After relentless work by firefighters, the Palisades Fire remains at 45 acres and 55 percent contained as of 9:00 a.m. Thursday and while Santa Ana winds were weaker than expected overnight, gusts up to 50 MPH are still anticipated and the Los Angeles Fire Department is advising residents to be prepared to evacuate if told to do so.

The Palisades Fire broke out around 10:30 a.m.

Monday, October 21. The fire’s initial location was corrected by the LAFD Tuesday to 800 N Palisades Drive from 500 N Palisades Drive.

As of Thursday morning, the structures previ-

ously threatened and evacuated remains at 628, while structures with damage is reported at eight, according to the LAPD. There has been no loss of human life or structures destroyed by this blaze.

“Fortunately, the anticipated overnight Santa Ana winds were weaker than expected, and firefighters were able to take advantage, holding the containment lines with no spot fires. With winds increasing throughout the day into Friday evening, crews are working diligently to strengthen the perimeter,” said Los Angeles Fire Department (LAFD) public information officer Brian Humphrey. “Nightly FIRIS infrared mapping assists the incident commanders making key decisions to strategically place firefighters in specified areas to seek and destroy remaining hot spots. This technology increases situational awareness that assists us to protect lives and preserve property.”

Man Who Threatened Pali Students Arrested Aaron Meyer arrested after breaking into relative’s home

By Sam Catanzaro Aaron Meyer, a man accused of threatening students near Marquez and Palisades elementary schools, has been arrested say law enforcement officials.

According to the Los Angeles County Sheriff’s

Department, Meyer was arrested on Friday, October 18, 2019 at 9:10 p.m., booked on Saturday afternoon and is being held on a $50,000 bail. The Los Angeles Police Department (LAPD) West Los Angeles Division say that Meyer was arrested for burglary after breaking into a family member’s house and attempting to steal possessions.

Meyer, who is 26 years old, is believed to have mental issues is alleged to have committed multiple acts of vandalism and threats in the Palisades, including slashing tires, yelling threats, punching a person in a car, using a hammer to break a car window and enticing young girls into his car with

candy and committing elder abuse, according to LAPD Senior Lead Officer Michale Moore.

Some of these incidents occurred near both Palisades and Marquez elementary schools; several incidents were never reported and some were reported and then dropped, Moore says.

On September 12, Meyer was taken into custody on a misdemeanor charge of knife-threatening and was identified in a line-up, but following City Attorney (DA) procedures, he was released without bail and asked to return for a later appearance to resolve the matter. When Meyer did not appear an arrest warrant was issued for him.

Calvary Christian Redevelopment School wants to build 3-story building, increase enrollment and decrease parking

By S am C atanzaro Calvary Christian School wants to build a new three-story building that would bring over 10,000 square feet of space and a the-

atre space to the campus located at 701 Palisades Drive while increasing enrollment and decreasing parking.

At the Pacific Palisades Community Council (PPCC) Land Use Committee (LUC) Meeting October 17, Calvary Christian School presented plans to the LUC for consideration.

According to a PPCC project summary, the new three-story building would be located to the west of the Church sanctuary building and south of an existing middle school classroom building.

“The new building would include 10,219 square feet of floor area and house a new theater space for student performances located on the ground level with mezzanine.

The theater space includes a telescopic seating system to support a capacity of 200 people and includes space for performance design and set building,” reads the project summary.

A partial second floor would include an office and storage area, while the third floor would accommodate new classroom space and a maker space.

“The building is designed to match the scale and architectural style of the existing buildings on the CCS campus,” PCCC wrote.

In addition, Calvary Christian School is proposing enhancements to student lunch facilities and play areas with the development of a one-story, 15 feet in height, 822 square foot lunch servery building and outdoor seating terraces and play areas located west of the circulation access loop near the existing athletic field. The school also wants to build a new play area for the elementary school that would replace a surface parking area proposed to be removed.

Calvary Christian School also wants to modify conditions in the underlying City approvals to increase student enrollment from 432 students up to 490 students and to reduce overall campus parking from 241

spaces to 188 spaces based on a parking demand study.

“A parking demand analysis was prepared by a traffic consultant that shows the peak parking demand for the campus is 108 spaces during weekday school hours and 97 spaces for weekend church services.

In addition, code required parking for the school and church is 148 spaces. Thus, the reduction will not create an issue, as the proposed supply far exceeds demand. Calvary would continue to not allow parking or queuing on Palisades Drive,” said Calvary Christian School in a project summary document submitted to PPCC. According to a Los Angeles Department of Transportation (LADOT) traffic impact assessment, an enrollment increase and new facilities will not create a significant traffic impact.

The new Everbridge platform gives the city access to the federal Wireless Emergency Alert (WEA) system which can be sent to all cellular phones in a defined area under the direction of the Federal Emergency Management Agency (FEMA) and the Federal Communications Commission (FCC). Despite the potential of the system, however, according to Aram Sahakian, General Manager for the City of Los Angeles Emergency Management Department the NotifyLA system reached only approximately 30 percent of the residents in the defined exercise area.

“The drill exposed a glaring and frightening hole in emergency preparedness in the area: large numbers of residents report they were never alerted of the evacuation through the NotifyLA system, the City’s highly-touted official mass notification system used to send voice messages, text messages and email messages to residents and businesses during times of emergencies and disasters,” Bonin said.

In response to a motion submitted by Bo-

nin, LA’s Emergency Management Department looked into why there was such a low rate of residents receiving the alerts. According to the Department, the May 19 drill did not include the Wireless Emergency Alert component of the federal Integrated Public Alert and Warning System.

On August 14 the City conducted another drill to specifically test the capabilities of this system in the Mandeville Canyon area and found that 89 percent of respondents received the test message.

Many residents and several members of a City staff control group within the target area, however, did not receive the test message.

“This could be caused by several factors, including cell service coverage, the cell service provider, residents disabling WEA alerts in their phones,” reads an Emergency Management Department report. “Some of the most fire-prone areas of the City are also areas with extremely limited cell phone service. Many of the contact methods used through NotifyLA…rely on cell service for message delivery. For this reason, [the Emergency Management Department] stresses that NotifyLA is just one tool in the mass notification toolbox, and may not be the best way to reach some geographically challenging communities.”

Hundreds of young cowpokes and their parents turned out for the public event, which featured pony rides, a petting zoo, go karts, carnival games, pumpkin decorating, an obstacle course, live music, a haunted house and more.

Every year, the Pali Elementary celebrates Yee Haw Day with a celebration open to the community. Kids and adults alike are encouraged to come wearing their best cowboy hats, boots, spurs, blue jeans, and bandanas.

“Yee Haw Day is Pali Elementary’s community builder. It’s a great way to bring the community together and celebrate the spirit of the Palisades,” said Yee Haw Day CoChair Shannon Soller.

It’s always been a huge tradition in town and I’m always glad to come. And our school was born in 1922. I don’t know how old Yee Haw Day is, but it’s one of our best events!”

The proceeds from Yee Haw Day will go directly to Palisades Charter Elementary School to decrease classroom sizes and provide enrichment activities for students.

Horror Movies Filmed in the Palisades

Approximately 24,000 people reside in Pacific Palisades, an idyllic community known for its breathtaking ocean views and beautiful homes. The perfect backdrop to over 200 television shows and movies filmed there, in the spirit of Halloween, here’s a look at some of the horror movies and thrillers filmed in Pacific Palisades.

“Carrie” (1976) Considered one of the best horror movies of all time, Carrie” hit the big screen

in 1976 and earned Sissy Spacek an Oscar nomination for Best Actress in a Supporting Role. Based on the Stephen King novel, Spacek stars as Carrie, a teenage outcast with telekinetic powers controlled by a religious mother and humiliated by her classmates in one of the most iconic moments in horror movie history.

The movie also stars Piper Laurie, as Margaret White, and Amy Irving, as Sue Snell. Laurie was nominated for Best Actress in a Supporting Role at the Academy Awards and Golden Globes. Scenes on the track and playing fields at Bates High School were filmed at Palisades High School.

“Phantasm” (1979) In “Phantasm”, a teenager and his group of friends go toe to toe with the Tall Man, a mysterious grave robber. Written and produced by Don Coscarelli, the film stars A. Michael Baldwin, Bill Thornbury and Reggie Bannister. A home at 1232 Corsica Drive, now demolished, was used as a filming location.

Other horror movies and thrillers filmed in Pacific Palisades include: “Creature from the Black Lagoon” (1954), starring Richard Carison, Julie Adams and Richard Denning; “Crypt of the Living Dead” (1973), starring Andrew Prine, Mark Damon and Patty Shepard; and Home “Invasion” (2012), starring Haylie Duff, Lisa Sheridan and Jason Brooks.

Chefs for Seniors Dining Experience

Chefs for Seniors offers a unique and tailored dining experience for senior citizens in the comfort of their own home.

The service, which provides in-house personal chefs and custom made meals, has grown to nearly 50 locations throughout the United States in less than three years.

Licensed chefs undergo background checks and are fully insured.

Sonia Vissani Lesko is a new franchise owner for the West Los Angeles area which currently serves seniors in Santa Monica, Pacific Palisades, Brentwood, Marina Del Rey and Venice. “I always loved to cook,” Lesko explained. “My background is in education. I was a preschool owner until last August, but I always had the passion for cooking. I’m Italian and growing up, we had very good food. After I sold my preschool, I started taking cooking classes. I decided to do something with it. I was looking for a purpose and wanted to follow my heart, cooking for people who appreciate the good food.”

Her passion for food led her to Chefs for Seniors where she could use her love for food to help others. She was attracted to the business model and wanted to get involved. “The Chefs for Seniors idea is to provide good meals for seniors with the hope that they can live longer in their own home without moving to assisted living.

Maybe they can’t cook for themselves anymore and they want something that is homemade for them.”

The Chefs for Seniors service begins with a consultation where the chefs learn about their clients and the kinds of food they prefer. Leko continued, “Basically, it’s custom made food. First, we ask a lot of questions, what they like and dislike.

When we cook, we cook specifically for them. Every week we decide the menu for the following week.”

I cook four menus with side dishes, and we divide them into about 12 portions. They can microwave the food in the containers we provide. They can refrigerate some or put it in the freezer. When I’m done cooking, I clean up the kitchen and then we decide the menu for the following week.”

Quite by accident I found this restaurant in the Palisades. When I was going with my friend Barbara to see a movie and she suggested Porta Via which turned out to have such a tasty steamed mussel dish that I thought I should review the restaurant. That evening we were seated on the enclosed patio which was delightful.

However, we dined inside the night of the review which gave me the opportunity to see the beautiful interior with its long bar, and large overhanging plants, variety of tables and the caring help. Happily Porta Via has a delightful array of wines and cocktails to suit any person’s wishes. Luckily I very much enjoyed the Pinot Grigio but there are many cocktails listed along with eight beers.

We started with a shared chopped salad composed of organic chopped lettuces, both garbanzo and green beans as well as bits of tomato and feta cheese all happily tossed with a champagne shallot vinaigrette. As with all salads listed here – they may be full size or slightly smaller. In this case $14 rather than $17.

As I often do I asked our waiter what was his favorite. He quickly answered roasted Lake Superior whitefish. And of course, he was right as this fish was beautifully cooked and enhanced by the Blue Lake

green beans and organic brown rice, along with the whole grain mustard sauce ($30) Of course there were many other house specialties including Branzino, grilled salmon, chicken dishes and even steaks.

Barbara very much enjoyed her pasta dish. Here they are proud to serve artisan pastas either gluten free or zucchini pasta.

Her Rigatoni Bolognese of beef ragu and parmigiana was excellent – all for $23.

And of course there are a couple of burgers along with sandwiches available from 11:30 a.m. to 4 p.m. daily.

What is most interesting is that both breakfast and brunch is available daily.

Monday through Friday they open at 8 a.m. and start lunch at 11.30 a.m. Saturday and Sunday they are open from 9 a.m to 3 p.m.

After dinner we were treated to a crisp chocolate biscotti for me to enjoy with my coffee. Then came dessert – a delicious rich and tasty chocolate cake with vanilla ice cream all topped blueberries and rasberries.

If by any chance you are in Beverly Hills, the Porta Via there has been serving diners for some 27 years at 424 North Canon Drive.

I think we Palisadians are very fortunate to have Porta Via here.

Aerial Rescue for Brentwood Hiker Woman hiking with dogs gets stuck on Sullivan Fire Road overnight Sunday

By Sam Catanzaro Yesterday the Los Angeles Fire Department (LAFD) conducted an aerial rescue of a woman was got stuck overnight while hiking with her two dogs at a remote section of the Sullivan Fire Road.

According to LAFD’s Brian Humphrey, LAFD ground and air teams responded to a 43-year-old woman hiking with two dogs on or near a remote section of the Sullivan Fire Road at 8:49 a.m. Monday, October 21. Humphrey said that the woman stated she had been in the mountains since Sunday night, felt ill and was unable to continue hiking.

According to the LAFD, the woman was hoisted aboard a hovering LAFD rescue helicopter and transferred to a safe landing zone.

In addition, LAFD ground crews hiked in to “gently” carry the dogs back to the trailhead where they were reunited with the owner.

At 8 p.m. Monday, all evacuation orders were lifted from the Palisades Fire but the LAFD is advising residents who return home to be on alert.

The Santa Ana wind event expected to last through Friday afternoon is anticipated to bring wind gusts 35-50 MPH. This wind, along with increased temperatures, brings critically low relative humidity to the vegetation that likely has not last burned since 1938.

“This Santa Ana wind event, serves as a reminder to be prepared in the event of a brush fire in the Los Angeles area. Residents living in wildfire-prone areas should remain vigilant and familiarize themselves with the Ready-Set-Go program (with an emphasis on Set and Go at this stage),” Humphrey said. “For those of living near current wildfire incidents, be vigilant and keep your TV or radio on. Make certain you have your family critical papers, phone data, pets and other valuables ready to evacuate if so directed.”

According to Humphrey, three firefighters have been injured fighting the blaze. On Wednesday, two firefighters were taken to the hospital after being struck by falling rocks. One civilian was taken to the hospital Monday with a respiratory issue.

FILM REVIEW: “Harriet”

My task with the movie “Harriet” was merely to figure out what makes this cinematic experience so gripping. We can start with the skill and genius of director/ writer Kasi Lemmons. Lemmons has been acting since 1979 when she was 18 years old. She appeared in such acclaimed films as The Silence of the Lambs and The Five Heartbeats. She wrote and directed the award-winning Eve’s Bayou (1997). Now, she should win more awards for “Harriet”.

The beautiful musical score, by trumpeter/composer/band leader Terence Blanchard, perfectly sets the emotional framework of each scene. Lemmons also managed to procure the talents of legendary cinematographer John Toll. Toll is equally adept at capturing landscapes that seem to breathe on their own and faces that have thousands of stories written in their expressions. Gregory Allen Howard wrote the story and screenplay along with Lemmons.

They have skillfully woven this many-layered true story of the courageous, inspirational and truly unique Harriet Tubman into a riveting tale. The events are true.

Cynthia Erivo, the British actress I loved in Bad TImes at the El Royale (2018) so perfectly embodies Harriet Tubman that if the real Harriet came back to life she would do a double take. Erivo is even the same diminutive height as Tubman, 5’0”. One of the finest actresses working today, she was born Cynthia Chinasaockwu O. Erivo in London to Nigerian parents and is also an excellent singer/songwriter. Recently, Erivo had written candid tweets that angered African American fans so she lost popularity on social media. This should not affect the fact that her talents and dedication as an actress and singer are extraordinary.

Other great performances come from Janell Monae as “Marie Buchanon,” Leslie Odom Jr. as “William Still,” and Joe Allwyn as “Gideon Brodess,” son of the plantation owner. Allwyn is another fine actor to watch. Although Brodess is innately entitled and believes in his own superiority, Allwyn gives him an added dimension of humanity, suggesting, “What if he had been

CA Gasoline Gouging 9.0 TOM ELIAS Mirror Columnist

For the ninth time in the last five years, gasoline prices spiked this fall in California, with per-gallon pump charges briefly leaping above $5.15 at many stations around the state.

The escalation of more than $1 per gallon of unleaded regular was largely masked by bigger headlines devoted to wildfires and massive blackouts staged or threatened by the state’s biggest utilities, but it was very real and still is far from fully receding.

Meanwhile, there was some consumer protection for Californians when the electric companies cut them off in the interest of preventing fires sparked by power lines whose maintenance they neglected for many years.

When a blackout, fire or earthquake strikes, state law prohibits sudden price gouging by merchants and service providers.

No such law governs oil companies when they experience gasoline refinery outages, whether they are accidental or deliberately staged – and there is no one now authorized to determine the difference. There ought to be.

For now, no one can formally prove the recent price increases meet legal defini-

tions of gouging, which happens when retailers and suppliers respond to disasters with prices much higher than usual, sometimes rising to the level of being both unfair and unjustified.

Things very likely met that definition this month when prices jumped about 20 percent after seven of the state’s 25 major oil refineries either had scheduled maintenance outages or experienced short-term operational troubles.

No government authority has yet proven collusion between the five big refiners – led by Chevron, Tesoro and Phillips 66 – which control 90 percent of California’s gasoline market, and also own or franchise 80 percent of gas stations. But for them all to raise prices hugely at the same moment suggested some sort of cooperation. They can’t all be running up precisely identical costs at the very same moment.

Consumers can’t help noticing that when the price rises at a Chevron station, it generally goes up the same amount at the Shell outlet across the street, which often pumps Tesoro fuel. That happened this fall and also in the prior price spikes, including one last spring. Gas station operators can’t be blamed very much – this fall, refiners raised the wholesale price stations pay by about 30 cents per gallon, a cost they pass through to customers.

For sure, these sudden price increases increase oil company revenues. Yearly profit statements are not yet in for the big refiners, and only two of the top five break out California results separately from the rest of their worldwide operations.

Still, the last time anyone closely analyzed oil company profits, the Consumer Watchdog advocacy group in 2016 thoroughly documented that record profits for the refiners coincided with record-high pump prices throughout this state.

Some industry spokespeople have cited as one cause for the latest spike the brief drop in world gasoline supplies following the September drone and missile attack on Saudi Arabia’s largest refinery. Worldwide prices did jump sharply just after that, but quickly returned to near previous levels as the facility went back online sooner than expected.

Through all this, California oil refiners have kept their inventories low for many years. The rest of the continental U.S., for example, normally has about 24 days’ supply of gasoline on hand at any moment, while California averages between 10 days’ and 13 days’ supply.

of Consumer Watchdog. “If it’s illegal to gouge after a natural disaster, why not after refinery problems?”

No one currently watches over any of this. Just after last spring’s gas price spike, Gov. Gavin Newsom asked for an analysis from the state Energy Commission, whose preliminary conclusion was that at least some “market manipulation” was involved.

The full report was due out this month.

What’s really needed is a state agency with authority to track oil company prices and profits and clamp down on them when needed. But so far, no state legislator has stepped up to propose anything like that.
