A Dinner Invitation, Porn, and a City on Fire SMa.r.t.

Santa Monica is such a lively city. Valentine’s Day was last week, and many celebrated it with roses, cards, and dinner. A young lady and her anonymous director of photography celebrated with a sex act video in our mini-parklets on Ocean Park Blvd, in front of John Muir Elementary School, and inside our historic Carnegie funded Ocean Park Library. Constructed in 1917-18 on land donated by the esteemed Tegner family of Santa Monica, I suspect that the Tegners and their heirs never dreamed that the book stacks in front of the Emily Dickinson classics would be part of a porn flick that filmed during open hours in the Library. Just named a 5-star library system (the best there is) in the United States, we hope it is not for the variety of filming locations available inside our beautiful libraries. There are questions about the lack of supervision as we have uniformed library guards, librarians, and now social workers in each building. Or was the video filmed before opening hours with the assistance of an unnamed library employee? Does the Library have a surveillance tape, and why is the penalty (if caught in the act) only a misdemeanor? Above all, parents do not want this to become a regular occurrence in our town. Rumor has it another porn video was taped recently in a downtown parking garage. While the city appears to want to be #1 in all things, we sincerely hope that this type of filming is discouraged in Santa Monica.

Ultimately, is this just another sign that our city has grown too much for our public safety folks to handle? Again, we call for our infrastructure, including public safety, to be our priority, before growth. ~ The so-called Plaza at Santa Monica has invited folks to dinner at Tiato Restaurant. The “Plaza” was one of the key sponsors of Ice at Santa Monica, and a banner sponsor of last week’s State of the City address. Perhaps they should wait until they receive approval from the City Council and then beat the citizen referendum that

will inevitably happen to stop the project before wasting their money. The location is publicly owned land at 4th and Arizona. They’ll try to lure you in with their grab bag of “community benefits,” but you should ask yourself whether you need an observation deck twelve stories above the ground to see the extra 5,000 cars that will clog our downtown streets. We can’t access downtown now. How can we stand more traffic? ~ The Police Chief announced dramatic drops in major crimes in our town recently. Yet our residents see barricaded streets, reports of shots fired, cars broken into, seniors punched, bicycles jacked, and shoplifting everywhere as a repudiation of the statistics. I’ve asked for Part 2 (minor crime statistics) from the SMPD since February 4th without an answer. Why is that information being withheld? Crime is affecting more and more residents. Early Sunday morning, a former City Council candidate’s new truck had an attempt to steal its catalytic converter. The damage was about $3,000 to the truck, located on Montana Avenue and 16th. It is but one of several incidents to happen to him over the past few years. With a young child and an apprehensive wife, he is one of many who have declared that Santa Monica is no longer worth the fight. One prominent former Santa Monican says, “The disaster called Santa Monica. It is an unsafe, decayed catastrophe - at moments resembling scary memories I have of watching the Twilight Zone as a child.” That’s terrible to see in print, and I fervently hope that the City Council, City Manager, and staff will take notice of what our stellar city is becoming and will take action to reverse the somber words of our residents and exresidents. ~ The Mayor of Santa Monica gave a somewhat subdued speech last week at the State of the City. There were some of the usual glowing platitudes about our reputation as “Silicon Beach” and the $5 Billion payroll it brings into the city each year. Introduced as a six-term council member and two-time Mayor, a picture of an e-scooter flashed across the screen, and the Mayor quipped “Get off my lawn!” While not as lame as residents depicting farmers holding pitchforks during his last term as Mayor in 2015, I’m sure

that the many residents who have filed lawsuits against the e-scooter companies because of their injuries will not laugh off the e-scooter meme on screen. They may want to ask themselves whether the city is better off now than it was during his third, fourth, or fifth city council term in office.

He seemed proud that our homeless strategy is working and that downtown homelessness has dropped. Yet, we are adding homeless liaisons in our libraries, and Reed Park is still out of control.

Homelessness has spread throughout our city, and whether they commit crimes or crimes occur against them, the situation is both disturbing and dire. ~ A homeless human was severely beaten in a 12th Street alley this week trying to get some shut-eye. In 1990 an LA Times article about homelessness in Santa Monica painted a dire picture of our town. Resident Leslie Dutton stated that SM policies, “led to a decay of this community, and has created an unsafe environment, particularly for the elderly and children.” Twenty-nine years later, we can say the same thing. There is the old saying about doing the same thing over and over again. You know the rest! ~ I erred in my SMart column of 2/7. In the print edition, I mentioned that if the city accepts the Southern California Council of Governments edict that we build 9000 new apartment units within a decade, we will be short a million gallons of water a year. Fellow SMart member

Dan Jansenson set me straight - it’s 1.1 Million Gallons a DAY in 2029. So much for our conservation efforts! ~ For those who keep advocating that more apartment construction will magically lower rents and preserve our economic diversity, I bring you the rents at the Catherine Santa Monica on Lincoln and Colorado. Studios start at $3800, 1 bedrooms average $4600. 2 bedrooms at $6700, and “spacious” 3 bedrooms at 1067 feet begin at $7195. That’s what our city’s construction boom hath wrought!

A town on fire using its residents as kindling - that is not how the city seal pictures us. That is not how we want to live. We must reclaim Santa Monica.

Stakeholders Call for Withdrawing The Plaza Development Letter sent to Santa Monica officials, developer

A coalition of residents concerned about unsustainable commercial development has sent a letter to Santa Monica city leaders asking them to withdraw plans for a major multi-use development known as “The Plaza” on city-owned land.

Plans call for an 11-story, 240-room luxury hotel, 106,800 square feet of creative office space, approximately 40,000 square feet of open public space and 48 units of affordable housing at 4th Street and Arizona Avenue in Downtown Santa Monica. In 2017 the project was scaled back to 129 feet, instead of earlier plans which called for a height of 148 feet.

“We urge you to withdraw this plan before engaging in a protracted battle. If not, based on residents’ strong feelings and our history with unpopular development proposals in our city, we are confident we will prevail,” reads the letter a number of slow-growth groups, including Santa Monica Coalition for a Livable City (SMCLC), signed on to.

Slow growth advocates like SMCLC have raised concern that The Plaza will add to the already congested traffic experienced in Downtown Santa Monica on top of worries that the project’s height will block sunlight and ocean breezes.

The letter, addressed to developer Clarett West, City Manager Rick Cole, City Attorney Lane Dilg, City Planning & Community Development Director David Martin and Planning Manager Jing Yeo, compared The Plaza to a withdrawn development proposed over a decade ago.

In 2004 the Macerich Company proposed a 21-story development on public land at Santa Monica Place. Plans were scrapped for the 10-acre complex that called for high-rise condos, shops and office space after pushback from the community over concerns that the project would wreck Santa Monica’s low-rise ambiance and increase traffic and congestion.

“The City presented a wish list for the site to the developer, and the company was led down a primrose path to believe that residents would not object to 21-story towers on that site and the traffic gridlock it would cause,” reads the letter. “History now repeats itself with your project. Like Santa Monica Place, The Plaza is proposed on public land, and the developer was tasked by the City with incorporating a grab bag of ideas in search of a constituency.”

“We have no doubt your project will suffer the same fate,” the letter continues.

The letter went on to say that the lot at 4th Street and Arizona Avenue where The Plaza would occupy should remain public land. Many critics of the project have pushed for the land to be used as a park.

“The 4th and Arizona property is the last major parcel of undeveloped public land in the heart of our city. As such, it must serve a predominantly public purpose. Your project does not do that and impermissibly would privatize our public space.

When residents learn of this, they are appalled that our City would agree to such a plan, and partner with a private company for a private development consisting of a luxury hotel and office space,” reads the letter.

The letter also objected to the project’s environmental impact report, described as “seriously deficient”, while questioning the economic benefit of building on public land.

“If this project was built on private, not public land, the commercial uses would generate about the same sales and tax revenues for the City. Therefore, there is no economic benefit to the City or its residents to place these uses on our public land rather than keep this land open to the public,” reads the letter.

In addition to SMCLC, the letter was signed by the Boards of Friends of Sunset Park, North of Montana Association, Pico Neighborhood Association, Mid City Neighbors, Santa Monica Northeast Neighbors, Wilshire Montana Neighborhood Coalition, Boards of Residocracy, Santa Monica Coalition for a Livable City and Santa Monica Architects for a Responsible Tomorrow signed the letter.

“We hope you will realize these fatal problems with your project and withdraw it. As has happened before, you were misled by the City. Santa Monica residents are smart and organized and have realized that your project does not deliver anything desired or needed by the public. Instead, it promises unacceptable levels of traffic; it is a giveaway of our scarce public open space, and an eleven- or twelvestory fortress spanning three hundred feet between two public streets that is the antithesis of Santa Monica,” the letter concludes. “Just as the Macerich

Company wisely realized they would never see their project built, we hope you will reach the same conclusion now, rather than years from now. When the essential character of the City is at stake, residents will fight.”

The City of Santa Monica declined a request for comment.

Santa Monica Joins County in Clearing Marijuana Convictions 50,000 will receive conviction relief

In the wake of legalization, Santa Monica has joined LA County’s effort to dismiss 62,000 felony cannabis convictions.

Last week Santa Monica City Attorney Lane Dilg joined Los Angeles County District Attorney Jackie Lacey, Code for America, Los Angeles County Public Defender Ricardo Garcia, and city attorneys from across Los Angeles county to announce the completion of a five-county “Clear My Record” pilot, which has cleared marijuana-related convictions eligible for relief under Proposition 64.

“Pre-2016 cannabis possession convictions in Los Angeles County disproportionately impacted people of color — individuals, families, and communities,” said Santa Monica City Attorney Lane Dilg. “By working with the District Attorney to dismiss misdemeanor cannabis possession cases, the Santa Monica City Attorney’s Office joins offices across LA County in reducing barriers to housing and employment and continuing steps toward criminal justice policy that truly provides public safety for all.”

Prosecutors from the Los Angeles District Attorney’s Office last week asked a Los

Angeles Superior Court judge to dismiss 62,000 felony cannabis convictions for cases that date back to 1961 as well as approximately 4,000 misdemeanor cannabis possession cases spanning 10 Los Angeles County cities: Los Angeles, Long Beach, Torrance, Pasadena, Inglewood, Burbank, Santa Monica, Hawthorne, Redondo Beach, and Hermosa Beach.

Approximately 53,000 individuals will receive conviction relief through this partnership. According to the City, of those, approximately 45% are Latinx, 32% are Black or African American, 20% are White, and 3% are other or unknown.

The other counties in the pilot include San Francisco, Sacramento, San Joaquin, and Contra Costa. In total, these five pilots will help reduce or dismiss more than 85,000 Proposition 64 eligible convictions.

“The dismissal of tens of thousands of old cannabis-related convictions in Los Angeles County will bring much-needed relief to communities of color that disproportionately suffered the unjust consequences of our nation’s drug laws,” said Los Angeles County District Attorney Jackie Lacey. “I am privileged to be part of a system dedicated to finding innovative solutions and implementing meaningful criminal justice reform that gives

Proposition 64 identifies three health and safety code sections that qualified for resentencing: cultivation of marijuana, possession for sale of marijuana and sales and/ or transport of marijuana, all felonies. The law also includes dismissing possession of

marijuana, a misdemeanor. District Attorney Lacey used additional criteria to go beyond the parameters of the new law to ensure the greatest number of dismissals. Those expanded parameters include persons who are 50 years or older, haven’t had a felony conviction in the past 10 years or have successfully completed probation for cannabis convictions.

“With construction on the temporary structure and trailers complete, the site’s service provider will now work to prepare the facility to start bringing people in from nearby encampments. Bridge Home Venice is expected to officially open before the end of February,” reads the newsletter.

Arrest Made in Attempted Murder of Homeless Man Kevin roBert fremlin HelD on a $1m Bail

Santa Monica police have arrested a suspect who allegedly attempted to murder a homeless man sleeping in an alley Monday morning.

According to Santa Monica Police Department (SMPD) Lt. Joseph Cortez, at 5:55 a.m. Monday police responded to reports of a person down in the alley between Broadway and Colorado Boulevard and 12th Street and Euclid Street.

Police arrived to find a male in his 60s sleeping under a blanket who was a victim of an assault. Cortez says that the man had suffered blunt force trauma injuries to the head and told police that he was assaulted by somebody at night.

The victim was transported to Ronald Reagan UCLA Medical Center and according to Cortez, is in stable condition.

“While on scene, the victim was able to provide officers with a detailed description of the suspect involved in this assault as well as an account of the events of the incident.

Officers searched the area and were able to locate a subject who matched the description of the suspect in the area of 12th Street and Wilshire Boulevard,” Cortez said.

Housed at the Edgemar Center for the Arts, nestled in the Frank Gehry designed complex in Santa Monica, California, the 8th Annual Cinema at the Edge Independent Film Festival presents films of all genres that feature a distinct vision, a unique voice or a challenge to what is expected and accepted in the medium.

“The larger film festivals all too often rally around a small group of films in a given season, and many high quality projects that don’t immediately catch fire fall through the cracks.

By Kathryn Whitney Boole To experience “The Photograph” is like reading a book of touching short stories that all tie together in the end to give you a glimpse into the magnetism that attracts humans to one another. This is a beautifully made independent film, written and directed

by Stella Meghie, her first major feature. It’s all the more poignant because Meghie based the story loosely on her own grandmother’s life experience. It’s not a flashy movie – expect no guns, explosions, murder, car chases or breakneck martial arts. It’s very well written. You come to know and understand the characters, their motivations and personalities as their histories are gradually revealed.

The premise is universal, the situations identifiable to everyone. Two people who have difficulty letting their guard down are attracted to one another. By the end of the film you will understand why. The history of the

characters and their parents or siblings brings their psychological traits full circle.

Meghie is from Toronto. She originally worked as a public relations agent in fashion in New York City. Then she returned to school to study her original love of screenwriting. Her first feature, Jean of the Joneses, which she wrote, directed and produced, was selected to premiere at the elite SXSW Film Festival in 2016.

Casting by Ashley Ingram, Mary Vernieu and Michelle Wade Byrd is perfectly balanced.

Each member of this very talented cast creates a complete and complex person, thanks also to their skilled director. Issa Rae gives a powerful performance as Mae. Meghie says that she never envisioned anyone else in the role.

Rae’s character is not your usual “romcom” naïve ingénue. She is strong on the surface, yet harbors an intense vulnerability. Meghie had directed her in the TV series Insecure and knew that she would “nail” the lead character in this story. LaKeith Stanfield, who always brings a wonderfully nuanced performance, proves perfect as her love interest, Michael Block. Chante Adams is magnetic as Mae’s mother, Christina. Adams is at the beginning of what I anticipate will be a long career. Rob Morgan once again proves himself to be one of the greatest actors working today (I hope you caught his performance in Just Mercy). This comedian, theatre director, radio personality, painter and dramatic actor, shines as the older Isaac Jefferson. Lil Rel Howery as Kyle
