On Monday, Main Street in Alturas was lined with 88 purple figures in the lawn next to Plumas Bank. The display, organized by the Modoc Crisis Center, represents the 80 women and 8 men who reported domestic violence incidents to the center in 2023.
The exhibit is part of National Domestic Violence Awareness Month, which is observed every October to raise awareness about the widespread issue of domestic violence and honor survivors. The purple figures symbolize the bravery of those who have come forward to seek help in their most vulnerable moments.
According to the Modoc Crisis Center,
domestic violence affects individuals across all demographics, and the number of reported cases in Modoc County reflects only a fraction of the true scope of the problem. The center provides crucial advocacy, safety planning, and resources for victims, ensuring they are not alone in their journey toward healing.
“This month is about raising awareness and breaking the silence surrounding domestic violence. It’s about empowering victims to reach out and get the help they deserve,” said a spokesperson for the Modoc Crisis Center.
“The purple figures are a reminder of the real lives impacted by this issue, right here in our community.”
In addition to the display, Modoc County is encouraging community members to take part in local events throughout October to support victims and raise awareness about domestic violence prevention. The county also aims to promote advocacy, emphasizing the importance of standing with survivors and fostering a community free from abuse. The Modoc Crisis Center provides a wide range of essential services for victims of domestic violence and sexual assault, ensuring they have access to critical support during their time of need. These services include:
• Counseling: Victims
can access counseling services in-person, via Zoom, telephone, or Facebook chat.
• Emergency Response: A victim advocate is available to be present when law enforcement responds to a domestic violence or sexual assault situation.
• Accompaniment: Advocates may attend court hearings, law enforcement interviews, and emergency medical care with victims.
• Restraining Orders: Assistance is provided for completing requests for restraining orders, including typing, filing, and arranging service to the perpetrator.
• Shelter: Short-term emergency shelter is available for victims of
domestic violence and their children.
• Transitional Housing: Short-term housing options are provided for victims of domestic violence and sexual assault, with specific guidelines in place.
• Crisis Intervention: Safety planning is conducted with a trained victim advocate to ensure victims’ well-being.
• Educational Presentations: Presentations on safe dating, healthy relationships, consent, and other topics are available to the community.
• Transportation Assistance: Gas vouchers, bus tickets, and rides may be provided for victims needing transportation to court proceedings or
medical care.
• Information/Referrals: Referrals to local agencies and resources are available for victims and families in Modoc County and surrounding areas.
• Child Forensic Interviews: The center facilitates forensic interviews for cases of suspected child abuse, upon request from law enforcement. These services are part of the Modoc Crisis Center’s mission to support victims and promote a safer, healthier community.

A drunk driver who struck multiple pedestrians last year, leaving two in critical condition, is set to face sentencing at the end of October, during which she will hear victim impact statements from those affected by the crash.
The accident occurred on Aug. 27, 2023, at approximately 1:55 a.m. on County Road 1, north of State Route 299, when a 2022 Ford Bronco driven by an intoxicated woman hit pedestrians walking home from a local bar. Among the victims were 23-year-old Brianna Turner and her boyfriend 24-year-old, Ryan Carver, both of whom were critically injured and later airlifted to Renown Hospital in Reno.
Turner endured a harrowing ordeal when her hair became entangled in the Bronco, causing her to be dragged down the road before the vehicle finally stopped outside
Surprise Valley Hospital. First responders, many of whom knew Turner personally through her work at the hospital, acted swiftly. Carver sustained a shattered pelvis but was discharged after several days in the ICU. Turner, however, faced a much longer recovery.
After returning home, Turner had to relearn basic skills that normally would have come naturally to her. She refers to this challenging phase of recovery as her “going through the stages of growing up,” “I had to learn how to walk again and keep my balance in rehab.” The Department of Rehabilitation states that “no two brain injuries are the same. The effects of a brain injury are complex and depend on factors such as cause, location, and severity.”

to challenge her mind while she was at home recovering. However, the intense focus required for the class led to persistent migraines and headaches. Despite these setbacks, Brianna was able to resume her position in the billing department at Surprise Valley Hospital. During this time, she formed a meaningful connection with Mo Stuart, a former Alturas resident and a member of a Federal Advocacy team and is also on the Board of Directors for her State Chapter of the Epilepsy Foundation of Americas in West Virginia, Board of Advisors for the National Patient Advocate Foundation and the PAIR Palliative and Advanced Illness Research Center COMPASS Study at University of Pennsylvania’s Perleman School of Medicine.
Due to Stuart’s encouraging efforts and involvement in influential programs they have set Brianna up with the Epilepsy Foundation of America’s Federal Advocacy and Policy Director, Britt Dorfman. Dorfman works with EFA Champions and Ambassadors to promote and lobby for legislative action to benefit the epilepsy community on Capitol Hill. In January, Bri will have an opportunity to move forward with this program and pour her love and spirit into others.
Looking at the City of Alturas, we can see that some things have enanged. The most important is the good works that City Hall have made during the summer, cutting the grass in the lost, making the city looks nice and neat. Many houses now are more visible and looks more attractive. For example, the border of the street at Second and East St. are showing the design of the city clearly. Now we can see the trees from the roots to the top. They are so beautiful. Everybody knows that the esthetic starts with cleaning, and that has happened across the city. I wrote a letter earlier asking for these things, I feel you heard me.

This collaboration could open not only many doors for Brianna but also give Brianna the opportunity to share her knowledge, experience and story to others.
Mo Stuart encouraged Brianna to join the Epilepsy Foundation Northern California Advocacy program (EFNC). The Epilepsy Foundation of Northern California (EFNC) is a 501(c)(3) charitable organization leading the fight to overcome the challenges of living with epilepsy and to accelerate therapies to stop seizures, find cures, and save lives. The EFNC currently has provided resources and programs to the over 180,000 Northern Californians living with epilepsy. According to their website, their goal is, “to ensure that people with seizures are able to participate in all life experiences, to improve how the community views on epilepsy, and to dispel myths about this condition by providing information through training, events, and programs.” The EFNC are currently serving 44 counties from the Oregon border down to Fresno County. The Epilepsy Foundation of Northern California also offers free seizure first-aid training in communities which could be extremely impactful in our community. Epilepsy. com states that epilepsy is not a rare condition in fact 1 in 26 people will develop epilepsy in their lifetime. Stuart sees incredible
potential in Brianna Turner’s story, saying, “She could be a bridge for the Modoc community, creating new programs that don’t currently exist.” This new role has opened opportunities for Brianna to become an advocate, helping to introduce essential healthcare programs, speaking at schools about the dangers of drunk driving, and supporting others newly diagnosed with epilepsy. It is Mo Stuart’s passion for advocating for others and admiration of Brianna Turner and her story that has really spearheaded this need for Epilepsy Awareness in Modoc County, support for rural Surprise Valley Hospital and the necessity to educate everyone on the impact of drunk driving can do.
Surprise Valley Hospital, the smallest critical access hospital in California, played a pivotal role in saving Turner’s and Carver’s life. Every first responder that night worked fast and efficiently to save Eric and Brianna’s life. The Modoc County Sheriff’s deputies were already monitoring the very active bar that night because of the Modoc District Fair being in town and happened to have responded within 30 seconds of the accident. Turner’s colleagues, familiar with her through her employment at the hospital, worked quickly to stabilize her and Carver before they were airlifted.

the hospital’s Human Resources Manager, points out, “People don’t realize we’re just regular people trying to run a hospital.” While the hospital wants to expand its services and add new programs, it faces challenges with staffing. A significant milestone for the hospital is the addition of a CT machine, expected early next year, which will mark a big step forward for the facility.
Frances Hannah, Administrator at Surprise Valley Hospital, expressed, “Surprise Valley is a special place that captures the hearts of many. We are fortunate enough to have the staff that cares so deeply for his residents, families, patients and community. Our hospital would not be where it is today if it weren’t for our staff and community. Our community is deeply vested in this healthcare district.”
This incident shines a spotlight on what small, rural critical access hospitals can achieve
in life-threatening situations.
“Critical access hospitals provide essential, often life-saving healthcare services to rural communities,” said Mo Stuart. “Surprise Valley may be the smallest in California, but the heart and dedication of the staff are enormous. The long-term care unit is particularly amazing, and their educational programs are doing great things. My family depends on this hospital, and it’s an invaluable part of our community.”
MCSO Deputy OES Director Renae Sweet, MCSO Reserve Deputy Pat Green, MCSO Sgt. Dominick Middleton, MCSO Deputy/K9 Handler Ronnie Whisler, and MCSO Deputy Matt Crowder, all of whom received lifesaving awards for their heroic actions earlier this year.
Looking ahead to the sentencing, Turner reflected on her experience. “I am angry with the driver. Her mistake will impact me for the rest of my life.
Once she is released, she won’t even think of me, or any of the victims. I will always be impacted by her mistake, we did the right thing, we walked home and didn’t drive and look what happened.” Turner said.
As Turner continues her recovery, her advocacy work through the Epilepsy Foundation of America could pave the way for new healthcare initiatives in Modoc County, including seizure first-aid training, Mothers Against Drunk Driving, and Epilepsy Awareness for the Modoc community.
Don’t forget this November is National Epilepsy Awareness Month (NEAM), and the theme this year is “Share Your Purple Power.” This year’s theme celebrates the unwavering strength, resilience, and courage of epilepsy warriors, alongside their families, caregivers, and advocates. I am so sorry for the confusion this has caused and will try to do better.

Modoc Soccer beat Fall River for the first time in 7 years on Monday 10/14 scoring a late goal to send it into overtime and winning 3-2 in the 5 kick shootout. Nate Gallardo tied the game with seconds left off a pass from Caiden Imhoff. Dominic Prewitt had a great game in goal with 13 saves. On Tuesday Modoc dropped their final game of the regular season at home vs Mt Shasta with a 1-0 loss. The Braves finished the season winning 8 out of their last 12 games to finish 11-11 in the regular season. Modoc
honored their 7 Seniors on Senior night. Caiden Imhoff, Randi Urban, Savannah Connors, Elliott Fuentes, Angel Lopez, Dominic Prewitt and Nate Gallardo are all foundational players that helped resurrect Modoc Soccer. Coach Sevilla is eternally grateful for them.
Modoc will be in the Fall Soccer section playoffs next Tuesday October 22 more than likely on the road.

Betty Lou (Payne) Scoggins
January 22, 1932-October 13, 2024
Betty was born in Irvington, Kentucky on January 22, 1932. She passed away peacefully on October 13 th 2024 in Cedarville, CA where she had lived for the last 16 years. Betty was raised in Colorado Springs, CO going to Bible Schools where rules were very strict with no TV, movies, radio, or card games. She was very involved with music playing piano, organ, clarinet and accordion.
She moved to Phoenix, AZ in 1955 with her parents and began working at an air conditioning company and soon learned what the real world was all about.
Betty met Ron Gladstone Scoggins in a dance class where they won a lot of competitions. They were married on Friday the 13 th of September 1957. They had 3 sons, Ronnie Junior, Ben Elva and Steven Eugene.
They moved to Redding CA where Ron retired from the US Navy. They loved to backpack into the Marble Mtns, and Trinity Alps as a family. They were also deeply involved with bowling,
and baseball. Betty went to nursing school at the age of 48 and graduated as an RN in 1982 from the nursing program at Shasta College. She worked as an RN at Mercy in Redding and Humana hospital in Anchorage, AK.
Betty lost Ron in 2002 and followed her youngest son Steve to Surprise Valley to live out the rest of her life. She was involved with the local knitting classes, quilting guild, and the community church where she played the organ.
She is survived by her oldest son Ron Jr. (Heidi), youngest son Steve, (Cathy), Nephew Mathew Scoggins, Granddaughters, Nikki Munholand, Christina Brooks (Josh), Great Granddaughter’s, Vanessa Geaney, Marley DeBlois, Mady and Elsie Cyphers, Great Grandson’s Cason Hodgdon, Jaxon Blake, and Henry Raabe. She will be buried in Redding next to her husband Ron. A service and celebration of life will be held in Cedarville and announced at a later date.

It is with deep sadness that we announce the passing of Patricia Ann Webb. Born in Redding, CA on October 11th, 1939 she passed away to heaven in Alturas, CA on October 5th, 2024, just six days shy of her 85th birthday. Known by most as Pat, she was an independent woman with a tenacious spirit who fought hard right to the end. She lived with this principle in her life as well; holding firm in her beliefs and passions she did not hesitate to share her opinion on matters she found important. She is remembered as strong willed and opinionated, sassy, classy, and well put together. She was a beautiful woman who always showed up with style and flair. Her family finds comfort in knowing that she is no longer struggling to take a breath. Born to parents, Roger Webb and Beatrice (Johnson) Webb and the oldest of three children, the family lived in Redding, CA before moving to San Francisco in 1941 where her father took a job as a sheet metal worker for the union. The family remained in San Francisco for approximately eight years before making the big move to Willow Ranch, CA; now a ghost town, this was once a thriving community 33
Donna Ann Cawker, 75, passed away at Mayers Memorial Hospital in Fall River Mills, California, on October 7, 2024. Born on October 11, 1948, in Alturas, California, Donnawas a proud member of the Pit River Tribe. She loved spending time at the casino and was an avid bingo player. Above all, she was a devoted mother of two, a proud grandmother of five, and a beloved great-grandmother of three. Known for her sharp sense of humor, boundless generosity, fierce spirit, and unwavering determination, Donna was never afraid to speak her mind and always stood up for what she believed in. She will be deeply missed and lovingly remembered by all who had the honor of knowing her. She is preceded in death by her parents Leo James and Ruth Nichols James, her sister Elsie Johnson, and great-granddaughter Olive Ann Harrison.
miles north of Alturas with two booming lumber mills that attracted workers from all over the nation. Patricia attended the local elementary school, 5th thru 8th grade, in Willow Ranch. New to the community, she and her sister enjoyed riding their bicycles to town, ice skating on the frozen Goose Lake or local ponds, playing games and sports with new friends, and eating special snacks like black licorice. After 8th grade, Pat attended Modoc High School where she graduated with the Class of 1957. Pat would often tell fond stories and recall memories of her time at Willow Ranch noting that she especially enjoyed dancing and socializing with her friends and peers. After graduating from high school, Pat went on to marry her high school sweetheart, Chuck Williams, with whom she had her first two children, Tricia Fawn and Debora Lee. She later married Terry Quirk and had two more children, Terri Dean and Michael Gene. With her family she lived in the cities of Corning and Anderson, CA before settling back in Alturas. Pat absolutely loved Modoc County and had no intentions of ever leaving again. This would be the place where she lived,
worked, played, and would come to rest. Pat lastly married Oliver Cramton, whom she considered the love of her life and with whom she got to enjoy the most of Modoc County. Pat had an undeniable work ethic, and little tolerance for those who didn’t. She retired after working many years in the school system as a Teacher’s Aide most notably in the Special Education classrooms at the elementary school where she developed heartfelt and memorable relationships with students and lifelong friendships with coworkers. Pat also achieved tenure as a union representative for the Modoc County Office of Education. She enjoyed being a strong advocate on behalf of her fellow union members, as she would never blink during contract negotiations and her relentless hard work resulted in lifting their wages and benefits. In addition to her full-time commitment, she worked part-time as a waitress and bartender at the local Brass Rail, Benny’s, and the old bowling alley. She also spent time as a volunteer for the Alturas Art Center. Pat enjoyed the outdoors, especially fishing and hunting along with going for drives to observe and spend time in the beauty of nature. She loved birds, especially owls, and she closely followed the eagles of Redding, CA once she got herself a Facebook account. Pat spent valuable time playing Pinochle with a ladies group, gambling with friends at casinos, gathering at social events, cooking for friends and family, and laughing and telling stories. She was very proud and connected to her Native American
heritage and culture and would often attend Strong Family Health events and activities. Pat was a valued member of the local AA community for many years where she achieved and maintained a sober lifestyle with their unwavering encouragement and support, in addition to her strong will.
Pat is survived by her children, Debora Williams of Reno, NV, Terri Dean of Alturas, CA and Michael Quirk of Healdsburg, CA; grandchildren Cheyenne Menkee of Alturas, CA, Aaron Love of Gold Coast, AUS, Miguel Santacruz of Merced, CA and Charles Evert of Reno, NV; greatgrandchildren Braylin of Illinois, Maddix of Bakersfield, CA, and Jaylon of Alturas, CA; along with her sister, Sharon Fields of Reno, NV, her brother, Russell Webb of Boise, ID; two nephews, Mike Fields and Matt Fields of Reno, NV; great-nephews, Chris Fields of North Carolina, Mitchell Fields of Ocean Beach, CA; Aiden and Julian Webb of Boise, ID and a great-niece, Amyra Webb of Boise, ID. She is preceded in death by her first-born daughter, Tricia Fawn; her first born granddaughter, Shelly Rae Love; her nephew, Mark Fields; her niece, Devon Webb; and her greatnephew, Jason Fields -- may they be joyously resting together in love and peace.

Caelli DePaul with her parents being honored on Senior Night
The Modoc High Varsity Volleyball team has been on a winning streak, securing three back-to-back victories and improving their overall record to 15-10, with a 6-2 standing in the Shasta Cascade League (SCL). Varsity had one Senior for Senior Night, Caelli DePaul, and the team and community honored her before the Tuesday game against Mt. Shasta Bears.
Victory Against Etna Lions (3-1)
On Saturday, October 12, the Lady Braves traveled to Etna and claimed a 3-1 victory, with scores of 25-13, 25-20, 2325, and 25-21. The team’s defensive improvements were evident, as Allie Weber, Aaliyah Sevilla, and Jordyn Sandage led in digs, while Katie Erquiaga made
a statement at the net with three solo blocks. Sandage also excelled in serve reception, completing 17 successful passes. On offense, Erquiaga led with 10 kills, followed by Aubree Knighton with 7, while Caelli DePaul dominated from the service line, landing 31 successful serves, eight of which were aces.
Sweeping Weed Cougars (3-0) The Lady Braves continued their winning ways at home on Monday, October 14, with a commanding 3-0 sweep of the Weed Cougars. With scores of 25-9, 25-14, and 25-21, the match wasn’t as competitive, and the Braves took control early to secure a swift victory.
Toppling Mt. Shasta Bears (3-1) In a standout performance on Tuesday, October 15, Modoc took down the top-ranked SCL team, the Mt.
Shasta Bears, 3-1. The Braves won the first set 25-15, but stumbled in the second, losing 6-25. After regrouping, they rebounded with two strong sets, 25-13 and 2519, to clinch the match. Katie Erquiaga led with 25 successful serves, five aces, no errors, and added six kills out of 25 attacks. Aubree Knighton and Jordyn Sandage were also key offensively, with 11 kills from Knighton and 12 from Sandage. Defensively, Allie Weber recorded 21 digs, followed by Sandage with 12 and Sevilla with 9, as the team’s court coverage proved crucial in the win.
With a solid base rotation and strong performances on both sides of the ball, the Lady Braves are looking ahead to their upcoming home game against Trinity on Saturday and an away game against Fall River on Tuesday.
Following a motor vehicle accident into Willow Creek off Highway 139 southeast of Adin on October 8, the water system at Willow Creek Campground has been shut down for the season. The campground will remain open with trash services. Visitors to that area are advised to avoid letting pets, animals, or themselves come into contact with the water within a halfmile radius on either side of the campground.
The Forest Service is working with the California Department of Fish and Wildlife and other relevant agencies to coordinate the cleanup efforts associated with the accident.
Schools across Modoc County marked National Fire Prevention Week with educational activities to raise awareness about fire safety. Students from Tulelake Elementary School, Alturas Elementary School, Big Valley Elementary, Modoc Vineyard Academy, and Alternative Home School took part in various lessons as part of the nationwide campaign.
The students learned about fire engines, how to properly use 911, the “Stop, Drop, and Roll” technique, campfire safety, and the difference between tools and toys.
This year’s Fire Prevention Week campaign, “Smoke Alarms: Make Them Work for You,” emphasizes the importance of having working smoke alarms in every home.
National Fire Prevention Week, recognized annually in
October, aims to educate all community members about fire safety, as fires pose risks to people of all ages, including teenagers, adults, and the elderly.
Local fire departments and community partners, including the U.S. Forest Service, Cal Fire, California Highway Patrol, and various local businesses, collaborated to ensure a comprehensive learning experience for the students.
