Santa Monica DMV Remains Open Despite Reported COVID-19 Outbreak Among Staff Field office employee says there are a handful of active cases

The Santa Monica DMV remains open despite a reported COVID-19 outbreak among staff.

An employee wishing to remain anonymous of the Santa Monica DMV has told the Santa Monica Mirror that the field office at 2235 Colorado Avenue office has five current confirmed cases of COVID-19 “with many more employees at home being tested for the virus or quarantining.”

“The Santa Monica DMV should be closed to the public for 10 days to reduce the possible spread of Covid 19,” the employee said.

As of December 29, the DMV remains open with a line of people waiting outside.

The employee provided the Mirror a memo from the DMV’s Human Resources Branch informing staff of the positive cases.

“DMV has learned that team members at Santa Monica Field Office tested positive for the COVID-19 virus. The team members notified the department on December 21, 2020, of the positive results. This memorandum is to inform you that you may have been exposed to COVID-19,” reads the memo. “While we understand team members may have questions about the health of coworkers and friends in the office, it is necessary that we protect that health-related information of team members. We cannot confirm the health status or communicate

about coworkers’ health.”

According to the memo, team members that have been identified as having close contact (less than six for at least 15 minutes) with a COVID-19 positive employee will receive a separate letter.

“Team members that may have been exposed, but did not have close contact,

should self-monitor for symptoms,” the memo continues.

The memo is signed by Tina Campbell, Chief of the DMV’s Human Resources Branch. Campbell has not responded to a request for comment at the time of publishing.

As of 1:30 p.m. Thursday, the Los

Angeles County Department of Public Health (Public Health) has not listed the Santa Monica DMV among nonresidential settings with three or more laboratory-confirmed COVID-19 cases.

Santa Monica’s Papille Gustative Serving Free Meals to First Responders

Main Street restaurant giving back while keeping staff working By toi creel

While all too many restaurants have been forced to close amid a ban on outdoor dining, one Santa Monica eatery is working overtime to help those who need it most by serving free meals to first responders.

Since the beginning of the pandemic in March, Papille Gustative (Taste Buds in Latin) restaurant on Main Street has been serving meals to first responders at absolutely no cost. At first, the restaurant– specializing in artisan French and Mediterranean fare with locally sourced ingredients–began serving meals to the Santa Monica Fire Department. Then as requests began rolling in, the restaurant expanded its base of first responders and began providing meals to the Santa Monica Police Department, multiple hospitals and nursing homes, and even local farmers.

“When they come to deliver produce sometimes we give them meals as well,” said Papille Gustative owner Calin Senciac.

Senciac says that in the beginning of the pandemic, all he wanted to do was help people and keep people going.

“It was about the choices: to cut more hours and more employees and to cut ties with our providers (farmers, farmers market) which puts stress on them or to keep it going and to keep 80 percent of our relationships going and keep balance,” Senciac said.

So far Papille Gustative has served hundreds of meals from their menu thanks to donations from the public. The produce is all fresh, coming from local farmers, and fresh flowers are also provided with the food.

Right now they have a GoFundMe set up and are taking donations. Senciac notes that it’s not just about serving local essential workers, but also making sure his employees can work as well guaranteeing them four days a week.

Planning Is a Vital Need

The results of the pandemic and the Stateimposed requirement to provide building permits for nearly 9,000 apartments and dwellings within the next eight years call for swift and thorough action, by our city government and residents, to help solve the challenges outlined below. The article has

been edited for length and added recent data.]

Two weeks ago one of our SM a.r.t. members was forced out of his apartment by a fire resulting from the explosion of a faulty transformer. The response by the Fire Department was exemplary, but for many of us, this incident reinforced the sense of an aging, and indeed tottering infrastructure in our city. Too often we hear of transformer explosions, blackouts or brownouts, sudden drops in water pressure, and other events that make us wonder if the buildings, roads, and power supplies needed for the operation of our city are failing to keep up.

It is an indisputable fact that increased development requires increased infrastructure. A large new project will impose demands on the city’s road network, water system, sewage network, fire department, electrical networks and many other services Santa Monica provides to residents and visitors. Do we have enough capacity to support the many new projects in the pipeline?

The city has made an effort to answer this question. The main planning document for our city is the 2010 Land Use and Circulation Element. This plan guides planning decisions in the city all the way out to the year 2030.

The LUCE plan estimates that by 2030 Santa Monica would have 4,900 new dwelling units. How did the LUCE plan arrive at this number? It uses population figures developed by two California government organizations, and those–in part– are forecasts based on historical trends, and not on what the plan itself actually allows to be built in the city.

This is an important figure to get right, because the number of people living here, among other things, will help determine the amount of infrastructure improvements the city will need.

SMART, from page 6 In a report packed tight with data, back in 2012, our then-colleague Armen Melkonians noted the number of dwellings forecast by the LUCE plan, and compared them to the number that would be allowed to be built under the same plan. Armen found that just for the Bergamot area alone, the city forecast an increase of about 1,300 dwelling units, but the plan actually allowed an increase of about 7,000 units. That’s a huge difference in water, sewage, electricity and fire services right there, and that is just one part of the city.

Which estimate should we use–the one based on historical trends, or the one based on what the plan actually allows? Every large project up for approval has relied on the city’s numbers, so this is an important question. Will developers build to the maximum size allowed by the code, or will they stop short? For the answer, take a look around the city and notice that developers have been building to the maximum and beyond.

The city has a goal of water self-sufficiency (from its own wells and other sources) within six years. This is a worthy plan, because the city’s own groundwater supplies are more reliable than water purchased from the state (which is susceptible to droughts and other events). One problem is that the city’s calculations for the amount of water needed

are based on the same historical-trend population estimates mentioned earlier, and not on what our own zoning code actually allows, which–potentially– could result in far greater water consumption. Another problem is that we do not have exclusive rights to the aquifer in which our wells our located. The city of Los Angeles, for example, recently commissioned a study to see how much water it could extract for its own use from this very same source (at the Venice Reservoir site, near Palms). So it is unclear how much water Santa Monica could eventually get from its own existing wells, and from the new ones it is planning to build, even as its water conservation efforts (including the use of recycled water) achieve truly remarkable results. If we cannot meet all our water needs, we will continue to purchase water from the MWD to make up the difference, at prices influenced by outside factors (such as drought). In this scenario, the more development that takes place, the more water will be purchased, and at increasingly higher prices and more questionable reliability.

Another important issue is the ability of the Fire Department to provide speedy service in areas that are becoming increasingly congested by the construction of large projects. Our Fire Department is staffed by expert and extremely competent people who achieve wonderful results (in 2008, the average response time was 4 minutes for emergencies, and 5 minutes for

non-emergency calls), and they must surely be thinking hard about how to deal with this problem. But it is unclear whether the Fire Department can evaluate the total traffic impact of multiple projects coming on-line within a short amount of time. Reasonable people may differ on the cumulative impact these projects may have on Fire Department response times, but if earlier estimates are correct there will be no choice but to expand the Fire Department’s resources (and water availability, since those two are connected), and those must be planned in advance, before–and not after–large projects are approved. As in so many other city matters, it is better to plan ahead–transparently–than to play catch-up when it’s late.

In all cases we must estimate the amount of water–and other infrastructure needs such as roadwork, electricity, sewage, and fire services–accordingly, and plan for the real impact of those costs on residents. When a project is evaluated, the full number of other projects in the pipeline must be taken into account, and not only some (as occurred with the recently defeated Plaza at Santa Monica project). Will completion of a very large project result in increased water costs for residents throughout the city? It is only fair to let people know the answer. For the Fire Department, any single project may not have much impact on overall response times, but 30 projects completed in a short period could present a very different picture. As more projects get completed, the room for

errors in infrastructure planning matters gets smaller.

One explanation we often hear for the approval of large projects centers around the community benefits these projects would provide, but little is heard of the infrastructure burdens imposed by these same projects. Swimming vigorously in our city’s development waters is a large and hungry shark called the Law of Unintended Consequences. It would be an ironic tragedy if the very people intended to benefit from these projects were harmed, instead, by the rising tide of infrastructure costs that may, eventually, engulf the city.

Food Review: A Westside Burger Institution Returns

By Kerry Slater A longtime Westside chili cheeseburger institution reopened recently after a 2018 fire, and despite better options in the area, this holdover from a previous era still churns out a burger worth biting into if one finds themselves stuck in traffic on Pico Boulevard.

On April 6, 2018, a fire ripped through the kitchen of Big Tomy’s. Before this disaster, the restaurant–located on the corner of Pico and Sawtelle boulevards–had been serving hungry Westsiders 24/7 for 35 straight years.

An “opening soon” sign remained hanging on the window for over two years before the restaurant finally welcomed back diners on October 15 of this year.

Despite considering myself well-versed in the local burger scene, I had never gone to Big Tomy’s before pulling off of traffic on Pico Boulevard this week for a late lunch. Sticking to basics, I ordered a chili cheeseburger and fries. The bill was just under $10, which is impressive for the Westside. A few minutes later my food was ready. Due to the pandemic, the outdoor patio was closed so I used the hood of my car as a table and bit in.

The patty itself is nothing to write home about, reminiscent of burgers served at a country club’s poolside restaurant. The chili, however, takes the burger up a few notches.

acts more like a thick sauce. This both keeps shirts clean and also allows the taste of the patty to still be present. Whereas many chili cheeseburgers taste just like chili between buns, Big Tomy’s allows the patty and chili to complement each other. These components by themselves are nothing special but come together for a solid burger.

No matter how well-constructed a chili cheeseburger is, there will be some spillage and this is where the fries enter the scene. Big Tomy’s boast some top-notch fries to get the important job of sopping-up-the-chili done.

The fries–piping hot, crispy yet not overly greasy–were one of the highlights of the meal when utilized to clean up the spilled chili, cheese and bits of burger off the wrapper.

While there no doubt better burgers on the Westside. Big Tomy’s is worth going to if you are in the area and need a quick bite.

Places like The Window in Venice and The Apple Pan just east on Pico may top Big Tomy’s when it comes to the no-frills burger, but the addition of chili and taste of nostalgia will keep it in my burger rotation.

Thank You for Going to Work so We Can Stay Home

By Santa Monica Mayor Sue Himmelrich It wasn’t so long ago – nine interminable months – that we learned a new concept called “social distancing” and that if we stayed at home, we could save the lives of family, friends, and neighbors with preexisting health conditions and others vulnerable to a new disease called coronavirus or COVID-19.

Now it’s the end of a year defined by a pandemic none of us could have ever imagined. And it has gotten worse. Much, much worse. And while the risk has never been greater, our brave essential workers kiss their families and head out the door every day.

They go to work so we can stay home.

Our community’s frontline workers pick up our trash, repair water pipes, groom our beaches, sanitize public restrooms, and check businesses for COVID-19 compliance. They answer 9-1-1 calls, transfer patients to area hospitals, and patrol our neighborhoods.

They transport essential workers on the Big Blue Bus, design safe bike lanes, and keep our beloved farmers markets open.

Now our hospitals are in a life-threatening state with most reporting NO ICU beds available. How about if we make it OUR job to stay home as a holiday gift to our healthcare heroes who are battling a deadly war that grows grimmer by the day. Every decision to have a holiday gathering with people outside our household – no matter how safe we think it may be – is making everyone’s situation more dire. People are dying and more will die. So remember, it is in OUR hands. This is a people-driven problem and we, the people, can end it if we follow the advice of scientists and doctors.

I hope you’ll join me in closing out 2020 with overflowing gratitude for everyone risking their lives in an essential role. I also am asking for a redoubled effort to do the right thing and stay home for healthcare workers and a healthcare system now stretched far beyond its capacity.

We can never overestimate what the people who are on the frontlines are doing for us.

Let’s stay home for them, continue to share our gratitude for their heroic work, and hope each of us can continue to kiss those in our household goodnight.

FILM REVIEW: “THE FLIGHT ATTENDANT”

BEHIND THE SCREEN

By Kathryn Whitney Boole The Flight Attendant is a 21st Century wild twist on a classic whodunit murder mystery. This show has all the elements and shocking surprises of an Agatha Christie or Sir Arthur Conan Doyle thriller, and with richly layered characters and complex problems of our time.

Created by showrunner Steve Yockey, who was a writer on Scream: The TV Series (2016) and Supernatural (20162019) and has received excellent reviews for his groundbreaking play Reykjavic, The Flight Attendant is based on a gripping 2018 novel by Chris Bohjalian. The series has just been picked up for a second season, soon after the first season of eight episodes was released.

The writing is clean and efficient.

Each scene, each bit of dialogue counts.

Everything about this show is mindbending, from the brilliant graphics in the opening credits, to the richly enveloping sets and locations, to the extraordinary performances by the cast.

Kaley Cuoco carries the show as international flight attendant “Cassie Bowden.” You might think that Cassie is the antithesis of Cuoco’s “Penny” of the long-running series, The Big Bang Theory (2007-2019). Penny is the fish out of water in that show, the one character who is a normal person rather than a tech nerd, and many of the jokes are played off her character as the “innocent” of the story.

Is Cassie is a turnabout from comedic Penny? That is not the case. Cassie is also the innocent who must use her street sense and intuition to figure out the dark events happening around her, in addition to dealing with her own addiction to alcohol.

Cassie is Penny in a much darker setting.

Since comedy and drama really come from the same roots, Cuoco’s bright personality shines through both characters, bringing them to life with a realism and infectious relatability.

Dutch actor Michael Huisman is perfect as the mysterious, otherworldly “Alex.”

Zosia Mamet is Cassie’s best friend, attorney and left-brain counterpart, “Ani,” Michelle Gomez plays overzealous and hyperactive spy “ Miranda” to the hilt, T.R. Knight is her long-suffering brother, and it’s great to see Rosie Perez again, playing against character as Cassie’s supposedly stable and secure fellow flight attendant, “Megan.” A standout is Colin Woodell as carefree party guy and actor “Buckley.”

You want to know these characters and you begin to understand them bit by bit as the story unfolds, as in real life. There are surprises revealed every minute. Different pieces of their personalities come to the surface in incidents and interactions, rather

than through narrative. Each character speaks in their own color though some are not really who they seem to be.

Feds Give LA County Permission to Skip 2021 Homeless Count “There is no safe way to gather the 8,000 volunteers necessary,” LAHSA says

The federal government has given LA County permission to skip the 2021 homeless count over COVID-19 safety concerns.

On December 9, the U.S. Department of Housing and Urban Development (HUD) said the Los Angeles Homeless Services Authority (LAHSA) can skip the 2021 homeless count. Congress mandates such counts every two years in an attempt to evenly distribute resources for homeless services.

According to the County, LAHSA’s request for an exemption for the 2021 homeless count was done in order to protect the health and safety of unhoused individuals, staff, volunteers and service providers.

“There is no safe way to gather the 8,000 volunteers necessary,” LAHSA said about the prospect of holding the count which sees thousands of volunteers coming out for one night to count the homeless population across the county.

“Moving ahead with the annual Pointin-Time counts of unsheltered people experiencing homelessness would be a risky and challenging activity at best and

a dangerous, superspreader event in the worst-case scenario, quickly infecting a high number of people with a very contagious and deadly disease,” said Chair of the County Board of Supervisors Hilda L. Solis.

LAHSA still will count individuals living at shelters and record the number of beds and units available to homeless people.

On the night of January 22 2020, over 350 local volunteers and City staff participated in Santa Monica’s annual Homeless Count, and the 2020 data found 907 people experiencing homelessness in Santa Monica, an eight percent decrease from the 985 counted in 2019.

Of those counted in Santa Monica, 601 (66%) were unsheltered, living in places such as tents and vehicles, and 306 (34%) were in shelters or institutions. Notably, the unsheltered street count decreased eight percent, from 331 in 2019 to 311 in 2020. More specifically, the number of individuals counted on the beach and in the Downtown Santa Monica area has decreased over the past two years, with a 14 percent decrease from 2019 to 2020 following a 19 percent decrease the prior year.

In contrast, the point-in-time count of people experiencing homelessness in the Los Angeles Continuum of Care (LA County, not including Glendale, Pasadena and Long Beach) was 63,706, a 13 percent increase from last year. Of those counted, 17,616 (28%) were sheltered and 46,090 (72%) were unsheltered.
