting abortion access in Nevada.

The discussion centered on the potential impact of federal legislation, such as a national abortion ban, on the state’s existing law. It included legal experts like Sylvia Lazos, professor at University of Nevada at Las Vegas William S. Boyd School of Law, who criticized Gov. Sisolak’s and Rep. Lee’s prolife Republican opponents as “a real and present danger to abortion rights in Nevada.”

“We played one team that’s been ranked in Oregon State and another really quality opponent and we got two great results,” Head Coach Tim Vom Steeg said Monday’s announcement of Mr. Davies’ honor. “Henry not only was the leader in the back, but he started all of our attacks.”

Davies showed tremendous quality and leadership in anchoring UCSB’s back line, always seeming to be in the right position to make plays whether he was rising high to head balls out of the box or slowing down attacks with a perfectly timed tackle. His communication and synergy with goalkeeper Leroy Zeller, new

center backs Johannes Vedin and Timon Windisch, and the Gauchos’ various choices at left back showed clear growth compared to the start of the season.

UCSB allowed just one goal to both Oregon State and Utah Valley, and it was Davies who scored the opening goal of the Gauchos’ 5-1 win over Utah Valley from about three yards out with an unsaveable header on a set piece.

“Henry has a knack of being in the right spots, in the right place,” said Vom Steeg. “He scored a couple important goals last year, and against Utah Valley that was a goal that got us going right at the start of the game. Of course,

whenever a center back scores, it usually means you’re going to have a good day that day.”

The Springwood, Australia native is the second Gaucho to earn conference Player of the Week honors, joining Salvador Aguilar who was named the Big West Offensive Player of the Week following UCSB’s first two games.

After receiving some muchdeserved rest, UCSB will carry a three-game win streak into this Saturday when it faces Grand Canyon on AYSO Parade Night.

California abortion services website goes live

(The Center Square) — On the day congressional Republicans introduced a nationwide abortion law, California launched a new taxpayer-funded website aimed at helping pregnant residents and out-of-state travelers access abortion services.

The website launched Tuesday represents the latest move by Gov. Gavin Newsom to fulfill his promise of making California a haven for abortion access after the U.S. Supreme Court’s decision to overturn Roe v. Wade. Since the 1973 landmark ruling was overturned in June, several states have moved to tighten abortion restrictions.

The website, abortion.ca.gov, contains information about providers and ways to pay for an abortion and highlights the legal

right to abortion under California law. The website also outlines guidance for minors under 18, noting that a person of any age can consent to their own abortion care within the state. Gov. Newsom’s office said Tuesday that the website does not collect personal information about visitors.

“Abortion is legal, safe and accessible here in California – whether or not you live here, know that we have your back,” Gov. Newsom said in a statement Tuesday. “As Republican states continue rolling back fundamental civil rights and even try to prevent people from accessing information online or crossing state lines for care, you’re welcome here in California, and we’ll continue to fight like hell for you.”

The enacted state budget includes $200 million for reproductive health care, $1 million of which was budgeted for

a “comprehensive reproductive rights website.” The governor’s office did not respond to The Center Square’s request for comment regarding the total cost of the website.

The website was launched the same day Sen. Lindsey Graham, R-South Carolina, introduced a bill that would ban abortion after 15 weeks of pregnancy. Sen. Graham framed his legislation as a defense against late-term abortions in an interview with CNN Tuesday.

“I think the Democrats made a huge mistake in introducing legislation in Washington that would basically allow abortion up to the moment of birth,” Sen. Graham told CNN. “Now we have an alternative to that.”

Gov. Newsom blasted the legislation in a tweet on Tuesday, writing that Sen. Graham’s “new national ban on abortion is about

controlling women.”

“That’s their agenda. CA’s fighting back,” the governor tweeted.

Abortion advocates praised the new website Tuesday, saying it will act as a “critical resource” to pregnant patients seeking an abortion and a “model for the rest of the nation.”

“No person should be forced to travel outside of their home state for essential health care, including abortion care, yet extreme politicians are making that a reality for millions across the country,” President and CEO of Planned Parenthood Affiliates California Jodi Hicks said in a statement. “This new website will increase access to accurate information and is critical so that people can seek the care they want or need here in California.”

Air Force class action plaintiffs win vaccine mandate lawsuit

(The Center Square) — A panel of three Sixth Circuit judges have denied the Air Force’s attempt to overturn class certification granted to all members of the Air Force by a federal district court judge in July.

In doing so, they handed another win to roughly 10,000 airmen and women fighting against the Department of Defense’s COVID-19 vaccine mandate.

The appeals court judges denied an emergency motion made by the Air Force requesting it stay the class certification and injunction granted in Hunter Doster, et al. v. Hon Frank Kendall, et al., by U.S. District Judge Matthew W. McFarland of the Southern District of Ohio.

In July, Judge McFarland granted class status and issued a preliminary injunction preventing retaliation against those in the Air Force who don’t comply with the mandate as the lawsuit continues.

His order remains in effect.

Judge McFarland ordered that the protected class includes all “active-duty, active reserve, reserve, national guard, inductees, and appointees of the United States Air Force and Space Force, including but not limited to Air Force Academy Cadets, Air

President Biden, meanwhile, released a statement Tuesday morning saying he intends to “celebrate” the passage of the Inflation Reduction Act at an event Tuesday afternoon.

However, Republican lawmakers pushed back, saying the latest inflation numbers are not worth celebrating.

“While the White House will undoubtedly celebrate today’s inflation report, families are still suffering,” U.S. Sen. Rick Scott, R-Fla., said. “Food prices are way up since Biden took office and still rising higher.

“Families in my state and all across the country don’t want a consolation prize. They want

He also ordered the Air Force and “any person acting in concert with Defendants” be prevented from taking any adverse action against those in the protected class who don’t comply with the order.

The plaintiffs allege the Air Force discriminated against them by denying their religious accommodation requests and violated their rights under the Religious Freedom Restoration Act and the Free Exercise Clause of the U.S. Constitution.

Department of Defense Secretary Lloyd Austin has argued that the vaccine mandate is necessary for mission readiness and ordered that those who don’t comply face disciplinary action, discharge and even court martial.

The Air Force has maintained throughout the case that “in today’s global climate, it is in the public’s interest for the armed services to remain at full strength, rather than separating thousands of Airmen due to their refusal to get the COVID-19 vaccine.”

The Air Force has also argued that the thousands of airmen and women who oppose the mandate have their cases tried separately; combined, they don’t meet the requirements for class certification, according to the Air Force. It’s also argued that the plaintiffs’ RFRA claim can’t be litigated class-wide because it says it doesn’t have a general policy to deny all requests for religious exemptions. Instead, it’s argued that it uses “an individualized process that accounts for facts particular to each service member.”

But the appellate judges in their 11-page ruling point out that the Air Force has granted thousands of medical and administrative exemptions but no religious exemptions, arguing, “We think the district court was likely correct when it held that, on this

record, that contention supports litigation of both a RFRA claim and a First Amendment freeexercise claim class-wide.”

They held that RFRA allows the federal government to “substantially burden a person’s exercise of religion” only when doing so “is in furtherance of a compelling governmental interest” and “is the least restrictive means of furthering that compelling governmental interest.”

They also argue the Air Force’s defense “provide(s)no basis on which we may grant a stay.

Moreover, our own review of the record does nothing to convince us that the Department is likely to prevail on” its argument against granting class status.

The appellate judges also said the “most remarkable” aspect of the motion brought by the Air Force was that it hadn’t “made any argument as to whether the First Amendment claim (as opposed to the RFRA claim) was improperly certified. That certification stands unchallenged; that claim can support class-wide relief as much as the RFRA claim can; and that omission is an independent reason to deny the Department’s motion to stay the class-wide preliminary injunction.”

The Air Force has yet to state whether it will ask the full court to weigh in on the case.

Gail Lorraine Soenke passed away peacefully on Friday, August 5, 2022. Born May 18, 1948, in Alta Dena, CA, Gail was a long time Goleta resident and cancer survivor who heroically fought Type 1 Diabetes for 60 years.

In February 1968, Gail met her husband Alan on their ÀUVW GD\ RI ZRUN DW DQ RULHQWDWLRQ PHHWLQJ DW $LU 5HVHDUFK in Torrance, CA. They were married December 28, 1968, in Camarillo, CA, and moved to Santa Barbara in September 1976.

Gail was a kind, gentle and loving soul, with a piquant VHQVH RI KXPRU DQG D FKDUPLQJ ODXJK WKDW NHSW KHU ÀJKWLQJ for good health, along with above-and-beyond support from her devoted husband. Her proudest accomplishment was raising her two sons and building a strong family foundation. She also adored animals, especially rabbits, birds, and baby elephants. Throughout her children’s formative years, she enjoyed visiting the Santa Barbara Zoo, Natural History Museum, Botanic Gardens, the beach, and sneaking off to daytime movies at the theater, or getting ice cream at Swensen’s. Although, her absolute favorite pastime was weekend trips to Solvang to enjoy all the shops, sights and treats it had to offer, and never returning home empty-handed.

She followed a spiritual path and insisted on compassionate conduct towards others, and proper manners, which lifted all of those around her. She walked lightly as an angel on this Earth and will be deeply missed by the many family and friends who loved her.

A different kind of genie story ‘Three Thousand Years of Longing’ uncorks the magic and science of love

hree Thousand Years of Longing” takes a new, deeper spin on the genie story.

When you first start watching “Three Thousand Years of Longing,” you may be uncertain about the film’s direction, but keep watching. The payoff is a story that’s far more meaningful

than the typical genie story, and during a recent screening in Santa Barbara, some people applauded when the credits rolled.

Certainly the movie benefits from the great talent of Idris Elba, easily one of the best actors in today’s cinema, who makes the genie or, to The Djinn, a compelling, sympathetic character.

There’s also great chemistry between Mr. Elba and fellow star Tilda Swinton, who plays Dr. Alithea Binnie, an academic who

has studied history. She buys a bottle, rubs it with a toothbrush to clean it in her hotel room’s sink, and — you guess it — the Djinn comes out.

After that, the film is full of surprises.

The Djinn tells Alithea she has three wishes and urges her to make them. He gets his freedom if she does. But Alithea knows how wishes can have unexpected consequences and is hesitant to wish for anything.

So the Djinn tries to win her trust by telling her his story of love, hope, despair and incarcerations.

His stories are compelling, and the Djinn assures Alithea he’s telling the truth about himself.

Can Alithea believe him? She has her own story of an ex-husband who cheated on her, and the question is whether she can find true love.

Hmm. Could she wish for it?

But the questions and answers aren’t that simple in “Three

Thousand Years of Longing,” which has plot surprises that won’t be spoiled here. But it’s not spoiling anything to say the costumes and sets are extravagant as the Djinn tells his stories or that each of his stories is unique. The film also tackles the issue of foolish wishes vs. wise ones.

As the Djinn, Mr. Elba does a lot with every word and every facial expression, and his acting involves subtle nuances that make each scene that much more compelling.

This is a genie who isn’t over the top, yet his scenes are full of magic.

And Ms. Swinton, who played the Sorcerer Supreme in the first “Doctor Strange” movie and “Avenger: Endgame,” delivers each of her lines with a sense of insight and unwavering sincerity.

The horror movie “Barbarian” scared up the most receipts during the North America box office’s second worst weekend of the year.

The film, which did a bit better than expected, opened with $10.5 million during a weekend when the total for all movies was an unimpressive $40.3 million Placing second last weekend was another film that slightly exceeded expectations, “Brahmastra Part One: Shiva,” which grossed $4.54 million in its first weekend. The Indian film is about Shiva, who goes on a search for love and selfdiscovery while facing evil forces.

“Bullet Train,” the action comedy starring Brad Pitt, placed third with $3.31 million.

“Top Gun: Maverick,” this year’s highest-grossing film, placed fourth with $3.16 million.

In fifth place was another horror film, “The Invitation,” with $2.67 million.

“DC League of Super-Pets” landed in sixth place with $2.66 million.

“Lifemark,” the movie about a 18-year-old man hearing from his birth mother, opened in seventh place with $2.18 million.

“Beast,” starring Idris Elba as a father trying to protect his teenage daughters from a lion who’s hunting them, placed eighth with $1.8 million.

Santa Barbara author Stephan R. Frenkel will present “Clara’s Secret” at the Santa Barbara County Genealogical Society’s monthly meeting on Saturday.

This hybrid event will take place at the First Presbyterian Church, 21 E. Constance Ave., and will also be available via Zoom.

The program is free, regardless of whether you attend in person or watch it on Zoom.

Special Interest Groups will meet at 9:30 a.m. (in person only), followed by a short business meeting at 10:30, and Mr. Frenkel’s presentation about “Clara’s Secret” at 11.

In 1939, the most perilous year of her life, Clara was forced to emigrate from her city of origin, Berlin, toward a distant and uncertain destiny.

As she journeyed alone into the unknown, she searched for understanding in the history of the great metropolis and turned to her collection of memories from her adolescence at the dawn of the 20th century.

This project would complement the recently completed City of Santa Barbara’s Las Positas-Modoc Road Bicycle and Pedestrian Path Project. The project has been revised to reduce encroachment into the Modoc Preserve and tree removals.

Project Location: The subject project is located approximately 0.25 miles south of the U.S. Highway 101/State Route 154 interchange, Santa Barbara County, Second Supervisorial District.

Public Comment: The Public Works Department is soliciting comments on the adequacy and completeness of the Revised Mitigated Negative Declaration (Revised MND). You may comment by submitting written or oral comments to the Project Environmental Planner identified below prior to the close of the public comment period at 5:00 p.m. on October 14, 2022.

Project Details: The proposed project involves expanding the existing Class 2 bike lane to a Class 1 multi-use bike/pedestrian path along the south side of Modoc Road. The proposed multi-use path alignment extends approximately 3,955 feet from near the western Encore Drive intersection to near the Via Senda intersection. The western end of the proposed multi-use path would tie into an existing bike path about 50 feet south of the Modoc Road/Encore Drive intersection. The eastern terminus of the proposed multi-use path would be about 30 feet west of Via Senda along the southern shoulder of Modoc Road. Most of multi-use path would be located south of the Modoc Road shoulder, with a meandering alignment along an existing trail to avoid mature trees. A portion of the multiuse path would be located outside the public right-of-way on the Modoc Preserve, which is managed as open space under a conservation easement by The Land Trust for Santa Barbara County. Santa Barbara County would obtain an easement for portions of the multi-use path outside the Modoc Road right-of-way.

Environmental Review Findings: The Public Works Department has prepared a draft Revised MND pursuant to Section 15070 of the State Guidelines for the Implementation of the California Environmental Quality Act (CEQA) and the County of Santa Barbara Guidelines for the Implementation of CEQA. Preparation of an MND reflects the County’s opinion that any significant adverse environmental impacts associated with the proposed project would be reduced to a less than significant level with the adoption of mitigation measures; therefore, the project does not require the preparation of an Environmental Impact Report (EIR). Significant but mitigable effects on the environment are anticipated in the following areas: biological resources, cultural resources, fire protection, noise and water resources.

Border chief directs agents to release foreign nationals Lawsuit points to memo related to end of Title 42

(The Center Square) — In anticipation of increased border encounters after the Title 42 health authority is lifted, U.S. Border Patrol Chief Raul Ortiz instructed agents to release noncitizens into the U.S. because there would not be enough space to detain them, a memo obtained as part of Florida’s lawsuit against the Biden administration uncovered.

Florida Attorney General Ashley Moody said the memo is more “devastating evidence” that continues to be obtained about “President Joe Biden’s failed immigration policies.”

In a recent deposition, Chief Ortiz admitted the southern border is “currently in a crisis.”

Despite that, in a May 19 memo, he instructed CBP agents to release “processed noncitizens in the vicinity of nongovernmental organizations” and coordinate with NGOs in advance as to the specific locations where they’d be released, “paying particular attention to the availability of services and transportation options.”

Attorney General Moody denounced the message contained in the memo.

“The Biden administration’s failed immigration policies are disastrous,” Ms. Moody said. “Expecting to be overrun, Biden’s Border Patrol drafted a plan to hunker down and allow inadmissible immigrants to flood into the country. But for the efforts of our office and other responsibly-minded, public-safety oriented attorneys general, Title 42 would have been repealed, and Biden would have released untold thousands of additional immigrants into the interior of our country – outrageous!”
