The City’s Hidden Thirst SMa.r.t.

Santa Monica Architects for a Responsible Tomorrow

City Council voted last month to increase water rates throughout the city by about 100% over a period of 5 years. The proposed increase led to disagreement and bitterness among many residents.

Controversies over the rate increases mark the first hints of a hard, unpleasant reality that will soon hit the city and its residents: we may not have enough water to supply the city’s needs in the next decade. The State’s new requirements for 9,000 additional housing units by the end of the decade make the current plans to conserve and re-use water questionable, and possibly obsolete.

The city’s current projects, designed before the new requirements were announced, might not be enough to supply demand if the city remains committed to the goal of water self-sufficiency.

Santa Monica gets most of its water from its own wells, and purchases the rest from the Metropolitan Water District. The imported water is vulnerable to the effects of drought. As the water supply from the state diminishes with drought and more users, the cost of that water will rise.

To reduce the impact of an unstable state water supply, the City developed a plan to be water self-sufficient by this year (later changed to 2023). The purpose: replace imported water with captured and recycled water, and use it for non-potable needs.

The plan requires large investments in new water-conservation and recycling infrastructure– pipes, tanks, pumps and other equipment, including new wells (hence the water rate increases, among other reasons). Our wells, old and new, will continue to draw from a vulnerable underground supply shared, and desired, by adjacent cities. Wells will be made more efficient and productive, and recycled water will be injected back into the ground for future re-use.

Two years ago, the City updated its Sustainable Water Master Plan (link: https://tinyurl. com/wrnptgm). The Plan’s estimates by expert consultants showed that, with the recommended measures mentioned above (and some luck in avoiding droughts), in 2030 the city’s water supply would probably exceed the amount needed for self-sufficiency by about 1.1 million gallons a day. These calculations did not, however, take into account the state’s new housing requirements, which would add about 20,000 residents to the city and overwhelm any water savings included in the master plan.

More recently, the city’s staff revised those projections and increased the estimates of water thought to be available–equipment would be made more efficient, more water could be pumped out of the ground, and consumers could be induced to use less water (from 110 gallons a day per capita, to 94). When all these estimates are taken together, the City claimed that the newly-revised supply projections may meet, and even exceed, the projected demand.

But what if staff’s latest rosy estimates are

wrong? What if the billion gallons of water the city expects to save every year through conservation don’t materialize? What if the 200 million gallons the city plans on recycling add up to less than expected? The city plans to replenish the groundwater supplies with recycled water. But what if one of our neighbors sucks up that water before we do?

The reality: the estimates are based on bestcase assumptions about water supply in the region, efficiency of equipment, cooperation by consumers, and accurate population and business demands. Those are a lot of plates to keep spinning without dropping. Any of these, even if accurate one year, could easily be off-base the next. The latest staff report admits that the city plans to extract water from underground sources “within the upper limit of the estimated sustainable yield.” What if the sustainable yield proves to be smaller? The report is quite candid: “further analysis will be required to determine if future demand will exceed what could be sustainably pumped from the basin.”

Will residents and businesses cut their consumption by nearly 20 gallons a day? Will businesses expand their water use along with the growth in population? Will nearby cities–with their own state-mandated population increases– begin to use up the underground water supplies on which Santa Monica depends?

All of this suggests that the staff report’s conclusions, and City Council’s actions, may be skating on the edge of wishful thinking. If any of the assumptions in the latest plan update proves to be off, we will face water shortages in the City.

And if (or rather, when) a drought comes, it is possible that all of the assumptions will be proven wrong. Anybody who has lived in a city where water is switched off several hours every day understands the risk.

The measures the city is taking are well considered and carefully planned. But the reality is that a suitable reserve of water capacity–enough to ensure against depletion and crippling shortages–can be provided only by taking measures the City seems reluctant to pursue. To reduce demand, the city could fight the recent heavy state mandates on housing, and limit the number of projects built within city limits. To do so would expose city leaders to accusations that they are against housing. The City can crack down on water-intensive businesses, such as hotels. That would bring opposition from a business sector the city deems essential. The city could require landlords to install water meters in the thousands of apartment buildings lacking them. But this would put a new financial burden on tens of thousands of renters and the landlords that house them, and probably is untenable in this city, politically. The city could build (or participate in) a new desalination plant. This would be a difficult measure in a city that prides itself on respect for the environment.

consumers, not increase it. A day of reckoning is coming, and tough decisions will be needed soon. Will city leaders step up to the challenge?

For pedestrians and cyclists, crossing Wilshire Boulevard in Santa Monica is a dangerous endeavor: over the past decade, six fatalities and 29 severe injuries have occurred along the street. Now city officials have approved plans to prohibit left turns at many Wilshire intersections, among other measures intended to increase safety along the corridor.

“Vehicles are just not yielding to pedestrians as they are trying to cross the street,” said Joseph SanClemente at the February 11 Santa Monica City Council meeting.

SanClemente, a City Transportation Planner, was presenting on a study that looked at pedestrian safety along Wilshire Boulevard. According to SanClemente, four intersections along Wilshire Boulevard were identified as among the City’s top 10 intersections with the highest occurrence of severe injury and fatal crashes: 16th, 18th, 21st and 25th Streets. Over the past decade, six fatalities and 29 severe injuries have occurred along the 2.4-mile stretch roadway.

Weekend crash leaves three injured PICO CRASH LAST WEEKEND

BY SAM CATANZARO A driver under the influence crashed into parking metes, a fire hydrant, among other objects, in a crash that injured multiple people over the weekend.

On Sunday, February 9, 2020, at 2:45 a.m., the Santa Monica Fire Department (SMFD) responded to a traffic collision with a physical rescue.

According to the Santa Monica (SMPD) a

car driving east bound on Pico Boulevard at a high speed crashed at 12th Street.

Santa Monica Firefighters found a single car up against a building with three victims trapped inside.

According to the SMFD, the car hit three parking meters, one city streetlight pole, two parkway trees, a fire hydrant and the building.

“Victims needed to be extricated from the car using the jaws of life and cutters. Three paramedic engines and three ambulances transported everyone to a local trauma center,” the SMFD wrote in a media release.

The SMFD says one individual injured in the crash is in critical condition and the other two are in stable condition.

In addition, the water department was requested to assist with the sheared hydrant and the street lighting crews were called to handle the streetlight and live electrical wires. S The SMPD is conducting the investigation.

According to the SMPD, officers on scene cited the driver, Jeremiah Hewitt, 22, for misdemeanor driving under the influence.

Officers did not arrest him, however, because

Mountains and Santa Ana Mountains, where there is another isolated and at-risk population. In these areas, after a mountain lion has killed or injured livestock or pets, the property owner must first use non-lethal means to deter the lion before a lethal permit is issued.

According to officials at CDFW, who investigate depredation incidents, in this instance the landowner implemented measures including bringing in as many livestock as possible, penning any remaining livestock close to the barn and houses, and utilizing trained guard dogs, hot wire fencing, motion activated lights and auditory (radio) hazing. The property owner took these measures even though incidents involving P-56 took place outside the boundary of the current geographic area for the three-strikes policy.

Over two years, this property owner had nine depredation incidents resulting in the loss of 12 animals.

National Park Service biologists were informed that P-56 was killed on January 27. Mountain lions in the Santa Monica Mountains have been a part of an almost 18-year-long NPS study that looks at how the small population is faring in a highly fragmented region. Although NPS is conducting

research on the local mountain lion population, CDFW is responsible for managing the state’s wildlife, including mountain lions.

“The loss of a breeding male is a concern for the study, especially when the population is already very small,” said Jeff Sikich, the lead field biologist for the project. “There are always animals out there that are not being tracked. Currently, there is only one adult male in the Santa Monica Mountains that we are tracking and that is P-63.”

P-56 was first caught and outfitted with a GPS tracking collar in April 2017, a few days after young male P-55 was captured in the same spot.

Mountain Lion Killed Under State Law P-56 KILLED BY UNDER CALIFORNIA DEPREDATION LAW

BY STAFF WRITER A mountain lion has been killed in the Santa Monica Mountains for killing pets and livestock.

According to the National Parks Service, P-56, a four to five-year-old male mountain lion that was living in the western Santa Monica Mountains south of the 101 Freeway, was recently killed under state depredation law. This marks the first time that a radio-collared mountain lion has been killed under a California Department of Fish & Wildlife (CDFW) depredation permit in the Santa Monica Mountains.

Since 1990, mountain lion hunting has been banned in California, and mountain lions are designated by the state as a “specially protected mammal.” However, a mountain lion may still be killed if it harms pets or livestock and the property owner requests a depredation permit from CDFW. A “three-strike” policy was implemented by CDFW in December 2017 that adds protection to the mountain lion populations in the Santa Monica

CDFW has a number of recommendations for keeping mountain lions wild on their website https://wildlife.ca.gov/Keep-Me-Wild/Lion, which include confining livestock in a full enclosure at night.

Other suggestions include using properly trained guard dogs and keeping domestic pets indoors at night. If they are left outside, they should be kept in a mountain lion-proof enclosure. In numerous instances where these measures were taken, both in this region and across the state, further depredations have been eliminated.

What Proper Utility Maintenance Could Have Prevented TOM ELIAS Mirror Columnist

Back in the good old pre-2017 days when many Californians paid little or no attention to the approximately dollar-a-month maintenance charge on their electric bills, most customers figured their money was being spent to assure reliable power.

Actually, much of the maintenance money collected over six decades by big utilities like Pacific Gas & Electric Co., Southern California Edison and San Diego Gas & Electric was instead going to executive bonuses and other items never authorized by state regulators.

That happened, said the California Public Utilities Commission at the time, because it had too little manpower to fully inspect the books of those companies, let along examine their thousands of miles of overhead wires.

Things changed after the spate of massive wildfires that began in the fall of 2017, when state inspectors began fingering utility company lines as the ignition points of more and more blazes. Much of that would likely not have happened if maintenance money had been spent properly.

Now, with PG&E in bankruptcy court and Edison only one or two wildfires away from a similar fate, comes a remarkable report indicating more than anything before just how much the maintenance money paid by con-

sumers could have accomplished if it had been property spent.

That document came from the felonious PG&E, answering questions from U.S. District Judge William Alsup on its equipment inspections before and during the multiple “public safety power shutoffs” (PSPS) the big company inflicted on millions of customers last fall.

Meanwhile, state legislators on Feb. 19 will consider for the first time investigating whether the PUC is capable of regulating the utilities’ safety efforts. “Government incompetence is part of the story,” said Democratic Assemblyman Adam Gray of Merced.

PG&E, America’s largest privately-owned utility, intentionally cut off power three times in October alone when it became concerned that dry and windy conditions might combine with its flawed equipment to start even more fires. Sure enough, there are strong indications that despite even those blackouts, a PG&E transmission tower may have started the massive Kincade Fire in the North Bay region.

On that revealing PG&E report: Company inspectors found at least 218 maintenance-related problems that could have started fires if equipment involved had been live at the times of the risky conditions spurring shutoffs. There were cases of rusted bolts that could have snapped in high winds and many cases of likely vegetation damage, to name only two.

These items amount to an admission that even during the worst crisis in its history, PG&E could not maintain its equipment safely. They also raise major questions that Alsup

– supervising probation of PG&E after its negligence conviction for damages during the San Bruno gas pipeline disaster of 2010 – should be asking.

One is whether proper use of maintenance

money that was misspent in the past could have prevented any of the recent major fires.

“And Then We Danced” Sweden’s Entry for Best International Film Under the deft, delicate hand of Swedish director Levan Akin, who is of Georgian descent And Then We Danced is a tender love story that combines the long-standing tradition of exciting Georgian folk dancing, which just about every child learns growing up, with the awakening of forbidden feelings that could result in violence and ostracization from one’s peer group.

Young Merab, exquisitely acted and danced

by Levan Gelbakhiani, grew up in a family of dancers, beginning with his grandfather and grandmother, who danced at La Scala, and later passed down the tradition to his now divorced mother and father. Dancing since he started walking, this gifted dancer is enrolled in a dance class in Tbilisi, under the strict, almost cruel direction of Aliko, wonderfully played by Kakha Gogidze who has no tolerance for anything but sheer perfection. Merab trains vigorously in the hopes of some day being accepted into the most prestigious dance company in Georgia – the National Georgian Ballet. His dance partner in the extremely complex, heart-thumping routines is Mary, another wonderfully skilled dancer played

by Ana Javakishvili. Both on the dance floor and socially, they are the best of friends and although Mary would like to take their relationship to the next level, something holds Merab back from such a commitment. Unfortunately, every family has one problem child and his older brother David, well played by Giorgi Tsereteli, fits the bill as the son who drinks and gambles and fails to show up to dance class consistently and eventually is thrown out of the rehearsals. One day, a new dancer named Irakli, sensually played and danced

by Bachi Valishvili, joins the ensemble. Merab is mesmerized by his dancing and new feelings arise inside of him, which he doesn’t know how to process.

With his family finances in short supply, Merab contributes to the upkeep of their extremely modest home by turning over his meager salary and occasional tips earned working at a local restaurant where he packs up leftovers and brings them home for dinner. His grandmother

basically runs the household as his mother sleeps away most of the day. Although there is almost abject poverty, the family dynamic is warm, affectionate, and supportive. With their electricity turned off because of lack of payment, in what David considers a grand gesture, he arrives home with enough cash to turn the lights back on, but the source of this income is dubious.

Back at the studio, feeling both threatened and attracted to the new, sexy dancer, Merab shows up early every day to practice the very complex, physically demanding routines. Not only is he fascinated by this Adonis of a man with a “bad boy” air about him, he is also in competition with him for that coveted spot with the National Georgian Ballet. Bypassing Mary, the dance master teams the two of them up where they dance a routine fraught with sexuality at the end of which he warns, “There is no sexuality in Georgian dance.” Eventually the two of them make the cut and will audition for that prized spot.

Illuminating the fun, carefree spirit of these young dancers, some of them are invited to spend a weekend at Mary’s lovely home in the country. Swedish cinematographer Lisabi Fridell beautifully captures the fun scenes of free form dancing, lots of smoking, and a wonderful outdoor picnic where the dancers are seated at a long table ladened with fabulous ethnic food, which by the way, we see throughout the film. Mary always offers her cigarettes, which she says are from London because “The Georgian cigarettes are cigarettes the Europeans won’t smoke.” It is during this fun-filled weekend that Merab and Irakli connect in a most tender physical resolution and Merab is free at last to admit to himself the truth of his sexuality. But when Irakli strangely disappears, Merab’s dancing is severely impacted and some of the other dancers now refer to him as a “homo.” When Irakli finally resurfaces, his truth is not something this young dancer was expecting.

In one of the most dramatic scenes in the film, Merab auditions for the slot, and his pulsating, heartbreaking dancing will leave you breathless.

Director Akin has directed this film with deep attention to the life and times of these teenagers capturing the hearts and souls of this highly

Film Review: “Birds of Prey” BEHIND THE SCREEN

By Kathryn Whitney Boole Birds of Prey (And the Fantabulous Emancipation of One Harley Quinn) is a highly imaginative, colorful escapade featuring bad-ass women who exact vengeance on some pretty detestable guys.

These women are not superheroes - they are simply strong highly trained warriors. Each has a life story that led her to hone her combat skills. The fight scenes are expertly choreographed, the sets are amazing and the characters are endearing and complex.

Margot Robbie’s “Harley Quinn” is the only character who never lets us see her true face. She’s over-the-top every minute, except for one scene.

In comics, real masks are often used to illuminate someone who never reveals their true self. Harley Quinn pulls off her mask only once, during a dreamlike performance of “Diamonds Are a Girl’s Best Friend” set to Marilyn Monroe’s classic vocal from Gentlemen Prefer Blondes (1953). This scene is beautifully realized, perhaps the one look we get into Harley’s soul. I wish there had been a thread of this softer side throughout the movie.

The softness interspersed throughout would balance the rawness and craziness of the rest. Hopefully we will see more in the already planned sequels.

The film is directed and written by women Cathy Yan and Christina Hodson. However, I must say that the men are intricately drawn and realized. The usually soft-spoken Ewan McGregor creates a subtly rendered self-serving, narcissistic villain. Chris Messina is on point as his henchman.

Mary Elizabeth Winstead is perfect because she underplays the anger, as the tragic “Helena Bertinelli,” who becomes “Huntress.” Her background as a ballerina adds realism to her fight scenes.

Jurnee Smollett-Bell has the body and talent to embody “Black Canary” perfectly. She does her own singing as well and has the sculpted body to be believable as this fighter. Ella Jay Basco lights up her scenes as teenage “Cassandra Cain.”

“Renee Montoya,” brought to life by the classic Brooklyn-Puerto Rican one-of-a-kind, Rosie Perez, truly stands out. It’s so good to see her back.

Don’t miss the inside joke aimed at her about bad 80’s movies.

And then I have to mention another character who steals his scenes, Harley’s hyena “Bruce.”

In the comics, Harley has two hyenas, which the filmmakers wanted to add to the story. However, they explored the idea of using a real hyena and found that it would be impossible because hyenas decide that they own whatever they touch, “so if you put him on the couch, he’s going to eat the couch,” explained Robbie. So filmmakers got a really big dog for her to film the scenes with and used CGI to transform him.

The movie is great fun. The action never lags.

The rhythm of the narrative is a bit jarring though, jolting from one scene to the next. There is not a great consistency and fluidity of style. See this movie for the artful backdrops and the rich characters. It’s important to note that our protagonists are not beating up men because they’re men – they’re beating up men who happen to be despicable. And

in the end, their vengeance may not bring the catharsis it appears to promise.

All these questions must be resolved before the fate of PG&E can possibly be decided fairly in bankruptcy court, where proposed plans for the company’s future range from Wall Street or government bailouts to breaking off and selling portions of the company to simply making it and all the other investor owned utilities in the state into a single large state-owned firm.

If the outcome is fair to both customers and shareholders, the PG&E equipment report might emerge as a historic document reshaping and making safer future energy supplies in all of California.

And what about SDG&E, which originated the PSPS practice in 2018 to prevent more corporate financial disasters like the hundreds of millions of dollars in damages it was assessed after the 2007 Witch Fire in the suburbs of San Diego?
