Dear Editor, My wife and I are proud patriotic gun owners, but we don’t hunt. We are omnivores who love eating well-prepared animal flesh (as long as it’s organic free range and/or wild caught ocean), but again, we don’t hunt because we don’t need to. If we lived in the wilds of Alaska you can bet we’d hunt to feed ourselves, but as long as we can go to a grocery store and buy the high quality animal flesh we will never use our guns except for self-defense against threatening critters, including those with two legs. Now, before we bought our dream land here in Modoc County 7 years ago and moved here from Truckee we knew a married couple there who were also gun owners, but unlike us they were far-left goofballs. They belonged to a gun club somewhere in northern Nevada and would go there to shoot their arsenal. But in 2019 they sold their home in Truckee and bought remote land somewhere in Arizona because they did not want to live in California anymore where restrictions on buying guns and ammo has become a totalitarian nightmare. But they always voted for the anti-gun Democrats in Sacramento. Huh?? If that’s not the prime example of far-left derangement I’d like someone smarter than me (and my IQ is 158) to decipher that insanity. The City Council presented a budget at its special meeting held September 30th that will be presented to the City Council for vote on October 27th. Why the alarm? The proposed budget (which there was only one proposal) outlined, that because of funding difficulties, would propose the elimination of officer positions on the Alturas Police Department. This would directly affect the abilities of the department to serve and protect the public. It is imperative that another solution resolves this issue and we protect our officers and our citizens. Hadwick Family Farm Pumpkin Patch Stars Its 11th Season

Modoc County’s only pumpkin patch welcomes families every weekend in October Hadwick Family Farm Pumpkin Patch opened for its 11th season on Saturday, October 3rd. Fall fun is just around the corner for Modoc County as the weather turns cooler, leaves change color and the farm turns into your favorite place to spend the weekend. “When we started the pumpkin patch, our kids were little and right in the middle of everything,” said Heather Hadwick. “Now they’re grown and in college. We’ll miss having them here as much this season, but we’re ready to see the families who make October at the farm so much fun.”

Visitors can pick pumpkins, play games, see the farm’s Highland cattle and animals and enjoy a day outdoors. This season’s plans also include Boos & Moos floral classes, a pumpkin pie eating contest, Praise at the Patch, Domestic violence prevention walk, Trunk or Treat and much more. There are over twenty activities to enjoy at the farm including a giant pumpkin slingshot, pumpkin checkers, gold panning, cornhole, a pretend patch play area, the corn box and a giant hay bale maze with hay donated by Alturas Ranches. “The favorite of almost every kid is the Corn box. It’s like a sand box but filled with dried corn. Filled with shovels, farm animals, fences and tractors, the kids love creating their own farms and making angels in the corn box or burying their friends. It’s really tactile and oddly relaxing at any age. It’s really the only crying we hear at the patch,

when the parents make them get out.” Said Heather laughing. Located at 2454 County Road 56 in Alturas, Modoc County’s only pumpkin patch will be open Saturdays and Sundays from 10 a.m. to 4 p.m. through October 25th. The farm welcomes about 1,500 children for field trips each year, giving students a chance to visit a working farm, play some games and take home a pumpkin. “I look forward to the field trips every year,” said Bryon Hadwick. “The kids get pumpkins, learn a little about the farm and, whether they like it or not, hear a few of my dad jokes. Modoc County Honors Sgt. Daniel Nessling and Sgt. Julie Winkle for 25+ Years of Service

Correctional Sgt. Julie Winkle and Sgt. Daniel Nessling were honored Tuesday with resolutions from the Modoc County Board of Supervisors and Assemblywoman Heather Hadwick in recognition of more than 25 years of service to the Modoc County Sheriff’s Office. Nessling has served more than 26 years with the department and the citizens of Modoc County. Born in Chicago, Nessling began his career in the U.S. Marine Corps, entering basic training in October 1986 and becoming a lance corporal in May 1987. During his military service, he worked as an instructor in tactics, hand-to-hand combat and marksmanship. Promoted to sergeant in October 1992, he also served as a range safety officer. Nessling applied for a correctional officer and dispatcher position with the Sheriff’s Office on April 19, 2000, and was hired June 1, 2000, by Sheriff Bruce Mix. He worked in all areas of the jail before being promoted to jail sergeant on June 15, 2007. On Jan. 1, 2016, he transitioned to patrol as a deputy sheriff. Nessling later served as a K-9 handler and continues to assist with handler development and training. He has also served as a field training officer, training coordinator and firearms instructor. Promoted to patrol sergeant on Jan. 1, 2023, Nessling continues to hold the position while providing

leadership, training and mentorship within the department. The Sheriff’s Office recognized Nessling for his ongoing commitment and contributions to the county. Winkle, a lifelong Modoc County resident, was raised in Cedarville and graduated from Surprise Valley High School in 1999. Raised on a family cattle ranch, Winkle continues to work on the ranch during her days off, assisting with spring and fall operations. At age 20, she applied for a correctional officer and dispatcher position with the Sheriff’s Office on June 19, 2001. She was hired July 20, 2001, by Mix, beginning a career that has spanned a quarter-century. Winkle has worked as a dispatcher, correctional officer and corporal, earning a promotion to correctional sergeant on Feb. 1, 2016. In her current role, she oversees daily operations at the Modoc County Sheriff’s Office Correctional Facility. Her responsibilities include managing facility security, evidence management, court bailiff assignments, civil process and inmate transports. Winkle also serves as a volunteer firefighter and first responder with the Alturas Rural Fire Department. Colleagues highlight her experience, leadership and willingness to support her team across all aspects of the department’s work.

Modoc Yetis 11U Battle Back to Claim Silver Bracket Championship in Medford

The Modoc Yetis 11U travel baseball team brought home some hardware this past weekend after an exciting tournament in Medford, Oregon. The Yetis finished the weekend with an impressive 3-1 record, overcoming a tough Saturday loss to claim the Silver Bracket Championship on Sunday. The Yetis started the tournament off strong,

earning a victory in their opening game behind an outstanding pitching performance from Lane Harris. Harris set the tone on the mound, helping the team get off to a great start. However, the momentum shifted in their second game on Saturday, when the Yetis suffered their only loss of the weekend. The boys struggled to find their rhythm at the plate, and despite their

efforts, the bats weren’t cooperating. But Sunday was a whole different story! The Yetis came out swinging, bringing a new level of energy, confidence, and determination to the field. The bats came alive, the boys played with excitement, and their teamwork was on full display. With timely hitting, solid defensive plays, and a never-give-up attitude,

the Yetis battled their way through the Silver Bracket and earned the first-place championship title. What made the championship even sweeter was the way the boys responded to adversity. Rather than letting Saturday’s loss get them down, they showed up Sunday ready to compete. Their ability to regroup, make adjustments, and come back stronger demonstrated just how much this team continues to grow. The Modoc Yetis 11U team is made up of young athletes from Alturas, California; Lakeview, Oregon; and Fall River, California. Although these boys come from different communities, they share a love for baseball and have developed strong friendships both on and off the field. Together, they represent the dedication, hard work, and competitive spirit of small-town athletes. Travel baseball takes commitment, not only from the players but also from the families who spend countless hours traveling, practicing, and cheering from the

sidelines. These tournaments provide opportunities for the boys to face new competition, develop their skills, and learn valuable lessons about teamwork, perseverance, and sportsmanship. The Medford tournament was a great example of those lessons in action. The Yetis experienced both the highs and lows of competitive baseball, but when it mattered most, they came together and finished the weekend as champions. The Modoc Yetis organization is incredibly proud of these young athletes for their hard work, positive attitudes, and determination. A special thank you goes out to the coaches, parents, sponsors, and community members who continue to support the team and help make these opportunities possible. Congratulations to the Modoc Yetis 11U on their Silver Bracket Championship! These boys proved that one tough game doesn’t define a weekend, and a little determination can go a long way!

In September 2022, the Barnes Fire burned 5,843 acres, prompting evacuations of the Ft. Bidwell Tribe and town of Ft. Bidwell. In response, the Northern Paiute Gidutikad Band of the Ft. Bidwell Indian Tribe, with support from Lomakatsi Restoration Project, formally requested proposals under the Tribal Forest Protection Act (TFPA). This expanded our partnership with the Modoc National Forest and Applegate Field Office of the Bureau of Land Management to reduce wildfire risk to both communities and the ecosystem. Come learn from partners about two exciting TFPA projects planned across 12,246 acres that will implement ecologically based commercial logging, thinning, fuels reduction, and prescribed fire. Both TFPA efforts complement the larger Northern Surprise Valley All Lands Restoration Project—encompassing over 30,000 acres of tribal, federal, and private lands. Partners will also highlight workforce training opportunities for tribal and rural young adults.

Modoc High School Dissolves JV Football Program for Remainder of Season

Modoc High School has dissolved its junior varsity football program for the remainder of the season due to low roster numbers, injuries, inconsistent attendance and academic eligibility challenges. Principal Kristen Budmark and Athletic Director Scott Lewis announced the decision in a letter addressed to Braves football players and families, stating the program lacked the consistent player count required to safely and successfully maintain two teams. “First, thank you for your commitment to Modoc High School and our Braves Football Program,” officials stated in the

letter. “Your time, effort, and heart matter, and we appreciate all you have given to the program this season.” Under the new structure, eligible sophomores will have the opportunity to compete at the varsity level. Freshmen will continue developing their skills by practicing and traveling with the varsity squad. School leaders acknowledged the frustration surrounding the midseason cancellation while encouraging student-athletes to remain focused on their academic and athletic goals. “We know this is disappointing, especially for the players who have

worked hard and looked forward to their JV season,” the letter stated. “We want our players to stay dialed in. Keep showing up to practice and games, keep working hard in the classroom, keep learning, and keep supporting your teammates. Your role in this program still matters, and we need you to remain committed to its future.” Budmark and Lewis emphasized that rebuilding the football program will require consistent effort, accountability and dedication from players, coaches and community supporters alike. “We are committed to finding ways to strengthen our program and create opportunities for our athletes, but that work starts with each of us doing our part,” officials said. Parents and players with questions or concerns are encouraged to contact head coach Brogan, Lewis, or Budmark. “Thank you for your understanding, flexibility, and continued support of Modoc Braves Football,” the letter concluded. “We are disappointed that we have to make this decision, but we remain hopeful about what we can build together moving forward.”

Endorsed Ballot Initiatives 2026 Proposition

Recommendation

Proposition 1: The Veterans and Affordable Housing Bond Act of 2026. Authorizes $11.25 billion in general obligation bonds for affordable housing, homeownership, and veteran home-loan programs, including farmworker housing.

OPPOSE REASONING: California is already paying off billions in bond debt, all at a cost to the general fund to service the debt payments. While a critical need, the funding for farmworker housing is not enough to make this a worthy effort.

Proposition 2: Save for California's Future Act. Raises the state's rainy day fund cap from 10% to 20% of General Fund revenues and expands required paydown of state liabilities.

NO POSITION REASONING: CAFB does not have policy on this topic.

Proposition 3: California Children's Education and Health Care Protection Act of 2026. Makes permanent the 2012 voter-approved high-income tax rates, directing revenue to K-12 schools and community colleges.

OPPOSE REASONING: CAFB opposes income tax increases.

Proposition 4: California Fair Elections Act of 2026. Establishes a public campaign financing option for candidates for elective office, subject to expenditure limits and eligibility criteria.

OPPOSE REASONING: Funding for this program would come from the General Fund. It is an unwise use of revenue given our budget situation.

Proposition 5: Elections: Recall of State Officers. Eliminates the simultaneous successor election in a state officer recall; the office instead remains vacant and is filled per the Constitution and statute.

Proposition 37: Creates Loan Program for Middle-Income Buyers of Qualified New Homes. Authorizes up to $25 billion in bonds to offer middle-income buyers fixed-rate mortgages for a portion of the purchase price of qualified new homes.

NO POSITION REASONING: A self funded revenue bond differentiates itself from a general obligation bond. Because this bond is self funded, CAFB has no position on it.

Proposition 38: Authorizes Bonds for Immunology Research. Authorizes $8.4 billion in state general obligation bonds for immunology and immunotherapy research, repaid from the General Fund.

OPPOSE REASONING: Shifting government program costs from general tax revenues to additional public indebtedness through bond issuance to mitigate budget shortfalls is bad fiscal policy.

Proposition 39: Establishes Additional Voter Identification and Citizenship Verification Requirements. Requires voters to present government-issued ID at the polls, or the last four digits of an ID number by mail, and requires annual county reporting on citizenship verification.

SUPPORT REASONING: Policy supports safe and secure elections.

Proposition 40: Imposes One-Time Tax on Certain Individuals and Trusts. Imposes a one-time tax of up to 5% on individuals and trusts with covered assets over $1 billion, directing revenue to health care and food assistance.

OPPOSE REASONING: CAFB opposes income tax increases.

Proposition 41: Requires Audits of Programs Funded by New State Special Taxes. Requires audits of programs funded by new state special taxes and prohibits new state taxes from being excluded from the existing voter-approved spending limit.

SUPPORT REASONING: Fiscal responsibility, and transparency is critical with taxpayer money.

Proposition 42: Prohibits New State Personal Property Taxes and Certain Retroactive State Taxes. Prohibits new state taxes on the ownership of personal property, including business interests and intellectual property, and prohibits retroactive state taxes.

SUPPORT REASONING: California is already an expensive state to live in. There should not be another tax burden that will impact all Californians.

Proposition 43: Local Taxes: Limitation. Requires local special taxes, including those imposed by citizen initiative, to receive two-thirds voter approval, closing a court-created initiative loophole.

SUPPORT REASONING: Restores 2/3rd vote on local special taxes which must be protected.

Proposition 44: Requires Community Health Clinics Spend 90% of Revenue on Program Services. Requires nonprofit Federally Qualified Health Centers to spend at least 90% of revenue on direct program services rather than administration or overhead.

NO POSITION REASONING: CAFB does not have policy on this topic.

Proposition 45: Modifies Environmental Review for Certain Projects. To encourage investment in infrastructure and limit CEQA ligation abuse, sets deadlines, streamlines review, and limits litigation for housing, transportation, water, health, and clean energy projects; directs CEQA to give substantial weight to project approval and to prevail over conflicting state laws.

SUPPORT REASONING: CEQA reform is desperately needed. Prop 45 will assist in priority issues for Farm Bureau members – wildfire fuel reduction projects, water infrastructure. While there are members and policy on both sides of this argument, the overwhelming benefit that comes from Prop 45 outweighs the negatives and should be supported.

Verizon and Frontier File to Discontinue Copper Landlines: What Modoc County Residents Need to Know

Frontier Communications customers in Modoc County who rely on traditional copper-based landline telephone service could see that service discontinued on or after Nov. 30, pending federal approval. On Sept. 9, Verizon and 34 Frontier Communications operating companies — all now Verizon companies following Verizon’s

acquisition of Frontier in January — filed an application with the Federal Communications Commission seeking authority to discontinue copper-based Plain Old Telephone Service, or POTS, for residential and business customers in portions of California and nine other states plus the District of Columbia.

Verizon has stated it will not discontinue service at any location where no replacement voice service is available. Replacement options listed in the application include fiberbased interconnected Voice over Internet Protocol service where Verizon has deployed fiber; VoiceConnect, a fixed wireless service that enables existing telephone handsets to operate over Verizon’s wireless network with battery backup and Enhanced 911; and mobile wireless or wireless broadband service. The copper discontinuation effort is part of a broader industry shift away from aging copper infrastructure. AT&T has separately filed to discontinue legacy copper landline service across portions of 360 wire centers in California, with a proposed discontinuance date on or after June 1, 2027. The California Public Utilities Commission has been involved in that proceeding. For rural communities like those in Modoc County, where cell coverage can be unreliable and highspeed internet is not universally available, the transition away from copper

landlines raises questions about access to emergency services and affordable voice communication. Copper landlines have historically functioned during power outages, providing a reliability advantage that some replacement services may not fully match. The application’s service areas are depicted in maps included as Exhibit B with the filing, which is available through the FCC’s Electronic Comment Filing System. The Modoc County Record has reached out to Frontier for comment and will publish further information as it becomes available.

The filing is separate from an earlier Verizon application, submitted Aug. 10, covering portions of Arizona, Delaware, New Jersey, New Mexico, Ohio, Rhode Island, South Carolina, Utah and Virginia, with an earliest discontinuance date on or after Oct. 23. That application covered roughly 277,000 remaining legacy voice lines — less than 2.25% of the locations the network could serve in those states. The FCC issued a public notice seeking comment on the earlier application in late August.
