Dear Editor, In April of 1962, 6 months before my 13th birthday, President Kennedy (aka JFK) took on the major steel producers here in America when without justification or warning raised their prices by $6 per ton of steel. That may not sound like a lot but if a ton of steel was formed into a perfect cube it would be quite small in its dimensions, not even 24 inches to a side. Given the millions of tons of steel produced annually in 1962 a $6/ton unreasonable increase was a lot of money by 1962 standards. That unwarranted raise would have spread across all consumer prices like a tsunami. Now I am a self-defined non-aligned, free-thinking, independent true Jeffersonian Libertarian which includes by extension that I am a free-market capitalist. However, there’s what I refer to as “moral capitalism” versus “predatory capitalism”, and what JFK did was to thwart the steel producers’ “predatory capitalism”. How did he achieve that? Did he nationalize steel production in America? No, because JFK was a conservative Democrat, a rational Democrat (an oxymoron here in 2026), he was not a Communist. Allende learned the hardway down in Chile in the 1970s when he tried to nationalize their industries. No, what JFK did was to threaten the steel companies that the Feds would stop doing business with the steel companies involved in the price hike and give business to the two companies that did not raise their prices, and he threatened an investigation of the culprit steel producers. In less than 72 hours those guilty steel companies dropped their prices back by what they had raised them from. Trump could essentially do the same regarding the oil companies that are ripping off wethe-people. Trump could use the powerful leverage of the Oval Office to threaten the major oil producers that the Government will not buy any fuels from them, instead looking to smaller oil producers to buy from as long as they drop their prices significantly. In addition he could threaten a DOJ investigation of oil companies and individual end-of-chain fuel suppliers. We know that gas stations have added excessive profits to their supplies. From the top down it’s one big scam. Every President since JFK, whether Democrat or Republican, has been afraid of the oil companies, and it seems Trump is no exception, and I say this as one who voted for Trump. Obituary

Abraham Thomas Mann Abraham Thomas Mann was born November 9, 1972 in Lakeview, Oregon to Larry and Linda Mann of Canby, California. He lived in Canby for most of his life and was loved by many. He worked as the onsite principal of the ISOT School, and for Myrtle Tree Development as an irrigation foreman on the ranch. In his various roles serving his community, he was well loved and known

for being patient, easy to talk to, and kind. He loved fishing and camping, especially his favorite spot at Blue Lake in the Southern Warner Mountains of Modoc County. Abraham was an active member in the ISOT Community for many years. He was a man of faith, always speaking of the love and mercy of his Lord Jesus. His family and friends were precious to him and the loss of him is felt by many. He always had a kind word of encouragement and, despite his ongoing health issues, remained strong in his personal relationship with the Lord. After a courageous battle with cancer, he died August 28th, 2026. He is survived by his parents, Larry and Linda Mann of Canby, California; his children: Ephraim Mann of Coeur d’Alene, Idaho, Rochelle Mann of Vermillion, South Dakota, and Naomi Mann of Canby, California; Olivia Mann (ex-wife) of Canby, California; his brothers: Shannon Mann of Canby, California, and Jacob Mann of Seaside, California and their families. Abe had many nephews and nieces and cousins who he dearly loved.

High Plateau Humane Society Seeks Volunteers to Keep Thrift Store Open The High Plateau Humane Society is recruiting a new team of volunteers to keep the Second Chance Thrift Store open following the upcoming retirement of store manager Kim Marchant on April 30, 2027. Under a new operational plan inspired by former store practices, the organization aims to divide responsibilities among multiple volunteers working short shifts rather than relying on a single manager. Longtime volunteer Kathy Brown is leading the effort to train community members to work in pairs for two- to fourhour shifts each week. “Working in pairs and taking one or two shifts a week, the store was previously able to stay open Monday through Saturday from 9 a.m. to 5 p.m.,” Brown said. While the thrift store and cat program transition, the humane society is shifting toward a primary focus on dog rescue services. Jennifer

Andersen will continue to manage the dog rescue program and foster dogs from her home. The organization is also seeking rescue partners and exploring options to maintain its low-cost spay and neuter services. Organizers warned that community support remains crucial. Without additional volunteers and funding, remaining programs face potential closure.

Lassen County educators explore global perspectives through children’s literature

The Lassen County Office of Education hosted a day of learning Saturday with local educators during the Global Book Bags Training, presented by the California Global Education Project. Teachers explored how children’s literature can introduce new cultures, perspectives and experiences while developing literacy skills, curiosity and empathy. Educators participated in hands-on learning and received a collection of books, lesson plans and classroom resources. The program was brought to the county through a partnership with the North

State Reading Consortium, a regional collaboration of county offices of education working to expand access to literacy professional learning. Organizers expressed appreciation to Emily Schell of the California Global Education Project

for facilitating the session, as well as the participating educators.They also noted that a single book has the potential to open up a world of possibilities for young learners, fostering both global awareness and a lifelong passion for reading.

City of Alturas Releases Overview of Municipal Finance and Budget Sources The City of Alturas issued a statement on Oct 21 providing details on municipal accounting, local funding streams, and government finance ahead of upcoming city council discussions. According to city officials, Alturas municipal services are funded through a combination of discretionary and non-discretionary tax revenues and fees. Operations such as police, fire, planning and building, animal control, and general administration rely primarily on the city’s general fund. Revenue for the fund comes mainly from property, sales, and transient occupancy taxes, supplemented by franchise fees from local utility providers. Discretionary general fund money also supports the community pool and municipal parks. In contrast, public works operations—such as sewer infrastructure maintenance and water meters—and airport operations are categorized as enterprise funds. Enterprise funds are financed by residents

through utility bills and are legally restricted to specific operational uses rather than general municipal operations. Municipal revenues and expenditures undergo annual external audits to evaluate compliance with fiscal risk management standards set by the Governmental Accounting Standards Board. State and federal grants are also subject to specific oversight, including state “desktop review” audits. Federal funding exceeding established thresholds triggers a separate single audit requirement. Certain revenue sources remain restricted by law to designated uses. Burn Ban Remains in Effect for Lassen and Modoc Counties Despite Recent Rain The CAL FIRE LassenModoc Unit issued a public reminder to residents across the region that an open burning suspension remains in effect despite recent rainfall. Fire officials noted that recent precipitation has not provided sufficient moisture to safely lift state-level burn restrictions, meaning open burning remains strictly prohibited until further notice. Under the burn ban, all outdoor burning activities are prohibited, including

yard burning, the use of burn barrels and pile burning. Dry conditions persist throughout Lassen and Modoc counties, keeping the risk of wildfire high. Officials stressed that full public compliance is critical to protect local communities, homes and forests from devastating fires. Gatherings Thursday October 29th The Friday Night Live (FNL) West chapter at Modoc Middle School Thursday, October 29th at 6:00 pm The Friday Night Live (FNL) West chapter at Modoc Middle School received a youthled cannabis use prevention mini-grant to foster awareness around the harms of underage cannabis use. To shift social norms, Chapter leaders will conduct an information and pledge table at Modoc Middle School during Red Ribbon Week. To educate their community, they will host a youth-led Town Hall Meeting on October 29 th to educate community members on risks of underage cannabis use. The meeting will offer feedback for FNL youth to plan their campaign in the year ahead, and those attending may remain for a free movie and pizza. The Sound Alturas Didn’t Know It Missed For days, weeks, and months the noon hour arrived in Alturas without its usual announcement. People noticed. Something felt off before they could name it—a small, familiar gap in the middle of the day that used to be filled. The old brass horn dates back to the 1930s. It had already done its work somewhere else before it ever reached this town, and no one can say exactly how long it has stood here. Once it went up on the roof of the Fire Department’s dinner hall, it became part of what Alturas is. One clear blast at noon told the community and residents it was time for lunch. Five blasts meant the department was rolling and emergency personnel were needed. The sound reached the people in town and carried out across the open ground to the ranchers in the fields. Kids grew up knowing the difference without being taught. People downtown checked the time without looking at a watch. It was never only an emergency signal. It marked ordinary days, late nights when the sudden blast shook people awake, jokes about who jumped, and the quiet understanding that the town was still looking out for itself. Radios and pagers came later, but the horn stayed one of the surest ways the community, the residents, and the Fire Department knew something was happening. Generations built memories around it. Conversations started because of it. It is part of the history that makes this place feel like home.

spent years jumping when the sudden blast shook the ground—loud enough to rattle windows and catch anyone who wasn’t ready— started asking when it would return. The questions showed up at the fire station, at city council meetings, and in ordinary talk on the street. The Alturas Fire Department was ready to have the system running again, yet even they were surprised by how much the town missed it. They had sometimes wondered, especially on middle-of-thenight calls, whether the loud blast left more people annoyed than grateful. Once the sound was gone, that particular silence turned out to be something Alturas did not want. A generational icon had gone quiet, and the community felt the absence.

Surprise Valley Electric went out to the mill and pulled a seventy-five-foot power pole that had been set aside for another fire-department project that never happened. They hauled it into town and set it solidly in the ground behind the fire barn. Together with Big Dog Electric they lifted the horns onto that pole, higher than they had ever sat on the dinner-hall roof so the sound could carry farther. Big Dog Electric finished the electrical work that brought the system back to life. Both companies ran the airlines and checked every connection until the job was right. They gave their time, their equipment, and their skill because they understood the horn was not just old equipment. It was a sound the community had been missing—a piece of what makes Alturas Alturas. The system itself was also updated with new technology. A PLC now serves as the main brain for the horn, programmed to sound it at the right times and in the right way, and to set off the stoplight on Main Street. The programming turned out to be more in-depth than the Fire Marshal expected, which stretched the timeline a little longer than planned. But the work got done, and the system is running flawlessly. The fire department horn has sounded again, and the community’s reaction has been great. It is back in full operation. The single blast marks noon the way it always has. The five blasts still call the department and let emergency personnel know they are needed. It still makes people jump. They’re just glad it’s back to do it. Across town the familiar voice returned—sudden, strong, and welcome—reaching the residents in town and carrying out to the fields once more. The sound that generations grew up with, the one tied to conversations, late nights, jokes, and good times, is no longer missing. Lady Yetis Complete Tournament Debut, Earn First Win in 14U Division

The Lady Yetis completed their debut tournament this past weekend, securing the program’s first victory while showcasing resilience across a competitive slate of games. Competing as a young 14U squad, the team experienced a full spectrum of tournament play. After dropping several early contests, the Lady Yetis mounted a comeback in their final game to secure a tie, demonstrating significant growth and adaptability on the field. Following the team’s elimination on Sunday morning, home plate umpire Carlos met with the squad to offer words of encouragement, praising the players’ effort and advising them to maintain their momentum moving forward. The weekend also featured lighthearted moments, including coach Anna Wilkinson directing pregame warmups with a boombox, narrowly avoiding incoming practice hits while keeping the team energized. Team officials expressed deep gratitude for the dedication shown by the athletes, parents, and coaching staff throughout the event. The Lady Yetis are scheduled to return to competition in two weeks.
