FALL WEATHER COOPERATES FOR A GREAT MODOC WEEKEND

Alturas Balloonfest fills skies with color, community spirit

The skies above Alturas lit up this past weekend as the Alturas Chamber of Commerce hosted its annual Balloonfest, a three-day event that drew visitors from across Modoc County.

The festival opened Friday evening with a pilot meetand-greet at the Holiday Market on 12th Street, where community members had the chance to talk with balloon crews ahead of the launches.

On Saturday morning, crowds gathered at the Modoc Medical Center on Nagle Street for a pancake breakfast and sunrise balloon launch. Later that evening, a night glow at Veteran’s Park on Water Street illuminated the park with tethered balloons glowing against the twilight sky.

The festival wrapped up Sunday with a continental breakfast and unfortunately due to winds were not able to

do another balloon launch. Organizers said the event highlighted the importance of community spirit and small-town pride.

After the festival, the Alturas Chamber of Commerce shared a photo of a hot air balloon on social media with the caption, “Never get tired of watching this.”

Chuck Norris Ref lects on Lassen Peak Hike and Dixie Fire’s Impact

Actor and martial artist Chuck Norris recently shared his experience revisiting Lassen Peak, one of Northern California’s most iconic hiking destinations. The star, well known for his rugged on-screen presence, described the hike as both uplifting and bittersweet.

Norris noted the lingering scars from the 2021 Dixie Fire, one of California’s most destructive wildfires, which swept through vast stretches of forest and left behind lasting damage

to the region’s landscape. Despite the devastation, he emphasized that the park’s natural beauty continues to endure.

“While it was heartbreaking to see the damage left behind by the 2021 Dixie Fire, the park’s beauty still shines through,” Norris said. “Walking those trails brought back so many wonderful memories.”

Lassen Peak, standing at 10,457 feet, is the southernmost active volcano in the Cascade Range and

a popular destination for hikers. For Norris, the visit held personal meaning beyond the scenic views. His wife grew up in the area, and he credits her with introducing him to the wonders of the park.

“My wife grew up around these parts, and I’ll always be grateful she introduced me to such magnificent sights,” Norris reflected.

Concluding his remarks, Norris offered a simple but heartfelt message: “God bless.”

Looking Back

118 Years Ago – 1907

THE MODOC fair display at the Alturas pavilion was disappointing, not in quality, but in quantity. D. Oiler of Little Hot Springs had a fine fruit, apple, peach and prune display. Mr. Oier lives 75 miles from Alturas, and he put all the nearby ranches to shame. We say right here that if our citizens take so little interest in exhibiting their products, it is about time the Board of Supervisors cease making appropriations to pay premiums.

TUESDAY afternoon train of 27 broad gauge cars arrived in Alturas, pulled by two narrow gauge engines. Practically the whole town turned out to welcome the arrival of the first SP train to enter our community. . . Telephone service is now available between Alturas and heretofore unreached points: Adin, Bieber, Pitville, McArthur, Glenburn, Fall River Mills and even Redding. . . Wm. Brown has been on special

duty with the Forest Service during the deer season opener and reports that there were only half the number of hunters in the Modoc Forest that there were last year, and less than one-third of the bucks taken.

LOCAL ICE plants checked in 80 deer on the opening day of the season. Lady killers included Mrs. Ron Smith and Mrs. Orville Spath, who claimed 198 and 180- pound mule deer while hunting with their husbands. . . Chamber president Ron Flourno says a prime project for the chamber next year will be to reinstate Modoc with an exhibit at the State Fair.

Dog kills deer on West 3rd Street, Alturas resident says

DEATH NOTICE

A loose dog killed a deer on the morning of September 6th on West 3rd Street in Alturas as neighbors tried unsuccessfully to stop the attack, according to a local resident who witnessed and filmed the incident.

Mandy Silva, who lives in Alturas, said she was driving east on 3rd Street toward yard sales when she saw the dog chasing a doe and biting at its ankles. Once she had turned around she saw that he now had the deer by the neck.

“I turned down the road and yelled, thinking it would stop immediately — and it did not,” Silva said. “That dog had this doe in a death hold. He didn’t care about anything else. It broke the neck and shook it continuously.”

Silva then called the police station and the sheriff’s office, leaving messages. Officer Widby later responded, followed the dog and interviewed neighbors.

When Silva returned to the area later that day, the deer was dead. A tractor was present and used to remove the carcass.

Comments on the video online said the same dog, described to be a pit bull, is believed to have killed two deer in recent weeks. The dog was last seen walking up West 3rd Street covered in blood.

“That dog did not care,” Silva said. “It had its sights set on the doe and nothing else mattered.”

Silva added, ““I agree that our deer populations are high and something needs to be done about that,” she said.

Neighbors also yelled, but the dog did not let go. Silva said she honked her horn and considered bumping the dog with her car, but nothing deterred it.

“But I didn’t want that deer to suffer.”

“This isn’t just about one dog in town—it’s happening everywhere. Almost every street seems to have an aggressive dog, to the point where there’s only one street where I feel safe walking with my kids and my dog.”

The dog is believed to have been returned to its owner, though authorities have not released the owner’s name or where the dog resides.

New Revised Final Environmental Assessment

Alturas Police Department cannot disclose any additional information as this is an open investigation and anyone with questions is encouraged to go to the Alturas City website to view policies on animal control.

California Senate Passes Bill to Expand Rural Maternity Care

The California Senate on Thursday unanimously approved a bill aimed at expanding access to maternity care in rural communities that have lost labor-and-delivery services.

Senate Bill 669, coauthored by Sen. Megan Dahle, R-Bieber, would create a pilot program for up to five critical-access rural hospitals to offer maternity care under a new model developed by Plumas District Hospital in Quincy.

The so-called “Plumas model” would allow hospitals to provide labor-and-delivery services on a standby basis, with medical teams available within 30 minutes, rather than requiring 24/7 staffing. Supporters say the approach makes maternity care more sustainable for small hospitals that otherwise cannot maintain round-theclock delivery wards.

“Many rural communities have become maternity care deserts, forcing women

Their creative approach is setting a new standard for what is possible in rural California.”

The bill now heads to Gov. Gavin Newsom’s desk for consideration.

Texas Teddy Bear, Dwayne Williams, to Return for Alturas Revival Sept. 18–21

Evangelist singer and songwriter Dwayne Williams, known as the “Texas Teddy Bear,” will headline a fourday revival in Modoc County from Sept. 18 to Sept. 21. Williams, once nominated “New Male Vocalist of the Year” by the Academy of Independent Artists, received contract offers from four

major record labels before leaving the country music industry to pursue a higher calling. He devoted himself to studying God’s Word, and in doing so, opened his heart to using music as a ministry. Originally from Nashville and now based in Nacogdoches, Texas, Williams brings a warm baritone

voice and heartfelt delivery that has touched audiences nationwide. His gospel music ministry has included Modoc County in his itinerary for several years, and local churches are preparing to welcome him back.

The revival begins Thursday, Sept. 18, at

The Alturas Police Officers Association emphasized

how such a presence helps deter criminal activity, upholds order, and ensures accountability for public safety. Local residents benefit from this commitment, which contributes to a safer environment for everyone participating in community activities. The blend of community celebration and

EVERY 42 MINUTES, A LIFE ENDS. DRIVE SOBER, DRIVE SAFE.

In 2023, 12,429 people were killed in alcohol-impaired driving crashes nearly one in every three tra c fatalities. That adds up to 34 lives lost each day one person every 42 minutes with an annual cost of nearly $69 billion.

Children are not immune: one in four child fatalities involve an alcohol-impaired driver, and in over half those cases, the child was a passenger. This weekend at the Modoc District Fair, let’s make responsible choices. Designate a sober driver or grab a ride. It’s not just a ride it’s your life, your family, your community. Our county’s roads. Our families. Drive sober this weekend.

Modoc Braves Football Shuts Out Lakeview 26-0, Ends Losing Streak!

What an incredible night for Modoc Braves football!

The home crowd roared as the Braves delivered a fantastic 26-0 shutout victory against the Lakeview Honkers on Friday. This wasn’t just any win; it was a powerful statement, breaking a challenging 0-5 losing streak against the Honkers in their previous five matchups. The Braves truly returned the favor after being shut out 33-0 by Lakeview last time, showing amazing growth and determination!

The Braves played with incredible energy and focus from start to finish. Key scores lit up the scoreboard, coming from standout players Nash Benson, Collin Jeffers, Thomas Dolan, and Sutton Cockrell. But it was the defense that really set the tone, playing with relentless pressure and making big plays at crucial moments.

Modoc’s defense was an absolute brick wall, completely shutting down the Honkers’ offense. Thomas Dolan and Sutton Cockrell were defensive stars, each snagging an interception that swung momentum in Modoc’s favor. Cockrell’s interception was especially thrilling, as he turned the defensive stop into an offensive masterpiece, running the ball all the way back for a touchdown!

This outstanding performance not only earned the Braves a vital win but also extended their impressive home winning streak to four games, stretching back to last season. This victory brings Modoc’s season record to a promising 1-2. With spirits high, the Braves will now prepare for their next challenge on the road, heading out to face Portola this Friday at 7:30 p.m.

Modoc Braves Show Grit Against Lakeview Honkers, Set Sights on Weed Matchup

The Modoc Braves Varsity Volleyball team displayed incredible heart and determination on Monday, September 14, 2025, in a hard-fought battle against the visiting Lakeview Honkers. Despite a valiant effort, the Braves ultimately fell 3-1 to the Honkers, with set scores of 25-21, 25-21, 2325, 25-15.

The Braves came out ready to play, challenging the Honkers in tight sets right from the start. Lakeview managed to take the first two sets, but Modoc’s spirit never wavered. In a thrilling third set, the Braves rallied together, fueled by powerful plays and strong defense, to secure a 25-23 victory, bringing the home crowd to its feet. This momentum showed the team’s resilience

and competitive fire. Lakeview, however, managed to regroup and close out the match in the fourth set.

Several Braves athletes stood out with impressive performances. Katie Erquiaga led Modoc’s offense, slamming down six powerful kills that electrified the court. Setter Allie Weber showed her precision and skill, dishing out eight assists to her teammates, creating numerous scoring opportunities. On the defensive end, Vivian Huang was a rock at the net, leading the team with six crucial blocks, shutting down Lakeview’s attacks.

This match moves Modoc’s season record to 5-7-1, reflecting their ongoing development and competitive spirit. The Lakeview Honkers

now stand at 1-1 after their victory.

The Braves are eager to bounce back and invite the entire community to pack the stands for their next home

game! Modoc will host the Weed Cougars this coming Wednesday, September 16, at 6:00 p.m. The Cougars roll into Alturas looking for their fifth straight win, but

the Braves are sure to put up a tremendous fight with the support of their dedicated fans. Let’s show up and cheer on our Modoc Braves!

Opinion: Our Seniors Deserve Better Than Financial Struggle

In Modoc County, we pride ourselves on taking care of our own. We look out for neighbors, celebrate community milestones, and rally together when someone is in need. Yet, too often, one group is quietly bearing the heaviest burdens—our senior Citizens.

For many older adults in our community, the “golden years” are anything but golden. Rising costs of food, utilities, gas, and medical care are hitting fixed incomes hard. Social Security, the primary source of income for many seniors, was never designed to cover today’s cost of living. Too many elders are forced to make impossible choices each month: Do they pay for prescription medication or keep the heat on? Do they cut back on groceries so they can cover rent?

Here in Alturas, the reality is especially stark. Rural seniors often face higher transportation costs,

limited access to healthcare, and fewer options for affordable housing. Even small price increases at the grocery store or gas pump can throw a fixed budget off balance. The T.E.A.C.H., Inc. Senior Meal Delivery program provides critical nutrition for many of our elders, but demand keeps growing as more seniors find themselves struggling to put food on the table.

The financial challenges faced by seniors are not just statistics—they are lived experiences of our neighbors, friends, and family members. The man who built fences and baled hay for decades shouldn’t have to skip meals in his seventies. The woman who worked the front desk at the clinic for 30 years shouldn’t lie awake at night wondering if she can afford her medication. These are people who gave their lives to this community. They deserve to age with dignity, not anxiety.

So what can we do? First,

we can support the local programs already working to fill the gaps—whether that’s senior services, or the food bank. Every donation, every volunteer hour, makes a difference. Second, we can advocate—at city council meetings, with our county supervisors, and to state representatives—for policies that protect and support seniors in rural communities like ours. And finally, we can return to what Alturas does best: caring for each other. A ride to the doctor, a bag of groceries left at the door, or simply checking in on a neighbor can lighten someone’s burden more than we realize.

Our seniors should not be forced into poverty after a lifetime of work. They built the foundation of the community we enjoy today. It is our turn to ensure they are not forgotten. In Alturas, no one should have to grow old alone—or in financial despair.

Lassen Modoc Unites to Honor 9/11 Heroes with Stair Climb and Community Remembrance

The Lassen Modoc community, led by the CAL FIRE Lassen Modoc Unit (CALFIRELMU), demonstrated profound remembrance and respect on September 11, 2025, honoring the lives lost and heroism displayed during the tragic events of September 11, 2001. Local first responders and residents participated in multiple poignant tributes, underscoring the enduring spirit of service and community in rural Northern California.

CALFIRELMU marked the solemn day with an Honorary Stair Climb, an internal commemorative event undertaken in solidarity with the firefighters who bravely ascended 110 stories in the World Trade Center on 9/11/2001. The unit’s Facebook page expressed their deep honor for the “courage, dedication,

and sacrifice of all first responders,” reinforcing the powerful message, “Never Forget.” This act highlighted the unwavering dedication within our local CAL FIRE unit and the daily risks first responders face.

Earlier that morning, the Susanville community gathered for a heartfelt ceremony.

CALFIRELMU joined forces with the Susanville City Fire Department, local law enforcement, and residents around a flagpole, a symbol of national unity.

CALFIRELMU shared on Facebook their humility “to stand together around the flagpole in remembrance of our brothers, sisters, and all who were taken from us on that tragic day.”

Beyond specific events, CALFIRELMU delivered a powerful message across its official Facebook page, titled

“ We Remember 9/11.” The post honored “the nearly 3,000 lives lost on September 11, 2001,” and paid tribute “to the brave first responders who ran toward danger to save others.” The unit expressed solidarity with “fellow firefighters, law enforcement officers, emergency responders, and all those impacted by that tragic day,” vowing, “We will never forget their sacrifice, courage, and resilience.”

These acts of remembrance, from the physically demanding stair climb to the quiet community gathering, collectively reinforce the importance of memory, courage, and mutual support within the Lassen Modoc area. They serve as a powerful reminder of the sacrifices made by emergency personnel both historically and in the present day.

Knight scores twice as Braves top Cougars in PKs

Modoc High School’s boys soccer team picked up a 2-1 road win at Trinity on Sept. 13 in Shasta Cascade League action. Cache Knight and Axel Salazar each scored for the Braves, while Easton Knight turned in a strong performance in goal. Defenders Sam McCandless and Mason Prewitt also had standout games.

On Sept. 16, Modoc hosted the Weed Cougars in another league matchup that ended in a 2-2 tie in regulation.

Cache Knight netted both goals for the Braves. The game went to a penalty-kick shootout, where Mackenzie Diven, Liberty Allhiser and Cache Knight converted for Modoc. Goalkeeper Austin Travers saved four shots in the shootout, setting up McCandless to score the decisive kick for the win. The Braves are back in action this week, hosting Butte Valley on Sept. 18 and Etna on Sept. 20 in Alturas.

Alturas Elementary School recently became the site of an exciting community event, as students were treated to a captivating hot air balloon demonstration. The special day, held on September 12, brought a unique and memorable learning experience to the young attendees, sparking joy and curiosity among the local children.

Officer Widby from the Alturas Police Department was present at the demonstration, engaging with students and participating in the fun. A community social media post captured the scene, noting, “Officer Widby was out at Alturas Elementary School for the hot air balloon demonstration today. The children were all very excited!!” The visual context from images showed an impressive hot air balloon on display, surrounded by enthusiastic children and the officer, confirming the vibrant community gathering at the school. This hands-on experience allowed students to witness the science and wonder of flight up close.

Events like these play a vital role in enriching the educational experience for Alturas Elementary students and the broader community. By participating, community members can continue to foster a vibrant and supportive ecosystem for local youth.

Ditch Camp Prescribed Burn

CAL FIRE’s Lassen-Modoc Unit will conduct a 400-acre prescribed burn Sept. 17–20 about five miles south of Bieber, off County Road A-2 in the Big Valley area of northern Lassen County.

The Ditch Camp Prescribed Burn Project is part of a multi-year effort to treat different portions of the area based on management needs, according to CAL FIRE.

Officials said the burn will only move forward if weather and other conditions are favorable for a low-intensity burn.

Smoke will be visible near Ditch Camp Reservoir and along County Road A-2 during the operation. Authorities urged residents not to call 911 to report the smoke.

The project aims to improve wildlife habitat, reduce noxious weeds and manage vegetation to lessen the risk of wildfires that could threaten nearby residents and ranches.

For more information on wildfire preparedness, visit www.ReadyForWildfire.org.

Paving Work Causes 15-Minute Delays on Highway 139

Drivers on Highway 139 in northern Modoc County should expect 15-minute delays this week due to ongoing pavement work on a six-mile stretch of the important rural roadway.

The construction impacts a vital corridor for local agriculture and residents traveling between the Tulelake area and communities farther south. These necessary road improvements are part of routine maintenance to ensure the highway remains safe and reliable for all motorists who depend on it for daily commerce and travel.

According to a travel alert issued Wednesday, Sept. 17, the work zone extends from postmile 10.5 to postmile 16.5. This section begins approximately 1.4 miles north of Rice Canyon

Road and continues north to a point 2.9 miles north of Horse Lake Road. Oneway traffic control is in effect, with workers guiding vehicles through a single open lane. Both the travel lanes and road shoulders are affected by the construction. Highway 139 serves as a critical link in the region’s transportation network. It connects the agricultural hub around Tulelake with Klamath Falls, Oregon, to the north and provides access to other parts of Modoc County, including Alturas. The highway supports the transport of farm goods and provides a key route for residents and tourists visiting nearby attractions like the Lava Beds National Monument. Pavement projects like this one are essential for extending the life of the

roadway, especially in areas with harsh weather conditions. The work often involves resurfacing the road to repair damage and create a smoother, safer driving surface. This proactive maintenance helps prevent more significant and costly

repairs in the future.

Motorists planning to travel this segment of Highway 139 should allow for extra travel time to account for the potential delays. Drivers are also advised to reduce their speed in the work zone and remain aware of construction personnel and heavy equipment. Once completed, the pavement project will provide a much-improved road surface for all drivers on this portion of Highway 139.

Local Search & Rescue Team Teams Up with Washoe Air Squadron for Critical Training

Modoc County Organization for Rescue and Public Service emergency response capabilities recently received a significant boost as the Sheriff’s Posse Search & Rescue team conducted joint training exercises with the Washoe County Air Squadron. This vital partnership brought specialized air support to Modoc County, enhancing local readiness for search and rescue operations.

The training, which took place over a weekend, saw the Washoe County team travel to Modoc County specifically to work with the local Sheriff’s Posse SAR. A notable aspect of this collaborative effort was the involvement of two students from the MCORPS program. These students gained a unique opportunity to fly with the Washoe County Air Squadron, experiencing firsthand the coordination and skills required in aerial search and rescue. The Modoc County Sheriff’s Office shared the news on September 14, 2025, highlighting the importance of such inter-agency cooperation.

This joint training significantly strengthens Modoc County’s ability to respond to emergencies, particularly in challenging terrains where air support is crucial. By training alongside the Washoe County Air Squadron, the Modoc County Sheriff’s Posse SAR team hones its skills and integrates advanced aerial strategies into its operations. For the MCORPS students, this experience offers invaluable practical knowledge and exposure to critical community service roles, potentially inspiring future contributions to local safety and emergency services. Ultimately, these efforts mean better, faster, and more effective responses for Modoc County residents in times of need.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Modoc County Air Pollution Control District (District) Board will hold a public hearing to consider the amendment to Rule 2.13 section Vl B.12 –Regulation V Permit to Operate. This rule implements Title V of the federal Clean Air Act and allows for the establishments

On July 21, 2023, the EPA published a final rule (Removal of the Title V Emergency Affirmative Defense Provisions from State Operating Permit Programs and Federal Operating Permit Program) effective on August 21, 2023, to remove the emergency affirmative defense provisions from the EPA’s Title V operating permit program regulations (40 CFR 70 and 40 CFR 71). These provisions were removed because they are inconsistent with the EPA’s current interpretation of the enforcement structure of the Clean Air Act (CAA), considering the recent court decisions from the U.S. Court of Appeals for the D.C. Circuit. As a result of the EPA’s action, it is now required for applicable state, local and tribal permitting authorities to submit program revisions to the EPA to remove similar
