Promenade Property Owner Frustrated With Homelessness Third Street Promenade property owner documenting issue of homelessness in elevators and stairwells By Sam Catanzaro
A Santa Monica Promenade property owner is calling on officials to deal with the issue of homeless individuals sleeping and defecating in public elevators and stairways. John Alle, a owner of a property on the Third Street Promenade for the past few months has been documenting the growing number of people sleeping, defecating, using narcotics and having sex in elevators, stairways and alley dumpsters In emails to the City and Downtown Santa Monica Inc (DTSM), Alle is calling on officials to do something “Would you please issue an Executive Order authorizing all the elevator cabs and all the dumpster rooms facing the pedestrian alleyways be shut from say, 12 midnight to 6 am on a daily basis?,” Alle wrote in an email to the City and DTSM. Alle went on to point out a 3.5 magnitude earthquake Wednesday morning shed light on the potential dangers of the state of the elevators and stairwells. “There was a 3.5 earthquake this morning when I was on the Promenade. There were also people at the same time camped out in six elevators cabs inside four different parking structures that line the Promenade, from Broadway to Wilshire. One person was smoking, another passed out with a cigarette on the floor,” Alle said. “Had the earthquake

been even slightly stronger, the elevator doors may have automatically shut for who knows how long until they were re-calibrated and opened. People inside may have been left to panic, or be physically hurt.” Alle says the conditions make it difficult to get good tenants and attract shoppers to the Promenade, a shopping destination that is already plagued by vacancies. DTSM Inc., CEO Kathleen Rawson, in an interview with the Santa Monica Daily Press said the organization is doing everything it can pointing to the ambassador program cleaning and doing outreach with homeless individuals. “If you’re on the Promenade, you’ve seen them in their bright teal T-shirts.
