Letter to the Editor Dear Editor, My wife and I live in a remote rural part of SW Modoc County where we do not have a mayor nor do we need a mayor. I take that back, I think one of the many deer that hang out at our place might be the local mayor.. All joking aside, when we look at some of the mayors of big cities (Chicago, New York, San Francisco, L.A., Portland, Seattle, and so on), and we see all the corruption and runaway crime in those cities, mostly enabled by the mayors of those cities, one has to ask what the only fundamental obligations any mayor owes his or her residents. There are only three fundamental obligations every mayor owes his or her residents, and those three are as follows: Supporting law enforcement, being financially ethical and frugal, and promoting a healthy business environment. The mayors of all the cities I mentioned above have failed in all three categories. But that is not just a disease of big cities, it’s also common in small towns. In Pacific Grove (Monterey Peninsula) where I grew up every mayor for decades was corrupt. The politics of Pacific Grove operated on nepotism, cronyism, and a combination of grift and graft. It was blatant, everyone knew it, but the good old boys of PG were so arrogant they didn’t care who knew they were sleazes. Since we do not live in Alturas we don’t know if Alturas has a mayor, nor do we really care, but hopefully for the sake of the Alturians their mayor is above board. Jeff Middlebrook

She said the facility gives the tribe greater emergency response capacity, provides another critical staging area for the region and creates opportunities for tribal members to pursue careers in fire service, emergency response and emergency management. Representing 14 tribes across District 1, Hadwick serves on the Select

Committee on Native American Affairs and the Native American Caucus. She has co-authored eight tribal priority bills currently awaiting action by the governor. “These aren’t simply communities I represent — they are people I love,” Hadwick said, noting her family includes members of the Pechanga, Wiyot, and Pit River tribes. During the ceremony, Chairman Bamford presented Hadwick with a blanket. Hadwick

commended Russell Eleck for managing the project from inception to completion. “Northern California knows how to work together,” Hadwick said. “Our tribes, counties, first responders, local governments, businesses and neighbors show up for each other — and this project is a perfect example of what those partnerships can accomplish.” The event concluded with a dinner featuring tribal leaders and community members.

Obituary

Edlie Dean Reep October 12, 1947 – August 29, 2026 Edlie Dean Reep, (Deano) 78, passed away on August 29, 2026, at his home in Alturas, California. Edlie was born on October 12, 1947, in Brevard, North Carolina, to Eddie Daniel Reep and Hester Julia Reep. As a young man, Edlie answered the call to serve his country when he was drafted at just 17 years of age out of his senior year in high school. Now in United States Army, He served two

September 10, 2026 tours totaling 7 campaigns in Vietnam and attained the rank of Specialist Four. His service included assignment to the 116th Assault Helicopter Company, known as the “Hornets,” an Army aviation unit that flew UH-1 Huey helicopters in support of combat operations in Vietnam. Edlie’s military record reflects a remarkable period of service. Among his decorations were two Air Medals, two Army Commendation Medals, the National Defense Service Medal, Vietnam Service Medal with campaign stars, and Republic of Vietnam Campaign Medal. His medals and surviving military records tell the story of a young man who served his country during one of the most difficult periods in American history. While there are parts of Edlie’s aviation service that his family continues to research, his two Air Medals stand as a lasting recognition of his participation in aerial operations during the Vietnam War. After returning home, Edlie built a life through hard work and ingenuity. He worked as a painting contractor and was always

something of a wheeler and dealer. Edlie loved a good deal, and anyone who knew him knew he had an eye for finding one. They also knew that when conducting business he was always coming out with the better deal. But there was much more to Edlie than work. He enjoyed camping, sailboarding, boating, and playing his guitars. He loved being outdoors, being on the water, making music, and spending time with the people who mattered to him. Edlie shared a beautiful life of 43 years with his wife, Karon Denice Reep, who preceded him in death four years ago. Her absence was deeply felt in the years that followed. He leaves behind his children, Edlie Dean Reep Jr., Michelle Ann Reep, Robert Daniel Reep, James Dean Reep, Dustin Travis Reep, and Frances Deanne Hannah, as well as several grandchildren and greatgrandchildren who will carry his memory forward. He was also preceded in death by his parents, Eddie Daniel Reep and Hester Julia Reep, His brothers, Larry, Robert, Donnie, Gary, Paul, and sister Janice. He is survived by 1

brother Stacey and 2 sisters Faith and Millie. Edlie lived a life that took him from the mountains of North Carolina to the battlefields and skies of Vietnam and ultimately to Northern California. He was a soldier, husband, father, grandfather and great-grandfather, Son, brother, Uncle, Great uncle; a contractor, dealmaker, outdoorsman and musician. His life leaves behind stories that will continue to be told by the generations who knew and loved him. In his later years he settled in Alturas, Ca where he continued to wheel and deal as a past time. He was able to relax and be a grandpa where he built a play house and bird houses with his grandchildren. His grandkids were able to sit and hear him play his guitar, hear stories from the past and Vietnam. He taught them skills about building, using tools and how to find answers and work through problems. He was so much more than what can be written on paper. He was kind and would do anything to help you if you showed initiative. He was present in your life if you made the effort and was always willing to

listen. He also, didn’t have a problem saying no unless you were Karon. She was the only person who got whatever she wanted and you knew she was always the love of his life! He lived and breathed for her. A viewing will be held from 8:30 a.m. to 10:00 a.m. at Allen & Dahl Mortuary, 2030 Howard Street, Anderson, California. A military service with honors will follow at 11:00 a.m. at the Northern California Veterans Cemetery, 11800 Gas Point Road, Igo, California 96047, where Edlie will be honored for his service to his country. Family and friends who ride motorcycles are warmly invited to join the procession from Allen & Dahl Mortuary to the Northern California Veterans Cemetery and accompany Edlie on his final ride. Welcome home, soldier. Your mission is complete. God Speed and Rest easy. Death Notice Mildred Turner passed peacefully in August at the new convalescent home in Alturas at 97 years of age. Drought Limits Modoc National Wildlife Refuge Waterfowl Habitat

Waterfowl hunters preparing for the upcoming season at the Modoc National Wildlife Refuge should expect limited habitat conditions due to an ongoing drought, officials announced. Low precipitation over the past year has left minimal flow in the river. Compounding the shortage, the refuge’s primary agricultural well — normally relied upon during dry periods — has failed and will remain out of service for the foreseeable future. Water for flood-up and fall stock is currently restricted to Dorris Reservoir and a small

supplemental well. Refuge staff are working to distribute water to both sanctuary and hunt units, though several areas will remain dry until river flows recover later this winter. Most units currently receiving water remain shallow and below objective levels. Sanctuary areas receiving water include Upper Wigeon, Lower Duck, Goose, Upper Teal, Teal Ponds, Dorris Reservoir and Deer Pond. Active hunt areas receiving water include Gadwall, J-Pond, Matney Marsh, Matney 8, Pit Bypass, North 395, Middle

395 and South 395. Meanwhile, several units that held water over the summer have been reduced to mud flats, including Pit Marsh, South Grain Field, North Grain Field and the Pit River Flood Plain. The Senior Citizens Valley 50 Club (SCV50C) Lunch The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. Vandalism Reported at Lassen Buy, Sell County District Attorney’s Office; or Rent Security Footage Under Review Property Heavy rocks were thrown through both interior and exterior glass windows at the Lassen County District Attorney’s Office over Labor Day weekend. Security camera footage revealed the vandalism occurred around 12:30 a.m. Tuesday, shortly after the

holiday weekend concluded. Authorities are reviewing the footage and seeking assistance from the public. Anyone with information regarding the incident is asked to contact the district attorney’s office at 530-2518283.

Sierra Nevada Journeys Hazardous Fuels Reduction Project allow. The work being completed now is preparing the project area for the introduction of beneficial fire. These treatments will reduce hazardous fuel loading and help break up the continuity of flammable vegetation across the landscape. This can reduce future wildfire intensity, provide firefighters with better opportunities to safely respond to wildfire, improve protection for

nearby communities and infrastructure, and support a healthier and more resilient forest. The project has been developed through collaboration and coordination with state, local, and federal partners. Working together on projects like this is an important part of reducing wildfire risk across jurisdictional boundaries and improving the overall resilience of our

communities and forests. Community members may see CAL FIRE personnel and firefighting equipment in the area while working on the Sierra Nevada Journeys fuel reduction project. CAL FIRE Lassen-Modoc Unit is currently working on a hazardous fuels reduction project on the Sierra Nevada Journeys (SNJ) Camp property, located east of the town of Portola in Plumas County. The goals of this project are to reduce wildfire risk to the Sierra Nevada Journeys Camp and surrounding communities, while improving the overall health and resilience of the landscape. This is a multi-phase project that includes mechanical and manual fuel reduction operations in preparation for future use of prescribed beneficial fire when conditions are appropriate to achieve project goals. Approximately 18 acres of fuels reduction work consisting of both mechanical and manual treatments have

been completed. Additional work will continue as weather, staffing, and environmental conditions

New California Service Offers Budget-Friendly College Recruiting Support for High School Athletes A Northern California promotional service is aiming to make the college athletic recruiting process more accessible by offering high school student-athletes a lower-cost alternative to expensive recruitment agencies. Recruiting Change, based in Northern California, works to connect student-athletes with college programs through a network of high school coaches, athletic directors, and club leaders. The service seeks to help athletes secure roster spots and potential scholarship offers without the steep price tag associated with national agencies, which often charge thousands of dollars. Instead, Recruiting Change offers entry-level promotional packages starting at $135. “They can think of us as their personal public relations company, promoting them to colleges and universities and putting the athletes’ best image forward,” said Ed Booth, co-founder and director of Recruiting Change. Toxic Algal Mat Alert Issued for Modoc National Forest’s Warner Mountain District

U.S. Forest Service officials and the California State Water Resources Control Board have issued an algal mat alert for parts of the Warner Mountain Ranger District on the Modoc National Forest. Visitors are urged to exercise caution near streams containing potential toxic algal mats.

Impacted recreation sites include East Creek, approximately one mile south of South Warner Road; Owl Creek, about 0.2 miles above County Road 1; and Twelve Mile Creek, located roughly one mile east of Mount Bidwell. Algal mats can attach to streambeds, float in the water, or wash

ashore. Health officials warn that some algal mats produce toxins posing significant risks to humans and animals. Contact with or ingestion of affected water can cause illness in people and is particularly dangerous for dogs, which may drink or eat algae in contaminated waterbodies. Visitors to the Warner Mountain Ranger District should heed all posted warning signs and avoid touching, swallowing, or swimming near visible algae, mats, or scum. Children and pets should be kept away from affected areas, and creek water should not be used for drinking or cooking. Those in contact with stream water should rinse off with fresh water as soon as possible, and anglers are advised to discard fish waste and clean fillets with bottled or tap water before cooking. Anyone or any pet experiencing symptoms of illness after contact with algae or discolored water should seek immediate medical or veterinary care.

Three Inducted into Buckaroo Hall of Fame After a two-year hiatus, Modoc County returns to the spotlight in Nevada. At noon on Saturday, September 5th, the Winnemucca Convention Center will host the Buckaroo Hall of Fame induction ceremony, honoring three standard-bearers of Western heritage: Billy Flournoy of Likely, along with Bill Heryford and Gary Gooch of Cedarville. Their decades of grit, horsemanship, and dedication embody the true spirit of the high desert.

William “Bill” S. Heryford Bill Heryford was born on December 28, 1931, in Surprise Valley, California, into a ranching legacy built by his grandfather J.D. and uncle W.P. Heryford. Raised under the open AK brand, Bill developed exceptional horsemanship, earning a reputation for taking the rough edges off the toughest horses. A Navy veteran of the Korean War, Bill devoted over nine decades to the cattle business. His favorite season was cow camp, where he was known for his legendary humor, good-natured teasing, and knack for bestowing lifelong nicknames. He shared nearly seventy years of marriage with his wife, Barbara, building a life rooted in family, faith, and hospitality. Bill spent 93 years as a respected cow boss, mentor, and steward of the West, leaving a lasting legacy in the people he taught and inspired.

Gary Gooch Born June 10, 1936, in Cedarville, California, Gary Gooch was a descendant of early Surprise Valley pioneers. By age 14, he was already hired out as a buckaroo. After serving in the Army in Korea, Gary returned to become the buckaroo boss for the Bare Ranch and later the MC Ranch in Adel, Oregon. In 1963, Gary married

Linda Stewart, and together with their three children, spent years working cattle across Nevada, Oregon, and California. Known for his ability to out-rope cowboys half his age, Gary was branding cattle just a month before he passed away on December 18, 2013. His saddle is permanently displayed in the MC Chuck Wagon Museum in Lakeview, Oregon.

William Arthur “Billy” Flournoy Born September 9, 1941, Billy Flournoy is a fourthgeneration rancher from Likely, California. Taking over management of the family ranch at age 19, he mastered leadership by treating his crew with quiet diplomacy. For over 60 years, Billy managed 22,000 deeded acres alongside 200,000 acres of public land allotments, buckarooing six days a week in his signature black felt hat.

Known for making top bridle horses—most notably his favorite bay, Bing— Billy mentored generations of young cowboys with patience and humor. Beyond stockmanship, Billy is a celebrated wordsmith and cowboy poet, frequently reciting works by Bruce Kiskaddon and Sunny Hancock at events across the West. His life exemplifies quiet horsemanship, mentorship, and devotion to the buckaroo tradition.

The Modoc Joint Unified School District is seeking a qualified community member to fill an upcoming vacancy on its Board of Trustees starting in November 2026. The position opened after no candidates filed nomination papers to run for the seat during the official filing period. Consequently, the district will identify and

appoint a qualified individual in accordance with California law and board policy. To be eligible for appointment, applicants must meet all legal qualifications for service on a California school district governing board, including state residency and voter registration requirements, and must not be disqualified from holding public office under state law. The Board of Trustees provides leadership and governance for the district.
