Santa Barbara Foundation ANNUAL REPORT

Responding to Critical Needs

As your community foundation, Santa Barbara Foundation actively connects donors, nonprofits, government, businesses, and the people of this county to take on the challenges that affect us all.

We know that together we can do more.

That’s why we mobilize charitable giving and connect our expertise and resources to yours. Working together, we create meaningful impact on the issues you care about in the communities we all love.

Working Together for Santa Barbara County since 1928

For nearly a century, the Santa Barbara Foundation (SBF), the community foundation serving all of Santa Barbara County, has created meaningful change across the Central Coast through inclusive collaboration, philanthropic partnership, strategic grantmaking, and strengthening local nonprofits. We mobilize collective wisdom and philanthropic capital to build empathetic, inclusive, and resilient communities. Our vision is a thriving community for all.

The Santa Barbara Foundation, together with our donors, invested $72.8 million through 3,050 grants in 2025. In addition to financial resources, SBF helped address pressing regional challenges — including federal funding cuts and housing affordability — through collaborative research, community dialogue, and support for nonprofit partners. We are honored and humbled to serve as a trusted partner to donors, community members, and local leaders, and to share our expertise to help our community thrive today and for generations to come.

From Our Leaders

In 2025, Santa Barbara County faced a defining moment. Funding disruptions, rising costs, and deepening uncertainty converged to strain the nonprofit organizations that quietly hold our community together each day. Early federal funding reductions and policy changes created instability; by mid-year, as a new federal budget took effect, essential service providers were being asked to meet greater demand with fewer resources.

Behind those numbers were real families — parents seeking quality child care they could afford, seniors navigating health coverage, and households working to remain stably housed in an increasingly costly region.

At the Santa Barbara Foundation, our mission is to mobilize collective wisdom and philanthropic capital to build empathetic, inclusive, and resilient communities. This year, that mission required clarity of purpose, compassion, and steady leadership.

Responding to critical needs became a central focus of our work — from grantmaking and donor engagement to strategic partnerships, nonprofit capacity building, and long-term initiatives.

In September, we launched the Critical Needs Response Fund (CNRF) to provide rapid, flexible support to nonprofits experiencing funding losses or surging demand. The fund helps stabilize organizations providing food,

and family support — ensuring essential services remain available when our neighbors need them most.

Its impact has been especially meaningful for organizations supporting families facing heightened fear and instability due to immigration enforcement and related policy shifts.

Through responsive grants, we strengthened legal assistance, emergency support, health enrollment navigation, youth services, and community-based rapid response networks — helping trusted local organizations remain steady anchors during a time of uncertainty.

At the same time, we continued advancing long-term strategies that reinforce our community’s social infrastructure.

Child care remains one of the most urgent needs in Santa Barbara County, consuming an average of 28% of a family’s monthly budget in many communities — sometimes exceeding housing costs. Recent investments helped create more than 1,500 new infant and toddler spaces, yet significant shortages persist. Sustained support for facilities and providers is essential to ensuring families can access affordable, high-quality care that allows parents to work and children to thrive.

Housing affordability continues to challenge working families across the county. Through impact investing, policy engagement, nonprofit training, and strategic partnerships, we supported the preservation and creation of affordable housing and strengthened homelessness prevention efforts. Stable housing is not only foundational to economic mobility — it is central to dignity, security, and community wellbeing.

As your community foundation, we actively connect donors, nonprofits, businesses, government, and residents to take on the challenges that affect us all. We know that together we can do more.

Our donors stepped forward in extraordinary ways. In 2025, donor-advised fundholders granted a record 40% of the charitable dollars held in their accounts — double that of the year before.

Responding to critical needs requires compassion, collaboration, and resolve. While challenges remain, we are confident in our community’s shared capacity to meet this moment — and to build a thriving community for all.

We are grateful for your partnership.

With appreciation,

Critical Needs Response Fund: Rising to the Occasion Community Impact

Unprecedented federal policy shifts in 2025 tested the resilience of local civic and nonprofit organizations across sectors and disproportionately impacted immigrant communities. Federal budget cuts and the government shutdown eliminated funds, froze grant cycles, and delayed funding for local nonprofits even as demand for direct services increased significantly. The Santa Barbara Foundation estimates that Santa Barbara County was projected to lose approximately $550 million in federal funding in 2025, including at least $30 million in direct funding reductions to local nonprofit organizations.

In September 2025, the Foundation launched the Critical Needs Response Fund to provide rapid, flexible support in response to these disruptions. Supported by SBF and generous donations from family fundholders, private

foundations, and local corporations — including Montecito Bank & Trust, the Patricia Bragg Foundation, and others — the fund provides flexible grants of up to $50,000 to nonprofits delivering essential services such as food, housing assistance, healthcare, and immigration-related support. As of December 2025, the Foundation awarded 18 grants totaling $470,000

Community organizations used these grants to respond quickly to emerging needs, including to:

• Increase nutritious food supplies for families in need

• Expand free legal aid for immigrant families

• Support increased demand for behavioral health and healthcare supports

Veggie Rescue collects surplus produce from over 55 farms and delivers it free of charge to more than 65 nonprofit partners across Santa Barbara County. Demand for Veggie Rescue’s donated produce spiked sharply as partner agencies lost federal support. By December 2025, the organization had rescued 750,000 pounds of produce and other food, surpassing the previous year’s total by 18%, while transportation, staffing, and supply costs continued to rise.

Flexible funding from our Critical Needs Response Fund helped Veggie Rescue expand staff, cover fuel and vehicle costs, and grow its gleaning program to keep pace with rising community demand.

Carpinteria Children’s Project (CCP), which operates early childhood education and a family resource center, expanded its services in response to the effects of increased Immigration and Customs Enforcement activity in Carpinteria. Staff and volunteers mobilized a network of promotores (community health workers) who supported local families through rapid response training, rights education, and access to essential resources, including home delivery of food and household necessities.

The volunteer support and funding we continue to receive are making a difference. Everyone deserves to feel safe and have their basic needs met.

Community Impact

Child Care: Building Opportunity

In 2025, the Santa Barbara Foundation advanced a data-driven, countywide strategy to strengthen Santa Barbara County’s child care system through targeted grantmaking, workforce development, and systems-level infrastructure investments. Families continue to face significant affordability and access challenges, with child care expenses taking an average of 28% of a family’s monthly budget, according to The Self-Sufficiency Standard for California 2024.

Building on the American Rescue Plan Act (ARPA) Child Care Recovery Stabilization Initiative funded by a federal grant from 20232025, the Foundation expanded its impact by strengthening provider networks, investing in sustainable workforce pipelines, and advancing countywide planning tools. ARPA investments resulted in 1,599 new infant and toddler spaces, the licensing of 98 new home-based family child care providers, and professional development support for 240 early childhood educators.

A major milestone was the development of the Santa Barbara County Child Care Facilities Master Plan and Toolkit, the county’s first comprehensive roadmap for facilities development and long-term infrastructure planning. The toolkit provides local governments, developers, and community organizations with a shared blueprint to expand child care facilities and increase long-term access across the county.

Beatriz García, Santa Barbara Foundation’s Director of Strategic Initiatives and Partnerships, remembers how hard her parents worked to support their family. Her mother spent long days in agricultural packing houses sorting and boxing fresh produce, while her father worked 12-hour shifts six days a week.

One day that routine changed. During a church service, parents were invited to learn how to open a licensed child care program from their homes. Curious and determined, Beatriz’s mother signed up. Soon, their home was transformed into a daycare, with letters decorating the wall of the family room and a modified yard for children to ride small bikes. What began as a simple opportunity grew into a family business and a pathway to economic stability.

“This created the opportunity for my family to move into the middle class, and opened new opportunities for my whole family,” García said.

Stories like the García family’s show why Santa Barbara Foundation continues to invest in child care. Accessible, home-based programs can support working parents, strengthen families, and expand economic opportunity, especially for immigrant women.

Building on the success of these investments, the Foundation, in partnership with Children’s Resource & Referral of Santa Barbara County, is now helping scale this work across the Central Coast. Through support from the Uplift Central Coast initiative, the Foundation is advancing a regional model to increase licensed child care spaces in Santa Barbara County while sharing the tools, strategies, and lessons learned with three additional Central Coast counties.

The Foundation also expanded its leadership role by becoming a founding member of the Uplift Regionwide Child Care Coalition, a collaboration of partners from six counties — from Santa Cruz to Ventura — in a first-of-itskind regional collaboration to strengthen the child care system and expand opportunity for working families across the Central Coast.

The Child Care Facilities Master Plan documents a county that moved decisively when it mattered. More than 2,000 licensed child care spaces were added in just five years,

despite rising construction costs, workforce shortages, and regulatory complexity. That is structural change.

Housing: Policy, Homelessness Prevention, Investing Community Impact

Housing affordability remains one of the most pressing challenges facing Santa Barbara County. The county has the fifth-highest housing costs in California, placing significant strain on local families and the workforce. In response, the Santa Barbara Foundation advanced a coordinated strategy that brings together policy leadership, nonprofit partnerships, and impact investments to expand housing stability and opportunity.

The Home Team was launched after the Foundation’s 2023 Housing Affordability Report identified the lack of a coordinated, countywide effort to champion local housing solutions. The new advocacy organization, under the fiscal sponsorship of SBF, hired its founding director, Maricela Morales, in 2025 to build public support and drive policy changes.

The Santa Barbara Foundation also partnered with the County of Santa Barbara to co-host a three-day Housing Loss Prevention Training series in Goleta, Santa Maria, and Solvang. The series reached more than 115 participants from over 40 organizations, including homelessness service providers, local food banks, schools, mental health providers, and youth-serving organizations. Housing loss prevention focuses on identifying and supporting households at risk of losing their homes before they enter homelessness, for example, helping families cover an unexpected medical expense that might otherwise lead to missed rent payments.

Through the Funders’ Collaborative for Housing Affordability — a pooled philanthropic and institutional funding partnership — we expanded housing solutions across the county. In collaboration with 11 generous donor-funders participating in the Funders’ Collaborative, the Foundation provided a $1.5 million below-market loan that helped jumpstart the Housing Authority of the City of Santa Barbara’s purchase and conversion of 34 motel rooms into permanent supportive housing for individuals experiencing homelessness. Foundation fundholders were paid back in October 2025, five months in advance of the original two-year loan term.

To further increase the supply of affordable housing, the Foundation approved a $2.5 million predevelopment loan to People’s Self-Help Housing to support three projects across Santa Barbara County serving older adults and lower-income families: Heritage View Senior (40 units) and Heritage View Family (79 units) in Santa Maria, and a 298-unit development near Goleta.

Together, these initiatives address the full housing continuum, from preventing housing loss to expanding permanent affordable housing. By combining advocacy, partnerships, and impact investing, the Santa Barbara Foundation accelerates solutions that make housing stability possible for more families and individuals across the county.

Impact Investments: Advancing Community Solutions

The Foundation’s Impact Investing Program complements traditional grantmaking by providing loans for projects that strengthen communities. As loans are repaid, the funds can be reinvested in new initiatives, allowing the same capital to generate impact multiple times. These investments help accelerate projects already underway in the community, supporting local efforts to expand housing stability, economic opportunity, and community development.

In 2025, Santa Barbara Foundation provided a $100,000 working capital loan to Blue Sky Center to support community development in the Cuyama Valley. Blue Sky Center is a place-based organization building models for resilient, thriving, and inclusive rural economies through creative partnerships, entrepreneurship, and workforce development.

Another impact investment in Santa Maria will support youth leaving foster care. The Foundation’s $599,000 bridge loan to Fighting Back Santa Maria Valley helped acquire an office building that will be transformed into a resource center for transition-age youth leaving foster care. The safe and welcoming space will provide young adults with access to services that support their transition to independent living, including help securing permanent housing and other essential resources. Renovations have been completed, with an expected move-in date in 2026.

Community Impact

Across Santa Barbara County, nonprofits are navigating rising demand for services alongside growing financial uncertainty. Through strategic grantmaking, partnerships, and leadership initiatives, the Santa Barbara Foundation works with community partners to strengthen the systems that support health, safety, and opportunity for all residents.

Santa Barbara County Community Wellness Dashboard

In partnership with over 70 organizations, and facilitated by LegacyWorks Group, the Foundation supported the launch of the Santa Barbara County Community Wellbeing Dashboard, a new community-led, online platform providing a comprehensive view of key indicators that shape wellbeing across the county.

The Dashboard tracks essential metrics to equip residents, policymakers, nonprofit organizations, and funders with accessible, timely data to understand community progress, identify challenges, and make informed decisions. Housing and economic security are the first two completed focus areas of the dashboard. Upcoming focus areas include health care and behavioral health, food security, education, peace and justice, sustainable ecosystems, and community connectedness.

Behavioral Health & Health Care

Access to health care and behavioral health services remains a challenge for many Santa Barbara County residents. Rising demand, high caseloads, and workforce shortages — compounded by federal funding and policy shifts — continue to create barriers to care. As part of our longstanding commitment to strengthening the region’s health care and behavioral health systems, the Santa Barbara Foundation awarded $690,000 to 30 organizations in 2025.

The Foundation also facilitated grantmaking for the Youth Mental Health Recruit, Retain, Rest & Recuperation (4R) Fund, which addresses staffing challenges faced by organizations serving children, youth, families, and caregivers. In 2025, the 4R Fund awarded $171,200 to 18 nonprofit partners across the county.

Established to address student mental health needs during the COVID-19 pandemic, the Youth Mental Health Grant Program awarded two grants totaling $65,000 to organizations that strengthen students’ social-emotional well-being and support healthier learning environments.

Collaboration for Social Impact

The Collaboration for Social Impact (CSI) strengthens local nonprofits by supporting leadership development and organizational effectiveness. In 2025, CSI awarded $544,000 in grants to 100 nonprofits and provided professional development opportunities for 354 leaders from 242 nonprofit organizations.

Community Health Workers/ Promotores Workforce

The Community Health Workers/Promotores (CHW/P) workforce — bilingual, bicultural trusted leaders who help neighbors navigate health care, social services, and essential resources — continues to grow across Santa Barbara County. Through the Central Coast Tri-County CHW/P Capacity Building Collaborative, the Santa Barbara Foundation and regional partners are strengthening this workforce and building a more coordinated system that improves access to care and supports community health.

Our effort gained national recognition in 2025 when the Collaborative received an Honorable Mention in the Supporting the Safety Net Award from the Association for Community Affiliated Plans (ACAP), following a nomination from CenCal Health, the Medi-Cal health plan serving Santa Barbara and San Luis Obispo counties.

The Santa Barbara Foundation also secured grant funding and mobilized resources that sustain and expand this specialized community-based work. Through these investments, we support outreach and enrollment assistance, other safety-net services, and community-based disaster preparedness efforts that help neighbors who face barriers prepare for emergencies and connect to critical information and resources.

As policies affecting immigrant communities continue to evolve, many families are navigating increased uncertainty when engaging with public systems. In response, CHWPs have expanded their role as trusted navigators and community advocates — helping residents access benefits and health coverage, providing mental health first aid, supporting legal navigation and know-yourrights education, and connecting families to food, housing, and other essential services. Their leadership ensures that trusted community voices remain at the center of efforts to build healthier, more resilient communities across Santa Barbara County.

Conservation, Environment & Public Trails

Recent federal policy and funding changes have weakened environmental protections across Santa Barbara County even as environmental pressures, including climate change, wildfires, drought, and sea-level rise, continue to intensify. Through strategic grantmaking, the Santa Barbara Foundation supported nonprofit partners working to protect natural resources and create public access to natural spaces, maintain public trails, and strengthen environmental resilience across the Central Coast.

In 2025, the Foundation awarded 26 grants totaling $564,000 to help safeguard the Central Coast’s unique ecosystems and outdoor spaces.

Food and Shelter & Safety

Organizations addressing basic needs faced delayed reimbursements, frozen grant cycles, and uncertain federal funding. These disruptions strained already stretched systems that support vulnerable residents across Santa Barbara County. Despite these challenges, local nonprofits adapted quickly, leveraging collaboration and innovation to sustain essential safety-net services. In addition to Critical Needs Response Fund grants addressing food and housing insecurity, the Santa Barbara Foundation continued multiyear grantmaking to strengthen basic needs services, awarding $227,500 in Food grants to 10 nonprofits and $340,000 in Shelter & Safety grants to 15 organizations.

Our Collective Impact

2025 Santa Barbara Foundation Donors and Funds

Thank you to our donors who believe in the power of collective philanthropy and have invested in the well-being of our region through Santa Barbara Foundation funds. These contributions allow us to work alongside partners to advance solutions to Santa Barbara County’s most complex challenges and respond to critical community needs.

Supporters of the Community Engagement Fund

The Community Engagement Fund addresses the greatest needs across our communities by strengthening nonprofit organizations through grants and resources. President’s Circle members (in blue) contribute $10,000 or more annually, providing catalytic support that enables the Foundation to lead strategic initiatives, convene partners, and advance long-term solutions across the region. Individuals who contribute $1,000 or more annually are recognized as Community Champions (in bold), helping advance innovation, collaboration, research, and community solutions.
