CARPINTERIA The Santa Barbara County Association of Governments released an update Friday on next week’s work on the Highway 101: Linden and Casitas Pass construction project. From Monday through Wednesday crews will be restriping lanes and moving concrete safety barriers to prepare for the next stages of work, according to a press release from SBCAG. Highway 101 will have alternating lane closures between Linden and Bailard avenues. One lane will remain open. From 8 p.m. to 5 a.m. Monday through Wednesday, the northbound onramps at Casitas Pass Road and Linden Avenue will have alternating closures as needed. From 8 p.m. to 7 a.m. Monday through Wednesday the southbound offramp at Casitas Pass Road will be closed as needed. Via Real is closed from Casitas Pass Road to the old northbound Highway 101 onramp. Local residents have one-way access to Hales Lane on Via Real. Pedestrians can use the sidewalk on Via Real, but people are asked to refrain from entering the construction area. The new southbound Highway 101 onramp at Casitas Pass Road is open and the temporary ramp has been removed. The offramp at Linden Avenue is closed for approximately six to nine months. Drivers are asked to use the of-ramps at Reynolds Avenue or Casitas Pass Road to reach the beach and downtown Carpinteria.

While the UCSB team’s collaborators at the United States Geological Survey have studied otter activity at monthly intervals for 13 years, Mr. Peters told the News-Press that he and his team will observe them on a “finer scale.”

She added that her mother, an Italian immigrant and enthusiastic lover of Fiesta, would have been thrilled to see her chosen. “I’m glad for my mother’s sake, because it meant so much to her,” she said. Though she spent many years away from all Fiesta activities, Ms. Parker’s involvement with the festival has “bloomed” since 2013, when she reconnected with Old Spanish Days through her retirement home Gar-

den Court. There, she one day mentioned that she was the first Spirit of Fiesta and a woman at the home overheard her. That woman also happened to have a daughter who was that year’s Spirit, and through her Ms. Parker’s activity in Fiesta resumed. Ms. Parker attended the April 13 auditions that ended with 16-year-old Sophia Cordero being named Spirit of Fiesta and 10-year-old Paloma Valenzuela chosen as Junior Spirit. Back in 1949 the choice of Spirit of Fiesta wasn’t as organized. Spirits and Junior Spirits are now chosen a few months in advance of the event, but Ms. Parker wasn’t

told she would be Spirit until a few days before the parade. “My mom said something like, ‘You’re going to be Spirit of Fiesta.’ It was like three days before the big parade. … They sprung it on me and I didn’t have a dress. I had to borrow a dress that belonged to an adult, and that was a huge deal for a 12-year-old.” Suddenly thrusting Ms. Parker into activities seemed to be her mother’s nature. Ms. Parker credits her mom for not only getting her involved in Fiesta, but dancing in general. After Ms. Parker suffered a broken leg that refused to properly heal, her mother placed her in dance lessons to

strengthen it. “She felt that instead of hiding away and just favoring it, that exercise would help,” Ms. Parker recalled. Ms. Parker looked back fondly on her time as Spirit and said dancing in the parade was fun but challenging. Though not a major aspect of the parade today, Ms. Parker said that military bands used to be a prominent part of the event and that she even danced with one behind her. Flamenco dancing to military band music wasn’t easy and for a second she thought, “Oh no, this isn’t possible,” but she let “common sense” and her “positive will” take over to meet the chal-

lenge. “You think, ‘I’m here to give the best I can,’ and you just make yourself strong,” she said. While being Spirit of Fiesta was fun while it lasted, this giving of oneself to make others happy is what Ms. Parker still carries from that experience. “You learn not to think of yourself, you learn to think of other people… You really are a symbol for something and it just forces you out of your own little cubby hole, and that’s very important to anybody,” she said. email: jgrega@newspress.com

I

don’t know about you, but even in these uncertain times, my dream of travel doesn’t stop. Looking back on my travels during 2019, I was especially excited to daydream about my November visit to Portugal. After so much buzz about the destination, I decided to see what this country was all about for myself. With only one week’s time, I just grazed the surface of this beautiful, sophisticated, and hospitable country and I can’t wait to go back. Whether you’re a music lover, shopaholic, explorer, or lover of history, Lisbon has something for everyone. I especially loved the history of Fado tour, exploring the nighttime scene while winding through the Mouraria’s narrow streets. Fado is truly the music genre of Lisbon and dates back 150 years. While seated in a humble, locally run restaurant, you will listen to a vocalist filled with emotion and a few musicians featuring the peculiar Portuguese guitarra instrument. During our tour, we meandered through the Alfama neighborhood which comes to life in the early evening. We were lucky enough to taste some of the best local ginjia (a cherry flavored liquor) from a hole-in-the-wall bar served by a friendly man named Tony, who’s been serving since the 1970s. My time in Lisbon was too short, and I would recommend at least three nights in Portugal’s capital city. I was surprised at how approachable the city was — even with its steep staircases — and loved exploring the charming cobbled streets. Starting from my home base in the Baixa neighborhood I strolled for about 20 minutes down to the banks of the Tigus and the Praca do Comercio, enjoying local shops and cafes along the way. There are many great hotel options in Lisbon, and I especially loved my stay in the stunning townhousestyle, Valverde Hotel, with its personal service and breakfast delivered in a garden oasis. Less than 1 hour’s drive from Lisbon, you’ll find the UNESCO World Heritage Site of Sintra. Visiting the town, you’ll have access to three main points of interest — Pene Palace, Quinta da Regaleira, and the National Palace. A popular place any time of year, it’s tricky to say when to avoid the crowds in Sintra, but in my opinion, it is worth the time to tour and discover. The most popular of the three is the Pene palace which is a delightful combination of different styles and colors ranging from North African to medieval gothic. My personal favorite was the Quinta da Regaleira and its mystical gardens. You’ll want a professional guide here to explain this imaginary universe of symbolism and metaphors. The Wishing Wells are especially intriguing — an Instagrammer’s dream. After a few nights in Lisbon, I was off to the quaint town of Obidos. You might be saying to

You will find some crowds during the day, but if you stay at the historic Pousada des Obidos, you’ll have the town, its sunsets, and church bells all to yourself in the evenings. After the sun went down and the crowds had left, I found myself wandering along enchanting white-washed houses, and came across the Livraria de Santiago. I’ve always loved the discovery of a historic bookstore, and this bookstore, now housed in a church dating back to 1755, was such a gem! As I started to get hungry, I headed back to dine at the Pousada’s delicious restaurant. I

was lucky enough to be seated at a table inside the fireplace hearth where I was surrounded by bottles of Portuguese wine. The decisions were endless and I asked my kind waiter for his favorite local pick — a delicious 2013 Campolargo from the Bairrada region. The next morning before heading further north to Porto, I wandered next door to take a walk along the fortress walls of the medieval Moorish and Obidos Castle. Climbing up the stairs in this 13th century castelo, I was met with vast views of the countryside framed by the tooth-shaped walls. What’s left here is an austere monument with lots of towers and I loved the chance to “walk” back in history several hundred years. Ready for the next part of

my adventure, I navigated through the town’s extremely narrow gate. With inches left on each side of my car’s mirrors, I squeezed through the exit and continued my drive destined for the northern town of Porto. The discretionary application required for this project is a Coastal Development Permit (CDP202000002) to allow the proposed development in the Non-Appealable Jurisdiction of the City’s Coastal Zone (SBMC §28.44.060). Pursuant to Santa Barbara Municipal Code (SBMC) §28.44.110, when a proposed development only involves the addition of a secondary dwelling unit to an existing single-family residence located within the coastal zone, the application shall be reviewed by the Staff Hearing Officer without a public hearing in accordance with subdivision (j) of Government Code Section 65852.2. The Staff Hearing Officer shall not issue a decision on the application until at least ten (10) calendar days after notice has been provided. The Staff Hearing Officer may receive and consider written comments from the public, but without a public hearing. The decision will be the final action of the City (i.e., not appealable).
