Alturas Community Comes Together for Festive Bazaars and Christmas Parade

This past weekend, the holiday spirit was in full swing in Alturas as the community enjoyed a series of festive Christmas Bazaars and the annual Christmas Parade. These events brought people together for holiday shopping, celebration, and a wonderful display of seasonal cheer.

Throughout the weekend, local artisans, crafters, and small businesses showcased their creativity at various Christmas Bazaars.

Attendees browsed handmade crafts, unique gifts, holiday decorations, and delicious treats.

The bazaars provided an excellent opportunity to support local vendors while finding the perfect gifts for family and friends.

Many attendees expressed their appreciation for the warm atmosphere, where neighbors reconnected and celebrated the season together. The bazaars were a testament to the community’s talent, creativity, and holiday spirit.

On Saturday, December 7th, the streets of downtown Alturas sparkled with festive lights and joyful energy as the annual Christmas Parade delighted residents and visitors alike. Floats decorated with holiday themes, cheerful music, and smiling participants created a magical

experience for all ages.

The parade featured local businesses, organizations, and community groups, each adding their own touch of holiday cheer. Santa Claus made a special appearance, bringing excitement to children and adults who gathered to enjoy the festivities and who were able to get a photograph with him afterwards.

After the parade, the festivities continued with the Annual Tree Lighting ceremony next to Plumas Bank in Alturas.

Attendees gathered to watch the towering tree come to life with twinkling lights, marking the official start of the holiday season. The warm glow of a nearby bonfire added to the cheerful atmosphere, providing a cozy space for friends and families to celebrate together.

The combination of Christmas Bazaars and the parade made for a memorable weekend in Alturas, filled with warmth, joy, and community pride. These cherished traditions brought people together and set the perfect tone for the holiday season.

On Water, Rural Californians ‘Hopeful’ for Upcoming Trump Administration

California’s major fruit, nut and vegetable industry — watered by a number of dams and canals that funnel through the state’s Central Valley — is vital to the United States.

In an Associated Press news article on Action News Now, California farmers are reportedly hopeful the incoming Trump Administration will deliver more water to fields and ensure more stable water flow from the Central Valley Project.

Extending 400 miles through central California, the Central Valley Project is a complex, multi-purpose network of dams, reservoirs, canals, hydroelectric powerplants and other facilities,

supplying valley domestic and industrial water, and water to major urban centers in Sacramento and San Francisco Bay areas.

Major Central Valley Project facilities include the Shasta Dam and Reservoir, Trinity Dam and Reservoir, Folsom Dam and Reservoir, New Melones Dam and Reservoir, Friant Dam and Reservoir and San Luis Dam and Reservoir. This California-reliant water supply, and the State Water Project, provides five million acrefeet of water to farms and cities while also providing critical habitat for fish and wildlife. On Truth Social,

President-elect Donald Trump recently posted a criticism of the “rerouting of MILLIONS OF GALLONS OF WATER A DAY FROM THE NORTH OUT INTO THE PACIFIC OCEAN, rather than using it, free of charge, for the towns, cities, & farms dotted all throughout California.”

In the interview with AP, Jason Phillips, the chief executive officer of the Friant Water Authority, said water is the number one issue in rural California.

“You only need labor and you only need the products and the equipment and everything else to grow food if you have water,” Phillips said.

During the prior Trump administration, AP reported that government officials issued rules to allow for a greater flow of water to California farms. The Biden Administration pushed back on those decisions and has been working on new rules, but environmentalists say while the rules increase Delta water exports to some Central Valley farms and Southern California cities, both administration rules fail to adequately protect endangered fish. Action News Now reported that environmentalists and commercial fishermen want to see less water diverted to agriculture and more flowing to the delta. Because of dwindling stocks, salmon fishing has been banned off the California coast for two years. “They delivered all the cold water behind Shasta Dam. It literally cooked the

baby salmon before they were hatched,” said Barry Nelson, policy advisor to the Golden State Salmon Association, a nonprofit focused on

Dear Editor,

This is getting ridiculous that I have to keep dispelling the ignorance regarding “climate change”. Now a certain Terry Olsen has repeated the same tired old antiscience propaganda regarding human contributions to what is a natural interglacial warming period.

Let’s lay out the real scientific facts, starting with what the atmospheric CO2 concentrations were during the Devonian Period, the Triassic Period, the Jurassic Period, and the Cretaceous Period, a combined span of roughly 360-million years of Earth history. During the Devonian Period (460 million years ago to 360 mya) atmospheric CO2 levels approached 9,000 ppm (roughly 20 times that of current CO2 levels) yet life thrived with great diversity. By the start of the Triassic Period (252 mya to 201 mya), which was the beginning of the age of dinosaurs, atmospheric CO2 levels ranged from 2,000 ppm to 3,000 ppm, or from 4 to 8 times that of current atmospheric CO2 levels. Earth was ice-free and the warm atmosphere promoted not only the gigantic dinosaurs but a diversity of life unknown on Earth today.

Conclusion? A warm planet promotes more and varied life than a cool planet, period, no debate!! The self-absorbed elites whine and moan about a warming Earth because they fear losing their beachfront condos and ski resorts. Boohoo!! Sorry to break it to those whining elites, but ocean levels have risen and fallen numerous times over the eons of Earth history, and our planet has been ice-free several times, tens of millions of years before the evolution of homo sapiens.

The most recent (geologically speaking) ice age lasted roughly 2.2 million years, ending roughly 11,000 years ago. So 2.2 million years of ice accumulated which if no recurring melting had happened then the ice depths would have been tens of miles deep. But periodic melting did occur so that as of today only 800,000 years of ice depths remain in Greenland and Antarctica. Scientists have retrieved 800,000 years of ice cores from which they extracted captured CO2 concentrations, and from which they’ve deduced graphs. When warming and cooling periods over those 800,000 years are plotted against rising and dropping CO2 levels something very interesting shows up. Literally every warming cycle during those 800,000 years of the ice age preceded increases in atmospheric CO2.

Let me emphasize this quantifiable fact in upper case: THE WARMING PERIODS PRECEDED INCREASES IN CO2!! How can this be when the “climate change” hysterics persist in spewing their ignorance that CO2 levels cause warming? Because the actual drivers of climate are the many natural factors!!

Advocates for fishermen, environmental interests and farmers all say more needs to be done to “shore up future water supplies,” AP reported via Action News Now.

Aubrey Bettencourt, who oversaw the Department of Interior water policy during the prior Trump administration, said she would like to see the system updated to respond

to swings in climate rather than setting water releases based on the calendar. One of the issues, she said, is not how much water you get but knowing how much water you will get.

“It makes it very hard to plan not just as a farmer but as a city manager,” she said. “I would expect an emphasis on restoring operational certainty.”

A series of economic policies that could also impact agriculture, include tariffs that could affect exports and push input costs for growers, according to Rabobank.

As California ramps up limits on groundwater pumping, it is even more important to ensure a stable flow of surface water to grow the food the country is counting on, he said. Farmers have had to fallow fields and often don’t plant as much as they could because of water uncertainty, he said.

“If electricity was delivered this way there’d be a revolt,” Errotabere said. “This is not any way to operate resources.”

Modoc National Forest Welcomes New Acting Forest Supervisor

The Modoc National Forest is pleased to welcome Matthew Bokach as the interim Forest Supervisor for the next 120 days, starting December 9th. Matthew has served as the District Ranger of the San Gabriel Mountains National Monument on the Angeles National Forest since 2016. Before moving to Southern California, he spent 11 years at the R5 Regional Office, working on the State & Private Forestry and Information Management staff. He

holds a master’s degree in interdisciplinary ecology and a graduate certificate in GIS from the University of Florida. Additionally, Matthew was a Peace Corps Volunteer in Zimbabwe from 1996 to 2000. An avid hiker and scuba diver, he continuously works on improving his underwater and wildlife photography skills, which he showcases in his “Critter/Plant of the Day” series. Matthew and his husband Andres live in Azusa, where their home features 23 different

colors.

Matthew expressed,

“I’ve long wanted to get to know the Modoc National Forest better, and I’m excited and honored by this opportunity to be the Acting Forest Supervisor here. The Modoc is different from my home unit of the Angeles, and I’m looking forward to learning more about priorities such as timber and range management, as well as how the Forest collaborates with local Tribes.”

Modoc County Acquires

Specialized Snowcat for Critical Operations

The Modoc County Board of Supervisors has approved the purchase of a 1987 LMC 1500 Snowcat for $56,306.25, including California sales tax. This acquisition will play a crucial role in maintaining essential infrastructure and enhancing public safety during winter months.

The Snowcat, located in Merrill, Oregon, is in excellent condition and comes equipped with a hydraulic 6-way blade,

a 258 Jeep engine, and a Chrysler transmission. Its versatility will support the maintenance and repair of the county’s 13 radio towers by the Information and Technology Department, ensuring reliable communication networks even during severe winter weather. Additionally, the Modoc County Sheriff’s Office will utilize the Snowcat for search and rescue operations in snowy and rugged terrain,

significantly improving emergency response capabilities. With a dry weight of 4,400 lbs, the Snowcat can be towed under a Class C license, making it easily transportable to various sites across the county. This strategic investment demonstrates the Board of Supervisors’ commitment to maintaining essential services and safeguarding the community during winter challenges.

Friday Night Live Extravaganza: A Night to Remember

The Alturas Veterans Hall was buzzed with excitement on Thursday, December 5, 2024 as local youth gathered for this year’s Friday Night Live (FNL) Extravaganza. The evening opened with warm greetings from FNL-West Youth Advisor Leah Mudron, who introduced several adult allies, reviewed youthdeveloped norms, and laid out a lineup of engaging activities. Extravaganza is a holiday celebration that emphasizes fun and socializing in healthy and safe ways. Club Live youth designed and hosted the enlightening and funfilled evening for peers, with a goal to recruit new youth to FNL. Participants were treated to delicious pizza courtesy of a popular local eatery, Antonio’s Cucina Italiana. Dinner, with fresh fruit, was punctuated by screening of a classic holiday movie. After dinner, the spotlight shifted to important youth-led campaigns aimed at preventing underage drinking and gambling with a pair of word searches and puzzles. Youth experienced educative ‘chance’ to enter a prize drawing, adding an element of sociable competition to learning.

A standout activity in the evening was “Betting On Our Future” frog toss. Youth were required to select fact cards containing significant information about underage gambling

and share a fact aloud to earn throws at the target board. Facts covered ramifications of selling lottery tickets to minors and a startling statistic from a 2023 Modoc youth survey that revealed 42.5% of youth reported gambling for the first time by age 10. “Ten years old is a young age to gamble!” remarked one youth participant, echoing the group’s sentiments about the seriousness of the issue.

More fun was experienced with Spin of the Wheel, which offered participants a shot at small sweet treats. Before a turn at the wheel, contestants selected a fact to read aloud that related to underage drinking, such as the troubling figure that 10% of all alcohol sold in California is consumed by underage drinkers. During an evaluation period, youth unanimously expressed that they could have fun without alcohol, exhibiting intent to making safe and responsible choices.

Friendly competition thrived throughout the night, with popular games such as Greedy Goat, Dice Tower, and Cup Stacks. Energy and excitement remained high, even with time limits, as multiple rounds of each game were played.

A STEM-focused activity, led by MESA Director Billie Austin, created unique challenges and problem-solving that

related to coding and artificial intelligence. Teams crafted meticulous instructions for “robots” (adult allies) to construct s’mores. The coding challenge emphasized the importance of clear and precise communication, requiring teams to identify and debug errors in their instructions. Enthusiasm in the Veterans Hall was tangible as teams strove to perfect their codes to achieve a flawless s’more construction.

RISE Director Lisa Craig commented that, “Friday Night Live and Club Live welcomes all youth in grades 6-12. On behalf of the Modoc County Friday Night Live Partnership, we express sincere gratitude for the donations and dedicated volunteers who made this year’s FNL Extravaganza and unforgettable event.” The evening came to a sweet conclusion with ice cream sundaes and a final prize drawing with popular, soughtafter items such as gift certificates, STEM games, and MESA gear. Each youth left with a goodie bag filled with generous donations from Pit River Health, Modoc County Public Health, and the TRUTH Initiative. With a blend of fun, learning, eats and community spirit, the evening was a resounding success to leave participants eagerly looking forward to future events.

Kathleen Kay Pratt (Dabill) March 23, 1960-December 3rd, 2024

Kathleen was born 03-23-1960 in Lompoc, California. She passed away on 12-03-2024 at St. Mary’s Regional Hospital in Reno, Nevada. Kathy, as we call her, was 64 years old when she went home to be with our Lord and Savior Jesus Christ. Kathy is survived by her parents Dan & Dorris Dabill of Alturas California, her husband of over 34 years Stephen Pratt of Alturas California, 3 brothers, Tim Dabill of Cedarville California, Andrew Dabill of Tennessee, Jonathan Dabill of Alturas California, and 2 sisters, Jennifer Yeo (Dabill) of Mendon Nevada and Sharon Roberts (Dabill) of South Carolina.

Kathy was always talented at painting and in the early 90’s she put her hand on toll painting. In 1993 she opened booths at 2 different craft stores in Idaho. After suffering from a brain aneurysm and a stroke in 1994 she was limited to the use of only her left arm but stayed with painting for many years. During Kathy’s many visits to rehabilitation facilities in Boise Idaho she was able to teach share with other residents the joy of her craft through printed instructions and showing them Kathy’s greatest quality and the

one missed the most is going to be the way she would bring joy and peace through her continual smile and glow of peace she shared with all who met her.

There will be a “Celebration of Life” for Kathy on January 18 th , 2025, at 11 am at Berean Calvary Church, 108 East 1 st , Alturas California 96101. WE are encouraging all her friends and acquaintances along with family to share a life well lived.

There will be a potluck after the services at Pastor Jon and Lydia Dabill’s house in Alturas California. All are welcome to come to share a meal with family and friends to celebrate the life of Kathleen Pratt (Dabill).

Modoc County Offers Free Pre-Approved Housing Plans and Flexible Building Options

The Modoc County Building and Safety Department is offering free pre-approved housing plans as part of an effort to encourage affordable housing and simplify the building permit process.

The plans, designed by local designer Michelle Marie Pierce, are available for 600-squarefoot and 1,000-squarefoot wood-framed singlefamily homes, with an option to add a garage.

Residents can choose between two siding options: horizontal lap siding or board-andbatten. The designs comply with current California Residential Code standards, including requirements for snow load, seismic, and wind resistance.

The plans also meet the California Energy Code and California Green Building Standards.

The pre-approved plans can be used to construct a primary dwelling or an accessory dwelling unit (ADU). They are available for download on the county’s Building and Safety webpage at www. co.modoc.ca.us.

New Flexible Option

Under Limited Density Rural Dwelling (LDRD) Ordinance

In addition to these plans, the Modoc County Board of Supervisors recently adopted Ordinance No. 364, known as the Limited Density Rural Dwelling (LDRD) ordinance. This ordinance provides an affordable alternative to the California Building Code, allowing ownerbuilt homes to be constructed with more flexibility in methods and materials while maintaining reasonable safety standards.

Eligibility for LDRD Permits

To qualify for an LDRD permit, applicants must meet the following criteria:

Owner-Builder Status:

The structure must be built by the property owner or their family, acting as the general contractor or providing

labor themselves.

Alternatively, a licensed contractor can construct the home, provided the property owner intends to occupy it as their primary residence.

Residential Purpose:

The dwelling must be intended as the primary residence for the owner or their family.

The structure cannot be sold, rented, or leased until one year after a certificate of occupancy has been issued.

Scope of Construction:

The ordinance applies to the construction, enlargement, conversion, alteration, repair, use, maintenance, and occupancy of limiteddensity rural dwellings and appurtenant structures, such as garages, barns, carports, storage buildings, greenhouses, hoop houses, or similar nonhabitable structures.

Exemptions from Certain Codes:

Homes built under the LDRD ordinance are exempt from California Building Code requirements for fire sprinklers, photovoltaic systems, and Title 24 energy efficiency standards.

However, the county strongly recommends considering design elements for seismic, wind, snow load, and frost heave resistance.

Inspection Requirements

While the LDRD ordinance provides flexibility, the county still requires a minimum of three inspections during construction: Foundation Inspection –Before concrete is poured.

Rough-In Inspection –Before walls are closed to inspect electrical, mechanical, plumbing, and framing.

Final Inspection – Upon completion to ensure basic fire, life, and safety compliance.

JV girls traveled to the West Valley Early Bird Tournament on December 6th & 7th and were honored to take first place. They started the tournament with a 4734 win against Red Bluff on Friday night. Maddy Moltzen led the scoring with 13, Atty Williams with 11, and Vivian Huang with 10. Saturday the girls played back to back games against Foothill and West Valley. The Lady Braves beat Foothill 34-20. Huang led scoring with 8 points, Faith Marquez and Macy Benson each with 7. Marquez was a workhorse for the Braves pulling down 10 rebounds and getting 11 steals.

The girls got the third win of the tournament against the host team, West Valley, 52-44. Moltzen led with 18 points and Huang with 14. Faith Marquez was named tournament MVP. Vivian Huang and Maddy Moltzen each named to the All-Tourney team.

Boys Basketball Earns Victory Against Lakeview

The Modoc Braves’ Varsity Boys Basketball team secured a hardfought win over the Lakeview Honkers on Tuesday night, with a final score of 51-45. The game began with an electrifying jump ball, as Adin Benson (#50) took the leap for Modoc while his teammate Nash Benson (#33) stood poised and ready for the tip.

The Braves demonstrated grit and determination throughout the contest, keeping the pressure on Lakeview and maintaining their composure in a tightly contested matchup. Both teams battled fiercely, but Modoc’s balanced offense and solid defense ultimately tipped the scales in their favor.

The victory highlights the team’s perseverance and growing chemistry on the court, setting a positive tone for their upcoming games. Fans in attendance showed their unwavering support, cheering the Braves on to a well-deserved win. Congratulations to the

Blue Heron Spotted Along Modoc’s Waters

A great blue heron was spotted in the morning just east of the Hot Springs in Surprise Valley, drawing the attention of local bird enthusiasts and nature lovers.

The stately bird, known for its slate-blue plumage and graceful movements, was seen stalking the shallows for fish or amphibians. The sighting occurred under the morning light, which highlighted the heron’s long neck and sharp, yellow eyes.

The great blue heron (Ardea herodias) is a familiar figure in wetlands, rivers, and

lakes across North America. These birds stand up to 4 feet tall, with a wingspan nearing 6 feet. Known for their deliberate movements and quick strikes, herons are agile flyers, often seen with their necks tucked in and legs trailing behind them.

Herons typically nest in colonies called “heronries,” usually located in tall trees near water sources. Their presence in Modoc County signals a healthy ecosystem with ample fish and amphibians. For many, the blue heron represents balance, patience, and resilience.

Surprise valley 4-H club, along with Surprise Valley Chamber of Commerce gathered at Surprise Valley Senior Center to light the town’s Christmas tree. Surprise Valley 4-H club wrapped the hot dogs that were donated by the Chamber. 4-H families brought plates of yummy cookies. Then the SV community enjoyed hot dogs, coco and cookies. About 6:00, Pastor Evah Dixson sang Oh Holy Night. Then at 6:15 we lit the tree,with about 50 people in attendance. After the tree was lit, the Surprise Valley 4-H members loaded onto a trailer and went Christmas caroling around Cedarville.

PLEASE TAKE NOTICE that immediately following a public hearing on the matter, a proposed resolution(s) will be considered by the Governing Board of Susanville Elementary School District at its regular meeting on December 18, 2024, at 5:30 p.m., which if adopted by the Board will implement development fees established by the District against residential construction and reconstruction at $5.17 per square foot and against new commercial or industrial construction at $0.84 a square foot. Education Code Section 17620 and Government Code Section 65995 authorize the proposed fees. Data pertaining to the cost of school facilities is available for inspection during regular business hours at the District’s administrative offices. The fee, if approved by the Governing Board, will become effective on February 19, 2025, which is 60 days after the proposed adoption of the resolution levying such fee by the Governing Board.
