Homeless Sex Offender Arrested for Attempted Burglary His History Includes Burglary, Resisting Arrest and Violating Parole On Nov. 8 at 3:27 am, officers from the Santa Monica Police Department responded to a report of a prowler in the 200 block of 24th Street. The report came from off-duty law enforcement officers who were providing private security for the homeowner. These officers observed an individual attempting to gain entry into the backyard of the residence. Upon police arrival, the suspect was already detained by
security in the driveway of the property. The individual was identified as Charles Marcell Newman, born April 27, 1977, currently experiencing homelessness. Newman, a parolee at large and noncompliant sex offender, is under investigation for burglary and trespassing in Los Angeles. He has previously been the subject of prowling incidents at the same Santa Monica residence in September and October, captured on surveillance footage attempting to access doors, windows, and car handles around the property. Newman’s history includes prior arrests by the SMPD for similar offenses, such as burglary, resisting arrest, and violating parole and probation in 2012 and 2019. He served prison time for convictions related to
these incidents. Santa Monica Police Department detectives plan to present the case to the LA County District Attorney’s Office, seeking charges against Newman for completed burglary, multiple attempted burglaries, and violation of sex offender registration conditions. Currently held without bail for the parole violation, Newman had an initial court appearance on Nov. 13. Governor Newsom Updates Ongoing 10 Freeway Recovery Efforts After Raging Weekend Blaze Urgent Measures Taken To Access Crucial Los Angeles Artery with 300,000 Daily Vehicles By Dolores Q uintana In the wake of the raging inferno that closed a section of the 10 Freeway in Los Angeles over the weekend, Governor Gavin Newsom provided an update on the ongoing recovery efforts today. He assured the public that work crews have been on-site 24/7 since the incident. The state is implementing an urgent all-ofgovernment approach to address the damage to the 10 Freeway, a crucial route in Los Angeles with a daily traffic volume estimated at over 300,000 vehicles. Californians seeking further updates and alternate routes can visit Fixthe10.ca.gov. Governor Newsom, alongside Los Angeles Mayor Karen Bass and other officials, surveyed the site, where hazardous material cleanup, damage assessment, and preparatory work for repairs are already in progress. To ensure worker safety, shoring work has commenced on damaged pillars,
and engineers are assessing the next steps for repair work. Preliminary results from samples taken are encouraging, but further testing is needed before finalizing repair plans. Governor Newsom revealed that CAL FIRE investigators deemed the fire suspicious and are actively probing it as arson. The state took legal action months ago against Apex Development, Inc., the lessee of the site, for non-payment of rent and violating the lease by unauthorized subletting. The company, based in Calabasas, faces legal proceedings scheduled for February. Newsom described the company as “bad actors,” subleasing the property without authorization. While this will be a lengthy process, we’re setting aggressive deadlines and leaving no stone unturned to fast-track this work,” stated Governor Newsom.
Shailen Blatt, Administrator of the Federal Highway Administration (FHWA), also surveyed the site, affirming close collaboration between the federal government and the state for a prompt and safe 10 Freeway reopening. This effort is likely to qualify for federal reimbursement under the FHWA emergency relief program.

City Council Backs Initiative to Repeal CostaHawkins Rental Act A New Act is Slated for November 2024’s Ballot Santa Monica’s City Council threw its support behind the Justice for Renters Act, slated for inclusion on the November 2024 ballot, which aims to repeal the 1995 CostaHawkins Rental Housing Act that currently imposes limitations on local rent control ordinances. Presently, Santa Monica’s rent control law governs rent increases and evictions
for around 27,000 apartments constructed before 1979. However, under the CostaHawkins Act, landlords of these rentcontrolled apartments can elevate rents to market rates once a tenant vacates the unit. Mayor Gleam Davis emphasized the adverse impact of Costa-Hawkins on the city, stating, “The Costa-Hawkins act significantly hampers our ability to regulate residents’ financial capacity to reside in Santa Monica. The Justice for Renters Act is crucial in addressing core issues contributing to homelessness, notably escalating rents and unattainable housing.” According to a news release from the City, records from the Rent Control Board indicate a consistent annual increase in initial median rents for new tenants since the enactment of Costa-Hawkins. Using federal affordability standards, last year’s median rental rate for new studio apartments in Santa Monica would have necessitated an income of at least $115,429 for a household to afford it. Major Fire Shuts Down I-10 Freeway in Downtown LA – Traffic Chaos Could Ensue Massive Blaze Forces Closure of Key LA Freeway, Triggers Traffic Headaches
At 12:22 a.m. on November 11, the Los Angeles Fire Department was called to a major fire event in a pallet yard in the 1700 block of East 14th Street near Downtown LA. It took 26 fire companies and 164 firefighters to fight and extinguish the blaze which consumed the yard, multiple trailers, and a second pallet yard under the 10 Freeway. As a result, the 10 Freeway remains closed in both directions, between Alameda Street and Santa Fe Avenue until further notice.
This means that no one can use the 10 Freeway between those two streets until the damage has been accessed and any needed repairs are completed. Obviously, this constitutes a major traffic issue for most of Los Angeles, especially the Westside of LA, either in attempting to leave the Westside to access other parts of the city or the east side of the metro area or returning to the area. It is likely that the closure will have an impact on all other freeways are drivers will attempt to take advantage of alternative routes which will lead to more congestion on the I-405, I-5, I-110, 1-210, State Route 60, and 118, and U.S. Route 101, city streets, and other highways. The California Department of Transportation is involved in assessing the damage and Cal Trans District 7 will issue updates. The problem is so serious that California Governor Newsom proclaimed a State of Emergency in LA County Due to the I-10 freeway fire and closure on the same day. In his statement, Newsom said, “The state is mobilizing resources and taking steps to ensure any necessary repairs are completed as soon as possible to minimize the impact on those traveling in and around Los Angeles. I want to thank all of the first responders and firefighters working tirelessly to contain this fire. The state will assess damage, remove hazardous waste, and begin repairs as soon as the site can
be accessed. Caltrans and the California Highway Patrol will continue to provide updates as they become available.” Prepare to use an alternative route on your commute through Downtown LA. Leave early and plan for delays. Here are some public transit options to avoid the freeway closure. The following interchanges are either being diverted or are completely shut down: •N orthbound 5 Freeway to Westbound 10 Freeway •S outhbound 5 Freeway to Westbound 10 Freeway • Westbound 60 Freeway to Westbound 10 Freeway • The westbound 10 Freeway on-ramp at Soto Avenue • The eastbound 10 Freeway on-ramp at Alameda Street • The westbound 10 Freeway on-ramp at Santa Fe Avenue The Los Angeles Department of Transportation recommends using these routes are alternatives:
10 Freeway - Eastbound Exit the freeway at Alameda Street and 16th Street. Alternatively, head northbound on Alameda, eastbound on 7th Street, and enter the 5 freeway. BEHIND THE SCREEN By Kathryn Whitney Boole So…3 ½ hours? I was dreading this movie simply because I have a hyperactive nature, and it’s insanely painful for me to sit still that long. But Scorsese and his longtime editor, Thelma Schoonmaker, set a foreboding pace in the narrative that never waivers. This is a tale of unforgivable stupidity, entitlement, and horrific prejudice that human beings can harbor towards one another. The cast is decidedly not pulled from the set of The Bachelorette. Every face tells a long, hard story, another Scorsese signature. The sweeping landscapes of Oklahoma captured by the incredible camera work of cinematographer Rodrigo Prieto and the authentically appointed interiors by production designer Jack Fisk place the audience richly inside this historical panorama. The movie is based on the 2017 nonfiction book by David Grann, Killers of the Flower Moon: The Osage Murders and the Birth of the FBI, about the murders of members of the wealthy Osage community in Oklahoma in the 1920s, which was reportedly written

in a whodunit style. In this movie, Scorsese creates a character study focusing on the white characters in the story whose motives are more than questionable - his signature as a filmmaker. Scorsese felt the first draft of the script had “no soul to it.” To his credit, he met with National Chief Geoffrey Standing Bear in 2019 of the Osage Nation. After that, the love story between settler “Ernest Burkhart,” played by Leonardo DiCaprio, and “Mollie,” played by Blackfeet actress Lily Gladstone, became central to the story, which is told from the point of view of white culture, Scorsese being part of that culture. Although this well-crafted film goes to great depths to tell this story, I felt that I understood the history, but I did not bond with the characters. The most sympathetic players in the story, the Osage, are on the periphery of the action. Despite this, Gladstone’s performance stands out. Her steadfast peace and calmness provide a bright light of contrast to the lurching greed of the white power players. Her Mona Lisa smile masks her pain as she senses the greed that is bringing down everyone around her. The original Osage land on our continent stretched across several states in the Midwest. By the late 1800’s, they had been confined by white settlers to a small parcel

in what is now Oklahoma. But around 1900, massive oil deposits were found on this land. The 2000 Osage who remained on the reservation became the world’s richest community in per capita wealth. Their lifestyle took on entrapments and riches that were coveted by the white outsiders in their territory, and the US government appointed white legal guardians to control their fortunes. Here is where our story begins. The loose morality and lack of rules and structure of the Wild West frontier allowed a horrific series of events to take place. The final scene in the film cuts to a more modern time, in which the players’ faces and voices are devoid of comprehension of non-white cultures, as this story and others like it had been hidden from traditional US classroom history in the 20th Century. The Osage Nation was thrilled to see their culture represented on film. Says Christopher Cote, a language consultant on the project, “As an Osage, I really wanted this to be from the perspective of Mollie and what her family experienced. But I think it would take an Osage to do that.” Osage Princess Gianna Sieke, who was also on set, says, “As Native Americans and as Osage, we are storytellers…And I feel like it’s very important for us to continue telling our history.” Native American
Devery Jacobs, who stars in the TV series Reservation Dogs, says on social media, “I can’t believe it needs to be said, but Indigenous people exist beyond our grief, trauma, and atrocities. Our pride…our languages, cultures, joy, and love are way more humanizing than showing the horrors white men inflicted on us.” This is a universal tale, told repeatedly throughout history and in different cultures. The most impactful effect of Killers of the Flower Moon will be to spur Native American communities to tell the stories of our shared past from their point of view. The Spice Table Burger Returns at Cassia: A Nostalgic Feast with a Twist For November Chef Bryant Ng and Kim Luu-Ng’s Iconic Burger Makes a Comeback at Cassia By Dolores Quintana For enthusiasts of Bryant Ng and Kim LuuNg’s acclaimed former restaurant, The Spice Table, there’s exciting news in store. Their new restaurant in Santa Monica, Cassia, at 1314 7th Street, now features monthly dine-in specials and is reintroducing a fanfavorite—the legendary “The Spice Table Burger.” This special, available throughout November, pays homage to In-N-Out while elevating the experience with a ground short rib patty, sambal sauce, curried pickles, mustard aioli, fried shallots, and the classic combination of iceberg lettuce, tomato, and American cheese.
Accompanied by irresistibly addictive cumin fries, this culinary delight is the perfect pairing with a craft beer. When we asked Chef Bryant about the reasoning behind this change, he said, “Back in 2013, when I first cooked this burger at The Spice Table, many fancy restaurants were making fancy burgers. If you can remember that far back, they were stuffed with foie gras and truffles and looked like
creations only a fancy chef could create in their dreams. I wanted to do the opposite. Not to be different, but because that’s who I am. I wanted a burger that looked like a burger. I wanted to use Kraft American cheese. I wanted it to taste like nostalgia but slightly different. You didn’t need to know why it was different; it just needed to taste good and remind you of something. So, I looked at burgers I love In-n-Out (Animal style with chopped chiles...of course), Pien-Burger (add onions and heavy on the seasoning), and Apple Pan’s Hickory burger (as is). The love for these burgers is what led to The Spice Table Cheeseburger. Like everyone, I love smash burgers because of the awesome caramelization and crust the meat forms on the griddle. I chose instead to cook it on the grill for that slight smokey flavor you get while cooking over really hot coals to give it that caramelization and crust. It’s not as crusty as the smash (and we all love crusty), but you get smokiness from the open flames. Back then, Los Angeles
Times’ Jonathan Gold (RIP) called it one of his top 10 burgers in LA...I miss him. Besha Rodell (then at LA Weekly) called it the best “low brow” burger, which I took as a huge compliment...because she understood what I was trying to do. I brought it back to Cassia (and only for one month, November) to remind me and our staff of where we came from and that keeping it simple may just be the best way.”

Governor Newsom: Closed Section of 10 Freeway in LA to Reopen Sooner Than Expected Fire Damage Not as Severe as Feared, Mayor Urges Use of Public Transportation By Dolores Q uintana Governor Gavin Newsom declared today that the 10 Freeway in Los Angeles is set to partially reopen to traffic within three to five weeks. This vital route, accommodating 300,000 vehicles daily, was shut down in both directions over the weekend following a fire that inflicted substantial damage to approximately 100 support pillars.
After scrutinizing samples and evaluating the site’s damage, state transportation officials currently assert that the necessary repairs can be undertaken without resorting to the demolition and reconstruction of the 450-foot span of the 10 Freeway. Such a reconstruction could have extended the closure period to over six months. Union crews are laboring 24 hours a day to swiftly clear the extensive debris and fortify the damaged pillars. Their efforts are focused on expediting the essential repairs for the prompt reopening of the freeway to traffic. Additionally, on-site environmental monitoring has been implemented to reinforce drainage systems, ensuring all

In fact, a new report shows how one particular zip code in the seaside neighborhood is rarely beaten by any other in the nation when it comes to home prices. With a median home sale price of $4.49 million, the 90402 postal code of Santa Monica is the 8th priciest one in the U.S., according to a new report from real estate data site PropertyShark. The latest data is a modest 2% uptick from last year’s recorded median sale price. The zip code spans from 26th Street to Pacific Coast Highway, and
from Montana Ave. to the border of Pacific Palisades. Unsurprisingly, Los Angeles ranked as the second-priciest metro area in 2023, with Orange and Los Angeles counties accounting for 29 of the 100 most expensive zip codes. The list calculated median sale prices based on closed home sales in 2023 until late October. Postal codes had to have at least three sales this year. Preceding the oceanside zip code are Atherton, Calif (94027), Sagaponack, N.Y. (11962), Miami Beach, Fla. (33109), Santa Barbara, Calif. (93108), Beverly Hills, Calif. (90210), Stinson Beach, Calif. (94970), Water Mill, N.Y. (11976) and Newport Beach, Calif. (92661). Bludso’s BBQ, the new outpost that opened in July on Santa Monica Boulevard from LA pitmaster Kevin Bludso, took home the prize for “Best BBQ” on the list. The eatery beat out several L.A. hotspots for the title including Moo’s Craft Barbecue, Phillips Bar-B-Que, The Park’s Finest and Wood Ranch. The Santa Monica location serves options such as Southwest Chicken Salad, Lean Brisket, Smoked BBQ

Make the City New Again SMa.r.t. Santa Monica Architects for a Responsible Tomorrow
When the COVID crisis struck, it cut the city’s income in half, demolishing many businesses and causing widespread layoffs and suspension of popular services. Faster than a speeding locomotive, certain groups who like to weigh in on the city’s actions jumped forward with advice. This advice amounted to “more of the same, twice as much.” One faction staunchly in favor of development, closely linked to developers, quickly insisted on expediting city permits for enormous buildings while advocating for removing most regulations that may slow construction. They also proposed sidelining any input from residents, essentially bypassing their public opinions in this process. A different group, claiming to speak for renters citywide, started talking about slapping a tax on what businesses earn. A regressive tax, in essence, that, if not handled carefully, could end up having a significant impact on small businesses, particularly those that form the backbone of our city’s economy. In a city known for its innovation and commitment to public welfare, it seems we’ve become trapped by outdated notions prioritizing a select few over the well-being of the majority. What happened to our community spirit? The cherished idea of the town commons, rooted in American history, where the community holds some land and resources for the benefit of all, has steadily eroded due to recent shifts in the city’s trajectory. There’s a looming danger of making this situation worse. In recent years, our city’s approach has mirrored that of a mining colony, seemingly governed entirely for the benefit of extractive industries. This has led to a shift in our local economy, favoring corporations and investors while squeezing out small and local businesses. As a result, many of these vital places can no longer afford the soaring rents demanded by expansive new projects, even as these local businesses form the backbone of the services and goods essential for residents’ daily lives. There can be no fifteen-minute-city without local businesses. What’s more, the city’s reliance on a handful of industries, like tourism and development, which were already struggling before the onset of COVID, has left our community incredibly vulnerable to new disruptions in the future. The city continues to act as if we’re living in the pre-COVID world, favoring a small group of industries and ignoring (or even working against) others. We need to avoid letting this current crisis make those trends worse. When the crisis arrived, the city quickly implemented emergency measures, but once again, we’re poised to succumb to future crises unless we adopt a new strategy. To fortify against upcoming challenges, we must overhaul our city’s structure and how it operates. This starts by diversifying the city’s
resources, empowering local businesses and organizations, and engaging our residents. We can’t be resilient unless we build local selfsufficiency. Resilience depends on local selfreliance. There’s no time like our present to start working on a new, better future. This moment presents a unique opportunity to implement local self-reliance systems that will benefit us in the long run. Here are some ideas that other cities and organizations have explored: • Community Land Trusts: These trusts involve community-owned land leased at a nominal fee to local housing and business cooperatives. Over 100 trusts across 23 states have successfully created permanently affordable housing units and commercial facilities. The Champlain Housing Trust in Burlington, Vermont, exemplifies this model, enabling residents to own their homes while paying less than 30% of their income in rent or mortgage. Similar trusts can support affordable avenues for local small business cooperatives. such as business credit unions, barter exchanges, and even localized currencies for specific transactions. These districts need not be limited to one area but can encompass multiple centers across the city. A designated small-business liaison appointed by the city can assist in navigating regulatory hurdles and connect applicants with nonprofit financing and other forms of business support. A smallbusiness concierge. • Zoning Changes Supporting Small Businesses: Adjusting zoning regulations to preserve and increase smaller commercial spaces can create opportunities for small, family-owned businesses. For example, successful rezoning in Manhattan’s Upper West Side led to the establishment of storefronts as small as 250 square feet, offering affordable rents. Focusing on making our local community more robust and resilient is vital. Let’s avoid selling off crucial community assets and refrain from adding extra challenges for our small local businesses. Instead, let’s work on supporting and nurturing these businesses while finding ways to preserve and utilize our community’s valuable resources for everyone’s benefit. L.A. Teens Launch Nonprofit to Raise Awareness & Empathy Through Art Its Latest Venture Is a 70-Page Collection of Around 20 Pieces of Art By Zach Armstrong He didn’t know what the meaning of the word was at the time, but he liked the sound of it: Empathic. That word which Shayl Khatod’s father prescribed to him as a little kid. Now, as its definition has remained a core principle for the SaMoHi sophomore, empathy is being manifested around the world thanks to his own 501(c)(3). Reflect Empathy, officially launched in August by Khatod along with longtime friend and Archer School for Girls sophomore Melinda Wang, aims to raise awareness of humanitarian crises and understanding of others’ experiences of them through the power of words and art. The nonprofit already has multiple chapters, including two in Los Angeles, one in New York, one in San Francisco, one in London and plans for a new one in Amsterdam. Its latest venture, “Reflect Empathy Ukraine Anthology”, is a 70-page collection
of around 20 pieces of student poetry, short stories, drawings and paintings from both Ukrainian and American artists. To support the Ukrainian artists who contributed, all proceeds sold on Amazon go directly back to them. Wang describes the anthology’s purpose in part as juxtaposing different perceptions from students around the world on the Russian invasion. “The purpose is to cultivate empathy so people don’t just see the war as facts and statistics like they see in the news, but read and dive into the stories of the authors,” said Khatod. “One of the main focuses of the anthology is creative nonfiction and how that can be so evocative, acting as a window into a world that may be different from what the reader is experiencing.” For the young philanthropic duo, a more comprehensive understanding of others’ dreadful experiences can go beyond mere emotions for an individual, and manifest into tangible impacts and galvanized actions. “Art is a medium for change,” Khatod said, going on to reference a Polish researcher whose study on refugees showed hate speech was omnipresent in societies where people are not exposed to art, literature and human contact with refugees. Aside from the new anthology, Reflect Empathy also curates an online blog called
