REGIONAL ADMINISTRATION OF LAKE RESTORATION INITIATIVES
The economic values of clean and safe water are well established. Lakes, ponds and reservoirs provide water for variety of purposes: Drinking, Irrigation, Fish and Cultural Amenities as well as for other ecosystem services. However, despite remarkable investments in wastewater treatment facilities, the quality of many water bodies is still adversely affected by such factors as Sediments, Agriculture and other Diffuse pollution sources. These problems can only be tackled and resolved by the implementation of Lake Management and Restoration measures. LakeAdmin follows on from the INTERREG IIIC North project LakePromo (2004-2007), which provides an overview of lake restoration practices. Nevertheless, in planning concrete measures the LakeAdmin partners sees the need to review the case study experiences in greater detail.
The EU Water Framework Directive (WFD) stipulates that all European surface waters “should be in good ecological and chemical state by 2015.” This presents a major challenge for EU countries and necessitates co-operation at Regional, National and International level. For most EU states, the environmental standards for lakes as stipulated by the WFD are new and the obligations to protect or restore are original, significant and challenging. The improvement of the status of Europe’s Lakes an Water Bodies in the specified time-scale, requires the sharing of existing knowledge and experience. LakeAdmin offers an additional, locally focused approach to WFD compliance.
The key objectives of LakeAdmin are to:
66 Improve targets and quality of water restoration in regions that have acknowledged the importance of lakes in their economic development. 66 Increase the effectiveness of Regional Development Policies which relate to water management, especially in the area of Lake, Pond and Reservoir restoration and management.
In LakeAdmin, 10 partner organisations will:
66 Share and Transfer Good Water Management Practices for better water quality and improved usability. 66 Develop implementation plans to assist the adoption of Good Water Management Practices in Partners own regional operational programmes. 66 Compile Good Practices and develop a European Lake Restoration Archive of reality examples into open access guidance material available to Lake Managers, Regional Authorities and relevant Stakeholders. 66 Expand the Project mission beyond Partner Regions thereby recognizing the European dimension and taking into consideration the new standards set by the WFD for Lakes and Water Bodies.
