City Denies Mandated Upgrades Amidst LA’s Largest Rent-Controlled Housing Eviction in 40 Years Barrington Plaza Evictions Coincide with Lavish Makeover Plans By Dolores Quintana As we have reported previously, tenants of the Barrington Plaza Apartments complex were served with eviction notices in May of this year in a controversial decision. The property owner, Douglas Emmett Inc., stated in a press release, as part of a Securities and Exchange Commission filing, that the evacuation was necessary to facilitate mandated fire safety upgrades imposed by the city of Los Angeles. Fires in 2013 and 2020 damaged the building, which led to eight floors of one of the buildings being declared uninhabitable. According to the owner, the city conditioned permit approval for restoring the fire-damaged floors by installing sprinklers and additional safety equipment, prompting the evacuation of all three towers. The estimated cost for the required work surpassed $300 million, with completion anticipated to take several years. The Barrington Plaza Tenant Association’s press release states that Barrington Plaza’s corporate landlord, Douglas Emmett, is currently serving Unlawful Detainers to tenants whom they did not approve for extensions and could not vacate the premises by the September 5th Ellis Act eviction deadline. When asked, the BP Tenant Association responded via email that the Ellis Act is a California state law allowing landlords to evict tenants in rent-controlled units if they are permanently leaving the rental business and that the court will decide on the outcome. They also added that the Barrington Plaza Ellis Act Eviction has been the subject of multiple discussions in the chambers of the Los Angeles City Council, but the City Council has gone silent since. The Barrington Plaza Tenants Association and the Coalition for Economic Survival are assisting these tenants with their “Notice of Related Case,” which is part of the earlier-filed motion to overturn our May 8, 2024 eviction, scheduled for trial in Santa Monica Court on February 13, 2024. The City of West Hollywood and the City of Santa Monica have issued resolutions

supporting The Barrington Plaza residents. West Hollywood’s resolution reminds us that this is the largest mass eviction since the eviction of the residents of Chavez Ravine. It also states that the city has supported multiple attempts to repeal the Ellis Act. The City of Santa Monica’s resolution states,“The City Council of Santa Monica implores Barrington Plaza owner Douglas Emmett, Inc., a company headquartered in Santa Monica, to honor the City’s commitment to protecting renters’ rights by not evicting the tenants of Barrington Plaza or implores Barrington Plaza owner Douglas Emmett, Inc. to offer the tenants the right to return to their units at the lawful rent in effect at the time the notice of intent to withdraw the accommodations was filed…” The City Council of Santa Monica adds,” The City Council of Santa Monica implores Barrington Plaza owner Douglas Emmett, Inc. to offer the tenants the right to return to their units at the lawful rent in effect at the time the notice of intent to withdraw the accommodations was filed...” Robert Lawrence, a Barrington Plaza tenant who is scheduled to be evicted in April 2024, said, as quoted by Capitol and Main.com, “This is going to be premiere property on the Westside, three state-ofthe-art high-rises with all the amenities. They’re going to charge, you know, double

or triple the rents.” As it is, Lawrence currently pays $2,400 each month for his one-bedroom apartment in Barrington Plaza. Contrary to the company’s assertions made to the City Council and investors, a city spokesperson contradicted the purported requirements according to Capitol and Main. The Los Angeles Department of Building and Safety clarified that the mentioned enhancements were neither requested nor mandated. Todd Golden, business manager for Sprinkler Fitters U.A. Local Union 709, said, as quoted by Capitol and Main.com, “I’ve just never heard of such a thing that they have to evacuate all three buildings. It’s not part of what we do.”

The Los Angeles Department of City Planning approved plans on May 11 for exterior remodeling, and shortly thereafter, Douglas Emmett issued the Ellis Act eviction notices. According to Capitol and Main, the proposed “Landmark Plaza” includes new amenities, balconies, landscaped gardens, glazed windows, a state-of-the-art gym, updated storefronts, and a refurbished pool area with cabanas. Eric Rose, the spokesman for Douglas Emmett, told Capitol and Main.com, “At this time, the owners of Barrington Plaza are removing the units from the market and have options as to how those units will change, be rehabilitated through new life safety measures or become something different.”

Federal Investigation Looks Into Antisemitic Discrimination at SMC Students Supporting Israel alleges the outbreak of the Israel-Hamas war was followed by their denial of registration By Zach Armstrong A federal investigation is underway as Santa Monica College faces accusations of civil rights infringement from a student organization in support of Israel. CBS reported that the group Students Supporting Israel alleges the outbreak of the Israel-Hamas war was followed by discrimination, denial of registration, and offensive remarks suffered by the club. Of particular concern is a situation where the Associated Students’ ICC initially failed to register the student organization as an official club. Earlier this month, the Office of Civil

Rights of the U.S. Department of Education notified the school to respond to a complaint concerning the Associated Students’ InterClub Council (ICC) October meeting, SMC confirmed to Mirror Media Group. Students Supporting Israel did not immediately respond to inquiries from Mirror Media Group.

A spokesperson for SMC said in an email that the College took “prompt” action on Oct. 20 and shared steps it took after the Associated Students’ ICC failed to install Students Supporting Israel at SMC (SSISMC) as a club. “The college stands against all forms of hate, including anti-Semitism.” the

spokesperson’s email read. “Most recently, on Nov. 7, 2023, the SMC Board of Trustees passed a resolution in support of United Against Hate week, which acknowledged the increases in anti-Semitism amid other ongoing acts of hate and discrimination against marginalized groups throughout the nation.”

Menorah Vandalized in Santa Monica, Thousands in Damage Caused This is not the only concern of Antisemitic activity being addressed in Santa Monica during the holiday. By Zach Armstrong On the afternoon of Dec. 14, SMPD officers received a report of a vandalized menorah at the corner of 15th and Montana after an unknown assailant caused thousands of dollars in damage to it. The incident is currently under investigation. No further details were provided. The damage was caused one day before the final evening of Hanukkah. The city, along with DTSM, held numerous celebrations for the eight-night holiday, including nightly lightings on the 1400 block of Third Street (located between Santa Monica Blvd and Broadway). This is not the only concern of AntiSemitic activity being addressed in Santa Monica during the holiday season. Last week, Mirror Media Group reported on a federal investigation underway as Santa Monica College faces accusations of civil rights infringement from a student

organization in support of Israel. “All month, the #SMPD has extra officers providing high visibility patrols of all our religious institutions,” SMPD said in a statement on X (formerly Twitter). “This destruction is a reminder that in this season of holidays and festivities, we all need to watch out for the health and welfare of our community. Acts of hate and intolerance have no place in Santa Monica, and we are committed to maintaining an environment where all residents feel safe and respected.” Anyone with information about the incident is encouraged to contact the Santa Monica Police Department at 310-458-8491.

BEHIND THE SCREEN By Kathryn Whitney Boole May December is a beautifully shot, acted, and edited movie by noted indie director Todd Haynes (Wonderstruck, Carol, I’m Not There.) The film sets a tone immediately and never breaks from style. The visuals and the music serve to draw you into the characters, who are all authentic, complex, and fascinating, with epic Shakespearean-size tragic flaws. The screenplay by Samy Burch is so skillfully written that it reveals bit by bit, only as necessary, clues and pieces of the psychological puzzle that is each character and creates an ever-present shroud of mystery and foreboding that lurks underneath the action and the faces that we see. A single line spoken by a character reveals the trauma that underlies their fraught relationships. Composer Marcelo Zavros adapted and reorchestrated the score of Joseph Losey’s 1971 The GoBetween. It works perfectly here. The story is loosely based on the true story of Mary Kay Letourneau, an elementary school teacher who, in the 1990s, seduced and raped her 12-year-old student, Vili Fualaau, and married him

in 2005. Fualaau, at the time, called the relationship consensual but years later noted that it was abusive and “unhealthy from the start.” Natalie Portman brought the script to Haynes, and Haynes suggested Julianne Moore, with whom he has collaborated several times, to play opposite

her subject down to minute details. The actor who steals the show, if that’s even possible here with such great performances, is Charles Melton, who portrays “Joe,” the Fualaau character. Melton is known for his role as “Reggie” in the teen series Riverdale. Melton packed

her. The film was shot in a mere 23 days in Savannah, Georgia. Portman and Moore riff off one another as if they are in a fencing match minus the protective tips on their swords, yet not allowed to touch the opponent. Moore plays “Gracie,” based on Letourneau, and Portman plays “Elizabeth,” an actress who will be portraying Gracie in a film and wants to immerse herself in Gracie’s real life. Elizabeth tries to mirror

on 40 pounds to gain a “Dad Bod” for this role. He has navigated the extremely difficult process of playing the inner child that outwardly presents itself in Joe’s midthirties damaged personality. This role is the most challenging, the most unnerving, and really the center of the story. Cory Michael Smith, who has a background in musical theatre and is a trained pianist, also makes an impression in a small but

important role as Gracie’s bitingly sarcastic older son by her first husband. This movie will swing you in one direction to the other, like the Sea Dragon Ride at Pacific Park, and it is superbly ironic on a large scale as well as in impactful lines of dialogue. One of the best scenes shows Dad and son sitting on the roof conversing – but the roles are completely flipped. The most ironic line in the film is “…because that’s what adults do.” Watch for it. My only complaint is that the ending felt too emotionally abrupt and not because it leaves things hanging. That’s always OK. It seemed as if the movie and all the people inhabiting it suddenly spontaneously combusted. I would like to have more at the end of Elizabeth’s mirroring melting into her own personality flaws. I like to see a “trailhead” at the end of a movie that we can navigate in our imaginations. Despite its troubling content, this is one of the best films of the year. This is what movies should look like. The movie has been nominated for several Film Independent awards, and Melton has been honored with Gotham and New York Film Critics Circle awards.
