Dear Editor, Ok, I’ve opined on this topic before but given the significance of this matter I am moved to address it again. I speak of the fuel prices here in America that are impacting costs of all goods and services across the spectrum. For decades, irrespective of whoever has occupied the Oval Office, we’ve been told we have the largest oil reserves in the world and that we are now energy independent. Well if we are energy independent why is the collective state of global oil chaos resulting in we Americans being fleeced? Just this morning as I was watching FOX NEWS there was a report about Trump easing the sanctions on Russia’s fuel exports which allegedly will lower the cost of fuels here in America. We were also told that once the Strait of Hormuz was secured that fuel costs would drop here in America. None of that has happened. I’m sure the oil companies and individual fuel suppliers are gouging us, but overall the cost of a barrel of oil hasn’t fallen far enough to result in lower fuel costs. Of course, here in California’s one party rule we have the highest fuel taxes in America, and those taxes are being scammed to fund a plethora of pork barrel projects. According to the best estimates by geo scientists there are roughly 4.7 trillion (with a “T”) barrels of oil under America’s land. One barrel of oil yields 20 gallons of gasoline. 20 times 4.7 trillion equals 94 trillion gallons of potential gasoline. As of 2026 Americans are consuming 137 billion gallons of gasoline per year. Divide 94 Vickie R. Richardson trillion by 137 billion and you get 686 years of gasoline. “Cyanide Bombs” Killed Dramatically Less Wildlife in 2025, Data Shows
Wolf in the Wild. Source: Danny Green Photography
The U.S. Department of Agriculture’s Wildlife Services poisoned 202 animals using M-44 cyanide bombs last year, according to data recently released by the program. That reflects a 20-fold decrease from 2024, when the program used the devices to kill 4,664 animals. The federal wildlifekilling program targets wild animals like coyotes and wolves primarily to benefit the agriculture industry in Colorado, Texas, Wyoming and other states. In 2024 the Bureau of Land Management banned
Wildlife Services from using these dangerous devices on the public lands it manages. But earlier this year the agency reversed course and lifted the Biden-era ban. “Americans and wildlife are safer without deadly cyanide bombs scattered across our public lands,” said Collette Adkins, carnivore conservation director at the Center for Biological Diversity. “The fact that cyanide bombs can and do kill endangered animals and family pets proves that they’re too dangerous to be used anywhere. I can’t
understand why anyone thought it was a good idea to lift the ban on these indiscriminate and deadly devices.” In 2025 Wildlife Services reported killing a total of 375,616 native animals, which is a similar total to the last three years. Last year’s death toll includes 324 gray wolves, 61,266 coyotes, 391 black bears, 164 mountain lions, 517 bobcats, 2,155 red and gray foxes and 23,421 beavers. “This government program should focus on helping ranchers and others use coexistence measures that prevent conflicts instead of spending millions every year to kill wildlife,” said Adkins. “Ranchers can stop attracting bears and wolves and creating conflicts if they would properly dispose of livestock carcasses. But these livestock operations have little incentive to avoid conflict with wildlife when they can just call Wildlife Services to use taxpayer dollars to kill them.” According to the new data, the wildlife-killing program
unintentionally killed more more than 1.8 million than 2,458 animals in 2025, members and online activists including 518 river otters dedicated to the protection of and 258 turtles, as well as endangered species and wild several dogs and cats. Federally protected bald and golden eagles also died in traps set for other species. Proposed Alturas Police Cuts Raise Public Safety and Emergency Response Concerns
Photos by Amanda Nagy
The Alturas Police Officers Association is challenging a budget proposal presented by City Manager Warren Farnam during a Sept. 30 special meeting of the Alturas City Council. The plan proposes eliminating three positions within the Alturas Police Department, removing 60% of the city’s sworn staffing. The department operates with five sworn officers providing 24-hour coverage. Eliminating three positions would leave the department with two sworn officers and the police chief, raising concerns regarding emergency response capacity, officer safety, crime prevention, and investigative effectiveness. “A reduction of this magnitude is not simply a budget adjustment,” the association stated. “It is a decision with potentially farreaching consequences for public safety in Alturas.” Law enforcement officers handle unpredictable, simultaneous emergencies, including violent crimes, domestic violence incidents,
medical calls, and traffic collisions. With only two active officers remaining, the association argues the city has not explained how it will maintain continuous coverage or protect officers handling high-risk situations with limited backup support. The association noted one of the affected positions may be the department’s dispatcher. Beyond answering emergency calls, the dispatcher manages records, processes report filings, and handles prosecutorial requests for the Modoc County District Attorney’s Office. Cutting the position could delay investigative filings and administrative operations. The Sept. 30 special meeting was held at 2 p.m. with an agenda listing “Discussion/action: Review options for the Fiscal Year 2026-2027 budget.” Although listed as a discussion and action item, council members stated at the meeting that the item was for discussion only and no final decision had been made. Council members acknowledged discussing potential staffing reductions for several months prior. However, the generic agenda wording provided no explicit public notice that police layoffs were under consideration. According to the association, the city failed to
notify or invite them to the meeting in advance, violating the union’s memorandum of understanding with the city. Union representatives learned of the proposal independently shortly before the meeting. During the meeting, Farnam stated that the proposed cuts represented the city’s only viable option. The association contends that alternative solutions— such as grant funding, nonessential expenditure reductions, or revenue adjustments—have neither been fully explored nor publicly detailed. The proposal drew criticism during the meeting from Assistant District Attorney Richard Cotta, who opposed the reductions and characterized the plan as an attempt to “defund the police.” The association is asking city leadership to take the following steps before making a final determination: provide a complete accounting of the budget shortfall and estimated savings per position, detail all financial alternatives and grants evaluated prior to proposing law enforcement cuts, and present an operational plan covering emergency coverage, dispatch services, and officer safety. Residents, healthcare workers, school leaders, and law enforcement officials voiced opposition during a public comment session during Tuesday’s City
Council meeting regarding proposed budget cuts that would eliminate half of the Alturas Police Department staffing. The proposed reduction would eliminate three officer positions, leaving the city with minimal overnight coverage. Presenters urged the council to find alternative funding solutions to maintain public safety and preserve community resources. Speakers highlighted critical risks to local schools, hospitals, and emergency services, noting that local officers build vital relationships within the community and ensure rapid response during crises. District Attorney Nina Salarno warned that reducing police staffing directly threatens public safety and crime prosecution, citing a recent rise in violent crime and homicides in Modoc County. Community members also expressed concern over gaps in overnight public safety coverage among the police department, the sheriff’s office, and the California Highway Patrol. City and community leaders acknowledged broader financial pressures facing the municipality. Discussions centered on potential revenue streams, including traffic enforcement, public assessments, interagency partnerships, and utility fee adjustments. City officials emphasized that state and federal grant
funds earmarked for specific projects cannot legally be redirected to general operations or police staffing. Discretionary funds remain limited, while departmental staffing shortages across city government continue to complicate municipal budget planning. During the meeting, Farnam explained that municipal funds are strictly earmarked by state laws and propositions, such as water, sewer, and grant funds. This means money cannot be shifted between departments or used from enterprise funds to cover police staffing. General discretionary funding relies primarily on property, sales, and transient occupancy taxes, which are increasingly insufficient to match growing operational expenses and deficits. Farnam also noted that the Public Works Department has shrunk from 12 employees down to six over the past 20 years, even as state regulations and municipal responsibilities have increased. With limited discretionary fulltime equivalents remaining across departments—while others are down to minimal staffing—the city faces severe operational constraints in trying to absorb budget gaps or reallocate resources. The council took no formal action on the police staffing proposal during the session, stating that official deliberations and votes will occur at a future meeting.

Answer on page 9 Continue from page 3 prescriptions still be covered? When reviewing plan options, check that the doctors and medications you rely on are covered. That may be a pediatrician who knows your child’s history, a specialist you’ve seen for years or a medication you take regularly. Taking a few minutes to verify coverage can help avoid disruptions in care and unexpected costs. Medicare: Not all Medicare plans include prescription drug coverage, so be sure to compare costs, coverage and provider access when evaluating your options. 4. Will I know what care will cost before I receive it? Most people wouldn’t book a flight or schedule a major home repair without
understanding the price first. As you review plans, look for tools and health plans that help you compare costs and understand treatment options before receiving care. Some plans provide upfront pricing information, helping you make more informed decisions before scheduling an appointment. Medicare: Before visiting a provider, confirm that they accept your plan and ask about any costs you may be responsible for. 5. Is mental health support included? Whether you’re managing stress, anxiety or a major life change, mental health support can play an important role in your overall well-being. As you compare plans, review what mental health services are covered, including in-
person and virtual care, coaching, support lines and digital tools. Some insurers, like UnitedHealthcare, may provide a wide range of mental health offerings, like Calm Health. Medicare: Look for plans that include virtual mental health care with a $0 copay. Know your deadline Coverage deadlines vary. Employer-sponsored plans typically have a two- to threeweek enrollment window between September and December, Medicare’s Annual Enrollment period runs from Oct. 15 to Dec. 7, and Marketplace open enrollment runs from Nov. 1 to Jan. 15 in most states. Community Effort Gives Modoc High School a Fresh New Look Modoc High School is getting a facelift, and there’s community pride in every piece of it. Rodney Grier, a retired shop teacher and alumnus, designed and crafted the new look in the school’s shop. Former agriculture and shop teacher Holly Swanson saw the project through to completion, and Completely Custom painted it. A donation from Alturas Sunrise Rotary made the project possible, reflecting the organization’s commitment to the school and its students. The maintenance crew completed the installation. Special thanks go to Jesse Doss and Logan Clemens for their work, troubleshooting and determination to finish the job. “These are the people who make Modoc special. They give their time, share their talents and show up for our kids,” Principal Kristen Budmark said. “I’m grateful to call this community home and to be part of MHS. To everyone who had a hand in this project: thank you. You’ve given our students,

alumni and community something to stand a little
taller about.” Next up is a flowerbed
renovation by the horticulture class. Students will put their
skills to work and leave their mark on Brave Territory.
Fort Bidwell Reservation and Town of Fort Bidwell Wildfire Resilience Information Session Monday, October 26, 2026 6:00-7:30pm
Northern Surprise All-Lands Restoration Project Fort Bidwell Reservation Protection Project
Hosted by
Tribal Gymnasium, Fort Bidwell Indian Reservation Me-Thee-UH Rd, 130, 10 Bridge St, Fort Bidwell, CA 96112
In September 2022, the Barnes Fire burned 5,843 acres, prompting evacuations of the Ft. Bidwell Tribe and town of Ft. Bidwell. In response, the Northern Paiute Gidutikad Band of the Ft. Bidwell Indian Tribe, with support from Lomakatsi Restoration Project, formally requested proposals under the Tribal Forest Protection Act (TFPA). This expanded our partnership with the Modoc National Forest and Applegate Field Office of the Bureau of Land Management to reduce wildfire risk to both communities and the ecosystem. Come learn from partners about two exciting TFPA projects planned across 12,246 acres that will implement ecologically based commercial logging, thinning, fuels reduction, and prescribed fire. Both TFPA efforts complement the larger Northern Surprise Valley All Lands Restoration Project—encompassing over 30,000 acres of tribal, federal, and private lands. Partners will also highlight workforce training opportunities for tribal and rural young adults.

Northern Paiute Gidutikad Band Fort Bidwell Indian Tribe to Highlight Wildfire Resilience Projects
Community information session Oct. 26 will share updates on Tribal Forest Protection Act projects and broader restoration efforts By Lomakatsi Restoration Project for the Modoc County Record The Northern Paiute Gidutikad Band of the Fort Bidwell Indian Tribe will host a community information session Monday, October 26, 2026, from 6:00 to 7:30 p.m., at the Tribal Gymnasium, Fort Bidwell Indian Reservation, MeThee-UH Rd., 130, 10 Bridge St., Fort Bidwell, Calif. The session will highlight collaborative efforts underway since the 2022 Barnes Fire to strengthen community wildfire resilience, protect homes and natural resources, and create workforce development opportunities for Tribal and rural young adults. Topics will include two approved Tribal Forest Protection Act projects led by the Tribe, with support from Lomakatsi Restoration Project, building on partnerships with the Modoc National Forest and Bureau of Land Management Applegate Field Office. Together, the TFPA projects span 12,246 acres, are designed to reduce wildfire risk, improve forest health, and protect the Fort Bidwell Indian Reservation, the town of Fort Bidwell, and surrounding public lands through ecologically based commercial logging, thinning, fuels reduction, and prescribed fire. The TFPA is an authority established under Public Law 108-278, signed in 2004, that provides for special consideration of tribally proposed stewardship contracts, agreements and associated projects
on Forest Service- and BLM-administered lands adjacent to Tribal Trust lands to reduce threats to Tribal lands, resources, and communities and support needed restoration. The projects have gained momentum since the spring, when the Tribe and Lomakatsi co-hosted a tour highlighting stewardship work for federal agency leadership from the Washington, D.C., and regional offices of the U.S. Forest Service, Bureau of Land Management, and Bureau of Indian Affairs. Both TFPA efforts complement the larger Northern Surprise Valley All-Lands Restoration Project, a collaborative effort supported by Lomakatsi and the Inter-Tribal Ecosystem Restoration Partnership that encompasses more than 30,000 acres of Tribal, federal, and private lands. The effort includes a coalition of federal and state agencies, nonprofit organizations, and private landowners, working to reduce wildfire risk and protect natural resources in Tribal and rural communities in northeastern California. The community information session will also highlight ongoing forest health, hazardous fuels reduction, and ecosystem restoration efforts on Tribal Trust and private lands, alongside community-led initiatives including the Fort Bidwell FireWise Community program, community-based Prescribed Fire Council, and emerging Prescribed Fire Association—all helping build a more connected, fire-adapted, and resilient landscape. The event is free and open to the public. Light refreshments will be provided.
The Northern Paiute Gidutikad Band of the Fort Bidwell Indian Tribe and Lomakatsi co-hosted a field tour of the Fort Bidwell Reservation Protection and Northern Surprise Valley All-Lands Restoration Projects and other collaborative initiatives for federal agency leadership from the Washington, D.C. office and regional partners.

Defendant Facing Multiple Felony Charges Held Without Bail A defendant arrested on multiple felony charges, including assault with a firearm on a peace officer, was ordered held without bail following his arraignment in Modoc County Superior Court. Ryan Murphy was remanded to the Modoc County Jail on Oct. 19 after Presiding Judge Wendy Dier granted the prosecution’s request to deny bail, citing public safety concerns and applicable case law. District Attorney Nina Salarno argued for remand without bail, pointing to current case law and public safety risks. Dier agreed with the prosecution’s position. Murphy faces six felony counts: assault with a firearm upon a peace officer (Penal Code section 245(d) (1)); assault with a firearm (section 245(a)(2)); shooting

Modoc Medical Center Honors Two Community Leaders with Special Dedications at Mountain View Skilled Nursing Facility John Wall Library and Dick Steyer Courtyard recognize legacies of generosity, service, and commitment to rural healthcare Modoc Medical Center (MMC) is proud to recognize the extraordinary contributions of two individuals whose generosity and dedication helped shape the organization’s past, present, and future. In recognition of their lasting impact, MMC has dedicated two spaces within its new Mountain View Skilled Nursing Facility in honor of John Wall and Dick Steyer. Honoring John Wall’s Legacy of Generosity The John Wall Library recognizes a remarkable legacy of philanthropy that continues to benefit residents of Modoc Medical Center’s skilled nursing facilities. Through a generous estate gift, Wall made what remains the largest single charitable contribution in the organization’s history. A significant portion of his
donation was invested in improvements to Warnerview Skilled Nursing Facility, supporting renovations and enhancements designed to create a more comfortable, welcoming living environment for residents. Wall’s gift has extended far beyond the initial improvements, helping establish a foundation for continued investment in the quality of life of those receiving long-term care at MMC. “His generosity has and will continue to leave a lasting impact on everyone that lives in our skilled nursing facilities for years to come,” said MMC Chief Executive Officer Kevin Kramer. Located within Mountain View, the John Wall Library provides a welcoming space where residents and their families can enjoy books, literature, and other reading materials. This dedication reflects the importance of creating opportunities for enrichment, connection, and
enjoyment for individuals who call the facility home. Recognizing Dick Steyer’s Commitment to Community Service The Dick Steyer Courtyard honors a dedicated public servant whose leadership and tireless advocacy played an instrumental role in the development of the Last Frontier Healthcare District and the continued growth of Modoc Medical Center. Before Last Frontier Healthcare District was established, Steyer was actively involved in advocating for its formation. Recognizing the importance of securing a sustainable future for healthcare services in Modoc County, Steyer subsequently served as a member of the district’s inaugural Board of Directors, dedicating nearly 13 years of service from January 2010 through December 2022. The establishment of the District marked a pivotal turning point for MMC. It provided the organizational
framework necessary to secure financing through the United States Department of Agriculture (USDA) for the construction of a new hospital and skilled nursing facility, while also supporting the expansion of healthcare services available to the community. Throughout his tenure, Steyer devoted countless hours to reviewing organizational policies, construction plans, project documents, and operational procedures. His attention to detail and willingness to lend his expertise helped guide major infrastructure projects and organizational improvements. “Dick poured his heart and soul into his service as a board member and into this community,” Kramer said, describing Steyer as “such a great example of how we can give back to the communities we live in.” According to MMC Chief Nursing Officer Ed Johnson, Steyer was particularly involved in the planning and
development of outdoor spaces associated with the hospital and skilled nursing facilities, making the Mountain View courtyard a fitting tribute to his contributions. The Dick Steyer Courtyard provides residents and their loved ones with an inviting outdoor environment to gather, relax, and enjoy time together. Its dedication honors not only Steyer’s contributions to the facility itself, but also the time, talent, and energy he invested in improving healthcare throughout the community. A Lasting Legacy for Generations to Come While Wall and Steyer contributed to Modoc Medical Center in different ways, their efforts shared a common purpose: improving the lives of others and strengthening the future of healthcare in Modoc County. Their contributions represent the important role that community leadership, philanthropy, and public Continue on page 16
