A drunk driver crashed into a parked truck, and later drove it into a home in a quiet Alturas neighborhood Saturday evening, leaving residents shaken just days before Christmas.
The incident began around 7 p.m. when a local man started his Dodge pickup in his driveway and went inside. Moments later, a loud crash rang out, and witnesses reported seeing the truck destroyed and a man who appeared intoxicated continuing to crash into a home around the corner.
The driver, identified by authorities as Jeffrey Vern Proctor Solomon, 34, of Alturas, allegedly swerved to avoid a Chevrolet Malibu before crashing into a home. Inside the home, 18-year-old and 10-yearold brothers were lying on a couch just feet from where the truck collided with the structure. The boys’ father, Nick Gensel, was attending a Christmas party when he received a call from his eldest son about the crash.
“I couldn’t believe someone could
be so reckless,” Gensel said, adding that his children were lucky to escape unscathed.
Solomon reportedly backed the truck out of the damaged home and drove it three doors down to his own residence, where he parked the vehicle and went inside, pretending nothing had happened, according to witnesses.
Alturas Police Department were the first on scene and the California Highway Patrol responded after them to the scene. Officers followed tire tracks and grass shavings to Solomon’s home. Upon questioning him, they conducted a field sobriety test, which he failed. Solomon’s blood alcohol level registered more than three times the legal limit, according to Nick Gensel though he was unsure of the exact number.
Solomon was arrested on suspicion of DUI and reckless driving. He was booked and later released on a signed promise to appear in court.
The charges filed have drawn criticism from residents, including Gensel, who expressed frustration
that Soloman was not charged with hit-and-run or child endangerment.
“I was shocked that hit-and-run and child endangerment weren’t part of the charges,” Gensel said.
Under California law, child endangerment does not require that a child be physically harmed.
According to the Shouse California Law Group, the law includes “intentionally placing a child under 18 in a situation that threatens their health and safety.”
The incident highlights the potential dangers of drunk driving. While no injuries were reported, residents say the situation could have ended in tragedy.
“Not only can you kill yourself, but you could kill multiple people along the way,” said one eyewitness.
The investigation is ongoing. Officials urge residents to report suspected drunk drivers to law enforcement to prevent similar incidents. Modoc Record has reached out to the Alturas Police Department in hopes of more information but have not been contacted back.

Despite two feet of snow in Alturas, NCO trains have been arriving on time, which is no small miracle.

They were told that they would only be allocated nine automobile tires for the entire county during the month of January... 58 years ago – 1967 A STATE FORESTRY station will be built in Alturas on Eighth Street this summer... Howard Riddle of Manteca has been named to head up the newly created Modoc-Tulelake unified School District... The seed potato business has been touted as the greatest single industrial potential for Surprise Valley this year.

MODOC HIGH School will have a new $9000,000 gym. Voters in the district approved the measure by a tree-to-one margin and construction is figured to begin this summer. Only Davis Creek and Canby opposed the bond issue... A weekly talk show is being aired on radio KCNO by announcer Dick Goring.

Dear Editor,
On December 9, 2024, my husky went missing. After regular searching, on December 20, eleven days later, my two other dogs led me off-road to the lifeless body of my husky. He had been shot in the neck and dragged to that location, well off the road, his collar pulled toward the front of his face as if it was used like a carry handle. The location was on unmarked, rugged, forested land in a rural, residential neighborhood where there is no freely roaming livestock. Acknowledging the possibility that my dog harassed an innocent hiker, then there is no story. But there merits another possibility that, if true, carries a substantial significance for the community.
Before I continue, I will mention that the Modoc County Sheriff’s Department has indicated that it is unlikely they will identify the person who killed my dog, and the killer has not stepped forward.
In the interest of providing context for the environment I have created for my dogs, my pitbull, Emi-Lu, was awarded the American Kennel Club Canine Good Citizen title after passing the title exam with dog trainer Roxanne Scolari-Wright. My pitbull-lab Zeus was enrolled with former Sacramento police dog trainer Kymberly Wadsworth for nine weeks of obedience training. Gabe the Husky, the youngest of the three, was in good company.
Of my neighbors who met Gabe the Husky, four separate neighbors met my loose husky and were pleased with him. There is a trend: my husky got loose four times and was being social with neighbors’ dogs. Bad dog owner! But that was also four times that my dog brought me a little closer to the neighbors by virtue of being a friendly dog.
Dear reader, can you accept the possibility that my dog was not an aggressor on the day he was shot and killed, that he was probably being social and someone decided to kill him? That was the day Gabe the Husky identified a person who would be willing to misuse their right to own a firearm. As such, the dog provided a service to the community. If he was wrongly shot, then the unidentified criminal should lose their right to own a firearm, and because they are willing to commit such a crime once, they will probably do it again.

Due to a shortened calendar for the holiday season, there is no Legal Lowdown for this week. However, the District Attorney’s Office would like to wish Modoc County residents the happiest and safest of New Years.
While Human Trafficking is an issue not often thought about by those in rural areas such as Modoc County, it happens to be a significant issue worldwide that can occur anywhere and for many reasons. Significant risk factors include recent migration or relocation, substance use, mental health concerns, involvement with the child welfare system, and being a runaway or homeless youth. Often, traffickers identify and leverage their
victims’ vulnerabilities to create dependency.
Perpetrators of human trafficking span all racial, ethnic, and gender demographics and are as diverse as survivors. Some use their privilege, wealth, and power as a means of control while others experience the same socioeconomic oppression as their victims. They include individuals, business owners, members of a gang or network, parents or family members of victims, intimate partners, owners
of farms or restaurants, and even powerful corporate executives and government representatives. Traffickers employ a variety of control tactics. The most common include physical and emotional abuse and threats, isolation from friends and family, and economic abuse. They make promises to address their target’s needs to impose control. As a result, victims become trapped and fear leaving for myriad reasons,
including psychological trauma, shame, emotional attachment, or physical threats to themselves or their families.
With the prosecution of human traffickers doubling over the past ten years, this issue unfortunately is growing rather than declining. Additionally, recent lawsuits and criminal charges against big-name celebrities, prove that there are no boundaries to who can be involved in the human trafficking trade.
Stalking has many forms including unwanted phone calls, texts, emails, or messages, being followed or watched, sending gifts, cards, or letters, and more.

In addition to Human Trafficking, another major issue recognized in January is stalking. While legal definitions of stalking vary between jurisdictions, a good working definition of stalking is a pattern of behavior directed at a specific person that would cause a reasonable person to fear for their safety or the safety of others or suffer substantial emotional distress. With one in three women and one in six men being victims of stalking in some form, this issue more than likely impacts someone you know personally.
Forty-two percent of stalkers are acquaintances, forty percent are current or former intimate partners, nineteen percent are strangers, eight percent are brief encounters or family members, and four percent are persons of authority. Furthermore, seventy-two percent of stalking victims were threatened with physical harm with eighty-four percent feeling fearful, threatened, or concerned for their safety.
Stalking victims suffer much higher rates of depression, anxiety, insomnia, and social dysfunction than people in the general population. One in eight employed stalking victims lose time from work because of their victimization and more than half lose 5 days of work or more, while one in seven victims relocate because of stalking. Individuals can show their support for both causes during January by wearing yellow to recognize Stalking Awareness and blue to recognize Human Trafficking Prevention. Additionally, specific recognition days are Jan. 11 for Human Trafficking and Jan. 18 for Stalking. If you or someone you know is a victim of stalking or human trafficking, you are encouraged to notify your local law enforcement agency immediately.

The California Air Resources Board (CARB) has launched the California E-Bike Incentive Project, providing up to $2,000 in incentives to support the purchase of new electric bicycles for eligible residents. The program, funded by CARB, aims to reduce air pollution, promote cleaner transportation options, and improve public health across the state.
The project offers point-of-sale vouchers for qualifying Californians to purchase new electric bicycles, or e-bikes, which are growing in popularity as an eco-friendly alternative to traditional transportation.
To qualify, applicants must be California residents aged 18 or older and meet specific income requirements. Priority is given to individuals within lower-income brackets or those living in disadvantaged or lowincome communities. Each approved individual is eligible for one incentive.
“This initiative helps make clean transportation accessible for more Californians while advancing our state’s commitment to reducing greenhouse gas emissions,” said CARB Chair Liane
Randolph. “E-bikes offer a practical, affordable, and environmentally friendly way to travel.”
Interested individuals must submit an online application, including residency and income verification. Applications will be processed on a firstcome, first-served basis.
Approval is required before purchasing an e-bike to receive the incentive.
Once approved, participants can redeem their voucher at approved retailers, including both physical stores and online vendors.
The program requires that purchased e-bikes meet specific safety and quality standards. Eligible e-bikes must:
• Be classified as Class 1, 2, or 3 e-bikes with a motor of 750 watts or less.
• Feature operable pedals and batteryintegrated front lights.
• Comply with UL or EN safety standards.
• Include a one-year manufacturer warranty and be fully assembled upon purchase.
Approved purchases must be made through CARB-approved retailers.
CARB is encouraging Californians to take advantage of the program while funds last. Full

The new designations highlight California’s biodiversity and cultural heritage

Assembly Bill 1850, introduced by Assemblymember Gail Pellerin (D-Santa Cruz), designates the banana slug (Ariolimax) as the state’s official slug. The banana slug, known for its ecological role in redwood forests, is also celebrated as the mascot of UC Santa Cruz. Dungeness Crab
Assembly Bill 1797, authored by Assemblymember Jim Wood (D-Healdsburg), names the Dungeness crab (Metacarcinus magister) as the official state crustacean. The species has been a cornerstone of California’s coastal economy and commercial fishing industry since 1895. On December 27th, three Modoc High Wrestlers competed in the Sierra Nevada wrestling tournament in Reno, NV. There were 96 schools present. Owen Romesha, Eliza Pena, and Lewis Crumwell all walked away with victories. Eliza and Lewis made it to the second day of the tournament. Lewis Crumwell placed 6th after two tough days of competition. A special thanks goes to Modoc High staff and parents for collaborating together to make attendance for this tournament possible over the holidays. The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

On 12/7/24, the Alturas Police Officer’s Association held their annual shop with a cop event! Thank you to all those who supported the event through donations or volunteering.
PD, Public Works, and the Fire Department all helped with the winter fest light parade and bonfire which had a great community turnout.
