Aleena Madrid remembers when she was a young girl in Solvang and seeing that real-life princess: the Solvang Danish Days Maid.

“It was like being a princess at Disneyland, where little kids run up to you, and they’re excited to see you,” Miss Madrid told the News-Press Wednesday.

Miss Madrid, 17, has wanted to be the Solvang Danish Days Maid since she was a girl.

Now she gets her wish.

So do two other young women who have long wanted to be the Solvang Danish Days Maid: Kayla Bandel, 32, and Isabella Lopez, 18.

Miss Madrid is the 2022 maid; Miss Bandel is the 2021 maid and Miss Lopez is the 2020 maid.

They will proudly wear the costumes created for them and greet children when the first Solvang Danish Days since 2019 starts Friday for a three-day run of parades, LEGO building, appearances by legendary storyteller Hans Christian Andersen, live music and — of course — the Aebleskiver Breakfasts.

It’s a great time to be Danish, Danish-American (as many families in Solvang are) or friends of the Danish.

The three Danish Maids will wave from the parades — Miss Bandel said she’ll likely be waving very enthusiastically. They will also mingle with the crowds and greet the children in awe of Solvang’s princess.

For Miss Madrid, the role of Danish Days Maid means following in the footsteps of her mother, Ashlee Madrid, the 1999 Danish Maid, and her grandmother Glenda

Solvang Danish Days is set for Friday through Sunday.

“I’ve never been part of a parade by myself,” said Miss Madrid, who has participated in floats, including one in which she and others in her family were doing handstands and cartwheels. “My great-great grandfather was a gymnastics teacher at Atterdag College before it became Atterdag Senior Center.”

Sharing Miss Madrid’s enthusiasm for Danish Days is Isabella Lopez, the 2020 Danish Maid.

“It’s been a dream of mine since I was very little,” said Miss Lopez, who graduated in May from Allan Hancock College in Santa Maria and is now a student at Frontier School of the Bible in Wyoming.

“I’ve never seen a festival like this. It’s like a step back in time,” said Miss Lopez, who grew up in Solvang and Buellton before Please see MAIDS on A6

Truckers and others warn of ‘dire consequences’if rail strike occurs

(The Center Square) — Small businesses, truckers and the rail industry are warning that a major economic fallout would occur if railway unions follow through with a strike beginning Friday, including further supply chain delays, increased inflation, lost jobs and shuttered businesses.

The groups said there would be “dire consequences” if the railways shut down. A range of goods, including grain, oil, ethanol, fertilizer, and more are transferred via rail and would be in significant danger of supply chain shortages. That would likely mean higher prices for consumers across the board.

The Small Business & Entrepreneurship Council sent a letter to Congressional leaders on both sides of the aisle saying small businesses will not survive any more economic disruptions.

Recent surveys from the small business network Alignable show 63% of businesses have frozen hiring, and in July about half said they are in danger of going out of business this fall.

“Most of our nation’s small businesses will not be able to endure another disruptive

economic event that throws business operations and supply chains into chaos,” SBE Council President and CEO Karen Kerrigan wrote in the letter. “If the freight railroads and their unions fail to reach an agreement by the end of the week, a shutdown of the nation’s rail service would inflict costly – and perhaps irreversible – harm for many local businesses nationwide.”

A report from the Association of American Railroads said that the shutdown would cost $2 billion per day and “would immediately harm every economic sector served by rail.”

The group said 7,000 trains per day would be affected and would “trigger retail product shortages, widespread manufacturing shutdowns, job losses and disruptions to hundreds of thousands of passenger rail customers.”

Currently, rail moves about 28% of U.S. freight, which means trucks would have to pick up the slack. Union leaders are haggling over time off, pay raises and bonuses as several industries watch closely, fearing the worst.

In anticipation of this strain on the trucking industry, the American Trucking Associations sent a letter to Congress warning of “dire consequences.”

“Idling all 7,000 long distance daily freight trains in the U.S. would require more than 460,000 additional long-haul trucks every day, which is not possible based on equipment availability and an existing shortage of 80,000 drivers,” ATA President and CEO Chris Spear said in the letter. “As such, any rail service disruption will create havoc in the supply chain and fuel inflationary pressures across the board.”

Ms. Kerrigan said small businesses struggling to recover from high inflation and the pandemic-era shutdowns will pay the price.

“The latest round of small business surveys reveal that many small businesses are in a fragile state,” Kerrigan said. “Many are still digging out of the COVID shutdowns, and navigating inflationary pressures, labor shortages, slowing demand, and lingering supply chain issues.”

Ms. Kerrigan said the rail shutdown could be the “final blow.”

“New disruptions via the shutting down of our nation’s rail system could be the final blow that sinks many small businesses, particularly as those in the retail sector work to plan and prepare for the holiday season,” she said.

“Moreover, disruptions across industries – from agriculture, to health care, manufacturing and more – will not only further burden and harm small businesses, but their customers and workers who are also worried about their finances and economic uncertainty.”

Ms. Kerrigan criticized the Biden administration for not doing enough to solve the issue.

“Unfortunately, the Biden administration’s involvement on this matter has not resolved this pending crisis,” she said.

“We strongly urge Congress to engage and act in order to protect America’s economy and all of its vital sectors and players.”

Mr. Spear also called for a long-term solution so a potential shutdown is not back on the table in a few months.

“Merely delaying a possible strike through congressional action will simply exacerbate the concerns of consumers and industry,” Mr. Spear said. “A possible strike or lockout in October or November is arguably worse than one next week – although any disruption will cost the nation billions of dollars of lost productivity.”

Sexual assault survivor sues San Francisco over DNA use

(The Center Square) — A sexual assault survivor whose DNA from her rape case was used by San Francisco police to arrest her in an unrelated crime is suing the city and county of San Francisco and several law enforcement officials.

The complaint, filed by a plaintiff identified as Jane Doe, states that the case exposes the San Francisco Police Department’s “shocking practice of placing crime victims’ DNA into a permanent database without the victims’ knowledge or consent” and allegedly testing the DNA for matches in unrelated cases.

In the case of Jane Doe, she provided a DNA sample to the department during an investigation into her sexual assault in 2016. In December 2021, the city and county of San Francisco used the stored DNA sample to arrest her on allegations of burglary after finding an alleged match with crime scene evidence, according to the

complaint filed Monday in district court.

“While all charges stemming from this incident against Plaintiff Doe were eventually dropped, the appalling, exploitative, and unconstitutional nature of Defendants’ practice cannot be ignored,” the complaint states.

The city and county of San Francisco and several law enforcement officials are listed as plaintiffs in the suit. Former San Francisco District Attorney Chesa Boudin exposed the San Francisco crime lab’s practice of logging sexual assault survivors’ data in a database used to identify crime suspects in March after he became aware of this case.

Federal law prohibits a victim’s DNA from being stored in the national Combined DNA Index System, but there is currently no corresponding California law to prohibit law enforcement databases from retaining a victim’s profile and searching it years later in unrelated cases, as previously reported by The Center Square.

Producer price index rises 8.7% in past year Gas price was $5.45 a gallon Wednesday in Santa Barbara County

(The Center Square) — Producer prices shot up 8.7% in August over the previous 12 months, according to the U.S. Bureau of Labor Statistics’ Producer Price Index released Wednesday.

Month over month, the index declined 0.1% for the month from July.

The rise in other producer prices in August was largely offset by a decrease in the cost of gasoline, which has dropped from its recordhigh levels in recent weeks.

In Santa Barbara County, the average price of gas on Wednesday was $5.45 a gallon, down from $5.53 a gallon a month ago, according

to the American Automobile Association. California, which has consistently seen the highest gas prices in the nation, was at $5.43 a gallon, up from $5.37 a gallon a month ago.

The national gas average on Wednesday was $3.70 a gallon, down from $3.96 a gallon a month ago.

“In August, over three-quarters of the decrease in prices for final demand goods is attributable to the index for gasoline, which fell 12.7%,” BLS said. “Prices for diesel fuel, jet fuel, chicken eggs, primary basic organic chemicals and home heating oil also declined. In contrast, the index for construction machinery and equipment increased 2.6%.

Prices for beverages and beverage materials and for electric power also rose.”

Many services saw a significant cost increase.

“Forty percent of the increase in prices for final demand services can be attributed to margins for fuels and lubricants retailing, which rose 14.2 percent,” BLS said. “The indexes for securities brokerage, dealing, investment advice, and related services; loan services (partial); transportation of passengers (partial); portfolio management; and chemicals and allied products wholesaling also moved higher. In contrast, prices for truck transportation of freight decreased 1.9 percent. The indexes for guestroom rental and

for food and alcohol retailing also fell.”

The news comes a day after the stock market plummeted following the release of consumer price data showing prices rose on a range of expenses, including food.

“Increases in the shelter, food, and medical care indexes were the largest of many contributors to the broad-based monthly all items increase,” BLS said. “These increases were mostly offset by a 10.6% decline in the gasoline index. The index for all items less food and energy rose 0.6% in August, a larger increase than in July.”

Under the law, a family member of the individual, health officials, first responders or a county behavioral health agency could petition a court to initiate the CARE process. The petition would trigger a series of actions to determine whether an individual qualifies for a CARE plan.

They also have “operational control over the unsecured U.S./ Mexico border and throughout Texas, resulting in known human and drug smuggling cases going through and directly impacting Jack County and all of Texas.”

The resolution also cites Article IV, Section 4 of the U.S. Constitution and Article IV, Section 7 of the Texas Constitution, which states that

the governor has the “power to call forth the militia to execute the laws of the state, to suppress insurrections and to repel invasions.”

(The Center Square) —The judges and commissioners of five more Texas counties have declared an invasion at the southern border, bringing the total to 27.

Clay, Jack, Hood, Hunt and Montague counties are the latest to declare an invasion.

The judges and commissioners of Clay and Montague counties signed similar resolutions “calling for additional measures to secure the border, stop the invasion at the border, and

protect our communities.” They expressed support for Gov. Greg Abbott’s border security mission, Operation Lone Star, and called on him to expand operational authorities available under Article 1, Section 10 of the U.S. Constitution and Article IV, Section 7 of the Texas Constitution.

Lili Graham, litigation counsel with the Civil Rights Practice Group at Disability Rights California, told The Center Square that the organization is looking “to take this to the courtroom” and is considering all options.

“We are looking to file a lawsuit if that is the only option we have,” Ms. Graham said. “We’ve reached out to the governor’s office. We’ve asked for him to veto it. If we’re only left with filing a lawsuit to stop CARE court, that’s what we will do.”

Ms. Graham added that Disability Rights California, alongside other groups in opposition, were “completely shocked” when the entire CARE Court system was introduced in March. Ms. Graham said the groups in opposition to the bill “were never consulted” or brought to the table for input on the plan.

Before the bill was signed Wednesday, the ACLU Southern California tweeted that it expected to “see legal challenges to stop this misguided plan from harming our community.”

Gov. Newsom called the threats of legal challenges “exhausting” on Wednesday, saying that the point of view of the groups threatening the challenges “has been welladvanced for a half century in the state of California.”

(The Center Square) — Gov. Gavin Newsom signed a new bill Wednesday that will create a framework in civil courts to provide court-ordered treatment plans for individuals with severe mental illness.

Opponents are already considering options to challenge the bill.

The new law, which establishes the Community Assistance, Recovery and Empowerment Act, would allow certain individuals to petition a court to create a court-ordered treatment plan for individuals on the schizophrenia spectrum or who have another psychotic disorder. The court could also connect individuals to services, medication and housing.

Gov. Newsom backed the measure, touting it as a way to stop the cycle of homelessness and incarceration among people with severe mental illness.

“This is a new paradigm. This is a new approach,” Gov. Newsom said Wednesday in a signing ceremony.

An individual could qualify for a CARE agreement if they are 18 or older, experiencing severe mental illness, not currently involved in voluntary treatment and are either deteriorating and “unlikely to survive” in the community

last up to 12 months with the option to expand another 12 months.

The counties of Glenn, Orange, Riverside, San Diego, Stanislaus, and Tuolumne and the city and county of San Francisco must establish the CARE Court program

by Oct. 1, 2023, and all other counties are required to begin the program by Dec. 1, 2024.

The recently enacted state budget included $64.7 million in 2022-2023 and $49 million in ongoing funding for the Department of Health Care Services, the Judicial Branch and the Department of Aging to implement the framework.

As the bill wove through the Legislature, it faced strong opposition from organizations who feared CARE Court would harm people living with disabilities.

More than 50 organizations sent a letter urging Gov. Newsom to veto the bill earlier this month, raising concern about stigmatizing people with mental health disabilities and the lack of housing stock available to offer individuals under CARE plans.

“CARE Court is exploitative of poor people who need mental health care and will create a chilling effect preventing people from seeking treatment and care,” the veto letter states.

MONTECITO — A Good Samaritan/marine wildlife lover was surprised last week when he spotted an unusual sight: a seal sleeping peacefully on the deck of the Miramar Beach house next door in Montecito.

“This woman arrived during high tide two nights ago and made her way up the steps next door,” the resident, who declined to be identified in this story, told the News-Press about the seal.

Rather than do nothing, and

concerned for her welfare, he did the responsible thing: He alerted the authorities.

“Wildlife EMTs came here the morning after and returned her to the sea,” he said. “She went north close by the coast where I said to an EMT that there are nicer houses.

“Seals and sea lions are in front of our house rarely, so it’s because of either white sharks or not feeling well,” he said.

Prescribed burn at UCSB Lagoon The Santa Barbara County Fire Department conducted a halfacre prescribed burn at 10 a.m. Wednesday at the UCSB Lagoon near Campus Point.

The burn took place in conjunction with CSB’s Cheadle Center for Biodiversity and Ecological Restoration at UCSB Lagoon near Campus Point. This one-day burn was part of an ongoing effort to control nonnative grasses and establish native bluff scrub vegetation.

The Santa Barbara County Air Pollution Control District and the California Air Resources Board were involved with the burn to minimize the impact on air quality.

Report about active shooter proves false SANTA BARBARA — There was a false report Wednesday regarding an active shooter at Bishop Diego High School.

All students and staff were accounted for and found to be safe.

Sgt. Ethan Ragsdale, the Santa Barbara police public information office, said police, Santa Barbara County sheriff’s deputies and the California Highway Patrol searched the campus. Zero evidence of an incident was found, he said.

Sgt. Ragsdale said the false report is under investigation.

Planned Parenthood will kick off its mammoth, 10-day book sale today at the Earl Warren Showgrounds.

The longtime Santa Barbara event starts with a preview sale from 4 to 9 p.m. today. Admission is $30.

But starting Friday, admission is free for the book sale, which runs through Sept. 25 and will feature more than 100,000 used books. Hours are 10 a.m. to 8 p.m.

Friday and Saturday, 10 a.m. to 6 p.m. Sunday, noon to 8 p.m.

Monday, noon to 6 p.m. Sept. 2022, noon to 8 p.m. Sept. 23, 10 a.m. to 6 p.m. Sept. 24 and 10 a.m. to 6 p.m. Sept. 25.

There are books for children and adults, and the sale is restocked every day, according to Planned Parenthood.

Topics for the books vary

from self-improvement to home improvement, from history to mystery, Planned Parenthood said in a news release full of rhymes.

The sale is more than just books. Expects hundreds of DVDs, CDs, records, puzzles, games, sheet music and maps.

And on the final day, all the books and other products are sold at half price. In fact, after 4 p.m.

Sept. 25, the books will be free for teachers and nonprofits.

Planned Parenthood said proceeds will go to its mission of education and health care services, including wellness exams, cancer screenings and reproductive care.

Queen Elizabeth II transported to Westminster Hall Royal pallbearers took small, precise steps in unison Wednesday as they lifted Queen Elizabeth II’s coffin down the length of Westminster Hall before a large crowd, two choirs and clergy.

Her Majesty will lie in state here until her funeral Monday at Westminster Abbey.

Dressed in a military uniform, King Charles III stood quietly during Wednesday’s short service honoring his mother, Britain’s longest-reigning monarch.

Speakers were Justin Welby, the archbishop of Canterbury, and David Hoyle, the dean of Westminster.

During the queen’s final journey from Buckingham Palace to Westminster Hall, the king walked behind the horse-drawn hearse carrying his mother’s coffin. The king was joined by his siblings, and Prince William, the heir to the throne and now the Prince of Wales, and his brother Prince Harry, who lives in Montecito, walked next to each other.

Draped over the coffin was the bright, red and yellow royal standard, and the coffin was adorned by Queen Elizabeth II’s crown. Soldiers marched next to her.

“My aunt owned a store in Solvang. We would sit in front of the store and have the traditional aebleskiver breakfast,” Miss Lopez told the News-Press. “I liked that it (Danish Days) shares the Danish heritage with a ton of people from different backgrounds. You get tourists from Los Angeles, back East, even Asia and all over.”

She added that her parents are excited about her being the Danish Maid.

She also said she prefers being one of three Danish Maids rather than holding the title by herself.

“It’s nice to have the camaraderie.

It’s also neat because they (Miss Madrid and Miss Bandel) have a lot of heritage and deep roots in Solvang.

“The town means a lot to my family,” Miss Lopez said. “My greatgrandmother was very special to me. She passed away about four or five years ago. To be able to represent the heritage she stood for and passed down on to me and other family members means a lot to me.”

Miss Lopez, who studied nursing at Allan Hancock College and may become a paramedic or earn a youth ministry degree (“I find it works best to wait to see what the Lord wants me to do”), said her great-grandparents emigrated to Canada from Denmark. They decided to visit Solvang before returning to Denmark.

“They never left,” Miss Lopez said, adding, “My dad’s half Danish. I’m a quarter Danish.”

For Miss Bandel, becoming Danish Days is a lifelong dreamcome-true.

“I’ve been waiting to do this for a very long time. I’m very excited,” she told the News-Press. “Being

the Danish Days Maid has been a dream of mine since I was a young girl. My cousin was the Danish Days Maid back in the late 1990s.

She looked so beautiful. I looked up to her so much, and I wanted it so bad.”

The news she was selected as the 2021 Maid meant a lot to Miss Bandel.

“I cried for a good five minutes,” said Miss Bandel, who had to keep the honor a secret until April after the 2021 celebration was canceled because of the COVID-19 pandemic.

Miss Bandel, who lives in Palm Desert, works there as a cross fit coach, a project manager’s assistant at a construction company and does high-end lighting sales. “I was just about to go to an online school to study interior design and get my design certificate.”

Her parents are Solvang couple Pete and Debbie Bandel.

Her favorite memories of Danish Days include baking aebleskivers with her family, and like others in Solvang, she has found Danish Days to be one big family reunion.

“It’s a time to catch up with all my aunts and uncles and cousins,” said Miss Bandel, a Palm Desert native whose grandparents, Linda and Howard Petersen, met in Solvang.

Miss Bandel added that Danish Days Maids mean a lot to the children, including the 4-yearold grandson of the woman who designed the costumes for her, Miss Madrid and Miss Lopez: Roberta Skidmore.

“He’s the cutest little boy. He said I looked like a princess,” Miss Bandel said, chuckling and praising Ms. Skidmore for the beautiful costumes.

new facet has been added to this year’s event line-up at the 85th annual Solvang Danish Days — the actionpacked celebration from Friday through Sunday, sponsored by the Solvang Danish Days Foundation.

A pro LEGO Building Competition will feature three of California’s top LEGO builders who will compete against each other as they construct their own takes on various Hans Christian Andersen fairy tales.

The competitors are Chris Wight, Bryan Firks and Tiffeny Villarreal.

The contest kicks off at 10 a.m.

Saturday as the builders begin their projects and work through 4 p.m. in three competitor tents specifically placed in the downtown area. The public is welcome to watch free of charge.

They will continue from 10 a.m. to 12:30 p.m. Sunday, and the winner will be announced at 2:30 p.m. during the Solvang Danish Days closing ceremony in Solvang Park, this year emceed by guest announcer Gabe Saglie.

A first-place prize will be awarded to the top builder in the competition.

Mr. Firks, who will be stationed at the Little Mermaid Fountain at the northwest corner of Mission Drive and Alisal Road, is a filmmaker and Southern California-based builder, known for his appearance on Season 2 of the FOX competition series”LEGO Masters.” His building theme is “The Little Mermaid.”

Ms. Villarreal will be next to Mortensen’s Danish Bakery in the courtyard facing Mission Drive. Her theme is “The Princess and the Pea.” She was the third place winner in Solvang’s April 2022 LEGO Building Competition. Her train layout in downtown Bakersfield is an ongoing project.� Mr. Wight, who will be located near the sculpture of Hans Christian Andersen in Solvang Park, was the first place winner in Solvang’s April 2022 LEGO Building Competition. Mr. Wight’s theme is “The Emperor’s New Clothes.”

His work has been featured online, in kids’ TV shows, in magazines and more.

encountered some freshly dug jicama, native to Mexico and South America, at the weekend farmers’ market.

While they can reach up to about 5 pounds at full maturity, these tan to brown specimens were in their younger stage, yielding about a pound each.

This root vegetable, to my surprise, is related to legumes.

However, it grows in a different fashion to the more common beans and peas. With a texture like that on an unripe potato, jicama delivers a nice juicy crunch, like that of water chestnuts.

With subtle sweet notes throughout, jicama can be enjoyed in both raw and cooked preparations. This is an item that I have not worked with very much in my home kitchen, primarily due to the very limited seasonal availability. But I enjoy it any time I can get my hands on it.

The outer skin of jicama can be quite tough and should be peeled away before consuming.

For the more mature jicama, it often takes a sharp knife to remove the skin, although a

Instead of being the standard green color, these cucumbers have a nice yellow coloration with white spots topped with a small black spike (hence the salt and pepper name). They are shaped like a pickling cucumber with a small, squat, cylindrical shape.

The flesh within is a pale green color, with a noticeable seed pocket. The longer the salt and pepper cucumber is left on the vine, the more vivid the yellow color will be across the skin.

Certified organic, they can be found at the weekly Saturday Santa Barbara, Tuesday Santa Barbara and Wednesday Solvang farmers’ markets. Price is $3 per pound.

Fix of the Week

Jicama can be enjoyed roasted in the oven, pickled, added to a stir-fry, or spiralized and tossed with a salad.

This week I prepared some baked jicama fries, a healthy high-protein version. They can be served with your favorite burger, with fish and “chips”, or to dip in your favorite hummus.

JICAMA FRIES 1½ pounds raw jicama, peeled and cut into French Fry sized spears (about ¼ inch thick).

2 tablespoons peanut or olive oil. ½ teaspoon garlic salt. ½ teaspoon smoked paprika.

Freshly cracked pepper.

Preheat the oven to 400 degrees.

Simmer Jicama spears in water on the stovetop for about 7-8 minutes. Strain and dry. Then toss together all ingredients in a mixing bowl until evenly coated.

Place on a lightly greased baking sheet in a single layer, and put

that in the oven.

Cook for about 20 minutes.

Flip and cook for another 20 minutes, or until desired texture is reached.

Yield: Enough fries for five people.

They say if approved, Measure T would impose sweeping changes to how the city of Carpinteria plans and approves development proposals. The “No” group

also said that ballot measure has the potential to remove professional planners and elected representatives from the oversight and approval process that has been instrumental to protecting Carpinteria from overdevelopment.

In contrast, the “Vote Yes” group says the public process so far has failed to address overwhelming public opposition to private development on public land, and that the initiative empowers voters to determine the use of downtown open space.

They also insist the measure will not lead to housing being built on existing land designated for

open space.

Measure T2022 qualified for the ballot after more than the required 10% of registered Carpinteria voters signed the Initiative Petition well before the December 2021 deadline.

Supporters of Measure T say they gathered more than 1,000 signatures.

The Santa Barbara County Democratic Party has endorsed “No on Measure T,” speaking out against the Carpinteria ballot measure that opponents say would upend the local planning process.

“Measure T would put important guidelines and protections at risk by imposing sweeping changes to Carpinteria’s land-use process,” said Darcel Elliott, chairwoman of the Santa Barbara County Democratic Party.

“We urge voters to say No to Measure T to stop land use policy making at the ballot box and protect Carpinteria from the unintended consequences of Measure T,” she said.

Opponents of Measure T say the party’s opposition to the November measure further bolsters the robust No on Measure T’s backing of four of five Carpinteria City Council members alongside other prominent community leaders

who are campaigning against the measure.

The No on Measure T committee (protectcarp.com) was recently formed to provide education and combat what they say is misinformation being circulated by proponents of Measure T 2022.

No on Measure T will work to protect the city planning process through educating voters about the risks associated with city planning by ballot measure, Measure T opponents say.

The No on Measure T committee contends that the campaign for Measure T has used deception to persuade voters without disclosing the full content and scope of the “errant” ballot measure.

In endorsing the rebuttal against Measure T 2022, the majority of Carpinteria City council members say the measure is misleading to the point of doing the opposite of its stated intent.
