Hospitals Transformation Programme

Contents Guide In 2028 how we provide acute care in our two hospitals will change. Royal Shrewsbury Hospital will become the site specialising in emergency care. Princess Royal Hospital in Telford will become the site specialising in planned care. This multi-million pound investment will help us improve care for everyone through modern, purpose-built facilities and ensure more people get the care they need, at the right time and in the right place.

This toolkit aims to provide colleagues with all the information they need about what these changes mean for them and their teams. Which services are moving site?

Women and Children’s services

Maternity

All inpatient and assessment services will move to RSH from PRH, excluding maternity outpatients and the maternity review team who will stay at PRH. Maternity inpatients will be located on the second floor of the new building at RSH, with maternity delivery on the second floor.

Neonatology

All inpatient services will move to RSH from PRH. Neonatology will be located on the first floor of the new building at RSH.

Gynaecology

Gynaecology assessment, ward, and primary early pregnancy service (EPAS) will be moving from PRH to RSH. Gynaecology will be located on the first floor of the new building at RSH. There will be an inpatient planned surgery ward at PRH, and gynaecology will be part of the ward base. EPAS services will also be retained at PRH. Gynae day-case surgery, procedures and outpatients remain at PRH.

Paediatrics

All inpatient and assessment services will be moving from PRH to RSH. Paediatric outpatients will remain at both hospitals.

Paediatrics will be located on the second floor of the new building at RSH, with the addition of an adolescent and day unit.

Which services are moving site?

Surgery, Anaesthetics, Critical Care and Cancer (SACC) Critical Care

Critical care services will move from PRH to RSH and combine. Critical care will be located on the third floor of the new building at RSH.

Trauma

Acute inpatient trauma services at PRH (Ward 4) will move to RSH. A step down ward will remain at PRH (Ward 17) as the trauma rehabilitation ward.

Head and Neck

Head and Neck services at PRH (Ward 8) will move to RSH (Ward 37) and will provide emergency and complex planned care.

Daycase and patients with lower complexity will remain at PRH.

Operating Theatres

Operating theatres will be at both sites.

Paediatric surgery will be based at RSH. All emergency surgery will be based at RSH. Sepcialist complex surgery will be based at RSH. There will be maternity operating theatres at RSH. The majority of non-complex, planned surgery and procedures will be based at PRH.

SACC

Ophthalmology

Inpatient, planned and urgent surgery for Ophthalmology will remain at RSH, together with the Cataract Suite.

Which services are moving site?

Medicine and Emergency Care (MEC) Stroke

Acute stroke will be based at RSH and stroke rehabilitation will remain at PRH.

Cardiology

Inpatient cardiology services will move from PRH with the ward base on Ward 26 at RSH.

Acute Medicine

Acute medicine will move from PRH and combine with services at RSH. Acute medicine will be located on the ground floor of the new building at RSH. Medical Same Day Emergency Care (SDEC) services will remain on both sites.

ED

Emergency Department will move from PRH and combine with services at RSH in an upgraded, expanded department to include an Urgent Treatment Centre.

An Urgent Treatment Centre will remain at PRH.

Respiratory, General Medicine, Care of Older Adults

Acute services will move to RSH with ongoing inpatient, step-down care at PRH.

There will be some pharmacy reconfiguration to align with the new clinical model.

Outpatient services will remain on both sites.

Imaging services will remain on both sites.

Oncology and Haematology

The Oncology and Haematology ward will move from Ward 23 at RSH into the third floor of the new building.

Pathology

Pathology services will remain on both sites.

What services are moving site?

Corporate, Estates and Facilities Colleagues who are part of our Corporate Division and Estates and Facilities teams will continue to be based across our two hospitals and off-site locations. We are collaborating with our workforce teams to assess any changes required in preparation for HTP. This may result in an increased staff presence at specific sites, depending on service needs.

Our HTP Change Agents are here to support you through change and to share any questions you may have about HTP with the programme team. They regularly meet as a group, with the Associate Director of Transformation & Business Partnering to work through concerns, share learning and discuss the latest programme developments.

Services at PRH We have exciting plans to continue our ongoing investment in Princess Royal Hospital and at the Community Diagnostic Centre in Hollinswood House, Telford. These improvements will support us to deliver modern and high-quality care for our patients and will also contribute to our sustainability goals. Working closely with our partners, we hope to bring new services to PRH, particularly in the current Women and Children’s Centre where there is high-quality space and estate.

2029 and beyond Once the service moves have completed in 2028, we will have an opportunity to develop the PRH site with additional services - making the most of the estate. Food and retail services Within the new main entrance we will have a retail and food facility. We are exploring options on what this will look like. We will also continue to support Friends of Shrewsbury and Telford Hospital who will continue to have three café locations across Royal Shrewsbury Hospital.

Staff rooms and kitchen facilities On each floor there will be staff rest areas with kitchen facilities. They are split across the four floors: Ground floor - two staff rooms for Acute Medicine on short stay ward and Acute Medical Assessment First floor - three staff rooms across the Maternity Ward, Neonatal Ward, and GATU Second floor - two staff rooms across the Children’s Ward and Maternity Inpatients Third floor - two staff rooms across Critical Care Unit and the Oncology and Haematology Ward

Toilets Across all departments there are dedicated staff toilets. The number of toilets varies on the size of the department. There is also a Changing Places WC on the ground floor.

Changing areas and shower facilities To maximise the amount of clinical space, the main staff changing and shower facilities will remain within the existing hospital building rather than being incorporated into the new development. These facilities will be located in the lower level of the existing hospital near pharmacy and will be expanded and refurbished ahead of the new facilities opening to ensure appropriate, modern accommodation for staff.

HTP hot topics Moving site and your role As we continue to develop the Hospitals Transformation Programme (HTP), we want to take the time to talk openly and honestly about what this work may mean for colleagues across our sites. At this stage, the programme is about exploring opportunities to improve how we deliver care, make the best use of our sites, and ensure we are well placed to meet the needs of our patients and communities now and in the future.

While change can feel uncertain, our priority throughout this work is to support our people and our services. What is important is that we start talking about possible changes as early as possible. By doing so, we can listen to colleagues’ views, understand concerns, and work together to shape solutions. Where colleagues raise issues or worries, we are committed to working collaboratively to address them and to keeping people informed as plans develop.

If you are moving site as part of HTP your manager and HR BP will soon begin to talk to you about what this means for your team. As things stand, HTP is not expected to have an impact on colleagues’ employment. The Trust may then identify that we need to amend some roles or create new ones. Your line manager will ensure that you are kept up to date with developments.

If you are not able to move site due to personal circumstances (e.g. your personal circumstances fall within a defined protected characteristic under the Equality Act), the Trust will make every effort to identify a suitable alternative post for you that meets your personal requirements. This will include seeking suitable alternative posts at the same site as your current work base or seeking similar roles in other specialities. If this is not possible the Trust will work with you to establish how they can further support you to move site.

If your team has been identified as requiring Management of Change, there will be a formal process, including consultation, that will be followed to support you ahead of 2028.

Key information Regular updates are shared with your Staff Side/Union colleagues so that they can discuss with you any concerns you may have.

If your team is moving site, our HR BPs will be using a survey to capture your early feelings about this change and what support could be put in place to make the move easier for teams.

Please do share your views through this survey, which is anonymous.

We will support you through this change - if you are unable to move site we will support you to find alternative employment which may require retraining.

HTP hot topics Travel and parking We know that some of our colleagues are worried about travelling to a different hospital site and parking availability.

If you travel during the course of your normal working day, travel expenses will be payable as now. However, if your base location changes, you will be entitled to claim excess travelling expenses – that means the difference in mileage for you personally between your current home-to-work journey and your new home-to-work journey.

The details of this will depend on your staff group: Agenda for Change staff or Consultant and Speciality Doctor staff: you are entitled to excess travel payments in accordance with Trust policy W25: Travel Expenses for a period of 24 months from the date you start at the new work base.

Doctors in Training: you are entitled to excess travel payments in accordance with Trust policy HR13: Travel Expenses from the date you start at the new work base and for the lifetime of your rotation.

You are not entitled to paid travel time for your home-to-work journeys. If you experience difficulties in getting to your new work base for a specific time you should discuss this with your manager as early as possible so that we can work together to identify possible solutions.

Key information If you are moving site as part of HTP, you will be entitled to travel expenses for a period of 24-months.

We are exploring options to run a cross-site shuttle pass between our two hospitals. We are speaking to colleagues now to see what frequency, timetables, drop-off and pick up points will work best.

We know parking continues to be pressured at both hospital sites. At RSH we expect parking to ease once construction finishes as more staff parking will become available. We are working on several solutions to improve parking at both our hospitals and maximise our estate as much as possible.
